At the turn of the century the U.S. had a gross ALVIN KAUFMAN Mineral Economist U.S. Bureau of Mines area slightly in excess of three million square miles, a population of 76 million, a gross national product of $37 billion (constant 1929 dollars) and a mineral production valued at $2 billion (1929 dollars). Some 60 years later its area had increased by 600 thousand square miles, population had risen 140%, gross national product was seven times greater and mineral production had grown to a value five times that of 1900. Of perhaps greater significance, however, were the changes wrought by technology. It was during this period that the "American Way of Life" was revolutionized by the introduction of the airplane and the automobile; man also took his first probing steps in the utilization of nuclear energy and pre- pared to unlock the secrets of space. It was during these six decades, also, that he learned to create additional new materials, some of which were from old sources such as plastics from petroleum and coal. These new materials have created competition and attendant problems for the traditional materials such as iron, copper, lead and zinc. Additional problems undoubtedly will be created by technologic advances in the future.

Federal and utility industry research has largely ignored coal beneficiation techniques in the implementation of SOx control. This paper accepts the hypothesis that beneficiation cum scrubbing is the cheapest way for the vast majority of seams in the eastern coal provinces to comply with standards. Comparisons are based on point estimates of average beneficiation costs from a model of coal preparation (COBET) designed to simulate four levels of cleaning. The paper describes how economic theory can be applied to derive econometric supply functions from actual data on the geology of minable seams, washability and technical constraints. West Virginia is taken as an example of a producing region. Spatial supply functions are derived empirically from the engineering model simulations.

During the past five years, the surface mining industry in Appalachia has launched itself into a technological revolution, which has never been equaled during a similar period of time. Operators have begun to realize that effectively restoring land to a useful purpose, to the satisfaction of all concerned, has to start at the beginning of the operation and be an integrated part of it throughout. In order to insure continued mining in the mountainous areas, with protection of aesthetic beauty, things really have had to change. And so the new steep slope mining theory of "controlled placement" has been developed. Controlled placement is a broad term which means the placement of spoil in steep areas where its condition can be completely stabilized and revegetated. This includes the head of valley fill, mountain top removal, haulback, over the shoulder, block cut, and any other methods where the over-burden is technically delivered, hauled, or compacted, so that there is no adverse after effects when mining has been completed. National Society of Professional Engineers has thrown its full sup- port behind pending legislation to appropriate $500 million for national conversion efforts that would provide employment opportunities for engineers, scientists, and technicians who are currently unemployed because of the decline in defense and aerospace programs. Known as the Davis-Giaimo bill, the proposed legislation would raise total Federal investment in science and technology to an adequate annual spending level and keep it proportionally equal to the growth in the GNP. If passed, the bill would increase and maintain Federal obligations for civilian-oriented research and development activities to a parity level with similar obligations for defense research development. U. S. Bureau of Mines has cataloged and placed on open file an inventory of U.S. coal deposits which can be economically strip mined at today's production costs. The costs include charges for reclaiming the mined land as required by 21 states. The report claims that some 46 billion tons of bituminous coal and lignite can be strip mined under present economic conditions, and that 32 billion tons of the total is classified as having less than 1% S. The report reviews strippable coal deposits by state, by county, by coal seam, by coal-seam thickness and by sulfur content. The report also gives an up-to-date summary of state laws on surface mine reclamation. MOTT and Hainesl have summarized the available techniques for the examination of aluminum and some anisotropic metals under polarized light. Many of these techniques are rather complicated and cumbersome. This note presents a simplified procedure for using polarized light to obtain information about the crystallographic orientation of any particular grain in a magnesium alloy. Since other hexagonal metals are more anisotropic than magnesium, similar methods might well be applied to them. Ernst and Laves2 produced a double-refracting layer on magnesium alloy specimens by SuCCeSSiVe etches in solutions of perchloric acid in alcohol, magnesium perchlorate in perchloric acid and alcohol, and calcium and magnesium carbonates in water. They examined their specimens under polarized light and were able to determine the direction of the hexagonal axis in any particular grain from a measurement of the extinction behavior of that grain. The disadvantages of their technique were the complexity of the etching procedure and the explosive hazard of the perchloric acid-alcohol solutions. Results equivalent to those of Ernst and Laves were obtained in this investigation after etching specimens for 6 to 8 sec in an acetic picral solution containing 100 parts 6 pct picral, 10 parts distilled water and. 5 parts acetic acid. Experience in Europe indicates that the control of dust production and dissemination by water or foam systems is not successful except during undercutting. Cybulski, Dawes, and DeBraaf-respectively Director, Mines Research Establishment "Barbara", Katowice, Poland; Principal Scientific Officer, Safety in Mines Research Establishment, Sheffield, England: and Chief, Central Mines Research Establishment, Hoensbroek, Treebeek, The Netherlands-believe that wetted dust becomes readily dispersible and abatement measures should be considered only as a temporary means for reducing the health hazard. In an effort to reduce the health hazard, calcium chloride is used on the floor of main haulageways in Dutch mines and water infusion is practiced in Germany in mines where the coal is relatively porous. With respect to wet coal dust, the Belgians, British, Dutch, French, and Russians reportedly have accepted the results of research from the Polish and American experimental mines on the effectiveness of water as an inert in arresting explosion propagation. The Polish use the two test methods proposed by the U.S. Bureau of Mines for evaluation of the adequacy of wetness of mine dust; they require that water be added to the wet dust to maintain a minimum of 50% moisture by weight if dependence is placed on water alone.

