The Puget Sound Section met at the Arctic Club, Oct. 28, 1916, for the annual meeting. Those present were: Chairman Glenville A. Collins, Vice-Chairman H. L. Manley, Sec.-Treas. Amos Slater, Chester F. Lee, R. P. Tarr, G. E. Rockefeller, Simon Ash, Geo. W. Evans, Joseph Daniels, I. F. Laucks, F. C. Greene, Darsie C. Bard, Marcel Daly, Milnor Roberts, F. A. Hill, Percy E. Wright, and as guest, Mr. Coates of British Columbia. After dinner had been served, Chairman Collins called the meeting to order. The reading of the minutes of the last meeting were suspended upon request of the Secretary. The Secretary read the report from the Committee on the Associated Engineering Societies of Seattle. Upon motion, duly seconded, the report was adopted and placed on file. Mr. Lee, Chairman of the Committee. on the Mining Men's Convention to be held this coming winter, gave his report orally, and upon motion the committee was continued. The report of the Secretary-Treasurer was read, received, and placed on file.

THE effect of ordered structures upon steady state creep has not been extensively studied although it has been demonstrated that the brass,' ie,' and Fe3Al3 superlattices increase the creep resistance. Suzuki and Yamamoto observed an acceleration in the creep rate of Ni3Fe below the critical temperature for order, (T, - 505"), for both the ordered and disordered states, and that the activation energy for creep was independent of the applied stress. They concluded that a dislocation climb creep mechanism was operative down to 300°C which is - 1/3 TM where TM is the absolute melting temperature. This is quite remarkable in that it is usually observed that climb controlled creep in both pure metals and alloys ceases below - 1/2 TM (590" for ie). With this anomaly in mind it was decided to reinvestigate creep in a 75 at. pct Ni-25 at. pct Fe alloy. The creep apparatus and operating conditions have already been decribed. Since Ni-Fe alloys order very slowly, it is possible to have a disordered alloy at a temperature below T,. A long anneal at a temperature just below T, produces considerable long-range order;5 the ordering treatment in the present investigation was 150 hr at 485°C which gives an antiphase domain size of-SOW

The International Mining Convention held in Nelson, B; C., May 17 , to 19, was attended by nearly 500 delegates, of whom about 100 were from Spokane, 150 from the Slocan district, and the others from different points in Canada and the United States. Arrangements were in charge of the Nelson, Slocan and Eastern British Columbia Mining Men's Club, under the direction of Secretary Fred A. Starkey, assisted by the City of Nelson, Associated Boards of Trade of Eastern British Columbia and Nelson Board of Trade. The Columbia Section of the American Institute of Mining Engineers; cooperating with the Western Branch of the Canadian Mining Institute, provided the technical program, under the management of Secretary E. Jacobs, of Victoria, and Secretary L. K. Armstrong, of Spokane. Three technical sessions were held, at which the following were read: Difficulties of the Electrolytic Zinc Process, by Thomas French. Sketch of the Geology and Ore Deposits of Nelson and Kootenay Region, by Arthur Lake's. Advantages of Local Organization of National Societies, by W. H. Linney. INTRODUCTION This paper presents a "case history" of the steps taken to estimate capital and operating costs for a typical porphyry copper concentrator of ±9,070 metric tons (10,000 short tons) per day capacity. The concentrator described herein is hypothetical, but is based on experience and is, in effect, a composite of several actual projects. The numbers used are illustrative only and do not represent actual costs at any particular concentrator. These numbers are, however, representative of typical milling costs at one point in time, and. are sufficiently accurate to illustrate the cost estimating procedures described in this paper. It is not possible to publish actual, current milling costs and, in any event, actual cost figures quickly become meaningless in today's economic situation with various costs all rising at different rates. The paper is divided into three parts: (1) order-of-magnitude estimate, (2) feasibility study estimate, and (3) discussion of differences between estimated and actual costs.

