UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

Our colleagues cannot in the future earn reputations and medals for achievements in milling and smelting ore and for successful management of mining companies, if some one doesn't keep finding and mining the ore to mill and smelt and to provide the basis for the good management. Good ore seems sometimes to be quite helpful to good management, and good ore is not as easy to find as it used to be. And there are still more reasons, why—when this honor had been decided upon and named for Mr. Daniel C. Jackling—it should be initially conferred on Reno H. Sales. . The terms of reference of the award are that it should be conferred upon an individual working in the fields of mining, geology, geophysics, who has made an outstanding contribution to the progress of technology in one or more of those fields. And in this initial year (the earlier years are the easiest) just that was done. I think I could get away with it amongst the old-timers of my generation if I say that this time they made the award to the individual, who made the outstanding contribution. But, as Al Smith used to say, "Let's look at the record." Really, the record is mixed up a little with extra-lateral litigation—the old-time "apex cases" under Section 2322 of the Revised Statutes. Reno Sales doesn't like such litigation, but there is little question that the urgency, generated by conflicting claims of intra-limital and extra-lateral rights, and consequent necessity for committing to records and maps the complications of Butte structure, did advance—and by several years—the first continuous, accurate, systematic, and scientific portrayal of the geological and mineralogical details of what is, after all, the most important and the most complicated copper district—at least in North America. Prior to Sales' time, some of the most eminent of geologists often waived details. One geologist took the judge to the window to show him the Rarus fault going through a notch in the Continental Divide. The entertaining testimony in the Bluebird litigation was as perfect in literary style as it was innocent of the criteria by which faulting and lack of continuity of vein structure are now recognized. At any rate, this need for an accurate record of structure was in the background—to whatever extent it was, or was not, the etiological agent—for formation of the Geological Department of the Amalgamated Copper Co. in and about the year 1900. Charles W. Goodale was at that time the head of the Boston & Montana, and John D. Ryan succeeded William Scallon as the president of Anaconda Copper Mining Co. in 1905. Horace V. Winchell, for years a specialist in extra-lateral litigation, was perhaps the man who at that date had the vision, the persuasive weight with the management, and the willingness to defend the idea of large current expenditures (as then viewed) for a complete and sys-

THE death of Sir Lowthian Bell removes almost the last of the group of heroic leaders who made their age and ours the Age of Steel-a group which his luster and the luster of his peers, Bessemer, Siemens and Tunner, made one of the most brilliant, perhaps even the most brilliant, in the annals of industry. Born on February 15th, 1816, in Newcastle-on-Tyne, he was the eldest son of Thomas Bell, an alderman of Newcastle, and of his wife Catherine Lowthian of Newbiggin, near Carlisle, in Cumberland, and was christened Isaac Lowthian, the name of his maternal grandfather. His father was born about 1788, and came in 1808 from Newbiggin to Newcastle, where he entered the office of the Cumbrian firm of Losh and Company, manufacturers of alkali and wrought-iron, at the Walker Iron and Alkali Works, at Walker, Dear Newcastle. Young Isaac Lowthian Bell was educated at Dr. Bruce's school in Newcastle, whence he went to Germany and Denmark, learning there German and Danish. On his return he studied at Edinburgh University, and then at the Sorboune in Paris. As a student he already showed the remarkable character and application which later gained him such distinction. After studying the manufacture of alkali near Marseilles, he returned, and when about twenty years old (A.D. 1836) was employed in his father's firm, then called Losh, Wilson, and Bell. After spending a year in their Newcastle offices, and after visiting the important iron-making districts of France, Germany, Poland, and Austria, he took charge of their rolling-mills at Walker, and profited so well by his opportunities, and especially by the teachings of his father and of Mr. John Vaughan (later one of the founders of the great firm of Bolckow, Vaughan & Co.), that he was made manager of the Walker works in or about

THE present lull in engineering activities presents an advantageous moment for inquiring into the position now occupied by geophysics in its various fields of application. The recent over-expansion in all lines of work resulted in an uncritical employment of these methods of exploration which was bound to have its harmful reaction. The pendulum has now swung back, producing a decidedly hypercritical attitude toward the new science that had been recently welcomed so joyfully as the panacea for prospecting troubles. The severe retrenchment in exploration has forced upon us a period of waiting and, it is to be hoped, of profitable contemplation. This can well be employed in trying to pass a reasoned judgment on what position geophysics should occupy in the new geological exploration programs that will inevitably ac- company the looked-for industrial recovery.

