As part of the mine permitting process as delegated by the Surface Mining Reclamation and Control Act of 1977 the regulatory authority must assess the probable hydrologic consequences and cumulative hydrologic impacts of surf ace mining. The U.S. Office of Surface Mining (OSM), in conjunction with Energy & Minerals Technology Assessment and ENCORE Systems Inc., has developed a user friendly groundwater model that is capable of predicting the effects of surface mining on groundwater quality and quantity. The model is a variation of the Prickett-Lonnquist model which has been modified to be specifically applicable to surface mine applications. This model is presently being used by OSM, the states, and industry to determine mining impacts on groundwater resources. The model is designed for use by the hydrologist with minimal computer training. The model accounts for multiple pumping wells, injection wells, multiple mine pits, and mine pit movement through time. This paper presents an example of how the model may be used in permit application review and how the model can be used by industry to simplify permit preparation.

An equation is derived for the rote of reaction of a sphere of metal oxide in a restricted enclosure through which a reducing gas is flowing. The equation takes into consideration the reaction rate coefficient, transport through the gas and through the porous shell of reduced oxide, the rate of gas flow, THIS paper describes a mathematical study of the chemical and physical processes that determine the rate of reduction of solid metal oxide with a reducing gas. The study was a part of a theoretical study leading to the development of a mathematical model for the simulation of the thermochemical behavior of the iron blast furnace. An essential feature of such and the volume of- space surrounding the sphere available for gas flow. The equation is applied to experimental data on vote of reduction of iron oxide in hydrogen. The equation serves as a model for predicting the course of reduction of a particle of. metal oxide in a shaft furnace. a model is an adequate mathematical relationship defining the rate of reaction in terms of all the important chemical and physical phenomena that affect the rate of reaction. This includes not only the reaction rate coefficients, equilibrium ratios, gas composition, and temperature, but also the relevant physical properties of the oxide, rate of gas flow, and relative volumes occupied by gas and solid. IN 1925 a criterion for localized deformation in a single crystal was derived by Taylor and Elam.' They noted that for a single active slip plane the slip plane area is constant, but the direction of the stress with respect to the slip direction changes during deformation so that, when the increase in stress due to this rotation is large enough relative to the work hardening, instability occurs. (By instability is meant continued slip on the active slip plane.) The instability criterion may be written t>dt/d?/m tan2? [1] where t and ? are resolved shear stress and strain, m the Schmid factor for resolving shear stress, and ? is the angle between the slip direction and the axis of tension. The formula points out that regardless of the atomic mechanism involved, for large flow stresses and low work hardening rates, slip on a single plane—once started—should continue. The case of alloying provides a direct possibility of adjusting the parameters in Eq. [I]: As an alloying element is added to a pure metal, the flow stress is raised and the work hardening in easy glide may be either decreased2 or unaltered.3 Since flow stresses in easy glide may rise to the kg/mm2 range for alloy crystals while easy glide slopes may be less than % kg/mm2, 2 it is possible for the inequality to be satisfied. Indeed Garstone and Honeycombe3 report that slip becomes coarser with increasing stress in the easy glide range, where the flow stress would be increasing and the slope would be essentially constant. Another case where high flow stresses and low hardening rates accompany coarse slip is that of quench hardening.4 Maddin and Cottrell report that quenched aluminum crystals display slip markings resembling those of a brass. A similar effect has been observed after irradiation.'

THE A1-Mg phase diagram in the composition range from 30 to 60 pct Mg remains uncertain. Four intermetallic compounds are reported in this composition range. All of the published diagrams are in agreement as to the existence of intermediate phases near 37 and 52 pct Mg (Mgl,A1,). Confusion exists, however, as to the number and identity of the intermetallic phases present in the intervening composition range from 37 to 52 pct Mg. Mikheeva and Kurnakovl denote the existence of a phase e near 42 pct Mg. Kawakami," Reiderer? and Laves report a phase near 48 pct Mg. Eickhoff and Vosskuhler, from a critical survey of the literature, composed the diagram shown in Fig. 1, with the exception of the eutectoid horizontal of the e-phase shown at 210°C. RaynorV n a similar survey discounts the existence of the phase proposed by Ka-wakami et al.' at 48 pct Mg and reports a composite diagram similar to that of Eickhoff and Vosskuhler." Introduction THE winning of zinc and lead ores from the comparatively shallow deposits of the Joplin district, presents, few such problems for the mining engineer as are encountered in deep ore mining and in the handling of complex ores. However, for those who are interested in the origin and nature of ore deposits in general, there is much here to investigate, and upon studies in this direction will depend in no small measure the future of an industry that has produced during the year 1916, in southwest Missouri, lead and zinc ores to the value of $26,319,383; adding $46,022,164 to the metallic wealth of the nation. Including the adjacent mines in Ottawa County, Oklahoma, and Cherokee County, Kansas, which are, really continuations of the Joplin district, the total value of ores produced reached the sums of $34,089,503, and that of the metals, $58,927,941.1 The ores produced in the Joplin district are remarkable on account of their almost uniformly high" metal content in both lead and zinc. Their superiority in this regard is unparalleled, and is doubtless clue to certain geological conditions that are now possibly explicable, provided that the artesian circulation = ascension hypothesis of the origin of the ore deposits is proven beyond question to be the only tenable explanation of the facts. These, as well as other valuable zinc-ore deposits, are bound to he exhausted in time, for ordinary mining purposes, acid it concerns the mining engineer that the conditions under which ores of this character were actually deposited in the form in which they occur, may, if possible, be ascertained, in order that he may learn where to look for similar deposits in other regions, or even how to reproduce artificially such condi-

