The presence of tellurium in copper and, by inference, in copper alloys, has been considered seriously detrimental and has been avoided. In particular, very small amounts of tellurium have been found to produce red-shortness, although the effects on cold-working and ordinary physical and mechanical properties have not been known so definitely. References in the literature are few, but as long ago as 1881, Eglestonl reported that 0.083 per cent tellurium in fire-refined copper rendered the copper red-short and therefore worthless for hot-rolling. In hot-rolling copper cakes containing this amount of tellurium, he found that fine cracks appeared in the cakes on the first pass through the rolls, the cracks opening further in successive passes. When cold, the metal was said to be tough and malleable. A few years ago, during the course of an investigation in our laboratory on copper-base alloys, it was found that tellurium-bearing alloys could be machined much more freely than similar alloys not containing tellurium. The study was pursued further in this direction, and considerable data were obtained, which indicated that certain tellurium-bearing alloys might have properties of commercial interest. The work eventually led to patent protection,2 a wide range of tellurium-bearing copper-base alloys being covered. This article presents results obtained on the effect of tellurium on the mechanical properties of three copper-base alloys: commercial bronze (90 Cu, 10 Zn), 1.5 per cent tin bronze (98.5 Cu, 1.5 Sn), and silicon bronze (96 Cu, 3Si, 1 Zn). Several alloys were cast in each series, with tellurium content ranging from 0 up to about 1 per cent. The alloys were melted under charcoal in a clay-graphite crucible, using a high-frequency induction furnace, and were cast without undue difficulty in rod form, 15/8 in. in diameter. Beginning the year 1938, the East and East Central Texas district comprised 48 counties, which is equivalent to the Texas Railroad Commission districts 5 and 6. At the close of the year there were 46 oil and gas fields in this district. Eight other fields, seven oil and one gas, have been abandoned. Exploratory Drilling During the year, 113 exploratory wells were drilled. Nine discoveries were made, five of which proved to be oil fields, three distillate, and one gas. Completions for the district were 2043 oil wells (distillate wells included), 36 gas wells and 163 dry holes. Exclusive of the East Texas field, the Marion County extension of the Rodessa field led the district in the number of completions during the year. Production and Proration All fields in the district produced a total of 182,369,484 bbl. of oil, a decrease of 12.57 per cent compared with the 208,594,453 bbl. produced during 1937. The East Texas field produced 148,189,913 bbl., which was 81.6 per cent of the district's production for 1938. November daily average oil production for the East and East Central district was 469,102 bbl. The estimated cumulative production to Jan. 1, 1939, for this district was 1,753,894,802 bbl. It is estimated that the East and East Central district produced 38.9 per cent of the state's total production for the year, which was 468,781,632 barrels. The decrease in 1938 production, as compared to that of 1937, in this district was partly due to the Saturday and Sunday shutdowns, 71 days for the year, which is equivalent to 19.45 per cent of the year. Efficient ventilation of metal mines consists in having such complete control of air currents that there is always supplied at placcs where men work sufficient moving air to allow working at maximum capacity without injury to health; and in case of underground fire or of surface fire in the vicinity of mine openings, underground air currents may be quickly reversed if desired, or air may be sent into or excluded from any region and fire fumes confined to only part of the mine workings, instead of penetrating practically the entire mine. Health and safety of workers in mines as well as proper safeguarding and operating efficiency of mining properties are so intimately associated with proper ventilation of mines (both coal and metal) that they are inseparable, yet ventilation is only too frequently neglected, especial1y in metal mines. The metalliferous operator, generally not confronted with inflammable gas or explosive dust which so frequently force ventilation of coal mines, usually disregards air supply altogether except such as may be obtained from compressed air; and generally, even when attention is given to metal-mine ventilation, the air currents rarely are found where they are needed, namely, the working places, especially the working faces. After several years' study of miners' consumption, the writer is convinced that long continued breathing of air impregnated with large quantities of any kind of finely divided dust, such as is found in a large number of the working places