Australia has been slow in adopting the use of underground space as a part of our urban planning process. Australia has one of the highest levels of tunnel advance per capita per annum in the world, yet the use of underground space in our cities appears difficult for our planners and politicians to comprehend, not withstanding the general availability of good quality rock and contractor expertise in Australia. However, the lack of space in our urban areas is being highlighted as our major cities expand outwards and people and businesses gravitate towards city centres. Typical potential underground space uses include car parking, self-storage and archiving facilities, water storage, underground quarrying, small industrial facilities and another layer of traffic (electric and fuel cell) and services network. Historically, blasting in high density population areas has resulted in blast vibrations and blast overpressures exceeding the limits, which in some case have been set extremely low in terms of peak particle velocity (PPV). This makes conventional blasting difficult, often requiring low charge weights per delay and associated small blast sizes and slow advance rates. However, the introduction of new technologies, such as computer aided drilling, electronic delays and low-energy explosives has made this task considerably easier. Although more expensive than conventional blasting, excavation by blasting using these products and technologies in relatively good quality ground is believed, in most cases, to be less than the cost of mechanical excavation. In this paper, the authors look at innovative trends in underground quarrying, underground commercial space and tunnelling and put forward their concept of future excavation demand, future product requirements and technical specifications to the drill and blast community.

During the development of Lorca tunnel project in the South-East of Spain, an in-site study has been done, with the purpose of obtaining the characteristics of the different lithological units through twenty-two parameters for the design of the tunnel excavation and support. In the paper both the different works developed and the different methods and criteria followed in the obtention of the parameters are described. The values of those parameters may be useful in similar cases. Also a summary-table of the parametrical characterization for the use in similar studies is given.

The project management and construction plans adopted by Davy McKee for the Cooper Basin Liquids Project resulted in a project notable for the Relatively short duration from initiation of the design through to liquids production. Two locations were involved, one at Moomba in the far northeast of South Australia some 800 km from Adelaide, and the other at Port Bonython some 40 km from Whyalla. Total expenditure by the owners at the two sites was in excess of $600 million. Matters covered include organisation, transport, construction, industrial relations, project services and commissioning.

The results of a geostatistical analysis of geochemical data obtained from field measurements are described in the paper. Q values derived from seismic signal rise times for different travel paths in the rock masses were used in the study. Cross-hole seismic measurements made at surface and underground sites formed the basis for the work. Geostatistical estimation of average l/Q values for area of the rock were compared with geological interpretions of rock type distributions. Reasonable correlations were obtained between the two methods of rock quality estimation.

Faced with low prices and weak demand in an oversupplied market, the Australian coal industry must seek to further reduce its costs. The paper examines minesite competitiveness of the open cut coal industry in Australia with some references to the coal operations of M.I.M. Holdings Limited. The make-up of F.O.R. mine costs is analysed in order to identify where efforts should be directed to maintain competitiveness. The scope for mine site improvements through changes to working practices, the application of new technology and cost management is examined.

The Golden Cross mine is situated in a sensitive environmental setting on the North Island of New Zealand, about 150 kilometres south-east of Auckland and about 8 kilometres NW of Waihi. The mine is situated in dipping topography, with volcanic ashes making up soils, fault zones running through the area, and rainfall of about 3m per year on average. Water management is the most demanding environmental challenge on site, and a comprehensive programme has been put in place to address tailings deposition, long term tailings storage, and water treatment during and after operations.

The progress between 1983 and 1989 towards Management Guidelines for R16 was extremely slow and painful because protection of the mining heritage was a new function and administrative activity not referred to in any Queensland mining law. Also, until 2 December 1989 the Queensland political climate was anti-preservation. Therefore an understanding had to be achieved between John Hay, the Mines Department and the National Parks and Wildlife Service, to ensure preservation of the mining machinery in situ rather than being removed to a town site such as in Ravenswood.

In the non-codified realm of tunnel design there are issues which are sure-fire instigators of controversy. This paper presents a discussion regarding one particular issue which in the authors’ experience often results in comment and debate. This issue only forms part of the rock load assessment process, but it is specifically addressed with the intention of presenting a rational basis for design, which may result in broader acceptance within the tunnel design community.The issue considered relates to the characterisation of in situ rock stresses for the design of tunnel support in the Sydney Basin. A summary is given of the literature on the topic, with emphasis on the main sources of uncertainty and contention. A design approach is proposed, with particular focus given to the numerical modelling of in situ ground stresses and the approach used to ensure that the adopted stress regime is consistent with the assumed ground model. In recent years rehabilitation of mine sites has become a principal focus of mining legislation in Victoria. In previous eras, managed rehabilitation commenced, if at all, towards the end of mining operations. Planning for rehabilitation works now commences before an exploration licence is granted.The paper gives a brief overview of the requirements for rehabilitation under the Mineral Resources Development Act 1990, Extractive Industries Act 1966, and related environmental planning legislation including rehabilitation bonds and enforcement provisions.A brief review of the current taxation provisions is also included.

