THE construction industry normally contributes extensively to the general economic welfare of all sections of the country. Billions of dollars are spent for materials and labor, and the success or failure of many business enterprises depends upon the volume of construction. The steel, aluminum, copper, cement, brick and tile, lime, gypsum, stone, sand and gravel, and several of the less prominent mineral industries are vitally concerned. Of great interest, therefore, is the accumulation of needed construction following the relative inactivity of the past five years, the recent moderate revival in building, and the prospect of a broader and more definite upturn. One may judge the magnitude of possible expenditure for construction by what has occurred in the past. The peak years were 1925 to 1928, inclusive, when the annual values of con- tracts awarded amounted to over six billion dollars. In marked contrast was the 1933 total of about 1% billion, the lowest level shown in the Federal Reserve Board Index, which goes back to 1919, and the more favorable 1935 figure of about 1.7 billion. An increase of nearly four billion over the 1935 volume would be necessary to equal the peak year 1928.

Much work has been done recently on the lead-antimony system' in connection with lead-rich alloys of commercial importance containing less than 20 per cent. antimony. Dean, Zickrick and Nix have called attention to the perpetuation in the literature of several erroneous data, such as a eutectic temperature of 228° C. at 12.5 per cent. antimony, instead of 247° at 13 per cent. The series is given as a classic example of a straight eutectiferous series in such late books as those of Heyn and Grossmann,2 Jeffries and Archer,3 Guillet and Portevin,4 Pulsifer,5 Rosenhain,6 and Liddell,7 as well as the somewhat earlier works of Hofman (1918), Wang (1909), and Williams (1920). The work of Dean has definitely shown a solid solution of antimony in lead at about 2.5 per cent. antimony. While lecturing to a class in general metallurgy at the University of Idaho, the writer had the students prepare a series of lead-antimony alloys for the purpose of illustrating methods of thermal analysis. THE world production of copper for the first eight months of 1927 shows an increase of 3 per cent over the same period in 1926. Since February of this year, however, production has been considerably curtailed. The United States reduction in the last four months has been offset by the increased South Ameri-can and Belgian Congo production. The United States is now producing 58 per cent of the world production, Chile and Peru 17.3 per cent, Belgian Congo 5 per cent. In 1926 the United States produced 54 per cent, Chile and Peru 16.3 per cent, Belgian Congo 6.3 per cent. In the course of a study concerned with structural stability of precipitation hardening nickel base super -alloys after exposures to elevated temperatures, some interesting effects of hydrostatic pressure treatment on Rene were observed. The evidence presented below suggests that hydrostatic pressure treatment of the solution heat-treated alloy can affect the dispersion of the y' (Ni3Al) phase upon subsequent precipitation heat treatment and long time aging. Rene 41 alloy has the following nominal weight percent composition: Al B C Co Cr Fe Mn Mo Ti Ni 1.4 0.006 0.7 11.3 19.2 1.0 0.05 9.4 3.3 balance The effect of successive pressure, precipitation heat treatment, and long time aging on the microstructure of this alloy was determined by subjecting a number of alloy buttons to five different thermopressure treatments. Pressure and precipitation heat-treatment parameters are listed in Table I. Fig. 1 shows y' morphology* of specimens in groups I and 11. In examination of some cold-rolled copper and cupronickel that contained a little columbium, it was discovered that these alloys were unusually resistant to annealing. This effect was suficiently pronounced to warrant some investigation of the annealing characteristics of such compositions. Experimental Procedure The alloys were made from cathode copper, electrolytic nickel, and a special copper-columbium hardener alloy furnished by the Electro Metallurgical Corporation. This hardener alloy contained 10 per cent columbium, with tantalum, aluminum and iron as major impurities. The melting was carried out in a clay-graphite crucible in a high-frequency induction furnace! under a charcoal or electrode carbon cover. No deoxidizing additions were made. The 7-lb. copper heats were poured into a steel mold, hot-rolled to 1/4-in. thickness, and annealed for 56 hr. at 760°C.; the cupronickels were annealed I hr. at 815°C. The material was then cold-rolled to a 50 per cent reduction in thickness and annealing tests were carried out on this 1/8-in. hard-rolled strip. International developments affecting foreign in- vestments in 1960-61 were many, varying from region to region and differing with respect to various categories of investments. Total value of U.S. private investment abroad in 1960 was approximately $32.7 billion, an increase of $2.9 billion over 1959. Production and distribution of mineral resources was, by a sizeable margin, the most important function of American capital working in foreign countries in 1960. Investment in mining or petroleum interests totaled approximately $14 billion, or 42% of all direct foreign investment. In- vestments by industry for 1960 were as follows: Petroleum-10.9 billions, Mining-3.0 billions, Manufacturing-11.2 billions, Utilities-2.5 billions, other-5.1 billions. American investors found Canada and Latin America to be most desirable in 1960 with the greatest percentage of American capital in all areas centered in the petroleum and mining industries. The areal breakdown of total American investments is as follows: Canada-$11.2 billions, Latin America-$8.4 billions, Western Europe-$6.6 billions, Middle East-$1.2 billions, Far East-$1.2 billions, Africa-$.9 billions, other areas-$3.2 billions.

