The Province of British Columbia covers 382,000 sq. mi., about 250,000 sq. mi. of which have not been prospected. In fact, the coast country and the islands are so heavily timbered and the surface covered with so thick a mantle of soil, muskeg, and, over broad areas, glacial drift, that prospecting and even trail breaking are extremely difficult. It is only along the coast or stream channels, or above the timber line, or where snow or rock slides have scoured the surface, that rock outcrops can be found. Glaciers nestle in many of the cirques and fill the valleys in the higher ranges. Great ice sheets and perpetual snow persist in certain localities, thus reducing the exposed areas worth prospecting. Almost the entire country has been subjected to intense glaciation, so that the conspicuous oxidized outcrops of orebodies typical of the southwestern United States and Mexico do not exist and surface bodies of enriched or oxidized ore are rare. With few exceptions, the mines1 of the Province are working primary ore. Development, have proved that some of these orebodies are large and important, although usually comparatively low in grade. Besides the few mines that have produced most of the minerals, there are many small mines, but their total output is unimportant. Considering the number of mines and prospects and the widespread mincralization, it is strange that no really great mines, comparable in sizc and richness with those in the western United States, have been found. THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.

For the first time in several years, Chile is again opening its doors to foreign investment. In its new investment code, the Chilean government has announced its willingness to become a partner in joint Chilean-foreign projects for a number of government-controlled porphyry copper deposits at the developed, semi-developed, or prospect stage; and, that it will allow privately owned deposits or deposits discovered by new exploration to be developed with up to 100% foreign ownership. Three deposits of particular interest are: El Abra, with at least 300 million mt of +100% Cu; Los Pelambres, with at least 428 million mt of 0.78% Cu and 0.03% Mo; and Andacollo, with 350 million mt of 0.70% Cu and 0.015% Mo. (El Abra is almost entirely government- controlled; but both Los Pelambres and Andacollo are mostly under private ownership.)

THIS paper is the result of an investigation made in association with Dr. Charles H. Fulton. Early in 1918 a search was started for methods of utilizing, in the manufacture of basic refractories, certain domestic resources in magnesites, dolomites, and magnesian limestones. Much information was collected during that year and during 1919 regarding magnesite and dolomite deposits. During 1920 and 1921 a research was made into methods of calcining dolomite and separating magnesia therefrom. Some success was attained and many new ideas were brought out in connection with the preparation and utilization of magnesia in the form of "caustic" or light-burned material as well as in the form of refractory or "dead-burned" material. Stimulated by this success, much advance has been made in manufacturing processes for the "plastic magnesia," so called, used for magnesia cement, stucco, flooring and otherwise in the structural industries.

The subject of blast-furnace slag is one which has had much consideration, particularly from the scientific standpoint, and several years ago technical literature contained many learned discussions on the oxygen-ratio of the acids and the bases, all on the assumption that acids and bases must be present in a ratio depending on molecular weight and chemical valency. Much work has also been don.e, sometimes in conjunction with the former, on the total heat and the temperature of initial fusion or softening of various slags. A wider knowledge of the blast-furnace now enables us to say that for practical purposes this work has been of almost no value. It is now generally admitted that on,the physical side the important point of a given slag is neither its total heat of fusion nor its softening-point, but its free-running temperature, since this is the critical temperature of the furnace. This temperature bears no definite relation to the softening-temperature, as determined by Seger cones, for instance, because some slags melt relatively like ice, with a very short viscous-range, while others melt relatively like tar, with a very long viscous-range. In one the difference between the softening- and the free-running temperature may be very small, as little as 100° F., while in another this difference may easily be 200' or 300°. The importance of this difference is so great in practice as to destroy completely the value of exhaustive investigations, even such as those of 0. Boudouard, published a few years ago.'

by the combustion of this gas as it reached the air was a familiar sight in the days when open-top furnaces were in vogue. As blast-furnace practice progressed, however, involving the use of hot blast and the development of power from the gas, blast-furnace construction was modified to conserve this gas for heating hot-blast stoves, raising steam under boilers, and various miscellaneous purposes. When the use of blast-furnace gas was extended to the driving of gas engines, the necessity for thoroughly cleaning the gas became apparent., and soon the advantages of also properly cleaning the gas for use in stoves and udder boilers became more fully recognized.