of our mines, will ultimately produce some respiratory disease, whether it be asthma, bronchitis, or phthisis; and the progress of these diseases is hastened if there are also present high temperatures, high humidities, or harmful gases or if there is present (and allowed to remain to be breathed) large quantities of the finely divided dust when air temperatures are low, hence favorable to maximum performance of work with accompanied maximum breathing into the respiratory passages of the harmful material. It is now well established, chiefly through the work of Davenport and Bain,' that the influence of temperature upon the rate of transformation of austenite to ferrite at constant temperature is represented by a curve of the type shown in Fig. 5 on page 295 and the reasons for this general shape have been discussed by them in a qualitative way. Thus, the upper part, or nose, of the curve is the resultant of two factors of which the rate of change with temperature is not the same, and by analogy with other like cases it is almost certain that these factors are: (1) the chemical potential, or driving force, of the transformation, which is zero at the equilibrium temperature and increases rapidly as the temperature falls below this point; and (2) a factor analogous to viscosity, or resistance of the crystal lattice to a change in structure, which also increases as the temperature is lowered. Just below the equilibrium temperature this virtual "viscosity" of the metal is relatively low—that is, the metal offers little resistance to a change in lattice—but the driving force is also small, and the net result is that the reaction proceeds slowly. As the temperature is lowered the magnitude of both factors increases; but at first the driving force increases more rapidly than the resistance and the reaction is observed to proceed more rapidly. At lower temperatures, however, the resistance begins to increase faster than the driving force, and eventually, at the nose of the curve, overbalances it, causing the reaction to proceed more and more slowly thereafter. This concept is somewhat, though not completely, analogous to that employed in certain electrical cases where the precise factors are known and are separately measurable. The current I (in amperes or coulombs per second) flowing through a given wire is proportional to the impressed potential, or driving force E, and is inversely proportional to the resistance R of the wire; that is, I = E/R. Stated in a slightly different way, the time required for one coulomb to pass a given point (1/I) is equal to R/E. If the temperature of the whole circuit is changed, the resultant change in 1/I will depend on the relative rates of change of R and of E,

The important place in the economic life of the country that is occupied by the United States Geological Survey and the various state surveys is appreciatcd by most members of our Institute. To the public at large, the functions of these surveys are no doubt largely unknown, and taken for granted. Possibly a realization of the value of the work of these government branches is brought home most fully to that group of our members whose duties as examining engineers and mining geologists take them to mines and prospects in many different parts. The examining engineer or geologist is usually seeking for a judgment on the value of an enterprise from the standpoint of the useful minerals that may or may not be present; he must also attempt some prediction as to future market prices. On his opinion rests the determination of the expenditure of money, which rendered into other language means the expenditure of human effort. An opinion on an exploring venture or the reasoning out of the probable extensions of an orebody requires among many other things a background of knowledge covering the geologic horizons not only of an immediate area but of the surrounding area, a knowledge of the structural geology and of the causes that have operated to form the ores as they are. The great storehouses of this knowledge are the statistics, reports and maps issued by the various geological surveys. They supply the groundwork for additional observations. To these, reference is always made when going into a new district. The technique of work in the field and laboratory, and to some extent the hypotheses that underlie our methods of approach, have been formed by men such as Van Hise, Leith, Kemp, Spurr, Emmons and Lindgren, who developed their powers in the service of the geological surveys. In addition to whatever originality of thought, or power to observe facts and analyze them, may be our portion, we require, in the application of the arts and sciences, a knowledge of what has already been done. We stand on the shoulders of those who have gone before, and the extent of our vision often depends upon the thoroughness with which we form earlier work into one whole and make use of it.

