In this study, the cobalt oxide precursor was prepared in open-style reactor in the condition of high reactant concentration, and then the precursor was decomposed to obtain the cobalt oxides (Co3O4). The effects of some factors on the cobalt precipitation, the particle size and size distribution, and the micro-morphology were addressed. The factors studied include cobalt concentration, initial pH of solution, temperature and time for the reaction, the charge amount of urea, and the temperature for decomposition. It is determined that the precursor particle is in the chemical composition of Co2(OH)3Cl with fine crystalline. By calcinations under proper conditions, the mono-dispersed cobalt oxide particles were prepared with fine crystalline, about 2 µ m in particle size and regular shape in morphology.

Today, a typical blaster is likely to wear many hats, including, but not limited to, supervisor, risk manager, safety coordinator, explosives engineer, communicator, as well as professional decision maker. Simply put, a blaster in the new millennium is an all encompassing blast site manager. As you know, accidents on the blast site can range from blast crew injuries to blasting incidents resulting from vibration, flyrock, misfires, etc. Not surprising, the incidents can quite often be traced back to direct preventable human action on the blast site. They can, however, frequently be avoided, if responsibly identified early and managed properly by an efficient blast site manager. Your company cannot afford to simply employ blasters; good blast site managers are necessary to produce the safest results possible.

The Joint Water Pollution Control Plant, operated by the Sanitation Districts of Los Angeles County, treats wastewater generated by over three million people. A new tunnel and ocean outfall is being considered to meet future hydraulic demands and provide long-term redundancy for the Districts? existing tunnels, portions of which were constructed as early as the 1930s. The detailed process used to evaluate the feasibility of various tunnel and out-fall locations is described. Challenges include a geologic profile with mixed face and squeezing ground conditions; high water pressures; active fault crossings; gassy and contaminated ground conditions; and liquefaction, slope stability, and lateral spreading concerns in the area of the riser and diffusers.

The U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to "disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act." In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable. This edition describes reports and articles published during calendar years 1992 and 1993. It supplements the 50-year list of Bureau publications from July 1, 1910, to January 1, 19602; and these 5-year lists of publications and articles: from January 1, 1965, to December 31, 1969\ from January 1, 1970, to December 31,19745, from January 1, 1975, to December 31, 19796, from January 1, 1980, to December 31,19847, and from January 1, 1985, to December 31, 19898?.

X-ray Computed Tomography (CT) is a nondestructive imaging technique, and its efficiency is widely recognized. In the present paper, X-ray CT is successfully applied for the visualization of water permeation process in rock. A new experimental technique using a tracer, which mainly consists of Potassium Iodide (KI), is proposed, together with the analysis method of the velocity field. The permeation process and the velocity field in rock are concretely visualized and analyzed by considering the conservation of mass of the tracers. La tomographie calculée aux rayons X est une technique de la prise d'images non-destructive et son efficacité est largement reconnue. Dans le présent exposé, la tomographie calculée aux rayons X Radio est appliquée avec succès à la visualisation du procédé de perméation de l'eau dans la roche. Une nouvelle technique expérimentale, se servant d'un identificateur principalement constitué d'iodure de potassium (KI), est proposée avec la méthode de l'analyse du champ des vitesse. Le procédé de perméation et le champ des vitesse dans la roche sont visualisés concrètement et analysés en considérant la conservation de masse des identificateurs. Röntgen-Computer-Tomografie (CT) ist eine nicht-destruktive Bildverarbeitungstechnik, deren Effizienz weit anerkannt ist. In der vorliegenden Arbeit wird Röntgen-CT erfolgreich für die visuelle Darstellung des Wasser-Durchdringungsvorgangs im Fels eingesetzt. Eine neue experimentelle Technit mit einem Tracer, der hauptsächlich aus Kaliumiodid (KI) besteht, wird vorgeschlagen, zusammen mit der Analysemethode des Geschwindigkeitsfelds. Der Durchdringungsprozess und das Geschwindigkeitsfeld im Fels werden konkret visualisiert und analysiert, wobei die Bewahrung der Masse des Tracers berücksichtigt wird.

