There is a growing demand for pure and cheap material for fine open-hearth steel; a material not only very free from phosphorus, but from carbon and silicon; so that it may he rapidly converted into steel. Iron and steel scrap are not trustworthy as to quality, and they are often dear. There are three methods of purifying cheap materials for the open hearth. 1. Mechanical puddling, as done at Creusot, which removes 90' per cent. of the phosphorus from the pig iron. 2. Krupp's washing process (the conduct and results of which 1 fully described in a former paper*), which eliminates 70 to 80 per cent. of the phosphorus and most of the sulphur and silicon from pig iron. Neither of these processes would sufficiently purify, for very fine steel, those very impure pigs which are cheapest in many parts of the United States. 3. The process of producing directly from the ore an iron which is practically pure chemically, although mechanically mixed with the impurities of the ore. This is the oldest of iron processes ; one form of it, the CataIan forge, employed to produce charcoal blooms, is still in use, but its great cost is rapidly throwing it out of competition. Among the modern attempts to produce iron direct from the one, on a large scale and at a cheap rate, several have been in various respects successful. Dr. Siemens's process of treating a ton and a half or more of ore and the coal to deoxidize it, in a rotating gas furnace, and bringing out, in some four hours, a ball of chemically pure iron so soft that the fluid and impure slag may be sqneezed out of it, is the most attractive and the most highly developed of all the modern direct processes. I hare watched it, from time to time, since 1874, and have noted a steady improvement. It may now be said to have passed the experimental stage, although, like older processes, it must be adapted by practice to special materials. The cause which has been more potent than all others, including the defects of the best direct processes, to bring these processes into disrepute, is the wasteful treatment of the direct product. With one or two exceptions (when failure mas due to other and obvious causes), the direct product has been made into wrought iron (weld iron). The Montana Phosphate Products Co., subsidiary of the Consolidated Mining and Smelting Company of Canada, operates three phosphate properties north and northeast of Garrison, Powell County, Mont. Production of all three is from the same phosphate bed, a 3 to 4-ft. member of the Phosphoria formation, whose outcrop is traceable across the mountains of the Garnet Range in a series of southeasterly pitching folds. Because of topographical differences and of variations in the attitude of the bed, each property has its own mining methods and problems. Most of the phosphate rock produced since 1930 has been shipped to the plant of the Consolidated Mining and Smelting Co. at Trail, B.C., where it is treated with sulphuric acid for conversion to phosphoric acid, which in turn is used to produce various fertilizers. History The occurrence of rock phosphate in Montana has been known since 1910, and the Garrison area was mapped by the United States Geological Survey in 1913. In the nineteen twenties William Anderson, owner of a ranch 8 miles north of Garrison, discovered phosphate on his land, and the Montana Phosphate Co., which later became the Montana Phosphate Products Co., was formed to work the deposit. Montana Phosphate Products Co. later obtained United States leases on two adjoining parcels of ground, and this combined property, known as the Anderson mine, has been the main source of Con-solidated's phosphate rock. The mine now includes an adjoining parcel leased from Anaconda and mined from the Anderson workings. In 1940, the Graveley mine, a small privately owned property 6 miles east of the Anderson, was leased from the owner by Montana Phosphate Products Co., and a U. S. lease held by Graveley on some adjoining ground was subleased. In 1943 the Luke mine, on the Mineral Hill property, 1 3/4 miles south-southwest of the Graveley, a U. S. lease, which previously had produced a few thousand tons, was optioned from the lessees by Montana Phosphate Products Co., and is now being developed. At both these mines the rock is appreciably higher grade than at the Anderson mine. Geology The Phosphoria formation is the Permian member of an extensive sequence of Paleozoic and Mesozoic rocks. It is underlain by Pennsylvanian (Quadrant) quartzite and Mississippian limestone, and overlain without any marked unconformity by Jurassic (Ellis) shale and Cretaceous shale and sandstone. In the Garrison area, the Phosphoria itself consists mainly of about 50 ft. of gray to yellow chert. Immediately below the chert is the phosphate, usually 3 to 4 ft. thick. This paper is intended as a contribution to our knowledge of the mechanism of comminution and of the work of crushing. In a previous paper1 it was shown that with quartz comminution proceeds as follows: 1. The size distribution of broken fragments made by a single fracture is such that the new surface on each grade is the same. 2. Multiple fracturing results in a size distribution such that in the he sizes the surface per grade is the same in every grade; in coarse sizes the surface per grade decreases gradually with increasing size. In that paper it was mentioned that determinations on minerals other than quartz were in course of completion in order to establish the generality of these observations. In this paper, condensed data1 are presented for galena, pyrite and glass. Galena