The productive area of asphalt-bearing sandstone in Missouri is near the Missouri-Kansas state line near Nevada, the county seat of Vernon County about 100 miles south of Kansas City. While production thus far has been confined to Vernon and Barton counties, there are known deposits in adjacent counties. The area is served by four railroads: the Missouri Pacific, the Kansas City Southern, the Missouri-Kansas & Texas, and the St. Louis & San Francisco. The plant of the Reliance Rock Asphalt Corporation is in Vernon County, about 5 miles west of Nevada, at Ellis, a flag station on the Missouri, Kansas & Texas Railroad. A siding has been built to the plant SO that the finished product can be loaded directly into railroad cars. The property consists of a lease of 240 acres in one block. All portions of the property not required for quarrying or processing the asphalt-bearing sandstone are used for farming by the fee owner. The entire tract is very flat so that there are no transportation difficulties from quarry to plant. Geology The commercial asphalt-bearing sandstones are all of Pennsylvanian age, the major portion of the production coming from the Cherokee formation, the basal member of the Des Moines group. The Cherokee formation includes all beds between the base of the overlying Fort Scott limestone and the Mississippian limestones below. It underlies most of the area, but in the west and northwest townships of Vernon County, and elsewhere in local outliers, the Henrietta limestone, forming mounds, escarpments and high ridges, covers the Cherokee, and is in turn covered by the Pleasanton shale. In the eastern portion of the counties, the Mississippian limestones are exposed. The thickness of the Cherokee varies according to the amount that has been removed by surface erosion. Where fully present under the Henrietta; it is approximately 375 ft. thick, but over most of the county it ranges from 100 to 200 ft. thick.

FOR successful electrostatic separation, the behavior of the component minerals of the tested ore under various conditions should be known. In the course of investigation, it was found that these are difficult to measure accurately by the presently available methods. The method used by Johnson1 is handicapped by the fact that particles in the extreme front and rear end of the falling stream are difficult to control or observe accurately. Furthermore, this method is not applicable when the tested sample consists of more than one mineral. The deflection method, as reported by Fraas,' is inadequate to show the differential amounts of mineral particles deposited at the various horizontal positions under the grounded roll of the separator. This weakness is further noted when the tested sample contains more than one mineral. The purpose of this paper is to introduce a new method capable of measuring the behavior of mineral particles under various conditions, and of defining the optimum condition for separation. The main factors which influence the behavior of mineral particles in electrostatic separation are also described. dividing gauge and the two attached collecting chutes of a Johnson separator.~ This distribution analyzer consists of sixty or more 1.0-cm wide cells as shown in part in fig. 1; it has been fully described in a previous article." Except where otherwise stated, the testing procedure used in this paper is as follows: (a) calculate the weight of feed for a l-min run at a constant feed rate of one layer of closely packed particles falling on the grounded roll; (b) weigh and dry the feed at 100°C for 12 hr; (c) place the top of the distribution analyzer level 4 cm below the bottom of the grounded roll, so that the cells are longitudinally parallel to the grounded roll and the zero edge of a suitable cell is directly under the front vertical tangent to the grounded roll (see fig. 1); (d) with the charged roll at a negative potential of 15.5 kv, the dry hot sample is introduced into the feed chute at a constant feed rate; and (e)

New Mexico, after several years as the sixth ranking oil-producing state, was surpassed by Illinois and for 1939 ranks seventh in the United States. Oil production for 1939 was 36,746,840 bbl. Production for 1938 was 35,510,176 bbl., a gain of 0.033 per cent. Production for the year would have been greater had there been a pipe-line outlet for the Vacuum field. The complete shutdown during the latter part of August covering a period of 15 days meant a production loss of over 1,500,000 bbl. of oil. Daily production allowable as set by the Oil Conservation Commission has followed very closely the recommendations of the Bureau of Mines. It has been found that the recommended allowables as quoted by the Bureau of Mines do not always reflect the actual demand, as there is a considerable lag hetween the recommended amounts and the current demands. During the year the various operating companies have done considerable remedial work in setting packers to reduce the gas-oil ratios in the various fields. Six new fields were discovered in New Mexico during 1939; three