When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

New and existing gravity and aeromagnetic data are used to determine the structure of the Waihi region and to investigate any relationship between structure, hydrothermal alteration and epithermal mineralisation. The 24 mGal, 10 km diameter, negative Bouguer gravity anomaly which occurs south of Waihi has been modelled as a I.5 km deep asymmetrical basin. This basin, the Waihi Depression, is interpreted to be infilled with low-density volcanic rocks of the Uretara Formation and Whitianga Group, overlying older andesites of the Waipupu Formation. To the north and west, the margins of the depression are defined by the Waihi and Mangakino Faults, which have been modelled with dips of 45 - 60¦ to the south and west respectively. The southern and eastern boundaries of the Waihi Depression are defined by smooth, shallow dipping (15 - 20¦) boundaries. The Waihi Depression is interpreted as a fault-angle depression, resulting from southeast extension in the early Pliocene. The Waihi Fault is modelled as an approximately E-W feature, located to the south of Waihi. Small 2 - 4 mGal positive Bouguer gravity anomalies occur north and west of the margins of the depression, and correlate with known areas of hydrothermal alteration and areas of low magnetic gradient.

A new approach to more reliably predict the Ni (and Fe, Mg) composition of Ni laterites was tested for RC samples from the (siliceous) oxide–style, Siberia North deposit, Kalgoorlie Nickel Project (KNP), in the north-eastern Yilgarn (WA) using partial least squares regression (PLSR) analysis of diffuse reflectance spectra over the 380 - 2500 nm wavelength range with a multi–element chemistry data set. PLSR cross-validation models were developed to predict FeO, MgO and Ni contents in composite samples with bulk composition limits of >0.08 wt per cent Ni and <6 wt per cent MgO. Calibration and validation models showed a strong, linear trend for predicting FeO and, to a lesser extent, Ni content, whereas PLSR models for predicting Mg content were less reliable. This reflected the prevailing mineralogy and associated element deportment within the oxide laterite profile. For example, Fe and Ni distribution is controlled by relatively few minerals, predominantly goethite and, to a lesser extent, the Fe3+-bearing smectite, nontronite. Magnesium is associated with a range of Mg-bearing minerals, some of which are compositionally complex (eg serpentine, talc, chlorite, smectite and carbonates). Magnesium chemistry alone does not reflect the varied mineralogy of samples with relatively high (5 - 6 wt per cent) MgO contents, which can be spectrally distinct. Hence, samples with similar Mg contents, though comprising Mg-bearing minerals with distinct reflectance spectra, were difficult to model (eg smectite versus Mg-carbonates). The findings of this study demonstrate that characterisation of Ni laterite composition may be achieved as part of routine logging of either drill chips or diamond drill core using PLSR analysis, but that a detailed understanding of the mineral-element association is essential for reliable predictive analysis. This has particular relevance to characterising the geometallurgy of Ni laterites, especially where deposits may be classed as the same type, but have distinct compositional and mineralogical differences.

Whilst much has been written in past years by geologists, scientists, mining engineers, etc., regarding the well·known and justly notorious anticlinal, or, as they are more commonly known, " saddle" reefs of Bendigo, comparatively little noticehas been given to the synclinal or "inverted saddle "reefs and their relationship with each other. In taking up the question of the synclinal folds, I recognise that it is a large undertaking to confine within the limits of a short paper, and at the same time convey a comprehensive idea of their characteristics, and the importance of their relationship with the anticlinal folds, in the general question of practical mining. However, from a practical point of view I consider the question of great importance, and if an interest in it can be awakened, more particularly among practical men, the object of this paper will be achieved.Before entering into the subject I must briefly state some facts, and perhaps some theories, in respect to the deposition of the Lower Silurian rocks, and their subsequent buckling up, as now seen on the Bendigo gold-field. At the same time, I do not intend to go very closely into the geological aspect of the question, as I wish the paper to be considered as a practical one.

