The Bureau of Mines, in support of its overall goal of helping to meet future U.S. demand for minerals, undertook this study to aid the quarry entrepreneur and/or operator in developing quarries near urban areas. In response to increased environmental concerns, the quarry operator often must take steps beyond those required in the last decade toward gaining permits for quarrying near metropolitan areas. Following the steps suggested in this report should increase the chances to obtain the permits to open and develop a quarry. Each task and question in the general plan flow diagrams are described in detail, with the flow diagrams aimed at the goal of acquiring the necessary permits. The appendixes include (1) types of projects for which Environmental Impact Statements (EIS's) may be prepared and Federal agencies responsible for preparing them, (2) State contacts for information regarding environmental impact assessment requirements and mining and mineral land reclamation laws, (3) a checklist of environmental inventory factors, (4) a tabulation of different regulations that affect mining in Michigan and the number of townships and counties that have each of the listed regulations, and (5) environmental logic associated with site selection. A central recommendation is that the quarry entrepreneur and/or operator coordinate plans at the beginning with local government officials (such as township supervisors and/or city and county planning board members), State and Federal officials, and public groups that will be affected.

ORDINARILY age-hardening is thought of as being associated with a limited solubility of one metal in another. Much less has been written about the type of age-hardening that attends the formation of superstructures. Solid solutions generally have a disordered or random arrangement of atoms; that is to say, in a unit cell, such as that of the face-centered cubic lattice, there is no distinction between atomic sites. Atoms of a given metal may occupy cube corners or face centers. Under certain conditions, however, some alloys develop what is known as an ordered structure. In this case, cube corners would be occupied by only one type of atom and face centers by another type, Associated with this ordering process are many interesting changes in physical and electrical properties. Moreover, in many instances the alloys become susceptible to age-hardening. From the evidence now to be described, it appears that age-hardening in 14-carat gold alloys is due to the formation of both a super-structure and a precipitate. Alloys of the metals gold, silver and copper were known in antiquity. The available knowledge regarding their constitution has been ably summarized and extended by Sterner-Rainer,1 Janecke,2 Carter,3 Wise,4 and Coleman.5 Despite the long familiarity with these alloys and the numerous investigations of their properties that have been made, there is still much that remains unexplained. It has been known for a long time that the hardness of these alloys is closely related to the rate of cooling, Similar changes have been observed in the binary gold-copper system,6 one alloy of which corresponding to the formula Cu3Au, has been the subject of a careful and competent report by the English investigators, Sykes and Evans.7 They have established the fact that the shift of atoms from the ordered to the disordered condition takes place in some critical temperature range. At temperatures above the critical range the structure is random, and at temperatures below it the structure is ordered. No difference between these two structures is revealed by the microscope. Both have a face-centered cubic lattice and complete solubility, so that there is no evidence to suggest that the changes in properties are associated with a phase change, The more slowly the alloy is cooled, the higher is the degree to which the ordering process proceeds and the more marked is the increase in hardness. As experimental data were accumulated on 14-carat gold alloys, several contradictions arose. Certain observations tended to confirm the existence of a superstructure, while other observations seemed to be inconsistent with such a transformation. Whether you buy your minicomputer from a manufacturer or another vendor, the first thing you must do is define your needs. With good planning, the initial cost will be low and your return on investment will be maximized over the long term. Involving all members of your staff who will he using the new computer in the planning phase is also important. Their participation will alleviate any potential concerns they may have about new equipment, and their suggestions will provide valuable input for your specifications. After you define your proposed system, survey available hardware and software. The survey will help you in the next step, preparation of specifications. The specifications, along with a quote request, are then sent to various manufacturers. Consider the Manufacturer When selecting your minicomputer, one important item to consider is the manufacturer. Remember, when you buy a computer, you're also buying the services of a computer company. A firm that makes a commitment to its customers and provides a product that is field tested before releasing it for sale is preferable. Examine the company's maintenance and support packages, since every machine requires preventive maintenance. Does your manufacturer or original equipment manufacturer (OEM) support service sites in your area? Has their service record been commendable? Will they provide training for your personnel and a supply of circuit boards so you can retain a degree of self-service autonomy? Three methods of buying a computer involve the manufacturer, an OEM, and the systems house. Buying direct from the manufacturer means you go straight to the source, using no middleman. This gives you maximum flexibility; you can consider every alternative and many possible combinations of computers, peripherals, and software until you find exactly the right system for you. The OEM buys computers direct from the manufacturer and builds them into his own computerized, special purpose product. He usually sells a complete package, including software and hardware, and often noncompetitive equipment as well (a scientific or engineering instrument, for example), designed for the mining market. Because he offers a packaged product, the OEM can often charge less for the system than if you put the pieces together yourself. In many ways, the OEM also provides a unique system. And while the OEM sells a packaged solution, he also usually has the special market knowledge necessary to modify the system to meet your unique needs, if necessary.

