IT has given me great pleasure to read, in the papers recently published by this Society, the discussions on the subject of Technical Education, which were developed at the joint meeting held at the Franklin Institute in June, 1876; and since it was impossible for me to be present, I desire to improve this my first opportunity of adding the weight of my testimony and experience to what has been so ably presented by others. It is a subject about which the people need to be kept agitated, that their views may expand with the demands made for a higher and more thorough education. It is the public at large, the capitalist, the manufacturer, and the laborer, who are to be benefited more or less by this elevation of the standard of our professional schools, and it is but just, therefore, that the schools should look to them for the means with which to accomplish so desirable an object. It is no doubt to the interest of a metallurgist to employ a skilled laborer who will prevent waste by properly proportioning his materials ; by regulating the supplies of air and fuel ; by arranging his plant in the most economical manner, and by disposing of his products to the greatest advantage. The engineer is benefited by selecting for an assistant a person able to determine the values of his factors of safety for the same materials in different forms and positions, avoiding expensive suits for damages and cost of reconstruction; he should be able to so locate a road as best to fulfil the requirements of a through traffic, and yet develop local industries. But I need not multiply instances to show what all will readily concede, viz.: the advantages of a theoretical education ; that was fully demonstrated at the previous special meeting, but it is still an open question whether the practical instruction should precede, accompany, or follow the theory.

Tunneling in coal mines includes driving the main haulageways or roadways which serve as the development entries. Although constituting the lifelines of these mines, little attention has been paid to development entries in the United States in terms of systematic pre-construction planning and design. Coal mine tunnels, as the terminology is used in Europe and elsewhere, are understood in the United States to be the main development entries, either in room-and-pillar mining or in longwall mining. These development entries are not tunnels in the traditional sense since they usually are of a multi-entry type involving entries and cross-cuts, and their intersections. Thus, the design of coal mine tunnels is intertwined with the design of coal pillars. This paper summarizes the results of a three-year research project aimed at improving the design of development entries in U.S. coal mining. A design approach has been developed for this purpose and design procedures for roof support in main entries and for pillar sizing are proposed.

The direct precipitation of uranium with hydrogen peroxide has been known since 1877. Commercial use of the process began in the 1960s. During 1967 the US Bureau of Mines (USBM) assisted the Climax Uranium Co., Grand Junction, CO in the development of a uranyl peroxide precipitation process to control a molybdenum impurity problem (Shabbir and Tame, 1978). Atlas Minerals, Moab, UT has used hydrogen peroxide to control vanadium and sodium levels in uranium concentrates since 1969 (Caropresso and Badger, 1973). Recently, the use of hydrogen peroxide by the uranium industry has grown, particularly since the increased demand for uranium has led to the processing of low grade ores. Impurities present in low-grade ores can be concentrated with the uranium during milling and will substantially complicate the refining of uranium yellowcake concentrates. Consequently, commercial nuclear fuel processors have imposed stringent specifications and penalties to control these impurities. The ability to produce a pure uranium yellowcake can eliminate penalty or reprocessing costs. Hydrogen peroxide precipitation of uranium is specific and quantitative, producing a very high purity product. Although the hydrogen peroxide precipitation of uranium has, and continues to be used primarily as means of producing a high purity yellowcake, it has also become an important process due to the superior physical properties of the precipitate. Under normal operating conditions, the precipitate produced by the reaction of hydrogen peroxide and uranium is dense, easily filtered and dried. The final dry yellowcake is pure, high U308 assay product. Consequently, processing costs such as filtering, drying and/or calcining and drumming, can be reduced compared to ammonia, caustic or Mag-Ox precipitation.

