Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the current environment of corporate social responsibility life-of-mine planning considers that mining activities should be conducted in the best environmentally, socially and economically acceptable way for the entire life of the mine (ie from exploration to decommissioning and closure). In this context, the health impacts of mining extend throughout the life of the community from worker injury and chronic exposure to communicable and non-communicable causes of illness, through to family and community health and well-being. At the inaugural Life-of-Mine conference in July 2012, the authors proposed the life-of-mine in the life-of-community (LOMLOC) matrix as a framework for understanding issues at the interface between resource extraction operations and the surrounding environment.This paper reviews and compares health activities extracted from social and environmental reports published by selected major mining companies with American operations in Canada, Colombia and Brazil. These corporate approaches to public health management are mapped to the LOMLOC matrix to identify and compare trends and behaviour in corporate health investments. During the 1980s and early 1990s, the South African coal industry experienced a series of methane explosions in which well over 200 coal miners lost their lives. In addition, a fire and an explosion in the gold mining sector claimed a further 240 lives. These tragic incidents resulted in the establishment of a research facility at Kloppersbos dedicated to explosion and fires research and the funding of an extensive research program, and almost certainly influenced the government of the day in its decision to establish, in 1993, the Leon Commission of Enquiry into Mine Health and Safety. The results of this focused research program, the wide-ranging recommendations of the Leon Commission and the determination of the coal mining industry to improve its safety record all combined to result in the past 20 years without a major explosion.This paper lists some of the research outcomes and, through three case studies, illustrates what can be learnt from investigations following explosions. The paper concludes with an evaluation of some of the findings of the Royal Commission on the Pike River coal tragedy. Many of the Commission’s conclusions are pertinent and relevant to the coal mining industry worldwide and their implementation could significantly improve coalmine safety; however, a careful study of the available facts indicates there could well be an alternative explanation of the source of the methane, the location of the ignition and the size of the explosion at the Pike River coalmine.CITATION:Phillips, H R, 2015. There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

This paper stems from recent multidisciplinary research between mining engineering and health researchers at the University of British Columbia and the University of Victoria, Canada. It considers the implications of a future state of sustainable mining development that places more emphasis on consideration of mine community health and sustainability within the definition of mine planning best practice. It reviews recently completed research studies on mining and other resource communities in British Columbia, Canada and a process undertaken by the research team to share research findings. It then examines the outcomes of this knowledge sharing process placing emphasis on the development of a more collaborative and enhanced mine planning process that integrates community- level indicators of health and sustainability to more effectively address mine impact-benefits. The paper concludes by discussing current initiatives that aim to benefit the mining industry, communities, and governments as they plan future mineral development projects.

Many young mining engineers do not consider consulting as a possible job, believing that many years of working on-site is required to achieve practical experience, develop expertise and acquire industry contacts. However, mining consultancies employ engineers with varying levels of experience, including part-time university students, graduates and engineers who are relatively new to the industry. This paper outlines the role of a young engineer in a large mining consultancy and the benefits to both the consultancy and the client of having a mix of consultants with a diverse range of experience. From the authorÆs perspective, the work experience, lifestyle and rewards of mine consulting are compared to site based work, including a discussion on whether consulting is able to offer the professional development that a young engineer needs.

Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. Since the independent review of fatal accidents in the mining industry carried out by Dr Sean Brady (the ‘Brady Review’), High Reliability Organisations (HROs) and their operating principles have been discussed across the Queensland mining sector. HROs are organisations said to consistently avoid serious failures, reliably delivering their organisational objectives despite operating in environments characterised by high levels of inherent risk and/or operational complexity. HRO concepts have previously found application in other similarly hazardous industries to mining. However, as Hopkins (2009) pointed out, HROs ‘are very elusive creatures that inhabit the realm of theory more than the real world’. The Queensland Resources Council (QRC) with support from the Commissioner for Resources Safety and Health initiated a review of how HRO principles can be translated to the mining industry. The review was conducted by Noetic, an Australian management consulting company that specialises in hazardous industries, including mining and metals, and has prior experience applying HRO theory.

The election of Donald Trump and the Brexit referendum herald a shift towards a tighter definition of economic value, at the expense of the broader value concept of sustainable development; as well as a rise of protectionism, reversing a long-term trend of globalisation. However, the situation is complex, especially over the longer term in which mine project development and exploration operates. The minerals sector should proceed with caution. A greater focus on the local impacts of mining may be strategically beneficial, not only to mitigate against a potential protectionist future, but also because sustainable development has become more ‘localist’ via the concept of ‘social licence to operate’, whilst globalisation also seems to provoke increased ‘localist’ sentiments (known as ‘glocalism’). Localist strategies, therefore, seem a good hedge against multiple political futures. By contrast, moving away from sustainable development appears strategically riskier. Not only are ‘unsustainable’ activities, such as pollution and civil rights infringements harder to reverse, but a movement towards a more sustainable global economy may already be predetermined, even if the journey there may seem oblique. Environmental legislation for the process and manufacturing industries is frequently formulated without considering the fundamental limits of physics, chemistry and thermodynamics within process technology. Recycling of end-of-life goods is used in this paper to show how the limits can be evaluated on the basis of the theory of minerals processing and metallurgical engineering. This theory has been applied on European Union level to re-examine the legislation for automobile recycling in a recent stakeholder discussion involving the automotive industry (http://www.assurre.org). This theory and our models are finding their way into the computer aided design (CAD) tools of the automotive industry, developments that form part of a project to design the super light car of the future (http://www.superlightcar.com). Only such fundamental approaches will in future be able to provide the basis to argue and define realistic and sensible environmental legislation.