There he was engaged in perfect.ing the various kinds of gases, and while thus employed was gassed several times, which so affected his heart and lungs that he was unable to withstand an attack of the influenza which developed into pneumonia, from which he died at the end of 24 hours. He was a member of St. Luke's Episcopal Church, Lebanon, and belonged to the Ancient Accepted Scottish Rite of Freemasonry, Lebanon Lodge 121, I. 0. 0. F. and Camp 65, P. 0. S. of A. Lieutenant Bernhardt Edward Heine Bernhardt Edward Heine, a lieutenant in the Aviation Service of the U. S. Army, died as the result of a fa1I1 in an aeroplane at Fort Sill, Okla., on Aug. 10, 1918. The accident occurred on Aug. 2, when the machine in which he was flying with Lieutenant Carsons fell from a height of 1500 ft.; Lieutenant Carsons was instantly killed, but Lieutenant Heine died from his injuries a week later. Lieutenant Heine was born at Mount Clemens, Mich., in 1895. After attending the local High School he entered the Michigan College of Mines, and became a Junior Member of the Institute while still a student. He graduated in 1916, with the degree of B. S. In 1914 he served as a transitman for the engineering department of the City of Hancock, Mich. Lieutenant Heine had been in the army since 1916, having been with the 'troops at 'the Mexican border. He had been in the Aviation Section since August, 1917.

While the occurrence of phosphorus in coking-coal has assumed less importance with the development of the opeu-hearth method of steel-making, it may not be without interest to note the form in which phosphorus exists in one particular coal-seam. In the examination of what is known as the Big seam, which outcrops a few miles west of Columbiana, Ala., my attention was called to the distribution through the coal, in the form of minute veins and particles, of a resinous-looking substance. A small amount of this was selected, and was provisionally identified as evansite (Al6 Y2 O14, 18 Aq). Subsequently, through the courtesy of Dr. J. Sharshall Grasty, of the Geological Department of the University of Virginia, I was able to secure an additional amount of material, which was purified down to about 0.3 g. This was examined by Prof. John J. Porter, of the University of Cincinnati, and gave the following partial analysis: Per Cent. Loss on ignition,......... 37.43 Phosphoric anhydride,..10.33 Alumina,..........36.33 There was also a trace of silica, and quite a considerable quantity of lime and magnesia. Professor Porter was led to think that the material was not pure, but a mixture of several of the phosphates of aluminum carrying lime and magnesia. The material available did not permit of the convenient determination of the other ingredients. One form in which phosphorus occurs in coal is evidently as a hydrated phosphate of aluminum; and any coal which shows to the eye the occurrence of a light-colored resinous-looking material should be looked on with suspicion as being high in phosphorus.

