THE gravity magnitudes obtained by means of observations with the Eötvös balance in the field are necessarily resultant or total effects due to all abnormalities of mass distribution, including even the effects due to the ellipticity and rotational motion of the whole earth. Since the object of the survey is to isolate the effects which arise solely from some particular subterranean feature, and to deduce therefrom the configuration and extent of this feature, the first step is to eliminate from the observed effects all those due to "disturbing" (i. e., unwanted) features, whether above or below the surface of the ground. The disturbing features have different characteristics, according to their situation relative to the center of the balance and to the horizontal plane through the foot of the balance, or station point; this diversity was recognized by Eötvös, who divided the total effects into so-called Normal, Terrain, Topographical, Cartographical and Subterranean effects. This classification has been adhered to by most subsequent investigators, but the writer prefers to employ the term "three-dimensional," which really indicates the essential character of the class of effect known as "Subterranean," at any rate from the standpoint of the computer of effects. Before disturbing effects can be eliminated, the features must be measured up or surveyed, whether by topographical, mining, or boring methods, and then the effects of each feature calculated and subtracted from-the total observed effects. After this the problem of interpreting the residual effects will itself necessitate the computation of the assumed feature, or even a series of trial features.

Integrated forms of two solutions of Fick's second law for the movement of a plane interface through a sample of wustite, and for diffusion into a semi-infinite slab of wustite, are shown to yield nearly identical values of the chemical diffusion coeffcients of cation vacancies in wustite, over the temperature range 900° to 1100°C. The present-day application of geological knowledge to mine operations owes much to Survey activities. Early publications covering developed deposits at Comstock and Eureka in Nevada, and Leadville in Colorado, aroused great interest in mine geology among mine owners and operators. In later years personal contacts between Survey geologists, notably Lindgren, Spurr, Emmons, Weed, and Ransome, to name only a few, and mine managers, mine superintendents and mine foremen, brought directly home the importance of geological mapping and study in connection with mine operations. However, the Survey had recognized from the beginning that it was not practicable, either from the viewpoint of cost or policy, to supply direct help to the miner. The situation was met by many large mining companies through the organization of geological departments to deal with problems of geology which concerned not alone the every-day mine operation but also the life expectancy of the ore deposit. The mine owner therefore looked to the mine geologist to apply the "laws of ore deposition" in estimating the future of his mine. The examination of outside properties also became a duty of the company geologist where replacements were needed or where expansion of operations was contemplated. And finally, out of this situation there developed the independent consulting geologist, specializing in geological examinations of prospects, mines, and mining districts, whose duties included the highly important but often difficult task of appraising ore reserves and ore possibilities. Thus, while it may be considered by many that the work of the mine geologist overlaps that of the Survey geologist, their respective fields of endeavor are not in conflict. The appearance of the mine geologist has lessened in no manner the need of intensive field and research work by the Geological Survey and related organizations.

DURING the time I was in charge, of this mine, from 1914 to 1915, I had occasion to read the interesting papers by T. T. Read and C. M. Weld about these deposits, to find how far their observations corroborated mine. To quote from the paper on "The Mineral Production and Resources of China" by T. T. Read:' "The iron ores at Tayeh lie along the contact between a marble and an intrusive body of a dark gray syenitic rock. * * * * At one place it is slightly magnetic, apparently having been partly reduced to the magnetic oxide by the action of reducing solutions, which have deposited small amounts of copper and iron sulphides along the foot wall." To quote from the paper on "The Tayeh Iron Ore Deposits"2 by C. M. Weld: "I find the orebodies described as occurring along an approximately E-W contact between horn-blende-granite and limestone. * * * * The granite is a granitoid rock consisting essentially of quartz, potash-feldspar and hornblende." These quotations show the differences of opinion entertained by two observers. My own study of these interesting deposits has been intermittent amid the manifold duties devolving upon a superintendent. General Description of the Deposits The deposits are situated to the west of the Yangtse River, being con¬nected with the river by a standard-gage railroad of 56 li (16.16 miles, 26 km.) in length, as shown in Fig. 1. The general topography of the region is of mature age, showing broad valleys with sluggishly meandering streams. These deposits are worked as two mines, named the Tieh Shan Mining Department and the Teh Tao Wan Mining Department; the former consisting of three orebodies more or less connected, named Tieh Man Kan, Sha Mau Tze and Lung Tung, and the latter consisting of Chang Pei Shan, Sze Tze Shan, Ta Shih Men, Yeh Chih Ping and Tsin Shan, also more or less connected, as shown in Fig. 2.