in Lea County, two in Eddy County and one in Chaves County. In the early part of 1939 a committee composed of the various engineers and geologists recommended subdividing the old Artesia area into various producing pools. This division was accepted, therefore the total number of producing fields in New Mexico is considerably greater than the number of fields in 1938, but does not represent new fields discovered during the year. The southeastern area continues to he the largest producer of oil. During the year 2,716,551 bbl. were produced in Eddy County and 33,690,996 bbl. in Lea County. Total production ill the northwestern part of the state, which includes San ,Juan and McKinley Counties, was 338,293 bbl. At the beginning of the year the daily average nonmarginal well allowable for Lea County was 48 bbl. At the close of the year it was 49 bbl. The daily average production for the year was 97,313 bbl. During the year, 659 wells were drilled in the state, of which 565 were producing oil wells, 15 gas wells, 6 carbon dioxide gas wells and 73 dry holes. Relatively few data have been collected on the rates of diffusion in ternary solid solution systems. In general it does not seem worth while to gather extensive data for such systems until the factors that determine the rates of diffusion in binary systems are better understood. But the rates of diffusion in a ternary system of limited solid solubility, in which the terminal solid solution is in equilibrium with an intermediate phase and may thus be represented as a quasibinary system, represents a case of special interest. In this case, where by reason of the association of the two solute metals in an intermediate phase a special attraction of the two solute atoms may be safely assumed, some interaction of these atoms during simultaneous diffusion in the solvent lattice might be expected. It has frequently been proposed that molecular solid solutions exist in quasibinary and in other ternary (and binary) solid solutions. There is no direct evidence for such solid solutions; arguments based upon the supposed anomaly in certain physical properties1 are hardly important; unexpected density relationships have proved deceptive;2 suggestions of molecular solid solutions have been made on the basis of solution laws in their application to certain systems, but without result;3 attempts to find lattice parameters in the solid solution Al-MgZnz, which cannot be calculated from the separate effects of magnesium and zinc and might therefore be taken as evidence for a molecular aggregation, have given negative results.* Fundamentally, methods for the determination of the state of molecular aggregation in solution depend upon the kinetic behavior of the particles constituting the system. If it could be shown that the two solutes in a quasibinary ternary system diffuse in molecular proportions, despite a radical difference in the separate rates of diffusion of each solute when diffusing alone in the solvent lattice, some basis for the concept of molecular solid solution would be afforded. In making gold alloys possessing certain physical properties, such i~nportant factors as corrosion resistance, color, hardness and melting points must be considered. All of these requirements depend directly upon the composition. It is possible to obtain the same colored gold alloy by using different compositions, but in doing so one may bring in some undesirable property. Other investigations have been carried on in this field by F. E. Carter,' E. M. Wise12 and L. Sterner-Rainer2 To make a complete study of the effect of composition upon these properties, a systematic investigation was carried on involving a range of copper content from 85 to 65 per cent. Elements such as zinc, silver and nickel were used to replace in part the copper content. The gold content in all the alloys remained constant. Only 10-karat gold alloys of those containing 41.6 per cent gold will be considered. All of the alloys were made in an induction furnace. Each alloy was cast in a 3 by 1/4 by 3/4-in. ingot. The method of obtaining the melting points and making color determinations was described in a previots paper.4 The Rockwell B scale with the 1/16-in. ball and 100-kg. weight was used for all hardness determinations. The submersion of test pieces in concentrated nitric acid is one of the standard corrosion tests used in the optical trade. A test piece in the 50 per cent cold-worked condition, % by 2 by 0.045 in., is blanked from a skip using a die, and the weight loss per square inch of surface is taken as a means of comparison. The time for this test is 2 1/2 hr. of actual submersion of the test picce in the acid. This standard test was applied to all of the 10-karat gold alloys discussed in this paper. The tensile tests were made upon strips of the dimensions shown in Fig. 1. The test pieces after blanking were annealed at 1300" F. for 20 min. and cooled in air. Thc "drop of the beam" method was used in determining the yield point, as there was a very marked "drop" when the yield point was reached.