The manufacture of pig iron for conversion into steel by the Bessemer and open-hearth processes, is now one of the most important industries of the United States. It is necessary that iron intended for this purpose should be very pure, and especially must it be comparatively free from phosphorus. Great care must therefore he exercised in the selection of proper ores, flux, and fuel. Only such ores as are practically free from phosphorus can be used, and pure fuel is as much a necessity as pure ores; though hitherto iron men have paid comparatively little attention to this point. During the course of my work as chemist for the Second Geological Survey of Pennsylvania, I' had occasion to examine some of the bituminous coals of the State fix phosphorus, and the results obtained are so interesting that I venture to present them to the notice of the members of the Institute. The coals are arranged in geological order according to the different beds, and the table shows the percentage of phosphorus in the coal and also in the coke. The greatest number of specimens have been selected from the Pittsburgh bed, because it is the principal coal-bed of Southwestern Pennsylvania, and most of the mineral fuel which is mined along the Youghiogheny and Monongahela rivers, to be used in the coke ovens of the Connellsville region and in the blast furnaces and mills of Pittsburgh and its vicinity, and to be shipped to Western and Southern markets, comes from this bed. Most previous work on sedimentation of coal1 and mineral2,3 suspensions has been conducted in graduated 1-liter glass cylinders of 6-cm diam. With this type of large container it is often difficult to see through the suspension and tedious to perform a large number of tests. Furthermore, the heavy glass walls and the graduation lines of glass cylinders cause internal and stray reflections, respectively. To obviate these difficulties, an Atlab Emulsion Viewer from Arthur H. Thomas Co. was adopted as an alternative apparatus. Equipment: The viewer,4 shown in Fig. 1, consists of: 1) a stainless steel frame rack holding 21 flat-bottom Nessler tubes or an ungraduated replica 1.64 cm ID and 1.80 cm OD, 2) a movable masked 150-w lumaline lamp behind the tubes, and 3) a scaled glass panel with 100 vertical divisions in front of the tubes. The tubes are snugly held by springs in slots formed by spacer bars, which also serve as shields to eliminate stray light. The lumaline lamp is mounted behind a slit in a movable housing so that it can be positioned behind the suspension to be examined. The lowest or 100-division line on the front glass plate is leveled with the upper side of the bottom of all tubes. The scaled portion of each tube, roughly 19 cm high and 40 ml in volume, is used to study coal and mineral suspensions.

This paper is a preliminary report on the occurrence and distribution of economically interesting heavy minerals (kyanite, sillimanite, staurolite, zircon, monazite, ilmenite, leucoxene, rutile) in sands from the sea floor surface of the offshore area, Alabama-Mississippi. Weight percent of heavies derived from the +60 portion of 97 samples is contoured in [Fig. 1]. Five hundred grains from 42 of the heavy mineral separates were identified and sized microscopically; the data were converted to weight percent for each mineral species and are summarized in [Table 1]. Heavy Mineral Distribution In the Gulf, there is a general westward decrease [(Fig. 1)] in maximum abundance of heavies from 2.4% north of Sand Island at the mouth of Mobile Bay to slightly over 1.0% south of Petit Bois Island and a corresponding decrease in the Mississippi Sound from 1.4%, north of Dauphin Island to slightly over 0.25% north of Horn Island. Average concentrations of heavies for different areas are found in Table 1. There is westerly longshore transport in this area; the interaction of the longshore current with discharge from Mobile Bay and disruptions of the current by Sand Island, possibly aided by a shoaling effect, appear to be the cause of the preferential deposition and concentration of heavies (2.4%) north of Sand Island in 10 to 14 ft of water.

On the basis of the recommendation of Lovell, Vogel, and Wernick,&apos; Fry&apos;s reagent*2 was recently c) if decoration of the dislocations by carbon or nitrogen atoms is a factor in the etch pitting. Experiments were performed with samples of a commercial 1020 steel, a vacuum-melted iron (C - 10 to 15 ppm, 0 - 20 to 50 ppm, N < 2 ppm), both annealed 4 hr at 1100°C, and a zone-refined iron (C - 3 to 5 ppm, 0 - 10 ppm, N < 1 ppm ) in the as-cast condition. Saomple surfaces were prepared by grinding to 600A grit and electropolishing. Initially, effects of etching the steel with modifications of the basic Fry composition were examined. It was found that increasing the alcohol or HC1 concentratior~ retarded dislocation pitting; reducing the acid content promoted secondary pitting. Cooling the reagent and the sample did not improve the quality of the etch pits. Best results were obtained with freshly prepared reagent modified by increasing the CuC12 content to 15 g. This composition was used in subsequent experiments. Annealed samples were etched 10 to 15 sec; cold-worked samples —2 to 5 sec.

