Fibre reinforced shotcrete has long been accepted as temporary ground support in both mining and civil tunnel linings. Greater knowledge and understanding of shotcrete as an engineering material and advances in its quality have enabled designers to eliminate the requirement of a second pass lining. The initial shotcrete can be used as the permanent tunnel lining or be incorporated into the final lining design, rather than ignored and considered as sacrificial.For the initial shotcrete lining to become a suitable permanent tunnel lining it must be able to establish and maintain stability over time when subjected to all possible loads. To ensure this, best engineering practices are required during the design phase of the project to analyse; ground conditions including rock mass properties, ground and ground water quality, rock mass loadings, excavation sequencing, and construction methodologies.The increased durability of steel fibre reinforced shotcrete over traditional tunnel support, in the right ground conditions, makes it possible to achieve a serviceability design life of greater than 100 years (as required in most infrastructure projects). By specifying a good quality shotcrete mix and ensuring adequate quality control for batching, fibre dosing, preproduction testing, excavation sequencing, and application control, it is possible to eliminate the requirement of a secondary lining. The properties of a suitable permanent lining must be well established using suffi cient preproduction testing in combination with post application monitoring.A major benefit of steel fibre reinforced shotcrete in ground support applications is the removal of any requirement for workers to work under unsupported ground. Its use can also significantly reduce, if not eliminate, the manual handling associated with placing traditional reinforcement such as lattice girders and mesh. Both of these benefi ts are significant with the ever increasing focus on health and safety.This paper highlights factors that must be considered in the design and specifications to enable an initial shotcrete tunnel lining to become the permanent shotcrete tunnel lining.

In response to the need for improved magnetic separators for beneficiation of fine grained iron ores that have been finely ground to liberate the iron minerals from the gangue, a series of high efficiency wet drum permanent magnetic separators (T-GCT) has been developed by Maanshan Tiangong Technology Co Ltd. These magnetic separators have high efficiency for separating superfine strongly magnetic minerals and the ability to produce high-grade concentrates with high recovery. They are ideal replacements for conventional drum magnetic separators, especially for treating superfine particles.

A comprehensive field program was implemented to evaluate the internal structure and hydrology of two full-scale waste rock piles. The excavation of waste rock dumps for in-pit disposal at the two mine sites provided an opportunity to characterise the in situ properties of the dumps given contrasting geologic and climatic settings. The internal structure and materials within the dumps were observed and sampled as the waste rock piles were being excavated and placed in the open pits for permanent closure. The field program was designed to fully characterise the structure and material properties of the waste rock. The alteration of the material by physical and chemical weathering was also observed. Samples were analysed for paste pH, water content, grain size distribution and geochemistry. In situ density and matric suction were also measured. Soil water characteristic curves and saturated hydraulic conductivity were measured for representative materials. These properties were used to predict seepage pathways through the waste rock and the resulting outflow geochemistry using the finite element model SEEP/W. The materials in the dump at Site 1 were predominantly fine-grained in texture and highly weathered. The presence of dipping beds with alternating coarse and fine materials was evident throughout the profile of the dump. The structure of the waste rock appears to have an impact on the hydrologic pathways within the waste rock pile. The material in the dump at Site 2 was found to be competent and resistant to particle size breakdown. The particles range in size from clay size to large boulders with the median particle size being approximately 125 mm in diameter. The coarse-grained texture of the waste rock resulted in a loosely packed arrangement of coarse particles with little matrix material infilling the pore spaces between the coarse-grained particles. Seepage modelling for Site 1 was completed to predict seepage paths based on observed structure and hydraulic properties measured in the laboratory. The modelling showed that materials with a fine grain size distribution become the dominant pathways for flow through the waste rock pile. The modelling also showed that layers with high silt and sand contents are subject to the highest flow rates. Finer grained clay rich layers have a low hydraulic conductivity and do not convey large volumes of water. Alternately, coarse gravel and cobble materials are unsaturated under values of matric suction that approach the residual water content of the material and do not transmit liquid water. The seepage modelling together with the results of the geochemical analysis show that the dominant particle size that receives the most fluid flow and flushing ranges from fine sand to silt, corresponding to materials with air entry values ranging between 5 kPa to 50 kPa.