and pyrite are crystalline materials and glass is noncrystalline. Galena has excellent cubic cleavage. Pyrite, although cubical, does not have marked cleavage. Quartz, on which the original determinations were made, does not cleave and although crystalline (hexagonal) breaks conchoidally. Glass breaks much like quartz. It is apparent, therefore, that the minerals selected represent some range in character of the solid without covering all possible types. Glass Fifteen glass marbles were crushed individually in the pendulum crusher described in the preceding paper,' then subjected to careful screening for 30 min. Six sized fractions were selected and cleaned in a hot 0.12 N solution of hydrochloric acid, washed with distilled water and dried on a hot plate. This was followed by an examination with a binocular microscope, to remove foreign matters not eliminated in cleaning as well as to eliminate "compacts" of fine particles. These compacts are groups of he irag-ments that seem to be mechanically stuck together as a result of localized compacting during the comminution operation. The presence and the abundance of these compacts may be related to the amount and direction of the forces applied in different crushing devices. Since, properly, such compacts should be entirely eliminated in the sizing analyses, it is necessary to remove them to the last before making surface determinations on sized fractions. For example, with a — 28 + 35-mesh glass the surface areas of two samples, one cleaned with acid and under the binocular, the other only washed, were 102 and 172. cm' per gram, respectively. Examination of the samples under an Ultropak microscope showed that washing alone failed to remove the compacts and also that it fails to remove certain fine dusts attached to the particles. Flotation is now commonly practiced in alkaline ore pulps, yet little is known regarding the action of the alkaline solutions on the ore particles beyond the fact that films of oxidized material form. We wish to chronicle our discovery of the presence of soluble reducing agents in alkaline ore pulps of the United Verde, and present some data on lime consumption. During the grinding and flotation of a pyritic ore containing small amounts of ferrous sulfate and other soluble salts, an excess of lime was added to precipitate the salts, and filtered samples of the solution were titrated with standard permanganate solution. Even in pulps of high causticity an appreciable permanganate titration was always obtained, in spite of the fact that the solutions were shown to contain little iron. Investigation of the cause brought about the discovery of several previously unsuspected compounds in flotation pulps made from pyritic ore. Not only the reducing agents present had to be identified, but also the amount of dissolved oxygen, and a survey was finally made of the free oxygen content and reducing agents of the mill pulp in the concentrating mill at Clarkdale. A great many compounds might form, caused by oxidation of pyrite or other metal sulfides or by reaction between a lime solution and pyrite. The most probable compounds considered were calcium sulfides, polysul-fides, thiosulfates, and polythionates. Later it was discovered in the literature that in alkaline pulp polythionates do not exist and if introduced are decomposed into sulfites and thiosu1fates.l Any precipitated sulfur is changed by alkali into thiosulfate and polysulfide. Sulfites and sulfides react to form thiosulfate, so that in the end it is possible to have in an alkaline solution only thiosulfate and an excess either of sulfide or sulfite. Four alloys that precipitate the alpha phase from the beta of the copper-zinc system were heat-treated in various ways to develop as many forms of the segregate as possible. It was found that the precipitate may have the form either of plates or of needles. Plates usually result when precipitation occurs at low temperatures and needles when precipitation takes place at high temperatures. The needles tend to align themselves along certain planes in the matrix and to coalesce into plnte-like structures. The two phases were found to be related so that a (111) plane and [Oil] direction of the precipitate are parallel to a 10111 plane and 11111 direction of the matrix. DISCUSSION (E. A. Has the author attempted anY correlation between some of the major dircetions and the oricntntaion of the parent grain as determined by X-ray analysis? Also, in Figs. 4, 5 and 6 the cross-sections of the needles appear to be straightsided and regular. Have these directions been correlated with the matrix latttice? Dr. Mnrzkr 's method of interpretation of the orientation rclationships between the alpha. and beta phases is a bit uncertain and seems to wed more explanation. If this relationship, as staited is such that :L (1111 plane and a [I 10] direction of that plane in the precipitate is parallel to a. {110} p1ane and a [111] direction of that, plane in the matrix, there mill be a maximum of 24 possible orientations of the alpha phase within a. single grain of the beta phasc. This relationship is expressed strercographical1y in Fig. 13, ill which the locations of a11 of the alpha {111} poles for the 24 orientations of alpha me given. Fig. 12 chccks fairly closely with this thcoretical plot,. with a few exeeptions which may be due to the inaceuracy inherent in the method used by the anthor in determining the orientations of the segregates. The method might have been refined somewhat had corrections been made for the displacement of the slip p1ancs upon deformation.

