By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

During the last 15 years much attention has been given to the " contact-metamorphic" ore deposits which mainly occur in limestone close to intrusive contacts. In general, these deposits are characterized by the association of magnetite and simple sulphides with the so-called L'contact-metamorphic" silicates. These silicates comprise garnet, epidote, vesuvianite, tremolite, wollastonite, diopside, hedenbergite, ilvaite, and many other rarer forms. The contact-metamorphic zones contain also in places minerals with boron, fluorine, and chlorine, like axinite, tourmaline, danburite, fluorite, and scapolite. There is also more or less quartz and coarsely recrystallized calcite. The simple sulphides embrace pyrite, pyrrhotite, chalcopyrite, galena, zincblende, more rarely arsenopyrite. On the whole, sulphantimonides and sulph-arsenides are rare. Deposits of magnetite or chalcopyrite or of both are most common. The deposits have an irregular or rudely tabular form, following main contacts, dike contacts, or stratification planes; they rarely extend for more than 1,500 or 2,000 ft. from the contact; far more commonly they only reach a distance of a few hundred feet from that surface. The deposits are usually formed by replacement of limestone, or allied calcareous rock. Apparently they are found both in relatively pure and in impure carbonate rock. The deposits are geoiogical bodies of a chemical and mineralogical character differing greatly from the adjoining intrusive rock and from the unaltered limestone. They are rich in silica and iron, with more or less of lime, magnesia, alumina, sulphur, and rarer metals like copper. The so-called contact-metamorphic silicates which form the gangue usually are coextensive with the metallic minerals, though of course not necessarily with the merchantable ore. All opinions agree in holding the deposits of epigenetic origin, later than the inclosing limestone. Regarding the origin of the metals and the genesis of the ores there are several opinions. 1. THE American producers of silver are keenly alive to the importance of the silver problem and its vital effect on the mining industry in Montana and other States where precious-metal mining constitutes a basic industry. There are so many ramifications to the subject that one is tempted, no matter from what angle an approach is made, to digress along lines that inevitably lead into a maze of social, economic and financial problems, through which no clear pathway is marked, and regard¬ing which no definite opinion can be expressed, as the ultimate solution is dependent upon the policies adopted and carried out by the more important Governments with reference to their fiscal requirements and currency systems. The situation may be summarized in two questions First, what, if any, plan have the silver producers, as being the most directly interested, to offer in meeting the situation which will confront the industry upon the termination of purchases of domestic silver under the Pittman Act? Second, what, if any, assistance can be extended by the Government in connection with the problem? In answer to the first inquiry, while the matter has been the subject of discussion among the principal producers, they have been unable to formulate a defi-nite plan, principally because they have been and are dealing with a subject embracing many unknown fac-tors; and second, it has been felt that before any plan is adopted there should be indicated the extent to which cooperation on the part of the Government may be depended upon to enable a proper study of the situation to be made. In order to explain these rather cryptic statements, a general review of the situation may aid. Whatever differences of opinion there may have been in the past upon the subject of bi-metallism or the establishment of a fixed ratio between the coinage value of gold and silver, it will probably be conceded that it would be neither wise nor expedient to attempt a revival of this discussion, nor to undertake to solve the question by the adoption of such a remedy. Issues of contro-versial economics must be avoided, if possible-political economics will destroy rather than assist constructive effort.

I DISAGREE with Mr. Brinsmade on several points, and I will discuss his remarks under the same six topics which he has used. 1. Rate of Interest Earned by Sinking-Fund.-I believe Mr. Brinsmade is confused in his ideas as to the effect of new gold on the interest earned on money. The flood of gold which he mentions certainly should not operate, to increase interest rates, but since it replaces and adds to liquid capital should reduce interest rates and counteract the destruction of liquid capital which he mentions. Furthermore, it is doubtful if the destruction of capital since 1897 by wars and catastrophes has been any greater in proportion than in similar periods before 1897. With regard to savings banks, I would say that only 3 per cent. is allowed on deposits through a large part of the West. As to bonds, they can be bought to yield any rate. of interest desired up to 6 per cent., but, a 5 per. cent. bond is not as safe as a 4 per cent. bond, nor a 4 per cent. bond as safe as a 3 per cent. government security. I do not understand why Mr. Brinsmade says that Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer War. Certainly there is no reference to the Boer war or to English conditions in Mr. Denny's article. M. Howard Burnham, in his admirable work on mine valuation, says': ". For instance, redemption is taken at 3 per cent., because even 4 per cent. represents a greater risk, as is indicated by the purchase of Government paper to bear only 3 per cent., the great desideratum of the .latter being security." . Again, Mr. Burnham says:2 "The tables are calculated on the assumption that the dividends shall accumulate at 3 per cent. only, as in accordance with the general idea set out elsewhere, a rate greater than 3 per cent. involves appreciable risk with which it were inaccurate to saddle the sinking-fund if risks are to be segregated, this being the basis of all the writer's calculations."

