Recent start-up of a new 3450 t/d (3800 stpd) copper-zinc concentrator complex in northern Manitoba, Canada, is expected to open new reserves and dramatically cut transportation costs for Hudson Bay Mining and Smelting Co.'s Snow Lake operations. The new $C33-million mill is located in Stall Lake, Manitoba, and includes a new crushing and grinding facility and two flotation circuits for the production of 23-25% copper and 55% zinc concentrates. A small amount of lead concentrate will also be recovered. The plant will produce some 145 000 t/y (160,000 stpy) of concentrates, to be shipped by rail to the firm's Flin Flon copper smelter and zinc refinery complex, located 177 km (110 miles) to the west on the Saskatchewan-Manitoba border.

Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

In the manufacture of sulfuric acid from SO2 bearing gases, the presence of mercury vapor in the gases may lead to unacceptably high mercury levels in product acid. Anticipating inception of regulations requiring low mercury acid, St. Joe Minerals Corporation and Toho Zinc Company, Ltd. independently developed new mercury removal technology. The processes may be used individually or in combination, depending upon the mercury content of the SO2 gases and the required mercury level in acid, for efficient control of maximum mercury levels in sulfuric acid. The St. Joe B Process removes mercury from roaster off-gas streams, while Toho’s NAK Process precipitates Hg from concentrated sulfuric acid. The combined process is commercially operated at St. Joe's zinc smelter in Monaca, Pennsylvania, and the NAK Process at Toho’s Chigirishima lead smelter and Onahama zinc roasting plant in Japan. Product acid mercury levels of 0.5 mg/kg are economically achieved.

Requirements concerning determination of geometric characteristics and estimate of reserves and grade may in various mineral deposits significantly differ and by no means can be completely envisaged. Therefore, program writing which would in advance meet all requirements is from a practical point of view impossible. Programming for each particular project is also unacceptable solution, due to many facts, among which is ever growing scope of work and the terms to be met. Therefore, conventional method of programming proved to be ineffective. The team of the Mining Institute experts came to the conclusion that the solution of facing problems lies in the idea of introducing specialized programs, instead of complex ones. Each of them represents a functional entirety. Procedure of complete mineral deposits computer processing is described by a problem-oriented programming language which was designed for that particular application. One or more than one specialized programs are called by one instruction so that the program in that language can have a few hundred time less instructions than an equivalent FORTRAN program. Besides description of the program system and programming language the paper also covers some aspects of its application in solving complex problems.

INTRODUCTION United Nuclear Corporation and Homestake Mining Company are partners in a major uranium mining and milling venture near Grants, New Mexico. The partnership was formerly called Homestake-Sapin Partners and was recently renamed United Nuclear-Homestake Partners (UN-HP). The mill, originally built in 1958, had a capacity of 1,650 tons per day. With subsequent improvements and the addition of the adjacent Homestake - New Mexico Partners mill, the UN-HP mill is currently rated at about 3,500 tons per day. This is a story of progress through research, invention and innovation-progress that made a small mine in Missouri into a large and prosperous corporation. The St. Joseph Lead Co. was founded in Borne Terre, Missouri, in 1864. At that time, the mine consisted of a narrow trench eight feet deep; the mill was a hand-operated jig; and the smelter, a charcoal oven with a sloping hearth. During the first year, production was suspended for two months because of an invasion by the Confederate army. There have been few interruptions since that time.

As a result of the 1972 Buffalo Creek disaster, the Mining Enforcement and Safety Administration (MESA), now the Mine Safety and Health Administration (MSHA) initiated the draft of new federal regulations to deal with the mine waste impoundment and refuse pile problems. Public hearings were held and finally promulgated in October, 1976. As stated in 30 Code of Federal Regulations 77.214-216, the complete engineering design plan which is mandated by the regulations has to be approved by a coal mine health and safety district manager. During the past 18 months MSHA has gained considerable experience through the submission, review, and approval process. This report indicates the procedures, general design criteria and inspection requirements for submission of engineering plans to be approved. In particular, problem areas encountered most frequently by both operators and MSHA will be discussed. Only through diligent efforts by the operators, consultants and government, can we hope to accomplish the common goal to improve the safety of operations.