THE Kingsport formation, a part of the Knox dolomite of Ordovician age, is composed of 538 ft of dolomite and limestone. Numerous bands, layers and nodules of chert, arenaceous and shale zones are present. The characteristics displayed by these features have been useful in mapping, prospecting and mining. Perhaps a better understanding of the origin of these zones will increase their usefulness.

One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining and in the early days there was insufficient knowledge to really cope with them. The history of mining shows that until the last 50 years, work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high pressure ventilating fans. In early days the miners were not educated as to the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps" which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were as follows: Blackdamp A condition of the atmosphere where a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen and which could contain a combination of any of the mine gases. Firedamp Flammable mixtures of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide.

MOST commercial alloys undergo changes in phase composition after casting. This is a natural result of the fact that the alloys are not in a state of phase equilibrium as cast and phase changes will therefore take place, with more or less rapidity, in an attempt to attain equilibrium. The practical aspect of aging in zinc-alloy die castings concerns the changes in physical properties and in dimensions that may accompany aging phase changes. Harmful alterations have been reduced to a minimum and zinc-alloy die castings are being produced today that are so stable with respect to dimensions and physical properties that they are entirely suitable for most practical purposes1. In the first paper' of this series, and in this paper, aging phase changes of zinc alloy die castings have been investigated and the possible influence of these changes on dimensional changes of the castings has been evalu-ated and compared with the dimensional changes actually experienced. The change of dimensions has been selected for practical comparison in these papers because the effect of phase changes on the dimensions of a casting is directly calculable; from X-ray crystal-analysis data of the phase structure. The die-casting alloys considered contain, in addition to zinc, 4 per cent of aluminum, about 0.03 per cent magnesium, and from 0 to 3 per cent of copper. It was shown in the former paper that the eutectoidal decomposition of the beta aluminum-zinc phase, while intrinsically capable of causing a considerable shrinkage, can have very little effect on the observed shrinkage of die castings because it takes place within a few days of aging, whereas the observed shrinkage continues for five weeks. THIS paper assumes the incontrovertible nature of the statement that the validity of competition in the nonnatural resource industries is established firmly on the rate and extent of the economic development of the United States. It then demonstrates the nonexistence of any condition within the petroleum industry that would invalidate the principle of competition as applied to it. It points to the benefits that competition has effected in the oil industry and the reasons why the practice of the competitive principle should continue to keep the industry virile and progressive in meeting the requirements of future generations for the kind of products natural to it. Finally, it pleads for a clearer view of the affairs of the oil industry by seeing them against a background of the whole economy. INTRODUCTION Even a few years ago there would have been only an academic reason for presenting before this Institute a paper on the validity of competition in the oil industry or any other natural resource industry; today there is no more practical subject for this body to consider. In social importance it transcends attempted solutions of perplexing technical problems; and even the numerous legal and economic problems that grow out of administration of state regulatory measures appear to be of secondary importance because they would cease to exist if competition were abolished. The aspiration of certain elements of the Federal Government to acquire control of the oil industry has long been suspected The vital need for petroleum in the national defense ... confirms my belief in the urgent need of Federal legislation to safeguard our petroleum supply through prevention of waste and by establishment and maintenance of sound economic conditions in the oil industry... . But also it may be dismissed with this mere mention of it because it predicates government control and the abandonment or broad reduction of competition on a war emergency. Clearly, the fight for a nation's life may justify a government's control over men and resources that would be abhorrent and economically enervating under conditions of national security. More pertinent to the present matter, because it appears expressive neither of a personal ambition nor of an emergency condition but rather of the long-range view of a certain school of conservationists, is the pronouncement of no less an authority than the Attorney General of the United States, who has been repeatedly quoted by the press as saying that the American Petroleum Industry constituted a case "where the principle of conservation of an exhaustible and irreplaceable resource should replace the principle of competitive exploitation." Large quantities of fine anthracite with associated impurities are discharged with the waste water from the coal-cleaning plants in the Pennsylvania anthracite region. Furthermore, for many years this fine material has accumulated and formed silt banks. The difficulty of removing the impurities from the fine material and the lack of adequate markets are responsible for the waste of this