The mining industry has expanded significantly in the Pacific Region over the past two decades through a mix of new developments and brownfields expansions of existing operations. Despite this overall success there are also a number of well publicised examples of less than successful minerals ventures. These problem developments highlight the fact that success cannot be taken for granted and that rigorous planning and attention to detail is essential. The dominant growth has come through expansion of existing businesses, notably alumina, iron ore and coal, achieved through both efficiency gains on existing plant and step change capacity additions such as new mines and/or expanded processing plant. This expansion has largely been linked to increased market opportunities. The major issues are the quality and extent of the host resource, achieving the market targets, and the efficiency of the expansion effort. There can be also a range of site specific issues which need to be addressed. The development of new greenfields operations is often more complex as it can bring a wide range of new issues. Depending on the nature of the development, and the companies involved, these can extend from initial financing through to obtaining a market position. Incorporating major new technology and/or establishing infrastructure and attracting staff to remote locations can also add significant challenges. This paper outlines many of the critical factors which need to be considered prior to proceeding with major expansions or greenfields developments. These will be linked to a number of developments in the region over the past decade.

The water pollution hazard posed by the derelict Conrad mine site, to the water and associated stream sediment of Borah and Maids Creeks and the nearby Copeton Dam storage, has been assessed. Mine water, tailings and tailings dump leachate have polluted water and stream sediments in Borah Creek downstream of the mine site. Acidity, arsenic, copper, lead, iron, silver and zinc are the principal pollutants. Under dry and low flow conditions, mine water was found to be the dominant polluting source, however, leachate and run-off from tailings dumps were also significant under and following wet conditions. Soluble arsenic, lead, iron and silver species in mine water and leachate were found to be rapidly incorporated into sediments, but acidity, copper, and zinc persisted in the creek water. Under low flow conditions, the water of Maids Creek is polluted with copper and zinc (up to 4.4 and 34 mg/l for copper and zinc respectively) and the pH is decreased (from pH 5 - 7 to pH 3 - 6) by entry of Borah Creek water. Values found in Maids Creek were variable and related to flow regime and distance downstream from Borah Creek confluence. Water in Copeton Dam storage, having a much larger volume of water with a higher bicarbonate buffering capacity (50mg/l versus 15mg/1), is not affected by entry of Maids Creek water. Polluted sediment from Borah Creek has contaminated Maids Creek for 2km downstream to Copeton Dam storage. Stream sediment downstream of the Borah Creek confluence, contains up to 1.0% As and 1.4% Pb in the less than 200 micron size fraction. Under high flow conditions, arsenic was found to be moved out from the mine site as insoluble species, associated with suspended sediment in Run-off.

This paper gives a brief description of VirtuoBlast technology ù a new, automated and highly interactive stereo vision technology which has been developed in CSIRO Exploration and Mining. VirtuoBlast technology is an integration of three advanced technologies - close-range digital terrestrial photogrammetry, oblique stereo imaging or high-speed stereo imaging, and temporal-spatial image matching technique. VirtuoBlast has been developed for the automated 3D measurement of blasting through rapid collection, processing, analysis and visualisation of 3D data related to blasting. A major field trial has been undertaken in August 1998 at the KCGM super pit. The field trial involved three applications of the technology, namely, pre-blast 3D surface mapping; post-blast 3D performance measurement; and temporal-spatial modelling of dynamic blasting process. This paper presents some results from this trial with emphasis on the application of VirtuoBlast technology to pre-blast 3D surface mapping and post-blast 3D performance measurement. Application to the temporal-spatial 3D modelling of dynamic blasting process will be presented in a separate paper. Pre- and post-blast surface models derived using both VirtuoBlast technology and conventional field survey method are presented. The differences in results using the two mapping methods clearly show that the digital photogrammetric technique has many advantages over conventional survey methods. Results of pre- and post-blast from the field trial have demonstrated the potential of VirtuoBlast technology to efficiently perform pre-blast 3D surface mapping and post-blast 3D performance measurement of production blasts. Demonstrated applications of VirtuoBlast technology to automated 3D measurement of blasting are showing an exciting future in advancing blasting science and modern blast design. The basic technologies are in place, however, continued improvements to the functionality, robustness and outputs are needed. The challenge is to build on the current state-of-the-art, by developing techniques and hardware which can be easily transferred to and implemented by the mining community. Current and future research and development will see improvements in imaging systems, automatic image processing and 3D data analysis.

