It is therefore necessary for the engineer to understand the Federal Labor Law, the rights and obligations of companies and of their workmen, and the reasons for conflicts; to keep in mind the expense which may be caused companies; and to endeavor to avoid difficulties as far as possible. Our labor legislation is primarily to protect the workman and the constant tendency of the tribunals, including the Supreme Court of Justice, is to support the work- man in his demands against employer$, even at times granting him more than he asks, with no limit other than the economic capacity of the company to com-

UNDER the stimulus of war psychology the American public has grown confused and jittery in its thinking on the subject of this nation's petroleum resources. This confusion arises from the failure of the average citizen, and even of many leaders in government, in our armed forces, and in the petroleum industry itself, to distinguish between our proved reserves of petroleum in the several oil-producing states and the total petroleum re- sources available to this nation. Leaders and public alike examine the accepted estimates of our proved reserves and thoughtlessly conclude that these estimates represent the total of our petroleum resources. Our fears are aggravated if we turn to the statistics on oil-finding and observe that the discovery of new reserves has waned decidedly in recent years. This confusion is dangerous because, under its influence, ill - considered policies spring up and flourish, choking out the most valuable fruits of the long experience of the American petroleum industry.

This case-study of the financing of the Ok Tedi project illustrates the nature of project financing and outlines the arrangements made in the case of this project; it also demonstrates that the limitation of financial exposure is an important goal for Governments involved in developing the resources sector. The account includes a chronological description of the process by which the sponsors prepared for the financing of the project and the lenders became involved in it. The type of security arid loan documentation required for such financing is described, together with a broad analysis of their content and the manner in which the various risks involved in development are apportioned among the sponsors and lenders. The ability to apportion and limit financial liability is an important development for the owners of capital and resources.

The search for the best practical means of storing sulfide bearing tailings, where there is no residual excess of carbonate material is discussed in this paper• Usually the sulfide content decomposes, with the aid of bacterial action, and the resulting sulfuric acid escapes, along with any heavy-metal solutes, through embankments that are usually porous to some degree• The problem is typified in the tailings of the uranium operations of Elliot Lake, Ont., where mining started some 20 years ago• The approach to tailings disposal paralleled the practice for other hydrometallurgical plants treating gold and base-metal ores• Impoundment areas were designed to retain solids, and a clear and neutral overflow was considered satisfactory practice• Now experience has shown that these areas, some of which have been idle for over a dozen years, release acids in seepage and overflows to an unacceptable degree• To protect natural water courses, neutralizing plants are operated wherever required• Lime slurry is fed continuously into the tailings outflows in a quantity sufficient to raise the pH to 8•5 and precipitate heavy metals that may be in solution• The objection to this procedure is that the plants will require servicing indefinitely, unless a better remedy is found• The problem differs only slightly from that common to base-metal concentrators in that here the ore has been leached with sulfuric acid for the recovery of uranium• Any native content of calcareous material has been digested, and only that added for final neutralization is available to maintain a pH unfavorable to bacterial activity• Chemical oxidation slowly lowers the pH and when this reaches a level of 4•5 or less, bacteria become active and greatly accelerate the formation of acid. The bacterial process is probably at least ten times as fast as the chemical oxidation• Location and Processing The operations referred to, uranium and one copper mine, are located at approximately 46°N and 82°W longitude• This is typical Canadian Shield country, a land of lakes, deeply glaciated and rocky, with sparse soil which supports mixed forest cover• Drainage is to Lake Huron, 25 miles to the south• Average temperature is 45°F, ranging from -40° to +95°F• Annual precipitation is 38 in•, about half of which is snow• The