ONE of the little-known characteristics of cast' iron, which neverthe-less has an important bearing on results where accuracy in machining-is essential, is the ability of this material to ease up internal strains when. .allowed to remain quiescent for a more or less extended period of time. At seems as if the molecules in such a casting, by virtue of their "mobility,? can adjust their relative positions to an extent sufficient to overcome some of the existing stresses. The following instance will perhaps give a fair idea of the condition a casting may he in when just shaken out of the sand. A very large sheave-wheel, after shaking out, was taken' outdoors to be, cleaned and made ready for turning up. It was leaned against the side of the building, but before much could be done an arm tore apart with a loud report. Investigation showed that the sun had been shining on the upper rim, this adding a slight strain to those already existing within the arm and thus overbalancing the strength of the metal in tension. Had this sheave been kept under cover for a while, or at least until machined, the-strains., would have eased off sufficiently to allow the sun to look upon it without disaster. It will not be necessary to multiply examples. Every engineer knows the danger of water-hammer in pipe lines, particularly if the latter are of cast iron. Every mechanic knows, or should know, that it is not good to strike a fitting that is under steam pressure. It will be necessary to say a few words on the "internal- strains" in castings-the so-called "casting strains" we hear so much about. We all know that to get a casting reasonably true to the dimensions wanted requires a slightly larger pattern. The usual allowance for gray iron is 1/8 in. to the foot (1 cm. per meter) and ¼ in. to the foot (2 cm. per meter) for white iron (all dimensions). This reduction in length, breadth and thickness in a casting is erroneously called "shrinkage." It should be called "contraction," as for practical purposes. it is simply the difference .in dimensions of the casting red-hot and cold.

TRINIDAD, which has never been. seriously consid-ered as a large oil producer, has recently taken a new lease on its oil life through active development work being carried on by a newly organized American company that has been conspicuously successful in the short time in which it has operated on the island. From an oil operator's point of view Trinidad pos-sesses numerous natural advantages which are not found in any other oil producing country. The climate, while tropical, is healthy. The nights are always cool. Deep-water shipping ports in protected waters are available within short pipe-line distance from the pro-ducing fields. The distance from Trinidad to the At-lantic seaboard of the United States is less than from the Gulf Coast or from Mexico. The labor supply is abundant and can be had at reasonable rates. The island enjoys a good, stable government under British rule and is traversed by a net-work of excellent govern-ment roads. From a production standpoint the fields being de-veloped by Trinidad Oil Fields, Inc., the company re-ferred to above, present interesting problems which are being successfully solved. The oil sands are extremely fine; some of them having over 50 per cent passing 100- mesh screen and, with the exception of the Palo Seco field, the sands are loose, with shale-breaks and shale capping and with rock pressures running up to 600 lb. per square inch. Rotary drilling is universal, as the formations encountered are soft Tertiary shales, clays, sandy shales and sands, with occasional sandstone and lime shells, which are easily drilled with the rotary. As high as 600 ft. of hole in 24 hr. has been made in some of this company's wells. Production is at present obtained at depths ranging from 500 to 2500 ft. but further development will probably result in deeper pro-duction being obtained. The oil being produced ranges from 21 deg. to 37 deg. Bé gravity and is all asphaltic base oil.