material. In view of a larger demand for fine coal, mainly for pulverized fuel, the Lehigh Navigation Coal Co. Inc. decided to investigate the froth flotation process for recovery of fine coal from these waste solids. A test plant was constructed and operated for six months during 1942 in order to determine the practicability of recover ing coal from the waste water of a a plant (breaker) by froth cleaning and to obtain operating data for designing a commercial plant if the results were favorable. Preliminary Investigation Before the pilot plant was constructed information was obtained by field and small-scale laboratory tests to serve as a guide in the design and operation of the pilot plant. Size and ash analyses of a representative sample of the material discharged in the wash water from a cleaning plant are given in Table. The refuse content increases progressively as the size of the particles decreases The larger particles (+35 m.) are low in ash content and could be marketed without cleaning. Since these solids are discharged from the breakers with 90 to 95 per cent water by weight, the first step in the recovery of the coal was that of reducing the quantity of water so that water in excess will not have to be handled. Furthermore, it was found that the removal of most of the minus 200 mesh high-ash material was desirable to permit the most efficient flotation of the cod. Classification tests were run and showed that a hydroseparator overflow rate of 12 ft. per hour* was sufficient to elimi-,late much of the minus 200-mesh material while allowing the coarser material to settle and be thickened,

The relation of labor to the accident rate in mines is admirably epitomized by Thomas T. Read in his paper presented at the St. Louis meeting, in the sentence "Reliance for accident prevention must be upon the individual worker himself." In connection with the inspection of mines for the fixing of merit premium rates for insurance under workmen's compensation, it has been the practice of The Associated Companies to allow 60 per cent, of the credits for safeguarding of the physical hazards of the mine and 40 per cent. for the human element. By "human element" is meant that inherent tendency of the industrial worker to be careless, negligent, or disobedient, in respect to his own safety, and after that also of his fellow workman. This is a tendency not only of the laborer or of the skilled miner, but of all human beings, working or traveling anywhere. This element of mine safety, sometimes called the moral hazard, has been admirably shown by statistics, compiled from the records of the Department of Mines of the Union of South Africa, to be due in about equal measure to the carelessness of the miner and to that of the operator. These statistics show that about one-half the fatalities in mines are due to the so-called hazard of the industry, or what is sometimes called the dangers inherent to work or misadventure. Of 2497 fatalities investigated, including over 200,000 employees, for a period of over 21/2 years, it was found that 17.5 per cent. were due to faulty plant or material, fault of the foreman, or of the management—in short were due to the operator; 17.1 per cent. to disobedience of orders, carelessness or ignorance of injured persons; and 5.9 per cent. through fault of others, including fellow workmen. The fault of the operator is evidenced by failure to give proper warning, failure to inspect, failure to furnish proper equipment, and neglecting to comply with the recommendations of the inspector. The Copaquire porphyry copper deposit lies in an island of pre-Upper Tertiary rocks surrounded by Quaternary and Upper Tertiary formations. The pre-Upper Tertiary appears to be a horst block in a typical basin-range setting. Major right lateral faults have been mapped within the range from Chuquicamata north to Copaquire. All of the major porphyry copper deposits known in the block (e.g., Quebrada Blanca, El Abra, Chuquicamata, and Copaquire) are on or are very close to one of these major right lateral shears. In the Copaquire district, an epizonal igneous complex with diorite, quartz diorite, quartz monzonite, and intrusive dacite (in that intrusive order) invade folded Jurassic shale. Mineralization appears spatially and temporally associated with the quartz monzonite porphyry and dacite. Alteration zoning shows two separate core phyllic (quartz-sericite-pyrite) zones within one large argillic (clay-pyrite) zone. A propylitic (chlorite) zone is peripheral to the argillic zone. No potassic zone has been recognized yet at the surface. The intrusive petrology together with the phyllic, argilic, and propylitic alteration zoning as well as the chalcopyrite-molybdenite ore mineralogy characterize this deposit as being typical of the Lowell and Guilbert model. Copper and molybdenum minerals appear to be most strongly developed in the phyllic zone, in either a breccia or a zone of veinlets and stockwork which trend dominantly northeast, conjugate to the district's largest fault, the Sulfato fault. The setting is basically similar to that found in some other porphyry copper deposits in this block, in that the ore body is a zone of veinlets which appear to be genetically related to movement on a major north-south trending right lateral fault. The presence of the major fault in each deposit, and the speculative hypothesis that paleo-subduction zone operated at the time of mineralization, suggest the possibility that mineralization took place when a major fault permitted escape to the surface of cal-calkalic magma generated in a subduction zone as proposed by Ericksen. A hypothesis such as that proposed by Ericksen explains the near linearity of porphyry copper deposits in Chile, since the source of calc-alkalic magma would exist at about the same distance from a paleo-trench throughout the length of the paleo-subduction zone.

