Generally, the mining costs reported for the large open-pit operations in the United States and South America lie within the range of $0.20 to $0.30 per ton of material moved. (These operations have strip- ping ratios ranging from 1.5 to 4.0.) Productivities for the larger North American properties are in excess of 200 tons of material per man shift, while those for the South American operations are less than 200 tons per man shift. The most significant variations in cost are in the categories of haulage and general mine cost. Haulage costs vary, as expected, according to the mine elevation, pit profile, crusher location, and accessibility of a dump area, and general cost variations depend largely on the overhead cost items included in this category. Drilling and Blasting Practice The majority of open-pit copper mine production drilling is performed by rotary drills. Hole diameter varies from 6 in. to 12 in., with 9-in. holes being most common, and penetration rates vary from 35 ft to 60 ft per hour.

When Mr Carnegie made his gift, "for the erection of a suitable union home" for the engineering societies, United Engineering Trustees, Inc (then United Engineering Society) was chartered under Chapter 703, Laws of the State of New York, 1904, for "the advancement of the engineering arts and sciences in all their branches, and to maintain a free public engineering library" The Corporation was further empowered to acquire real and personal property and to use, maintain and occupy it, with the provision that any building erected by the Corporation shall be used perpetually as a meeting place and headquarters for the Founder Societies Thus the Carnegie gift realized the ideal of bringing the engineering societies together under one roof, and the Corporation through its members nominated in equal numbers by the four Founder Societies had the necessary authority to act for the Founder Societies in their joint interests in owning and operating for them not only Engineering Societies Building, but in the course of time, Engineering Societies Library, and

The substitution of cobalt for part of the nickel in Invar was found by P. H. Brace1 to lower the coefficient 01 expansion. Scott1 extended the use of cobalt to alloys of higher inflection temperatures. Such alloys have a larger temperature range of low expansion than those without cobalt, and their use up to 400' or 500°C. offers decided advantages in certain applications. However, it has been found that the iron-nickel-cobalt alloys are not stable in this temperature range. Experimental Methods Two methods were used in studying the stability of the low-expansion iron -nickel-cobalt alloys. Dilatometer specimens were held at 480°C. for 9 months and the change in expansion characteristics was dctcr- mined. Filings were held for about 2 months at various temperatures and the change in structure was determined by X-ray diffraction. As shown by Table I, the alloys studied covered a wide range in nickel plus cobalt content (which determines the inflection temperature) as well as some variation in the ratio of nickel to iron (which controls the temperature of the gamma to alpha transformation). Included also are alloys containing carbon and vanadium, carbon and titanium and three with various amounts of copper. The alloys were melted in a high-frequency induction furnace with a magnesia crucible, using ingot iron, electrolytic nickel and commercial cobalt. The Pennsylvania Dept. of Transportation is actively engaged in the utilization of coal mine refuse in the construction of highway embankments. Long-held objections for utilization are invalidated by research, laboratory data, and construction performance. Laboratory, engineering, construction, and environmental impact analyses are presented from the construction of the Cross Valley Expressway embankment at Forty Fort, Luzerne County, Pa. Comparisons of laboratory data and construction measurements are given. The refuse embankment is the first of its size in Pennsylvania, and possibly the U. S., covering 1.5 million cu yd.

