Tensile, creep-rupture, and stability tests were employed to evaluate the effect of a-strengthening and ß-complexing additions on the base composition Ti-6Al-3Mo. The ultimate objective was to produce an alloy of greater strength than the Ti-7A1-3Mo alloy. Strengthening of a was accomplished by additions of 2 and 4 pct Ge, 4 pct Sn, 4 pct Zr, and 2 pct Sn-2 pct Zr. Making the ß more complex while keeping the total of ß-stabilizing additions constant at 3 pct resulted in higher tensile strengths but lower creep and rwpture strengths, especially at 1000°F. None of the more complex versions of the base alloy offers greater promise than the Ti-7A1-3Mo alloy. However, some improvement in the strength of the latter may follow from additions of zirconium perhaps up to 4 pct. PREVIOUS work directed at the development of titanium-base alloys with: 1) minimum room-temperature tensile elongation of 10 pct in 1 in., 2) high creep resistance at elevated temperature, and 3) the ability to retain original room temperature tensile ductility following exposure to creep conditions at elevated temperatures, demonstrated Ti-Al-Mo ternary compositions in the range 5 to 7 pct Al-3 to 6 pct Mo to be the most promising. Of this group the Ti-7Al-3Mo alloy was the strongest.'-= The objective of the present work was to determine if alloys of this type could be further strengthened by making additions which dissolve preferentially in the a-phase and by making the ß-phase more complex. For this study the base composition Ti-6Al-3Mo was selected rather than Ti-7Al-3Mo in order to minimize the possibility that in a more complex alloy with a-strengthening additions, low ductility might obscure the strength contribution. Introduction Historically, the presence of methane has been a problem, mainly in and around the working areas of active coal mines, and only in these areas has drainage been considered. Drainage, where practical, has been achieved through the drilling of holes forward into the coal and the surrounding strata from the working area. These holes generaly have been short in length, although where methane drainage operations around a longwall face have been undertaken, the holes have had to be longer in order to adequately drain from the center of the face into the access gate roads. In recent years, attempts have been made to degasify the coal seams in advance of mining, without disruption of the mining cycle. This is done by drilling much longer horizontal holes through the coal in advance of the working area. Under the aegis of the federal government, methods have also been developed for draining coal seams of their methane content in advance of mining, but from shafts sunk from the surface, without using the active area of the mine as the location for the drill holes. Development of methane drainage has recently been encouraged by the potential use of the drained methane as a commercial energy source, with a need, therefore, to adequately organize a collection system, separate from mining the seam for coal. This has already been successfully accomplished, for example, in the Federal No. 2 mine of Eastern Associated Coal Corp. starting in 1975 (Johns). However, whether the system gains access to the coal through horizontal drilling from a pre- existing mine or via access through a separate shaft from the surface, long horizontal holes are required to adequately tap the methane reserve. It is to this regard-the actual drilling of the horizontal holes-that this paper is directed. It will examine potential benefits that may accrue, both in conventional horizontal hole drilling from a mine site underground, and also in drilling from the surface if a high pressure water jet drill is used to drill the degasification holes. Long Hole Drilling from an Underground Site Personnel from the Bureau of Mines have recently examined methods for conventional drilling of long horizontal holes to gain access for methane drainage. They have shown that it is possible (Cervik, Fields, and Aul) to drill out some 610 m using a conventional drilling system. Three types of bit were used in the program and by alternating between a drag bit, tricone bit, and plug bit, advance rates of between 0.6-3.6 m/min were achieved. Hole diameters varied from 7.6-9.2 cm in surface tests at bit thrusts of 1360 kg. A hole was then drilled and maintained in relative alignment within the coal seam for a distance of 640 m. Thrust levels had to be lowered to between 363-680 kg across the bit. Because the loads were smaller than those used in the surface trial, advance rates in the hole were of the order of 10-38 cm/min. The thrust level was lowered since it was found that the level of the thrust controlled the inclination of the drill so that, for example, a thrust of 363 kg caused the hole to incline downward, while at greater than 544 kg the hole inclined upward with the 9-cm-diam bit. Thrust levels increased 227 kg when the hole diameter was raised to 9.2 cm, although in such a case penetration rates in excess of 56 cm/min could be achieved. Horizontal Water Jet Drilling of Coal The University of Missouri-Rolla has recently undertaken research for Sandia Laboratories on the use of high pressure water jets as a means of drilling through coal. The initial experiment in this program called for drilling a hole horizontally into a coal seam from the side of a strip pit using water jets as the cutting mechanism. A very simple setup [(Fig. 1)] was used in this program and a 15-m hole was drilled at an approximate drilling speed of 1.2 m/min. The nozzle was designed so that the hole dimension was approximately 15 cm across [(Fig 2)] and the thrust was maintained at levels below 91 kg in moving the drill into the coal face. The system used was very crude and comprised a high pressure water jet drill enclosed within a 5.7-cm outer diameter galvanized water pipe to provide rigidity to the drilling system. This pipe sufficed to maintain hole alignment over the 15-m increment. While it is premature to make long-term predictions on ultimate applicability of this sytem to long hole drilling, certain inherent advantages of water jets can be delineated from research results and suggest considerable advantage to further research in development of this application. High pressure water was supplied at approximately 62 046 kPa from a 112-kW high pressure pump, with a 83 L/m flow through the supply line to the nozzle. The drilling system consisted of a nozzle rigidly attached to the front end of the galvanized piping. Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (water box) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 % reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

This paper presents an application of a Mixed Integer Programming (MIP) model to the problem of locating a centralized coal preparation plant and determining the production schedule for the mines. The system used for illustrating model application is hypothetical but realistic. It consists of three mines, two potential preparation plant sites, heavy media processing plant, and one market. The goal is to maximize the total profit of the system while satisfying the coal delivery schedule over a three year period meeting both quantity and quality requirements (ash, sulfur, and heat content). In addition to the base case, four different scenarios are analyzed. These four modifications are: (1) removing the flotation circuit from the preparation plant and sending all of the fines directly to the clean coal, (2) lowering the quality of coal from one of the mines, (3) applying discounts to the unselected site to improve its competitive position, and (4) adding a new mine. A detailed discussion of the base case and the effect of these four alternatives is presented.