Pilot plant test work in 1942 and 1943 showed that by a combination of deslim-ing, fine-size classification, and Sullivan deck concentration it is possible to recover heavy minerals such as cassiterite at least as fine as 10 microns in size. This appreciable improvement in gravity concentration practice has been substantiated by several full-sized plants. IN the past, mills treating ores of tin and tungsten by gravity concentration have recovered very little mineral finer than 325 mesh, although some form of slime concentration has been generally attempted by the use of buddies or round tables. This paper describes a series of pilot plant tests made in 1942 and 1943 in which the use of the Sullivan deck was investigated for the recovery of an appreciable amount of the fine values formerly lost. The investigation was initiated by the U. S. Government in an effort to increase the wartime production of tin. Bolivian milling practice at that time included jigging of the coarse sizes, tabling of the intermediate sizes on conventional shaking tables, and the use of buddies or round tables on the finest sizes. Flotation of the pyrite was employed at different stages of the treatment, depending upon the quantity present and the preference of the operator. Usually good recoveries and the bulk of the production were made in the jigging and tabling operations provided that these sections were not overloaded. Buddies and round tables were used for a small additional recovery if it could be shown that they could pay for their high cost of operation. Extensive test work established that by a combination of desliming, classification, and Sullivan deck treatment, cassiterite as fine as 10 microns (1500 mesh) could be recovered when proper conditions were maintained. This test work has been verified by several full-scale installations. The method is generally applicable to the preconcentra-tion of large tonnages of low-grade ores or tailings for the recovery of a small amount of a valuable heavy mineral. The Sullivan deck (or now the Denver Buckman tilting concentrator), which is the essential part of the method, was devised originally for the recovery of tin from tailings of the Sullivan concentrator, Kimberly, B. C. Since the material treated contained only 0.05 pct Sn, it was impractical to attempt to recover cassiterite finer than 500 mesh.*

LEAD and tin mixed together make an alloy through an attachment of natural affinity which they have with each other, so that when they are mixed it is difficult to recognize by the sight which one it is, if the essences of their qualities are not surpassed by more than half. If, indeed, one can be recognized, it is the tin which gives off a certain sharp odor to the sense of smell, besides having a greater hardness and whiteness. The best of these is the one that is the purest in its kind. In the alloy of tin it is the one that is the whitest and hardest, or, when it is bent or some thin end of it is held tightly by the teeth, is heard to crackle as frozen water does. Because this happens more with this than with other metals, I do not wish now to inquire into it. It is enough that it be a sign for recognizing when tin is pure or mixed. Pewterers say that it should be joined in alloy with lead and that it is better for working when it contains four or six pounds to the hundred because it makes it softer to the hammer and more fluid in casting. But I do not like to hear this, even if all they say is true, for I see that the tin that comes from England, when worked as well as in cakes that show it to be pure, is much more beautiful and better in all works than is that made in Venice. And I believe that it is not better for any work when mixed than when pure, except for the advantage of the master who, if he does nothing else, sells lead that is worth little for tin that is worth much. I find that when mixed it serves in only two things. One is when it is wished to make a solder for copper, for use when it is not worth while to solder the bottoms and large pieces of vessels with low-grade silver as should be done. The other is when master potters calcine it in order to make glazes and to apply white to their vases. I consider lead to be useless in all other works of any kind of metal, since it unites with none of the other metals of good company except tin.

The use of bromine as an oxidizing agent, particularly for sul phur, has become very general in analysis, replacing the stronger oxidizing acids. The object of this paper is to describe briefly the experience which we have gained with this reagent in the laboratory of Lafayette College in the oxidation of metallic sulphides. Most of the simple sulphides, as blende, pyrite, etc., when exposed to the combined action of an alkaline hydrate and bromine, and finally to hydrochloric acid, are completely and promptly dissolved. The procedure is as follows: The very finely pulverized mineral is first treated, in a beaker, with a solution of sodium hydrate of a spe cific gravity of 1.25, and heated ; bromine is then cautiously added to supersaturation, and finally hydrochloric acid to acid reaction. If any of the sulphide is not taken up, the same operation may be re peated. It is necessary, however, that the mineral be very finely pulverized. Instead of using the pure bromine, a saturated solu tion of bromine in potassium bromide may be used with equally good effect. The process is advantageously simplified by making a saturated