ore is Precambrian, quartz-pebble conglomerate, with mineralization in the matrix• From 5 to 10% pyrite is present• All known means of pre-concentration have been tested, but a bulk sulfuric acid leach has proved the most efficient. Tailings have from the outset been neutralized before release• Current practice is to add ground limestone to bring the pH to 4•5, and then lime to raise the value to 10•5• Environmental regulations have recently been increased and the foregoing meets the new standards• Separate measures are taken to precipitate radium• Remedial Measures Since the outstanding environmental problem is the oxidation of pyrite by bacterial action, the solution is to contain the products, or arrest the process• Given the ambient temperature, favorable half of the time, four items are essential to the activity• 1) Pyrite• 2) Moisture pH < 4•5. 3) Oxygen• 4) Bacteria• Removing any one of these out of the range of tolerance will bring the reactions under control• A variety of proposals considered, and a number tested for the arrest of the process, are: (a) render embankments impermeable, (b) provide an impermeable cover, (c) cover with an oxygen absorbing layer, (d) provide a vegetative cover, (e) flood the site, (f) remove pyrite from current tailings, (g) add excess limestone to current tailings, (h) poison the bacteria• Bank Seal-On existing impoundment areas, where the embankments are several thousand yards in length, it is believed that any program of injecting sealants can have small chance of success• However, a moisture barrier is an indicated specification for future construction, and this can be highly expensive• Surface Seal-Depending on the configuration of the deposit, the downward travel of water should be prevented, and oxygen excluded• Burying a plastic membrane just below the surface has been considered, as has the application of a liquid sealant that would penetrate the surface. The objection to these remedies is the excessive cost of dealing with large areas and the expectation of only temporary benefit as a result• Frost penetration is over 4 ft, and frost action breaks up asphalt paving and all but heavy concrete in a few years• Organic Layer-An oxygen-absorbing layer, such as bark fines from paper mills has been proposed as a surface treatment• Cultivated into the tailings such material might be expected to arrest subsurface oxidation for some years• Estimates are 100 tons per acre of bark fines, or 35 tons per acre of sawdust, and these enormous quantities do not so far give assurance of providing a long-term remedy• Vegatative Cover-Several obvious benefits would result from a good growth of grass or other vegetation on abandoned tailings• While restoring the natural green of the tract the growth would prevent wind-blown dust and reduce erosion• Subsurface oxidation should be reduced, as well as the upward movement of ground moisture as occurs in dry weather. To this end, considerable research and field testing has been carried out to arrive at a formula - a prescription which will provide a self-sustaining growth on the tailings surface, or at least one that would survive with reasonable maintenance attention. Many test plots have been run with different combinations of surface treatment and seed mixtures. Generally, by addition and close cultivation of limestone, lime, and fertilizers, technical success has been demonstrated• Plants with a high tolerance for acid soil seem the more hardy, and a pH above 3 is indicated so that nutrients can be absorbed• Recommendations are for 12 to 15 tons of

The long awaited new Mining Engineering Handbook is taking shape under the leadership of A. B. Cummins, Chairman of the Editorial Advisory Board for the SME Mining Engineering Handbook, and Ivan Given, Editor-in-Chief. The last Mining Engineers&apos; Handbook, the Peele edition, published by John Wiley and Sons, was last revised in 1941. This book was and still is a virtual mine of information although a good deal of its content, especially the cost tables, is becoming rather antiquated. The new one-volume work will contain approximately 1600 pages and be divided into 36 sections. PROGRESS in the general field of nonferrous physical metallurgy during the past .year has been uneventful but healthy. A continued increase is apparent in the number of useful alloys and in the mechanical treatment and heat- treatment of finished metals and alloys nothing can hinder the multiplication of alloys or the diversification of their treatment as knowledge of the behavior of .alloys increases; as ternary and quaternary alloys are better understood, hundreds of new metal combinations with unusual properties may well be expected. Evidence of rapid progress is already at hand.