Book Review MANAGEMENT AND MEN. By Meyer Bloomfield, Boston. The Century Co., New York, 1919, pp. 584, H.X. 5 1/2. $3.50. This hook is an exposition of English efforts to solve the problem of labor unrest in England. The first six chapters are reprinted from articles published in the Satur-day Evening Post, for whom the author went to England to study the problem at first hand. These articles deal with housing, increased production, eliminating the internal friction in the industrial machine and a chapter each devoted to the view-point of employer and employee. These chapters are written in the easily readable magazine style and give a complete general survey of the particular solution being tried. Perhaps their greatest., certainly not their least, worth lies in the fact that they form a vehicle for unusually voluminous appendices containing in full the famous Whitley Reports which are the basis of the new movement, together with various reports, which, except for this publication, would be largely inaccessible to those inter-ested in this country. The Whitley scheme considers each industry a unit and proposes to establish therein a Joint Standing Industrial Council composed of representatives of employers and employees to consider appropriate matters affecting the industry at large. There is to be a District Council for each industry which will, as its name implies, deal with the clatters pertaining to that interest in. the particular district. The third and last body in this scheme of Industrial Parliament is the Works Committee, which is com-posed of representatives of the management and of the workers employed in particu-lar plants or mines to act in close cooperation With the district quid national machinery. The Whitley or similar schemes have been tried in many communities in England and the book contains interesting comments on the result obtained, it being notable that most of the objections conic from plants which have not tried the scheme. Although coke is the acknowledged metallurgical fuel, and has been extensively used in this country for more than thirty years, yet the facts on record in regard to its physical properties are exceedingly meagre; and this is also true, but in a less degree, of its chemical composition. An investigation is being carried on in the National Museum which is intended to supply, so far as may be, this deficiency, and through the kindness of Professor Baird, Director of the Museum, I am permitted to present to the Institute a summary of a portion of the results already obtained. So far as I am aware, the credit for the first systematic investigation of the physical properties of coke belongs to Mr. John Fulton, Mining Engineer of Cambria Iron Co. The results of this investigation have been published in Report L, Second Geological Survey, Pennsylvania, 1875, and in a pamphlet setting forth the advantages of the Connellsville coke, the latter published also by the " Virginias"* His results are not altogether free from experimental errors, and the assumption that "the specific gravities of coke and water are very nearly alike "- is scarcely warranted. It has seemed to me, therefore, desirable to make an independent investigation of the physical properties of coke on a plan somewhat different from that adopted by Mr. Fulton. This is the investigation now being carried on at the National Museum.

Introduction and History IN speaking of the economic geology of southeastern Ontario, W. G. Miller and C. W. Knight' say that "there occurs in southeastern Ontario a variety of minerals and rocks of economic value, probably as great as in any district of like size on the North American continent. Some of these deposits, including marble and trap, are inexhaustible. Others, including talc and iron pyrites, have proved to be of considerable economic importance. From time to time, during the last 50 years, the following minerals and rocks have been mined or quarried with varying success: gold, iron pyrites, zinc blende, copper pyrites, galena, mispickel, magnetite, hematite, talc, actinolite, mica, marble, ophicalcite, feldspar; fluorite, apatite, corundum, graphite and sodalite. All of the economic materials, with the exception of fluorite, appear to be of pre-Cambrian age. The fluorite veins penetrate the Ordovician, Black River, limestone." Accompanying that report was an article by the writer on the Queensboro Pyrite Area which includes one of the two working pyrite properties in southeastern Ontario. In the present paper will be given a brief description' of all the known pyrite deposits in the area which may at some time possess an economic value, with fuller descriptions of the two working mines-The Canadian Sulphur Ore Co.'s mine near Queensboro, and the Nichols Chemical Co.'s property at Sulphide. The earliest mining of iron pyrites in Ontario was done in 1868 on the Billings property near Brockville. The mines were closed down in 1879 under the assumption that they were exhausted. Many other

Activated carbon is a strong adsorbent for amyl xanthate, capable of removing from solution up to a quarter of its own weight in xanthate. In selective flotation system where depression is unstable, separation efficiency increases with activated carbon additions. The improvements observed are brought about by two mechanisms. First, by removing stripped and residual collector ions from solution, competition between depressant and xanthate is reduced and depression is stabilized. In addition, the texture of the froth phase at high pine oil concentrations is modified by activated carbon such that better drainage between the air bubbles takes place, alleviating the mechanical entrapment of depressed mineral particles. In treating a bulk copper/lead concentrate produced from GECO ore, selectively between galena and chalcopyrite is increased when activated carbon is used. Although the rate of flotation of galena is marginally lowered by activated carbon, a small extension in the duration of flotation allows the lead recovery to increase by 19% at the same recovery of copper. An addition rate of 0.75 kg/ton (1.5 lb/st) of bulk concentrate is suggested as optimum from this testwork. However, the actual level used in the mill is dependent upon the residual concentrations of collector and frother in the bulk concentrate pulp.