There are important phenomena in rock and soil mechanics that cannot be explained in terms of theories of homogeneous, isotropic materials. Subsidence of strata about mine openings is an example. In-situ stress measurements in nonisotropic sedimentary and metamorphic rocks is another. Patterns of joints, faults, fractures, and similar geologic features impart directional mechanical properties to rock masses that are locally isotropic or anisotropic. On the geologic scale, the nonhomogeneity of composite rock masses may, in certain instances, be dealt with as homogeneous anisotropy. The mechanics of large rock masses can, therefore, be expected to involve considerations of anisotropy. The source of the anisotropy is not relevant. Once the scale of observation is selected and the material is defined accordingly, the analysis of stress and deformation proceeds without regard to the numerical values of the material constants. There are also important phenomena in rock and soil mechanics that cannot be explained in terms of linear elasticity, theory. For the mechanical description of anisotropic geologic materials capable of deforming beyond the limit of purely elastic strains, a plasticity theory is required. The purpose of this chapter is to present a plasticity theory for anisotropic rocks and soils. The proposed theory is based on the work of Hill in anisotropic metal plasticity and represents an extension of his work so as to include anisotropic geologic materials. The point of departure from metal plasticity theory begins with the inclusion of the normal stresses as linear terms in the yield condition, which plays a central role in plasticity. Once the yield condition is established, the plastic strain increments are obtained immediately through the principle of normality. The dry cleaning of coal is a relatively new art and, as might have been expected, a number of unforeseen problems have been brought to light in the few years that dry methods of treatment have been in commercial use. The pneumatic concentrators that were first adapted to the cleaning of coal had already been developed to a fair degree of efficiency, although at low ratings, in the field of ore dressing. The concentrating machines, therefore, were in a relatively more perfected state than the general technology of dry cleaning and, for this reason, the major difficulties encountered in the early plants were in the accessory operations involved in the servicing of the cleaners rather than in the functioning of the cleaners themselves. The crudities of a new technology were further aggravated, in some cases, by meagerness of appropriations which precluded even the provision of adequate storage bins and such other facilities as had been long recognized as indispensable to the proper functioning of older types of cleaning plants. The practice of dry cleaning is now sufficiently established so that we may examine critically auxiliary equipment and operations. The cleaning processes have been so simplified, with respect to presizing of the raw coal required and the quantity of air circulated, that stinting of expenditures for auxiliary equipment is not necessary to keep the per ton cost of installation in line with complete and well designed plants of other types. Furthermore, sufficient operating experience has been accumulated to ascertain the conditions most conducive to effective operation of dry-cleaning machines; at least the essentials of a definite technology of dry cleaning has been established. Early Operating Problems The problems that have occupied the builders and operators of dry-cleaning plants from the beginning have been relatively few, but difficult of solution. The principal difficulties have been: 1. The proper sizing of the raw coal to suit the cleaning process. 2. The handling of raw coal when it is delivered wet from the mine. 3. Dust collecting. 4. The maintenance of uniformity in cleaning performance.

Advances in the production of quality steel have emphasized the need for greater knowledge of the amount and distribution of oxygen in the steel. Control of inclusion content and quality is largely dependent on such knowledge. While many analytical methods have been devised for the accomplishment of this end, few are without serious limitations in accuracy, convenience, or skill required in application. Usually at least two methods are necessary to determine total oxygen and constituent oxides. Because of the great importance of this problem and the specific interest in the application of such methods of analysis, the various procedures were carefully reviewed at the Union Carbide and Carbon Research Laboratories, with the view of developing a method free from the limitations mentioned above. Intensive experimentation finally led to an improved iodine extraction analysis described by Cunningham and Price.1 After this had been thoroughly checked from the standpoint of the analytical chemist, it was rechecked from that of the metallurgist. This involved preparation of a number of small heats of varying composition with determination of total oxygen in the molten metal by the alumina method2 and an analysis of the solidified material without the aluminum addition by means of iodine extraction; the oxides of iron, manganese, silicon and aluminum also being determined by the iodine analysis. The report of this work constitutes the subject of this paper. The Iodine Method Fundamentally the iodine method is well established. It is based on the procedure first described by Eggertz3 and depends upon the fact that iron, manganese, silicon and aluminum, as well as the metallic constituents of the pertinent sulfides, carbides and nitrides of these metals