Government established and financed the NZ Steel Investigating Co in 1960. Its investigations showed that a steel industry was feasible and desirable based uponNorth Island titanomagnetite ironsands, and charted a route for its establishment. The initial processing used post-1945 preheating and prereduction developments, but later innovative improvements created what was essentially a new New Zealand technology. Of the North Island titanomagnetite deposits: the small ones at Waipipi were best made available for export; those at Kawhia and Taharoa were too remote for the economic siting of a mill; that at Raglan proved too small; while at Waikato North Head three times the requirement of 50 million tons of concentrate were located in two sand areas averaging 18 per cent titanomagnetite. Economic studies showed that a South Auckland site would be ideal, close to New Zealand's biggest market. The mill site, on a basalt flow at Glenbrook, was located by a half-day's fieldwork - near both the Waikato North Head deposit, and a railhead for bringing in Waikato coal, etc, and taking out steel products.   This development was one of several since World War II which altered significantly the lives and homes of New Zealanders (others were natural gas, oil, geothermal power, epithermal gold, aluminium, opencastable lignite, etc). All had the essential ingredients of the highest government backing, direct or indirect government finance, and first-class New Zealand scientific and engineering skills (eg to create new technologies). Not one such project failed.

The Elura Orebody consists of a number of parallel, vertically oriented pipe-like structures of pyrite-sphalerite-galena mineralization located at the core of a structural dome. Concentric zoning of the mineralization into an outer Siliceous, intermediate Pyritic and inner Pyrrhotitic Zone has been previously recognized and is used in routine geologic modelling of the lead, zinc and silver grades.Statistical analysis of the metal grade distribution in the orebody has confirmed the importance of the mineralogical zones in the understanding of grade trends. The gradational nature of intra-zone boundaries, especially those related to the subjective definition of the Siliceous Zone, are apparent in the statistics.

Determining the environmental consequences of green field projects is becoming an increasingly important component of new projects. Feasibility studies are regarded by potential investors as incomplete if a comprehensive Environmental Impact Assessment (EIA) has not been completed. These EIAÆs need to meet various local and international requirements in order to achieve bankability. Heavy mineral mining projects are often located in ecological sensitive coastal zones, and bring with them a suite of social impacts in the mainly developing countries within which they are usually located. This paper draws on experience gained in undertaking EIAÆs for heavy mineral mining projects in Kenya, Mozambique and South Africa, and uses these case studies to identify potential pitfalls. Important lessons include the need to initiate the EIA process as early as possible in the project, in order to develop management systems to mitigate the environmental impacts of exploration. Close and on-going consultation with affected communities is also seen to be critical to the success of the EIA. Proactive participation on the part of the environmental consultants with the project team and all interested and affected parties (IAPs) is important. An EIA commissioned later in project planning makes it difficult for the EIA to contribute in a positive manner to the project. Early engagement with environmental consultants allows the environmental assessment to develop from a report to an actual process, and to become fully integrated with project planning. The proviso is that an initial æfatal flawÆ assessment is required to identify any potential æshow stoppersÆ, in order to meet one of the important objectives of EIA, namely an assessment of whether or not the proposed project is the preferred development intervention in the study area. For more controversial proposals this may require the commissioning of a Strategic Environmental Assessment (SEA), which circumvents some of the limitations of the project level EIA. Whilst confidentiality is a constraint to full disclosure, an open participatory approach to public consultation is essential to add credibility to the EIA process and to gain, at least, the acceptance of the process from the majority of IAPs. Full disclosure is encouraged by organisations such as the International Finance Corporation, who acknowledge that good public consultation costs a lot of money, but bad public consultation costs a lot more! An open approach to disclosure presents understandable difficulties for proponents, as they are required to give up some of their control over the project, and to trust the social scientists engaged in the process. However, independence in the EIA process is critical to its success. This paper will highlight these and other issues by drawing on five case studies to identify lessons learnt, and explore the above themes in more detail.

Burwood Beach Sewage Ocean Outfall is being constructed by the Hunter District Water Board as part of an amplification scheme to eliminate pollution from adjacent bathing beaches. The outfall consists of a 93m vertical shaft, 1950m of 2.7m diameter tunnel with a series of diffuser outlets connecting the seaward end of the tunnel to the sea floor on a rock outcrop. The site of the work is in the Newcastle Coal Measures and the project is complicated by the proximity of colliery workings to tunnel alignment, although the colliery records provided valuable information on geological features. The location of the tunnel was determined to be in the Waratah Sandstone Formation immediately below the colliery workings after three different alternatives were considered. The shaft, which will be sized to suit contractor's construction methods and equipment, will be sunk through about 24.5m of alluvial material and 68.5m of rock. The tender documents were developed to allow the contractor considerable flexibility in construction method to suit available equipment. The specification also allowed great flexibility in tunnel construction method with minimum cross sectional area of 5.7m2 being the basis for a number of allowable alternative profiles ranging from circular to horseshoe.