IN the study of the structure or the properties of a series of alloys or nonmetallic compounds, it is often advantageous to express the com-position not as percentage by weight, according to which the material is always made up and analyzed, but as the atomic percentage of the two constituents. The conversion from the one to the other is repre-sented by the formulas: 100A 100x Y x 100 ? x/A A [1] A+ B x + A/B(100-x) X _ 100yA 100y [2] yA+(100-y)B or y+A(100-y) where x and y are the weight and atomic percentages respectively of the element of atomic weight A, and (100 - x) and (100 - y) are the per-centages by weight and by atoms respectively of the element of atomic weight B. While calculations according to these formulas are simple, they are' time consuming if several conversions have to be made. In 1931 Water-man' constructed a nomograph for performing the conversion, but this did not permit an accuracy greater than about 1 per cent to be obtained in the neighborhood of 50 per cent. Olander2 has proposed a graphic method simpler than Waterman's and one that gives a uniform precision throughout the entire scale. The possible accuracy is about 0.5 per cent of the whole, depending on the size and accuracy of the coordinate paper used. Recently, Hermann3 has described a slide rule for making the calculations. The honor so fairly earned and so incompletely and tardily paid to Henry Cort, the inventor of the puddling-furnace and the rolling-mill, has been fully set forth by Mr. Charles H. Morgan,' and needs no further emphasis here. In view of the importance of the rolling-mill in the treat ment of iron and steel, the paucity of information concerning it is surprising. With the exception of a book, written about 35 years ago, by Peter Ritter von Tunner, an Honorary Member of this Institute, and of desultory articles on simple sections, which have appeared in technical journals, I know of no publication attempting to treat this subject, although volumes have been written on the scientific theory and technical manipulations involved in other branches of the iron- and steel-industry. This strange anomaly may be due to the fact that roll-turning cannot be called a scientific business. It does not ordinarily come within the range of an educated engineer; yet it cannot be performed by an ordinary mechanic. It demands some of the qualifications of an engineer, in designing, and those of a mechanic, in execution. The men who have followeci this trade have controlled the training of their successors. The authors have done a commendable job in combining a number of recognized waterflood performance prediction methods into one composite method. The availability of a FORTRAN program for this composite method should encourage its widespread industry use. Pan American has had a computer program developed along similar lines for a number of years,' and it has received more use than any other reservoir prediction method. In three important stages of a pattern waterflood, the authors fail to consider fully the effects of water-oil mobility ratio on performance. This is discussed in the following paragraphs and modifications of the prediction method are suggested. During the early stages of a waterflood in a partially depleted formation, the injected water and its preceding oil bank move out radially from the injection wells. As pointed out in the author's paper the method of Yuster and Calhoun2 or predicting the water injection rate during this period assumes that the mobilities of the water and oil are equal. In his book, Muskat3 resents a modification of the Yuster-Calhoun approach that considers fully the influence of water-oil mobility ratio. In Muskat's method, the prediction of the injection rate-injected volume-time relationship is expressed in readily programmed dimension-less unts. At and following fillup the five-spot pattern consists of a water-invaded pattern with the remainder of the pattern containing only oil and connate water. In the paper, Eq. 18 is used to calculate the water injection rate at fillup. This equation considers that the entire pattern is invaded by water. To properly consider both the incomplete areal sweep of water and the water-oil mobility ratio, Eq. 18 should read:

