Definition The term mineral inventory is a relatively new designation, born of the computer age and grown to common usage with the development of computer techniques for extending drill-hole sample values to regularly gridded data blocks representing in situ mineral values. The term has been generally accepted by geologists and engineers because it has a precise meaning which avoids many of the ambiguities of ore reserve. A mineral inventory is an estimated inventory of mineral in place and is usually achieved by dividing the deposit into regularly spaced gridded blocks to which are assigned estimated values using various extension techniques. A mineral Inventory makes no presumptions about the minability of the blocks or their cutoff grade. A mineral inventory estimate may be good or poor according to how much is known about the deposit, how extensively it has been sampled, and what techniques have been employed to assign estimated grade to the blocks Such an inventory, however, does not change with time, economic conditions, or mining technology, but only with new and better data and methods. THE ECONOMIC THEORY It will assist in the understanding of the Resource Rent Tax ("RRT") proposals in Australia if the economic theory behind the tax is briefly explained. The idea goes back to the concept of rent put forward by the nineteenth century economist David Ricardo. His analysis was broadly as follows: A tenant who farms land which is just on the margin of economic viability cannot afford to pay his landlord any rent, because the value of the crop produced by such marginal land is equal to the cost of producing the crop, plus the cost of keeping the tenant alive. There is nothing left out of which to pay rent to landlord. A tenant who farms good land can afford to pay his landlord rent -- but the maximum amount of rent that he can be asked to pay is the excess of the value of the crop produced by the good land over the cost of producing the crop and of keeping the tenant alive. Adapting this theory to the taxation of mining projects, modern economists who favour this system of taxation say that a profitable mining (or resource) project produces rent in the Ricardian sense. The amount of the rent is the excess of the profits by the project over the amount of profit which is required to attract the taxpayer to invest in the project in the first place. This explains why the tax is called "Resource Rent Tax". PAPUA NEW GUINEA PRECEDENT Although Papua New Guinea ("PNG") is now independent of Australia, there are still close links between the two countries, and strong similarities between their respective tax regimes. PNG introduced an Additional Profits Tax ("APT") in 1978. In many respects, Australia's RRT proposals follow the precedent set by PNG1s APT. However, in practical terms, not a great deal can be learned at this stage from PNG's experiences since, according to the writer's understanding, no PNG mining project has yet paid any APT. The Bougainville mine is not liable to APT, being subject to tax under its own separate Act, which contains a different formula. Outline of PNG Additional Profits Tax. PNG has two versions of Additional Profits Tax ("APT) - one applying to general mining, the other to petroleum mining. The two versions are very similar. The general mining version is described below. The tax applies on a licence by licence basis. This means that losses on Licence A cannot be offset against profits on Licence B. Expenditure relating to two or more licences, is apportioned "in such manner as the Chief Controller thinks reasonable". Tax is levied on the "accumulated value of net cash receipts" at the rate of (70 - n)% where n=the rate of income tax. The accumulated value of net cash receipts ("av") is calculated as follows: Calculations commence from the first year in which substantial expenditure was incurred on the construction of facilities for the carrying out of mining operations on the licence. For that year the av consists of the total allowable expenditure to date on that lease. For the second year, the av is the av at the end of year one indexed in accordance with the statutory formula set out below, plus the total allowable expenditure in year 2. For year 3, the av is the av at the end of year 2 adjusted by the index factors, plus the total allowable expenditure in year 3. This process is repeated year after year. When the licence starts to earn revenue, the revenue is deducted from total allowable expenditure for that year. If revenue exceeds total allowable

As electrical power is used to a greater extent on the Rand than in any other mining center, it is thought that a short description of the methods used and results obtained may be of interest. In comparing Rand practice with that on other fields, several general factors should be borne in mind: First, the mines are all working on large tonnages of low-grade ore (average. $6.50). The annual crushing rate is about 27,000,000 tons. Second, the mines are all grouped udder the financial and engineering control of mining houses, so that the results of a group, rather than an individual mine, are open for study, and practice follows more uniform lines. Third, coal of fair quality (about 12,000 B.t.u.) can be obtained for $2 to $3 per ton., Good supplies of condensing water are, however, scarce, and have to be carefully stored. Power Supply Power is supplied by the Victoria Falls & Transvaal Power Co., Ltd., and its subsidiary, the Rand Mines Power Supply Co. Both companies, which are practically one from an engineering point of view, operate the following stations, all feeding into the same system.

There are some simple theoretical approaches to pillar design but they leave much to be desired. There are also more complex theoretical approaches, but at this time the most realistic approach is to go into the mines and observe and measure how real pillars are performing under real conditions; to allow the information thus gathered to ferment in our minds - then to project the behaviour of those pillars into our new designs and mining techniques, probably with no formulas at all. Examples, from half-a-dozen different mines, show how a simple- minded approach, through observation and measurement, led to changes in pillar design which often contradicted the textbook but made very significant contributions to mining safety, efficiency and costs. The good news is that we know a lot more about pillar design than we realize. We have, between us, looked at millions of pillars of all kinds, under all conditions, but we have overlooked what they are trying to tell us. We can take problem situations and turn them into opportunities and, in that way, become better stewards of the resources which have been given to us.

