The regular meeting of the Trustees of United Engineering Society was called to order at 4 P. M. Thursday, Feb. 27, 1919, in the Board Room of the American Society of Civil Engineers, Engineering Societies' Building, New York. Minutes of a joint meeting of the Finance Committee of United Engineering Society with finance committees of Founder Societies on Feb. 14, were presented. The President called attention to actions relating to the recataloging of the Library and the support of Engineering Societies Employment Bureau of Engineering Council. The activity of the Employment Bureau was approved and support by the Societies informally assured. In response to a communication from the Fifth Avenue Association, the Secretary was instructed to write favoring the continuance of the daylight saving law. As to recataloging of Engineering Societies Library, it was announced that the Mining, Mechanical, and Electrical Engineers had voted appropriations, as requested, and the action of the Civil Engineers was awaited. A list of applications for offices in Engineering Societies' Building, revised to Feb. 27, was read, showing requests for a total of 29 rooms. The President stated that a decision must be reached soon as to what reply shall he made to these applications. Charles F. Scott, one of the original trustees, who was present, remarked upon the growth of United Engineering Society and his satisfaction at its success. ALFRED D. FLINN, Secretary.

The decline in deliverability of conventional natural gas supplies and the general energy crisis have resulted in national programs directed toward the commercialization of energy conversion technologies. Foremost among these efforts is the gasification of coal. Coal reserves represent our most abundant fossil fuel resource. Its utilization is hampered both by its form value and its pollution qualities. Coal gasification is commercially feasible today and projects requiring hundreds of millions of dollars and years of construction time are underway. This paper provides a perspective for the scope, time, and cost of these venture projects. Resource requirements, plant products, and coal gasification processes are discussed. Emphasis is placed on the effects of coal feedstock and prices on plant economics.

STRUCTURAL steels containing chromium have become widely used in the last 20 years. In the earlier part of this period the major applications were in chromium-molybdenum aircraft tubing and similar special high-strength steels. During the past 10 years there has been a notable expansion in the use of chromium-bearing steel for structural purposes when welding was utilized for fabrication. The chromium-bearing steels introduced by Saklatwalla1 (chromium-copper), Kinzel2 (chromium-manganese-silicon), and Schultz3 (chromium-copper) are being extensively used at the present time.

Processes for manufacturing prereduced iron pellets from iron ore dust occurring in iron works have recently begun on an industrial scale. Because of their high porosity and low mechanical strength, these prereduced iron pellets tend to oxidize again and disintegrate into fine particles during transportation and storage; this may result in such difficulties as decreased yield, undesirable work environment and heat generation during oxidation. A possible process for avoiding oxidation and disintegration of prereduced pellets is increasing the density through briquetting. The authors carried out briquetting tests under various conditions, attempting to find optimum briquetting conditions. They found that crushing prereduced pellets and adjusting the particle size to a certain range before briquetting increased the briquette strength and reduced the amount of binder needed. Oxidation resistance of briquettes and raw material pellets was compared in open air and at high temperatures. Briquettes showed superior oxidation resistance.

Zinc oxide, an n-type semiconductor, and nickel oxide, a p-type semiconductor, were studied in electrostatic separation experiments in pure and doped forms. In addition, pure potassium chloride and potassium chloride containing one volume per cent silver were also investigated. It was found, in agreement with theory, that the presence of dopants in the oxides could either increase or decrease the electrical conductivity of the base compounds and, thus, control the response of these particles to electrostatic separation. Further, it was shown that the same dopant in the n- and p-type semiconductors produced opposite conductivity effects; again in accord with theory. Finally, it was found that the presence of dispersed silver particles in the normally insulator phase potassium chloride produced sufficient electronic conductivity to cause the silver containing particles to respond as would materials possessing "medium-type" conductivities.

Some time ago, in Mexico, our signal-bells in a 700-foot shaft caused us considerable annoyance by continually getting out of order, each time so delaying our hoisting operations that we naturally desired to remedy this evil. There were two mays open: either to patch up the old bell, which was of the ordinary pattern, every time it failed to work, or else to devise some new arrangement.. On consultation with our foreman we designed a signal-device which, during the number of months I watched its operation, worked satisfactorily, without once getting out of order. We sought to produce a simple device, in which no greater pull on the lever would be necessary from one level than from another; to counterbalance independently the weight of the pendant bell-rope, so that there would be no direct weight on the working-parts of the bell itself, and likewise to arrange it so as to necessitate only a light pull on the lever in signaling; and, finally, to make some sort of trip-arrangement, so that whenever the signaling-lever underground passed through a certain arc the signal would be given in the engine-room. During the past five years, the mining industry has been subjected to new operating constraints that are unprecedented in number, scope, and urgency. The industry must operate in a safer, cleaner manner, yet produce more without large price increases. Compliance with any new sweeping legislation is always difficult-and particularly so in today's adverse economic climate, which is being aggravated by the steady stream of environmental control and tax-reform programs. In effect, while government is unwittingly but surely undercutting the country's productive capabilities, it blames industry for the resulting failure to meet consumer demand. Any such real or alleged failure then brings heightened bitterness from Congress. During the recent energy shortage, for instance, threats of nationalization were ventilated in public along with proposals to abolish the mineral depletion allowance.

During the last few years the use of base-metal thermocouples has increased very considerably in various industries, due to the necessity for more precise control of temperatures. The base-metal couple has the advantages of being robust to a surprising degree, cheap as compared with platinum couples, sufficiently accurate for most operations, rapid in indicating changes in temperature, easily renewed or repaired, and of generating a much higher electromotive force than the noble-metal couples. There are, however, some factors, such as indicating and recording instruments, the insulation on the elements, the constancy and homogeneity of the wires, and the resistance to oxidation in the furnace, that limit the. Usefulness of the temperature-measuring device. It is the purpose of this paper to discuss in what manner these factors affect the usefulness of the couples.

