The planning, design and operation of mines must include the development of positive environmental, community and land-use benefits if it is to achieve good corporate social responsibility and minimise detrimental impacts throughout the life of the mine. Life-of-mine (LOM) planning should, therefore, consider conducting mining activities in the best socially, environmentally and economically acceptable manner, from the commencement of exploration to post-closure of the mine. Current knowledge of LOM activities in relation to public health (life-of-community, or LOC) impacts neither fully captures the full suite of human health and well-being impacts, nor comprehensively informs society on these issues. This knowledge gap is becoming more apparent as public antipathy is increasing towards mining activities within Australia, Canada and globally. The purpose of this paper is to present preliminary and informative results of a literature review to gain insight into the extent of available public health and well-being knowledge associated with mining development. LOM development must also benefit the LOC, in that it must aim to minimise detrimental impacts, and maximise beneficial (including health) impacts on all associated communities. Health planning and programing for mitigation of potential adverse health impacts of mining should extend beyond the scope of work-related injury and illness (resulting from chronic exposure to harmful substances, infectious and lifestyle illnesses), to the health and well-being of workersÆ families and extended associated communities. The underground mining industry is seeing unprecedented shortages in skilled labour. Migration to Australia being at an all-time low is a leading concern, with pandemic-induced border closures and lockdowns only exacerbating the skills shortage, not causing it. The skills shortage is forecast to peak in 2023 and remain high beyond 2025. With this skills shortage in mind, mining companies throughout Australia are trying to deal with stricter protocols around Health and Safety (H&S) legislation, as well as more stringent controls on quality assurance, particularly as underground mines are reaching greater depths and extending into ‘unchartered territory’. The cumulation of this is proving to be a major hurdle in ‘effective’ operational geotechnical management. The drive for automation in mining is bringing another level of complexity. However, ‘once automation is up and running, it presents the opportunity to access talent pools that may not normally be available. There is also a change in skillset that will be required to drive automation. ‘The top two emerging roles that will be critical for the future of the mining industry are artificial intelligence and machine learning (AI/ML) specialists, and process-automation specialists’ (Writer, 2021). If anything positive has come from the pandemic, it has shown that remote working can be effective and that the drive for automation and critical evaluation of skills required on-site should be given greater priority. UQ acknowledges that the industry is changing, and that digital technology is required to be offered in mining related disciplines. Industry and academia need to do more to promote geotechnical engineering in mining and balance the curriculum to suit the future of mining and make it more enticing. The average cost of a geotechnical failure is about $5 million in coalmines and can be into the hundreds of millions of dollars if production is affected (Cartledge Mining and Geotechnics, 2020). The cost of a good geotechnical design far outweighs the potential losses if a failure were to occur. This alludes to the growing importance of experienced geotechnical consultancies playing a pivotal role in managing mine site geotechnical hazards, while the industry is developing the next generation of geotechnical engineers.

Environmental, social and governance (ESG) factors have always been important to the minerals industry and is now considered one of our most important opportunities (and risks). Getting it right from the beginning is critical for the minerals industry, and that starts with mineral exploration. Exploration, or the process of investigation of an economic mineral deposit, is generally low impact and short-term. Exploration operations vary in size and scale and often shift priority, focus and location relatively quickly. Australia is a highly regulated jurisdiction with different regulatory systems and requirements in every state and territory. Most mineral exploration is undertaken by junior exploration companies or ‘explorers’. Exploration companies are lean operations with limited staffing and resources, traditionally with no income apart from funds raised or work through partnerships. Funds are tight and administrative investment is minimised so that investment into activity on the ground is maximised. All these variables mean that understanding and implementation of ESG frameworks for an exploration company can be challenging. ESG is a fast-moving sector with currently multiple frameworks and reporting standards. Interest from community and government stakeholders as well as investors and off-take partners has been growing, with mandatory reporting soon to be implemented. The upcoming changes to the JORC Code will ensure that ESG considerations will be a key component of all public reporting. Resources have been developed to support explorers implement, manage and report on ESG considerations. Due to their scale, agility and direct importance of land access and social licence, many explorers are not the ‘cowboys’ (or ‘cowpersons’) of the industry, but industry leaders in ESG. Strong interest and leadership have led to innovative practices and strongly embedded vertical frameworks that directly contribute to social licence to operate.