The following analysis was stimulated by a previous article on evaluation of the water problem at Eureka, Nev., which describes a method using formulas especially devised to calculate flow potential of extensive aquifers characterized by relatively even porosity and permeability throughout. The present discussion submits that the method was unsuitable for solving the kind of problem occurring at Eureka, where the amount of water available, rather than the flow potential, may have been the vital factor. IN an interesting article on evaluation of the water problem at Eureka, Nev.,1 W. T. Stuart describes how a difficult water problem, or one phase of it, may be evaluated by means of a small scale test. Test data are plotted by a method rendering, under certain conditions, a straight-line graph that can be projected to show how much the water table will be lowered by pumping at any specified rate for a given time. A formula is then used to determine the size of opening, or extent of workings, necessary to provide sufficient inflow to enable pumping to be maintained at that rate. At first glance this might seem the answer to a miner&apos;s prayer, but a word of caution is in order. It may not be the whole answer. Moreover, results obtained by the method described are reliable only for conditions approximating those assumed. Even where conditions do not meet this requirement, however, it may be possible to draw helpful inferences from the results, perhaps enough to facilitate another approach to evaluation of a problem. The two formulas Mr. Stuart used, the Theis formula and the one developed from it by Cooper and Jacob, were given field checks a number of years ago in valley alluvials by the Water Supply Div. of the U. S. Geological Survey and found to be reliable when the aquifer is very large in horizontal extent and sufficiently isotropic for the test well and observation wells to be in material of the same average permeability as the saturated part of the aquifer as a whole." Extensive valley alluvials, sands, and gravels can be evaluated in this way, and there are even cases in which the method could apply to porous limestones, such as flat beds of very large areal extent that have been submerged below the water table after extensive weathering. These are sometimes prolific sources of water for towns and industries. It is necessary for them to have been above the water table for some geologically long period of time in a fairly humid climate before submergence because the necessary high porosity and permeability, and large reservoir capacity, are the result of weathering, that is, of solution by the carbonic acid (H,CO3) in rainwater formed by the absorption of CO, from the air by raindrops, and this dissolving action must cease when all the H2CO3 has been consumed by re- action with the carbonate to form the more soluble bicarbonate. Consequently this weathering process is largely restricted to a zone that does not extend much below the water level, and submergence is necessary after the weathering to provide large reservoir capacity and good hydraulic continuity. On the other hand, water courses tend to form along faults and fractures in limestone, and to become enlarged by solution, well below water level when, as often happens, fresh meteoric water is circulated rapidly through them to considerable depth by hydrostatic pressure, as through an inverted syphon. Although the reservoir capacity of such water courses is relatively small they may extend far enough to tap more prolific sources. Cavities, and sometimes caves of considerable size, are found in limestones where the acid formed by the oxidation of sulphides has attacked them. This action can take place as deep below water level as surface water is carried by syphonic or artesian circulation, because the oxygen it carries in solution will not be consumed until it reacts with some reducing agent, such as a sulphide. Moreover, the formation of acid and solution of limestone in this way is not confined to the immediate vicinity of the sulphide. Oxidation of pyrite, for example, results in formation of acid in several successive stages, each taking place as more oxygen becomes available, as by the accession of fresh water into the circulation at some place beyond the sulphides. When the acid thus formed attacks the limestone, CO, is liberated and the ultimate effect of the complete oxidation of one unit of pyrite will be the removal of six times its volume of limestone as the sulphate and bicarbonate, both of which are relatively soluble. The reaction may be continued or renewed along a water course far from the site of the sulphides, where the small electric potential produced by contact with the limestone helped to start the reaction. Mr. Stuart refers2 0 caves in the old mining area in the block of Eldorado limestone southwest of the Ruby Hill fault at Eureka, Nev., and to the cavities encountered in drillholes in the downthrown block on the other side of the fault. Although he interprets these cavities as evidence that this formation was sufficiently isotropic (evenly porous and permeable) to give reliable results by the method he describes, they may, in fact, be entirely local conditions. The saddle-point activation energy for the nu-cleation of a pair of kinks is estimated as a function of the applied stress, the lattice constants, and the height and shape of the Peierls&apos; hill by employing the line-energy model of a dislocation. The kinetics of disloration motion by the Peierls&apos; mechanism are discussed and the microscopic dislocation velocities and macroscopic strain rates are formulated by the Arrkenius type