solution of bromine in the concentrated alkali. This is done by pouring bromine into a solution of sodium hydrate, of the above given specific gravity, until no more is taken up, and then adding a little of the sodium hydrate solution until the liquid does not give off free bromine. The procedure with this solution is as follows: The pulverized mineral is moistened with, say, 10 cc. of the solution, and heated, then hydrochloric acid added to just acid reaction. Two more additions of the alkaline solution, in amounts of 20 cc. each, are added at intervals of about ten minutes, each addition being followed by hydrochloric acid. The total amount of the alkaline solution (containing the bromine) used is, therefore, 50 cc., and the amount of hydrochloric acid should not exceed that necessary to make the solu tion acid after each addition of the alkali. The mixture should be kept hot. After the final addition of acid, the contents of the beaker is taken to dryness and heated in an air-bath to 110° to 115°C., to render silica insoluble. NO important discoveries of petroleum during 1932 are reported from Canada. New Brunswick, which has a small production from one field, was inactive, and the production showed a decline from 6600 bbl. in 1931 to about 6300 bbl. for the year 1932. The old fields in Ontario increased from 123,000 to about 131,000 bbl. Alberta showed a decline of more than one-third, from 1,413,631 bbl. in 1931 to about 913,000 bbl. in 1932. This decline was due principally to the restrictions placed on the flow of gas wells in the Turner Valley field, from which the crude naphtha is obtained that accounted for more than 93 per cent of the production of Alberta and for more than 80 per cent of the production of all Canada in 1932. The starting of new wells to the limestone that produces the naphtha-bearing gas was prohibited late in 1931, and only wells started before that time were finished during 1932. One well was drilled in the Turner Valley field to a depth of 7555 ft., establishing a depth record for Canada. It passed out of the Madison limestone at 5560 ft., and encountered showings of oil in the underlying formations, probably of Devonian age. Commercial production had not been established by the end of the year. Commercial oil wells were brought in in two areas in Ontario which had previously been considered as productive of gas only— in the Dawn gas field, Lambton County, and in Raleigh Township, Kent County. The discovery wells had initial productions of about 50 bbl. per day, but no production of major importance is indicated. In Alberta, outside the Turner Valley district, two wildcats were drilled northwest. of Lethbridge in the Keho Lake vicinity. Both failed to make commercial producers in the Madison limestone, but one was testing upper sands at the close of the year. Good showings of oil are reported. A very small production was found in the Madison limestone in a wildcat well on the Twin River structure southeast of Lethbridge and another well has been started near by on what is considered on geophysical evidence to be a better location structurally. About 15 locations were made on the Canadian side of the border north of the Cut Bank development in Montana.

The following have been compiled from information furnished through the courtesy of Dr. W. P. Haynes, of London, and Mr. T. V. Grigorescu of Ploesti, Rumania. Gura Ocnitzei was the most active field during the year, furnishing 40 per cent of the production and 50 per cent of the drilling activity. Extensions to the west in this field were made both by Concordia and Romana Americana. In these new extensions the bulk of the production comes from the Drader member of the Dacian, with an average depth of 1300 m.; the underlying third Meotic at 1700 m. has not been developed yet. In Gura Ocnitzei east no new drilling has been done in 1933, but here declining pressures have led to the extensive use of gas-lift and pumps. Ochiuri saw some small drilling activity, but production declined. Two good wells were brought in by Unirea and Astra at the close of the year. Boldesti continued to be developed on a general plan by the four major companies interested. Production was from the Meotic, which in this dome has been penetrated for 356 m. Reserves have been estimated at about 63,000,000 bbl. An important discovery in this area was the bringing in of Credit Minier No. 1 Harsa to the east of the main field and producing from the Meotic. This well came in during October, 1932, and is now making 1400 barrels. In the Moreni Piscuri field only routine operations have been carried on. The prolific sands are now declining rapidly. Ceptura also saw only routine operations. In the Arcesti field development of the Meotic continues. Seven new wells were brought in during the year and ten were drilling at the close of 1930. The field produced over a million barrels for the first time during 1933. In the other fields only routine operations were carried on. A considerable increase in efficiency of operations was noted during the year. The average drilling time has been reduced, coring programs have been amplified, and much care has been taken in straight hole drilling. The Schlumberger electrical coring apparatus is extensively used. Electric-driven rotaries have been introduced at Gura Ocnitzei. The Moniteur du Pétrole Rouman reports that the index cost of drilling one meter, taking 1929 as a base of 100, has been reduced to 32 in 1933.

