INTRODUCTION Since 1975, Union Carbide Corporation has been conducting uranium exploration in southwestern South Dakota. This program has resulted in the discovery of an ore body about eight miles north of Edgemont in Fall River County. The site which was previously mined for uranium in the 1950's and 1960's consists of 950 lode claims (approximately 20,000 acres) and is within the Black Hills National Forest. Preliminary development plans indicate that fewer than 200 surface acres will be involved in the mining and heap leaching of the ore. The ore occurs in both the Fall River and Lakota formations. The exploration to date has developed something in excess of two million tons of ore averaging -0.1% U308. About 75% of the ore is expected to be mined from underground with 25% coming from five to seven small pits. The surface mining will be extensions of previously mined areas with a disturbance of 35-40 new acres near 35-40 previously disturbed acres requiring a total reclamation of 70-80 acres. Several options for processing the ore including conventional milling by UCC, conventional milling in joint venture with another producer, and heap leaching are under consideration. This paper is concerned with the preliminary assessment of the heap leaching option based on the limited test work conducted on surface samples and on available cores from the deeper ones. The final design for a commercial operation will not be available until an underground bulk sample has been obtained and evaluated. Union Carbide has been operating heap leach facilities commercially since 1973 at Gas Hills, Wyoming and Maybell, Colorado. FEW men reach middle life without having had the experience of failure in one or more undertakings; and most of us can look back with gratitude to help or advice given us by friends at critical periods of our lives. If, as men, we ask and take the benefit of such aid, why should we expect our sons to be stronger? A parent can make no greater mistake than to send a boy, however steady and intelligent he may be, off' to school or college, and expect the boy always to cope successfully with all the new conditions and new difficulties that may confront him. This is undoubtedly more the case with a freshman, in his first year at college, than in later years, or than it is with a boy at day- or boarding-school, where the boy receives a greater degree of care and oversight than can be given to the young man entering college; of all periods in life, the youth in his freshman year-fresh from the overshadowing care of home and school-may need judicious advice and timely aid. The change from the restraint of home and school to the freedom of college life is sudden and marked, and it is in this the first year of the boy or young man of 17, 18, or 19 years of age, that some tactful, judicious aid should be near him in his work and course. Some boys go to college so well prepared that they become careless and finally fall behind in their work from over-confidence. Others meet trouble from ambitiously trying to do more than their previous preparation, or physical or mental strength, can sustain. Others fall behind from illness-from injuries-from natural inability to grasp at first, without more aid than comes to them in the regular course of instruction, the higher mathematics-or mayhap the modern languages, or other subjects presented by the advanced curriculum of the present day. Discussion of the paper of CHARLES E. WEAVER, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 103, July, 1915, pp. 1419 to 1427. MILNOR ROBERT, Seattle, Wash.-A year ago at this time, 12 wells were being drilled for oil in western Washington. Some excitement attended the operations; many thousand acres of land were leased to oil companies and stock was widely advertised. The location of the wells may be described by referring to the conclusions in Dr. Weaver's paper, in which the State is divided into four areas. In the area described first, which includes the Cascade Mountains and eastern Washington, where conditions are decidedly against the existence of commercial oil fields, no new drilling was reported. In the second area, the Puget Sound Basin, where conditions are unfavorable, but to a less degree, five wells were being drilled. The third region, covering certain parts of southwestern Washington, contained four drilling wells and several others projected or beginning operations, in spite of the absence of petroleum seepages. None of the wells mentioned is fully active today. On the western side of the Olympic Peninsula, along the Pacific Ocean, are three wells which have been the scene of operations for the past two to three years. The region they are prospecting contains seepages of light oils and is the fourth area described in the paper. The difficulties of transporting both men and supplies to the well sites have delayed operations and brought the costs up to high figures. The drilling of these three wells is interesting on account of the presence of oil in nearby seepages and its occasional appearances in the material penetrated. A. C. The geological conditions on the Peninsula are not similar to the conditions in California, and it would not prove to be a continuous belt of oil-bearing territory from there to here if oil should be found at either end.