"Water evaluation and management during mining exploration and operational activities is crucial to minimise direct and indirect operational costs and also in delivering mining companies the less tangible, but equally critical æsocial license to operateÆ.Mining is often carried out in remote areas, where the mine will be the most significant and visible user and potential contaminator of water resources. However, wherever it is located, a mineÆs use of water must be managed in the context of two key aspects: the natural parameters of the resource; its abundance, its temporal variability and its chemical and physical qualities other users of the resource; other industry, potable water supplies and ecological requirements of local habitats.It is vital, therefore, that this commodity be assessed to an appropriate degree to help establish the viability and sustainability of the mining project and identify those other stakeholders who may be affected by the mining companyÆs activities.This paper outlines the background to catchment-scale model and presents a cost-effective method for establishing a robust water baseline and creating a water management tool to be used throughout whole mine life cycle. Numerical surface and groundwater modelling has long been established as a tool for reactive management, following collation of yearsÆ worth of data. Now, using freely available remote sensing data and desk study information, analytical modelling techniques can be used cost effectively to provide mining companies with a tool for assessing and managing their water consumption requirements at the outset of a new project venture.The paper includes a selection of case studies to show how the use of analytical modelling can be used as an evaluation and management tool to help not only assess general watershed parameters and water availability but also how it can be used as a tool to provide decision makers with the information to complete æwhat if?Æ scenario assessments. Using a scientific-principled definition of global socio-ecological sustainability can be a useful basis for planning precious and base metal mining projects. The mining industry faces key challenges of; viability of the minerals industry; the control, use and management of land; national and local socio-economic development; environmental management; materials stewardship; and access to information. Using a framework for strategic sustainable development to assess the current reality of mine project development has resulted in identifying areas of strength and opportunities for improvement between current best practices and a desired vision of sustainability constrained by science based principles. These gaps indicate opportunities to strengthen current strategies, tools, and actions with a deeper understanding of socio-ecologic systems and a first-order, principled definition of sustainability, enabling success in moving towards achieving a sustainable society, ie sustainability. Evaluation of mine project development and their impacts on ecological and social systems using a systems perspective which recognises the underlying principles of operation, delays, feedback loops and response to change highlight specific opportunities to create value for social, economic and ecologic systems. Envisioning this future for mining projects within a sustainable society can be done by evaluating their development and operations guided by the sustainability principles. Performance indicators play a key role in measuring progress towards achieving sustainability goals yet it is necessary to consider whether indicators capture the whole systems perspective. Connected to this broader view, indicators can contribute much value to the mining industryÆs sustainability journey. This paper examines how current processes for mining projects can be developed using a whole systems perspective and measured using holistically designed performance indicators.

The environmental and economic impacts of a significant dependence on fossil fuels are affecting the future of sectors such as of mining. These impacts are prompting the Australian Government to seek solutions for reducing its dependence on fossil fuels more generally, such developing clean energy and improving energy efficiency. However, limited research has been undertaken to assess the potential synergies between clean energy and mining in an uncertain global future. This paper analyses current energy use by mining in Australia and reviews the drivers and opportunities for energy efficiency and cleaner energy technologies to be coupled to mining under three future scenarios. Linkages between mining and clean energy are investigated for three global scenarios for mining and metals to 2030, developed by the World Economic Forum (WEF), namely Green Trade Alliance, Rebased Globalism and Resource Security. These scenarios are applied to assess how they could change the barriers, opportunities and trade-offs required for the development of a more sustainable energy sources by the minerals industry in Australia.