At Cobalt, Ontario, Canada, a lake was drained to facilitate mining, by the Mining Corpn. of Canada, during the spring and early summer of 1915. Previous to pumping out the water, great quantities of sands and slimes from concentrating plants had been discharged into the lake and during and after the lake's drainage, its basin was a receptacle for tailing products. As the writer was at work along the shore line as the lake was being drained, he had a good opportunity to observe the changes that took place as the water was withdrawn. Some adjustments between the incoming sands and the mud in the lake had taken place before pumping was commenced. One of the most interesting results was the appearance of a small dome in a path the writer traversed twice a day for several months; he remembers distinctly the difficulty of crossing this. Cobalt Lake owed its existence to the gouging out of a rock basin by glaciation. The long axis of the basin closely follows the strike of a thrust fault of about 500 ft. (160 m.) vertical displacement. The lake was originally shaped somewhat as shown. The length was about 3000 ft. (914.4 m.), the width at the lower lobe was about 1000 ft., and the width at the narrows probably 400 to 500 ft. The original depth of water varied from 20 to 30 ft. (6.1 to 9.1 m.), near where the island later was formed, to 60 to 70 ft. (23.6 to 27.6 m.) in the widest part of the lower lobe. At the narrows, the depth was 30 to 40 ft. Above the bed rock was sand, with boulders near the bottom, and mud. During the building of the railroad in 1903, considerable filling was done along the right of way. With the commencement of mining operations, about 1905, waste rock and mill tailings were dumped into the lake. One of the mining companies operated a hydraulic giant to remove the glacial debris from several hundred acres of rock surface; much of the sand and clay from this operation was deposited in the lake. About 1,500,000 tons of mill tailings, composed of sands and slimes, were discharged into the lake's waters previous to 1915. Most of this material

Production of petroleum increased again during 1929, thus maintaining the steady growth inaugurated by the bringing in of Royalite No. 4 in Turner Valley, Alberta, towards the end of 1924, prior to which a decline over a number of years had been experienced. The growth has been confined to the Province of Alberta, the older production in New Brunswick and Ontario showing declines, although in the latter case considerable activity in the search for new gas structures was maintained and during the last six months two wells were brought in, one at Howard in the Trenton at a depth of 1250 ft., giving 5,500,000 cu. ft., and the other at Tilbury in the Guelph or Salina at 750 ft. giving 9,000,000 cubic feet. As has been the case during the past five years, interest in the search for structure and in the following up and development of areas already recognized has centered in Alberta and adjacent portions of Saskatchewan. This was due in the first instance to the striking of wet gas in the Palaeozoic limestone (Madison) of Turner Valley, some 30 miles south of Calgary, in Royalite No. 4 in October, 1924. The bringing in of other wells of similar importance late in 1928 and in the spring of 1929 which extended the productive area 3 miles southwards led to greatly enhanced drilling activity throughout the structure and adjacent areas and in other parts of Alberta. As a result good strikes of heavy crude oil have been recorded during the year at Ribstone, Oyen, Skiff and Coutts, in each case at moderate depths and in sufficient quanitity to justify prolonged testing. The prospects of a satisfactory production of this grade of oil are very encouraging. Actual oil production in the west is still confined to the Province of Alberta and for all grades of oil totaled 997,359 bbl., which compared with previous years shows a gratifying increase. To this increase the naphtha obtained from the wet gas of Turner Valley has proved the principal contributant, heavy crude also showing an improvement, while the light crude, the product of the Cretaceo-Jurassic sands overlying the Paleozoic of Turner Valley, remains unchanged. Oil has been produced in Persia and India for many years, but it was not until 1932 that Arabia entered the arena as a potential oil-producing area. In 1930 the Standard Oil Co. of California acquired a concession covering the rights of exploration and exploitation for oil in the Bahrein Islands and in June, 1932, the first commercial production was discovered by the bringing in of a well known as Jebel Dukhan No. 1 on the Island of Bahrein. Since then the Standard Oil Co. of California through its wholly owned subsidiary, The Bahrein Petroleum Co. Ltd., has been carrying on a systematic survey and development program of its concession in the Bahrein Islands. This group of islands, of which Bahrein is the largest, is in the southwestern portion of the Persian Gulf, approximately 25 miles from the mainland of Arabia. Although