Ocean miners seem prepared to commit upwards of $50 million, spread over the next 10 years, to develop a deep ocean capability. More and more large companies, Kennecott, Inco and Tenneco, to name a few, singly or through consortia, are spending money, often big money, to obtain a viable and profitable marine mining industry. Much of the current involvement of the mining industry in the oceans is concerned with either exploration for or engineering studies of manganese nodule deposits and most of it is considered highly proprietary. Thus, the scope of the total effort can only be surmised. The following provide a good indication as to the magnitude of the over-all effort: (1) Hughes Tool Co., Oil Tool Division, announced last March it has been performing engineering studies and ocean surveys (in collaboration with Global Marine, a subsidiary of Tenneco Oil) for the purpose of developing deep ocean mining equipment and techniques. As a result of these studies, Global Marine will build a 35,000-ton prototype deep sea mining ship for Hughes. THE possible oil territory of Alabama can be readily divided into two regions, the Paleozoic area of the north, and the Coastal Plain province of Cretaceous and younger formations lying to the south. This latter area has received much attention in the last few years and has been described by a number of writers.1 Although the possibilities of the Cretaceous series have been much emphasized by recent writers, the fact remains that the two or, possibly, three localities where oil or as have been found in, anything like paying quantities are confined o the area of Carboniferous rocks. Moreover, almost all of the oil seeps and a good percentage of the gas seeps are confined to this area .2 Topographically, as well as structurally, the Paleozoic area can be divided into three rather well defined provinces: (1) The broad, open Coosa Valley lying adjacent to the crystalline oldland, with comparatively little relief, except for occasional longitudinal ridges and rather intense folding; (2) the plateau region of horizontal or gently warped Pennsylvanian strata broken by occasional anticlinal valleys aligned northeast and southwest, outliers of the Coosa Valley proper, in which

THE production of fluorspar is one of the smaller nonmetallic indus-tries in the United, States with a capital investment-about $10,000,000. Shipments from United States mines1 in 1936 totaled 176,231 short tons valued at $3,111,268, an average price of $17.65 per ton. DURING the earlier period of electrical prospecting, the search for orebodies was by far the most important application of this method of geophysical prospecting. In the past few years, however, increasing attention has been paid to the possibilities of this method in the investigation of subsurface structures. Not only have fault zones been located, but attempts have been made to determine the depth to certain strata and thus contouring on some bed which proves to be a good "electrical marker." Many workers have published the results of field tests showing how their particular interpretations have agreed with the actual field conditions, but very few have stated their method of interpretation. Weaver, Hummel and Stefanesco and Schlumberger1 have given a more theoretical discussion of the resistivity methods. Hummel and Stefanesco and Schlumberger have published mathematical solutions for the flow of electricity in a medium involving four layers. In this paper the authors present a solution for the flow of electricity in a medium of any number of horizontal strata. By means of this solution, curves showing the relationship between the apparent resistivity and the electrode spacing can be computed for ideal cases.

Prospecting is certainly the world's biggest and best gambling business. It is a game where the chips cost many thousands and where many millions, even billions, can be won. An attractive feature of this gamble is the fact that the players are free to rig the odds as favorably as possible. Only the limited bounty of nature, the restrictions of the laws of the land, the competition from other players, the limited sagacity of the player himself- only these, and other factors, restrict the possibilities for large winnings. Today probably about half the land surface of the earth remains to be searched for signs of ore visible at the surface. It is fortunate that so much land still remains for exploration by relatively economical methods. Looking to the future, it is a good guess that the costs of finding ore will increase in response to increasing technical difficulties. To continue to achieve profits from prospecting, it will become necessary to analyze the business more skillfully, in a more and more sophisticated manner. Whenever feasible, qualitative concepts must be replaced by their quantitative equivalents, improvements, and extensions.

The economic importance of salt domes has been recognized throughout the world, primarily because of oil and gas accumulations on their flanks, and to a lesser degree, for the value of their salt and potash. Recently they have become of value as hosts for cavities used to store hydrocarbons. In the near future we believe that their main value will be a source of geothermal energy. Although tremendous effort has been expended on the understanding of the geology and physical characteristics of the strata intruded by salt domes, relatively little energy has been exerted in the comprehension of the salt dome itself. Salt domes have long been recognized as a geological heat anomaly. With respect to other sedimentary rocks, salt is a good conductor of heat. Expressing values in 10-3cgs units, sedimentary rocks vary from 1.0 to 8.0; metamorphic rocks from 5.2 to 8.4 and igneous rocks from 3.1 to 9.8. Rock salt in its pure form has a thermal conductivity of 17. Thus a salt dome can be expected to act as a conduit bringing heat vertically from deep within the earth's crust.

THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED's latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."

