The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

All large-scale applications of conditional simulations intend to benefit from the ‘correct’ (or’ accurate’) characterization of uncertainty, adequately describing the variability observed from the data and its impact on the final objective. This paper discusses a number of relevant issues that highlight the extent to which, in reality, a model of uncertainty is dependent on the random function model chosen. Often in the presence of large number of conditioning data most available random function models will provide similar models of uncertainty. When conditioning is scarce, the resulting models of uncertainty will vary more widely, since the final output will depend mostly on the underlying assumptions of the model chosen. The application described in this paper is taken from a large porphyry Cu operation in northern Chile, and it demonstrates the impact of several variables on the resulting models of uncertainty. In particular, some of the decisions involved include the number of conditioning data and the underlying Random Function model used (Gaussian or indicator-based). Also, implementation-specific parameters must be decided upon, such as grid size used, random number generator, simple or ordinary kriging, multiple-grid simulation, and simulation of irregular three-dimensional bodies (as opposed to regular grids). Some practical guidelines are proposed to deal with these decisions.

A Bureau of Mines study is in progress to determine the effectiveness of passive water barriers in suppressing coal-dust explosions. A 2.9-ft3-capacity water-filled plastic tub was found effective in suppressing dust explosions propagating at speeds of 250 to over 1,000 ft/sec. Work directed at determining the limitations of water barriers showed that the passive water barrier technique is also feasible for the suppression of weak dust explosions propagating at speeds of 100 to 250 ft/sec. For relatively slow accelerating flames, dynamic wind forces appear to be the important quantity governing fragmentation of the plastic tub and subsequent water release and dispersion, whereas dynamic impulse appears to be the significant quantity for rapidly accelerating flames. The acoustic approximation (relation between static pressure and flame or wind speed) is shown to be valid in a long single mine entry. This relationship appears to be useful in predicting the regions within a long single entry where passive water barriers are effective in quenching a dust explosion.

Two versions of a VF transceiver to aid in location of trapped miners has been developed and tested. The belt worn model was produced in both transmitter and transceiver configurations. In addition, a quantity of the belt worn models were fabricated using aluminum wire instead of copper in order to reduce unit weight. Ten prototypes of a battery cap model VF transceiver were also fabricated demonstrating further unit size and weight reduction while maintaining electrical performance. Samples of- both versions were tested environmentally and the test data is included in this report. While both versions of the VF transceiver are similar electrically, and are constructed using convential manufacturing techniques, the battery cap model realizes a lower total weight, smaller volume and production cost than the belt worn version. Operationally, the battery cap model assures that the VF transceiver will always be with the miner.

Ni, Co, Cu and Pt, mattes are common materials that require granulating and milling of the resultant granules for further processing. This route is acceptable if the material is brittle (friable) which is a property associated with the higher sulphur mattes. For lower sulphur levels, where the matte is less amenable to milling, the costs of the milling increases. This paper will compare water granulation with certain dry granulation processes and the downstream processes required for Hydrometallurgy. It will further introduce and expand on atomisation which offers a further safety benefit in the control of the metal flow into the 'wet zone' with the use of a tundish flow control also reducing the conversion from the matte to powder in one fairly straightforward operation.

The Pinnacles Wilderness Contiguous Wilderness Study Area (WSA) (CA-040-303) is 30 miles south of Hollister, CA, in San Benito and Monterey Counties. It is composed of five parcels of public land totaling 5,838 acres adjacent to the Pinnacles National Monument. The U.S. Bureau of Land Management later reduced the size of the Recommended Suitable Area (RSA) to 2,200 acres. U.S: Bureau of Mines personnel examined the entire WSA in May 1984. The WSA is underlain by Tertiary sedimentary and Cretaceous plutonic rocks. Diatoms occur in interbedded tuff, shale, and sandstones in the northern part of the WSA, but outside the RSA. In 1984, there were no mines, prospects, mining claims, leases, or mineral resources in or within one mile of the study area. No energy minerals were identified; however, an oil well was drilled in 1951 in the northern part of the WSA, but outside the RSA; it was a dry hole.

The mining industry is constantly taking greater cognisance of their operating costs as a strategy to counter the effects of falling commodity prices. As a result, optimal operating efficiency is more important than ever. One such operation is that of blasting. Considering the relative increasing costs of explosives and accessories it is desirable to optimise the number of blast-holes fired by maximising their individual output. This achievement may now only be possible following the advent of higher technologies in the form of modified explosives and electronic detonators. This paper reviews and introduces some techniques of blast monitoring, types of operations where each is most suited, resulting modifications to blast designs, and identifies some pitfalls to watch out for when analysing the results.

Massive pillar failures were observed at two underground coal mines. The results of stability analysis using traditional pillar design formulae did not agree with the underground observations. Finite element models were used to analyze the causes and mechanisms of the pillar failures. The results were confirmed by the underground observations. Finally, the improved mine plan for each case was derived to ensure the stability of the underground structure.

We have had a long history in supporting the development of training material to ensure “safe” blasting. This has been provided as both significant technical guidance to the industry and input into the development of the new industry surface rockbreakers or shotfirers qualification in South Africa (RSA). The learning material supplied to the industry is based on both a classroom knowledge component and an assessment on the practical application of the learning by the trainee blaster on the job under the supervision of the appointed blaster. This training includes all blasting applications which can often extend beyond the “normal” mining environment of open pits, underground and quarries into civil applications such as trenches, blasting close to private buildings, public roads, pipelines, power lines, swimming pools and the removal of concrete structures and building demolitions etc.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems include: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of environmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental difficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration's estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.