A CONSIDERABLE number of experiments in recent years have definitely established the fact that the internal friction or mechanical hysteresis of a metal under cyclic stress is a property that is highly "structure sensitive." Because of this fact, it has been suggested that an observation of this property, which often is referred to as "damping. capacity," might be a useful indicator of structural. changes taking place when a metal or alloy is subjected to any of a number of metallurgical treatments. Damping capacity is of interest to both engineer and metallurgist, but from a rather different point of view, and the information that each desires from such observations is of a different nature. The metallurgist is in search of various external indications of changes taking place in the interior of a metal; changes which are in themselves not directly observable. Even if the observed phenomenon cannot be explained in fundamental terms, it may be empirically related to certain characteristics of the material and prove of real value in research. Internal friction os mechanical hysteresis occupies such a position, and, although it is nor well understood in terms of basic metallic theory, an observation of itt changes can serve in a very useful capacity. Of course, there is nothing new in the measurement of damping, but the use of this property in metallurgical research constitutes a vast field, which has received all too little attention: The present work is essentially of an exploratory nature in this field and is an attempt to evaluate the process as a research tool. The phenomenon of age-hardening was chosen as a typical example of a structural change and one method of measuring damping was examined in considerable detail.

The mining district is located in the northeasterly part of Nevada, between the Jarbidge River on the west and the East Fork of the Jarbidge on the east. The northern boundary of the district is but a few miles south of the Idaho state line—the gold-bearing area extending from this point south, for 5 or 6 miles. • The Jarbidge Mountains, in which the ore deposits occur, range from 5000 to 11,000 ft. in elevation, the most important mines being situated about 7000 ft. or higher. The town of Jarbidge lies along the Jarbidge River and is reached by stage from Rogerson, Ida., the nearest railroad point. During the summer months, the camp may be entered from the south by way of Deeth, Nev., but no regular transportation facilities are available over this route. History The mineral deposits were not discovered until 1909, when D. A. Bourne, panning along the river bank, found gold in. the gravel at the mouth of a small stream flowing into the Jarbidge. He prospected in the vicinity of this stream, later known as Bourne Gulch, and shortly after located the North Star claims. During the following spring and summer (1910), the camp of Jarbidge grew from nothing to a town of 2000 people and the hills surrounding it were practically all taken up by mining claims. Most of the work done during the first year or two consisted of trenching and open-cut prospecting. Tunneling was started on a number of claims and many veins were uncovered. Mills were built and operated on a few properties, notably the Pavlak and the North Star. These ran only a few months, however, when they were closed down because of extraction and financial difficulties. A period of development followed in which the majority of the present producing mines were opened. The Elkoro Mines Co. acquired a number of claims in 1915 and started work on the present mill in 1917. Since that time other properties have been taken over until this company is by far the largest operator in the district. A solution of lead-fluosilicate, containing an excess of fluosilicic acid, has been found to work very satisfactorily as an electrolyte for refining lead. It conducts the current well, iseasily handled and stored, non-volatile and stable under electrolysis, may be made to contain a considerable amount of dissolved lead, and is easily prepared from inexpensive materials. It possesses, however, in common with other lead electrolytes, the defect of yielding a deposit of lead lacking in solidity, which grows in crystalline branches toward the anodes, causing short circuits. But if a reducing-action (practically accomplished by the addition of gelatine or glue) be given to the solution, a perfectly solid and dense deposit is obtained, having very nearly the same structure as electrolytically-deposited copper, and a specific gravity of about 11.36—that of cast-lead. Lead-fluosilicate may be crystallized in very soluble, brilliant crystals, resembling those of lead-nitrate and containing four molecules of water of crystallization, with the formula PbSiF,,4H20. This salt dissolves at 150 C. in 28 per cent. of its weight of water, making a sirupy solution of 2.38 sp. gr. Heated to 60° C., it melts in its water of crystallization. A neutral solution of lead-fluosilicate is partially decomposed on heating, with the formation of a basic insoluble salt and free fluosilicic acid, which keeps the rest of the salt in solution. This decomposition ends when the solution contains, perhaps, 2 per cent. of free acid; and the solution may then be evaporated without further decomposition. The solutioi~s desired for refining are not liable to this decomposition, since they contain much more than 2 per cent. of free acid. The old concept, based on an