We should like to point out that a similar idea was put forward by Friedel8 in his book on the subject of lattice merohedrism "merihedrie réticulaire:"—When two crystals A and B are twinned with respect to a mirror plane, there exists a common superlattice, "réseau periode," which is independent of the contact surface between the two crystals. The volume V of this superlattice is a simple multiple of the volume v of the lattice of crystals A, or B, (Fig. 5). This "multiple cell" is defined by the twin plane (p q r) and a row of atoms [h k l] normal to this plane, the base being taken as the smallest unit (two-dimensional) of this plane. Two cases must be considered. First when the multiple cell, as defined, has no atom site at its center nor at the center of its faces other than (p q r), v the twinning index is defined by —. In the second v case, when one of the two above conditions does not v apply, then the twinning index is V 2v A more intuitive definition of the twinning index would be the proportion of atoms of C, which would coincide with those of C1 when the C, lattice is imagined to extend on the other side of the contact surface. The microstructure of three Al-Al2O3 SAP-Type alloys (containing 2.0, 3.0, and 5.7 wt pct alumina, respectively) was studied utilizing transmission electron microscopy. These alloys were fabricated from aluminum powders by powder-metallurgical techniques, cold-rolled into thin strips, and recrys -tallized. Thin foils suitable for an electron-transmission study were then prepared from the strip material by electropolishing. The microstructure of these alloys is shown to consist of small (0.1 mean diameter) plate -shaped alumina particles finely distributed in an aluminum matrix. In the higher-oxide content alloys the platelets are somewhat larger and more irregular in shape. The distribution of oxide particles is not uniform and there is an increasing tendency toward clumping SINCE the discovery by Irmann1 that aluminum alloys produced by compacting, hot pressing, and extruding fine aluminum powders possess remarkable high-temperature mechanical properties, the Al-A12O3 SAP-Type alloys have been utilized extensively as model dispersion-strengthened alloys in both experimental and theoretical invest igations.2-8 The use of the SAP-Type alloys as model dispersion-strengthened alloys implicitly assumes that their microstructure has been completely delineated. This is, however, not the case. with increasing oxide content. In all the alloys studied, the mean center-to-center spacing of particles was quite small (0.2 u) due to the very fine oxide debris present. Selected-area diffraction of the specimen identified the oxide as either y Al2O3 or y' Al2o3. The re crystallized MD-5100 alloy exhibited a mean grain diameter of only 0.7u, while the grain size of the other alloys was several hundred microns. Severe pinning of the grain boundaries by oxide particles was rarely observed, and the grain boundary triple points in the small-grained MD-5100 alloy were often particle -free. Diffraction contrasts visible around the particles are attributed to elastic strain fields set up by differential thermal contraction during cooling from the recrystallization anneal. Early investigation demonstrated that optical metallography did not possess sufficient resolution to observe the microstructure of the SAP-Type alloys.' Later, extensive use was made of replication techniques to study the microstructure by means of electron microscopy.7-9 These studies indicated that the SAP-Type alloys consist of a dispertion of irregular Al2O3 platelets, approximately 150A thick 9 and a micron or so on edge,9 distributed in a matrix of commercial-purity aluminum. These oxide platelets tend to be oriented in the aluminum matrix, with their largest dimension parallel to the extrusion direction. 8,9 A study employing polarized-light techniques1' indicated that the grain size of a series of as-extruded SAP-Type alloys was several microns in diameter, while the grain size after re-crystallization was several millimeters in diameter. This paper presents theory which is used to predict rock-bit bearing life reduction due to simple harmonic variations in bit forces. The theory is based on the premise that if a constant load acts for a certain fraction of the life which the bearing would have if that constant load were applied for its entire life, then the same fraction of thelife of the bearing is consumed. Total bearing life is related to simple harmonic variations in bearing life associated with instantaneous bearing loads. The results show that rock bit bearing life is not affected appreciably by forces commonly impressed upon a bit, but it is affecied appreciably by relatively large dynamic bit forces occasionally encountered during drilling. In addition, the results show that the life of sealed bearings is