Although many metallurgists know that some pearlitic special steels can be made troostitic, martensitic, and even austenitic, without quenching, and, therefore, without exposing them to the dangers of the quenching-bath, the practical significance of such possibility does not seem to have received the attention it deserves. Let us recall briefly the mechanism of the transformation alluded to. In Fig. 1 (after Guillet) is shown the constitutional diagram of nickel-steel; that is, of alloys of iron, carbon, and nickel. Any steel the composition of which falls within the area LPO is pearlitic after slow cooling; any steel the composition of which is represented by a point within the area MLO is martensitic, and any steel within the area MNO is austenitic. Starting with pearlitic steel, then by increasing the carbon-content or the nickel-content, or both, the metal becomes marten-sitic and eventually austenitic; that is, its composition crosses first the boundary-line LO and then the line MO—and it remains martensitic or austenitic after slow (air) cooling.' We have in this way imparted to the metal without quenching it the properties of hardened carbon-steel. In other words, the steel is now self-hardening; Nickel cannot be introduced into solid steel, but by the well-known process of case-hardening it

In plant tests with a 9.7 m hearth diameter high top pressure blast furnace the influence of disintegration of sinter during low-temperature reduction on blast furnace performance was evaluated. The blast furnace burden during the test period consisted of 74% self-fluxing sinter with a basicity of CaO/Si02 = 1.3, 15% pellets, 6% lump ore, and 5% recirculated slags. The sinter for the test was produced in a modern sinter plant. By changing the fuel rate and/or the MgO content at a constant basicity CaO/Si02 sinters with different low-temperature disintegration properties could be produced. The blast furnace was equipped with pressure monitoring devices at medium height of the furnace stack wall. This device provided in addition to the normal operating data readings of pressure losses in the upper and lower part of the furnace. The basic physico-chemical factors determining low-temperature disintegration are explained. The testing devices and the extent of quality control measures of sinter during the test period are outlined. Conclusions are drawn from the plant test in relation to sinter properties.

Meeting of June 26, 1914.-The President was authorized to appoint Advisory Committees to co operate with the United States Bureau of Mines. The President announced the appointment of Edward H. Benjamin and W. C. Ralston as additional members of the Committee on Arrangements for the San Francisco meeting, 1915. H. T. Van Ells and Judd Stewart were appointed to represent the Institute on a joint committee of several technical societies to consider the standardization of graphical methods for the presentation of statistics. The President announced the appointment of H. Foster Bain to succeed Edward H. Benjamin, resigned, on the Committee of Management of the International Engineering Congress, 1915. The Secretary was authorized to issue a new circular advertising the sale of back Transactions and to sell back Transactions, bound in cloth, at a price of $35 for 46 volumes, provided sufficient orders were received to warrant the special binding. The sum of $177.50 was contributed to the San Francisco Local Section. Upon recommendation of the Committee on Membership, 70 Members, 4 Associate Members and 7 Junior Members were elected to their respective classes; there was also one change of status from Junior Member to Member.