Although it is apparent that porphyry copper deposits may have formed in the Andean orogen from Permian time onward, commercial deposits thus far developed appear to have Cenozoic ages only. Following Chilean usage, the porphyry deposits are divided into either (1) a stockwork or (2) a tourmaline breccia model. As indicated by evidence cited in the paper, stockwork-type deposits tend to be related to major strike-slip structures which may be either transcurrent or transverse faults related to plate movements, while the tourmaline breccia type may more frequently form independently of regional faults. Stockwork types may be conjugate fractures that intersect and ramify as a network of veins and veinlets, cutting altered rock, and genetically related to a major regional fault, or in other cases they may reflect the intersection of two large fault structures. Circular fracture patterns may more rarely occur in stockwork deposits in response to a specific intrusion. Tourmaline breccia types are characterized by circular and radial fractures genetically connected in some way with touramline breccia pipe development or an intrusive piercement that preceded it. Each structural model contains mineralized intrusions which have a close time-space relationship to ore, and in each model mineral paragenesis is similar, regardless of age or location in the plate. Also, each model contains the same type of alteration halos (phyllic, argillic, propylitic) as are developed in intrusive centers in porphyry copper deposits found in North America. The potassic zone is exposed best in the older deposits. Examples of each type of deposit are illustrated, demonstrating the feature evolved.

The problem of stability of slopes in reservoirs is one of real interest in civil engineering. The problem is whether the valley walls will remain stable or whether they are likely to slide as conditions are changed by storage of water in the reservoir. If major slides are indicated, as on the walls of relatively steep canyons, one must estimate whether they will be so located and of sufficient size as to interfere with operation of the reservoir-as by blocking the outlets, or by displacing sufficient water to over-top the dam in a huge wave. Some cases involve problems in soil mechanics for slides in earth or weaker rock; other locations need the assistance of rock mechanics for slides in harder rock. While this is not a new problem, attention has recently been focused on its importance by the hugh landslide into the Vaiont reservoir in 1963, which claimed the lives of over 2000 people and forced abandonment of the dam and powerhouse. VAIONT RESERVOIR SLIDE Fig. 1 shows Vaiont Dam in Italy which is a double curvature arch, 875 ft high, located on a tributary of the Piave River, north and west of Venice. When completed in 1960 it was the highest arch dam in the world. In 1960 a sizable landslide (some 700,000 cu yd) occurred on the left abutment a short distance above the dam. Following this, the reservoir was held down for construction of a by-pass tunnel through the right valley wall to insure connection with the upper end of the reservoir in event of further slides. In October 1963 a giant landslide occurred on the left valley wall, over a width of some 14 miles (see Fig. 2). Over 300 million cu yd slid into the reservoir, displacing the water and forming a hige wave 700 ft above the top of the dam as it hit the opposite, or right, wall of the valley. The wave then passed some 500 ft over top of the dam, followed down the tortuous winding canyon and debouched into the

QUITE a number of years ago in looking for basic facts, it seemed obvious, in view of an unquestion-able supply of raw material and an extensive requirement probable in the near future, that the funda-mental requirement of any shale-oil industry was mass production 'by a continuous process. This decision greatly simplified matters, as it eliminated all considera-tion of externally-heated retorts, and all batch processes, which only utilize a part of the capacity of the interior space because, unless the ashes are removed as rapidly as formed, the space occupied by them is dead, instead of being occupied either by shale in active distillation or in drying out and heating up preparatory thereto. A second imperative and basic necessity soon appeared as a natural sequence, namely, the fixed carbon of the spent shale must be utilized to supply the heat for the eduction of the oil. PRODUCTION OF THE CRUDE As the production of the crude oil is the first and most important step in the utilization of oil-shale, being the only source from which the multitude of possible by-products can come, each by a special treatment of the crude oil, I will devote the time allotted to me to the subject of crude oil production-its cost expressed in terms of tons treated per man per shift. The costs of mining the shale and refining the crude shale oil vary with local conditions and are not specially influenced by the source of the crude. But the cost of distilling the shale in terms of tons per man shift seems to be the basis of any proper comparison of costs. After considerable experimenting, ranging from laboratory tests up to and including quantities of fifteen to twenty tons, it was evident that a plant might be made up of an indefinite number of units operating in concert. The economic size of the units, however, would .have to be determined by experiment. The general theory of our process contemplates a regulated combus-tion of the fixed carbon in the spent shale, in its incan-descent condition after all the oil has been driven out of it; and a transfer of the resultant heat to the mass of raw shale above.