Two recent papers in this journal1,2 contain experimental evidence for an anomaly in the concentration gradient for tracer diffusion. In both papers, the authors suggest that this anomaly is due to a Gibbs' absorption effect. Their hypothesis is that surface active tracer elements tend to remain in or near the surface adsorption layer, thereby altering the diffusion flux and concentration gradient. It is not clear how the anomaly can be explained in terms of an adsorption effect. Surface tension forces act parallel rather than perpendicular to a surface and therefore should affect only the rate of spreading of surface active agents tangentially across a surface. Frenkel3 has given a short treatment of surface tension as a driving force for surface diffusion. While the equilibrium concentration of a surface active agent at the surface of a solution is known to be higher than in the bulk, its chemical potential is necessarily the same. It is difficult to see how adsorption can result in an anomaly in the chemical potential gradient, which is the driving force for diffusion. The third special war meeting of the New York Section was held on Thursday evening, Sept. 27, in joint session with the New York Section of the American Electrochemical Society, in conjunction with the Third National Exposition -of-Chemical Industries, at the Grand Central Palace. The topic for discussion was ferro-alloys, and the supply' of raw materials for their manufacture. After a few introductory remarks by President Philip N. Moore, of the Institute, and President Colin G. Fink of the American Electrochemical Society, Mr. C. S. Newcomb presented his paper on "Chrome Mining and Concentration."

EVERAL carbide-cobalt compositions were pre-^-5 pared for the purpose of determining the transverse rupture strength of various carbide-binder systems. The binder content was held at 10 and 37 volume pct Co, so as to be representative of low and high bjnder compositions. The carbides used, WC, Tic, TaC, CbC, VC and ZrC, were selected on the basis of availability, knowledge of their properties, and small solid solubilities in the binder metal at room temperature. The methods of preparation and carbon analysis of the carbides are summarized in Table I. The carbides with cobalt added were ball milled, pressed, and sintered. vacuum sintering was used throughout, except for the WC-Cs alloys, which were sintered in hydrogen. The sintering temperatures ranged from 2500" to 2750°F for the low binder alloys and from 2300" to 2550°F for the high binder alloys. Compositions and properties of the sintered com- pacts are presented in Table 11. For the transverse rupture strength, the average and range of the five best samples of each alloy are listed. Discrepancies between the actual and theoretical densities are attributed to carbon deficiencies in some samples. The theoretical densities were calculated by assuming mixtures of carbides of stoichiometric compositions and cobalt. Representative microstructures are shown in Figs. 1 to 6. Commonly accepted maintenance methods are being outdated by the rapid acceptance and use of more complicated hydraulic circuitry on modern mining equipment. It is no longer adequate to use the maintenance program to merely repair or sustain equipment operation. Ever increasing operating costs place a huge premium on lost production time. It has, therefore, placed the maintenance programs in the position of being required to alleviate equipment malfunctions on production shifts and still attain the maximum unit life from each component part. Ireland mine of Hanna Coal Co., which operates two production shifts and one maintenance shift per day, performs hydraulic maintenance with a plan that is geared to assure the bulk of work being handled on the midnight or maintenance shift. Production is thus allowed to continue without interruption from major hydraulic component malfunction. The plan is called selective maintenance because the specific part to be worked on and the time the work is to be accomplished are selected according to a definite plan.

Much has been written to explain decreasing profits in American industry. Foreign competition, the attitude of government, rising tax burdens and increased labor costs have been blamed in turn. Whatever the cause, management in the mining industry, as elsewhere, is increasingly aware of diminishing profit margins. A mine operator is usually unable to do much about the causes of decreased profits, even if he knows what they are, but he can check the trend in part by cutting the cost of operation. To do this, he must know what his costs are, which of them are most significant and then go about reducing them in a systematic and logical manner.