The attention of travellers, upon the desert bordering the Great Colorado of the West, is often arrested by broad stretches of pebble-covered plains, or mesas, glittering in the sunlight from the myriads of polished surfaces, giving, at a distance, the appearance of a sheet of water. It is not alone the well-rounded, polished surface of these pebbles which commands attention, but, in addition, their nearly black or darkbrown color; and, above all, their uniform distribution in a level sheet, covering the plain in a continuous layer or pavement like a vast mosaic without sand or soil. Hundreds of square miles along the lower Colorado, especially in Yuma county, Arizona, and on the borders of the Colorado Desert in California, are thus covered. It is evident that the former cxtent of such pebbly plains was much greater than now, for the continuity of the mesa is broken into by the numerous dry arroyos or " washes " formed during exceptional showers or deluging rains. In some places there is an underlying bed of pebbly conglomerate, a mixture of pebbles and sand; in others the pebbles rest on a sandy, earthy foundation. The rounded pebbles are distinctly alluvial in origin, and pertain to the ancient Colorado drainage system; but it is not comprehensible that such regular layers of polished pebbles could have been left by subsiding floods or river action. Attention was early directed by me to these remarkable plains, first examined in 1853, when exploring for the United States and seeking a practicable route for a railway to the Pacific coast.* The cut and polished surface of the pebbles

This excellent, concise paper by Dr. Iwasaki on the principles of selective flocculation for iron ores discusses many of the principles and problems which have occurred in our bench and pilot plant test-work. The use of sodium tripolyphosphate in combination with sodium silicate as a dispersant is very effective. However, this may cause a problem with the environmental groups as phosphorous is a nutrient. We have also established that the lower the Ca level in the pulp solutions the greater the dispersion. We have found that ores from the same geological strata, having the same general mineralogy and iron content will sometimes have widely different degrees of dispersion. There was-no difference in the gross mineralogy but the solubility of the Ca and SO ions was much less in the ores most easily dispersed. Research efforts should be directed towards a more practical means which would more easily enable one to predict the amount of dispersant required for the various ores. With regard to water quality we have found that waters having higher contents of SO4 and C1 ions hinder dispersion. This could be a method of controlling too much dispersion by the addition of sulfate or chloride ions. This would require further investigation. We have had no trouble with agitation speeds of up to 925 rpm in conditioning starch with the dispersed pulp prior to selective flocculation. We have found about 0.3Lb/LT of starch to be sufficient for selective flocculation on our ores. "For his vision, determination, dedication, and leadership in the conquest of the remote and rugged Ertsberg and the technical and human barriers to its development and for his lecture ..." It is a great honor for me to be included among the Jackling Award recipients, many of whom have been close friends and associates. My subject is the development of the Ertsberg, a copper mine located 4' south of the equator, 70 miles (113 km) from the south coast of Irian Jaya---the easternmost province of the republic of Indonesia at an elevation of 12,000 ft (3658 m) in an area which was inhabited by a few "stone age" people when I first arrived there in 1960. Persistence, tenacity, immagination and innovation were all required to bring the Ertsberg into production. The technical, financial and political problems that have been faced over the past 16 years were unique in many respects. I hope that my paper will give some encouragement and help to future developers of mines in difficult and inhospitable surroundings.

The results of scale-up studies on a continuous, multistage horizontal mixer-settler extractor are presented. The chemical and mechanical system involves the separation of lanthanum from a mixture of rare earth chlorides using di(2-ethylhexyl) phosphoric acid as the solvent and dilute HCl as a scrub solution in a bench scale extractor. Each stage has a hold-up of 2.6 l. A single stage unit is utilized for scale- up studies. Results are obtained on four sizes of geometrically similar units, the largest being six times the volume of the original bench size. A unit operations technique is chosen so that mixing and settling can be examined independently. Variables examined include type of continuous phase, flow rate of inlet streams, and power input to the mixer. Inlet flow-rate ratios are kept constant for all tests. TWO potential methods of unbaffled pump-mixer scale-up are explored; the maintenance of constant impeller tip speed and constant power input. For the settler, the previously successful method of basing design on constant flow-rate per unit cross- sectional area is used.