In situ solution mining of uranium has environmental advantages over conventional mining. The leaching of uranium, however, alters the ground-water quality in the aquifer where the mining occurs. Currently, regulations require that the ground water be restored to approximately its original condition. This paper, a summary of a study funded by the Bureau of Mines, reviews the state of the art in restoring ground-water quality after in situ uranium leaching. Current restoration practices discussed include disposal of liquid wastes in deep disposal wells and evaporation ponds, producing from all wells during restoration, and recirculating water purified in surface plants. Methods for predicting the effectiveness and cost of current techniques are presented. Possible alternative techniques are also described. Two restoration operations are discussed.

The basic research program of the Scientific Coal Research Institute at Ostrava - Radvanice into the problem of geophysics has been influenced by the specific nature of present urgent geo- physical problems in mines and directed to attain higher grade of effectiveness, safety, and overall economy in mining activity. The research has been divided into two basic trends: Seismoaccoustic research deals with questions pertaining to safety in mining especially when work is in coal seams under "heavy roofs", i-e., thick beds of sandstone prone to rock bumps and characterized by caving. Methods have been developed with the definite aim to determine the time and space prognosis of critical states of tension in the rock mass when stability is disturbed as a result of mining activity. Seismic research is directed towards the determination of detailed structural and tectonic elements of the internal geological formation of the Carboniferous rocks, the establishment of continuity or tectonic faulting of coal seams, and the evaluation of magnitude, shape, and time changes in the rock mass surrounding the mine workings. The measurements have been applied either from the surface or in the underground workings according to the specific nature of individual problems. Satisfactory results have been obtained in some branches of this research, other branches being still in the stage of development. Remarkable results have been achieved in the development of seismoaccoustic methods designed to establish the time prognosis of dangerous dynamic phenomena accompanying the process of strata deterioration above the worked longwall face. The area discussed herein, commonly known as the North Texas district, embraces the following 10 counties: Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita and Wilbarger. It is underlain by two major structural features. The northernmost portion of the district, including Coolie, Montague, northern Clay, Wichita, Wilbarger, Foard and Hardeman Counties, is underlain by the system of buried mountains known as the Red River uplift, which is parallel to and closely related to the Wichita-Amarillo uplift of Oklahoma and the Texas Panhandle. While the presence of a great majority of the numerous oil fields of the area is traceable to this feature, the production in Archer, southwestern Clay and southeastern Baylor Counties is due to the influence of what is known as the Cisco arch (so called because of its influence on Cisco deposition), the axis of which extends in a northwest-southeast direction across southwestern Wichita County into Archer County. Developments during 1938 Important discoveries in the district were considerably more numerous and of more economic importance than for several years. In addition to a number of small, relatively unimportant discoveries and to the usual local extensions to the various producing fields in the several counties, at least eight fields, most of them apparently of considerable areal extent and importance, were found. The Helmerich and Payne, Incorporated and Blackwell Oil and Gas Company No. 1 Wilson. 4 miles southeast of the town of Holliday, in north central Archer County, encountered a pay of Strawn age at a depth of 3841 to 3858 ft., and was completed for an initial production of 1952 bbl. T'his well opened a new deep pool in the K. M. A. producing zone 8 miles southeast of the K. M. A. production. Subsequently an additional deeper horizon, also of lowcr Strawn age, was discovered by wells that failed to yield commerecial oil from the horizon of the discovery well.