of approach in terms of the activation energy for the formation of pairs of PEIERLS was the first to illustrate that a straight-dislocation line has its lowest energy when it lies in a potential valley parallel to lines of closest packing kinks. The log of the dislocation velocity is found to be approximately proportional to the log of the local applied stress. It is also shown that the low-temperature mechmical properties of several bcc metals might be explained in terms of the Peierls mechanism, good agreement being obtained between theory and experiment for the flow stress us ternperature, activation energy vs stress, and activation volume us stress curves for these metals. of atoms on the slip plane. The grain boundary adsorption of solutes as a function of bulk concentration and solution temperature was studied using internal-frictimz techniques. From the variation of the cor-responding energy of activation for the Phenomenon, the inter-actior2 energy between a solute atom and a high-angle boundary was calculated. Interaction energies in the range of 0.3 ev were obtained, and were used to obtain the actual concentration of solute at the grain boundary. In corroboralory creel, studies the direct grain boundary contribution to the total creep strain was measured. It was found that the interface creep varied with the type and magnitude of the solute adsorbed. Subscribing to the theory of their being energetically favorable sites at the grain boundary for solutes of both Positive and negative size deviations, ternaries were investigated in Which solutes of both types were present. A marked increase in the resistance to grain boundary creep was manifested. THE major difficulty which has been encountered in investigations of the grain boundary segregation of solutes has been the lack of a sufficiently sensitive method of measuring the amount of adsorbed solute at the boundary. For the general case of a high-angle boundary, no direct method of measuring the adsorption at the boundary has been found to date. Internal friction has been used in several studies of grain boundary adsorption1-3 and although it is somewhat indirect, it was demonstrated to have the necessary sensitivity. In this investigation the authors have used internal-friction techniques in conjunction with a study of the grain boundary contribution to the total creep strain. As both parts of the investigation were performed on the same specimens it was possible to combine a highly sensitive technique with a somewhat more direct method in order to obtain information about the adsorption phenomenon. From internal-friction studies the rate of increase of the activation energy was observed to be a function of the difference in size between the solute and solvent atoms. It was proposed that if Gibbs&apos; adsorption isotherm is considered, i.e., where r is the excess solute at the boundary, c is the bulk concentration, and ay/ac is the change in grain boundary energy with bulk concentration, then AH b/ac must vary in the same way as ay/ac and therefore In this way a relative measure of the grain boundary adsorption of solutes is directly obtainable from in-ternal-friction studies. If the previous work in the field of grain boundary adsorption of solutes is examined, certain apparent information is desirable if the phenomenon is to be understood. The most important questions that must be asked are as follows: 1) Is the adsorption of solutes at the grain boundary an equilibrium process? 2) Can the Mott model of the grain boundary be used as a basis of setting up an elastic interaction between the grain boundary and solute atoms? 3) Is it possible to obtain an exact measure of the excess solute at the grain boundary as a function of temperature and bulk concentration rather than merely a relative measure of the adsorption 4) Are the conclusions obtained from an indirect method such as internal-friction studies meaningful in considering gross grain boundary effects such as creep? STRETCHING from New York southwestwardly to Georgia is a great range of hills and mountains consisting of pre-Palaeozic schists, slates, and gneissic and granitoid rocks, known locally by many different names; in Pennsylvaniaa as the South mountains, the Berkshire or Durham and Reading hills, and in Virginia and farther south as the Blue ridge. To the northwest of this range lies the " Great Valley," underlain by Lower Silurian limestones, and known as the Lehigh valley, Cumberland valley, Shenandoah valley, valley of Eastern Tennessee and Georgia and by other local names, but all these are parts of one valley, geologically and geographically continuous from New Jersey to Georgia. Lying upon and along the northern flank of this range of mountains, and dipping northwestwardly under the limestone of the valley, is the Potsdam formation (Primal or No. 1 of the Pennsylvania Geological Survey), which consists of sandstone or conglomerate overlain by slates. The latter are sometimes arenaceous and occasionally are replaced in part by sandstone. This formation varies from a few feet to several hundred feet in thickness. At the outcrop the slates are completely decomposed, oxidized or disintegrated, forming a belt of clay several hundred feet wide occupying the interval between the outcroppings of the sandstone and limestone. This clay-belt includes a more or less continuous series of iron-ore (brown hematite) deposits, which have been, and still are, extensively worked. The belt is more or less continuously mineralized with iron throughout its length, and hundreds of large deposits of ore have been developed and worked, producing many millions of tons of ore.

THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, &apos;leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? Naturally another appeal to the Government to fix prices by financing the

In order to determine the usefulness of geochemical and biogeochemical prospecting for nickel, ten localities representing several types of nickel occurrences were selected as sites from which to collect plant and soil samples. This report covers the investigations in two of the areas. After a brief geologic description of the areas, the author presents details of the experimental tests and resulting data. Conclusions drawn from the studies led to several general guides for further prospecting. In a study of the usefulness of geochemical and biogeochemical prospecting for nickel made about three years ago, approximately ten localities, representing several different types of nickel occurrences, were sampled and about 1500 samples of plant and soil were collected. This report will cover briefly the data and results for two areas, and a summary of guides for prospecting. DESCRIPTION OF AREAS SAMPLED One locality is the Red Flats nickel prospect in Curry County, Ore., about six miles southeast of Goldbeach, and the other is the Little Rocky Creek prospect in Stillwater County, southcentral Montana, just southeast of the Benbow chromite mine. The Oregon area is a lateritic-type nickel deposit formed on a nickel-rich serpentinite peridotite complex, similar to the Josephine intrusion in southwestern Oregon. The Montana area is a nickel prospect in norite, peridotite, and related rocks of the Stillwater igneous complex. The Stillwater complex is a series of layered basic and ultrabasic rocks, with a layer of norite-gabbro at the base and a series of peridotites and gabbros above. The nickel in the Oregon deposit occurs in both the peridotite and the overlying soil. A deep lateritic soil is developed locally on the peridotite and serpentinite and constitutes the ore. The average nickel content of the lateritic soil is less than 1 pct, whereas the nickel content of the weathered peridotite is about 1 to 1.5 pct. The nickel occurs as garnierite (Mg, Fe, Ni, Mn)3 (OH)4 (SiA1)2O5 in the soil and in the olivine and pyroxene in the peridotite where it probably substitutes for Fe2+ or Mg2+ in the silicate lattices. Nickel is found in three distinct ways in the Still-water rocks: 1) it is in the olivine and pyroxene minerals in norite, harzburgite, etc.; 2) it occurs as widely disseminated grains of pentlandite-pyr-rhotite, which tend to be concentrated in the lower norite band; and 3) it occurs as discrete bodies of pentlandite-pyrrhotite and chalcopyrite which are localized in the norite zone, close to the contact with the underlying rocks. The nickel content of the norite is probably less than 1 pct, and the nickel content of the pods and lenses within the norite is about 1 pct. PROSPECTING APPROACH Although the areas are different geologically, the approach in prospecting them is fundamentally the same. The procedure is twofold: 1) a rapid reconnaissance survey to outline an area of high nickel content, and 2) a more detailed survey to outline zones of possible ore grade within the area of high nickel. The possible ore at Red Flats is concentrated in the lateritic soil, whereas at Little Rocky Creek it is in the sulfide pods. Both types are surrounded by an area of relatively high nickel content. CHEMICAL ANALYSIS Chemical analyses of nickel were made by a di-methylglyoxime colorimetric test, similar to the standard test for nickel, utilizing concentrated sul-furic acid for extraction. The lower limit of detection for nickel in soil by the method used was about 10 ppm and for nickel in plants about 5 ppm. The relative deviation was about 25 pct. SOIL PROSPECTING General Statements: A summary of the approximate average parts per million of nickel in soil, as compiled from the literature and from my study, is given in Table I. Selected references are given at the end of the paper. Few of the investigators reported the type of extraction or analysis, so the data given may not be strictly comparable to mine, which were made with a sulfuric acid extraction. Any nickel concentration greater than these average values might be considered anomalous, although each area must be studied in relation to the surrounding rocks. Method of Soil Sampling: The soil samples were taken in a zone from 1 in. to 1 ft below the humus layer, and within a 15-ft radius around a station.