more sensitive to bit force variations than is the life of unsealed bearings. INTRODUCTION Roller bearings are important components in roller cone rock bits because they transmit a large portion of the drill collar weight to the formation being drilled. Unfortunately, they have a relatively short life under down-hole drilling conditions. Roller bearings are usually the first bit components to fail, and their failure leads immediately to failure of the entire bit. Short roller bearing life, and thus short bit life, is due mainly to high unit loads transmitted by the bit and to the adverse environment in which the bearings operate. The results of the study discussed in this report show how dynamic bit forces also affect roller bearing life. The purpose of this paper is to discuss theory developed to predict the effect of different magnitudes of periodic bit forces on roller bearing life. Theoretical results are used to compare the life of rock bit roller bearings subjected to steady forces to the life of rock bit roller bearings subjected to unsteady forces similar to the type of unsteady forces measured at the bit with a special downhole recording instrument. BACKGROUND AIanufacturers of bearings have conducted laboratory tests which show how bearing life is affected by steady bearing load. 1 The well-known empirical equation which defines bearing life follows from bearing test data. It is: where L = bearing life, hr P = bearing load, Ib C = constant q = exponent (constant). The effect of environment on bearing performance is manifested through the exponent q and the constant, C. King,2 in similar tests conducted on roller bearings used in rock bits, showed that, in addition to the load, the environment (abrasive materials, chemical components, etc.) greatly affects bearing life. His data, which show how the life of roller bearings in a 7-7/8-in. W7R bit rotating at 60 rpm is affected by bit weight and fluid environment, are displayed on a log-log plot by broken lines made up of straight line segments. Although the mechanical properties of high-carbon manganese-iron alloys, particularly the Hadfield manganese steels, have been established, the literature discloses discrepancies in the reported properties for the low-carbon alloys. Hadfieldla summarized the existing data up to 1927, including the investigations of Guillet, Arnold, Strauss, Burgess and Aston, and reported his own values for alloys containing for the most part from 0.06 to 0.I5 per cent carbon. He noted: From these comparisons it wil! be seen that while there is a broad and general agreement as to the character of the alloys at the different manganese percentages, there are disparities in individual cases, especially as regards the degree of toughness or brittleness displayed by an alloy with certain percentages and with particular types of treatment. These differences are not always readily explainable.lb His data showed that alloys containing 4 to 10 per cent manganese water-quenched from Iooo°C. were brittle and hard with maximum brittleness at about 7 per cent. Slight improvement in ductility was obtained with compositions from 10 to 17 per cent manganese. Alloys containing up to 17 per cent manganese slowly cooled rather than quenched from 87o°C., he found, were slightly improved in ductility with significant improvement in alloys analyzing 4.1 and 4.8 per cent manganese. Recently Walters, Kramer and Loring2 reported mechanical properties for alloys made up from electrolytic manganese and ingot iron and containing from 0.02 to 0.04 per cent carbon. They showed that a tempering treatment at 54o°C. (Iooo°F.) for one hour significantly improved the ductility of compositions ranging from 6.7 to &apos; 20.7 per cent manganese. The differences of these compared with Hadfield&apos;s results they considered to originate in this tempering treatment plus the fact that Hadfield&apos;s alloys contained higher carbon and phosphorus (0.06 to 0.I5 per cent C; 0.06 to 0.07 per cent P compared with 0.02 to 0.04 per cent C, <o.ooI per cent P). In this paper it is shown that of the low-carbon alloys (0.02 to 0.03 per cent) containing from 3.3 to 21.5 per cent manganese moderately or rapidly quenched from IOOO°C. some are brittle or ductile, depending on presence or absence of hydrogen. Hydrogen is readily absorbed at high temperatures, and much of it is retained when the alloys are cooled to room temperature. The presence of hydrogen in the range of composition from 10 to 18 per cent manganese is a major factor in determining relative ductility. At 22 per cent manganese, and also at compositions below 10 per cent manganese, factors other than or in addition to hydrogen play a role. These are discussed. Also data are presented to show that hydrogen absorbed by the high-carbon alloys of Hadfield composition is without effect on their mechanical properties.