The rubber-sleeve core barrel was developed to improve core recovery from unconsolidated sands, where it is most difficult to obtain cores with conventional barrels. The use of a rubber-sleeve core retainer, together with other departures from clsual design, has required a considerable amount of testing to prove its op-erability. Tests run in shallow experimental holes and in drilling wells in the U. S. and Vemzuela have, to a large extent, proved the operation of the barrel. Internal mechanism troubles, such as sandbinding of the sleeve, have been largely overcome. Cores have been recovered from completely unconsolidated sands where conventional coring has almost been abandoned because of poor recovery. In addition to retaining the core until brought to the surface, the barrel gives a "packaged-ar-cut" core, which is coilverzient for handling and transportatiorz. In the initial work, drag blade cutters, roller cutters, and tungsten carbide insert cutters were usrd for cutting unconsolidated sands. Further bit head development is presently being conducted using diamond heads in unconsolidated sands where shaler, hard sands, and limestones are encountered in adjacent formations. Thir work should render the barrel capable of cratting and recovering most types of formations, possibly including broken and frac- tured fornlations. This development is being carried on in cooperation with a diamond bit manufacturer. INTRODUCTIO N For many years the oil industry has needed greater recovery of cores from unconsolidated formations. Conventional equipment has been used to core unconsolidated sands with little success. Specifically, a core barrel was needed which would recover unconsolidated sands in a condition that would give useful reservoir information. DEVELOPMENT OF 'THE RUBBER-SLEEVE CORE BARREL Basic Requirements of Unconsolidated Sand Corino The basic need was defined as a core barrel that would obtain a continuous unconsolidated core with sand grains in place as deposited in the formation. A preliminary survey of coring equipment and search of the literature pointed out the weaknesses of conventional core barrels. Laboratory tests using unconsolidated sand in a metal tube simulated actual sand movement into the core barrel during conventional coring. In conventional barrels the core sometimes crumbles and bridges, or fails under compressive column action, becomes oversize, and wedges against the walls of the inner barrel. The core barrel requirements established by the surveys and preliminary tests are as follows. 1. The core should be held to- gether as it is cut so it cannot crumble and bridge against the walls of the coring tool, care being taken not to permit damage from fluid circulation. 2. The core should be continuously supported as it is cut so it will not have to support itself in compression. 3. The core should be packaged in the barrel to retain an undisturbed condition during the trip out of the well. The packaging should be such that the core can be removed from the barrel and shipped to the core analysis laboratory without physical disturbance or alteration of fluid content by exposure to the atmosphere. Operation of the Rubber-Sleeve Core Barrel The rubber-sleeve core barrel (Fig. 1) meets the basic requirements for the recovery of unconsolidated sands.

The problems associated with the presence of organic materials and of water in explosion-proof enclosures used in high voltage, high capacity applications were examined through a literature search and theoretical reasoning. Information on volatilities is presented. The conclusion is reached that explosive pressures are significantly enhanced by inclusion of these materials.

The Huntly West Mine has undergone significant changes in the last two years, which will affect the remainder of the mine's life. The paper describes the evolvement of plans and an overview of the technical considerations made in planning for and implementing the first New Zealand longwall operation. The technical investigations involve the longwall equipment, exploration, ventilation and strata control. The focus on these areas was to ensure that unacceptable project risks were addressed. Implementation of longwall mining at West Mine is planned in three phases, Development, Panel One extraction trial, and Full Longwall operation.   At present the development phase is complete, longwall installation is in progress and production start-up is planned for the end of August, 1991.

This Final Report summarizes the results of work accomplished under Contract No. J0215039. It is in an executive overview or executive summary format. The number and description of the various technical reports prepared and submitted is outlined. The essential changes and reasons for the revised program schedule/contract modifications actually enacted in May 1982 are discussed in detail. The evolving mines/deposits list and the accompanying criteria classifications are explained along with the verifications/justifications for adding or deleting specific mines/deposits to the list. Difficulties and problems experienced during the different phases of the project in conjunction with the ensuing remedies are highlighted. The final section of they report is devoted to presenting Davy McKee's suggestions for improvements to future MAS commodity studies. Appendix I is comprised of three of the evolving mines/deposits lists starting with the original RFP list and ending with the final completed list. Appendices II and Ill are tabulated summaries of property data including reserves/resources, assays, production, and operating costs. The figures for the specific mines/deposits are given in "range of values" so as to protect the confidentiality of the individual owners/ operators.