5.1-1. Geographic and Geologic Factors. Surface mines are located where the coal seam can be economically uncovered and where the product can be utilized competitively with other fuels. The planning and designing of a pit may follow various procedures. The sequence for consideration of the influential factors as considered here may not be complete for every pit, nor will it be necessary to be completely used in each design. It is suggested as a check and outline for the engineering approach. Controlling conditions for the layout should be listed and considered with the facilities and equipment for the exploitation. After these items, as listed below, have been discussed and the feasibility agreed upon, then the actual planning and design of the pit can be done. GEOGRAPHIC FEATURES. The location of the coal area sets the climatic stage. The rainfall, the temperature extremes, and the general weather conditions all affect the design of the pit. Overburden soil when wet may not be stackable and may be impossible to move by standard procedures. The coal seam itself may be so soft that it must not be traveled on when wet, as the losses may be the difference between a profitable venture and an unsuccessful one. Some equipment will work well on dry soil only, just as a dredge works only in the wet. The conditions must be checked and analyzed. Some equipment cannot handle frozen soil (wheel excavators), so temperature extremes must be noted. The extreme weather conditions may also govern the expected working days and therefore the ultimate production. The altitude (atmospheric pressure) may affect the equipment, and this should be checked. All of these conditions should be noted on the preliminary map of the area. GEOLOGIC FACTORS. When considering the question of future demand for crude petroleum in California, one must first decide whether it is to be approached in the light of the definition of "demand" when used in economics; i.e., "The quantity of any commodity required or sought in the market," or in the light of markets developed to dispose of total supply. Therefore, is the California demand of future years to be predicated on a continuation of supplying markets developed following the surplus production commencing in 1922, or predicated on supplying what would be termed economic markets ? If the latter, what are economic markets ? Obviously, the Pacific Coast States and Canada, Alaska, Hawaii and probably the Pacific side of Central and South America, can be considered as normal markets for California petroleum products. While there have been small quantities of gasoline shipped into the PacSc Coast from East Texas, transportation costs, plus import taxes in the case of foreign oil, are a sufficient barrier to justify considering that these markets will be retained. But how about our participation in Atlantic and Pacific foreign and intercoastal markets? During the five years preceding 1931 California shipped substantial quantities of gasoline to the United Kingdom and to France, Germany and Italy. During recent years our business in European markets has been restricted to occasional shipments of gasoline and Kettleman crude. This loss of business is occasioned by the development of production in the Mid-Continent, principally East Texas, and in Iraq, Rumania, Venezuela and other closer producing areas, which makes it impossible at the prevailing crude-oil prices for California to be competitive in supplying any substantial portion of these markets. It is therefore apparent that under a stabilized price structure that will return the California producer a reasonable price for his oil, future Atlantic foreign -business will be restricted to occasional spot cargo sales. THE recrystallization and grain-growth phenomena of cold-worked metals have considerable industrial importance because of their role in the fabrication of metals. For this reason, and because of the general academic interest in the subject, these processes have received consider-able attention since the time of J. E. Stead's paper1 on The Crystalline Structure of Iron and Steel. There are considerable differences of opinion regarding the theory of recrystallization and grain growth and also differences in the observation of the modus operandi of the processes themselves. The value of many of the existing quantitative data on grain growth is decreased by the failure to distinguish between the grain sizes just after complete recrystallization and those resulting from coales-cence. For this reason also, the value of the diagrams of stable grain sizes, like those produced by Bass and Glocker2 and Czochralski3, is lessened in so far as an interpretation of the facts of recrystallization is concerned. It is hoped that the data presented in this paper will help to clarify and to simplify the facts relating to recrystallization, and at the same time will show that some of the present-day conceptions are unten-able. A paper on the theory of recrystallization, with additional data, will be completed in the near future by the writers.