IN spite of the very general employment of nitride hardening, there is still considerable doubt as to the real nature of the mechanism involved. Experience has shown that the addition of small amounts of hardening elements to iron or steel results in a wide variety of desirable properties in a nitrided case. Perhaps the foremost of these elements is aluminum and in this investigation an attempt has been made to study the behavior of aluminum during the hardening process. It is believed that the establishment of a complete atomic picture of the metal at various stages of the process will indicate the relationships between the several kinds of atoms and their individual influences on the physical properties in a clear and direct fashion. A consideration of the problem suggests a surprising similarity between the mechanisms of nitride hardening and of age-hardening. It is now generally understood that age-hardening may take place by one of two distinct processes, the first involving the precipitation of a finely dispersed phase and the other being concerned with the modifica-tion of an existing phase. Following much the same line of reasoning, two theories of nitride hardening have been suggested. The first expla-nation, which has been generally discussed, particularly by Fry,1 states in brief that the presence of aluminum causes the precipitation of alumi-num nitride during nitriding and that this finely dispersed phase is the primary cause of hardening. The second explanation, which has not been published but which has been freely discussed by those interested in the problem, postulates the substitution of aluminum atoms for certain of the iron atoms in the several iron-nitrogen phases in the same manner that the substitutional iron-aluminum solid solution is formed. The Bi-Mn phase diagram in the region near BiMn was investigated, using principally thermal analysis and changes in magnetization with temperature. Of chief interest are the findings related to the magnetic transformation in Bi-Mn. THE Bi-Mn system is of both theoretical and practical interest because of the occurrence of the compound BiMn which exhibits unusual ferromagnetic properties. Because the Bi-Mn phase diagram reviewed by Hansen' (see Fig. 1) in 1936 is based on work done by BekierY in 1914 and by Siebe" in 1919, which left considerable doubt about the nature of the diagram. it appeared desirable as an aid in understanding the alloying characteristics and magnetic behavior to examine the pertinent regions of the phase diagram. The most interesting reaction is the peritectic at 445°C which forms BiMn by the reaction: Liquid + Mn(sulfield) ? BiMn(sol field) There is also a eutectic at 262° C between pure bismuth and BiMn. Hansen draws in BiMn dotted, since in 1936 evidence for its existence was uncertain. Experimental Materials—Preparation of Alloys Electrolytic manganese of about 99.97 pet purity and bismuth of 99.99 + pet purity were used as starting materials.

Sintering is accomplished at a temperature of more than 2000°F. For the purpose of this discussion it will be defined as the art of burning a solid fuel with 90 to 95 pct ash content. Think of the problems of combustion involved in keeping a home furnace burning properly with 12 to 20 pct ash in the fuel and remember that the amount of fuel involved in the 5 to 10 pct combustion loss represented by the definition has to be just about right or nothing is going to happen. Our forefathers discovered that many ores containing metals csscntial to the steadily rising standards of living were associated with other minerals, sulfur and arsenic, for example, which had to be removed before ultimate refining. They did this by utilizing the solid fuels they had available-the sulfur or other readily combustible components- to create roasting heat.

WHILE single crystals of most materials with cph lattice structure show essentially unlimited ductility, polycrystalline specimens of the same materials exhibit the entire range of ductilities. A difference between the ductility of single crystals and polycrystals may be associated with the special stress concentrations to be expected, for example, at the intersections of slip bands or twin lamellae with grain boundaries. Whether such stress concentrations prove catastrophic depends on the cleavage strength of the material, the size of the stress concentrations, and the speed with which they are formed. Thus, the ductility may vary in degree from material to material. Another possible reason for differences in ductility between single crystals and polycrystals is that a sufficient number of independent deformation modes must be available to insure compatibility between the macroscopic strains in neighboring grains.''2 This criterion is often taken to be a necessary condition for any polycrystal ductility whatsoever, not as one that determines different degrees of ductility; thus, a material with an insufficient number of independent deformation modes would have to be brittle as a polycrystal. The "sufficient number" is five if every grain is to accommodate arbitrary shape changes ("von Mises criterion "). We should like to argue that fewer than five independent modes may be sufficient to satisfy compatibility conditions; and that the internal stresses set up when the plastic strains are not compatible reach the theoretical fracture stress only after a significant amount of macroscopic strain has taken place which may vary in magnitude from case to case, allowing an influence on the degree of ductility.