One of the main steps during the decision-making process of long-term mine planning is the definition of the optimal sequence of extraction, which usually is synonymous with maximising the discounted cash flow of the project subjected to several constraints arising from aspects of technical, physical, and economic limits.Open pit mine production scheduling (OPMPS) comprises several intricacies related to its size and uncertainty of input parameters. Due to its complexity and prohibitive size, traditional mine planning usually relies on heuristic or metaheuristic methodologies which are able to provide good solutions in a reasonable amount of time. However, most of the uncertainty that surrounds the mining complex is ignored leading to non-realistic results.In this paper, a new heuristic approach is explored in order to solve a stochastic version of the OPMPS problem accounting for geological uncertainty in terms of metal content, multiple processing streams, and stockpiling option. The methodology involves generating an initial solution by solving a series of subproblems and this initial solution is improved using a network flow based algorithm.The algorithm was applied to a relatively large gold deposit with more than 119 thousands blocks. The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recept studies have emphasized the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are believed to have formed from fluids of magmatic or metamorphic origin and exhibit characteristic d18O values. Preliminary oxygen and carbon isotopic data for some important gold deposits of eastern Australia have emphasized the diverse origins of their ore fluids.The Mount Morgan gold-copper orebody is shown to be of the volcanogenic massive sulphide type with ore fluids predominantly of sea water origin. The Charters Towers fissure veins formed during hydrothermal activity associated with intrusion of Lolworth Igneous Complex equivalents. Oxygen isotopic studies of the quartz reefs at Stawell and Gympie have been inconclusive. The ore fluids have a d18O value of about 7 per mil and may be of magmatic or metamorphic derivation.

New data on the geology of the Late Jurassic to Holocene sediments cover of the World and associated mineral resources (oil, gas, ferromanganese nodules, ores of massive sulphides and other metals) have been compilled in the Atlas at scale 1:25,000,000 and 1:10,000,000. The work was performed by scientists from four Institutes of Russia (VNllzarubezhgeologia, VNlloceangeologia, Vernadsky Institute of Geochemistry and Analytical Chemistry of the Russian Academy of Sciences and Geological Institute of the Russian Academy of Sciences). The Atlas shows variation of thickness and formational composition of the large complexes (Upper Jurassic-Early Cretaceous, Upper Cretaceous- Eocene, Oligocene-Neogene, Pliocene-Pleistocene), distribution of oil/gas and ore deposits in each complex, data of deep- sea drilling (leg 1-130), thermo-pressure condition in the sedimentary basins within Circum-Pacific Rim.

Isotopes and hydrochemistry were used to define groundwater flow systems and better understand the hydrogeological setting of the Karijini National Park, which is in the Central Pilbara region adjacent to the Marandoo iron ore mine. Based on the stable isotope composition of the water samples, the data can be divided into two main groups. Groundwater is characterised by depleted dD and d18O, suggesting no significant evaporation effect. Surface water on the other hand is more enriched in dD and d18O due to evaporation. The relatively high concentration of Cl- compared to rainfall and depleted dD and d18O values of groundwater indicate that recharge of the aquifers is occurring during intense rainfall events when rapid infiltration occurs. Evapotranspiration then acts to concentrate ionic species prior to recharge. Relationships between the major ion concentration and catchment area, surficial Tertiary cover and distance between recharge and discharge were identified. The results show that these catchment variables combine to determine unique water chemistry for each sub catchment in Karijini National Park. The TDS concentration of the groundwater in the Marra Mamba Iron Formation that hosts the Marandoo ore body is higher than most of the water bodies surrounding the mining area suggesting significant modification or different recharge mechanisms to that of the Karijini groundwater.