Magnetic field studies provide remote sensing of magnetisation distributions and a means to investigate moderately- to strongly-magnetised ore deposits that may be partially or totally buried. However, above-surface magnetic field surveys have limited capability to resolve the detail of magnetisation distributions because of the large separation between the magnetisation and the magnetic sensor. While some of this detail is available from magnetic susceptibility logging within boreholes or from magnetisation studies on recovered core, these measurements are limited to the exact trace of the boreholes. The large disconnect between ground or aeromagnetic surveys and highly-localised borehole sampling can cause problems in developing robust source models from magnetic survey data. The measurement of magnetic field in boreholes has the capacity to at least partially bridge that gap by measuring the magnetic field due to magnetisations proximal to, but not intersected by, the boreholes.CSIRO has developed the world’s first downhole magnetic tensor gradiometer. This instrument measures magnetic field gradients in all directions within a borehole. A prototype instrument has been built and tested as part of phase 1 of the Deep Exploration Technologies Cooperative Research Centre (DET CRC). The prototype performed well with magnetic pyrrhotite at the DET CRC test site in the Adelaide Hills and at Carpentaria’s Hawsons magnetite deposit south of Broken Hill. Further work is required to reduce the diameter of the probe so that it can operate in NQ holes (it is currently limited to HQ or wider) and to transform it to a continuous logging tool. The borehole tensor gradiometer can be used to investigate the continuity of magnetisation over a distance of several metres to tens of metres away from a borehole intersection and the structural dip of the magnetic body. It can be used to either replace or augment downhole magnetic susceptibility logging. COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

"Mine-derived sedimentation in rivers can have significant impacts on the processes and features of the receiving environment and impact on communities reliant on this environment. However, identifying and quantifying the contribution of mine-derived sediment to the receiving environment can be complex. This is particularly the case in remote environments and where little/no baseline assessments have been undertaken. One approach that can be used involves sediment fingerprinting, whereby a unique tracer is identified within the mine-derived sediment to discriminate between mine- and non-mine derived sediment sources downstream. The technique typically involves sampling of sediment at upstream, control and impact sites and sites within the mine deposit. Laboratory analyses are run on all the samples to determine whether the chemical signature (eg presence/concentration of specific metals) differs between each group of samples. In complex environments where the mine-derived signature may be difficult to detect from a basic review of the data, or where sampling constraints may limit the number of samples for analyses, statistical methods can be used to help identify sediment groups. The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

Net solar radiation is one of the key factors affecting evaporation from soil covers on waste rock dumps. While net solar radiation is normally taken as a uniform parameter over a site for modelling purposes, there can be significant variation in the radiation actually received on various portions of the dump. These variations are a function of the difference in the cover slope and direction of exposure. A predictive model has been developed to calculate the actual radiation received on the dump surfaces, based on the net radiation data measured at a weather station on a horizontal surface. The model has been designed for application at any mine site in the world, and can be used in conjunction with evaporative flux models to help estimate the effect of three-dimensional variations in the cover surface exposure. The waste rock dump at Equity Silver site (located in British Columbia, Canada) has a barrier-type soil cover system to limit oxygen entry and water infiltration. This cover has been monitored for the past nine years. The new net solar radiation model has been applied to this site and the predicted net radiation was compared to the values of actual net radiation measured on the site. The predicted variations in net radiation over the three-dimensional surface of the waste rock dump have been applied to calculate spatial variations in potential and actual evaporation (or evapotranspiration) from the site. Preliminary analyses indicate actual evaporation from a site at this latitude could vary by a factor of two for exposed versus shaded slopes. The implications of these variations for the site are considered.

Lower Miocene Maryville Coal Measures at Waitewhena Coalfield, in the Taranaki coal region, include seams of sub-bituminous coal up to 4 m thick. During coalfield exploration Fletcher Challenge Ltd drilled ten cored holes, all of which encountered at least one seam. Coal quality is variable. Ash ranges from six to 12 per cent and sulphur from 0.5 to three per cent. A basal seam, overlying the Lower Mokau Sandstone, appears to extend throughout the area under investigation. A rider seam, of variable thickness, closely overlies the main seam in most drillholes. The rider converges with the main seam to the north and vertical trends in coal properties suggest that the seams are united in some locations. A less extensive seam sometimes occurs at the top of the coal measures beneath the Upper Mokau Sandstone. The lithostratigraphy of the intervening coal measures is complex, and coexistence of fluviodeltaic, lagoonal/lacustrine, and marine depositional environments is provisionally inferred. Lateral variations in coal properties (clastic derived ash, volatile matter, inertinite, hydrogen), thickness of the sedimentary parting between the basal seam and rider, texture of the coal measure sediments, and distribution of the upper seam all indicate persistence of a relatively low lying northeast-trending zone which may have been structurally controlled. Available data indicate that coal measure accumulation was terminated by marine transgression from north to south.