Mining has been typified of late as a boom and bust, cyclical industry operating against a steady decline in the size and quality of mineral deposits. Decreasing deposit grades and increasing costs of traditional mining techniques, all in the face of another commodity downturn, are forcing mining companies more than ever before to seek out new and innovative ways to operate. New technologies are emerging to model, control and track resources through the mining value chain, to move material about mines more efficiently, and to identify and separate ore from gangue early in the extraction process.Discovering such technologies however is only the first challenge for mining companies. Actually implementing technological change successfully has proved to be an even bigger challenge. Like for many industries, fulfilling the promised benefits for the expense and timing envisioned, has not been easy when innovative technologies are introduced.Citing the author’s insights and experiences in a number of emerging technologies, this paper explores barriers to implementing technological change in the mining context. "Geometallurgy is an important addition to any evaluation project or mining operation. As a discipline, it seeks to maximise the net present value (NPV) of an orebody while minimising technical and operational risk. It also aims to promote sustainable development and initiatives by ensuring that all stages of extraction are performed in an optimal manner from a technical, environmental and social perspective. To achieve these goals, development of innovative technologies and approaches along the entire commodity value chain are being established (Glass, 2016). Geometallurgy has been shown to increase operational stakeholder collaboration, creating an environment for knowledge sharing and improved data acquisition and interrogation, with the end result being the integration of such data into mine planning and scheduling. As mining activity moves to remote and less developed locations globally, a holistic approach to mine development is fundamental for achieving a balance between strong financial returns and corporate social responsibility and transparency. Key inter-related fundamentals such as social licence to operate, life-of-mine operational planning, minimising environmental impacts and, most importantly, attractive investment returns for the mining company all contribute to the viability of any new mining project.However, the typical practice in the mining industry is often to treat environmental and social/community aspects as separate compliance issues that are dealt with at minimum cost and disruption to the project and resulting operation. This often results in less than optimum environmental and social outcomes, and presents considerable liabilities at the time of closure when rehabilitation programs continue to require funding when all revenue has ceased.The five capitals model seeks to identify each of the key contributors to sustainable development as financial, manufactured/physical, social, human and natural to formulate a type of triple bottom line approach balancing these often competing project factors. The SUSOP® sustainability risks and opportunities framework, developed by the mining industry, bases its approach on the five capitals model and proposes an approach that breaks down enterprise silos to identify innovative solutions for life-of-mine sustainability. The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

Decarbonising explosives manufacturing and catalysing low-carbon mining supply is a significant global challenge. Low-carbon manufacturing precincts – clusters of geographically close businesses across multiple industries that share a goal of adopting firmed renewable energy and decarbonising process emissions – offer one potential solution. In an Australian first, Orica commissioned tertiary catalyst abatement technology in 2023 to mitigate greenhouse gas (GHG) emissions at its Kooragang Island (KI) facility in New South Wales (NSW), Australia. The EnviNOx® technology (ThyssenKrupp Industrial Solutions AG, Dortmund, Germany) used reduces nitrous oxide (N2O), a potent greenhouse gas arising as a by-product of nitric acid manufacture. As a result, mining customers in NSW are now benefitting from ammonium nitrate (AN) products that are almost 50 per cent less emissions-intensive than those Orica previously offered. The $37 million project is a private-public partnership that has involved partners across Federal and State government, global engineering and technology vendors, local community groups and local carbon advisors to overcome financial barriers.

The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.

The minerals industry is faced with choices beginning in the exploration phase and extending over the life cycle of the mine. Firms examine the technical feasibility of alternative actions and typically rank them based on economic performance. Increasingly firms also consider alternativesÆ contribution to sustainable development. There are many visions of what a sustainable future should look like and much debate about what should be sustained. Sustainability is a process, a series of incremental actions, and each alternative course of action has the potential to further progress toward one or more sustainability goal. However, because it is not possible to sustain everything everywhere simultaneously, trade-offs and choices inevitably have to be made.Sustainable decision making before investment (ex ante decisions) should incorporate a broad suite of quantitative and qualitative information. One approach is to utilise an integrated sustainability assessment (ISA) framework that supplements traditional technical and financial tools with other tools such as objectives hierarchies (OH) and life cycle assessments (LCA). OH is a problem framing method that captures stakeholder and decision maker interests, objectives and values. LCA addresses material and energy flows, and environmental impacts. The outputs of these tools can be combined with additional qualitative measures and analysed using multi-criteria decision analysis (MCDA). MCDA models facilitate comparison of different alternatives on the basis of a set of criteria and indicators. Some can incorporate information on risk attitudes and preferences ( multi-attitribute value theory models) and others uncertainty about outcomes (multi-attribute utility models). Studies have been published describing and comparing tools for minerals sector decision analysis. Our paper extends this literature, discussing how a combined OH-LCA-MCDA can support ex ante sustainability assessment by incorporating preferences, risk attitudes, and monetised or non-monetised social and economic variables, in a manner that captures their inherent complexity. We also discuss how such a combined model would support trade-off analysis.