Sherman, one of the Regents of the Smithsonian Institution, who read the following address: ADDRESS OF GENERAL SHERMAN. MR. PRESIDENT AND GENTLEMEN : I have been invited to meet you here this evening to extend to you the cordial greeting of the regents of the Smithsonian Institution, and to assure you that they are most happy to have it in their power to place at your disposal this beautiful hall, dedicated to science and art. This National Museum is the property of the United States, of which the regents of the Smithsonian are simply the custodians, and the board has delegated to its secretary, Professor Baird, the right to extend its use to the National Academy of Sciences and like kindred societies, among which we are glad to class the Institute of Mining Engineers. It is eminently fit that you should meet here at this, the nation's capital, under a roof partly your own, devoted to natural sciences, and in the shadow of the Smithsonian, founded for the exclusive purpose of collecting and diffusing knowledge among men. Of all the workers employed on earth no single class seem to me more worthy the respect of their fellows than those who seek beneath the surface for the useful minerals and metals which contribute so largely to the wealth and comfort of mankind. In 1937 the employees of the Hollinger Consolidated Gold Mines Ltd.. at Timmins. Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only—the provision of medical services, including the accessory services such as hospitaliza-tion, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee—mother, father, or other relative—who are declared by the employee to be wholly dependent upon him must be examined. OCTOBER will be western month for the Institute. With meetings at Spokane, Tulsa, Los Angeles, and San Francisco, and with a large number of American Institute of Mining Engineers members and their families in the party sailing out through the Golden Gate to Japan on the afternoon of the tenth, the major activities of the Institute will, for this month at least, be west of the Mississippi. Despite cancellations due to necessity, most of the officers of the Institute will be present and taking part in some one or more of the Western meetings. Prof. Robert S. Richards, our senior past-president, will attend both the Spokane and San Francisco meetings and then go to Japan. President Bradley will preside at the San Francisco meeting and then head the party going to Tokyo. At Tulsa and Los Angeles, the principal officers of the Petroleum Division will be present and active and at all the meetings, directors, ex-directors and -present and past officers will be on the job and keeping things moving.

THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

Adsorption of lead and ferric iron on quartz and alumina is presented as a function of pH. Only the hydrolyzed species of these metal ions, FeOH++ and PbOH+, adsorb significantly on each of these minerals. Zeta potentials of quartz were measured as a function of pH in the presence of various additions of aluminum, lead, and magnesium salts. Sign reversal occurs at the pH values where significant concentrations of hydroxy complexes are formed. Models of adsorption are presented in the absence and presence of collector. The mechanism of adsorption of metal and collector species in the activation of nonmetallic minerals is still the center of considerable discussion in spite of the extensive study given this system. Until recently, the view was widely held that hydrated metal ions were responsible for this phenomenon. This fact is surprising, since it had been shown that the pH range in which flotation is effected corresponds to that in which metal ion hydrolysis occurs.' Additional support of this concept was pro vided by the work of Wolstenholme and Schulman in another system.' Later work has shown that hydroxy complexes of metal ions are the active species. These studies have also indicated that basic aqueous complexes of metal-collector may be necessary for flotation.3-7 Depending on the molecular weight of the collector, formation of these complexes may occur before or after precipitation of the metal-collector salt has occurred. Ion pair formation can occur when low molecular weight collectors are involved because relatively high concentrations of metal hydroxy complex and collector can be present in solution before precipitation occurs. This is not the case when high molecular weight collectors are used. A model of aqueous complex adsorption has been presented6,7 in which it has been assumed that adsorption occurs by the formation of water from adsorbed hydroxyl and hydrogen of the hydroxyl contained in the complex. Other authors8 have suggested that hy-droxy complexes are involved in these systems but that collector adsorption occurs by replacement of the hydroxyl of the adsorbed metal hydroxy complex with a fatty acid anion. All of these investigations have involved mineral surfaces that were negatively charged so that it is not possible to state with certainty whether hydrated metal ions or hydroxy complexes are the active species in this system. Use of a positively charged mineral should be helpful, however, since the hydrated metal ion will be repelled from this surface. On the other hand, if the hydroxy complex adsorbs by splitting out water, surface charge should have no effect because of the free energy decrease that the system will experience when water is formed. In this regard, sapphire is well-suited for study, since its surface is positively charged until approximately pH 9. Electrokinetic studies of quartz in the presence of various metal ions should also be useful in establishing the mechanisms of adsorption in these systems. That is, if the hydroxy complexes adsorb by water formation, drastic changes in the zeta potential should occur in the pH range in which hydrolysis occurs. In this view, adsorption of ions of widely different hydrolysis characteristics on both sapphire and quartz was measured. In addition, zeta potentials of quartz were measured as a function of pH in the presence of various metal ions and compared with flotation responses obtained under similar conditions. Experimental Materials and Techniques Reagent-grade aluminum, ferric and magnesium chlorides, and lead nitrate were used in this investigation. Adjustments in pH were made with reagent-grade HCl or KOH. Conductivity water, made by passing distilled water through an ion exchange column, was used in all of the experiments.