The literature concerning the remelting of alunlinum and its alloys is very rich. Unfortunately the majority of the papers on this subject have no scientific value, for the theories or explanations are too often in opposition to the laws of physical chemistry. Furthermore only a few of the methods of purification are considered in the literature. Hence it has seemed necessary to the author to sketch a general theory of the purification of secondary aluminum. The purpose of the purification is to eliminate the impurities that the charges, and the atmosphere of the furnaces bring into the bath during the successive remelt-ings. Indeed scrap as well as metal can be used when soiled with oil, greases, water, or others, if it has been sufficiently dried and contains oxides. At the melting point of the metal, the oils and greases are decomposed into their constituent elements H², O2, H²O, co², CO, CH,, and others. These gases are added to the corresponding gases in the atmosphere of the furnace. The impurities introduced into the metal during the remelting will accordingly be the products resulting from the action of these gases on the liquid bath. The quantity of hydrogen that is soluble in aluminum and its alloys is given by the relation of sieverts3 as a function of its partial pressure PH2 in the atmosphere m = K vPH² [I] where K is a constant, which depends only upon the temperature and increases with it. The experiments of Rijntgen and Braun4, RÖntgen and M611er5, Bircum-shaw6 and Winterhagerl have rendered it possible to determine the value of K, when the temperature is less than 1.000°C. One obtains: log K = - 4,702.5T + o 238 [2] Besides its usual significance, the term Ph~ represents also the internal pressure of dissolved hydrogen, since in the equilibrium, that is1 when no gas exchange Occurs between the two phases, the Pressures of hydrogen in the metal and in the atmosphere must be equal. Eq I shows that when the partial pressure of H2 increases the amount of dissolved hydrogen in equilibrium increases, and that, if the contrary Occurs, the quantity of H² should diminish. However, if for any reason the diffusion of hydrogen is hindered and the total amount of dissolved gas remains constant while the temperature decreases, the internal pressure of H² increases until it reaches the value of the hydrostatic pressure. At this point, bubbles of hydrogen appear in the bath and escape out of it. The amount of hydrogen in the metal is then limited by a a depending On the hydro- static pressure, which is practically equal to one atmosphere. Indeed hydrogen does not accumulate in the form of a hydride appearing as a separate solid phase. However1 even the mechanism of the solubility is not yet elucidated. ZAY JEFFRIES, who has been awarded the Douglas medal, established in 1922 by a group of the friends of the late James Douglas for distin-guished achievement in non-ferrous metallurgy, is one of the most notable graduates of the South Dakota School of Mines where he took his B. S. degree in 1910. The following year he was manager of the Ideal Mining Co., at Custer, and in 1911 he became instructor in metallurgy at the Case School of Applied Science, Cleve-land, where he remained until 1917, and in 1918 he took his D. Sc. degree at Harvard. During all this period he was engaged in experi-mental and consulting work for the Electric Railway Improvement Co., t h e Cleveland Steel Tool Co., the W. S. Tyler Co., the Lincoln Electric Co., the Aluminum Castings Co., and the Cleveland wire di-vision of the General Elec-tric Co. He is now en-gaged in general consulting work, especially for the Aluminum Co. of America, the General Electric Co., and the National Tube Co. He has contributed to the Transactions papers on the determination of grain size in metals (with A. H. Kline and E. B. THE lack of a continuous operating balance in petroleum refining, which is analyzed in this paper, is by no means a feature solely of this division of the oil industry. Serious disequilibria of a capital as well as an operating nature exist both in the producing and marketing departments, while problems in the former and to some degree the latter are complicated by political involvements. Attention has previously been directed to the unstabilizing influence of present proration formulas in stimulating unnec-essary drilling.1 While equilibrium in petroleum refining operations has been fairly well maintained in the past decade, examination of departures may prove fruitful. Economic analysis is the application of time and motion study to the functioning of management, rather than labor. Properly applied it may reveal changes in policies that would increase the utility of the properties and facilities of the industry for stockholders, employees and the public, while contributing a stabilizing influence to the general economy. The study of economic equilibrium is essentially one of measurement and interpretation, requiring adequate data and the development of a tech-nique of analysis that employs statistical and mathematical methods as a supplement to the broad descriptive phase of economics. Economic equilibrium in petroleum refining is a dual concept. It embraces both the over-all balance between total storage and total demand for major products and