In the course of investigating the soft X-ray absorption spectra of Ni-A1 alloys, Das and ~zfiroff' observed an anomalous brittleness in solid solutions containing 3 to 5 at. pct Al. The brittle alloys also had anomalously larger lattice constants' and the fine structure at the nickel K edge of an alloy containing 3.96 at. pct A1 unexpectedly resembled that of NiA1 more closely than that of a solid solution containing 5.51 at. pct Al. This led them to suggest the possibility that short-range ordering was produced during the homogenization anneal to which each specimen was subjected, similar to that observed in dilute solutions of vanadium and of chromium in nickel: as the principal cause of embrittlement. It was decided to repeat the above measurements on several alloys in this composition range in order to test the above hypothesis and to establish the effect of heat treatment on the alloys' properties. Three solid solutions in this range were prepared containing, respectively, 3.16, 4.00, and 4.54 at. pct Al, in addition to alloys containing 6 and 9 pct. All samples were annealed in vacuum at 1800°F for 100 hr and then furnace-cooled to room temperature, as in the original study. The lattice constants of these alloys are shown by open circles in Fig. 1 and can be seen to fit quite closely the curve established by the previously measured values, indicated by solid circles. (The experimental errors are of the order of the size of the circles, +o.oo~R.) The three alloys containing 3 to 5 at. pct A1 were found to be quite brittle, as previously reported. In order to test the possibility of ordering, these three solid solutions were again heated to 1800°F and, following a few hours at that temperature, were quenched directly to room temperature. All three alloys lost their brittleness. In order to verify the proposed ordering hypothesis, it was decided to subject each sample to several cycles of quenching and annealing (disordering and ordering). WHILE working, during the summer of 1877, upon the "Chemical Composition and Physical Properties of Steel Rails," the results of which are given in my report with this title, I was struck with the surprising wear which some of the rails, which would ordinarily be called soft rails, had endured. At that time I knew of no chemical measure of softness except low carbon, and I found that a number of rails with low carbon had endured as high or higher tonnage, with apparently as little loss of metal by wear, as those with higher carbon. My own work on steel rails that summer did not embrace any definite experiments as to the amount of metal worn off the rail per million tons which had passed over it; and so I could get no more definite answer from that work, to the question at the head of this paper, than was given by comparing the appearance of the worn section of the rail with its tonnage. This comparison, however, served to arouse in my mind the query, whether the commonly received opinion as to the relation between the hardness and wearing power of steel is correct, as applied to steel rails. This opinion, if I am right, is: the harder the steel, the better will be the wear, and the limit of hardness is simply one of safety ; hard, brittle steel being, of course, more liable to break than soft, tough steel. The query, although aroused, did not bear any immediate fruit, and, as will be evident to any one reading it, the report above referred to was written with the commonly received opinion in mind. Since that time I have collected a little information upon this subject, which I should be glad to submit to the Institute, if for no other purpose, for the sake of arousing attention, and directing study to the question of hardness versus wear in steel rails. Before making known this information, however, permit me a few words in reference to hardness. How shall we measure the hardness of steel ? Of the various ways of getting indications as to the hardness of steel, which are known, three will serve our present purpose. These are: 1st. High carbon. It is generally agreed, I think, that at least within proper limits, the greater the amount of combined carbon in a piece of steel, the harder the steel, and I need not do