geographically a part of Arabia, the islands are not a part of the Kingdom of Saudi Arabia. Their government is essentially independent but certain special rights have been granted to Great Britain through a series of treaties. The Island of Bahrein is 32 miles long by 9 1/2 miles wide and covers an area of 215 square miles. Approximately three-fourths of the island is occupied by a relatively low, broad, elliptically shaped dissected hill, the central part of which is slightly depressed with inward-facing cliffs but culminating in the Jebel Dukhan (Hill of Smoke), which rises to an elevation of 443 ft. above sea level. The topography of the island is a good index of its geologic structure. Structurally the island is an elongated dome or quaquaversal fold composed of rocks of Eocene age. The major axis of the fold strikes N.5W. All of the topographic high portion of the island is a part of the structural uplift. The crest of the fold is broad and flat with the dips increasing on the flanks. How far tilted strata may continue beyond the line where the Eocene beds are covered by recent sands and detrital material is not known. Superimposed on the general structure are a few small irregularities in the form of minor folding and faulting. There is, however, no evidence of any major faults. The largest of the irregularities lies to the south of Jebel Dukhan and has the appearance of a sink

A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

INVESTIGATIONS of the constitution of the system Mg-Ba were first made by Grube and Dietrich1 between 0 and 47 atomic pct Ba and then by Klemm and Dincke1acker" ver the whole composition range. Klemm and Dinckelacker corroborated intermediate phases of the approximate formulas Mg9Ba and Mg4Ba, and showed a third compound to have the formula Mg2Ba, rather than Mg5Ba, as suggested by Grube and Dietrich. Mg2Ba had been previously recognized by Hellner and Laves3 s a MgZn2 (C14) type structure. The main discrepancies between the results of Grube and Dietrich and those of Klemm and Dinckelacker exist, however, in the liquidus temperatures and solidification equilibria of alloys containing more than about 10 atomic pct Ba. The liquidus temperatures measured by Grube and Dietrich, and the outline of the liquidus of Klemm and Dinckelacker are plotted in Fig. 1 on an enlarged scale. Although there are strong reasons to prefer the results of Klemm and Dinckelacker, it was considered worthwhile to remeasure liquidus temperatures of some alloys in the controversial composition range. The alloys, made up from sublimed magnesium and 99.5 wt pct pure barium, were melted in an Armco-iron crucible in a dynamic argon atmosphere. Thermal analyses were taken using a Speedomax auto- matic recorder. Careful stirring during the solidification process was required in order to avoid segregation. After thermal analysis some of the cast alloys were chemically analyzed. The intended and analyzed compositions of the ten alloys prepared are listed in Table I. Since standard barium determinations cannot differentiate between barium present as element and as oxide, both the barium and magnesium contents of the alloys were analyzed. The fact that the sum of barium and magnesium was close to 100 pct in each case was taken as evidence that no excessive oxidation had occurred. The liquidus temperatures measured are listed in Table I and plotted in Fig. 1. As can be seen, they are in good agreement with the liquidus found by Klemm and Dinckelacker. This leaves no doubt that the thermal results of Grube and Dietrich above 10 atomic pct Ba are incorrect. The Role of the Operator The ultimate objective of any installation is to be able to accomplish the useful work that it was originally designed for. The operator needs a tool that he can both operate effectively and maintain efficiently. The overall design and subsequent installation of a comminution circuit should be a marriage of good engineering practice and practicality. Since the operator must operate and maintain his equipment, his input into the design and installation is vital to its ultimate success. The design of a crushing or grinding circuit is dependent upon many factors including flowsheet design, equipment selection, physical layout, space restrictions, climatic restrictions and considerations for future expansion. The operator must live on a day-to-day basis with the results of the final design and installation. The most satisfactory operation will result when the operator has a major input into each of the criteria that are used to define the final design and installation. The operator referred to is not only the mining company or organization that is having the installation built for its specific use but, more specifically, the person or persons that will actually be responsible for its daily operation and maintenance. Future references to the "operator" will include those individuals with that daily reponsibility. The operator's input into the installation of the circuit is of equal importance to his