Recent literature is reviewed with emphasis on the design and scale up of mixers. Most important aspects of mixing have resulted from the study of Newtonian fluids and only a minor attempt has been made to extend the work to non-Newtonian materials.The rheology of non-Newtonian materials is outlined and the typical behaviour of mineral slurries is indicated.The importance of flow velocity, flow pattern, and fluid turbulence is discussed with relation to suspension of solids and rate of reaction.Data on experimental leaching of ore from Mary Kathleen, Queensland, show the effect of different mixing impellers.In conclusion, factors involved in the selection of a mixer are presented with emphasis on economic appraisal after pilot experimentation.INTRODUCTIONThe subject of mixing has attracted considerable attention during recent years, but relatively little work has been undertaken for the study of non-Newtonian materials. Most work has been restricted to Newtonian fluids because there are less inconsistencies in such study.Mixing, by definition, implies blending or combining, and ranges from gentle mixing which blends the contents of a large tank in 24 hours to violent mixing which completely homogenises the contents of a tank within seconds. Metzner and Otto (1957) have pointed out the present lack of knowledge on the degree (or quality) of mixing. Apart from this fact the design of mixers for Newtonian materials would seem to be reasonably certain.Both capital and operating costs rise rapidly with increasing mixer size. Therefore the design, or selection, of a mixer is a matter for economic consideration in the overall aspect of plant design and operation.

Although mining is an old industry its management is quite a new science, and its complications are now being recognised as demanding expert knowledge in many branches of technical and professional education. Not the least amongst these isaccountancy, for probably its most important problem is "How to control the expenditure." Unlike most businesses a mining company stands almost entirely in the light of a purchaser in the world's markets, and not as a seller, except say for product so the established and perfected systems of modern industries cannot be adopted for mining purposes. For this reason it has been left for late years to consider the matter seriously, and now a number of well-managed concerns have devised costs systems to suit their own requirements.Very little, however, has been published and even that is disjoined and difficult to make use of. Some of the costs systems in vogue, although elaborate and imposing, are not of very great value for keeping check on wasteful expenditure, or for displaying the commercial effect brought about 'by any particular change in practice, or by an addition or alteration to a portion of existing plant.

The island of Java lies within the Sunda-Banda magmatic arc, which is characterised by multiple phases of volcanic activity and extensive compressional deformation. Along this zone, significant gold and copper mineralisation occurs, including some of the world’s largest deposits. In West Java, epithermal gold mineralisation is typically located in a series of extensional and strike-slip faults that cut Miocene to Pliocene volcanic rocks. These are all low-sulfidation, epithermal, vein-stockwork-style deposits developed in Miocene to Pliocene calc-alkaline volcanic rocks, which have been intruded by shallow-level plutons.This paper discusses an example of epithermal mineralisation at Mt Subang, West Java. Gold mineralisation was originally identified from stream sediment, panned concentrate and rock geochemistry sampling in the early 1990s. Geophysical surveys (magnetics and induced polarisation resistivity/chargeability), trenching, pitting and diamond hole drilling has subsequently revealed silicified-quartz vein epithermal gold mineralisation hosted within fault structures. It is clear that these structures acted as hydrothermal fluid pathways leading to the development of mineralised offshoots along north–south extensional and en-echelon arrays of north-east–south-west and transtensional faults. A number of vertical offshoots also occur in flexures and fault jogs. Post-mineral faulting has subsequently dissected and offset a number of the offshoots. Therefore, a detailed knowledge of structure and fault kinematics and displacement magnitudes is required in order to understand the geometry and continuity of mineralisation across major structures and maximise the resource potential. The ore treatment expansion programme at Mount Isa Mines required the erection of a new lead-zinc concentrator to be known as No. 2 Concentrator. This concentrator was designed by Western-Knapp Engineering Company in conjunction with staff of Mount Isa Mines Limited. Metallurgical design followed conventional wet milling practice, but the size of many plant units is larger than previously used at Mount Isa. The. total capacity of the new plant is 150,000 tons per four weekly period, and the plant is designed to operate in two equal parallel sections.Erection was contracted on a turnkey basis, and the plant was commissioned as a production unit on 23rd June 1966.The existing concentrator, No. I, was converted to treat all copper ore, and the total capacity of the two plants is now 390,000 tons per four weekly period.