The treatment of beach sands in'' the Bunbury/Capel' area for the extraction of ilmenite is a very recent development in the mining industry in'J7estern Australia. Nevertheless since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced. The increasing world recognition of W.A. as a major' Iiroducer of ilmenite is due primarily ' to its low chromic oxide. ; (Cr203 content,, 0,03% to 0.04%, combined with a medium to high grade TiO2 content, 54% - 6 , supported by large reserves, a'. stable government with close access to good shipping facilities.. Ilmenite is produced from-these deposits at low-costs, enabling the industry to compete on world markets despite high rates for sea freights because of the distance from.major markets.

The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. Blasting related indices were developed to quantify variation in rock strength and structure for each stope, and for each lift of each stope, as part of a Mine to Mill study at an underground open stope mine. The indices were derived from combinations of data from underground diamond drilling because the simplifying assumptions contained in the block model prevented sufficient differentiation in rock mass characteristics to enable adjustments to the blast design.Application of combinations of blasting related indices enabled the identification of stopes with a high potential for inconsistent and oversize fragmentation, underbreak and overbreak. The indices also fragmentation outcomes to deliver increased material flow within stopes, better digability and predict indicative mill throughput. The stopes with issuesCalibration of the results enabled adjustments to the blast design based on the rock mass conditions and accordingly improved the blast outcomes. This enabled improved productivity by reducing underbreak and overbreak, having a more appropriate fragmentation, which reduces unplanned rock handling and improves bogging. The reduction in recovery drilling creates huge opportunities to improve output by reducing production delays and decreasing the overall cost per tonne. By understanding the explosive performance and blast energy distribution in relation to rock mass blastability poor, performing designs in blind upholes and convex stopes were identified.The conclusion of the work is that value improvement, regarding increased revenue and reduced costs, can be achieved across the whole underground Mine to Mill process chain by developing stope based indices from the existing geological information to correctly tailor the blast design to the rock within, and surrounding, the stope.CITATION:Jackson, J and Sellers, E, 2017. On 30 June 2020, the Mine Land Rehabilitation Authority (the Authority) superseded the Latrobe Valley Mine Rehabilitation Commissioner as the independent overseer of Victoria’s declared mine rehabilitation. Currently, only the Latrobe Valley’s three brown coalmines are declared, with each mine at a different stage of rehabilitation and closure planning: Hazelwood ceased mining in 2017, Yallourn is scheduled to end mining in 2028 and Loy Yang in 2035. The three declared mines are very large, close together (Figure 1) and present significant environmental risks that must be mitigated during rehabilitation and post closure. In addition to fire risks, the brown coalmines are inherently unstable and require continuous monitoring and management of ground movements and groundwater pressures. Since 2007 several damaging events have occurred, highlighting the difficulties of achieving long-term stability, even with good landform design and rigorous ground control management plans

To meet these new regulatory standards for treated mine water, a zero liquid waste approach was developed using advanced treatment technologies. Staurolite is one of the major contaminant minerals contained in the Tiwest Cooljarloo orebodies. Approximately 80 per cent of staurolite in mined ore, reports to the heavy mineral concentrate that is supplied to the Dry Mill. Staurolite in heavy mineral concentrate is typically five per cent by weight and has no significant effect in the Dry Mill other than to occupy equipment space, reporting as a tailing, that requires transportation and disposal back to the mine site. Staurolite is an aluminosilicate with a MohÆs hardness of 7.5. It is known to have potential as an abrasive blast agent and it is produced in substantial quantities in the USA for that purpose. Research indicated that there was potentially a market for staurolite within Australia, as a replacement for some of the lower grade abrasives as well as a material of choice. A small tonnage of staurolite product was manufactured through a simple circuit within the Dry Mill in December 1998. This was subjected to industrial scale tests by external companies specialising in sand blasting. The most significant batch of tests were conducted at the Tiwest Chandala site on plant and equipment undergoing corrosion repairs. Staurolite was tested against three other commercially available abrasives and compared very well with respect to surface profile, surface texture, coating adhesive strength and dust generation. As part of a due diligence study, free silica, radiation and heavy metals contents of spent abrasive and dust was investigated. This information was needed to seek approval from the appropriate Western Australian statutory authorities to sell staurolite as a product. Approval was received in November 1999. Tiwest has since installed a production circuit in the Dry Mill capable of producing 20 000 tpa of Staurolite.