input into the design. The engineering organization which puts together all of the various design drawings for circuit installation is generally restricted to trying to get all of the details onto a multitude of 24" x 36" two dimensional drawings with a few isometric drawings thrown in. It's almost impossible to get all of the details of a final installation onto all of the drawings, and field modifications are necessary to make everything fit properly. In a multilevel installation, such as a grinding or crushing circuit, it is difficult to envision space requirements to adequately operate and maintain the various pieces of equipment simply by looking at a set o£ drawings. For some designs it is helpful to build a scale model so that a more realistic view of what the installation will look like can be seen. The scale model allows the operator to make whatever changes in design are needed to operate and maintain his equipment most effi-

The year 1934 saw a very thorough and intensive search for oil in Italy, both by the Government-subsidized company, the A.G.I.P., and by the few smaller operating companies. Approximately two-thirds of the exploration work, however, has been done in the Province of Emilia (northern Italy). The A.G.I.P. has been particularly active in the Emilia district and has sunk several rotary holes between Voghera and Ferrara on structures located by geophysical means in the Po Valley. Only insignificant amounts of oil have shown up in these tests to date but gas has been found in fair quantities, and apparently the company is not yet prepared to abandon its search in this part of the country without further effort. In Central Italy, the same company has put down four tests with cable tools and of these two were "dry holes" and the other two found only traces of oil. The A:G.I.P. also sank two wells in southern Italy and it is believed that in these the indications were sufficiently encouraging for the exploration work to be continued. No serious drilling has yet been done in Sicily by the A.G.I.P. or any other company. The annual subsidy granted to the A.G.I.P. by the Government for the duration of its five-year plan has been considerably reduced for 1935 and this may interfere with the completion of the coming year's program in all its details. The Società Petrolifera Italians, which is the chief producing company in the country, has continued the development of its two fields, Salsomaggiore and Vallezza, and at the same time has intensified its program of exploration. Rotary machinery has been introduced and is undergoing a thorough trial, and prospects of finding new pools at greater depths are considered good. The charcoal adsorption plant at Vallezza has operated satisfactorily throughout the year and has produced nearly 3000 bbl. of high-grade gasoline. Besides the exploration well at Rile dell'Olio, which is still drilling, another wildcat test has been started at Torre-di-Traversetolo. All operations of this company are confined to the district of Emilia. Pilot plant test work in 1942 and 1943 showed that by a combination of deslim-ing, fine-size classification, and Sullivan deck concentration it is possible to recover heavy minerals such as cassiterite at least as fine as 10 microns in size. This appreciable improvement in gravity concentration practice has been substantiated by several full-sized plants. IN the past, mills treating ores of tin and tungsten by gravity concentration have recovered very little mineral finer than 325 mesh, although some form of slime concentration has been generally attempted by the use of buddies or round tables. This paper describes a series of pilot plant tests made in 1942 and 1943 in which the use of the Sullivan deck was investigated for the recovery of an appreciable amount of the fine values formerly lost. The investigation was initiated by the U. S. Government in an effort to increase the wartime production of tin. Bolivian milling practice at that time included jigging of the coarse sizes, tabling of the intermediate sizes on conventional shaking tables, and the use of buddies or round tables on the finest sizes. Flotation of the pyrite was employed at different stages of the treatment, depending upon the quantity present and the preference of the operator. Usually good recoveries and the bulk of the production were made in the jigging and tabling operations provided that these sections were not overloaded. Buddies and round tables were used for a small additional recovery if it could be shown that they could pay for their high cost of operation. Extensive test work established that by a combination of desliming, classification, and Sullivan deck treatment, cassiterite as fine as 10 microns (1500 mesh) could be recovered when proper conditions were maintained. This test work has been verified by several full-scale installations. The method is generally applicable to the preconcentra-tion of large tonnages of low-grade ores or tailings for the recovery of a small amount of a valuable heavy mineral. The Sullivan deck (or now the Denver Buckman tilting concentrator), which is the essential part of the method, was devised originally for the recovery of tin from tailings of the Sullivan concentrator, Kimberly, B. C. Since the material treated contained only 0.05 pct Sn, it was impractical to attempt to recover cassiterite finer than 500 mesh.*