In the number of the Engineering and Mining Journal for April 7th, 1877, Mr. W. P. Ward, of Cartersville, Georgia, explains in a very interesting manner, the results he obtained in the manufacture of ferromanganese in the blast furnace. These results may be summed up as follows : Production in the blast furnace of an alloy containing 67.2 per cent. manganese and 3 per cent. of carbon at most, with a utilization of the manganese amounting to 58 per cent. With the exception of the indicated proportion of' carbon, which should be almost doubled to express the true state of facts, we would have had no observations to make on Mr. Ward's paper had he taken into account the results obtained in the same line in other centres of production. Before 1870, spiegel with 8 or 10 per cent. manganese only was known among blast-furnace products. In a journey to Sweden, in 1871,I ascertained that the Schysshyttan works manufactured regolarly a spiegel with 18 per cent. manganese. EARLY papers1-' reported that temper brittleness is influenced by microstructure. This conclusion was based on room temperature impact tests, the inadequacy of which has been pointed out. Pellini and Queneau7 measured impact energy absorption at —80O to +25oC for several microstructures. On the basis of the shift, associated with temper brittleness, in the energy vs testing temperature curve they concluded that tempered martensite is somewhat more susceptible to temper brittleness than is tempered pearlite. The range of temperatures was insufficient to give complete curves covering the transition from tough to brittle behavior, so it is difficult to evaluate quantitatively the shift for the different microstructures. Also, the smaller shift of pearlite might be attributed to its already being temper embrittled at its temperature of formation. Accordingly, blanks 2 3/16 in. long were cut from a heat of SAE 3140 hot rolled steel barstock, 5/8 in. diameter, on which other work has been reported? In this year's review, the concept of solution mining has been expanded to include total solution as well as the technology of leaching, or partial solution methods. Leaching methods continue to make strides in the processing of metallic minerals, particularly in copper and uranium production. No quantitative data are available on the increase of leach operations; however, it is known that there were more systems installed in 1969 and that the estimated 15% of U.S. domestic production of copper produced in 1968 was by leach methods.1 While the number of publications appearing during the year were few,2,3 there were special sessions in this field at the AIME Annual Meeting and SME Fall Meeting in 1969 and more scheduled for these meetings in 1970. Significant areas that should be mentioned are: the continuing interest in bacteria to convert sulfide sulfur to acid thus reducing reagent costs in both copper and uranium sulfide ores, the exploration of leaching agents other than common mineral acids or alkaline solutions,4,5 kinetic studies of leach mechanisms and the development of microfractures for increased leach solution penetration by use of chemical or atomic explosives.6,7

Pumps, compressors, gas turbines and refrigeration are also dealt with.

A series of investigations were made by the Mine Safety and Health Administration to evaluate the performance of various face ventilation systems as part of a program to reduce frictional ignitions of methane and to develop face ventilation systems that could be used with the line brattice more than 10 feet from the face. Tests were conducted in a full-scale laboratory model of a face area. Systems tested included unassisted blowing and exhaust line brattice, diffuser fan and spray fan systems. Systems were evaluated at air quantities ranging from 1.4 to 7.0 m3/s (3,000 to 15,000 cfm), and brattice-to-face distances from 1.5 to 9 meters (5 to 30 feet.). Tests were designed so that systems could be evaluated for the location of the high-point methane concentration in the face area, methane dilution capacity, and face ventilation index. The methane dilution capacity is the total amount of methane a system can dilute to 1.0 volume-percent. The face ventilation index is the efficiency at which the available face air volume is being used.

THE discovery of oil on the Goleta anticline has extended the petroliferous areas of California 18 miles west of the previous limit at Summerland and 35 miles south of the fields at Santa Maria. In each of these localities the oil is found in the Miocene-Pliocene strata, but as the oil at Goleta is found in the Sespe formation, which is generally considered as Oligocene or lowermost Miocene, the Goleta field extends the production of that horizon 52 miles west of South Mountain, the previous western outpost. Two horizons of high-gravity, paraffin-base oil have been found at shallow depths, and the exploratory well, Goleta No. 1, is now being drilled to test the productivity of an expected horizon in the Meganos formation. The Goleta structure is 12 miles west of the city of Santa Barbara and 2 miles north of the coast. Although it is within part of the old Spanish Rancho, Los Pueblos, it corresponds to T. 4 N., R. 29 W., S. B. B. and M., Santa Barbara county, California. The discovery well, Goleta No. 1 was drilled by the Miley Petroleum Ex-ploration Co. on the Tecolote ranch in the part of the Spanish grant corresponding to the sw. 1/4 of the nw. 1/4 of Section 3. Despite the apparent isolated position of the Goleta field, it is within the Ventura basin. The idea that the Ventura basin terminates at the ocean beach near the city of Ventura is neither sup-ported by the geologic structures nor the sequence of strata west of that city. This basin at the present time is known on the land as the Santa Clara valley and beneath the sea as the Santa Barbara channel. It extends westward to Point Concepcion. The Ventura basin, before the Miocene and Pliocene epochs of deformation, was much broader than at the present time. It is bounded by two lines of uplift, the Santa Ynez range on the north and the Santa Monica mountains with their extension, the Channel islands, on the south. Both of these ranges trend east and west. The Ventura basin and the mountains that bound it are part of a remark-able east-west orogenic unit, which interrupts the pre-vailingly northwest ranges along the Pacific Coast.