The effect of using an anionic collector, Reagent 308, a sodium petroleum sulfonate, with a cationic collector, Armac T, a tallow, fatty acid amine acetate, was studied in a series of monomineralic flotation trials with the alkali feldspars and heavy minerals, ilmenite, rutile, garnet, and monazite. This combination of cationic and anionic collectors is employed to float feldspar and heavy minerals from quartz in the beneficiation of sand in Normanville, South Australia, to produce a suitable quartz sand for glassmaking. In the alkali feldspar trials, Armac T additions were held constant, while the 308 additions were varied. In the heavy mineral trials, the 308 was held constant while the Armac T was varied. Peak enhancement of the feldspar recovery was noted when the 308 additions were between 25% and 150% that of the Armac T additions. At higher 308 addition, depression of feldspar flotation occurred. This appears to be due to a neutralizing effect in the combined collector system and to the formation of a nondissociating complex of both collectors. This variability in flotation response when Armac T is used with 308 suggests that the two collectors do not act independently of each other.

His contention of uniform size in balls is borne out by my own experience; in coarse crushing at the Golden Cycle in 6 by 6-ft. (1.8 by 1.8-m.) ball-mills we unquestionably gain by screening out the small balls once or twice a month. The point of gaging the ball size to be used by the uniformity of screen sizing is of particular interest. The necessity of sufficient return feed from classifier to the ball-mill is sound and clearly shown. In connection with this, I wish two further points had been gone into as thoroughly: (1) The effect of the quality of classification. In general, it is true that the smaller the per cent. of undersize in the feed the more effective is the mill's work. This is true on a bucking board, in tube-mills, ball-mills, and grinding pans. Given the possibility of returning. a full-feed load to any mill, it has been my experience that the effective work in the grinder is almost proportional to the quality of the return feed. (2) Again speaking generally, the shorter the tube-mill the greater is the quantity of return feed necessary to keep it loaded. The classification thus keeps the oversize in the mill more free from finished product and thus the crushing more efficient. It is very easy to overload any long mill with too much return

MIXED emotions were produced by the announcement that the buildup of weapons will be stretched out till mid-1954 instead of the previous 1953 deadline. Reason: government assistance programs will be tougher to get but there will be easement in materials allocations. Earlier in February, DPA had announced that tightening up on regulations governing rapid tax -amortization would become effective March 1. In the future, DPA will have to certify amortization contracts for all construction and permanent installations costing more than $100,000. This action was necessary according to DPA's James F. King, so that new industrial expansions already approved could be assessed in the light of the changing critical mineral picture. When DMPA inherited the backlog of government assistance, requests from DMA, it moved in fast. The results of DMPA's work is described in the article on p. 351 by James K. Richardson; The speed with which these requests were approved and the lengthening of the military program have made a reappraisal of the critical mineral list necessary. It looks as though the consumer industries will be getting more metal soon and, led by steel, there is an industry push toward the abandonment of CMP. Relaxing of materials controls appears imminent but discontinuing CMP is in the "let's talk this thing over" stage.

Griffith’s theory of brittle fracture, as modified by McClintock and Walsh to fit rock behavior in cases of failure by compression, has been successfully applied in various fields of rock mechanics. Extension of the Griffith's criterion to rock blasting problems may also be more representative of rock behavior than the simple consideration of a criterion of failure based on the dynamic tensile strength of the material. If consideration is given to pre-existing cracks within rock structure, occurring not only because of the discontinuous properties of rocks, but also as a result of drilling operations that normally precede blasting, those cracks can be propagated under the action of the dynamic stresses (radial and tangential) induced by the passage of the wave emitted by the explosion. Conditions for initiation and propagation of pre-existing cracks are deduced in terms of rock properties and explosives performance. Influence of the different variables governing the phenomenon is discussed after considering an actual example. Results seem to be well correlated with experimental evidence of radial cracking observed in blasting with high explosives acting within hard rock.

