IT has been discovered by skilled bell founders, more through experience than from geometrical calculation (although calculation does enter), that a certain relationship of dimensions in both large and small bells makes the tone and the weight almost certainly what is desired. This is in addition to the customary shape which is, according to the historians, perhaps that found by the first discoverers of bells. Among themselves bell founders have made a rule of these measurements and have called it the bell scale. Beginning with the small ones weighing ten pounds, it increases by degrees to a point where, as I have seen, they are able to make them even twenty-five and thirty thousand pounds. This scale is of great enlightenment if one does not have a bell already made for comparison.

THE writer has carried on experimental work for several years with respect to the simultaneous dissolution of gold by cyanide and the adsorption of the dissolved gold on activated charcoal in ore pulps, fol-lowed by the recovery of the charcoal by flotation. The results of this experimental work have been sufficiently encour-aging to suggest a new process based on the principle of simultaneous dissolution and adsorption of gold, applicable to certain ores and tailings that cannot be treated to advantage by countercurrent decantation or filtration. Applications for patents have been filed and The Dorr Company, Inc. has the exclusive right to license the use of the process. The purpose of this paper is to describe such a process, state its pos-sible advantages and immediate field, and give some results obtained on a laboratory scale.

IN accordance with the custom of this society, we are gathered here, as we have every year since 1924, to honor the memory of the eminent American metallurgist and teacher, Professor Henry Marion Howe. Unlike many of the distinguished metallurgists who have preceded me as a Howe lecturer, I cannot bring to you reminiscences of his personality, for it was not my privilege to be associated with Professor Howe, or to be directly one of his students. Yet, Professor Howe and Professor Albert Sauveur, through the medium of their books, were my first teachers of metallography, as they have been of almost all American metallurgists of my generation. As a teacher, and for many years the acknowledged leader of American metallurgists, he exercised a profound influence in the growth of our science and was held in honor by the men of science of his time. I can speak no words of technical appreciation that will add luster to his fame, for by his prophetic vision, his teachings, and his researches he stands among the immortals in the memory of all metallurgists. In 1926, the third Howe Memorial Lecture was presented by Professor William Campbell' of Columbia University, who entitled it "Twenty-Five Years of Metallography." He took as a starting date for his chronology the turn of the century, which coincided with his arrival from England to work in association with Howe at the Columbia School of Mines. In that informative lecture Professor Campbell enumerated the important advances in metallography achieved during the first quarter of the century, and, it now appears, may have established the custom of reviewing such progress every twenty-five years. The scope of Professor Campbell's lecture was as broad as his metallurgical knowledge, for it embraced a wide portion of the field of metallography, both ferrous and nonferrous. Twenty-five years later, the Howe Memorial Lecture Committee saw fit to assign to me the honor of writing a lecture that would commemorate the work of Henry Marion Howe and would at the same time constitute the 25th anniversary of the lecture by Professor Campbell. The Committee suggested that this lecture might properly be called "Twenty-Five More Years of Metallography," a suggestion that I have adopted. I must confess, however, that I have not followed the precedent established by Campbell and have narrowed the scope of this lecture to an appraisal of those achievements which in my opinion have contributed most to the progress of microscopical metallography during the past twenty-five years. Progress in Metallography The metallographic methods most widely used today, with the exception of the electron microscope, were firmly established more than twenty-five years ago. In general, our specimens were prepared for microscopic examination in those days in much the same manner as they are today. It is true that new details of technique have been introduced from time to time, and that superior equipment is available today, but on the whole, these improvements have been in the nature of refinements, often a matter of personal preference, and none can be considered essential to the attainment of the ultimate goal of the art and science of metallography, which is to reveal the structure of metallic specimens with unequivocal clarity so that they may be interpreted correctly. Mechanical metallographic polishing, which was the only method available in 1926, is still universally practiced and still consists of abrading the metallic specimen with a series of abrasives of increasing fineness until a specular surface is attained. We have now the alternative method of electropolishing, but it is not widely used because, except in a few special cases, its results are inferior to those of competent mechanical polishing. Likewise, most of the etching reagents preferred today were in common use more than twenty-five years ago and were applied in the same manner as they are today. Valuable improvements have been made in the optical and mechanical performance of metallurgical microscopes, but there was no dearth in those days of excellent instruments equipped with achromatic and apochromatic objectives capable of yielding micrographs comparable in quality with the best that we can make today. In fact, it would be a difficult task for any metallographer today to make optical micrographs at magnifications in excess of 3000 diameters that would surpass those made by Lucas more than twenty-five years ago. As THE time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W, Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum" laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on . a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.1 Colombia requires foreigners to agree to be bound by its alien law. , In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. along its land