A medium is anisotropic if its properties vary with direction. This is the general characteristic of many rocks, for example, schists, slates, gneisses, phyllites and other metamorphic rocks. Bedded and regularly jointed rocks also display anisotropic behavior. This paper is concerned with the influence of rock anisotropy on in-situ stress measurements. It is limited to stress measurements by overcoring techniques for which strains and displacements are recorded either on the walls of a pilot hole at the end of one or several boreholes or within instrumented solid or hollow inclusions perfectly bonded to the surface of the pilot hole. The rock is described as homogeneous, continuous, anisotropic and linearly elastic. The following questions are answered with special emphasis on rocks that can be classed as transversely isotropic or orthotropic: the number of independent measurements obtainable in a single borehole; the number of boreholes required to determine the in-situ stress field; the influence of rock anisotropy on these numbers; the influence of the anisotropy type and the error involved by neglecting rock anisotropy.

HOWLAND, GEORGE P. HULST, FREDERICK 1. SNYDER. There were 32 members present at the dinner of the Chicago Section which was held at the Chicago Engineers' Club on Friday Evening, December 22. At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth. In July 1946 President Truman approved the stock- piling act providing for the accumulation of stocks of strategic minerals in which this country is deficient. Congress also provided huge sums for the purchase of these materials to initiate the program. In order to meet anticipated stock pile goals it will be necessary for the United States to import very large quantities of 70 strategic materials, by far the largest items being minerals and metals. There are no priorities of relative importance in the list, as the lack of any single item may cause industry to fail in its part in national defense. Stock piles of material in a form as close as possible to the ultimate fabricated state represent not only the actual material physically on hand but also "canned" labor, transportation, smelting, refining, and all other steps. Central and South America, together with Canada and Newfoundland, in their normal capacity as sources of supply will be called upon to furnish a sizable pro- portion of the total requirements. No special measures should be arranged for this purpose; it will be more practical to make purchases in accordance with the availability of materials of desired quality, not by reference to geographic area. Much has been said in the past, and may be repeated in the future, concerning the desirability of hemispheric self-sufficiency-both from a resources and from a military security viewpoint. In recent years, with the advent of new steelmaking procedures, the emphasis has turned away from conventional teeming and has been directed toward continuous casting. This paper points out the fact that there are still new methods being considered to decrease the problems and costs associated with conventional teeming. Although Inland has had no experience with the repair of mold lugs, we do find some problem with damaged ears associated with mechanically capped steel. When pouring bottle tops, any crane movement or leak from the pouring nozzle may result in steel over the top of the mold which, in turn, may result in the shearing of the mold lugs during stripping. Recent back pouring practices increase the chances of this occurring. At Inland's steelmaking shops, we have tried to combat this problem by various methods such as burning the steel from around the top of the mold at the pouring stand with oxy-gas torches. Last year, No. 4 BOF began a conversion from round to elliptically shaped bottle top caps. This change has greatly reduced the chance of splashing due to crane swing by increasing the dimension in the direction on normal swing. The answer to this particular problem is, however, tighter control of pouring performance. We are presently engaged in a process of re-education of personnel and experimentation with different materials and designs of nozzles, heads, and sleeves to help us achieve our goal.

ROOM- and elevated-temperature compression tests were made on the binary 3/2 electron compounds AuZn, CuAu, AgZn, AgMg, AuCd, and NiA1. These compounds possess either the B2 CsC1-type ordered structure or the A2 bee disordered structure represented commonly as ß and ß on equilibrium phase diagrams. In testing at room temperature, cylindrical specimens 0.508 cm by 0.330 cm diam were seated directly on an instron compression load cell (CF 0 to 10,000 lb). At elevated temperatures, testing included a special apparatus with a furnace heat source and a protective atmosphere.' The specimens were strained at a rate of 1 pet per min. The compounds were prepared from 99.99 pet or better high-purity elements. Vacuum and/or argon cover gas was used throughout the mixing, melting, and specimen drawing processes. Mineral exploration programs have often experienced mismanagement in the decision-making process, and these errors have consequently resulted in stockholder losses. Unfortunately, the events leading to these errors are little known and rarely studied, since managers aren't prone to publicizing their mistakes. However, a bit of magnified hindsight may serve to identify some of the problems. It is interesting to note that there does not seem to be a generally agreed-upon definition of the role and function of exploration management. Several articles have addressed this subject, written by both academic and industry exploration personnel. Two apparent thought trends can be observed: First, the theoreticians insist that modern scientific management principles can be directly applied, without modification, to mineral exploration. However, when one searches for the rules, the proponents rapidly retreat behind the computers and talk learnedly of management information systems and game theory.