The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

Continuous monitoring of mining impacts on the surrounding environment is a necessary sustainability criterion. Traditional monitoring approaches such as in situ sampling and airborne and satellite-based remote sensing have several limitations. Over the past few decades, unmanned aerial vehicles (UAVs) have evolved into popular platforms for remote sensing. UAV-based remote sensing has been successfully applied in different sectors, including agriculture, forestry, urban environments and disaster management. However, the potential of UAVs for mine environmental monitoring has not yet been fully established. Controlling unwanted ground movement is critical in mining as well as many other highly hazardous environments, such as construction and tunnelling. Sharing knowledge about effective hazard management is paramount to improving health and safety and operational outcomes across industries, and some industry sectors have embraced this openness as part of the way that they do business. In 2010, the Australian Coal Association Research Program funded the RISKGATE project to build a body of knowledge for managing a broad range of hazards across mine sites, lease areas and mine infrastructure within a mine-life or product life cycle perspective (eg from exploration through to decommissioning, or design through to operation). The RISKGATE body of knowledge was assembled from Australian coal industry experts through a semi-structured bowtie analysis-based action research workshop cycle. By capturing operational knowledge from industry experts, RISKGATE serves to provide a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper presents an overview of RISKGATE topics within the geological and geotechnical domain (strata underground, ground control open cut, outburst, coal bumps and bursts, tailings dams and inrush) with a summary of individual topic structures, as well as showing the contrasts and inter-relationships between these ground management topics. The prediction of acid and metalliferous drainage (AMD) from mine waste materials is critically important during all stages of the mine value chain. However, to determine such geoenvironmental characteristics static and kinetic testing of individual waste units must be performed on representative samples. The importance of sample selection cannot be underestimated; it is the single most critical aspect of any geoenvironmental investigation. Poor sampling techniques and inadequate sample selection will contribute to excessive variance, difficulties in interpretation and incorrect assessment. By undertaking mesotextural characterisation based on hyperspectral mineralogical data (with sulfur assay data if available), opportunities to improve sampling strategies are presented. Such data will inform the selection of samples for low-cost total sulfur, paste pH and geoenvironmental logging, which collectively will allow for accurate AMD forecasting and improved sampling practices to be achieved. Once sampled, robust quality assurance/quality control (QA/QC) protocols must be developed where the use of international certified reference standards become obligatory. This is currently not practised, resulting in inter-laboratory discrepancies when undertaking waste classification. Further improvements in geoenvironmental characterisation testing lies in the adoption of blended static testing protocols, whereby blends of waste materials can be efficiently tested so as to give an early forecast as to whether they will produce acidic or metal-laden drainage. Such information is integral in developing a waste schedule that will allow for a non-acid forming waste landform to be constructed right from the start of the operational phase. Ultimately, improvements in this discipline lie in technological innovations with regards to mineralogical characterisation, and by offering geoscience and minerals engineering students a competent education in the discipline. Collectively, this will empower a step-change in AMD prediction and waste handling, and will make the realisation of the United Nations Sustainable Development Goals a reality, rather than a dream.CITATION:Parbhakar-Fox, A and Dominy, S C, 2017. This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

Currently, social impact assessment (SIA) is used to determine social impacts across the life-of-mine (LOM) to closure. This paper draws on recently completed SIA reports from the Martha gold mine in Waihi and qualitative interviews in the community that explored post-closure options, to review the challenges mining companies face when engaging with iwi4 through the SIA process and what that may mean for closure planning. The Maori of New Zealand consistently lobby to have a distinct voice in resource management issues. This is in line with the evolution of indigenous participation in SIA globally and with New Zealand policies, not least of which, the Treaty of Waitangi (the founding document of New Zealand) makes provision for Maori self-determination with regard to natural resources. Land use for mining has been a source of conflict for Maori and mining can have profound cultural and social impacts on the Maori community, yet despite Treaty intentions their representation in SIA has been comparatively limited. With this in mind, the Waitangi Tribunal has released the Ko Aotearoa Tenei (Wai 262) report, which recommends far reaching reforms to laws and policies affecting Maori culture and identity including natural resource management. This landmark report seeks to move the Maori-Government relationship beyond grievance to partnership. Given suggested policy changes in Wai 262 and the risks of poorly conceived closure planning, it is timely to review where Maori currently fit into the SIA process. The findings of this research suggest that improvements to the outcomes of this process will require companies to act beyond compliance.
