Foreign investment in Mexico, particularly of American capital, has increased steadily since 1940. At present, however, these investments are less important to the Mexican economy than in earlier periods. In the last few years, local or Mexican capital has participated in most American investments in Mexico with the encouragement of the Mexican Government. Foreign investment in a wide variety of industrial activities has gone up in the last decade, placing mining investments in second place. This growth is the result of the Mexican Government's favorable attitude toward industrial expansion. The process has been encouraged through tax exemption on infant industry, through customs protection, and through other incentives.

This paper discusses a model for groundwater quantity prediction at operating sections of underground mines. The approach involves the development of a mathematical model for the movement of water through an integrated (unsaturated-saturated) flow domain within a definable watershed. The model is programmed for the IBM 370/168 computer using the method of finite difference approximation coupled with a finite element analysis. The conceptual and computational aspects of the model have been validated with both experimental and field data and applied to an active coal mining operation located in central Pennsylvania.

At the Troy meeting of the Institute, in October, 1883, I presented a paper entitled "Smelting Notes from Chihuahua, Mexico,"" in which was briefly described a cupellation-hearth, commonly met with in the northern part of Mexico, called in the vernacular un vaso. Since writing the paper I have had occasion to construct a hearth of this description for myself, using it, in conjunction with a waterjacket, for the reduction of a very refractory ore in the form of concentrates ; and I now avail myself of this opportunity to qualify some of the statements made in the paper referred to. Permian salt measures carry extensive lenses of soluble potash salts in north central Germany. Potash deposits of Oligocene age are found in the Upper Rhine Graben of Alsace (France), and in the Catalonian Basin of Spain. These deposits are found in a wide range of structural settings. Reserves are large, and the production of potash salts is an important phase in the economy of each of these countries.

THE history of fundamental research in mining is not one of which the profession can be particularly proud. It has been one of the slowest industries in applying the fundamental sciences to the solution of many of its more difficult problems. True, many of the processes are not adaptable to laboratory techniques, and much of the work must, of necessity, be done in the field. It is for this reason that the mining executive seldom has been conscious of the value of research on a laboratory scale on problems pertaining strictly to mining. Most of them, however, fostered much testing in the allied fields of ore dressing and metallurgy.

In 1944, in the Texas Panhandle, 245 oil wells were drilled with a total daily initial production of 32,886 bbl., representing an average initial production of 134 bbl, per well. This was an increase over 1943 of 121 wells drilled, and an increased initial production of 13,861 barrels. On Dec. 31, 1944, the field was operating on an allowable of 113,567 bbl. per day, but actually was producing 85,539 bbl. per day from the 5901 oil wells. The tota1 production for the year was 33,439,436 bbl., bringing the cumulative total to 5.04,537,048 barrels. A most important research and development item on ferroalloys in the calendar year of 1949 was the increase of interest in the recovery of secondary manganese. Owing to the importance of manganese to the nation's welfare, it is Ferroalloys most necessary that all possible avenues of research and development on the recovery of this vital metal be investigated. The principal objective of this new development is to recover manganese from steel furnace slags. Steel furnace slags contain a total of approximately 772,000 tons of metallic manganese which is compared to the 680,000 tons of metallic manganese as ferromanganese that is estimated to be used by the steel industry, annually, at this time.

The Interior Department has been in a state of disarray for many months. At first this was attributed to Interior Secretary Walter Hickel's inability to anticipate how his words would be interpreted by Press-Radio-TV. But then the already disquieted ernployees in the Department became aware that plans were afoot to take bits and pieces of the various antipollution programs from Interior; Health, Education and Welfare: the Atomic Energy Commission and other agencies and lump them together into a new Federal agency. Interior, many predicted, would be a shell of its former robust self. Hardly had this rumor started to add to employee uneasiness before the other big shoe hit the floor. The new rumor had it that the Bureau of Mines was being stripped of most of its research functions and that the Office of Coal Research and allied research groups would be abolished altogether.

A new method for open-pit design has been devised by G. MATHERON and the writers: it replaces the search for an optimum contour by the determination of a parametrizing function. The isovalue curves of this function give the optimum pit design corresponding to varying economic parameters; The method is described and indications are given about the corresponding program. Simulated data have been processed by the program and by a standard program using LERCES-GROSSMAN graphical method: the comparative results are described.

Tround International Inc. is currently developing a hard rock drill that uses a salvo of three frangible projectiles to prefracture the rock ahead of a conventional tri-cone bit. This paper reports on a series of experiments conducted for Tround to study the fragmentation enhancement possible through the use of an optimally timed and spaced salvo of projectiles. In this study the complex three-dimensional problem was simplified to a two dimensional salvo impact problem in a transparent brittle plate of glass. The use of high speed photography and dynamic photoelasticity was then used to study the development of the impact damage zone and the various interactions of the stress waves.

Under the title " Hysteromorphous" it is proposed to include deposits which have been formed from original deposits by the influences of the surface-region. The term Hysteromorphous—later-formed—has been used by Prof. Posepny, of Vienna, to distinguish secondary from primary deposits and is more comprehensively applicable than the terms or designations hitherto used for the same thing.

The depression of dithiophosphate by phosphate was investigated by correlating radiotagging measurements of competition in sorption with measurements of flotation. Competition in sorption was as complex as the sorption of the individual ions, thus strengthening the conclusion that more than one process was involved in the interaction of the ions with galena. The depression of flotation was chiefly a result of reducing the amount of dithiophosphate sorbed.

The US Bureau of Mines demonstrated ferric chloride leaching of galena concentrate on a continuous bench scale basis. Leaching was performed at 95°C (200°F) and with a contact time of 15 minutes. The ferric chloride leaching solution was continuously fed to a leaching tank at a constant rate for periods up to 45 hours. In each test, a constant redox potential was maintained in the slurry exiting the leaching tank by controlling the concentrate feed rate. In the 45 hour test, lead extraction exceeded 99.5%, and the lead chloride produced was 99.97% pure.