During the past year personnel of the Roof Control Research Group of the Bureau of Mines designed and developed encapsulated hydraulic cells for measuring pressure changes in coal in situ. Preliminary results from feasibility tests in progress in the laboratory and field indicate that the cells respond favorably to changes in pressures associated with a coal-mining environment. The ultimate objective is to use these cells to obtain engineering information relating to coal bump or coal outburst phenomena. Mining research has experienced a remarkable growth during the past decade and from all indications should surge forward at even a greater pace in the future. This increased interest in mining research has been brought about by the ever-multiplying number of technical problems being encountered by the mining industry in its effort to produce pay-dirt tonnages safely and economically from greater underground and surface pit depths. Among the various divisions in the field of mining research, the study of ground stress has received a large part of the overall attention. Numerous technical papers have been written with regard to ground stress conditions around mine openings and yet the total usable knowledge concerning this subject is extremely limited. Research teams around the world are endeavoring to bridge the gap between theoretical and laboratory approaches and the solution to design problems in the field. The problem of ground stress is not a new one for the coal mining industry. Operators in both eastern and western coal fields of the United States as well as in many foreign countries have long been plagued with a number of ground stress problems, one of which is commonly referred to as the coal-mine bump. This term or phenomenon has been aptly defined by earlier investigators as the violent and sudden failure of coal and adjacent rock. Direct results of such failures have been the loss of human lives and thou- sands upon thousands of dollars of sustained mine damages. In an effort to alleviate the magnitude and frequency of these failures, mine operators have employed and are presently employing various corrective techniques. These include: Inducing failure in heavily stressed areas by augering large-diameter holes into stressed pillars, using extensively yield-able steel arches in both long-term haulage and short-term face entries, backfilling unused or abandoned entries with mine waste to gain additional support, and using systematic pillar coal panel extraction techniques including mechanized longwall mining. The Health and Safety Activity of the Bureau of Mines has for a number of years contributed considerable time, funds, and talent in an effort to define better the ground stress problems associated with coal-mine bumps. As a part of this investigative program, in situ ground pressures are presently being studied in coal mines located in West Virginia and Utah. The description and development of the device being used to measure these pressures is the specific topic of this paper. CHOICE OF INSTRUMENTATION After consideration and evaluation of the various instruments and techniques that are being used by researchers in the field of rock mechanics to detetmine in situ stresses, a simple hydraulic system was selected for detailed investigation. Aside from simplicity, a hydraulic system is relatively inexpensive and also eliminates the need for electricity in its installation and operation. The hydraulic device referred to is, in essence, a simple unidirectional pressure-measuring cell. Hydraulic cells, which had been used for measurement of pressures in hard rock, were investigated but found not entirely suitable for use in coal, particularly since they involved (1) preparation and emplacement of cement grout at the test site, and (2) a waiting period before the cells became operational. At the outset, it was decided that certain design parameters be established. The cell should be simple and inexpensive, constructed of materials readily obtainable and easily built in the laboratory or field by unskilled labor. Ore bodies at Cornwall, Pennsylvania, have been mined since 1742 principally for iron from magnetite, but also for copper (in chalcopyrite), silver (in chalcopyrite), gold (in chalcopyrite), cobalt (in pyrite), sulfur, and crushed limestone aggregate. Metallization occurs as a limestone replacement above the essentially conformable, south dipping portion of a discordant saucershaped diabase sheet. Pre-Triassic and Triassic faulting have emplaced host Cambrian limestone and two Ordovician(?) hornfels units, now for the most part resting above diabase. Thermal metamorphism of carbonate-bearing country rocks largely to calc-silicates, is ubiquitous. Metasomatism, particularly of potassium, is unique to ore zones. Associated magnetite- actinolite mineralization replaces, in a preferential sequence, all earlier metamorphic and metasomatic minerals and rarely diabase chilled margin. Mineralogical (diopside, actinolite, mica, sulfides, oxides) and chemical (Fe, Cu, S, Co) zoning of the eastern ore body is focused down dip, near its western edge, along a major vertical fault through diabase. This zoning is spatially related to magnetite veins in diabase, to an ore body within diabase, and to a shear zone that probably extends through the sheet.