Introduction BELLE ISLE, located in the low sea marshes near Atchafalaya Bay, is the southeasternmost of the famous Five Salt Islands of Louisiana. Rising about 80 ft. (24 m.) above the level of the surrounding marsh and being some 800 acres (323 ha.) in extent, it constitutes a striking landmark on the low Gulf coast, and since the eighteenth century, when it played an important part in the operation of the buccaneers, it has been intermittently frequented by man. In 1897, the writer discovered the great mass of salt that underlies the island and shortly afterward pub-lished a brief account of the geology of Belle Isle and the neighboring salt islands.' In that paper he described principally the salt, but pointed out also the occurrence of petroleum and of sulphur in the strata above the salt. Since that time the island has been extensively explored by the drill, and the developments up to 1908 have been described by Veatch2 and Harris," and Knapp.4 The writer's early conclusions as to the probable presence of sulphur in considerable quantity have been confirmed by the later drilling, some of the wells having found quantities of gas containing sulphur dioxide and a number of sulphur-bearing strata as well. Under the stimulus of the present keen demand for sulphur for war purposes, a syndicate of New York capitalists was recently formed to explore the sulphur resources of the island in more detail. Under the writer's direction, six wells were drilled for this syndicate during the winter of 1916-17. The present paper presents briefly the results of this work and sums up the present knowledge of the geology of this highly interesting locality.

SUMPEARY OF CURRENT PRACTICES History The outcrop and surrounding area of Comincots Sullivan Mine was originally mined by small open cuts on surface and small open stopes underground to which shafts and adits were driven for access. When it was established that a commercial grade of ore was available, an adit was driven on the 4600 level (feet above sea level), and OM was extracted by larger scale open stoping leaving supporting pillars where necessary. After the depth of the ore body was proven to the 3900 level and an adit driven at this level, many miles of drifts, crosscuts, raises and sublevels were driven for the extraction of the ore above this level. Larger open stopea were extended from this development. The mining method was, and to a very limited degree still is, a benching method. Due to the strong hanging wall in this area of the mine, stopes with a width of 100 feet or more were opened. In 1931, because the orebody was proven to extend below the 3900 level, a winze was sunk from the 3900 level to the 3350 level. From this winze three intermediate levels were opened. Following a plan of development well in advance of production requirements, further sinking was done by winzes and eventually a large shaft was raised to surface. Prior to 1958 the 2850 level was bottom which since that time has been extended to the 2500 level. Open stopes were developed and mined as this area was opened up.

LABORATORY TESTS Takakuwa and Takamori' have applied the principle of phase inversion, well known in the chemistry of colloids, as a means of evaluating the wettability of minerals and to classify some frothing agents. By determining the angle of contact across the liquid phase of an emulsion, it has been possible to readily determine the wettability of a mineral. When this angle is less than 90°, the emulsion is of the oil-water type, and if it is greater than 90a, then the emulsion is of the water-oil type. The authors replaced oil with benzene in their recommended operation. They studied this method with the influence of ethyl xanthene on galena, on activated or unactivated zinc blend and of sodium cyanide on chalcopyrite and zinc blend. Raffinot and Formanek" described a pilot flotation plant with a capacity of 33 to 66 lb per hr of ore which is at the Laboratory of the Sociktk Minerais et Metaux in Paris. The plant will handle about 440 lb of ore per 8-hr shift and a regular series of tests can be undertaken with two to three tons of ore. Ore is ground to 0.1 in. and blended in advance. The plant includes two mills used either as rod mills or ball mills, conditioners, four groups of three cells for rougher circuits, eight cleaner cells and two small mills for regrinding middlings. Automatic controls for the pulp level in the cells, automatic sampling and addition of flotation reagents by electric valves facilitate plant operation and help to produce regular runs in spite of small throughputs.

This field in 1933 continued as in 1932, although to a much less extent, to dominate the drilling and production situation throughout the oil business. The 2466 producers completed in this field during the year are 28 per cent of such wells completed in the United States. The 2556 completions reported in the five counties within which the East Texas field lies are 21 per cent of all such wells reported in the United States. It follows that with such a command of the development situation, every other factor with regard to this field has an important bearing on the entire oil business. As a consequence, the important developments in the East Texas field are the important developments of the year. Very little new productive territory was added to the already known limits of this enormous field. On the other hand, drilling has shown that with a few very minor exceptions this field is a continuous productive area, with a regular outline and no "dry spots" other than that of a single well surrounded by producing wells. Drilling was confined to the already proven limits of the field. This consisted essentially of more adequate coverage of leases by wells, the meeting of required offsets and the drilling of a large number of small tracts which developed from subdivision of larger leases due to court action and other causes. The allowable throughout the year was, with minor variable factors, on a per-well basis. With the steady decline in per-well allowable after May, every operator was faced with declining

THE environmental conditions under which coals are deposited are revealed by the stratigraphy of the coal basins and coal beds and by the details of the structure and the physical constitution of the coals themselves. THE LAND SURFACE Generally Low Relief or Base Level In the Paleozoic coal fields, which have longest been worked, are most important, and are best known, we find relations, in general, as follows A post-Mississippian uplift with, in most cases, very moderate deformation, followed by erosion by which the uplifted regions, especially the bolder of the new topography, were largely worn down, while the older and less deformed regions were more or less extensively base leveled. Base leveling of most of the region continued as the deposition of coal measures proceeded. Consequently, in most coal fields the Pennsylvanian, or upper Carboniferous, lies unconformably on the Mississippian or on older formations. There are but few regions in which sedimentation is seen to have been apparently continuous from the Mississippian into the Pennsylvanian ("Coal Measures").