the internal balance between the demands and inventories of the various products. The latter is the more complex of the two for it is concerned with proportionating the supplies of the several products stemming from the joint source to the demands for the individual products which are subject to wide variations. All the products are essentially nondurable goods, and they are used both by producers and consumers but in varying proportions. IT IS to be. read in Western newspapers that Hon. S. S. Arentz who introduced H. R. 7736, 'has repudiated it, that certain mining men in Utah and Nevada say that they will fight it "until hell freezes over." It is to be read in more temperate expressions that "the eminent engineers who drafted the bill exhibited a woeful misunderstanding of Western sentiment and opinion." Furthermore, it is averred that there is no need for revising the mining laws, that we have got along pretty well under the existing laws, etc. Such statements are so surprising in view of, the facts of record that it is hard to believe that the oppon-ents of the bill, who make them, are well informed, or that they represent general opinion. It will be useful therefore to review the record of the case. Our GOOD OLD MINING LAWS We have indeed got on well in our mining industry, but that has not been by virtue; of our good old mining laws. Rather has it been in spite of them. Ever since the Richmond-Eureka case in the '70s there has been litigation arising from them. Early in the '80s the apex law was discarded by common consent in Leadville, and it has been ignored in every district of flat-lying ore deposits ever since. The great mines of the present time are the porphyry copper deposits. At Bingham, Ely, Ray, Chino, Miami, Clifton and Ajo the apex law is simply inapplicable. A law that is inapplicable to the modern conditions of mining may be an old law, but it can not properly be characterized as a "good" law. For such reasons, and many others of weight, there has been a demand for revision of the mining laws; dat-ing ,back at least three decades. President Roosevelt appointed a commission to advise respecting the question, said commission comprising. Dr. James Douglas (chairman), John Hays Hammond, D: M. Barringer, Walter B: Devereux, and William B. Mather. This committee was unanimous on the following points:

MAGNESIUM alloy tubing and hollow shapes are finding increasingly wider usage in practical applications today. Square and rectangular tubing and hollow shapes find [ ] greater diversification in use than standard round tubing. Typical applications are roller conveyors, ladder rungs, spools, furniture, tank car loading tubes, athletic equipment, and business machine parts. In general, the amount of tubing and hollow shapes produced represent a minor portion of the magnesium extrusion business. The magnesium alloys in which tubing and hollow shapes are being produced together with typical properties are presented in Table I. MI A alloy is a low cost alloy possessing good welding and stress corrosion characteristics together with moderate formability and corrosion resistance. It is widely used for low strength applications. AZ31 B, alloy is used for moderately stressed applications and possesses good corrosion resistance and formability with fair welding characteristics. AZ61 A alloy has slightly higher physical properties than AZ31 B alloy together with good formabil- [ ] ity and corrosion resistance but slightly poorer welding characteristics. AZ80 A, ZK60 A-F, and ZK60 A-T5 alloys are used where the maximum in physical properties is required. AZ80 A alloy possesses fair corrosion resistance but with formability and welding characteristics inferior to' the other alloys. ZK60 A-F and ZK60 A-T5 alloys, while only recently offered for com¬mercial use, are finding favor due, to the higher permissible extrusion rates. These alloys possess greater toughness than AZ80 A alloy and, while of moderate formability at room temperature, are very formable at 300° to 500°F. The major portion of tubing and hollow shape production at the present time is in AZ3I B alloy. THE first award of the James Douglas gold medal for achievement in non-ferrous metallurgy was made to Frederick Laist, of the Anaconda Copper Mining Co., and the presentation ceremony was a feature of the annual banquet of the Institute at the Waldorf, on Feb. 21. Frederick Laist was born in Cincinnati, Ohio, Oct. 30, 1878. In his early youth his parents moved to California where, in 1901, Mr. Laist graduated from the University of California, in the course of chemical en-gineering. For one year after graduation he was an in-structor in chemistry at the University of Utah. Fol-lowing this he was employed as a chemist in the lab-oratory of the Washoe Reduction Works of the Anaconda Copper Mining Co., where in successive stages he has occupied the position of chief chemist, blast-furnace superintend-ent, assistant superintend-ent of the entire plant, superintendent, and finally manager of the Anaconda company's reduction plants in Montana, which position he now holds. Mr. Laist, in his labora-tory work, manifested great interest in the hydrometal-lurgy of copper and zinc. As chief chemist at Anaconda, he brought the laboratory to a high degree of efficiency.