PURSUANT to a recommendation made by the Section delegates at their conference at the Annual Meeting of the A.I.M.E. last February, the Directors, at their meeting on March 15, 1944, appointed a committee charged with the duty of investigating the present status of licensing and registration of engineers, and to make a report on the whole subject for the information of the mining fraternity. The committee consisted of E. W. Ellis, chairman, H. D. Keiser, Henry T. Mudd, J. J. Croston, and Simon Strauss. Messrs. Keiser and Strauss were unable to assist in the work of the committee, and Mr. Mudd was forced to resign in July, his place being taken by A. F. Greaves-Walker. Able assistance was given the committee by T. Keith Legare, executive secretary of the National Council of State Boards of Engineering Examiners, and by Ed. ward Larson, executive secretary of the National Society of Professional Engineers. The accompanying somewhat condensed version of the report of Mr. Ellis&apos;s committee, dated Oct. 15, 1944, is confined to facts rather than to recommendations. The "Model Law" to which reference is made was first drafted by repre¬sentatives of six national engineering societies in 1911. It has since been amended many times, the latest version dated June 1943 is recommended to the State Licensing Boards as a pattern for formulating or amending state laws. THE only investigations on record of the reactions occurring during the Bessemer blow are of charges containing a large percentage of manganese, with the exception of two partial analyses by Snelus and Barker of the. English method, where a low percentage of manganese was used. They do not give the analysis of the spiegel, nor do they report any graphitic carbon after the first stage of the process. Both report only traces of manganese after the first stage until the addition of spiegel. The slags corresponding to the samples of metal were not analyzed.

THE production of sand in an oil well increases operating costs because of abnormal wear in subsurface equipment, the necessity for frequent cleanouts, and the need for a means of disposing of the sand. Moreover, removal of sand from the zone can bring about the creation of cavities from which bodies of formation, sand or shale, may slough into the hole, endangering the shutoff, impeding production or collapsing the liner. The procedure known as gravel packing is attracting attention as a means of controlling these factors and contributing to the productive life of a well. That gravel packing is now substantially beyond the preliminary stage on the Pacific Coast is reflected in the 191,000 bbl, of oil produced monthly by the 66 gravel-packed wells in 11 different producing sectors. REASONS FOR GRAVEL-PACKING Gravel packing, if properly carried out, can be expected to provide the following benefits: 1. Prevent the movement of sand and thus eliminate sand production and sand fills, and prevent the formation of cavities. 2. Provide a practical, relatively inexpensive, large-diameter hole, which will provide well-known theoretical advantages. 3. Support the walls of the hole by completely filling the space between the liner and the formation, regardless of its irregularities, and afford a support for liners. 4. Provide for more efficient pumping operations in wells by: (a) possibly utilizing the gravel as a gas trap in pumping gaseous fluids, (b). allowing deep submergence of the pump into the oil zone.