THE native methods of mining and milling gold-ores in Korea may not present any specially new features, but are chiefly interesting as primitive practices, still followed at the present day. In mining where the rock is hard, wood is piled up near the face of the tunnel or drift and then set on fire. The fire bums for twenty-four hours, after which, three or four days are given for the rocks to cool, before the miners go in and extract the loosened material. The only tools in use are a hammer, a steel gad about five inches long, and a flat spoon-shaped basket. The pay-streak or chute is closely followed, and in places the workings are very small and intricate. Rock not yielding more than $6 per ton is not extracted. The manner of opening a mine is to begin on the outcrop, where the rock pays, sink a shaft or run a tunnel on the vein, and follow the pay-streak and more easily worked ore. When this is exhausted, or the influx of water interferes, the opening is abandoned and operations are begun again at a new spot on the outcrop. The place usually selected is as high up on the mountain as possible, and in no instance is advantage taken of the topography by running a cross-tunnel to tap the vein. The ore is brought in baskets to the surface, and there placed in sacks, holding about 150 1bs. each, and taken to be crushed. The rock is first crushed between two stones, as shown in Fig. 1. The upper stone is oval and rounded on the bottom, so that it can be readily rocked on the under stone. Two pieces of wood, used for handles, are placed, one on each side, in grooves in the upper stone, and held in position by means of straw rope. The lower stone is not smooth on top, but exhibits three elevations running lengthwise, with shallow depressions between them. The middle elevation acts as a fulcrum on which the upper stone may be rocked. From two to ten men, according to the weight and size of the stone used, are employed in rocking. With four men, from 300 to 350 lbs. of rock can be crushed per day, the stone making 50 complete oscillations per minute. The men squat on each side of the stone and move it to and fro by means of the wooden handles. The ore is fed, in pieces up to the size of an egg or even larger, by one of the men. INTRODUCTION Requirements for achieving economic slope stability in open pit mining must not only be met during the operating stages but in all preceding stages of mine development. In many operating mines little or no emphasis was ever placed on evaluating the stability of possible slopes during the exploration and planning stages. The purpose of this discussion is to emphasize the necessary considerations that should be made in all stages of development in order to achieve the safest and most economic pit slopes. The most economic slopes may not always be the safest slopes and it is incumbent upon the mine operators and engineers to achieve an optimal combination of economics and safety. The stability requirements outlined are based on the profit motive and are, therefore, practically oriented. Long-term basic research or theoretical studies are considered important only to the extent that they can be shown to have a definite payoff. Consideration will first be given to the information required for stability analysis, which can be determined during the exploration and evaluation stage, followed by further stability work necessary during the mine planning and layout stage. Particular emphasis is then placed on the operating stage in which blasting, dewatering, artificial stabilization, and slope failure are discussed. Lastly, the importance of a logical and orderly research procedure is stressed. EXPLORATION AND EVALUATION STAGE The purpose of the exploration and evaluation stage in the mining scheme is to find and delineate a potential orebody. Discovery and delineation commonly involve drilling tens and in many cases hundreds of boreholes. These boreholes, which may cost as much as $20.00 per foot of depth for a cored hole, are usually abandoned once drilling is completed. Stability evaluation for a potential open pit should begin at this stage by taking advantage of the existing boreholes. Rock and soil properties, as well as hydrologic parameters, may be obtained from both the borehole and the core. Seismic velocity and neutron probes may be used to log the borehole to obtain elastic moduli data. A borehole dilation jack may also be used to give backup information on the rock and soil elastic parameters. THE term "electrocapillary amalgamation" is used in this paper to designate amalgamation processes that depend upon electrocapillary phenomenon; i.e., the action of an electric current