‘Like every other commodity, the value of the metals is subject to variation’ (Ricardo, 1817). Mineral commodity price uncertainties have always been a significant issue in mining business due to the close relation between global economic conditions and commodity prices, which commonly generates significant and unexpected price fluctuations. Price forecasts have been driven by economic theory, which states that in the long-run market will be balanced and that prices tend to the marginal cost of production. However, this theory has been misunderstood in the mining industry and future prices through time, in real terms, are assumed to be unchanged. This is unrealistic due to regardless of the cycling nature of economy and the omission of uncertainties. Furthermore, using historical data in traditional price forecast approaches does not guarantee realistic predictions as past events will not necessarily be repeated at the same intervals and with the same intensity. Mining, finance and economic sectors have made significant research efforts to predict prices and control uncertainties through classic linear, Gaussian and probabilistic simulation approaches. However, by definition, uncertainties cannot be measured or accurately modelled. Uncertainties can be identified to measure and manage the associated risks; therefore, uncertainties in mining projects have been historically misinterpreted, erroneously measured and poorly controlled. It is widely known that supply and demand functions drive market prices. While technological development noticeably influences supply, demand is strongly driven by psychological factors, mainly related to customer preferences and lifestyle expectations. Thus, human behaviour is one, or if not, the most important variable to determine commodity prices in a competitive market. During the last decades, alternative methodologies have been used to study uncertainties in human, environmental and market behaviours. Chaos theory, fractals, artificial intelligence and econophysics have been widely and successfully used to investigate complex dynamic systems to address uncertainties over time in the fields of neurosciences, meteorology, aviation and market trading. The application of these techniques in the market suggests a more realistic approach to the business environment. Through the combination of the methodologies above a novel long-run price uncertainties simulation approach that emphasise the differences between risks and uncertainties is proposed in this paper. Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. Mining is a major global industry that requires the moving of considerable volumes of earth and rock (overburden) to win the valuable ore prior to mineral extraction and processing. As a result of this process, new landscapes are created, both extracted voids and overburden piles, as well as infrastructure for management of mine operations, wastewater, tailings, other raw materials, transportation and extreme rainfall events. Resource companies must develop and obtain regulatory approval for detailed plans that manage this displaced material through all phases of the life-of-mine and rehabilitate the site at the time of closure (including landform stability, revegetation and ongoing management).Individual mine sites operate in long time frames (ten to 50 years), with several mines often operating in the same region, generating cumulative overburden volumes and heavily altering the original landscape. These impacts are universally framed as a negative consequence of the industry, especially by modern society that values natural (and some agricultural) landscapes as pristine and almost sacred. Overburden and tailings are also seen as a problem, and are a significant business cost to mining practice.This paper looks to investigate perceptions of mining and post-mining landscapes, questioning the aesthetically driven emphasis on the ‘natural’. It proposes instead an opportunity to reframe the way we look at overburden and landscape impacts from mining, exploring the possibility of imagined post-mine landscapes unburdened by traditional aesthetic expectations. These landscapes, to be conceived by regional stakeholder roundtables, have the capacity to be built by regional mining consortia as a foundation for sustainable post-mining economies.Post-mine regeneration offers both the motivation and the basic materials to create an altogether new environment from a blank slate. Iran has had an active mining sector for some 7000 years. Exceptional in terms of its mineral diversity, Iran produces 62 minerals, and is ranked among the world’s 15 most mineral-rich countries. Many people around the world know Iran as one of the major petroleum exporters. Oil and natural gas dominate Iran’s economy, and oil exports provide the principal source of income, contributing more than 80 per cent of foreign exchange earnings. Transformation of Iran from an oil exporter to an independent country to oil has been on the table for many years, even before the Islamic Revolution of 1979. Development of the Iran’s mineral industry is one of the major replacements for petroleum exports. In the last decade, Iran invested billion dollars in the mining and mineral industry sectors and to increase the added value, tried to export processed minerals instead of the raw materials. In accordance with the ‘20-year Perspective 2025’ that targeted by the Supreme Leader, Iran will be a country with the first rank in economy, science and technology in its region. The objectives over this perspective include briefly increasing annual production to 55 Mt of crude steel, 800 000 tonne of copper cathode, 1.5 Mt of aluminium, 200 Mt mineral products, 300 000 tonne of zinc and 5 000 kg of gold. These goals are achievable in normal circumstances, but concurrency of the 20-year Perspective 2025 with commencement of the UN Security Council sanctions against Iran, frustrated objectives of the perspective, at least the ones related to the mining and mineral industry sectors. This paper tries to elaborate the development programs and following challenges for the mining activities of Iran by 2025.

Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014.