This paper covers a brief discussion of pumping 38° to 41° gravity oil from Wilcox sand wells ranging in depths from 4000 to 4900 ft. in the Seminole field, Oklahoma. As recently as a year ago it was the general belief among Seminole operators that most wells in that district could not be successfully or economically pumped. Also the idea was prevalent at that time that the crookedness of the rotary holes would cause a large amount of mechanical trouble and the use of the air-gas lift would leave the wells depleted with sand conditions and fluid levels unfavorable for pumping. At that time it was predicted that wells would be abandoned when the economic flowing and swabbing period was reached. Contrary to these beliefs it has been demonstrated that wells can be profitably pumped to limits as low as 10 bbl. of oil per day where conditions are favorable. The Serllinole field, unusual in its rapid development, has served as an experimental laboratory for many oil field pumping devices with which this paper will not concern itself. Discussion will be confined to equipment and methods in general use throughout the field. The outstanding features of equipment and pumping operations covered in this paper may be summarized as follows: 1. Pumping equipment from the standpoint of prime movers, energy cost, power transmission equipment, derricks, counterbalances, beam hangers, tubing, sucker rods, pumps, etc. 2. Pumping problems peculiar to the Seminole field, including the proper time at which to change from air-gas lift flowing to pumping. Pumping Equipment There have been no basic changes in pumping equipment in the past 20 years with the exception of some refinements in design brought about by the demand for equipment suitable for pumping deep wells. The determination of the state of stress existing at a point in any solid body requires the determination of the six components of the stress tensor relative to a convenient set of axes. One general method of doing this in rock is to make strain or deformation measurements associated with local relief of stress in a number of boreholes penetrating a limited volume in the vicinity of the point at which the stress is to be determined. The stress is assumed to be constant throughout this volume. Leeman1 has described a number of the instruments that have been developed for making deformation or strain measurements in boreholes. Panek2 has described the application of statistical methods to the determination of the average components of ground stress from sets of measurements made in boreholes by means of deformation meters of the type developed by the U.S. Bureau of Mines. In this paper attention is given initially to the strain cell developed for use on the flattened ends of boreholes by the Council for Scientific and Industrial Research (CSIR) , South Africa. The equations required for evaluating the average components of ground stress from measurements made by means of the CSIR strain cell are derived. These equations are similar in form to those applying to measurements made by the borehole deformation meter developed by the U.S. Bureau of Mines. The results of an investigation of the properties of the equations are described. These results are important in the practical use of both the instruments mentioned above and any instrument based on similar principles.

The early history of coal in West Virginia is all included with that of Virginia in the few records available but for present-day readers it is much more convenient that the account of this area prior to the Civil War be grouped with that since then. West Virginia shares with Maryland in the first record of coal noted in the Appalachian fields. This was along the upper Potomac River, in the fall of 1736, and the data about it are given under Maryland, as most' of the development of the area was in that state. The next record of coal was left by John Peter Salley in his account of the expedition he made with Howard and others in 1742. (See p. 17.) The next reference found is that of Dr. Thomas Walker, in 1750, when he passed through the Pocahontas coal field. This has been described on page 18. Six years later, in March 1756, Capt. William Preston, who was with Major Lewis in his expedition down Big Sandy River, wrote in his journal: "Tuesday 2.... Moved down the branch and- came to the main creek where we camped. Put on half rations. Came into the Cole land; crossed the river 8 times."1 The party crossed from the head of Clinch River to Horse Pen Creek, then to Jacob's Fork and down it to Dry Fork of Tug River; the coal was seen in what is now McDowell County. The early settlers must have known of the presence of the great Pittsburgh bed in the northern part of the state, both along the Monongahela River and elsewhere, because the outcrops could easily be seen along streams in many. places. The report of the Commissioners for Adjusting Claims to Unpatented Lands, made in 1789, contains several references to coal in the names of streams, made years earlier. The earliest is one for 1,000 acres to James Walker, in Monongalia County, "adjoining his settlement on a branch of the right hand fork of Pappaw known by the name of the Stone Cole Lick made in the year 1773."2 Another of 400 acres in the same locality was settled upon in 1777.2 A third spoke of a tract "on the left hand fork of Stone Cole about three miles from the mouth," in 1783.1 Monongalia County then covered all of the northern

