AMONG the petroleum-producing countries of the world, Roumania occupies the fifth place; in Europe, it occupies second place, coming after Russia. The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. From that time until the beginning of the war, the petroleum industry had a rapid growth the number of the producing companies increased to 37, and production FIG. 1.-ROUMANIAN OIL AND GAS FIELDS. increased from 81,571 tons, in 1896, to 1,898,545 tons, in 1912, when the greatest production was reached. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.

The management of The Union Pacific Coal Co., which operates a group of coal mines in Southern Wyoming, believes in the value of applied psychology as a productive factor in the work of getting out coal. Operating almost wholly through the medium of mechanical loading machinery, the company has for some years paid a bonus, equivalent to one-half the labor saving made above a determined average output per shift worked, on a given machine. No penalty is attached where the established output is not obtained, but in 1933 the men on one class of machines earned an average premium of $0.633 per shift on 56.4 per cent of the tonnage loaded. On another class of machine, the men earned an average premium of $0.686 per shift on 28.4 per cent of the tonnage loaded An increase of 36 per cent in tons loaded per man-shift has resulted since the program was instituted. This coal company has also been very successful in reducing mine accidents through prizes awarded in an unusual way. At the close of the year, every man whose particular mine section passes through the year without a lost-time accident is given a ticket entitling him to participate in a safety drawing where an automobile is awarded as first prim.. There are also a number of cash safety prizes which are similarly awarded. Some 1500 persons attend the drawing, which excites much interest and attention. The particular plan employed, the payment of production bonus awards and safety prizes, is foundationed upon collective. rather than individual effort, and, once gotten under way, has proved to be substantlally self-cnforcing.

In discussing the possible contribution of plastic deformation to neck growth during sintering, Wilson and Shewmon State that Lenel, Ansell, Salkind, and Early34, 35 concluded that dislocation flow is the rate-controlling process in sintering under zero external load. The experiments cited34, 35 were done with applied external loads, and the conclusions were that the same kinetics could be controlling sintering due to the force of gravity with no additional applied load. The effect of gravity on sintering behavior was previously cited.34, 31 In addition, Wilson and Shewmon argue that the conclusions of Refs. 34 and 35 are doubtful because the strain rate is proportional to stress for plastic flow. This assumption is true only for certain kinds of plastic flow such as Nabarro-Herring Microcree38 As Early, Lenel, and Ansell point out3' plastic flow, based upon dislocation movement, can exhibit strain rates which exhibit a power law relationship to the applied stress.39, 40 Wilson and Shewmon also doubt the results of Refs. 34 and 35 because the stresses in the necks are too small for x/a > 0.1. This is true, and the experiments described in Refs. 34 and 35 were done for small values of %/a. The conclusion was that plastic flow by dislocation movement was important during the early stages of sintering when x/a is small.

Attention! Engineers! Geologists! Here is your Opportunity to be of Professional Service The war has interrupted the supply of many minerals, which were normally imported. In view of present transportation conditions, a serious shortage exists in certain materials and will soon develop in others. Some immediate action is imperative. The first thing is to take a careful inventory of American resources. We must know where the ore deposits are, what has hitherto hindered their utilization, what methods must be used, and what equipment will be needed if an emergency demands their rapid development. Many properties must be re-examined from a new point of view, that of present necessity rather than of normal profit. When the shortage is realized, the preliminary steps for relief should have been completed. It is a necessary and patriotic form of mineral insurance. Will you have a part in it? Do not forget that these are war times, and that what may have been valueless a year ago may be a "life-saver" now; an abandoned copper prospect of 1913 might make a successful pyrite mine in 1917. We are fighting an autocratic enemy who knows his resources to the last pound, and uses them with most efficient organization. We have no Kaiser, so each of us must do his share to put our Government in the same situation. The Government needs your facts.