Changes in seismic style along the San Andreas fault system appear to correlate with strike-parallel variations in regional heat flow. Large earthquake ruptures are associated with colder segments of the fault zone, while comparatively high levels of microearthquake activity and small to moderate shocks occur along the hotter segments, often in association with aseismic creep. Such behavior is consistent with geotherm and strain rate dependent profiles of shear resistance versus depth, constructed for quartz-bearing rocks. These profiles suggest that the transition from frictional to quasi-plastic behavior with depth should increase by a few kilometers passing from the hotter to the colder portions of the fault zone, giving rise to long-wavelength concentrations of distortional strain energy near the base of the seismogenic zone in the cold segments. Some support for this hypothesis comes from the observed deepening of microseismic activity passing northwest and southeast from the central Californian active region to the currently locked, ~400 Ian segments of the San Andreas fault that ruptured in 1906 and 1857.

The Library of the above-named Societies is open from 9 A.M to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should he made as definite as possible so that the information received may he what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

Trend-surface equations are proposed for volumetric coal estimation in collieries of Sydney Coalfield, Nova Scotia. The statistical technique was first tried on Harbour coal in #20 Colliery investigating resulting residuals for abnormalities. The trend model is accepted as probably being correct as a result of that investigation. Indeed, higher degree polynomial trend- surfaces account for over 80% of the total map variability; these are encouraging statistical results, backed-up by geological knowledge about the coal seam, suggesting that the trend model has economic significance for an off-shore colliery developed to exploit the Harbour coal several kilometers east of #20 Colliery. Specifically, the need for additional offshore drill holes for the new colliery (excepting quality assessment holes) should be considered in light of a developed estimating model for the new colliery. The trend model also finds application in coalfields structurally more complex than Sydney Coalfield.

Circle No. 3 Portable pH Meter A low priced battery-operated portable pH meter of utmost simplicity announced by the Photovolt Corp. uses only 3 ordinary radio batteries which give over 2000 hours of service. It docs not seem to be generally known that some American pig-irons contain notable amounts of vanadium, and while the present investigation is far from covering the whole range of irons, it is hoped that, at least, it may serve to call attention to the importance of looking for this element. The majority of the pig-irons investigated were made in the Lehigh Valley and neighboring furnaces, using more or less New Jersey magnetite in their mixtures. Many of these ores, and probably all of them, contain a little vanadium as well as titanium; the ore from one of the largest of these mines contains 0.05 per cent, of vanadium and 0.60 per cent. of titanium. Dr. Thomas M. Drown was the first to detect the presence of vanadium in the incrustations1 occurring on certain pig-irons, and he also found this element in a number of magnetites, but the methods for its accurate determination had not, at that time, been well worked out. In a general way, it may be said that the Lehigh Valley pig-irons contain from 0.02 to 0.05 per cent. of vanadium and from 0.10 to 0.20 per cent. of titanium. These elements follow the silicon; that is, the furnace-conditions which produce a high-silicon, low-sulphur iron will cause the maximum reduction of vanadium and titanium, and

Successful miniplant and laboratory testwork has indicated that high purity selenium can be produced from copper refinery slimes. The recovery technique fits into existing unit operations, and the selenium recovery in the new process was close to 99%. This recovery virtually eliminated any selenium being processed through the smelting stage. In addition, miniplant tests conducted at Inco Metals Co.'s J. Roy Gordon Research Laboratory in Mississauga, Ontario, have demonstrated the reliability of the process with respect to extractions, product quality, filtration characteristics, and effluent disposal. Inco's copper refinery at Copper Cliff, Ontario, produces about 500 t/d of copper with the anode slimes fall typically averaging 0.5% of the throughput. Investigations relating to the treatment of slimes within Inco's R&D have been conducted on several occasions since 1959, when the available alternatives such as acid or alkaline pressure leaching, aqueous or high temperature chlorination, roasting, smelting, etc., were considered. Interest in slimes processing was revived recently to meet increasingly stringent environmental standards and to replace equipment of a relatively old plant.

THE very extensive development of a brown coal formation, in the region of the Rocky Mountains, is well known to all of you. The existence of these coals was known years ago, but they were of no practical importance until within a few years, when the mineral wealth of that country began to be developed and railroads were built. As their qualities became better known, their adaptability to domestic manufacturing and metallurgical purposes was more appreciated. They are still much undervalued, although they are mined at some points on a very extensive scale. A large portion of this coal formation is of cretaceous age, while it appears to extend into the tertiary epoch; but whatever difference there may be in the ages of these coals of different localities, they all have some common characteristics which distinguish them from our Eastern stone coals of the