upon the surface tension of mercury at the contact with aqueous solutions. Electro-capillary amalgamation is selected as a name for these processes because the electrocapillary phenomenon has been found to be the effective agent in the use of sodium amalgam, as well as in the various processes using an electric current from a source outside of the amalgam. Amalgamation processes that depend upon supplying an electric current to the amalgam from an outside source, such as batteries and generators, have previously been called electrical amalgamation processes. There has been a tremendous amount of experimental work done on amalgamation processes involving the use of an electric current, as shown by the large number of patents issued on these processes: the earliest in 1885 and the latest in 19341. Regardless of all the experimental work, the fundamental principles causing the operation of electrocapillary amalgamation processes have not been described. The explanation usually given is that an electric current keeps the amalgam bright and clean. Patent No. 328532 states: It is well known that when amalgam plates are used for collecting gold and silver from their ores the surfaces of these plates are liable to become tarnished or sickened by certain substances contained in the ores or in the current of water which is employed to carry the ore over the plates, and that in this condition they are unfitted for amalgamating the particles of gold and silver. To prevent this and to keep the surfaces of the amalgamation plates always bright and in a better condition for catching and amalgamating the particles of gold and silver I employ electricity in the following manner:. . . THE problem of the metalliferous veins has always been an outstanding one in the science of ore deposits. In recent years interest has been stimulated by Spurr, who maintains that veins have consolidated from magmas that have densities as great as the densities of ordinary rocks. Lindgren published a noteworthy paper1 in 1926, in which he supports the theory that veins are deposited chiefly by hot waters. Lindgren's paper was discussed by Singewald, Spurr, Kemp, Anderson, Colony, Bateman, Porter and others. The discussion, in the main, was centered on the interpretation of fragments that are included in veins. This paper also treats the problems of fragments in veins and includes a reply to a review by Spurr2 of a bulletin by Larsen, and myself published by the United States Geological Survey on the geology and ore deposits of Creede, Colorado. Mineral veins containing fragments of the wall rock are common. At many places the fragments are completely, isolated, one from the other, and are entirely surrounded by vein matter. It has been stated that the vein matter around the fragments was heavier than the fragments and that the latter were floated in a magma. J. E. Spurr, who is the leading advocate of this hypothesis,4 urges that normal mineral veins were deposited by solutions heavy enough to float fragments of the country rock, and it is mainly on this relation that he bases his theory that veins are deposited by solidification of magmas. If it can be shown that vein-forming solutions have a specific gravity greater than rock (2.77), one is justified in regarding them as true magmatic solutions. It is shown later in this, paper,. however, that at Lead, S. D., water not more highly concentrated' than ordinary drinking water is depositing vein matter around fragments of schist and of steel in such a manner that the fragments are completely isolated and completely surrounded by the mineral cement.

The coal industry, one of the great basic industries in the nation, plays a major role in the American economy. Coal is the principal fuel used in generating tremendous quantities of low-cost power so necessary to the nation. Two-thirds of the electrical energy and one-fourth of all energy consumed in the nation is produced from coal. Large-scale production of steel, cement, and chemicals is vitally dependent upon this natural resource. Because of extensive reserves and low mining cost, it is one of the few natural resources in which the United States is a significant exporter. During 1965 in excess of 500 million tons of coal were produced, almost 10% over the previous year; more than 50 million tons were shipped to foreign markets. The utility market gained approximately 8% during the year for a total of 242 million tons.