Phosphate deposits are distributed widely over the earth's surface. Of the known areas of deposit, eight fields are of particular interest because of their vast reserves of high grade phosphatic material and the volume of their production that goes to the world's great consuming areas. These fields, in the order of their present economic importance, are situated respectively in Florida, French Morocco, Kola Peninsula of U.S.S.R., Tunisia and Algeria, Tennessee, Mon- tana-Idaho-Wyoming-Utah, Ocean and Naru Islands in the Gilbert group, and in Egypt. The Rocky Mountain deposits have a comparatively low ranking in the phosphate trade of today, but this field contains one of the largest known reserves of phosphatic material, associated with which are recoverable trace minerals, which are of increasing importance in our national economy. The first discoveries of phosphate rock in the western states were recorded in Cache1 and Rich² counties in Utah, respectively in 1889 and 1897. Mining operations were begun on these deposits near Montpelier, Idaho, in 1906. During the latter year geological studies of the phosphate beds were started by Weeks and Ferrier of the U. S. Geological Survey. These studies have been continued to the present day by a distinguished roster of the Survey's technicians. As a result of this systematic exploratory program, the Survey has published a series of bulletins, papers, and maps, which provide the mining public with a comprehensive study of the exposed

The Institute assembled in the library of the Sheffield Scientific School at 8 o'clock, Tuesday evening, February 23d. Prof. G. J. Brush greeted the members present on behalf of the Government of the Sheffield School in a few words of cordial welcome, to which President Raymond responded. Dr. Raymond then delivered an address on the History of the Relative Values of Gold and Silver. A numerical study of the vulnerability of unlined tunnels in jointed rock has been performed with the STEALTH computer program, using the CAVS model for jointed rock. CAVS, for Cracking And Void Strain, is a constitutive model that can simulate the initiation/propagation of fractures and the slip along fracture planes in a jointed rock mass. The CAVS model is unique because it represents a spatially oriented approach to rock failure, rather than the traditional invariant formulation, and because the CAVS submodels for slip friction and slip-induced dilatancy are used to represent the weakening influence of joints, rather than applying ad hoc modifications to the elastic moduli of the host rock. The CAVS model, as embedded in the STEALTH computer program, has performed numerical simulations of tunnel collapse at high overstress levels. These calculations show that the ultimate strength of the tunnel depends strongly on the joint properties, and that the results of the calculations are in qualitative agreement with the observed data for collapse of a tunnel in tuff.

I DESIRE to call the attention of the Institute briefly, and by no means in the way of an exhaustive description, to the interesting developments recently made on the east bank of the Hudson River, in the mining of spathic iron ores. The mines to which I refer are those of the Hudson River Spathic Iron Ore Company, situated at Oakhill on Hudson, Columbia County, N. Y., five or six miles from the city of Hudson, and opposite the town of Catskill. The ore occurs in beds, constituting apparently members of the stratified series of rocks on that side of the river, coursing nearly north and south, parallel with the river, and dipping east. The principal out- crops are presented in a range of low hills, about one mile from the river, along the crest, on the western face of which the stratum of spathic ore is more or less exposed. The length of the line in this range, along which, at various openings the ore has been discovered in profitable quantity, is about two miles. To the northward, the hills are somewhat higher, and the stratification may possibly be disturbed, though the rapid examination of the locality which I made in November last did not, include any determination of this

The potential of deep-mineable coal reserves in the western United States for meeting future energy needs has been recognized for quite some time. However, two of the major constraints tending to limit the development of these underground reserves are the great thicknesses of the coal seams encountered and their high pitch. Although new mining methods may need to be developed to recover these reserves, at least in the short-term the industry has to incorporate presently available equipment not originally designed for thick-seam mining. The purpose of this paper is to present an analysis of the various equipment in use today and their possible application to thick-seam mining. The paper also addresses various ground control and safety considerations unique to thick-seam extraction.