BERYLLIUM is demanding more of the limelight, and the output of beryllium copper (containing 2% to~ 3 per cent of beryllium) seems to have grown 60 per cent above that of 1936, which was double that of 1935. There is increasing interest in beryllium-aluminum alloys and small quantities are being marketed at $50 per lb. for the contained beryllium. Other alloys also can be produced. Further price decreases for beryllium copper (now $23 per lb. for the contained beryllium) seem , possible and desirable. No difficulty has been experienced in obtaining beryl and a &apos;reserve stock has been built up. One supplier heretofore found reliable has offered to furnish 200 tons per month. The world appetite for minerals in the, third quarter of this century grew at a higher rate than had been anticipated. To illustrate, consider the experience of four, commodities. Excluding the Communist bloc, sometimes referred to as the centrally planned economies, demand for aluminum increased at a compound rate of 8.6% between 1950 and 1975,; copper rose by 4.4%; iron ore by 5.5%; and tin, the laggard in the group, by 2%. Except for tin, the figures are substantially greater than growth rates anticipated in 1950 in the Paley Commission report and other studies. The growth rate was not evenly distributed in geographical areas. Professor Wilfred Malenbaum of the University of Pennsylvania did an interesting study breaking these figures down as among three principal sources of demand -- the United States, other industrialized nations (which he referred to as the "rich lands"), and the developing world (which he referred to as the "poor lands").

A PROPER consideration of this subject is not confined to the technical channels of production and metallurgy. It concerns an industry, and should cover economic aspects which are of material importance in any program of development. The discussion may logically be treated under three subdivisions, as follows: (1) manufacture, (2) characteristics related to quality of material; (3) adaptability and exploitation of product. MANUFACTURE OF WROUGHT IRON The manufacture of wrought iron is the most ancient art of the ferrous metal industry. The eighty years or less of existence of processes identified with our modern "Age of Steel" is a relatively brief interval compared with the several thousand years associated with the production of wrought iron by man. From the primitive early methods of production, manufacture for many centuries followed the line of direct reduction. There were developments as experience was gained through the years; but man&apos;s needs for a strong, ductile, forgeable product were met by reducing the ore to metallic iron in a single-stage operation. Following the development several centuries ago of what has become our modern blast-furnace operation, manufacture of wrought iron was gradually transformed into a two-stage method of first producing cast iron and then refining this to the desired degree of forgeability; the forerunner in principle of today&apos;s scheme of manufacture of steel. The product retained the essential characteristics of highly refined base metal with iron-silicate slag incorporation, which were associated with the material resulting from direct reduction methods. Cort&apos;s invention of the puddling process in 1784 is a landmark in wrought-iron manufacture. International Nickel has 15 operating mines in Canada, and. 3 mines which are being maintained on a standby basis. Annual production is about 20 million dry short tons of ore, most of which is from underground mines, the remainder from open pit mines. Although some of the underground mines are served by ramps for trackless vehicles, most men, materials and ore are hoisted in vertical shafts. In addition to shafts and raises for ventilation and service purposes which are not equipped with hoisting plants, there are now 28 vertical shafts at Inco mines served by 47 hoists. Of these, 22 shafts and 36 hoists are located in the Sudbury District of Ontario, one shaft and two hoists are at the Shebandowan mine in Western Ontario, and 5 shafts with 9 hoists are located near Thompson, Manitoba. This paper describes the components of Inco hoisting plants-which have been applied at different times and under different conditions, and indicates the rationale for the various designs. Some engineering and maintenance practices, considered advantageous, are also described. MINE SHAFTS Many of the shafts sunk in the early days of the Sudbury District, on what are now Inco properties, were inclined shafts. Of the identifiable shafts sunk between 1885 and 1920, thirteen were inclined and at least four were vertical. Since 1920, thirty vertical and two inclined shafts have been sunk. All of the inclined shafts have been abandoned for hoisting purposes but the majority are still in use as service or ventilation ways. Shafts at Thompson- and