The theory of the differentiation method for the Couette flow experiment is reviewed. Particular attention is given to the requirements on data analyses in the case of the class of non-Newtonian materials described as viscoplastics, i.e., materials characterized by a yield point or yield stress. Here changes in boundary conditions arise when the shearing stress attains a critical value with the result that the form of the basic integral equation for Couette flow is determined by the flow conditions existing during the measurement. INTRODUCTION In the preceding papers in this series,l,2 the salient features of the differentiation method of rheological analysis in Poiseuille-type flow were discussed. It was shown that a dual differentiation-integration method analysis of the Poiseuille flow of idealized generalized Newtonian and visco-plastic models could be used to develop a spectrum of highly sensitive response patterns in terms of certain characteristic derivative functions. These functions were shown to optimize the selection of the most appropriate functional relationship between f(p) and p from the Poiseuille flow experiment. The present paper reviews the theory of the differentiation method as applied to the equally important Couette flow experiment. We will also discuss the range of variables over which the basic integral equation for Couette flow is applicable when the non-Newtonian material is of the viscoplastic type, i.e., characterized by a yield point or yield stress. THEORY Having described the application of the differentiation method to Poiseuille-type flow in the preceding papers, we now proceed to the case where the test liquid is confined to the annular space between coaxial cylinders of length L, one of which is in motion, i.e., Couette flow, formulating the basic integral equation after the method of Mooney.3 The observed kinematical and dynamical quantities are the angular velocity O and the torque T. INTRODUCTION The Cyprus Pima Mine is located 20 miles southwest of Tucson, Arizona and about fifty miles north of the Mexican border. The Cyprus Pima orebody was discovered in 1950. Feasibility studies were begun in 1952 employing underground development. Economic studies showed open pit operations to be feasible and stripping of overburden was begun in late 1955. The first ore was reached in October of 1956. A 3,000 tpd (tons per day) concentrator was completed and began operation January 1, 1957. From these beginnings, Cyprus Pima Mining Company has expanded into a plant processing approximately 54,000 to 56,000 tpd. Four expansions were required to bring the plant up to its present capacity. Each expansion incorporated what had been learned in previous operation of the plant. The first expansion was completed in August of 1963 doubling design capacity to 6,000 tpd. In reality, because of softer than average ore, capacity was closer to 8,000 tpd. Expansion II was completed in July 1966 bringing design capacity to 18,000 tpd. Expansion III followed immediately. Completed in the summer of 1967, this expansion increased the design capacity to 30,000 tpd. The actual dry tonnage of this portion of the operation in 1974 averaged 38,400 tpd, again, primarily as the result of treating softer than average ore. The latest expansion (Expansion IV), completed in December 1971 and utilizing a semi-autoge- nous grinding circuit, is located in a separate building (Mill II) approximately 200 yards southeast of the original mill (Mill I). Expansion IV was designed for 14,000 tpd, but after circuit modifications, averaged 16,500 tpd in 1974.

An increased drilling activity was apparent in the shallow sand fields of northwestern Pennsylvania during the year. This drilling, however, was confined to previously outlined productive areas and as new shallow sand pools of interest were discovered. Drilling for Oriskany gas proceeded at about the same rate as in previous years. One new area in Kinzua township, Warren County, was opened up during the year by a producing well, but later this well developed salt water and the productive capacities of the area are very indefinite at the present time. Production from the shallow sand areas remained approximately the same as in 1935. Production from the Oriskany or deep sand areas increased approximately 20 per cent. Two new markets were made available for the Oriskany gas during the closing months of the year by the completion of the Peoples Natural Gas Co. line from the Hebron field to Clarion County, Pa. and Penn York Gas Co. line from the Harrison field to points in northwestern New York State. With the exception of the Kinzua well, the few deep wildcat wells drilled during the year failed to discover new fields in the deep sands. Bradford Oil Field The accompanying data on the Bradford oil field include only the production obtained from the portion of that field that is in the State of Pennsylvania, for it appears probable that Cattaraugus County production, which consists mainly of the New York State portion of the Bradford field, will be included in annual oil production figures for New York State. The Bradford field production for 1936 totaled 14,533,000 bbl., and as it is necessary to estimate New York State production for the Bradford field, the accompanying data includes the production from the Pennsylvania end of the Bradford field of 13,208,000 bbl., which is an increase of approximately 8 per cent over 1935 production.

Next to the metal itself, molding sand is the most important raw material used in the manufacture of steel castings. There are no accurate figures available but probably it would be safe to say that the average steel foundry uses approximately 1000 lb. of new molding sand per ton of castings produced. With untreated sands costing from two to four dollars (in some extreme cases it may run as high as eight or ten dollars) per ton delivered at the foundry siding, molding sand is an important item in the cost of making castings, and any information that may help to reduce this sand consumption should be of interest to the industry. Fundamental Considerations In a general way, molding sand in the average steel foundry passes through the cycle shown in Fig. 1. This diagram indicates that if all of the sand could be returned from the shakeout floor to the mixer no new sand would be required from the stock pile and molding costs would be reduced accordingly. Unfortunately, for reasons to be discussed later, it has heretofore been necessary to dilute the used sand constantly with new raw sand in order to maintain the properties that are essential to the production of satisfactory molds.