Forty-sixth Meeting The forty-sixth meeting of the Boston section was held at the University Club on Monday evening, Jan. 28, 1918. Thirty-six members and guests were present, which is a record for this Section. After a good dinner, President Philip N. Moore, of the Institute, was introduced, and spoke of the many problems of the Institute. The topics covered were the progress and growth of the Institute during the administrative year, the efforts to stimulate the local sections and to bring them more in touch with the policies and problems of the parent body and, last but not least, of the constructive results and patriotic work of the Institute in the national service of the war. The other guest of the Section, Mr. Thomas Nelson Perkins, Counsel for the Priority Board, spoke most entertainingly of recent experiences in Russia, England and France. After considerable discussion during which Mr. Perkins most obligingly answered innumerable questions, the meeting adjourned at about 10 p. m.

It is doubtful if the far-reaching sociological influence and effects of the last few years will be fully appreciated within the present generation, but there are certain lessons and morals already apparent from which we should profit immediately. One of these has been an insistent, though vague, feeling among engineers and men of technical training and experience, that their worth as political and economic factors is not recognized by society. This feeling has found expression first in a tendency on the part of these men to organize for the purpose of securing recognition, or to demand greater activity in their interest on the part of societies already organized. However it may be accomplished, the demand for some means of binding engineers together for purposes of self-interest and public good is in the air and will not be denied. In other words, the time is' propitious for two things: vastly increasing the membership of engineering societies, and serving that membership according to its desires. Messrs. Thomas & Cross, having leased from the Akron Cement Company from twelve to fifteen acres of abandoned cement-tunnels and chambers, for the purpose of propagating mushrooms for the market, commenced operations about a year ago, and are now beginning to furnish mushrooms in quantities to the local markets of Buffalo and Rochester. The quarries, or, more properly, the mines, of the Cement Company are located at Akron, Erie County, PIT. Y. The cement-rock occurs in a stratum about 71/2 to 8 feet in thickness, which is overlain by from 1.5 to 25 feet of limestone and flint-rock. There is a gentle rise from the opening of the tunnel inwards, giving a natural drainage and leaving the chambers comparatively dry. The roof is good and is supported by pillars and heavy timbers. The mushroom-beds are located about 300 feet from the opening of the tunnel, and are made in the form of mounds about 3 feet by 12 feet, at the base, and 24 feet high, giving to the chambers the appearance of a subterranean graveyard. CAN the auriferous slate deposits of the Southern mining region ever be successfully worked? is a question that has been often asked me by persons seeking investments in Southern mines. As the subject is one that has given me much thought during the past few years, I have decided to present my conclusions to the members of the Institute for their consideration. Those who have had the opportunity of exploring the region mentioned above, will readily recall to mind numerous localities, to which their attention was directed by would-be miners, as "rich and desirable properties," in which there were but few quartz seams running in every direction through fine-grained talcose slate. Most of the gold in sued formations was always found disseminated through the slate, and but a small percentage contained in the quartz. Such are the deposits I propose to discuss in this paper. Of course there are many excellent quartz mines in the South that are paying the owners good profits, and many more to my knowledge, that are not being worked for obvious reasons. But it is out of the question to suppose that these slate deposits can be practically

Position of the Porphyries in US Copper Supply The United States continues to be the largest producer and consumer of copper in the world. [Table 1] shows several production statistics for 1974, the most recent year that the non-communist world copper industry might consider a good year, and for 1976 and 1977. In 1974 an estimated 24% of the non-communist world's newly mined copper was mined in the US, and 87.89% of that was from the western porphyry coppers. In 1976 US new mine production was down to 22% of the non-communist world's newly mined copper, and the percentage of US new mine production supplied by the porphyry coppers had risen to 89-91%. In 1977 the statistics remained the same as in 1976. US porphyry copper production represented about 65% of US refined copper consumption in 1974, rose to 75% in 1976, and dropped back to 61% in 1977 as imports of foreign copper into the US began to swell. The financial situation of the porphyry copper mining industry continues to be very unhealthy. To see why; we can take a quick look at costs and prices.

PROSPERITY of the gold miner has continued with attendant construction of numerous plants, many of them small but some of good size. Many new mills have been erected in Canada and in the Philippines, end one should mention the new mill at Cripple Creek, Colo., a custom plant allowing a choice of flotation, cyaniding, or roasting and cyaniding. Flotation is a feature of many of the new plants and some existing mills have been remodeled to use flotation in place of amalgamation and cyaniding. The Utah Copper Co. has re- opened its Arthur mill and operations are being resumed in the big Ray, Chino, and Inspiration copper mills. Examples of new construction are the Mountain City 300-ton copper flotation mill in northern Elko County, Nevada; the Star zinc mill and one or two other mills in the Coeur d'Alene district of Idaho; and the 500-ton mill for the Buena Vista mine at Stewart, B. C. The last-named is to be installed underground, following the example of the zinc mill at Gilman, Colo., and he small Doyle jigging plant in the Wisconsin zinc fields.