BALL*—These maps are obvi-~,usly quite helpful in many types of mining engineering, but I want to find out if the prints which you obtain in the first step toward making any aerial contour map have already been corrected for tilt. Is that done afterwards only if you are going into the process of making a contour map ? GEORGE HESS (authors' reply)— The tilt correction is the first step in either compiling the mosaic or compiling the total map. They must be corrected. C. G. BALL—But are the contact prints themselves corrected for tilt? GEORGE HESS—They are not corrected. E. R. KAISER†—I enjoyed this paper very much, and am glad to learn that the methods have a high degree of accuracy and are in use in the coal industry. Accuracy in dimensions is understandable from the paper. Would you tell us how accuracy can be obtained in the vertical dimensions by means of the photographs so as to permit drawing contour lines? GEORGE HESS—To explain our process, even in a limited way, is quite a large order. However, the basic principle involved is the measurement of parallax by viewing two overlapping photographs stereoscopically. It would almost be necessary to have the various instruments here on view to adequately explain their operation. E. R. KAISER—Are the elevations for reference obtained at more than four points ? GEORGE HESS—The pattern of control is four points obtained in the corners. Primarily. that is to restitute the picture and horizontalize it. The vertical control points are read ill on the stereometer and a direct comparison is made while draw- ing the contour lines. You do have to have those four points. But one stereoscopic pair of 5 ft contours has some 340 acres on it, consequently for every four points picked up 340 acres are contoured. E. R. KAISER—How does your method compare with that used by the military reconnaissance during World War II? GEORGE HESS—The Army did not get into this refined mapping. Most of their work has been reconnaissance mapping by taking one vertical and two oblique views. Basically, the same principle is used. Our maps are for engineering purposes. The Army was primarily interested in reconnaissance. E. R. KAISER—You could take more than 48 pictures in one flight? GEORGE HESS—Yes, the Brock camera accomodates 48 pictures per magazine. EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1'2 Aside from an article by Churchill, Rowley, and Martin in 1948," little has been published on the subject of fluorine in coal except by foreign investigators. The first indication of fluorine compounds in coal was noted in England in 1934 by R. Lessing,4,5 who found that the presence of fluorine in Midland and West County coals was definitely established by etching of glass and by severe corrosion of porcelain fillings in a gas works scrubber. Etching of glass in a direct contact annealing kiln initiated research, and in 1944 four papers were published by H. E. Crossley,6-9 giving results of investigations of fluorine in coal of England by the Fuel Research Board, Department of Scientific and Industrial Research. These investigations studied methods of determining fluorine, the quantities present in various coal deposits, the geographical distribution of fluorine in British coals, occurrence of fluorine in minerals associated with coal, amounts of fluorine compared to other constituents of coal, the nature of fluorine compounds, and industrial significance of fluorine in coal. It was shown that British coals contain from 5 to 200 ppm of fluorine, which is probably present as fluorapatite [Ca10F2(PO4)6], often written as [3Ca3P2O8.CaF2]. The fluorapatite is intimately associated with shale in some coals and can often be separated from these coals along with the shales. H. E. Crossley8 also reported no correlation between the amounts of chlorine, sulfur, or ash and the amount of fluorine in different coals. He found, however, a relationship between the content of fluorine and phosporus in many British coals. Thus it should be possible to anticipate likely fluorine-rich coals from existing data giving phosphorus content. Beginning the year 1938, the East and East Central Texas district comprised 48 counties, which is equivalent to the Texas Railroad Commission districts 5 and 6. At the close of the year there were 46 oil and gas fields in this district. Eight other fields, seven oil and one gas, have been abandoned. Exploratory Drilling During the year, 113 exploratory wells were drilled. Nine discoveries were made, five of which proved to be oil fields, three distillate, and one gas. Completions for the district were 2043 oil wells (distillate wells included), 36 gas wells and 163 dry holes. Exclusive of the East Texas field, the Marion County extension of the Rodessa field led the district in the number of completions during the year. Production and Proration All fields in the district produced a total of 182,369,484 bbl. of oil, a decrease of 12.57 per cent compared with the 208,594,453 bbl. produced during 1937. The East Texas field produced 148,189,913 bbl., which was 81.6 per cent of the district's production for 1938. November daily average oil production for the East and East Central district was 469,102 bbl. The estimated cumulative production to Jan. 1, 1939, for this district was 1,753,894,802 bbl. It is estimated that the East and East Central district produced 38.9 per cent of the state's total production for the year, which was 468,781,632 barrels. The decrease in 1938 production, as compared to that of 1937, in this district was partly due to the Saturday and Sunday shutdowns, 71 days for the year, which is equivalent to 19.45 per cent of the year. Quantitative appraisal of the chances of finding various tonnages and grades of ore clarifies any exploratory development proposal. Ways are discussed of appraising chances in conformance with probability principles, and graphs are suggested to show tonnages, grades and the