Tongkuangyu Copper Mine is currently the only mine in China employing block caving. It comprises two large orebodies known as the No 4 orebody and the No 5 orebody. They are approximately 50° in dip angle, 80 to 240 m in width and 800–1000 m in strike length. The two orebodies are separated by a distance of 110–130 m. Production with block caving originally, ie Phase 1 project started at Tongkuangyu from the first undercut at a depth of 200–300 m below the ground surface and designated as Lift 810 m in late 1989 and has continued to the present. During the last 25 years Tongkuangyu has mined three lifts: Lifts 810 m, 690 m and 530 m. The previous two lifts utilised a slusher process with an annual designed production rate of 4 Mt. In this context the lift name represents the elevation of track haul level.The Tongkuangyu Phase 2 project serves for two lifts (ie Lift 530 m and 410 m) under the elevation of 690 m and the annual designed production rate is 6 Mt. Since the orebody is approximately 50° in dip angle, it is originally designed that production at Lift 530 m is comprised of one main extraction level and two auxiliary extraction levels in the footwall and undercutting is started from one end of the extraction footprint forward to another end, which is from north-east to south-west.Production at Lift 530 m started from March 2011 and reached to 6.39 Mt in 2013 and 6.9 Mt in 2014. Additionally, Tongkuangyu improved block caving processes and used modern mining equipment, which differ from the previous two lifts. Blastholes for undercutting and drawbell-preparation are now drilled using jumbos. The blasted ore is transferred to the underground crushing station via 10 t electric load-haul-dumps (LHDs) and then delivered to surface via a belt conveyor 3200 m long.Due to increasing ground pressure, a consequence of mining depth increase, stress abutment and inadequate support, significant damage occurred at the Tongkuangyu Copper Mine with production at Lift 530 m. This resulted in significant production delays and rehabilitation costs. A series of improvements have since been implemented including an advanced undercut sequence and increased ground support. All of these improvements have allowed Tongkuangyu to alleviate ground control issues, reduce operating costs and ensure safe production.CITATION:Liu, Y M and Bian, K W, 2016. Environmental regulators are increasingly adopting risk-based approaches to protect aquatic ecosystems. The Australian and New Zealand Environment and Conservation Council (ANZECC) and the Agriculture and Resource Management Council of Australia and New Zealand (ARMCANZ) (2000) introduced a risk-based approach to water quality guidelines that use decision frameworks to adapt water quality guidelines to local environmental conditions. Environmental quality objectives are no longer a simple ‘pass or fail’ number such as restricting total suspended solids (TSS) concentration to a specified limit for a particular rainfall event. This approach ignores spatial and temporal variability and the complexity of aquatic ecosystems. The risk-based approach establishes levels where adverse effects may occur. If these objectives are not met, further risk-based investigation is undertaken to assess the potential impact to the ecosystem. Klohn Crippen Berger (KCB) developed a dynamic simulation to predict the variability of sediment discharges, which is applicable for risk-based impact assessment of aquatic ecosystems. The application of the methodology over the life of a mine site is illustrated using a proposed South Pacific mine.The site location is in extremely rugged terrain with a high annual rainfall of approximately 4.7 m. There were two major sediment ponds proposed to reduce sediment discharges. A sediment and hydrology model was developed in Goldsim to provide daily estimates of run-off flows and sediment concentrations. A modified algorithm based on the Australian water balance model was created and incorporated into the Goldsim model and calibrated using recorded field data.The sediment module was developed based on a Revised Universal Soil Loss Equation (RUSLE) assessment, an annual prediction of soil loss over a catchment. A land-use type erosion vector was developed for different land-use types and for each of the subcatchments, a subcatchment erodibility vector was calculated. This vector and the daily rainfall erosivity factor were used to estimate the daily soil loss. The estimated soil loss and the modelled run-off yielded predictions of daily sediment concentrations. Finally, a sediment settling module was used to predict the daily efficiency of the sediment ponds and hence discharged sediment concentrations.The results of this modelling form the first part of a quantitative risk-based assessment into suspended solids impacts. The second part is the assessment of the effects of these predicted TSS concentrations on aquatic ecology. As part of the feedback-loop required in a risk management framework, if the environmental quality objectives are not met then further management decisions and actions may be required to reduce the risks presented by suspended solids. This may include modifications to: the