erroneous analogy to wild game, that oil and gas are migratory substances and belong to him who reduces them to possession regardless of their point of origin in the reservoir, has come to be quite generally recognized as the basis of many of the serious ills and extravagances of the industry. The chain of consequences resulting from this erroneous conception has been traced elsewhere and need not be recounted here. The important problem at this stage in the development of the industry, when laws are being revised by legislative action and modified by court decisions; when added powers are being exercised by voluntary committees and official regulatory bodies; and when the need for control of output has forced itself to the forefront, is to see to it that new law and action are based on sound engineering concepts. Reservoir Energy Common Property Since the study of gas instituted by the Marland committee of the American Petroleum Institute in 1927, a great mass of information has accumulated concerning the function of gas in the development and production of oil. This wealth of data leads to the conclusion that every oil pool contains three resources: Oil, gas and reservoir energy. I take it that the central problem of this symposium is the ownership of these three resources and that "source" and "utilization" are involved because of their bearing on ownership through the demands of equity and conservation. In order to facilitate the discussion, permit me to state categorically, that: The oil and gas in a particular tract should belong to the owners of the mineral rights in that particular tract, but the reservoir energy should be common property of all owners of mineral rights in the pool I take it that apportionment of oil and gas among owners according to the relative amounts that exist in place in their respective tracts is

The importance of the size composition of coal is reflected in the difference in price of the various sizes of the same coal and in the large number of primary sizes and mixtures of sizes produced by the modern preparation plant to meet the demands of a market that in late years has grown increasingly conscious of coal size. The importance of size in the industrial and domestic uses of coal has its counterpart in the role played by size composition in the laboratory examination of coal. Investigation of many of the physical properties of coal in their relation to its uses requires an evaluation of size composition. In fact, the Standards on Coal and Coke issued by the American Socaiety for Testing Materials in 1936 contains 12 standard methods of testing that involve some use of size composition. The screen analysis is, of course, the standard method of determining size composition, whether the material is coarse run-of-mine coal or fine pulverized fuel. Custorriarily, the analysis is reported as the weight percentages retained on or passing each of a series of testing screens, the number of which may range from only two or three to as many as 20. When more than two or three sieves are used, which is usual, the number of weight percentages obtained is so great as to make the analysis difficult to comprehend. Direct comparison of analyses made 011 the same sieves is hard, and comparison of analyses covering the same range of sizes but made on different sieves is next to impossible. Consequently, a frequent purpose of sizing tests-—-correlation of size with properties and charactcristics related to size-—is rendered difficult. Less cumbersome means of expressing size composition have been attempted with various degrees of success. INTRODUCTION IRON-ORE deposits in the Philippine Islands became the subject of official record as early as 1664. Undoubtedly iron ore was known and recognized by the Filipinos long before the earliest Spanish records. It is even possible that the Filipino practice of smelting iron ore is, like the native copper smelting, older than the Spanish conquest of the islands. The first records have to do with the magnetite-hematite ores near the towns of Santa Inez and Bosoboso in Rizal Province, from 15 to 20 miles east of Manila. The magnetite-hematite ores of Bulacan were exploited in 1783. Similar ores near the town of Mambulao in Camarines Province yielded a number of specimens to be exhibited in Spain in 1834. With the exception, then, of the lateritic iron ores on the eastern coast of northern Surigao, the true nature of which was not recognized until 1914, the important iron-ore deposits of the Philippines had all been discovered before the islands came under the dominion of the United States. Indeed, in the Spanish documents relating to the history of iron mining are statements which, if their accuracy be not questioned, leave us in the Philippines today with much less iron ore than the Spaniards found. To quote, for example, a report submitted to the Superior Government in Spain in 1835 by one of its emissaries, Don Lorenzo Calvo: "The Philippine Islands, most excellent Sir, possess iron and exhibit it in nearly every known mineralogical combination, and in such abundance that the cordillera of the island of Luzon, from Montufar Point in San Bernardino Straits to Cape Bojeador, is composed of no other mineral than iron, its ranges, of the third order, being in content and structure totally iron of the best quality, the more valuable in that its combinations are such as to facilitate its fusion and to render its reduction to metal simple."