SEVERAL constructive and fundamental studies have been made in the analysis of data obtained from experiments carried on with batch ball and rod mills. The operating characteristics of ball milling in small continuous circuits have also been appraised. It is from these analyses that some of the theories of comminution have been developed. Relatively few studies of continuous rod milling have added significantly to the fundamental concepts, because seldom have they yielded sufficiently consistent results. Perhaps they have been too limited in their scope. Careful control of the variables in batch grinding is simple compared with that encountered in a continuous operation. This factor alone has discouraged many investigators. Occasionally results of systematic changes made in industrial rod mill circuits have been published, but usually the data are sketchy and are restricted because -of the unwieldiness of the equipment used. The work, in general, has not been comprehensive; nevertheless it has provided empirical relationships that have bridged the gap between postulate and practice so that by proper manipulation of formulae, a mill designer can anticipate mill size and power requirements.1-3 Although operating variables of a small continuous mill are not so easy to control as with the batch mill, with present day devices, and with careful experimental work, consistent results can be obtained.

THE coal-seams that are worked vary from 32 to 100 feet in thickness, and occur at all angles of inclination, but are never flat for any great extent. They contain coal, slate, and an unsolidified coal, called dirt by the miners, in various proportions, a uniform seam of coal alone being rare. The upper walls are composed of conglomerate, sandstone, or slate; the first two hard and solid in texture, and withstanding the action of the atmosphere and moisture sufficiently well to offer but little trouble to the mining operations ; while the latter crumbles rapidly, owing, in part, to the decomposition of iron pyrites which it contains in large quantities, and in part to its own friable character, and requires constant care to avoid accidents to the men working below it, and to prevent its mixing with the coal mined. This paper reviews the subject of gasoline margins, discusses some of the more current marketing problems, and gives some consideration to the main urges to marketing expansion, or overexpansion, in the oil industry. Margins In an earlier paper1, some comparisons were shown for the years 1929, 1930 and 1931, of the margin between the refinery cost of gasoline in Oklahoma, the market price in Oklahoma, and the average retail price in 50 representative cities of the United States. These figures indicated a small margin for the refiner in 1929 between his gasoline cost and the wholesale price, which, however, had turned into a loss by 1931. The margin between either refinery costs or wholesale prices and the retail price in the 50 cities showed a continuous decline during the three years. We have now worked out these figures on a similar basis for a longer period—from 1928 through 1936. The two earlier papers in this series1,2 presented data on the rate of diffusion of carbon and of manganese in gamma iron. Apart from their scientific interest, these data are needed chiefly in order to treat data on carburization, on rate of formation of pearlite, and on rate of austenit-izing in a quantitative way.1'2'9'10 In the present investigation rates of diffusion of nickel in ?-Fe over wide temperature and concentration ranges have been determined, and the effects of carbon, of im- purities, and of grain size on these rates have been studied. Claussen,3 using the data of Fry,4 has calculated the diffusion coefficient of nickel in y-Fe as 9.2 X 10-11 sq. cm. per sec. at 1200ºC., but had no data from which to calculate the variation of D with concentration, temperature, and percentage of carbon. Method and Materials Method.—Nickel was diffused along the axis of a cylindrical specimen across a concentration gradient, concentration-penetration curves were determined and D values calculated from Grube or Matano solutions.5 Details of the method are given

ALTHOUGH the process to which I refer in this paper has been in successful operation for nearly five years, during which time it has been introduced, superseding all other processes having in view the same end, in almost every lead refinery in the country, no description of it, giving economical data, has ever appeared in print, nor has the process been known in its details to any considerable number of engineers beside those conducting it at their works. A discussion of this subject at the present time becomes especially interesting in view of a late publication in the Prussian ministerial organ for Mining and Metallurgy, by Dr. Wedding, in which the method of treating the zinc-silver-lead alloy by distillation, as finally settled upon at Tarnowitz, is very minutely and fully described. It is the more interesting, because in that article reference is made to the American method in an unfavorable light, while, at the same time, it is clear from the article itself, that the most important details of the process, besides the one that it is conducted in black-lead retorts, were not at all understood. In publishing herewith the details of our American method, one of my objects is to invite comparisons between our simple and direct process and the elaborate one at Tarnowitz.