corresponding judged expectancies. Introduction When exploratory development of a mineral deposit is contemplated, three interrelated questions normally must be answered before a sound decision can be reached. How much will the program cost? How much will the anticipated ore add to the immediate value of the mine? And what is the chance of developing this ore? To justify development, the deposit should present a favorable disparity between the three factors, cost, chance and return. If, for example, there is a 50-50 chance of success, the ore that is sought should have an immediate worth (after deducting all subsequent charges that it must bear) of more than twice the cost of the development. Likewise, if the chance of finding the ore is but one in five, that ore should enhance the immediate value of the mine by more than five times the cost of developing it- With sound economic and operating assumptions, the cost of exploratory development and a present value of anticipated ore may be estimated within reasonable limits. Less general attention has been given to appraising ore chances in comparable terms. The exploratory experience of the mining industry is broad enough that knowledge, vision and judgment may be combined to yield more tangible evaluations of Ore expectancy than are now customary' A way of making such appraisals is suggested herein. The mathematics of probabilities cannot be applied directly to the search for ore. By coupling applicable principles of probability, however, with pertinent experience gained in mineral exploration, an estimate often can be made of the chance of finding a certain tonnage and grade of Ore in a specific location. Such estimated, or judged, expectancies for the several blocks of ground in a deposit may be combined in a simple chart to show the relationship of the various exploratory possibilities and the potential magnitude of the deposit' An engineer or geologist may find that the quantitative thinking required for an appraisal of this type is an aid in clarifying and coordinating his views and recommendations. The Whale Lode occurs in the main range of the Rocky Mountains, Park County, Colorado Territory, at Hall Valley. It has been opened up and worked to some extent by the Whale Mine, situated some 11,300 feet above the level of the sea. The mine, with 700 feet of the lode on either side of the discovery shaft, is the property of the Hall Valley Silver-Lead Mining and Smelting Company. The adjacent country rock is a compact, fine-grained gneiss; its general strike is about north and south, dipping steeply to the west. In the immediate vicinity of the mine, the strata are very nearly vertical. The gneiss incloses numberless veins of a reddish granite, in which the feldspar largely predominates over the quartz and mica, the latter oftentimes being scarcely perceptible. As a general rule these granitic veins seem to more frequently follow the lines of stratification of the gneiss than otherwise. They are of varying width, some large, some small; the larger are from 5 to 6 feet wide. Gash veins of feldspar and quartz are also of very frequent occurrence. The general trend of the lode is about northeast. and southwest, intersecting the country rock at about an angle of 45 to its stratification. It dips to the northwest at an angle of 65. I am unable to state accurately how far this lode has been traced upon the surface, but it is at least well known to extend entirely through the mountain upon which the mine is situated, and is traceable over the ridge by a hollow extending for some distance along the surface, in which the lode crops out. This hollow in the surface rock has probably been formed through decomposition of the vein matter by atmospherical influences. The width of the crevice is variable, generally between 5 and 10 feet; the pay vein varies from an inch, or less, to 36 inches. The vein is generally accompanied both on foot and hanging walls by a whitish, semi-decomposed fock, composed of quartz and decomposed feldspar, and in some places—where the process of decomposition has not reached as advanced a stage—a lightgreenish or black mica. This rock, therefore, is in places composed of all the constituents of gneiss, and is undoubtedly nothing more or less than the same in a decomposed condition. THIS district commences near Pigeon River, the northeastern boundary between Minnesota and Province of Ontario, and extends entirely around the north shore of Lake Superior, terminating for the present at the Bruce Mines on Lake Huron. The discoveries of mineral-bearing veins have been confined for the most part to the lake shore, or to the country opened up by the Dawson Red River road. As yet the country back from the lake has been but little explored, on account of its roughness, being intersected by steep, rocky trap bluffs, 1000 or more feet high, and alternating white cedar and tamarack swamps. The forests are exceedingly difficult for prospectors. In many places Titanic piles of rocks, protected by chevaux-de frise of dead cedars, with their hooked, tough, sharp branches, and- a covering of spongy moss, sometimes several feet thick, successively guard against the discovery of hidden treasure. The Hudson's Bay Company for nearly a century have maintained trading-posts at Fort William and other points, which probably opened the way to the first discoveries that were made at Prince's Bay, near the western limit of the district. At this point a large vein was worked by Colonel Prince, the owner, as early as 1846. The richest part of the vein seems to have been on Spar Island, but work was stopped on account of excess of water. Sir William Logan states that a mass of ore weighing several hundred pounds and carrying 3 per cent. of silver was taken out. On the mainland small quantities of native and sulphide of silver were found, together with iron and copper pyrites, zinc blende, and galena, in a large spar vein.