THIs paper brings forward a discussion that was prepared for the meeting of the Coal Division in Chicago in 1938.1 War in Europe less than a year after that meeting, followed by our defense preparations and entry into the conflict, caused general cessation of large-scale experimentation on the subject, and it is best to confine this paper to events in the United States during the five-year period since the preceding paper was written. The views of members of the Coal Division's Committee2 on Rock-dust-ing for 1943 were obtained before this paper was written and the manuscript was reviewed by them. Extent of Rock-dusting Statistics on the use of rock dust in the United States during the years 1930-1933, appearing on page 97 of Volume 139 of the Transactions are extended in Table I herein through the year 1941. The results through 1933 did not appear encouraging, but there has been improve-ment since that date. It has always been true that the larger operations were the ones that used rock dust. In 1941 only 10 per cent of the mines in the country used rock dust, but they produced 57 per cent of the coal, employed just under 50 per cent of the miners, and accounted for 52 per cent of the man-hours. Unfortunately, collection and compilation of these statistics are slow procedures, and figures dealing with the tremendous war expansion of the industry are not likely to be available for a year or more. In 1941 the five leading states in regard to percentage of man-hours worked in mines using rock dust were: Utah, 92.1; Wyoming, 79.3; Alabama, 77.4; New Mexico, 72.5; West Virginia, 65.3. Quantitative appraisal of the chances of finding various tonnages and grades of ore clarifies any exploratory development proposal. Ways are discussed of appraising chances in conformance with probability principles, and graphs are suggested to show tonnages, grades and the corresponding judged expectancies. Introduction When exploratory development of a mineral deposit is contemplated, three interrelated questions normally must be answered before a sound decision can be reached. How much will the program cost? How much will the anticipated ore add to the immediate value of the mine? And what is the chance of developing this ore? To justify development, the deposit should present a favorable disparity between the three factors, cost, chance and return. If, for example, there is a 50-50 chance of success, the ore that is sought should have an immediate worth (after deducting all subsequent charges that it must bear) of more than twice the cost of the development. Likewise, if the chance of finding the ore is but one in five, that ore should enhance the immediate value of the mine by more than five times the cost of developing it- With sound economic and operating assumptions, the cost of exploratory development and a present value of anticipated ore may be estimated within reasonable limits. Less general attention has been given to appraising ore chances in comparable terms. The exploratory experience of the mining industry is broad enough that knowledge, vision and judgment may be combined to yield more tangible evaluations of Ore expectancy than are now customary' A way of making such appraisals is suggested herein. The mathematics of probabilities cannot be applied directly to the search for ore. By coupling applicable principles of probability, however, with pertinent experience gained in mineral exploration, an estimate often can be made of the chance of finding a certain tonnage and grade of Ore in a specific location. Such estimated, or judged, expectancies for the several blocks of ground in a deposit may be combined in a simple chart to show the relationship of the various exploratory possibilities and the potential magnitude of the deposit' An engineer or geologist may find that the quantitative thinking required for an appraisal of this type is an aid in clarifying and coordinating his views and recommendations. MOST of us householders in the East burn anthra-cite, so the problem that interests us most is the distribution and supply of the domestic sizes of anthracite. That, however, is only a small part of the coal problem and has its own peculiarities. Whether anthracite prices are high or low is largely a matter of relativity, depending on the size of the transaction, the available supply, and other things. As an isolated example which I hesitate to quote because it is not entirely representative, you may be interested to know that the Government fuel yard has been delivering to the Government buildings in the District of Columbia, white-ash stove coal at 16 c. a ton less during January, 1923, than during the same month of 1922. The reason is that the Government deals only with large companies who have been wise enough not to boost their prices and the small increase at the mine has been more than offset by the decrease in railroad rates. The total cost is $12.50 per ton, but I want to make it perfectly clear that it does not follow that this would be a just price for a retail dealer to charge the domestic consumer. For example, in the Government business there is no such thing as a bad debt, and certain other fixed or general charges are charged to other departments. The Bureau of Effi-ciency made an effort to determine what would be a. legitimate handling charge for a retail dealer, in Washington, and concluded that if the Government's cost of handling was $1.00, then $1.88 would be the corresponding fair charge to pay a retail dealer carrying the same volume of business, allowing for bad debts, complete depletion and depreciation of his equipment, and 10- per cent. profit. Assuming that this is the correct differential for Washington, it does not' follow that it would be equally just for Pittsburgh, New York, or elsewhere; nor does it by any means follow that it is a fair differential this year, because the dealer, after being unable to use his equipment in the summer months, now has to deliver an unusually large quantity of coal. I merely cite this instance to show that on the basis of primary cost of coal plus railway charges the retail price is not necessarily higher this-year than last.