Apparently the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed. " * * * but no location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located" (Sec. 2,320, U. S. Rev. Stat.). All authorities agree that discovery is the source of the miners' title. Lindley, in his valuable work on Mines (3d Ed., Sec. 335), lays down the rule in part as follows: "Discovery is the initial fact. Without that no right can be acquired. * * * Such discovery must precede the location, or be in advance of intervening rights. The proof of recording and marking a claim will not authorize the court to presume a discovery." As is well stated by the U. S. Supreme Court in Erhard v. Boaro (113 U.S. 536):

Grain-growth and recrystallization characteristics of a commercially pure zirconium prepared by the iodide process are reported. Grain growth from 640° to 800°C was continuous once initiated and obeyed D = kt". Recrystallization of zirconium occurred at temperatures of 450° to 550°C after deformations of 20 and 50 pct. Hardening from partially soluble inclusions prevented determination of the absolute rates of recrystallization, but the relative rates of recrystallization obtained are useful as a guide in fabrication practice. BASIC information needed as a guide in the hot and cold working and annealing of metals includes recrystallization and grain-growth data. A search of the literature revealed no such information for pure zirconium. This is a report of practical grain-growth and recrystallization results obtained for a commercial grade of pure zirconium on a project sponsored by the Office of Naval Research. In this work, isothermal grain-growth curves were obtained at five temperatures from 640" to 800°C inclusively; while recrystallization curves have been determined at 450°, 500°, and 550°C for the metal at the deformation levels of 20 and 50 pct. In addition to the usual variables of temperature, time, and deformation, distribution of the second phase found in all commercial grades of iodide zirconium is also treated as an important factor in these grain-growth and recrystallization studies. In conducting this work, two properties of zirconium were particularly pertinent in dictating experimental conditions. First, since zirconium undergoes a transformation from the a close-packed hexagonal form to the ß body-centered cubic form at 862°C, no recrystallization or grain-growth studies were made above 800°C. Second, because dissolved gases (oxygen, nitrogen and/or hydrogen) increase the hardness and lower the ductility of the solid metal, all annealing treatments in this investigation were carried out in vacuum or in a helium atmosphere. Materials and Methods The zirconium used in this investigation was prepared by the Foote Mineral Co. by deposition from its iodide. A spectrochemical analysis of the metal showed the following composition in weight pct: Hf, 2.1; Mg, 0.012; Fe, 0.035; Si, 0.095; Ti, 0.023; Al, 0.037; Mo, trace; Ni, trace; Cr, trace; Ca, 0.006. Conventional metallographic procedures involving hand polishing on wet metallographic papers, followed by final polishing on fine, levigated alumina on gamal cloth and a medium speed wheel were used throughout this investigation. Grain boundaries were revealed with modified Tucker's etch containing 20 parts glycerine, 2 parts hydrofluoric acid, and one part nitric acid. ECONOMIC waste caused by mine fires may become considerable,15 especially if a fire is allowed to spread or temporarily to get beyond control. It is important, therefore, to act promptly whenever a fire is suspected and to make every action count. To contribute toward its extinction effectively it is necessary to know at the earliest possible moment, and continuously thereafter, what is happening at the seat of the fire, which may be in a remote or inaccessible area, and also to recognize what may be expected as a result of any proposed combative measure. In combatting a fire the mining engineer and the chemist should cooperate, first deciding upon the course of action to be taken and then drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required to carry out proposed operations, and the probable efficiency with which these operations could be performed, and upon the chemist's knowledge for the results to be expected therefrom. After the initial steps to be taken have been decided, it devolves upon the mining engineer to see that they are carried out and upon the chemist to evaluate the results and to keep the mining engineer continuously informed in regard to a variety of matters-such as the composition and toxic or asphyxiating properties of the atmosphere in which the men may be working, whether the fire is increasing or decreasing in intensity and its probable temperature, the quantity of air leakage and the explosion hazards of the fire area. The purpose of this paper is to discuss what the chemist can and cannot contribute as a member of the fire-fighting personnel. The technical literature contains several hundred papers relating directly and indirectly to mine fires, and this fact alone is testimony to the complex nature of the phenomena involved in the birth, life, and final demise of a fire. A fire may be stopped (I) by preventing oxygen from reaching the coal or (2) by removing the conditions necessary for the rapid reaction of coal with oxygen; i.e., decreasing the temperature. All methods of prevention or control. necessarily must be based upon one or the other, or both, of these two principles. . The chemistry of a fire may be understood readily if the low-temperature oxidation of coal is considered as a starting point; then oxidation at higher temperatures (or combustion) ; and with these, the composition of the solid and gaseous products resulting from the oxidation or from the effects of the heat liberated. This discussion refers particularly to Pennsylvania anthracite, although much of the material applies equally well to coals of lower rank. OXIDATION OF COAL Oxidation of coal fundamentally is confined to the surface; that is, the rate at which oxygen penetrates into the interior of a solid block of coal is so slow that it may be ignored.6,16 Oxidation starts when a fresh surface is exposed, and the rate is