Recent changes to environmental legislation and trends in the environmental regulation of mining in the Northern Territory are being driven by (among other factors) Federal Government policies and international agreements on the environment. These trends are discussed and the expected application of the NT Water Quality Management Strategy (based on the National Water Quality Objectives) over the next few years is examined with respect to mine environmental management practices. Some of the potential conflicts and changes in approach which may develop are identified and examples discussed. Proactive means of integrating trends in environmental legislation with mine planning and waste management are discussed.

Modern remote mining operations in Australia are more commonly trending towards fly-in/fly-out (FIFO) sites. This trend is driven by numerous factors including increased business centralisation, reduction in operating costs, and a desire to live in coastal cities that offer closer family networks and a greater diversity of facilities. Consequently, the resource development industry has had to adapt. When WMCÆs Mount Keith Nickel Operation commenced operations in 1994, it was developed as FIFO for its entire workforce. Since then, there have been several permutations of rosters within a 21 day compressed work cycle including the 14/7 cycle. This paper discusses a case study of the change in management process to the 9/5 work cycle focusing on minimising fatigue in the workplace. It includes the discussion of the business case, employee reaction and the practical application. The impact of the best practice change after 18 months is discussed.

This paper discusses the background, requirements, need and content of plans for management of drinking water self-supplied to mining-related operations, including construction camps, especially in remote areas of Western Australia. The paper discusses the importance of cooperation between regulators, the mine site operator and the consultant in preparing a plan fully compliant with the Australian Drinking Water Guidelines to protect the quality and safety of drinking water supplied to mine sites. The paper outlines some of the issues that need to be addressed in preparing a drinking water quality management plan, such as hazard identification, risk assessment, the multiple-barrier approach and the concept of critical control points. The construction of two drainage tunnels and the associated subvertical drain system at the Po Shan area in Hong Kong was completed in December 2009. This project is the first of its kind to utilise drainage tunnels and a network of subvertical drains to regulate the groundwater table to enhance the long-term stability of the hillside of Po Shan area.The groundwater levels, monitored by preinstalled piezometers, once exhibited dramatic drops during drilling of the subvertical drains; however, have recovered from natural replenishment after effectively plugging of the drains. The level of groundwater drawdown is in line with the design function of the subvertical drains. In order to understand the groundwater flow pattern in the Po Shan area during and after construction and to set out operation schemes for the subvertical drain system so as to control the groundwater table in the Po Shan area, a post-construction review has been carried out to examine the behaviour of the drainage system and its impact on the surrounding subsurface groundwater flow.This paper presents a review of the groundwater monitoring data during and after the construction of the drainage tunnel system covering a period of over 3.5 years. A simplified conceptual hydrological model is developed, which has been verified by the monitoring data, to capture the key elements with regard to groundwater variations in different stages of the construction. The performance of the tunnel and subvertical drain system as revealed from these field measurements is discussed.

"Current closure objectives and criteria are often difficult to achieve and are not delivering value for money outcomes at closure. Current mine closure processes tend to focus on rehabilitation and revegetation of landform structures to as close to premining condition as possible, rather than focusing on the functions of those structures and values they provided. Because mining has highly disturbed the environment, premining conditions and vegetation are often not achievable and objectives and criteria aimed at achieving close to these conditions have been shown to be very costly.The authors have developed a broader approach to developing mine closure plans that is based on environmental risk and gaining post-closure social, environmental and economic value. We think the focus should shift from trying to return the original landscape to returning functions and values provided on- and off-site. If it is not possible to return values on-site in a cost-effective manner, investment should be provided to deliver equivalent values elsewhere.This process can provide better stakeholder acceptance, deliver better environmental outcomes on the tenement and within the catchment and significantly reduce costs, whist fulfilling closure obligations.This framework should enable closure teams to: focus on the functions and services that are important to achieve as outcomes post-closure, rather than a focus on revegetation and replacing the premining biophysical structure engage meaningfully with stakeholders regarding closure outcomes and link outcomes to stakeholder values conduct transparent option evaluations that enable stakeholders to clearly understand the costs and benefits associated with each option and to participate in dialogue on option selection.We present examples of how the framework could be applied to identify alternate closure options that achieve equivalent value outcomes while reducing the costs of closing the mines.CITATION:Howard, B, Pershke, D and Jones, M, 2014. Exploration for uranium in Australia has so far discovered reserves equal to 17.5% of the Western World's. The Australian uranium industry, when fully developed, will be one of the largest producers and possibly the largest exporter in the world. The world's nuclear industry is young, rapidly developing in size and technology and is subject to more social, political and regulatory controls than any other industry. This paper considers the probable development of Australia's uranium industry against a background of normal commercial parameters together with other factors which are peculiar to the nuclear industry. As the theme of this conference is "Australia's role in the World Mineral Indus- try" this paper concentrates on the commercial and practical aspects associated with the development of Australia's uranium resources in a world context.