TWENTY years or so ago I wrote an article on management which consisted mostly of a chart similar to thousands of others of that day showing line functions, staff functions, and the chain of command in a typical mining organization. Since hen we have been "bossing" from the faces to the swivel chair and we have made many errors of no little expense to our companies. We have kept the chart in mind but many times we have changed the functions to fit the people we have had to work with. Good management after all is getting results with the people, the equipment, the supplies, and the natural conditions of the coal seam or seams and adjacent strata present. We have made, with little effort, a good showing with average people and equipment in good natural conditions. We have made a miserable showing (although expending every personal effort) with better than aver- age people and equipment in bad natural conditions. In the latter case many of our stockholders felt that better management would have found some way to save their investment. Perhaps they were right.

THE completion of the excavation of the tunnels through Bergen Hill for the extension of the Pennsylvania Railroad into New York City, together with the fact that the excavation for the rest of the tunnel-line has been practically completed for some time past, arouses sufficient interest to justify a description of the engineering- and contracting-work, and the organization by which it has been accomplished. The finishing of the excavation is a long step towards the completion of the entire tunnel-project. It will be interesting to the members of the Institute, who last spring were taken through a great part of this work, to know that by the excavation now completed it is possible to walk by tunnel from a, point near Sunnyside yard, Long Island, east of the 34th Street ferry, to the central passenger station site in the City of New York, and thence by tunnel to the Hackensack meadows, and by an embankment constructed across these meadows to Newark, N. J. This New York tunnel extension is being constructed as a part of the Pennsylvania Railroad system by the Pennsylvania Tunnel & Terminal R. R. Co., a corporation of the States of New Jersey and New York. It extends from a point near Newark, N. J., to the Sunnyside yard, Long Island, as indicated on the accompanying plan.

The annual meeting of the Woman's Auxiliary was held on February 19, at 10 a. m. The president, Mrs. Sidney Jennings, said in her greeting "it is a matter of congratulation that during the past year when the demands upon women for work of all kinds has been so large our membership has grown from the 50 enrolled at the first meeting a year ago to over 300 today. Some women, when. asked to join the organization, say that they are doing so much work in other ways that they have no time for work in a new organization, but the director for Canada struck the right note in her report when she told us of the splendid work the wives of mining engineers are doing in Canada, as individuals and as leaders and members of various organizations doing patriotic work. We do not want to divert such women from the work they are now doing, but we do want them to enroll as members of the Woman's Auxiliary and let us know what they are doing, that they play give inspiration to others." Reports were made by the directors of the following sections: Canada, Chicago, Colorado, Columbia, New York, Puget Sound and St. Louis, in some of which sections excellent progress has been made in food conservation, foreign war relief, including the adoption of fatherless French children, and in work for our own engineering regiments. These reports were read, accepted, and placed on file. The reports of the corresponding secretary, of the recording secretary, and of the treasurer, were read, accepted, and placed on file. Various amendments to the Constitution were proposed and accepted, and copies of the Constitution, as amended, will be mailed to all the members of the Woman's Auxiliary.

EVEN though most of the program of the joint meeting at Easton, Pa., on Oct. 30 to Nov. 1. was devoted to the interests of combustion engineers rather than to coal-mining engineers, nevertheless the A.I.M.E. Coal Division was well represented, with 83, or close to one third of those in attendance giving this as their affiliation. The fuels division of the American Society of Mechanical Engineers had 108 representatives, and an equal number reported no society affiliation. Added to the men's total registration was that of some twenty ladies so the total attendance was in the neighborhood of 325, exceeding that of the last two joint meetings, at Birmingham and Columbus, and equaling the 1938 crowd at Chicago.