The No. 2 Ore-shaft, at Mount Isa Mines Limited, involving the use of boreholes as ropeways for the upper portion thereof, constitutes, we believe, a unique feature in hoisting installations. The boreholes were sunk from the surface to a depth of 390 ft., thus eliminating the necessity of erecting the hoist at an underground location or construction of the shaft for this distance. Fig. 1, a diagrammatic cross-section through the shaft, shows the complete installation from the surface down to the first loading station below No. 7 haulage level.During the latter part of 1936, conditions encountered in sinking the Main Ore shaft made it impracticable and uneconomical to continue deepening it to serve haulage levels below the present No. 5-level. Plans were therefore made for an interior shaft, to serve new lower levels, that terminated above No. 5-level so that ore hoisted could be drawn off on this level and transported to the Main Ore shaft for final conveyance to the mill crude ore bin.Referring again to Fig. 1, it is apparent that the section above No. 4-level, if opened out to full shaft size, would be inoperative and would serve no useful purpose except, possibly, as a ventilation duct. Original plans therefore did not include continuation of the shaft above No. 4-level. Excavation of a hoist room upon No. 5-level; erection of sheave wheels just below No. 4-level, and a long inclined ropeway leading from the hoist to the sheaves, were incorporated in the general layout. A full-length paper was not prepared for this presentation.Low-sulfidation epithermal gold mineralisation at Ridge Mountain occurs within the Oligocene to Miocene volcanic rocks comprising andesite, porphyritic dacite and diatreme breccia. A diatreme breccia complex with a NE–SW elongated orientation covers an area of 3.0 × 1.7 km. Four main stages of mineralisation were identified, comprising: E–W- to NW–SE-trending quartz-chalcedony veins with disseminated pyrite, chalcopyrite and gold. N–S- to NNE–SSW-trending breccia veins with quartz matrix and disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. NE–SW-trending quartz and calcite veins with disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. ESE–WNW- to ENE–WSW-trending quartz veins with disseminated pyrite. This stage is only mineralisation that is hosted by diatreme breccia and clearly postdates.Quartz veins of the first, third and fourth stage are less than 2 m wide. Only breccia veins of the second stage are up to 10 m wide. Gold is present in all stages as microscopic inclusions in quartz and sporadically in pyrite. Macroscopic gold can be seen in the first and second mineralisation stages. Trends in Test Filtration to Respond to Decreasing Sample Size There has been a steady decline in the quantity of samples available for testwork when developing new mining processes due to the maturing mining technology and the increasing costs of pilot testing. Larox, a supplier of filtration equipment and its co-operation partner Lappeenranta University of Technology (LUT) have been actively developing new equipment, testing methodologies and tools to plan test campaigns with the objective of being able to determine the optimum filtration technology and the parameters for sizing full scale equipment with a minimum sample size. With smaller sample sizes, the test scale diminishes from pilot scale to bench scale, and the small equipment size has implications for scale-up. Redesigning the equipment to simulate full scale equipment rather than to match filtration theory has led to some interesting developments. Comparisons between bench scale equipment and production units help identify the limitations of bench scale testing. The nature of filtration is such that it is unreliable to estimate filterability theoretically, and different testing methodologies have been investigated to be able to test the feasibility of filtration from samples as small as few grams. While not optimising the filtration technology, these methodologies provide an adequate level of accuracy for scoping studies. Together with improvements in equipment, a software tool has been developed to reduce the number of tests necessary to optimise filtration technology and parameters for sizing.

The installation of the George Fisher flowsheet in the lead/zinc concentrator at Mount Isa Mines Limited has recently been completed. The George Fisher flowsheet involved moving flotation capacity from the lead circuit to the zinc circuit and changes in zinc circuitry, changes in the reagent regime and increased regrinding capacity, using IsaMills, to regrind some streams to 80 per cent passing seven microns. The project was highly successful, delivering a five per cent increase in zinc recovery within a fortnight of commissioning. The George Fisher flowsheet was developed over six years. Laboratory work built upon the knowledge gained from investigating and processing the Mount Isa and Hilton orebodies. The engineering design and construction for the brownfield expansion of the existing lead/zinc concentrator had significant involvement from the operational, maintenance and technical personnel. Experienced personnel were seconded from the concentrator to the design and construction groups to ensure smooth integration of the new flowsheet into the existing concentrator with minimum downtime, and maximising the reuse of existing equipment. The combination of thorough design, good project integration with operations, and a good commissioning plan allowed almost immediate delivery of project gains. The project was highly successful, the full design improvements were achieved within two weeks, allowing the focus to move to developing future improvements.