THE SAMPLING of waste materials containing copper, lead and tin has taken on a new significance within recent years, and is of increasing importance, on account of the entry of some of the copper refineries into this field and the tendency towards consolidations among the smelters. In the past, such material was sold on the basis either of a rough or grab sample or of casual inspection of the lot. The two principal sources of this waste are the processes of fabrication and the scrapping of automobile, electrical, plumbing, railroad and other equipment. In both cases much material can be sorted, salvaged and sold by classification and grade to be melted "as is" or with the addition of new or virgin metal. The increasing care in classifying exercised in the large manufacturing plants tends to increase the proportion of this usable scrap; on the contrary, the increasing use of more complex and special non-ferrous alloys tends to make sorting and grading more difficult in turnings, borings, clippings, etc., and consequently is making sampling of more moment. In tin, lead, aluminum, and zinc furnace by-products such as ashes, drosses, skimmings, etc., the trade practice of evaluation has not varied much. For instance, tin drosses, battery lead, and aluminum skimmings are ordinarily sold on what is called "metallic button" or "metallic recovery" or "metallic yield." Copper and lead waste, however, is being sold more and more on actual copper and lead contents based on sample and chemical analyses. This paper will be devoted chiefly to the sampling of materials suitable only for refining and recovery of one or more of the metals present. The methods described are often based on the fact that but one metal, such as copper, is to be paid for. The loss of volatile constituents in melting does not appreciably affect the final copper result, as the "after-melting" assay can be readily calculated to the "before-melting" basis, but if smelter efficiency continues to increase, so that in time zinc, for instance, may be recovered on a paying basis, the method of sampling dirty brass, for example, will have to be changed also.

A GREAT number of hypotheses has been advanced to explain the complex phenomena that are encountered in flotation. In the days of bulk-oil flotation, when a large quantity of oil was employed, it was observed that the oil-mineral aggregate floated above the ore-pulp because of its lesser density. With the advent of froth-flotation this phase of the theory had to be modified to take into-account the presence of air bubbles.. The reason why the mineral-bearing froth of today rises to the top of flotation cells is, of course, because the air-mineral aggregate, with whatever reagent may be associated with it, is lighter than the pulp. In an attempt to explain froth-flotation the fact has been emphasized that certain minerals are wetted and therefore remain in water; while others are not wetted and therefore become associated in preference with air. Such an "explanation" does not explain facts, it merely states them; for instance, it does not explain why minerals are wetted under some circumstances and not wetted under others. Going somewhat further, the wetting or nonwetting of minerals by water has been ascribed' to differences in the angles of contact between oil droplets and mineral surface at the surface of the minerals. This explanation, however, was abandoned when soluble flotation reagents came to replace the so-called "insoluble" reagents. Another theory, sponsored about 10 years ago by Ralston,2 involves the effects of electric charges at the surface of the mineral particles and air bubbles. This theory, unfortunately, was not developed as fully as it seems desirable. The belief that adsorption phenomena might play a preponderant role in flotation3 has been rather widespread for the last 10 years. Unfor-