LECTURE, it appears, is a discourse that is supposed to be instructive. I am quite sure that you will derive no instruction from what I have to say. I will be satisfied if my remarks provoke thought along one or two mental paths that have not been traveled so fre¬quently as to be devoid of interest. I have no particular message apropos of professional engineers or professional engineering, and any conclusions that I may seem to reach will be purely tentative and incidental. Probably at times you have wondered, in a casual way at least, why so many people who are not, never have been, and never will be engineers, want to use the title. For example, I recently received a communication from a life insurance broker or salesman, whose chaste letterhead bore the legend "Estate Engineer." He was perfectly serious about it, as is also the expert accountant who assumes the imposing name of cost-analysis engineer. Dozens of equally amazing titles might be cited. Then there is that class of individuals who have been engineers, in the true sense of the word; who have gone into some other kind of occupation; but who cling tenaciously to the name engineer, usually prefixing some word or other which at once gives them away by telling what their work really is. For example, we have such pseudomorphs as the management engineer, and the sales engineer. It is quite evident that engineer is a word to conjure with. Evidently both the man who appro¬priates the designation without any justification and the ex-engineer who persists in calling himself an engineer even after he has abandoned engineer-

THE annual session for the election of officers and transaction of other official business of the Institute, which must be held, in accordance with the By-Laws, in New York on the third Tuesday in February, was the only session scheduled for the morning of Feb. 19. Many members gathered in the auditorium at 10 o'clock, and President George Otis Smith presided. He said that his report was best set forth in the reports of the other officers and committees, which were avail-able in printed form. Productive activity had characterized the Institute's year and a number of new ventures had been successful. He felt that he had "rattled around" in the office of president, as he had traveled some 39,000 miles during the year in visiting the various Sections, having visited everyone that had held a meeting during his term of office. He spoke of the educational effect on a president of these broad contacts and suggested that a three-year course would be even more enlightening than one.

BITUMINOUS COAL production for 1937 up to Nov. 27, was 400,000,000 ions, an increase of 3.43 per cent over the comparative period in 1936. The in- crease in consumption, however, was not so great as the increase in production. Stocks of coal, mostly in the hands of consumers, on Nov. 1 were 57,000,000 tons, compared to 44,400,000 tons at the same periods in 1936. The prospects were that both production and consumption for December, 1937, would be lower than for the corresponding month of 1936. , Anthracite production for the period ending Nov. 20 was 43,900,000 tons, com- pared to 48,500,000 tons for the corresponding period in 1936, or a decrease of 9.5 per cent. W. L. SaundeRs, New York City (communication to the Secretary*):—Notwithstanding the sweeping statements made by Mr. Clarke in this paper, the friends of compressed air are not dismayed. There is no war between electricity and compressed air. Each one has its field of usefulness, and in that field each is supreme. In spite of commercial interests, in spite of prejudices and the enthusiasm of the inventor, the thing that is best will survive and flourish. At least ten years ago, our engineering papers contained large advertisements and pages of reading-matter about the application of electricity to mines, recording the introduction of numerous rock-drilling plants, and claiming that the problem had been solved, greatly to the advantage of the miner and with promise of large profits to the manufacturers of electrical apparatus. Edison and Thomson labored to apply electricity to mines, and each believed that the probabilities of success were great. This was the period of the solelloid rock-drill, which mas admirably suited, theoretically, to the percussive principle and in the development of which hundreds of thousands of dollars have been spent without satisfactory result. I have searched in vain for a standard mining equipment where electric rock-drills are in constant, commercial operation. During a recent trip made from New York to California, I visited most of the important mines of the West and failed to discover a single electric equipment, so far as this class of mining-work is concerned. If any one will inform me where there exists today an electric-drilling equipment in constant service in mines in the United States, I shall be glad to receive the information. DURING the war years restrictions on travel, pressure of work, and the irregular arrival of technical literature from abroad combined to severely isolate Great Britain in a period of intense war expansion of the art and practice of mineral dressing. Many British technicians were fully occupied with the day-to-day problems of improvising substitutes as regular sources of supply failed. and with mastering the strange demands and working conditions of wartime. After a long day spent between ones laboratory and production work, the rest of the waking hours were often filled with fire watching or home guard patrol activities, substituting for a night-shift manager, or "resting" in a dugout while the bombs came down. There was no time for serious study of such technical literature as survived the Atlantic crossing.

ALTHOUGH bad grammar, the above query is probably, at the present moment, good sense. Why was the Institute started and why does it continue to exist? The small group of men who worked out the original idea felt keenly the necessity of mining engineers and metallurgists getting together in order to discuss their professional problems. That necessity still exists but it does not strike the present generation of engineers so keenly because they have always had the Institute: they do not know what it is to be without it. The Institute is a great graduate school of mining and metallurgy. All of its members who have something to say worth saying are the teachers; all the rest may be learners or critics. No university or technical school can match the experience and information which the authors of its papers possess, no institution of learning has a body of potential listeners so extensive and so vitally interested.