Low-grade manganese ores with low Mn/Fe ratios can he enriched through selective carbon reduction of iron oxide to magnetite followed by magnetic separation o f the magnetite. Thermogravimetric analysis (TGA) was used to assess the preferential isothermal reduction of pure M1702 and Fe2O3 using solid carbon. This was followed by reduction of a synthetic analogue of composition comparable to an actual low-grade ore (i.e., Sandur manganese ore, Sandur, India). The carbothermic reduction of the manganese ore converts the hematite and goethite minerals to magnetite (Fe3O4), with the magnetite then going into the magnetic, fraction. The resultant nonmagnetic ,fraction becomes depleted of iron with an enhanced manganese content. These results show that it is possible to reduce the iron from 22% to 5.85%, thus increasing the Mn/Fe ratio from 1.52 to 6.2 with a manganese recovery of about 50%. The recovery was, further improved by grinding the magnetic fraction to -75 µm.

Serpentinite is an ultra basic and metamorphic rock consisting mainly of magnesium, calcium and silicon oxides. The rock under study is a host rock of chromite mine located in Andorinha, BA. The objective of this paper is to evaluate the rock's physical and chemical characteristics to be used as an additional fertilizer of acid soils. After comminution, rock samples were submitted to chemical analysis, XRD, SEM-EDS and TGA. Afterwards, particle size distribution was determined. Result analysis confirms that our rock consists mainly of dolomite, calcite and diopside. According to the result obtained, it can be said that the serpentinite rock has promising applications in agriculture for the correction and additional fertilization of acid soils. However, it is necessary to study the characteristics of the rock such as its dangers and toxicity as well as evaluate them according to the legislation for corrective acidity.

The National Institute for Occupational Safety and Health (NIOSH) evaluated microseismic activity from three field sites to compare and contrast the characteristics of microseismic emissions from very different geologic, stress, and mining environments. Recently, NIOSH has embarked on a research program to evaluate the use of microseismic monitoring information to identify roof fall failure processes and to assess its potential to warn of unstable roof conditions. Large roof instabilities, such as roof falls and certain roof caving events, have proven difficult to anticipate representing an increased risk to miners working in these inherently hazardous areas. When local failure processes are better understood, appropriate control measures can be engineered to mitigate these hazards. This study used microseismic emissions to help identify three local rock failure processes. It was also shown that analysis of microseismic emissions can aid in assessing the degree of instability associated with these local rock failure processes.

The rapid fracturing and deformation that occurs around excavations during rock bursts demand that support and reinforcement systems have both deformability and damping capabilities. The energy demand and supply approach currently used in design is considered to be too simplified to represent adequately the rock burst process and the support and reinforcement system requirements. Momentum change may be a necessary second criterion for the analysis of dynamic loading situations. At the St Ives Gold Mining Company, DE plates made from conveyor belt rubber, and dynamic cables with sliding anchors have been developed and used to improve the dynamic performance of support and reinforcement systems. La fracturation rapide et la déformation qui se produisent autour des excavations lors de coups de terrain demandent que les systèmes d’armature et de support soient déformables et aient une capacité d’amortissement. L’approche basée sur l’énergie actuellement utilisée pour la conception est considérée être trop simplificatrice pour représenter adéquatement les coups de terrain et les paramètres de conception des systèmes d’armature et de support requis. Le changement de quantité de mouvement pourrait être un second critère nécessaire pour l’analyse des cas de charge dynamnique. Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

All explosive materials produce a cloud of reaction products, the most toxic of which is nitrogen dioxide (NO2). In the study reported here, 4.5-kg (10-lb) charges of blasting agent confined in either thin-wall 10-cm (4-in) diameter galvanized pipe or 10-cm (4-in) schedule 80 seamless steel pipe were detonated in a closed chamber. The detonation gases were analyzed for NO2, nitric oxide (NO), ammonia (NH3), hydrogen (H2), carbon monoxide (CO), carbon dioxide (CO2), nitrogen (N2), oxygen (O2), and methane (CH4). Data were evaluated to determine the kinetics of the oxidation of NO to NO2. Analysis revealed that the only mechanism for NO loss for the conditions existing in the chamber was the reaction 2NO + O2 6 2 NO2. The rate constant was 2.08 ?? 10-38 cm6 molecules-2 sec-1 for the rate equation -??d [NO]/dt = K ?? [NO]2 ?? [O2] for NO concentrations up to 100 ppm. The rate constant is in agreement with that recommended by Baulch, Drysdale, and Horne (1973).