The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate data on weak rock masses into existing design relationships, with an emphasis on updating the span design curve for manned entries and the overbreak curve for longhole entries. Both curves were originally developed at the University of British Columbia, Vancouver, BC. The original database has been augmented by information from mines throughout the United States, Canada, Australia, and Europe. The common factor in all these mines is the presence of a weak back and/or walls. In most cases, the ore zone is the weakest rock unit and must be stabilized so that the mineral-bearing rock can be extracted safety. The current NIOSH research attempts to provide rock mechanics tools to assist a mine operator in making economic decisions that will also ensure a safe working environment. This paper documents the Nevada database with a special emphasis on Nevada underground gold mines.

For many years, CMI NESA has gained considerable experience in the field of alternative thermal processing processes by which useful by products result in addition to the destruction of the raw wastes. The CMI NESA pyrolysis process has been extensively applied to a wide range of sewage, industrial sludge and residues. This paper describes in details the development works carried out at the pilot stage as well as the key parameters of the process. Some of the industrial realisations are briefly described, the most recent one being the erection of a sludge pyrolyser on predried sludge at 90% dryness of a capacity of 100 tons of dry matter per day for the Valenton plant of the SIAAP (city of Paris).

"The recovery of gold by leaching is influenced by the size of the gold carrier particles and the chemical environment. Using the relationships between the leaching rate, infinite recovery and particle size for a given set of chemical conditions, it is possible to simulate gold recovery for various feed size distributions. However the use of these particle size relationships is only valid if the leaching of gold from a given size class is independent of the production history of this size class. For instance, to use these relationships it is necessary to verify that gold recovery from the leaching of the 200-270 mesh size class remains the same if the size fraction is taken from a coarse or finely ground ore sample. Several laboratory tests were carried out to answer that question. Results of the tests show that within the large error margin associated to gold content measurements, the history of the production of a size class does not affect the gold leaching from that size class. Emphasis of the discussion is put on the difficulty associated with the processing of data containing significant measurement errors as it is the case for gold assays of leaching tests.INTRODUCTIONMore than 75% of the gold produced in the world is extracted by cyanide leaching of gold ores. The ore is ground to expose the gold carriers and the ground material is reacted in an oxygenated cyanide solution that dissolves gold, leaving solids gangue minerals that are disposed to tailings ponds or returned in underground mines as paste fill. The gold contained in the solution is recovered by either the carbon in pulp process or by cementation onto zinc powder, before being melted and casted into a brick (Marsden and House, 2006)."

The fall of small pieces of rock between roof bolts causes over 80 pct of the ground fall injuries in underground coal mines. Roof screen, if installed on the bolting cycle, can significantly reduce the number of these injuries. As the surface of the roof fails, the screen will have to retain the broken rock without failing or excessive deformation. Welded wire screen is the most common type of screen material used for roof surface control in underground coal mines. The load-deformation characteristics and the load capacity of welded wire screen were evaluated in the laboratory in a specially built test frame. In the frame, the square screen sections were held in place by bolts and bearing plates at the four corners while a center load was applied to the screen. The parameters evaluated included the wire gauge and configuration, the bearing plate loads and bolt spacing. The wire gauge of the tested screen was 4, 6, 8, 9 and 10. Maximum screen capacities for both load and displacement were developed for each of the wire gauge sizes along with the screen stiffness. This information can be used for screen selection and for the evaluation and determination of screen performance. One of the most important requirements to be met by any coal producer is delivery of size consists tailored to specific applications. Generally these specifications include a minimum as well as a maximum size limit. The customers of a major Indiana coal producer noticed that some shipments of sized coal contained a large proportion of undersize pieces. Also, in these shipments, the pieces which remained within the specified limits were cracked and, when handled, crumbled readily. The producer, certain that these shipments had been properly sized at the tipple, suspected that degradation had occurred in transit. The Indiana Geological Survey was requested to examine the coal from one of these shipments to attempt to determine the cause of breakage. Two basic facts about coal and coal seams led to the employment of petrographic techniques in this investigation. First, all coal seams consist of accumulations of diverse organic and inorganic constituents; and second, most coal breakage, either desirable or undesirable, can be attributed to the inherent weakness of some of these constituents or to poor adhesion between certain constituents. Analyses of degraded coal Sampling: Samples were secured from 2 stock piles of 2-by 4-inch coal in a dealer's yard. The coal in both piles had received the same treatment from mining to storage, although it had been mined and shipped on two different days. The size consist of one pile, however, appeared smaller than that of the other. The sample from the degraded pile is referred to as the slack sample, and the other is called the unslack sample. Size analyses: In order to determine the actual size consist, the samples were screened, with a minimum of rough handling, on square 2-inch, 1-inch, 1/2-inch, and 12-mesh screens. It is assumed that 100 percent of the 2-by 4-inch coal is retained on a 2-inch round screen at the tipple. Analyses of several loads at the tipple indicate that approximately 26 percent of the 2- by 4-inch coal, 100 percent of which was assumed held on a 2-inch round screen, passed through a 2-inch square screen. Twenty-six percent may be taken as the normal difference between round and square screens. Results of the analyses of stockpile coal are shown in Table 1. Cumulative percent versus size are plotted on a Rosin-Rammler chart as Figure 1. Both samples approximately follow normal size distribution; this indicates that breakage is not size preferential and also that the samples are representative of the stockpiles. Although both samples exhibit the same general size distribution, the median size of the slack sample is considerably smaller than that of the unslack sample. Fifty-five percent of the unslack sample was undersize (29 percent greater than the normal 26 percent difference), and 83 percent of the slack sample was undersize (57 percent greater than the normal 26 percent difference). Both piles contained a greater percentage than normal of undersize coal; this indicates that they were both affected by degradation, but to a different degree.