Your esteemed favors transmitting my discharge as your representative on the War Minerals Committee have come duly to hand and the kind words of commendation contained are greatly appreciated. Like other war committees, The War Minerals Committee's business in Washington was to meet an emergency as best it could, and as soon as the emergency had passed pressure of personal responsibilities immediately scattered the individual members. A detailed report of the Committee's work is therefore impossible. But before the matter is closed I feel it incumbent on me to ask you to report to the Directors and the Council, and through them to the members of the Institute and of the Society, the inestimable value to our Committee of the unstinted support given by both your officers and members. The instant response to all requests for funds was of the greatest assistance in getting started with office force, stationery, etc., and led later to a regular organization in the Bureau of Mines, working under a special appropriation, which is still doing good work as the War Minerals Investigation under Dr. Spurr. The voluntary work of the special sulphur and manganese committees formed by the War Minerals Committee was of great value to the Government. Copies of private reports supplied were of much assistance. But the great service of engineers and geologists as a whole was rendered in connection with the passage of the War Minerals Bill by Congress. Though every assistance possible was rendered by the Bureau of Mines and the Geological Survey, by the close of 1917 our Committee had about reached the limit of its usefulness in the way of stimulating the various Government executive committees, bureaus and departments to a realization of the country's need of preparation for domestic production of "war minerals" and had found that special Congressional action was imperative if the war was to continue for anything like the time then generally feared. This was necessary not only 'to insure a. supply of war minerals but to make possible the appointment of some able mining administrator of large experience in the mineral industry who, with ample authority, could sit in the councils of the Government and see to it that the ever increasing autocratic powers the war was developing were used toward the mining industry so as to foster rather than crush the latter in its effort to produce sufficient raw material for war and essential civil requirements.

IT IS universal practice for corporations, at the end of the fiscal period, to call in a firm of chartered accountants to audit the books. The effect of this is to put an independent organization's seal of approval on the accounting of the business done by the management. Their report lets the stockholders know that the accounts rendered truly present the results of the year's business. This is as it should be; the average stockholder has no personal contact or even acquaintance with the managers of his enterprise and the approval of their stewardship by an indepen-dent agent is very desirable for maintaining confidence in their honesty and ability. But such an examination deals only with what may be called the arithmetic of the business; even the most elaborate audit, as the practice is at present, goes no further than to verify the items of the inventory. In other words, while checking up the entries showing the transaction's of the year and certifying to the correct-ness of the items of the balance sheet, such a report gives the stockholder no idea of the ability with which his affairs have been managed. If the profit and loss balance is satisfactory, as certified by the public accountants, he assumes that the management has been able; where it is not, he turns to the president's report and usually finds an explanation. Such an explanation never takes the form of admission of mis-takes in business judgment or of bad technical manage-ment. It could hardly be expected that it would. The stockholder is generally furnished, therefore, with a certificate of the honesty of his management, but never one of its ability. He does not worry about the latter as long as dividends come in; when they cease, his action generally finds expression in replacing the management. In other words, so long as profits are realized, he assumes the management to be good, even though its success is a matter beyond its control and better management would make larger profits. When there is no profit, the stockholders have no means of knowing whether it is due to conditions beyond the control of the management, as the annual report is sure to allege, or whether, by better management, profit is possible. Here is where the technical audit comes in.