Discussion of the paper of C. F. TOLMAN, JR., presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 401 to 433. Louis C. GRATON, Cambridge, Mass.-Of particular interest at this time is any paper that deals with chalcocite, the characteristic product of secondary enrichment and the copper mineral of greatest commercial importance, and that seeks to aid in the distinction between primary and secondary chalcocite-a distinction of much scientific and practical importance but one which thus far it has proved difficult to draw. The present paper on this subject by Professor Tolman, like the ,many preceding it which he and his colleagues at Stanford have published in the last couple of years, contains much of interest and suggestiveness. Without endeavoring at this time to review or comment upon Professor Tolman's conclusions in detail, I may say that many of them are in accord with the findings that my associates and I have been accumulating in the course of studying secondary enrichment in many of the copper deposits of the country. DRILLING through caving formations in diamond drill holes at depths greater than 2000 ft has long been a serious problem. These caving formations are normally passed only by casing the hole or by cementing the hole. Casing the hole is possible only when a resulting smaller hole is acceptable. In as much as only a limited number of reductions are economically practical, cementing is frequently considered the only method suitable for solving these problems. Cementing either by pumping a slurry into the hole or by dropping cylinders containing cement has proved satisfactory on holes under 2000 ft. In holes substantially deeper than 2000 ft these methods are not satisfactory, since during the pumping process cement separates out, whereas cylinders usually break before the bottom of the hole is reached. The US minerals posture will be increasingly dominated by three interrelated factors. First, when viewed over the long range, the US supply situation can be expected to steadily deteriorate as demand increases. Domestic high-grade ores have been used up, and other nations compete with the US for world supplies. Second, as environmental awareness becomes more acute, an aroused citizenry is demanding that minerals industries conform their operations to rigorous new standards. Finally, the changing energy situation that confronts the US is forcing an appraisal of energy-use patterns on operations previously guided solely by economic principles and not by national priorities. While future US mineral production and consumption patterns are unclear at this time, it is certain that US demand for minerals will continue to outrun domestic supply. Thus, the US is faced with a challenge of producing more minerals and metals from lower grade resources. Meeting this challenge means a strengthening of US research and development efforts, coupled with their application in the remaining leadtimes available. Some specific examples of how the US Bureau of Mines (USBM) is assisting in the processing of low-grade resources follow.

To separate minerals on a small scale according to their specific gravity, heavy liquids are used, but because of high costs and health hazards they cannot be used in large scale plants. In order to substitute heavy liquids, finely ground solids like magnetite and ferrosilicon mixed with water and clay for the required specific gravity are employed. The clay present in the medium acts as a stabilizing agent since the coarse heavy media solids would sink very fast to the bottom of the container if they were mixed only in water. The optimum amount of clay varies for different processes, but it is generally between 3-6% by weight concentration of solids. As the pseudo-plastic nature of polymer solutions has excellent suspending properties, investigations were conducted at the Institute of Mineral Research to ascertain whether polymers could be used commercially as suspending agents for finely ground heavy media.

I have been induced to present this paper to the Institute because I have been unable to find any publication containing a disctission of this subject. In some of our technical schools and colleges the student is required to construct or copy (generally the latter) a number of profile sections as part of his routine work; but little attention is given to the methods of projecting observed dips and exposures upon the section line, and still less to the method of constructing the under (or above) ground curves. As a result of this lack of instruction every engineer or geologist is compelled to invent for himself a system, or copy the style of others. Geological profile sections have frequently been used to determine underground structure from data obtained at the surface, but the experience of engineers in the anthracite coal-fields has shown that they are to be relied upon only in exceptional instances. The possibility of indicating underground curvatures from dipangles observed at the surface has been found to be limited to a mere approximation of the larger flexures, As a means of predicting the depth and shape of minor rolls, they have been found most unsatisfactory. I have observed three deposits of iron ore in Pitkin County, which present unusnal characteristics, and wliich seem to throw some light upon the genesis of iron ores under certain conditions. They occur in the precipitons mountain ranges, forming spurs on the Pacific slope of the main continental backbone. The first is a body of limonite, lying upon the side of a high mountain, which forms part of the base of Hayden's Peak. This limonite forms a sheet of considerable area, and is thin at the edges, and about 3 feet in thickness in the central portions. It is conformable with the slope of the mountain side, and rests upou the eroded rocks, but is not comformable to them. The ore is laminated and shaly in texture, and has the physical characteristics of the hard limonites, such as are found in the Marquette District, Lake Superior. It is covered with loose earth and rocks, from 1 to 2 feet in thickness. Much of the ore is filled with impressions of' spruce leaves, such as are found in the forests now covering the slope of the mountain. In the rocks forming the mountain, iron pyrites occurs in bodies, and this limonite probably owes its origin to such a body not far distant. WISH to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphhrets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chi¬cago, St. Louis, Newark, New York, and Europe, of crude argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. Manganese deposits discovered in Maine may solve one of the problems facing the steel industry today. Diamond drilling is scheduled to start in Aroostook County to determine whether the ore is of acceptable grade. The Bureau of Mines estimates the deposit contains several hundred million tons. If true, it means about a 30-year supply. The steel industry presently imports about 90 pct of its needs. Noranda Mines, Ltd., is planning a sulphur-iron plent for Ontario's Niagara Peninsula. Although contracts have not been signed, a substantial agreement has been reached with American Cyanamid, Ltd., whereby the Noranda plant would be constructed adjacent to Cyanamid's chemical plant at an estimated cost of million. The unit would treat approximately 100,000 tons of pyrite concentrate annually. San Manuel Copper Corp., wholly-owned subsidiary of Magma Copper Co., is asking the RFC for a $111.28 million loan for development of a copper orebody in Pinal County, Ariz. The property s said to be capable of producing 10 million tons of ore annually. San Manuel plans to construct facilities for processing 30,000 tons of ore and for smelting 800 tons of concentrate daily. An Aeromagnetic map covering 120 sq miles of the Wichita Mountain area in southwestern Oklahoma indicates a possibility of iron production from titaniferous magnetite deposits of the Raggedy Mountains, northwest of Lawton. The map shows an area in the north central part of the region which may prove favorable to further development.