Shebandowan are all vertical. The vertical shafts range from 2 or 3 compartment exploration and development shafts to 6 compartment shafts for ore, man and material hoisting. They vary in depth from 1,050 to 7,137 feet and in addition to hoisting compartments all contain manway and service compartments. Prior to 1948, unlined rectangular shafts with timber sets and guides were used. The rectangular cross-section was favoured since the rock is competent, the shape compatible with timber set framing, and since available shaft space could be used efficiently. Resistance to air flow was not of prime importance. Concrete linings were introduced for the first time at the Creighton No. 7 Shaft which was collared in 1948. All major shafts since that date have been concrete lined. Vertical set intervals were increased in steps, with the introduction of structural steel sets secured to the concrete linings. Whereas 7 foot set intervals were used with timber framing, this increased to 10 feet 6 inches with steel sets and more recently to 15 feet with steel and steel backed wood guides. With the advent of deeper shafts, or shafts which are expected to be deepened, the trend is to circular concrete lined shafts. The majority of shaft guides in service are of select Douglas Fir. The Climax Molybdenum Company&apos; s newest operation is the Henderson project, which is located on the east side of the Continental Divide. Ore reserves are estimated at more than 300 million tons at a grade of 0.49% MoS2. For mining the ore a modified panel caving system is used. The ore is transported to the Henderson mill on the west side of the Continental Divide on a 42 in. (1.07 m) gauge railroad through 9.6 miles (15.4 km) of tunnel and 4. 8 miles (7.7 km) of surface track, a total distance of 14.4 miles (23. 2 km). Each train consists of 30 ore cars with capacity of 22 st (20 mt) of ore or 660 st (599 mt) per train. The unmanned trains operate completely automatically. At the 54 in. by 84 in. primary gyratory crusher, the bottom dump ore cars pass over a dump scroll to discharge at a maximum rate of 100 st (91 mt) per minute. Dumped ore falls onto a rock box before passing over a 17 ft long by 46 ft wide (5. 2 m by 14 m) grizzly set at a 40° angle with bar spacings of 7 ½ and 8 ½ in. (191 mm and 216 mm) openings. An estimated 30 to 50% of the ore (which at times is wet and sticky) passes through the grizzly. The operators report that a shallower angle on the grizzly, perhaps 35º to 37º, would have been sufficient and would have prevented impact on the back of the crusher pocket by large boulders. This pocket as well as the crushed ore pocket under the crusher is lined with AR plate. The accompanying drawings show a "future splitter" and the operators are planning the installation of this unit to prevent impact and subsequent damage to the crusher spider. Crushed ore at an 8 to 9 in. (203 mm to 229 mm) size joins the grizzly undersize in the pocket beneath the crusher. This pocket is sized at 660 live st (599 mt) so that it will accept an entire trainload of ore. Crushed ore is removed from the pocket by a four-speed, 84 in. (2. 1 m) apron feeder operating at 9.6 to 29. 3 fpm (2.9 to 8.9 mpm). A 60 in. (1.5 m) takeaway conveyor operating at 480 fpm (146 mpm) delivers the crushed ore to a 58,000 st live and 193,000 st total (52,600 and 175, 100 mt) open stockpile under an A -frame supported tripper gallery. Impact idlers on the takeaway conveyor under the apron feeder discharge are mounted on wood blocks for a cushioning effect and ripped belt detecting bars are located behind each impact idler. The conveyor tunnel is of corrugated and galvanized steel construction rather than concrete. The concrete crusher enclosure is circular in design from its lowest level at elevation minus 110 ft 4 in. The Pueblo Viejo Mine, a 7, 250 mtpd (8,000 stpd) gold-silver cyanidation plant built by Rosario Dominicana S. A., was described in Volume I of this monograph. At the time of writing that volume, Pueblo Viejo had not yet gone on-stream and operating data or costs could not be presented. Since that time this information has been obtained and several interesting modifications and an expansion have been made to the plant. Because Pueblo Viejo is the largest open-pit gold mine in the world and one of the world&apos;s leading gold-silver operations with production of approximately 31 kg (1,000 oz) gold and 125 to 155 kg (4,000 to 5, 000 oz) silver per day, the authors have updated the previous data and flow sheet. The Dominican Government, which held a 4670 interest in Rosario Dominicana S. A., completed purchase of the mine to gain full control in 1979. Rosario Resources will continue to manage the mine, at least until the end of 1980. Gold was produced at Pueblo Viejo almost 500 years ago with initial production in the year 1505. Rosario Resources became interested in the property in 1969 and found surface oxidation had rendered the upper portion of the ore body amenable to direct cyanide treatment. The treatment of the underlying gold-bearing sulfide zone is still undergoing metallurgical studies. The ore is considered to be a laterite; and because there appeared to be few boulders in the ore zone, only a 400 m (16 in. ) square grizzly was initially installed ahead of the mills when the plant went on-stream in late 1974 at a design capacity of 7,250 mtpd (8,000 stpd). Operation also proved the ore to be harder than was originally anticipated. During 1967 a 1. 