EXAMINATION by the differential thermal analysis technique of a large number of samples of soil and other clays from various parts of the world has demonstrated that the occurrence of cold-precipitated hydrated ferric oxide (the identification of which in soil clays has previously been reported5) is not confined to any limited locality; e.g., it has been found in varying amounts in clays from Britain, France, South Africa, and Mexico. The conditions necessary for its formation have not yet been elucidated in spite of the number of samples examined, and, since this mineral is so easily prepared in the laboratory, it has been considered that a study of its constitu¬tion and of the conditions under which it could be prepared might. lead to a better understanding of the factors involved. These experiments form the subject of this short paper, and while they do not supply a definite answer to the mode of formation of this mineral in nature, they may, it is hoped, add something to our knowledge in this direction. EXPERIMENTAL WORK Materials Employed The a-Fe2O3.H2O (goethite) and B-Fe2O3.H2O (Weiser and Milligan") were obtained from the Department of Geology, University of Aberdeen, and Rothamsted Experimental Station, respectively. The beta material had been prepared by the method described by Fernelius.1 y-Fe2O3.H2O (lepidocrocite) was prepared at the Macaulay Institute for Soil Research by the method of van Schuylenborgh.6 The method employed for preparation of the cold-precipitated hydrated ferric oxide* was as follows: 1: 1 NH4OH was added (moderately fast with rapid stirring) to a solution of 5 grams FeC13.6H2O in 250 ml distilled water at room temperature (ca. 15°C) until red litmus turned blue, and then 2 to 3 drops in excess. The resultant precipitate was filtered off on a Buchner funnel and washed free from Cl- with distilled water. In 1857 the Philadelphia and Reading Railroad Company, whose main line extended from Philadelphia to Pottsville, Pennsylvania, with branches into the coal regions of Schuylliill County, made a contract with the Fairmount Rolling Mill, at Philadelphia, for the rerolling of some four thousand tons of iron rails. The essential features of the agreement were that the old rails should be piled with puddled iron and rolled into flats for the rail pile, which latter was • to be of a section seven inches square, and after being heated, and reduced, by rolling, to a bloom of a section about fire inches by six inches, was to be reheated, before being finished into the rail of the T pattern, four inches high, weighing sixty-four pounds per yard. Great care was exercised in the execution of this contract, and the rails being distributed over all parts of the road, gave general satisfaction by their excellent wear. Five years afterward, the principal proprietor and manager of the Fairmount Rolling Mill was elected President of the Reading Railroad, and very many of the rails made under his supervision were still in use in the tracks of the company, of which he had just assumed the management. His first efforts were, therefore, directed to the procuring of more rails of the same quality wherewith to replace those worn out. Here he encountered some trouble, makers refusing to bid because of the details in the specification, the required reheating being the objectionable feature, for which it was generally intimated they would not be sufficiently remunerated for the increased labor, extra coal consumed, and the changes necessary from the established methods of working. Most of the new rails were, therefore, bought, and the old rails rerolled without regard to any particulars as to the manner of piling, heating, etc., each manufacturer furnishing what he deemed the best article possible for the money. RECORDING that the latest annual meeting was the largest and most successful ever held has be-come almost a habit, but when, as this year, the registration on the first day exceeded any other first day by two hundred, the annual dinner attracted nearly 1200, as compared with 750 at the previous largest one, and the number of technical sessions was larger than ever before, there seems no escape from so regarding it. In spite of the third day being a legal holiday (Washington's Birthday) no slackening, in attendance and interest was noted, and throughout the four days the greatest problem was to find enough meeting rooms and chairs to provide for the sessions, of which as many as twelve were in progress at one time. Solution of the problem would not have been possible (since the Engi-neering Societies building, was designed to provide only three general meeting rooms) except that a part of the eighth floor happened to be temporarily vacant. As these extra rooms will not be available next year, it may become necessary to adopt measures to keep the annual meeting down to the limit of facilities for handling it. The meeting opened on Monday with simultaneous sessions on iron and steel, geophysical prospecting, mine ventilation, non-metallic minerals, and milling, methods. The first four, which were continued after the usual recess for lunch, are reported in more detail elsewhere.