The Cornucopia district is situated in northeastern Oregon 25 miles from the Snake River branch of the Oregon Short Line R.R. and 75 miles northeast of Baker City, in the Wallowa Mountains. The formation is principally granodiorite, which has intruded much older rocks locally known as greenstone, and which are probably altered schists. In the upper horizons of the veins, greenstone is found as inclusions in the granitic mass. Both of these formations have been cut by numerous basalt, aplite, and porphyry dikes. Veins of the district are the result of faulting and the consequent crushing of the wall rock. The ore has been deposited irregularly along these faults and formed a lenticular type of vein. The ore varies in width from a few inches to 20 ft.; the average stoping width is about 5 ft. As the basaltic dikes are subsequent to the ore deposition, they are at times a hindrance in development and mining operations; on the other hand, a dike which has followed a vein as a line of least resistance often serves as a good mall in place of the crushed, rather loose granite. The veins generally strike northeast-southwest and dip about 35" to the west. Orebodies are from 100 to 300 ft. in length and about the same in height. The lenses are irregular; inclusions of wall rock are common in the ore and are a factor in reducing the grade. The ores are quartz, carrying some free gold near the surface, but the metals for the most part are in iron sulfides, sometimes associated with chalcopyrite. The gold and silver are in a mechanical combination with the iron, which requires find grinding to liberate them. The ratio of silver to gold is 5 to 1, by weight. Development The Cornucopia Mines Co. owns, and operated until 1920, two mines and two mills of 100 tons capacity each. The sustained high costs and labor shortage, however, necessitated the abandoning of the Union mine, the oldest in the district. Two crosscut tunnels were then started, first, to cut the Last Chance vein at a much lower horizon and, second, to prospect two parallel veins. The ore from the Last Chance vein will go to the old Union mill and the ore from the new veins to the Last Chance mill.

In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safety conscious. In so doing, a constant reminder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand. Safety Rules To supplement and aid this safety conscious attitude, certain safety rules applicable to our operation, a modified block caving system of mining limestone, in addition to the established state regulations, were put into effect and enforced. The specific rules referred to above and which will be mentioned below are in most cases simply a means of applying and complying with the very adequate "Mine Safety Orders" issued by the Industrial Accident Commission of the State of California. My attention having been called several years ago to the possibility of increasing the yield of coke per ton of coal, as obtained in certain bee-hive ovens, I called the attention of the Institute to the matter at the New York meeting in 1899. I have had occasion since to witness the indifference with which this matter is ordinarily considered, and, on the other hand, the marked improvement which comes from even a most perfunctory effort in that direction; and I am almost tempted to say that nothing in connection with the coking of coal is at present so important. There are other factors, which are fundamental and necessary; but they have been considered already ; while the question of yield is, as a rule, absolutely ignored, or some figure is taken as the result of a special burning of one or two ovens, and the assumption is made that the whole battery is yielding at that rate. The uncertainty of this assumption I may illustrate by saying that, in my own observation, the burning of a single oven in a battery frequently gives, by actual weight, as much as 69 or 70 per cent. of merchantable coke, while the battery as a whole was yielding only an average of 63 per cent. Only from careful records, checked at least once a month, of the weight of the coal going to the ovens and the weight of coke produced, can any correct idea of the actual yield be gained, or methods be modified so as to produce good results; yet, as a rule, the crudest estimates are usually the only available data. In many cases there are reasons for this loose practice. The coal is mined by measurement; the payment for drawing the ovens is in proportion to the amount of cod which goes to them; and, not uncommonly, the royalty is so much a ton of coke, not of coal.