VALUES for the equilibrium distribution coefficient, ko, are required for solidification studies. The procedure generally adopted1-3 is to progressively solidify alloy rods over a range of growth rates, under conditions where a high degree of convective mixing is present in the melt. The measured effective distribution coefficients are plotted as a function of growth rate, and the extrapolated value at zero growth rate is taken to be the equilibrium ko. The method is limited by the experimental difficulty in obtaining steady growth rates less than approximately 10-4 cm per sec. Extrapolation from rates greater than this can lead to inaccuracy. In the present investigation, an alternative method for determining ko, previously used by the authors for the Ag-Sn system,' was applied to alloy of thallium in tin. Specimens were grown under conditions where convective mixing was absent, and experimental concentration-distance curves in the region of the initial transient were compared with curves calculated for trial values of ko. The ko which gave the best fit was taken as the correct value. To obtain the calculated curves, a value for the diffusion constant in the liquid near to the melting point was needed. This was determined by the capillary-reservoir method. Diffusion Constants. Details of the experimental procedure used by the authors in the capillary-reservoir technique have been described in previous papers,5'6 the only variation being in the use of Tl204, a ß emitter, as tracer, in contrast to previous work where ? emitters were used. The activity of a ß-emitting sample, as measured in a Geiger counter, is proportional to the surface area. To measure the concentration of thallium along the capillary after diffusion had taken place, the solidified capillary (1 mm diam) was cut into 2.5-mm lengths and each length compressed between parallel steel plates to form a disc approximately 5 mm in diam. The discs were placed in a flat-bottomed dish, covered by a thin lead shield with a central aperture, and counted in a 0 counter with fixed geometry. Ore production from the property of the Miami Copper Co. began early in 1911. Until 1925 this ore came from the so-called high-grade orebodies, which contained a little over 2 per cent. copper. This ore was mined by the following methods: 1. Top slicing after mining the peaks by square setting, which produced 4,524,347 tons, including ore from square setting. 2. Shrinkage stoping with sublevel caving of the pillars, which produced 2,230,577 tons. 3. Undercut caving with hand tramming, which produced 15,427,672 tons. Estimating December tonnage, the total ore mined to the end of 1929 will amount to slightly more than 43,000,000 tons. The first method was described by E. G. Deane' and the second by D. B. Scott,' and the third, together with a general description of the mine, by J. H. Hensley, Jr.' The geology of the district has been worked out by Dr. F. L. Ransome.2 The author acknowledges also the assistance of R. W. Hughes, assistant mine superintendent, E. V. Graybeal, chief mine engineer, A. J. McDermid and S. R. Burdick, engineers of Miami Copper Co., Miami, Arizona. Factors Influencing Selection of Mining Methods The mining method described herein was selected primarily with a low mining cost in view and was developed to avoid as far as possible dilution of the already very low-grade ore. In 1924, with the exhaustion of the high-grade orebodies in sight, it was decided to develop the low-grade orebody, which at that time contained 36,000,000 tons of ore assaying 1.06 per cent. copper, and had an area of 50 acres with an average thickness of 206 ft. overlain by an average thickness of 320 ft. of barren capping.