While working, during the summer of 1877, upon the "Chemical composition and Physical Properties of Steel Rails," the results of which are given in my report with this title, I was struck with the surprising wear which some of the rails, which would ordinarily be called soft rails, had endured. At that time I knew of no chemical measure of softness except low carbon, and I found that a numher of rails with low carbon had endured as high or higher tonnage, with apparently as little loss of metal by wear, as those with higher carbon. My own work on steel rails that summer did not embrace any definite experiments as to the amount of metal worn off the rail per million tons which had passed aver it; and so I could get no more definite answer from that work, to the question at the head of this paper, than was given by comparing the appearance of the worn section of the rail with its tonnage. This comparison, however, served to arouse in my mind the query, whether the commonly received opinion as to the relation between the hardness and wearing power of steel is correct, as applied to steel rails. This opinion, if I am right, is: the harder the steel, the better will be the wear, and the limit of hardness is simply one of safety; hard, brittle steel being, of course, more liable to break than soft, tough steel. The query, although aroused, did not bear any immediate fruit, and, as will be evident to any one reading it, the report above referred to was written with the commonly received opinion in mind. Since that time I hare collected a little information upon this subject, which I should be glad to submit to the Institute, if for no other purpose, for the sake of arousing attention, and directing study to the question of hardness versus wear in steel rails. Before making known this information, howevcr, permit me a few words in reference to hardness. How shall we measure the hardness of steel ? Of the various ways of getting indications as to the hardness of steel, which are known, three mill serve our present purpose. These are: 1st. High carbon. It is generally agreed, I think, that at least within proper limits, the greater the amount of combined carbon in a piece of steel, the harder the steel, and I need not do

MY first reflection on the subject assigned to me by the officers of this symposium was that a critical description of these lesser characters in the cast of inanimate actors now before us under the title "The Role of Metals in New Transportation" would be about as well received as the description of a horse race in terms of harness buckles and jock-ey's buttons. The word "new" in the title of this symposium seems to shout strong aluminum and stainless steel, unless we transfer our attention to transpor-tation on another planet where the strength-density ratios may require very different engineering treatment. To load a speaker with the "heavier nonferrous metals" amidst the airy consideration of flying or 20th century gliding along the earth and through water, like Hermes, the messenger of the immortals, and expect an instructive or enlivening flight into the area of current exploitation and popular interest in transportation would, of course, require the performance of a miracle or at least the exhibition of genius to which I can lay no claim. But copper and nickel, headliners in other classifications, are also indis-pensable as components of the important new structural materials of transportation, and together with lead, tin and zinc perform many minor or contributory functions in this field that may indeed be con-sidered well-nigh indispensable. A complete and well planned fabric of classification, explanation and critique of even these secondary functions would take much time, and I cannot hope in the 25 minutes or so alloted for the purpose to offer more than a rambling treatment, in which a thread of continuity will be sought by anchorage to one after another of the following attributes or appurtenances of the moving vehicle: 1. The machinery and accessories. 2. The framework and superstructure, and the line or travelway. 3. Light, heat, power, water, sanitary and housekeeping services. 4. Embellishment, or style.

The petroleum industry has been involved in Lore collective planning than any other American industry, with the exception of the railroads and utilities, and therefore is of interest as a case study in the experimental attempts to regulate the economic consequences of free competition. Planning is of course an integral part of effective management, hence at the outset a distinction must be clearly drawn between competitive planning and collective planning. By competitive planning is meant the aggregate of plans drawn up and prosecuted by the competing units occupying a field of enterprise; by collective planning is meant a collusion of plans, either originating among some or all competitors, or else imposed upon them, whether accepted or resisted, by some superior authority, usually the state. The prevailing popular concept of "planning" as applied to industry appears to be a program of conduct superimposed upon an industry unwilling or incapable of achieving a socially and economically desirable result under free competition. In this brief and tentative analysis of the subject, competitive planning is left to one side and attention is focussed upon the matter of collective planning as defined above. A basic functional difference between the two categories of planning is that in the case of competitive planning the individual plans are small, numerous, and tend to offset one another when in error; whereas in the case of collective planning, the separate plans are larger in scope, fewer in number, and tend to escape the incidence of the principle of compensation. In viewing the evolution of collective planning in the petroleum industry we find that during the past 20 years there have developed four more or less well defined collective plans and that at the present time the industry is deeply involved in a collective planning trend pointing toward further varieties. The four plans, which are to some degree transitional, may be conveniently named from the chief incidents that led to their formulations. The first collective plan was the program of control developed during the World War and hence called the war plan. The second plan was one originating within the industry in the period between the war and the inflation of the late twenties and called the inventory