The calibration of these instruments is not difficult but must be performed carefully and with consideration for the principles of X-ray spectrometry. A discussion of successful calibration procedures as well as examples of several common mistakes is presented.IntroductionOn-stream X-ray analyzers (OSA) have become an integral part of modem mineral dressing plants. Advances in instrumentation and computer software make the analysis of process streams fast, accurate and precise. Proper instrument calibration that respects the fundamentals of X-ray spectrometry is essential if the data generated are to be reliable. Often the importance of this task is underestimated and delegated to a person with inadequate XRF training. Successful OSA calibration is the result of careful, systematic procedures.On-stream analysis is perhaps the most important tool that has been provided for the concentrator metallurgist. Combined with powerful, low cost PC's and distributed control systems, real-time elemental analysis affords today's metallurgist many opportunities to troubleshoot and optimize his process.Before OSA, operators had to be very experienced if they were to achieve good results. Even with hourly grab samples, most changes in control approach would still be based on visual cues from the circuit and gut instinct. Real-time analyses have changed that completely.The last two decades have seen a persistent drive to reduce production costs. Operations utilizing OSA have been the most successful in this endeavor. Direct benefits from the application of OSA are fairly obvious. Operators are able to make incremental changes in operational parameters (e.g. reagent addition, pH, cell level), and immediately monitor the effects. Variations in the characteristics of the mill feed can be identified and addressed immediately. More progressive operations have linked analyses to control loops to adjust process setpoints ( e.g. reagent additions), and to change them automatically according to formulas based on previous experience."

These include rapid housing development, overdrafted water supplies and loss of wildlife habitat — all a result of mining, industrial activity and urban sprawl. During the past three years, a diverse group of educators, natural resource managers and business leaders was assembled under the auspices of a local community college. This group’s goal was to provide unique natural resource education opportunities for the region.

Only 40% of fly ash generated by the power plants in US are recycled and used for commercial applications. Of these, the high lime, Class C ash had been preferred. Systematic laboratory and field-scale studies have shown that, by including calcium chloride in the mix design of stabilization of roadbed materials, both Class C and Class F fly ashes can be effectively utilized. Test data reveal that the addition of calcium chloride to the system accelerates its curing rate, thereby increasing early strength and long term durability of the constructed road. For road construction, a preblended Class F fly ash–CaCl2 system tends to be more forgiving than the Class C fly ash–CaCl2 system. The former system produces more durable roads. The role of calcium chloride as an accelerator in these systems is discussed along with a mathematical model developed for fly ash- CaCl2 stabilized roadbed systems.

"The Key Lake uranium mill is located in Northern Saskatchewan. It treats a high grade, complex uranium and metal sulphide ore. The plant and process are in many respects unique, because commercial treatment of this type of uranium ore had never been done before. The process and engineering design was based on extensive laboratory test results. A pilot plant testing stage was omitted because of confidence in the test results and time constraints to bring the plant into production.The bench scale testwork on exploration drill core samples along with preparation of the feasibility study and environmental impact statement were carried out between 1976 and 1979. The contract for detailed engineering was awarded to Wright Engineers of Vancouver in late 1980 and in August of 1981 following a public inquiry, approval to proceed with construction was granted.Construction began immediately, and during the winter the foundations for many of the plant buildings were poured and by the beginning of the following winter the buildings had been erected and installation of equipment began. Despite a six month construction worker strike in 1982, the crushing plant started up in June of 1983 and ore processing commenced in October of that year, approximately 3 months behind the original schedule.This paper describes the mill design and compares the expected performance, with the operating experience. Emphasis is directed towards flowsheet and equipment changes made since start-up, operational difficulties encountered and further improvements envisaged. Auxiliary systems are only discussed where they directly affect mill operation."

In February 2001, Kalgoorlie Consolidated Gold Mines (KCGM) commissioned its first full-scale ultra fine grinding (UFG) plant to supplement existing roaster concentrate treatment capacity. This process involves the fine grinding of refractory pyritic concentrate to 10µm, followed by direct cyanide leaching for the recovery of gold. By this means gold is economically extracted from the concentrate without the need to first oxidise the host pyrite. This paper details the history of the project from initial laboratory testwork comparing possible treatment options, to current performance of the 12 tph plant. This includes the cost comparison of the major treatment options, the laboratory and pilot scale UFG performance, the UFG mill selection, cyanide leaching of UFG product, commissioning and plant performance to date.