A balanced system of internal stress is set up in any metallic structure by plastic deformation below the annealing temperature. The internaI stress induced by cold rolling or other fabricating processes is generally recognized and its magnitude is known to be, within certain limits, a function of the degree of cold deformation. The plastic deformation that may accompany rapid cooling from elevated temperatures may not materially change the form of the product. The internal stresses so induced are not, therefore, so evident and nonrecognition of their presence has at times led to engineering failures. The heat treatment of aluminum alloys is a relatively new art and little information is available regarding the magnitude of stresses induced during the commercial heat treatment of aluminum alloy products. As the industrial use of aluminum increases, it is inevitable that products of increasingly large volume will be required. It has become necessary in the present commercial utilization of aluminum to heat-treat castings and forgings weighing hundreds of pounds. One of the factors governing the magnitude of internal stresses arising from rapid cooling from elevated temperatures is that of the size of the structure being treated. Some of the other factors are: cooling rate, elastic properties of the alloy, thermal expansivity, thermal conductivity, and the presence or absence of phase changes. Practically all aluminum alloys have a high coefficient of thermal expansion and some are capable of developing relatively high elastic limits. On the other hand, all commercial aluminum alloys have relatively high thermal conductivities, no invariant phase changes, and the quenching temperatures are comparatively low. The practical execution of the design for rolling-mills presented by the writer at the Paris meeting* of thc Iron and Steel Institute in 1900 involves the determination of some questions not yet discussed, among which is the determinatioir of the amount of power required to perform the rolling of pieces of iron and steel of given dimensions. It is necessary to know this factor if we would put motors of proper capacity to the respective pairs of rolls, or, rcciprocally, if, having standard motors at our disposal, we would design grooves to suit them. Moreover, this factor is involved in giving right dimensions to every part of the rolls and housings. Expert designers of engines for driving rolling-mills of the present type receive very indefinite directions, such as: that the motor is to drive a light, medium or heavy train; that it must work with fly-wheel or reversing gear; that the number of revolutions per minute should not exceed 40 or 60, and that at a given speed the power developed should be from 100 to 200 H. P., or from 1,000 to 2,500 13. P. It frequently happens, however, that an cngine of 200 H. P. is forced under the circumstances to press or develop as much as 300 H. P., while, on the other hand, the ,1,500-11. P. engine may be rolling-stock which could be worked with a maximum expenditure of 60 to 80 H. P. Of course such variatior~s as these do not permit the best adjustment of parts or the best economy of power and fuel. The design of roll-trains is even more vaguely limited. THE possibility of separating the various constituents of mixed ores or metalliferous products by differentially producing their soluble sulfates has not received the consideration that it deserves. The production of the soluble sulfate may be accomplished by baking the ore with sulfuric acid or by treating it with gases containing oxides of sulfur. This paper is primarily concerned with the first method. The procedure used was to mix the material with a solution containing a definite weight of sulfuric acid, baking the mixture at various tempera-tures and then leaching out the soluble sulfate with water. The amount of acid used was calculated to produce certain desired soluble sulfates. The temperature of baking depended on the decomposition points of the sulfates involved. The object was to prevent the formation of or to decompose certain sulfates while leaving a maximum quantity of another sulfate in a water-soluble form. This procedure has two possible advantages over the ordinary method of leaching with an aqueous solution of sulfuric acid. First, a more selective leach may be obtained, and second, the higher temperatures and stronger acid concentrations involved will permit a better recovery of materials that are difficultly soluble in relatively dilute aqueous sulfuric acid solutions. The method of sulfuric acid baking followed by water leaching is not new, as it has been applied in the treatment of various metalliferous materials such as the recovery of cadmium from flue dust1, the re-treat-ment of zinc leach residues2 and the working up of electrolytic slimes3.

Ore deposits are commonly divided into two classes, syngenetic and epigenetic, according to whether the ore was deposited together with the enclosing rock or was introduced after its deposition or solidification. Epigenetic deposits, which are by far the more important class, owe their formation to the channels that permitted the ingress of their metals, and both classes are subject to great modification by post-mineral changes in the containing rocks. A discussion of the structural features of rocks, therefore, necessarily precedes any consideration of ore deposits or processes of ore deposition. The arrangement of sediments in parallel and approximately horizontal layers is called stratification, and is an original prop¬erty of sedimentary rocks. Successive strata of the same sedimentary bed commonly differ from each other in some minor characteristic, such as texture or color, which results in a bedded or stratified appearance. The subjection of a rock to pressure develops within it parallel planes of weakness, called cleavage planes, along which the rock breaks into relatively regular slabs or blocks; the direc¬tion of these cleavage planes, which bear no relation to stratifica¬tion, is determined by the direction of the pressure that produced them. Where there are more than one set of cleavage planes, one of them is likely to be more prominent than the others. In sedimentary rocks, the cleavage may coincide with the stratifica¬tion but more commonly cuts across it. Van Hise has defined cleavage as the "capacity present in some rocks to break in some directions more easily than in others." Cleavage, therefore, does not imply the existence of subdivisions, but rather the tendency to subdivide along certain planes.

STORAGE AND FLOW Introduction The layout and design of a bin or stockpile for bulk solids should assure reliable feed at the required time and rate without spillage and, when required, without segregation and degradation. The typical procedure in the design for gravity flow follows these steps: 1. The bulk solids to be stored are identified and the range of moisture content, temperature, feed rate and time of storage at rest, as well as the storage capacity, are specified. The materials of construction of the hopper, that is of the converging part of the bin, are decided upon. Hopper liners and coatings to reduce wall friction are considered. 2. The flow properties of the bulk solids and the friction angles against the wall materials are measured for the expected range of conditions. 3. The width of a slot outlet needed for reliable flow of each solid under the full range of conditions is determined from the tests. This dimension is an explicit measure of flowability of a solid. The widest slot determines the critical solid and the critical conditions. 4. A suitable feeder of size sufficient for the widest slot outlet is selected. 5. On the basis of the measured wall friction angles, a suitable wall material is selected and a mass flow hopper is designed to ensure reliable and uniform flow of solid into the feeder and to minimize the load on the feeder. The mass flow hopper may extend upward to the intersection with the cylinder thus producing a mass flow bin. Alternatively, the hopper may terminate at a height equal to a few widths of the outlet and then expand at a less steep slope in its upper part in order to save headroom, or it may terminate in the flat bottom of a bin or stockpile. The choice depends on the flow properties of the solids and the size of the bin or stockpile. 6. The design of the bin is completed for the specified storage capacity. Multiple hoppers and