During a mine fire or other emergency, it may be desirable to reverse the air flow in order to provide an escapeway or to control a fire. Also, in colder areas, the air flow may be reversed to prevent ice build-ups. When reversing main mine fans, the operator usually does not know what operating characteristics of flow and pressure to expect. Laboratory testing of vane axial main mine fans has been completed in order to establish forward and reverse performance characteristics under controlled conditions, with the results presented here. Preliminary tests under field conditions have also been conducted. The data obtained suggest that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. There is also evidence that reverse performance can he predicted for a family of blade angles in a given hub to tip ratio. In general, the air quantity delivered by the fan is 30% to 60% less in reverse than when operating in the normal forward mode.

Henry M. Parks, director of the Oregon. Bureau of Mines and Geology, has supplied the following information regarding a recent discovery .of manganese ore in Jefferson County, Oregon, about seventeen miles southeast of the railroad at Eagle Point, a station on the P. & E. Railway. The occurrence is about five miles southeast of Lake Creek Post Office and near the confluence of Lost Creek with the south fork of Little Butte Creek. The manganese ore occurs as psilomelane and pyrolusite, disseminated through a flat bed of volcanic tuff breccia; at a point where the bed was penetrated by a churn drill hole, the thickness of the ore-bearing stratum was 30 ft. Development thus far has consisted of open-cuts, one of which exposes a face about 40 ft. high and 75 ft. broad. Other smaller open-cuts have followed the bed for a. distance of 400 yards. The nodules of manganese mineral vary from a maximum of 25 to 50, lb. down to the size of beans and others as small as mustard seed. These grains, when clean, average from 55 to 58 per cent. manganese. A 12-ft. groove sample in the face of the main open-cut yielded 14.86 per cent. manganese. The peculiar occurrence of the manganese nodules should present but slight difficulty in concentration. Gob pressure measurements were made in a Western U. S. coal mine as part of a long-term program to evaluate cave progress and to determine the influence of geological discontinuities on caving conditions, load transfer, and resulting instabilities. Gloetzl cells were selected for the measurements due to their simple, robust construction and a history of being able to monitor pressures in a broken medium. A methodology was developed for the successful installation and protection of the cells and hydraulic lines in the gob as the face retreated. The measurements indicated a cave progress controlled by the frequency of major faults. The pressure-mining progress profile was compared to those observed in other parts of the world. It was concluded that the significant differences in profiles was caused by the thick-bedded strata, the existence of high lateral stresses, and the spacing between faults. Recommendations are given for future applications of Gloetzl cells for gob pressure measurements.

The mining and other industries have grown and changed with- respect to their requirements for slurry pumps capable of handling high percentages of abrasive materials. Greater solids concentration, higher heads and pressures, and increased flow arc not possible. Today's equipment delivers up to three times the flow-tonnage and 1.3 times the head per stage as compared with pumps of ten years ago. This results in four times the requirement in size and energy. The new centrifugal pumps are capable of handling these requirements at pressures up to 4826 kPa (700 psi), with 6895 kPa (1000 psi) or more being considered for future systems. The latest pumps, functioning at four times the operating requirement on flow-head, weight eight times more than the previous equipment. Efficiency is increased slightly, to about 75 % to 85%. A testing program on equivalent units has confirmed that the added strength and specific design of heavy-duty pumps can meet demanding engineering objectives. Operating life on difficult-to-pump materials is increased from 500 to over 5000 hours of continuous operation; the ten-fold increase in pump operating time is a major design objective.

DURING the past few years the block coal of Indiana has been talked about and written upon to such an extent, that almost every one at all interested in such subjects, has been made acquainted with the area and geographical position of the field, the quality and peculiar properties of the coal, the thickness of the veins, the manner of mining, etc. The writer, therefore, taking for granted that to those present all this is familiar ground, desires more especially to call attention to the position this coal takes in the market, and at those points of consumption where it is brought in direct competition with rival fuels.