Alcoa of Australia Limited owns and operates a 150 MW power station adjacent to the coastal township of Anglesea in south western Victoria.The power station was constructed in the mid 1960s to supply electricity to the Company's smelter at Point Henry, near Geelong, and is fuelled by high quality brown coal mined at the site in Alcoa's lease area.The open cut mine, producing approximately one million tonnes of coal per year, utilises a backfilling method and has carried out progressive regeneration of those completed areas since the mid 1970s.

Anglo American Metallurgical Coal (AAMC) manages five open cut coal mines in Queensland and New South Wales, producing approximately 30 million tonnes per annum. The size and complexity of these mines require efforts by a large and diverse number of personnel to minimise adverse geotechnical events from occurring. To achieve this, the AAMC coal mines in Australia are developing a concept of managing the geotechnical risks associated with open cut coal mines. The overall system utilises a combination of internal training, a management system (operational management systems) and standards, numerical modelling, monitoring, inspections and audits. The development of the standards as well as training and mentoring of exploration personnel, geotechnical engineers, engineering geologists and mining engineers with an interest in the geotechnical aspects of mining, training of the production workforce, mentoring and training of the technical staff create the basis for achieving a pro-active rather than a reactive system. Audits are used to assure that personnel are maintaining the standards and to facilitate cross-mine leanings so that best practices are developed across all sites.

Anglo Coal Australia (ACA) takes a proactive position with regards to attracting and retaining employees at a graduate level. Currently, ACA has graduates in its program across all disciplines: Mining Engineering, Mechanical Engineering, Electrical Engineering, Commercial, Occupational Health and Safety, Environmental Engineering, Human Resources, Safety Engineering and Processing Engineering. The current program is three years in duration and involves two (generally) equal periods at different ACA mine sites or Brisbane Corporate Office. ACA takes an active role in promoting its status at the university level by maintaining a scholarship program. Six undergraduate scholarships are offered each year across all disciplines. Associated Vacation Employment is offered to each scholarship holder during the period of his or her university study. This commitment to education is regarded highly by future graduates. ACAÆs active role in sponsoring student bodies is also known and appreciated amongst the university population. ACAÆs graduate program has been a successful training program for future leaders of the coal mining industry. The company is committed to making the program more suited to the needs of the graduates across all disciplines and as a result the program is not stagnant but is constantly changing and evolving. Recently the æGraduate PassportÆ has been drafted with an aim to keep each graduateÆs needs in relation to experience and training firmly in focus for the duration of the three-year program. Appropriate training for each graduateÆs position is supported by the company; for instance, support through funding and time for a commercial graduateÆs CPA qualifications is provided.