Ed¬munds, Anderson and Waring are to be commended for their excellent work in so painstakingly reducing to constants, the variables believed to be associated with these types of stress corrosion. An ammonia stress-cracking apparatus similar in many respects to the one described has been assembled. Certain aspects of its construction may be of interest. Tensile loading of the specimens, which are usually Y8-in. diameter wires, is accomplished by springs acting in compression in compact, portable, tubular assemblies weighing less than 10 lb. The lower end of each assembly contains the test specimen and is passed into the test chamber for exposure to the moist ammoniacal atmosphere. There is considerable convenience in being able to load the specimens in a portable unit, which may be warmed to prevent condensation, and then thrust instantaneously into the test chamber. Spring loading obviates the use of weights, but it has the disadvantage of allowing some relaxation of the load if the specimen elongates during corrosion. The maximum loss in load found so far was 20 per cent. The air supplied to the test chamber is humidified by passing it through thermo¬statically controlled water. The air is dispersed into fine bubbles by being forced through a porous ceramic filter at the bottom of a tank containing about 10 liters of water. The magnitude and economic importance of the problem of correctly valuing natural-gas leaseholds become evident when me consider that: (a) Natural gas is handled in 55 per cent. of the gas distributing plants in the United States. (b) Present known natural-gas acreage forms 47 per cent. of the total known mineral-land acreage in the United States. (c) Five acres of land are now required to protect and maintain continuous service to each of the 2,000,000 domestic natural-gas consumers in the United States. (d) The cost of acquiring and maintaining this acreage of an expendible resource represents a substantial part of the cost of the natural-gas service to the consumer. (e) "The right of a citizen by means of his ownership of or his mining leases on land to draw gas from beneath its surface is property and sometimes valuable property."' A large number of other court decisions have established the basic legal principle that the right to drill for gas within a given area constitutes an interest in the land itself, and is necessarily an exclusive property right. Definition of Vested Interests or Rights "Vested interests are economic interests which are legally recognized to be such that they cannot be impaired by public action, directly or indirectly, without indemnification. Vested interests are largely property interests. The recognition of an interest as a vested interest gives it some of the attributes of property, and by American courts it would be comprised in their very inclusive concept of property. Otherwise than through property, vested interests generally arise through contract."

Discussion * of the paper of H. M. Chance, presented at the butte meeting, august, 1913, and printed in bulletin No. 79, July, 1913, pp. 1315 to 1341. George H. Ashley,+ Washington, d. C.:-Mr. Chance's long practical experience in reporting on coal lands admirably fits him for a discussion of the value of such lands. On behalf of the government geologists, I wish to express my appreciation of Mr. Chance's friendly, constructive criticism of the government method of valuing coal land in the first part of his paper and, at the same time, to reply to some queries he makes. All admit that coal has no " intrinsic "-monetary value, in the sense that a pound of coal of certain chemical and physical characters is worth " intrinsically " so many cents or fractions of a cent. The term has, however, been found very useful as including those natural factors of coal value, among which are its position and location in the earth, that affect its sale price in contrast with the other cost elements involved in the labor and capital necessary in mining, preparing, transporting, and selling the coal (extrinsic factors). Mr. Chance, while recognizing the " dual origin of value," does not offer any better terms. The survey agrees with Mr. Chance in his definition of coal conservation, that it means the fuller utilization of the heat contents of the coal, and the more complete recovery of the coal from the ground. Coal land withdrawals have not been made to keep such lands off the market, but to prevent their acquisition as non-coal lands before they could be classified so as to be disposed of under the proper law. Nor has the pricing of the more valuable coal lands above the minimum been to raise money for the reclamation fund, to which the money goes, but primarily to discourage the alienation, for holding or speculation, of coal lands not intended or needed for development, and, secondarily, to secure to the people the ?unearned increment," which they are certain in any case to be charged.