CARLTON mill in the Cripple Creek district, 45 miles southwest of Colorado Springs, Colo., has been in operation for approximately three years, treating the custom sulpho-telluride ores formerly handled by the Golden Cycle mill in Colorado Springs. At the new mill the pyrite-telluride flotation concentrates have been roasted, prior to cyanidation, in a Dorrco FluoSolids reactor, which has proved capable of yielding calcine readily amenable to cyanidation. Incoming ores are crushed at Carlton to 5/8 in. and sampled in 30 to 75-ton lots before the individual lots are mixed in the fine ore bin. The composite ore then goes to the grinding circuit. Classifier overflow from the grinding circuit is treated by flotation to produce a concentrate containing approximately 85 pct of the values in 5 pct of the weight. The flotation concentrate goes to the FluoSolids reactor prior to cyanidation. Cyanide solution values are recovered by zinc dust precipitation. Flotation tailings are thickened and cyanided, the values from this part of the circuit being recovered from solution by activated carbon.

Copper cementation was studied from both thermodynamic and kinetic aspects. The temperature effect of copper cementation, which has been recognized as an anomalous result, and the rate enhancement phenomenon observed after the initial linear step are, in particular, focused in this work. The main results obtained are as follows; 1) Free energy changes of copper cementation reactions, calculated by the use of the "Correspondence Principle" of Criss and Cobble are rather insensitive to temperature. 2) A Flow-cell assembly consisting of a special cupric ion electrode, a calomel electrode and a potentiometer is particularly useful for the continuous measurements of copper cementation rate. 3) Two first-order reaction rate constants for the CU2+- Fe system were successfully determined by the use of the flow-cell assembly. 4) Activation energies determined for the initial rate and the 9 maximum rate of CU2+ - Fe system are both 4.6 kcal/mole. This fact suggests that the mechanisms of the initial reaction and the final reaction are essentially the same and both reactions are rate controlled by the diffusion in a boundary layer. The difference in the rate constants of them may fie explained by the effect of the nature of surface deposits. 5) Qualitative explanation of the rate enhancement phenomenon from the initial rate was successfully made by applying Bockris "Penetration Model."

The flow of a gas-free liquid through a spherical-grain sand has been investigated by S1ichter.l By theoretical considerations involving a rather large number of approximations he arrives at the following flow-formula: V = CPd2At NLB{1 - m) where V is the volume of liquid delivered in time t through a cylindrical column of sand of length L and cross-sectional area A by a pressure-drop P when the sand grains of diameter d are packed to a porosity m and the coefficient of viscosity of the liquid is n. C and B are constants which were determined from geometrical relations; B was in reality a function of . Values of B(l — m) for various values of m were given in a table. In the same Annual Report of the U. S. Geological Survey, King reported the results of his experiments on the flow of water through porous media. He found that there was a departure of about 86 per cent. from a linear relationship between rate of flow and pressure, for a specimen of Dunnville sandstone for pressure drops not exceeding 60 cm. of mercury. The specimen was approximately 4 cm. in diameter and 5.1 cm. in length. Over the same range of pressure he found a departure of 45 per cent. for a specimen of Madison sandstone. For unconsolidated sands he found departures as great as 49 per cent. for pressure drops of 70 cm. of mercury; for pressure drops not exceeding a few inches of water he obtained a close approximation to a linear relation. INTRODUCTION Purpose The in-situ leach method for uranium extraction is a relatively new and innovative method of uranium mining. In 1975, the first commercial in-situ facility began operation in south Texas. Since that time numerous other operations have been initiated as either pilot or commercial ventures. Considerable literature has been published that deals primarily with generalities of the process or environmental concerns. Several federal agencies have published documents which do not reflect the true operating or environmental nature of the in-situ leach method of uranium extraction. From an environmental standpoint, this is also evident in the promulgation of rules and regulations. Hence, the purpose of this paper is to present experience with an environmental concern--non- production zone excursions--such that the industry and the regulatory agencies will gain greater insight devoid of preconceived ideas and misconceptions. General Process Description In south Texas, in-situ leach mining is utilized to extract uranium from permeable sandstone ore deposits 61 to 213 meters (200 to 700 feet) below the surface. Uranium is present as an insoluble uranium oxide. In the in-situ or solution mining technique, anoxidizing lixiviant is injected into the formation through injection wells. The solution reacts with the insol uble carbonate complex. This soluble uranium complex is produced at recovery wells, each containing a submersible pump. During production there is a constant sweeping of lixiviant through the formation from the injection wells to the recovery wells. Injection and recovery wells can be arranged in any of a number of geometric patterns dependent upon ore body configuration, aquifer permeability, and operator preference. Submersible pumps in the recovery wells pump the uranium rich pregnant solution to the initial processing facility. Monitor wells surrcsund the pattern area and are screened in appropriate stratigraphic horizons (production and non-production zones) to detect any lixiviant migration that may occur (Fig. 1).