25 m by 1. 5 m (48 in. by 60 in. ) jaw crusher was installed to -feed the 1, 000 mt (1, 100 st) mill bin. Minus 200 mm (8 in.) crushed ore is fed directly to two 5.5 m by 1. 8 m (18 ft by 6 ft) semi-autogenous mills re-powered with 750 km (1,000 hp) motors and 50 mm (2 in.) grates. Each mill product is screened at 13 mm (1 /2 in.) by a vibrating screen. Screen oversize from each mill is combined on a single return belt equipped with a magnetic head pulley for grinding ball removal. The non-magnetic oversize is then split into two fractions for return to the primary mills. Originally, a minus 6 mm (1/4 in ) product was made on each screen and fed to a 300 kw (400 hp) 2.6 m by 3. 7 m (8-1/2 ft by 12 ft) regrind mill. INTRODUCTION This discusses some of the economic risks and uncertainties which face any company investing in new mineral ventures. These differ mainly in degree rather than kind from other large capital intensive projects, except that economic risks are compounded with technical risks. Mines face a wide variety of physical risks, and in addition the ore reserves may not prove as ample, nor as amenable to treatment as the feasibility studies indicate. On the economic front, mineral projects are subject to risks of fluctuating prices and sales volumes, no matter where they are located, or how they are financed. Typically, they are heavy users of capital compared with their owners&apos; internally generated funds. Long term debt of various types is still the favoured form of finance. A project&apos;s currencies and cost often differ from each other and from those of the parent company. Facing up to the various risks associated with fluctuating and uncertain revenues, interest rates and exchange rates are amongst the hardest tasks for natural resource companies. ATTITUDES TO THE MINING INDUSTRY Some have questioned whether the game itself is now worth playing. They have argued that the mining industry&apos;s mediocre rewards in the past decade have been insufficient, compared with the risks involved. They can see no prospect of dramatic improvement in the next decade. Demand is highly cyclical and tends to grow less rapidly than economic activity, as a whole. Barriers to entry are low in most mineral markets, but impediments to exit can be substantial. Exit is especially problematic in those minerals where there are large state shareholdings and/or where less developed countries are major producers. The consequence is claimed to be an endemic tendency to excess capacity, and prices barely adequate to cover marginal cash costs. Many of the petroleum companies that moved into mining with such high expectations in the late 1970s have retreated, often bearing the scars of heavy losses. Individual shareholders, taken collectively, place low valuations on their investments in mining companies. The price/earnings ratios of the major mineral producing companies are low compared with their historical averages and with those of other industries. ALL of the matters so far taken up by the Institute Committee on Stabilization of the Coal Industry will be of help, but it seems to be that under present conditions not very much can be expected until the railroad situation has been improved. As an instance of this, I would cite the fact of our experience at our mines in West Virginia and Kentucky. During 1917 and 1918 at our West Virginia plants we produced for our own consumption, practically entirely in the Chicago district, about 4,750,000 net tons of coal. In 1919 our output was reduced to 3,500,000 tons, this being caused partly by the shortage of orders in the few months following the armistice, but more particularly by The car shortage which began last September and continued throughout the remainder of the year, with the exception of December. This car shortage has been more acute since the first of the year, and while we now have an actual capacity here of 20,000 tons daily and have the equipment to produce it, with the possible exception of a few houses, we are able to average only about 12,000 tons, and in consequence, about 30 per cent. of our by-product ovens in the Chicago district are idle, and a number of blast furnaces are down for the want of coke. These figures, of course, refer to conditions before the strike of switchmen in April was started.