VARIOUS aspects of structure-sensitive corrosion of single crystals and polycrystalline aggregates of Cu,Au have been presented in papers by the author, in association with W. D. Robertson. Prompted by some observations in the course of these studies, a new approach to the problem was undertaken. Results of these new experiments are reported here. Thin slices, less than 2 mm thick, were prepared from single crystals 3.5 mm in diam grown by the Bridgman technique. The crystals were homogen- ized for 300 hr at 850°C. Crystals with no deformation, crystals deformed in tension to the yield point, and crystals deformed 20 pct in excess of the yield point were used. Crystals of several different orientations were studied. Slices were immersed for one month in 2 pct aqueous solution of FeCl3 and, subsequent to this immersion, were subjected to bending. Immersion and bending were carried out at room temperature. The size and geometry of the crystals did not permit accurate data on the loads involved. The correlation of power consumed by a tumbling mill with the dimensions, speed, and load has been attempted by three principal methods. One of these, the torque formula, has been reviewed critically elsewhere. This approach, while analytical, disregards the individual motion and speed of the tumbling bodies and assumes that the gross geometry of the entire load is sufficient to establish the power requirement. A more general approach, using dimensional analysis, has been applied in this laboratory by the present authors, and more recently by Rose. This disregards the internal conditions within the mill entirely and in effect is an empirical procedure for correlating data. Finally, the complete analysis of tumbling mill dynamics as first made by Davis attempts to develop the power requirement from individual ball and rod paths and velocities. Although Davis&apos; result is applicable only at a single speed for a given size and load it could be useful, since his optimum speed is at the upper limits of conventional tumbling mill practice. Where power values predicted by the Davis equation were compared with actual mill requirements, they were found too low for small mills and much too high for the largest mills. This suggested that the agreement with actual intermediate range requirements might be fortuitous, and the development of the equation was examined critically.

Airborne respirable dust levels on longwalls can be reduced if operators approach the dust control problem in a logical and fundamental manner. This can be accomplished through the proper application and continued use of effective dust control techniques. The Bureau of Mines is currently assessing the effectiveness of longwall dust control techniques in use today to provide mine operators with guidelines for selecting the most appropriate control technology. This paper presents a fundamental approach to the problem of shearer dust control. Three dust control techniques to be discussed are: deep cutting/increased pick penetration for reducing the amount of respirable dust generated; drum water sprays/improved water supply system to suppress the amount of airborne respirable dust; and improved external water spray system, the “shearer-clearer, "to push the dust close to the face. The techniques have been evaluated infield trials and have been shown to be both practical and effective in applications to control shearer generated dust.

The effect of transition element binary solid solution additions upon the recrystallization temperature of titanium has been investigated. All additions, except columbium and tungsten, raised the recrystallization temperature. A correlation is obtained between the logarithm of the absolute rate of change of recrystallization temperature with atomic percent solute and the number of uuter d shell electrons attributed to the free atom of the solute element in its ground state. The work of Abrahamson, et aL.1-6 on dilute binary solid solution alloys indicated a correlation between the free atom ground state electron configuration of the solute and both the brittle-ductile transition and recrystallization temperature. It is shown in these studies that the number of outer s and d electrons in the solute are of prime importance in determining the absolute rate of change of recrystallization or transition temperature with composition. Furthermore, the limit of initial linearity (in the curve of recrystallization temperature vs at. pct solute) has been shown to be a function of the number of d shell electrons in the solute for dilute iron- and vanadium-base alloys. To date no complete systematic recrystallization study of dilute binary titanium base alloys has been made. This study together with that of zirconium base alloys 6 will provide the data for the comparison of the effect of the same solutes upon two solvents with the same number of outer d shell electrons.