A large amount of time has been devoted to the microscopical study of the copper-zinc alloys, emphasis naturally being placed upon the commercially important alloys of the system. Suitable methods are available for microscopically recognizing the two phases richest in copper, but none appear to have been developed for the positive identification of the other phases. This is, however, accomplished, for the phases normally encountered, by an electrolytic method described in the following pages. Five phases of the copper-zinc diagram (Fig. I) are considered for the purpose of this paper: the solid solution of zinc in copper, alpha (a); the intermediate phases, beta (ß), gamma (?), and epsilon (e); and the solid solution of copper in zinc, eta (11). The literature on the beneficiation of serpentine asbestos ore states that the specific gravity of the rock containing fiber and the fiber itself is the same so that specific gravity cannot be used as a basis for separation. An investigation of particles of asbestos ore ranging in size from 4 mesh to 5 in. revealed that the fiber-bearing particles generally had a lower specific gravity compared to essentially barren particles. The difference in specific gravity was sufficient to make an effective gravity separation of ore particles and reject a low grade tailings product. The results of laboratory tests are described that lead to the running of pilot plant tests with 20-ton ore samples using a heavy media separator. These tests indicated that a large amount of low grade material could be rejected from the raw ore at a coarse size. Although the process used is a wet separation, it can be added to a conventional dry asbestos mill. A gravity preconcentration would allow the mining of lower grade ore, increase the life of the mine, increase the value of the feed to the fiber recovery section, and decrease maintenance costs by removal of low grade tailings early in the flowsheet.

AN analysis of this subject demands a study of the theory and practice of the present system, conclusions as to its merits, and recommendations for remedying its defects if any be found. Theory of the Present Law The theory of the present law with reference to lode locations contemplates the existence upon the surface of mineral-bearing veins which have clearly marked boundaries, and which can be so readily traced that a locator may immediately mark the boundaries of his 600 by 1,500 ft. claim in such a way that the vein will pass through both of its end-lines. It also supposes that, having discovered such a mineral-bearing vein, the locator will at once post a notice upon such discovery, mark the boundaries of his location in such a manner that they can be readily traced, and from that time forward have absolute title to the ground embraced within such boundaries, as against every person except the United States. For initiating title to placer ground, the law presupposes the discovery of a valuable mineral deposit; but not necessarily in place, as in the case of lode claims; and the location must be made to conform "as nearly as may be" to the legal subdivisions of the United States public land survey. When the placer law was extended to include the acquisition of title to oil lands, no exception was made as to the necessity for the discovery of valuable mineral in advance of location!

A microcrack process zone is frequently suggested to accompany macrofractures in rock and play an important role in the resistance to fracture propagation. Attenuation of surface waves propagating through mode I fractures in wedge-loaded double-cantilever beam specimens of Westerly granite has been recorded in an attempt to characterize the structure of the fracture process zone. The ultrasonic measurements do not support the generally accepted model of a macroscopic fracture that incrementally propagates with the accompaniment of a cloud of microcracks. Instead, fractures in Westerly granite appear to form as gradually separating surfaces within a zone having a width of a few millimeters and a length of several tens of millimeters. A fracture process zone of this size would necessitate the use of meter-sized specimens in order for linear elastic fracture mechanics to be applicable.

Everyone in the coal industry from top management to the preparation engineer is vitally interterested in recovering as much salable coal as possible from the run-of-mine product. Coal losses from a preparation plant occur in the solid refuse material being discharged from the plant and in the bleed-off slurry from the water circuit. The refuse is generally hauled from the plant in solid form by trucks, conveyors, or aerial trams to the refuse or culm banks or it may be crushed and transported by hydraulic methods to refuse ponds or dams. The loss of coal in refuse material and the extent of this problem has been covered in another paper. The loss of salable coal in the plant bleed-off slurry is one of the water circuit problems in coal preparation plants. Slurries originate at various places in the processing circuits and are usually disposed of by transportation to waste ponds known as slurry ponds. Even though the combustible material discharged as slurry and refuse from the plant is labeled a loss, the loss must only be considered temporary. There is a tendency at the present time to examine refuse and slurry losses and to reprocess these materials to recover valuable coal.