mine-development plan; construction techniques and scheduling; processing techniques; rehabilitation strategies; or hard-engineering solutions such as sediment basins or flocculation.The Goldsim water-balance model provides a quick and efficient method of testing potential remedial actions on predicted sediment loads and concentrations. In combination with a cost-benefit assessment, options for reducing sediment releases from the mine site can be effectively and quantitatively compared thereby providing mine operators with a basis for decision-making. Regulators can also be satisfied that potential impacts to aquatic ecology have been comprehensively assessed and the necessary management decisions have been initiated to limit risk to the environment.CITATION:Ind, M and Usher, B, ?2014. Open pit operators are facing a number of challenges in the area of blasting and blasting processes, such as wall control, quality of fragmentation, explosives consumption and vibration. Remaining financially viable is one of the most significant objectives for mining professionals as they work through the blasting challenges within the mining chain of processes. This objective is such a significant challenge, primarily due to the high consumption of materials and the direct consequences on the downstream processes in the mining work flow, including loading, hauling, crushing, milling and mineral concentration. This paper reviews and discusses a technique to achieve this objective, namely air-decking. The performance in a number of mines around the world is reviewed focusing on the economic contributions of air-deck blasting. Various scenarios are investigated and simulated, covering both conventional and air-deck blasting, using JKSimblast software. The scenarios explore a range of issues and found that optimum results could be achieved with a minimum amount of explosives. The results obtained from the simulations were verified with blasts at Rixs Creek Coal Mine, Australia. Based on the verification results the simulations were then modified to more accurately model the actual conditions and parameters on site and to ensure that the models derived meet the production and control requirements at the mine site. Ultimately, overall analysis and comparisons were applied to the outcomes of the conventional and air-decking blasts revealing a reduction in material consumption of around 25 per cent with consequential savings and up to a 30 per cent reduction in ground vibration.CITATION:Abdalla, M A, Laing, T and Hagan, P, 2012. Upstream embankment raises often represent the lowest cost option for increasing the capacity of tailings storage facilities (TSF), but also pose the highest stability risk due to constructing on top of previously deposited tailings.This paper presents an overview of key aspects in the geotechnical investigation and design of upstream raises and some recent lessons learnt from experience across a number of TSFs in Australia. A summary of recommended field investigation and laboratory testing methods is provided with a focus on collecting quality information for design purposes. A strong focus is given in developing an accurate assessment of pore water pressures, which, if not correctly understood can have disastrous consequences on tailings strength parameter interpretation and wall stability assessment in static and post-seismic conditions.The assessment of the contractive or dilative shearing behaviour of the tailings material and rigorous interpretation of design characteristic values are presented. Hillgrove, situated on the New England plateau of New South Wales, is an area rich in history and resources. Key resources are predominantly antimony, gold and scheelite and the area surrounding the historical field is environmentally sensitive and topographically challenging. Since acquiring the Hillgrove leases, Straits Hillgrove Gold has undertaken a significant exploration program on these historical mining areas with the goal to return the field to production. This exploration program has enabled Straits to significantly increase the resource base and has subsequently enabled the planned redevelopment of Hillgrove to be realised. In October 2006, installation of mining infrastructure and the initial stripping of existing development had commenced. To successfully redevelop Hillgrove, Straits has had to adopt a highly mechanised, trackless, diesel mining operation which will see the production rate commence at an initial rate of 250 kt/a of ore from a narrow vein environment. This ore will be processed on site to produce antimony metal, gold bullion and a scheelite concentrate.

The production of stabilised backfill at mine sites commonly uses Portland cement as the binder. Calcined gypsum has cementing properties and is cheaper to produce than cement. This paper discusses the strength of fills stabilised with calcined gypsum. Laboratory tests were carried out on specimens prepared from tailings obtained from four different sites to allow for the wide variety of tailings found in practice. The results show that the gypsum-based fills can achieve a strength of I MPa using around two and a half to four times the corresponding amount of cement.