For his achievement in building the Panama Canal, Major-Gen. George W. Goethals was presented, on May 22, the John Fritz medal, the highest mark of distinction in the engineering profession. In the absence, in Europe, of Clemens Herschel, chairman of the Board of Award, Charles F. Rand presided over the meeting. Col. John J. Carty, who was chairman of the Board of Award at the time the medal was awarded to Gen. Goethals, and who ordinarily would have presented the medal, was detained in Paris by Government work, so the presentation was made by Ambrose Swasey. When calling the assembly to order, the Chairman said: This medal has been awarded by a Board representing four of the National Engineering Societies: American Institute of Mining and Metallurgical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Institute of Electrical Engineers. The medal was established in 1902, in honor of that great American engineer, John Fritz, and has never been awarded except to very distinguished men. In. 1902, the first award was made to John Fritz for scientific and industrial achievement. In 1905, to Lord Kelvin for his work in cable telegraphy and other scientific attainments. In 1906, to George Westinghouse for the invention and development of the air brake. In 1907, to Alexander Graham Bell for the invention and introduction of the telephone. In 1908, to Thomas A. Edison for the invention of the duplex and quadruplex telegraph, the phonograph, the development of a commercially practical incandescent lamp, the development of a complete system of electric lighting, including dynamos, regulating devices, underground system protective devices and meters. In 1909, to Charles T. Porter for his work in advancing the knowledge of steam engineering and in improvements in engine construction. In 1910, to Alfred Noble for notable achievements as a civil engineer. In 1911, to Sir William H. White for notable achievements in naval architecture. In 1912, to Robert W. Hunt for his contributions to the early development of the Bessemer process. In 1914, to Professor John E. Sweet for his achievements in machine design. In 1915, to Dr. James Douglas for notable achievement in mining, metallurgy, education, and industrial welfare. In 1916, to Dr. Elihu Thomson for achievement in electrical invention, in electrical engineering and industrial development, and in scientific research. In. 1917, to Dr. Henry M. Howe for his investigations in metallurgy, especially in the metallography of iron and steel. In 1918, to J. DESIRABLE as it is to summarize what has been set forth in preceding chapters, the task can only be approached with great hesitation. What follows represents the personal views of the author at the moment of writing, reserving the privilege to change them on more mature reflection or in the light of further evidence. With that reservation they may be stated somewhat as follows. Education for the mineral industries falls into two categories; general education and technical vocational, using the word vocational not in its usual sense but to signify preparation for specific activities, in which sense a law school is a vocational school. Even at the beginning, as indicated in the first chapter, mineral industry education was partly general and partly technical and that relationship still persists, because technical education requires a firm basis of general education. Our general American system is to provide free public general education through the twelfth grade, or completion of high-school work, though there are already many technical vocational high schools, and even in a community where nearly all the young people are preparing for entrance to college there will be some who wish to qualify for employment at the end of the high-school course, or even on completing junior high. Our educational system, therefore, has not only to provide education for those who intend to proceed beyond the twelfth grade but also for those who, for a variety of reasons, may wish or be forced to cease full-time education at any level between the first and twelfth grades. This study has been chiefly concerned with the problem of what kind and how much technical education to provide for those who have completed the twelfth grade and who wish to make their living in the mineral industries.