Dr. Oldshue has provided a useful summary of a voluminous subject and my task will be to select and direct attention to those areas of mixing theory and practice which are germane to mineral processing in general, and to fine particle treatment in particular. Pulp mixing in impeller actuated reactors occurs in mineral processing in several different applications: (1) emulsification of reagents; (2) mixing pulp with 'reagents as in conditioning for subsequent operations (such as flotation, flocculation or agglomeration) ; (3) high intensity agitation, as in (a) disintegrating and dispersing aggregates, and (b) aggregating particles as in shear flocculation or in selective agglomeration; (4) hydrometallurgy; (5) hydrometallurgy with gas phase (e.g., Arbiter process); . (6) flotation in sub-aeration machines. Attention is invited to 3 above in which two opposite effects can be induced by proper choice of chemical treatment and hydrodynamic conditions. Successful processes for treating mineral fines require excellent aggregate dispersion in order to fully accomplish the liberation stage. Some processes depend further upon selective aggregation following dispersion. The term “dispersion” is often used in different senses which for present purposes will be clarified at the bottom of the next page.

TRACKLESS equipment is being used by the Coplay Cement Manufacturing Co. to develop a folded limestone deposit economically and safely with inexperienced men. Cost and quality of development stone results in a saving when it is used in- stead of outside sources of limestone. This favorable cost has been attained by following a methods development and training program described in this paper. It is expected that further savings in favor of the mined stone will be made when stopes now being prepared are in production. The present equipment will be used for loading from stope draw points. The limestone is blended with quarried cement rock to serve as raw material for Portland cement, first produced in this country by Coplay Cement Manufacturing Co. from a process developed by its president, David 0. Saylor, in 1873. For many years the cement rock alone or with a small amount of added limestone was used for raw materials. Later as specifications were raised and the richer portions of quarries were depleted, limestone from outside sources was required in increasing amounts. In 1925 D. J. Uhle, the general manager, began to prospect company property for limestone.

Used in combination with conveyor belt haulage, bucket wheel excavators offer unusual possibilities for low excavation and haulage costs. Originating in Germany, these machines are now in use or on order for Australia, Northern Rhodesia, the Belgian Congo, Italy, Yugoslavia, France, Belgium, Indonesia, and the Union of South Africa. A diamond mine in South Africa that has been using German bucket wheel excavators since 1928 purchased American cable-way excavators and American scraping equipment after the war. Operating cost for this equipment was double that for the bucket wheel machines operating in the same mines with crawler-mounted stackers. Machines built and operated in the U. S. are, as far as the writer knows, confined to the northern Illinois coal field, where they are used in conjunction with large shovels to strip overburden too high to be reached by the 30 to 40-yd shovels. Their long stacker belts can deposit the spoil far enough behind the coal face to avoid slides, in such a manner as to make reclaiming the land easier. These large, specialized machines are now being made by Bucyrus-Erie Co. but are not adaptable to many open pit mining situations.