In 2015, MMG Limited commenced further action to improve operating margins and establish a blueprint for future growth in the Australian environment. This action was taken in the context of weakening metal prices and high input costs that arose during the Australian minerals boom.MMG was formed in June 2009 following the purchase of the majority of assets of OZ Minerals Limited by China Minmetals Corporation (CMC) through its subsidiary China Minmetals Non-ferrous Metals Co Ltd (CMN).Since formation MMG has been implementing a business model to deliver a standard way of operating. The overarching purpose of the business model is to enable fast integration of acquired assets to realise improved productivity and performance. CMN established MMG as a vehicle to reach their growth targets through further development or acquisition of mineral assets in jurisdictions external to mainland China.The business model is underpinned by the MMG operating model. The operating model defines how MMG is arranged to deliver the company strategy.This paper describes the application of the operating model to the formation of the Australian operations into a single business unit from multiple stand-alone operating sites. The development and impact of the business model on MMG’s performance is also presented.The extension of the operating model to the Australian operations has led to improvement in safety performance, direct costs and productivity. These improvements have been achieved through reducing duplication, simplification of systems and rapid deployment of improvement initiatives.The successful implementation of the operating model to Australian operations strengthens the platform for further growth. The South West Rail Link (SWRL) project involved construction of a rail line to service new residential areas in south-west Sydney. The 11 km rail line is conveyed through a short tunnel at shallow depth where it crosses beneath the eight lanes of the Hume Highway. The underpass location is one of the most heavily trafficked within Sydney’s motorway network.The New South Wales Roads and Maritime Services (Roads and Maritime), as the owner of the highway asset, had the responsibility of managing the risks to the highway and traffic associated with the tunnelling project from the pretender stage through to completion. This paper considers the primary risks and mitigation measures employed, including geotechnical investigation, and development of appropriate construction constraints and concept design of an extensive real-time survey system to monitor pavement deformation during the tunnel works.The geology comprises fresh Minchinbury Sandstone in the tunnel invert and side walls, and variably weathered Bringelly Shale in the haunch and crown. Few tunnels have been excavated in these rock types in Sydney, and there is little information relating to the in situ stresses and stress-relief deformations in these materials.During tunnel construction the monitoring data indicated unexpected surface heave of up to about 24 mm. A multiparametric back-analysis of the deformation data is presented, which provides information on the deformation mechanisms and key geotechnical parameters, including rock mass modulus and in situ stresses.The approaches and methodologies developed for the SWRL underpass were effective in maintaining the safe operation and traffic capacity of the highway throughout the construction period, and the analysis of the monitoring data provides a useful reference for similar future projects, or projects constructed in similar ground conditions.CITATION:Clarke, S J and Walker, C S, 2014. The South Island Line (East) will be a medium-capacity railway covering approximately 7 km from Admiralty Station to South Horizons Station on the south side of Aberdeen Harbour in Hong Kong, with intermediate stations at Ocean Park, Wong Chuk Hang and Lei Tung.South Island Line (East) Contract 904 project is located on the island of Ap Lei Chau at the southern side of Hong Kong island and requires extensive construction works to be completed in close proximity to the existing residential estates of South Horizons and Lei Tung. The project also has areas of significant cultural heritage, including 18th and 19th century temples and historical gravesites. Owing to the site access constraints and location for the project, detailed planning and methodology innovations have been required to ensure the most effective and responsible means of delivering the project works. To excavate the tunnels using drill-and-blast techniques in these restricted locations, the maximum instantaneous charge weight that could be fired while blasting was severely limited. To overcome these restrictions, the project team developed and pioneered the use of ‘deck loading’ in Hong Kong to minimise the impact of blasting operations and has successfully implemented double- and triple-deck blasting operations during the completion of tunnel excavation works.Upon completion of the drill-and-blast excavation, the tunnel lining works were completed using both in situ concrete lining with travelling forms and permanent shotcrete works.CITATION:Curlewis, W, Cuthbert, Z and Hake, D, 2014. Richards Bay Minerals (RBM) has recently undertaken an exercise to improve orebody basal definition. Older mineralisation bases (pre-2005) were highly erratic using old protocol reverse circulation (RC) (also known as Air Core) drilling and interpretation. The erratic nature of this estimation tool, resulted in impractical modelling towards the end of mineralisation (EOM), difficult mine design and unrealistic reconciliation. New protocol drilling, which includes high definition SONIC drilling data, has provided more data to be available for more accurate interpretation. Recent advances in drilling methodology has allowed for better penetration depths for SONIC drilling, which was previously restricted to approximately 80 m (pre-2005). This improved data set allows more emphasis on geological interpretation with factors such as lithology, slime content, and mineral species distribution. These factors when in unique combination enable more accurate and realistic EOM data points. These points are modelled into surfaces using conditional simulation techniques and result in a vastly smoother surface and consequently, a more representative resource.