On Feb. 16, 1948, the Board of Directors of NME authorized the publishing of "Technical Notes" in METALS TECHNOLOGY. The purpose is to provide prompt publication of very short items of the following general types: I. Results of short investigations which do not warrant a paper. 2. The conclusions of extensive investigations of insufficient general interest to justify a regular paper. 3. Conclusions arising in the course of an investigation, which, because of interest to others in the field, the author wishes to present prior to completion of the investigation. 4. Pertinent factual comment (not mere argument) on the subject matter of previous "Notes." Such Notes will be subject to the approval of the Auxiliary and AIME Publications Committees, but can be handled more promptly than regular papers because they need not be referred to readers. The recommended maxi- mum length is 500 words; notes in excess of 1,000 words will not be considered for this type of publication. A graph or photograph may be included as part of the note when particularly illustrative. As with regular papers, contributions to the new section should be submitted to the Secretary of the AIME. Please furnish two copies each complete with illustrations.

The Asheville Minerals Research Laboratory at North Carolina State University is engaged mainly in applied nonmetallic mineral processing research to assist the North Carolina mining industry. The laboratory helped to bring the flotation process to North Carolina feldspar. spodumene, mica and phosphate producers and it maintains a versatile batch and pilot plant. The conservation of mineral resources through improved processing methods has been the object of most of the laboratory's projects. Current laboratory work is sponsored by three feldspar companies, the State of North Carolina, and the U.S. Bureau of Mines. This work is aimed at reducing the amounts of feldspar tailings in the Spruce Pine area. Mineral dressing techniques are applied to these tails to reclaim salable mineral products such as feldspar, mica, quartz, and to make a more uniform material for possible ceramic and other applications.

What do you think are the major problems that the mining industry is facing? While I don't have any intensive knowledge of the various problems that plague our industry, I know that they are all part and parcel of a more complex and fundamental question: What must we do to make mineral extraction successful, safe, and profitable? Obviously, as mining people, we must continue to expand our technical know-how and to make better use of it. In today's context, however, that is not enough. We must also improve the "public image" of the mining industry. Why? Because the key word in the term "public image" is: the public. Many people in our country and in Congress, for instance, are against strip mining-and some are even against underground mining. Pressures from the public, from voters, have affected past, present, and new legislation. And government controls can be a major problem in any industry, let alone mining. At first, people ask government to intervene, act, or resolve problems, even in management and labor contract negotiations. But later, after Washington gets involved, there are clashes between departments and personalities, and eventually there is resentment against the interference with mining operations or our daily lives.

This paper describes the process used for cobalt purification and recovery at the AMAX Nickel Refining Co. plant In Port Nickel, Louisiana In the first stage, cobaltic precipitate produced in the Outokumpu electrolytic nickel cobalt separation process is dissolved using methanol and sulfuric acid liquor produced in this step is converted to an ammoniacal complex, and sufficient ammonium sulfate is added to facilitate cobalt oxidation to cobaltic pentammine Nickel is then selectively precipitated as nickel-ammonium sulfate double salt at pH 2 5 Final purification of the pentammine liquor is effected by pH adjustment with ammonia and removal of divalent nickel by ion exchange Purified liquor is then advanced to hydrogen reduction to produce cobalt metal Although similar to other cobalt refining processes used in the nickel industry, the Port Nickel process is unique because of a single point chemistry adjustment for a number of unit operations that occur in succession.

A statistical study of machinability led the writer to examine existing data in regard to a thermal conductivity-mechanical properties relationship. Various functional relationships were proposed and the multiple correlation determined by statistical methods discussed in detail in the 1iterature.4 The relationship having the greatest engineering and statistical significance is discussed below. The data for cast and wrought aluminum alloys''2 have been compiled and analyzed separately. The results of these analyses are presented in Table I. The empirical equations for estimating the thermal conductivity (cal sec-' cm-I °C) are: for cast aluminum alloys K = 0.584 -0.00984/ -0.00263 Hb [1] and for wrought aluminum alloys K = 0.604 -0.00424l- 0.00170 Hb [2] where 1 and Hb are the percentage elongation and Brinell hardness number. Results of a similar analysis pertaining to stainless steel3 are also given in Table I. This empirical equation for estimating thermal conductivity (Btu per sq ft per hr per °F per in.) is K = 216.19- 1.716l - 0.0997 Hb [3] The relationship between electrical resistivity and mechanical properties was also examined for aluminum alloys using the same statistical method. There is no simple answer to the question, "What is the meaning of life?" The expressions of life are so multiple that life has different meanings for different spheres of thought, such as art, science, or philosophy; and it conveys a different significance to different persons, according to their individual development and interests. Life is complex from a philosophical point of view. The meaning of life is superficially positive and unmistakable only when approached from a mechanistic view- point; namely, that of biology or biochemistry, since these deal with the physicochemical basis of life processes. However, such a purely mechanistic or biochemical approach to the significance of life and the interpretation of man's behavior on the basis of purely physical laws is certain to run into trouble. Similarly, a concentration of effort upon materialistic advances in world progress is extremely dangerous. The possible consequences of splitting the atom, development of guided missiles, and possible bacterial warfare are timely examples. Man becomes more self-reliant as he extends his scientific and technologic discoveries and learns how to shape natural conditions to his own desires. When man will be able to travel to other planets in atomically propelled space ships and destroy whole worlds by pushing a button, a possibility which now seems to be within the realm of the predictable future, he will need the strong-