About four years ago the writer proposed a revision of the correlation of the Huronian formations in Michigan, and noted the bearing of the question on the correlations of the Huronian rocks in Wisconsin and Minnesota.1 Dr. C. K. Leith opposed this revision and argued for the retention of the correlations of the United States Geological Survey, published in 1911,2 for which he and Dr. Van Hise were mainly responsible. As late as June, 1917, Harder and Johnson, following Leith, thought it "premature to change radically a correlation based on years of careful field work."3 The work of Wolff on the Mesabi and Cuyuna Ranges, of Hotchkiss on the Gogebic Range (unpublished), and of the writer and assistants on the Michigan ranges, together with data developed by exploratory and mining operations, has introduced so many new facts not recognized in the scheme of the U. S. Geological Survey that the correlations of 1911 must be considered, in some important respects, obsolete. Indeed, new data are accumulating so rapidly that any classification, which for the moment may seem best to explain the facts, is almost immediately modified or refined by further observations. The problem of Huronian correlations is difficult, but interesting and important. With the aid of fossils, stratigraphers of the post-Algonkian formations have been able to show that slight disconformities mag separate strata of vastly different ages, and that within physically conformable strata may be concealed a hiatus of great magnitude. In the non-fossiliferous Huronian group, minor physical breaks in the strata are only beginning to attract attention, and it is too early to discuss what bearing these will have in correlating the formations of one area with those of another, but it is safe to say that the "lost intervals" which are not disclosed by physical relationships will remain forever lost; therefore we may not hope to discover the ultimate truth concerning the

The effectiveness of rock bolts in resisting shear displacement along preexisting fracture surfaces or slip planes was determined in the laboratory with full-scale bolts and large-scale shear test equipment. The system variables were the type of bolt, orientation of bolt relative to shear surface, and normal pressure on the interface. Results showed that, in general, both conventional bolts and resin- grouted reinforcing bars significantly increase the shear resistance along a fracture or bedding plane when the average normal compressive stress on the plane is in the order of 25 psi and when the bolt is oriented such that it tends to lengthen as the shear progresses. An increase in shear resistance is also noted at the higher normal pressure of 250 psi; however, the increase is small compared to the corresponding shear resistance without a bolt. Conventional bolts oriented such that they lose tension as shear displacement occurs added no shear resistance since the tension drops to zero at very small shear displacements.

The conditioning of semifinished steel products such as billets, blooms, and slabs to remove surface defects before further processing to finished products is a necessary accompaniment to steel mill rolling operations. A knowledge of the kinds of defects which occur and of the conditions in melting, teeming, and rolling that may lead to their occurrence is favorable to the production of quality products. Surface defects may be classed as either of mechanical origin such as those that occur in the heating and rolling operations and include breaks, tears, guide marks, mechanical laps and the like, or they may have been in the ingot before heating and rolling. Examples of the latter are ingot cracks, blow-holes, scabs, and inclusions which lead to the numerous known types of seams and surface flaws. Most of the common types of surface defects and methods for their identification by visual examination or by the aid of macro-etch tests are well known. The conditions which caused their formation are also appreciably understood and this knowledge has been instrumental in the establishment of methods for metallurgical control. There are, however, defects of doubtful origin. In any endeavor to trace the causes for their occurrence, the question of first concern is: I. Whether they were formed in the rolling procedure. 2. Whether they existed in the ingot prior to rolling. In the case of semifinished products which are rerolled to finished products there is also the question of whether they were formed in the primary or in the secondary rolling. In metallurgical laboratories where numerous or routine examinations of the quality of rolled products are made over the course of time, there will doubtless be many puzzling cases of defect origin. Microscopic examination of the defects may, however, reveal a characterizing condition that can be used to classify them broadly with respect to their origin. Such a condition has been observed and, after detailed investigation, is described here with the thought that it may offer a usable and relatively simple solution to a bothersome problem. Basis For Classifying In this discussion the term "mechanical type defects" will be used to designate those that have occurred as a result of the rolling operations such as in rolling from the ingot to billets, blooms, or slabs or in rerolling to finished products. The term "steel type defects" will be used to designate those that were present in the ingot prior to primary rolling or that were in the semifinished product prior to secondary rolling to finished product.