Movement of water through the Tehachapi Mountains was one of the most challenging parts of the planning, design, and construction of the California Aqueduct. The California Aqueduct is the main artery of the California State Water Project, which will move water 444 miles from the Sacramento-San Joaquin Delta into the arid and semiarid, densely populated parts of Southern California. The $2,000,000,000 project, designed and constructed by the California State Dept. of Water Resources, was started in 1957 at the Oroville Dam site and is now well past the halfway mark in construction. Water is now being delivered from the California Aqueduct to portions of the San Joaquin Valley. The California Aqueduct is scheduled for completion in 1972. Tunnels on the Tehachapi Crossing are often overshadowed in engineering descriptions of the Crossing by the tremendous importance and engineering significance of the Tehachapi pumping plant which will pump water through the tunnel system. For purposes of this paper, it will suffice to say that the plant is designed to lift 4100 cu ft of water per sec up approximately 2000 ft, making this the highest pumplift in the United States and one of the largest in the world. Water will be moved from the pumping plant through twin tunnels called the Tehachapi Discharge Lines to the top of the lift. From here, water will flow through four additional tunnels which are all linked by short connecting structures (Fig. 1). The tunnels are referred to as Tunnels 1, 2, 3, and Carley V. Porter Tunnel. Anna, Ohio, at the junction of Cincinnati, Findlay and Kankakee arches, has been the site of repeated and sometimes damaging earthquakes. As part of a seismicity investigation near-surface (0.15-1 m depth) overcoring strain measurements were conducted in four limestone and dolomite quarries surrounding Anna, the results of which suggest a complicated regional stress pattern, with changes in the maximum horizontal stress direction from N45ºE to N15ºW. Since such abrupt stress fluctuations are rather atypical in the Midwest and since the reliability of near-surface tests in defining regional stress had not been established, we decided to remeasure the stresses at the same locations but at greater depths (0-200 m) using the hydrofracturing method. Owing to the weak horizontal bedding planes of the Silurian shaly limestones and shaly dolomites and the relatively shallow depths, many of the tests yielded horizontal fractures, providing information only on the vertical principal stress (-0.029 MPa/m depth). However, sufficient tests in each of three testholes resulted in vertical hydrofractures to enable the calculation of all three principal stresses. Within 50-170 m depth the horizontal stresses in all three quarries appear to belong to a uniform regional Stress field defined by the following relations: [&apos;]Hmin = 5.1 + 0.014 D; [0] Hmax = 10.1 + 0.014 D, where D is depth in meters. The direction of [O]Hmax within 50-170 m depth is uniform at N70°E (±15º). The hydro- fracturing results obtained at Anna, Ohio are in agreement with the prevailing stress regime in the midcontinent both with respect to magnitudes and directions. The results suggest a possible thrust mechanism for a proposed NW-SE fault along which most of the earthquake epicenters have been located, and a left lateral strike-slip at greater depths. THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government&apos;s glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land&apos; was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.&apos; Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation&apos;s wealth.

The D&apos;Arcy Exploration Company Ltd. has been granted prospecting licenses in Great Britain to explore four different types of prospect. In the south of England (Dorset, Hampshire and Sussex) the objective lies in Jurassic and Lower Cretaceous beds. In an area of approximately 4470 sq. miles, covering parts of Nottinghamshire, Lincolnshire and Yorkshire, the search is directed to testing Carboniferous rocks. In northeastern Yorkshire a single license covers structures in which the Permian limestone will be explored. In Scotland, southeast of Edinburgh, the company holds another single license where Lower Carboniferous horizons are the objective. Southern England Among the more important "indications" that led D&apos;Arcy Explora-tion Company Ltd. to undertake a testing program in southern England was the discovery of sands in the Wealden (Lower Cretaceous) series of Dorset, impregnated with oil residues. Traces of oil and bitumen were also found in limestones of the Portland and Purbeck beds of the same area. In addition, traces of petroleum had been recorded from Upper and Lower Jurassic beds in borings, more especially those drilled in the course of coal exploration in Kent and Sussex, and an outcropping oil sand was known to occur in Wealden beds near Pevensey in Sussex. Besides these tangible proofs that at least some oil has been generated in this area, _the Jurassic beds, as developed at outcrop in Dorset and elsewhere, include considerable thicknesses of strata that may well be considered as possible source rocks of petroleum. A regional view suggested that these possible source rocks extended, without great thinning, beneath at least the southerly parts of the Weald of Sussex, the South Downs and still farther south beneath the English Channel. It appeared, and still appears, a reasonable conclusion that, where suitable structural conditions occur in this tract of country, an oil accumulation of commercial value may be found. Of the several possible anticlinal structures, those at Portsdown (Hampshire) and between Henfield and Steyning (Sussex) were selected as sites for the first test wells.