"OZ MineralsÆ Prominent Hill copper-gold concentrator is located 650 km north-east of Adelaide, 130 km north-east of BHP BillitonÆs Olympic Dam operation and 130 km south-east of the regional township of Coober Pedy, in the Gawler Craton region of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 10 Mt/a ore throughput capacity, operating well over the design rate of 8 Mt/a. Increased throughput rates have seen a decreased water recovery from the tailing thickener due to operating above design. Subsequently, greater pressure was placed on the site water balance and bore field off-take rates due to increased evaporation losses from greater volumes of water reporting to the tailing storage facility. This resulted in a trade-off between water availability and milling rates as part of the operating strategy.Two projects were implemented to increase the tailing thickener underflow density, thus improving water recovery directly back into the operating plant, reducing water losses via evaporation and decreasing the reliance on the bore field system operating at maximum rates to maintain mill throughput. The two projects were: tailing thickener feedwell redesign implementation of the Manta Cube control system.This paper discusses the background, implementation and benefits attained from these two key projects. Combined they have allowed a two to three per cent increase in tailing thickener underflow density to be consistently achieved, which has allowed greater water recovery. As a result, the processing plant has been able to operate at higher throughput rates when required, with greater water availability in the process plant recirculating system and a reduction in occurrences of the plant being æslowed downÆ due to water supply shortfalls. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Bastnäs-type magnetite-skarn-hosted rare earth element (REE) mineralisations are located in the Palaeoproterozoic Bergslagen ore province, central Sweden, and occur along a ca 100 km long belt of 1.90–1.87 Ga metavolcanosedimentary rocks. Ten different Bastnäs-type deposits have been sampled in order to assess the origin of ore-forming fluids in these systems. Magnetite and quartz have d18O values ranging from -2.3 to +1.1‰ and +7.2 to +8.3‰ respectively. Mineralised carbonates have d18O values between +5.8 and +7.2‰ and d13C values between -5.4 and -3.3‰. Temperature calculations based on the O-isotope composition of mineral pairs, combined with available fluid inclusion data, suggest primary mineralisation at ca 650–400°C. For these temperatures, calculated equilibrium fluids have d18O values that range from those typical of magmatic fluids (+6 to +8‰) to lower values (down to +3‰). Variation in carbonate O and C isotope data are consistent with interaction between local Palaeoproterozoic carbonate rocks (d18O = +12.5 to +19.6‰ and d13C = -1.8 to +1.7‰) and fluids of a magmatic origin. It is suggested that the Bastnäs-type REE-magnetite mineralisations formed as a result of reactions between local carbonate units and high-temperature, magmatic-dominated hydrothermal fluids during 1.90–1.87 Ga (Svecofennian) syn-volcanic activity.CITATION:Sahlström, F, Jonsson, E, Högdahl, K, Harris, C, Troll, V R and Jolis, E M, 2015. During a mineral exploration programme in an environmentally sensitive area near Mount Painter in South Australia, a helicopter was used to position, construct and service drilling rigs in order to avoid the need to create new access tracks. The drilling programme was designed to optimise the advantages of natural landforms in order to minimise the environmental impact of site construction and drilling activities. This minimisation of land disturbance reduced the required amount of rehabilitation measures to the extent where all impacts of the helicopter-supported programme had disappeared within twelve months of completion of work.

In flotation, the selection of the size, number and type of cell for a particular duty depends on two important factors. Firstly, the required flotation residence time and secondly, the physical constraints of how much concentrate can be recovered for a given froth surface area and concentrate lip length. The residence time is influenced by ore type and characteristics such as liberation, kinetics and reagent dosage. The amount of concentrate that can be recovered for a given froth surface area and lip length depends on ore type and other characteristics such as particle size, specific gravity and mineral grade. Residence time is determined through a combination of laboratory-scale test work and design scale-up factors. However the critical froth transport parameters such as froth carry rate and froth lip loading cannot be determined in a laboratory. This is because the froth is scraped during a laboratory flotation test and thus does not exhibit natural behaviour, and it is not possible to scale-up froth transport distance or air rate. These values are generally compared via calculation to rule-of-thumb maximum values to establish if these values will be exceeded by the flotation cell selection.This paper first reviews these critical froth transport parameters and then discusses actual parameter values across diverse operating sites, with varying cell duties, cell sizes and types, orebodies and particle sizes. These values are compared against the industry rule-of-thumb to test the applicability of the rule-of-thumb to actual performance. The mining industry often embraces mine closure criteria that require the reinstatement of predisturbance or even presettlement (ie historic) ecosystems. However, the extent and severity of disturbance associated with most mining activities mean that critical physical and biological characteristics are irreversibly altered. Consequently, it is rare that a reconstructed landscape can support ecosystems even close to the historic condition, and this rarity is reflected in the small number of mine leases that have been extinguished by attainment of such completion criteria. Novel ecosystems are defined as those in which some or all physical and biotic components are irreversibly different from the historic condition. Recognition of the concept of novel ecosystems allows mine closure criteria to be set according to attainable physical and biological conditions that provide safe, stable and manageable environments with acceptable ecological functions. We propose that a landscape that first maximises physical stability and economy yet will provide a range of environments for vegetation communities and fauna habitats that may be very different from those existing prior to a disturbance should be considered suitable alternatives to, eg targeting idealised historic environments. As a result, mine closure criteria should be established by detailed description of the best attainable physical conditions, with negotiated identification and testing of the most appropriate biological systems for the various parts of the reconstructed landscape. As a general practice, revegetation would use native, but not necessarily local species if the new physical environment is not conducive to the survival and growth of local species. These new ecosystems would need to be managed in perpetuity, although the intensity of management might be low if landscape design and engineering are combined with appropriate species introductions. Here, we suggest an abbreviated procedure that may be adapted in light of local conditions and circumstances for guiding decisions influencing the physical and biological properties of reconstructed landscapes that will enable novel ecosystems to meet realistic closure criteria.CITATION:Doley, D and Audet, P, 2014.