A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

This report summarizes an investigation to determine the occurrence and recoverability of heavy minerals in sand and gravel operations in the Southeastern United States. A total of 61 samples from 34 sand and gravel operations in Alabama, Georgia, South Carolina, and North Carolina were studied. Heavy minerals, in amounts ranging from 3 to 400 pounds per ton, were found in all of the samples. Eighty percent of the samples contained 20 to 40 pounds per ton of heavy min¬eral. Valuable heavy minerals, in order of decreasing amounts, were ilmenite, kyanite, zircon, rutile, and monazite. Large-scale concentration tests were made on five samples from four major producers. Gravity concentration by Humphreys spirals and tables resulted in bulk heavy mineral concentrates that graded from 82 to 98 percent total heavy minerals. Mineral recoveries ranged, in percent, as follows: Ilmenite 60 to 95; zircon 96 to 100; kyanite 37 to 77; rutile 89 to 100; and monazite 96 to 100. Separation studies on the gravity concentrates showed they would respond to high-tension and high-intensity magnetic separation techniques to produce individual mineral concentrates. The recovery of each individual mineral from fractionation of the heavy mineral gravity concentrates, in percent, was: Ilmenite 77 to 94; rutile 41 to 68; kyanite 62 to 79; zircon 49 to 83; and rare-earth products, monazite and xenotime, 42 to 96. The grade of each mineral concentrate was: Ilmenite 51.1 to 68.7 percent Ti02; rutile 93.7 to 94.3 percent Ti02; kyanite 55 percent A1203; zircon 58 to 61 percent Zr02; and rare-earth products containing 73.8 to 90.8 percent monazite and 4.8 to 12.7 percent xenotime.

The purpose of this study was to evaluate the various techniques far mine roadway dust control. This evaluation included (a) the types of dust suppressants available, (b) the interaction of these products with the properties of the roadway surface, and (c) the costs and performance measures of the predominantly used dust suppressants. Over 30 products were identified having a wide range of effectiveness depending largely on the properties of the road base, subsurface, and wearing surface. The effectiveness of a dust suppressant was also found to depend on the application and maintenance procedures employed. As a result of this investigation five dust suppressants were identified s being predominant in the surface mining industry: Coherex, wetting agents, lignin sulfonate, water, and calcium chloride: An approximate cost-effectiveness analysis, limited by the lack of quantitative field performance data, showed that the five suppressants ranked in the order given above, with water being one of the least cost effective. This report also presents an analysis of applicable federal and state regulations.

Gravity methods of recovering alluvial gold are not very efficient at particle sizes below about 0.l mm. Whereas such gold may not have been economic to recover in the past, the same may not be true today. Centrifugal concentrators, like the Knudsen and Knelson bowls, are showing promise after an inauspicious start, at least in New Zealand. The large proportion of heavy mineral in many auriferous beach sands and the natural hydrophobicity of fine gold should make flotation an attractive contender for its recovery. The conventional mechanical flotation cell is effective, but roughing, scavenging and cleaning are necessary to achieve both high recovery and low mass Yield. More problematic is the difficulty of maintaining coarse and dense sands in suspension. The air sparged hydrocyclone is effective at recovering fine gold from a fine Colarado River sand, but is not effective for the coarse and dense beach sands of New Zealand. The flotation column shows much promise for these sands, when recoveries of over 80 per cent and mass yields of less than one per cent can be achieved in a single pass. The froth separator of the USSR and flash flotation could also be worthy contenders. It is felt that flotation could be limited to naturally and artificially de-slimed concentrates.

Waste rock and tailings may be combined through intimate blending to create new materials with superior physical and hydraulic properties. The new material, termed Co-Mix, has high shear strength characteristics, low compressibility, low hydraulic conductivity, and a high water retaining capacity. Co-Mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures and full depth waste repositories. Field scale test trials using Co-Mixed blends of waste rock, tailings and slag have been constructed at the Copper Cliff Mine in Sudbury, Canad. These lysimeters will be used to evaluate the performance of the new material for cover systems that may potentially be constructed on the tailings impoundment upon closure. In this sense, the paper point out the construction of the lysimeters with respect to expected field performance during the spring snow melt period and summer to produce cover systems for closure.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

Dioctahedral clay minerals in the volcanic-hosted Golden Cross epithermal Au deposit, New Zealand, have been investigated by petrography, X-ray diffraction (XRD), scanning electron microscopy (SEM) and transmission electron microscopy/analytical electron microscopy (TEM/AEM) to determine the nature of these minerals in a hydrothermal ore deposit. Heterogeneity in the distribution of dioctahedral clays is observed from the hand-specimen scale to the TEM scale, indicating that primary rock textures and fluid pathways (related to rock type, porosity/permeability and fluid/rock ratios), in addition to temperature, are important factors controlling the distribution. As the proportion of illite in mixed-layer illite/smectite (I/S) decreases, TEM observations show decreasing layer stacking order, parallelism of packets, and packet size, and increasing apparent porosity. AEM structural data show a corresponding decrease in AlIV, AlVI, and K+, and an increase in Si, Ca2+, and Fetotal. The observations of this study indicate that local dioctahedral clay mineral reaction progress is controlled mainly by permeability and structure, but that this is superimposed on a predictable, system-wide clay mineral distribution that is controlled by temperature and fluid/rock ratio.

The Automated Breathing Metabolic Simulator (ABMS) is a versatile machine capable of performing almost any physiologically appropriate respiratory simulation. The first ABMS was delivered to the Bureau of Mines by IBM in 1973. Since then efforts have been made to refine the systems and components which make up the ABMS including the Breathing Simulator Module (BSM), Gas Analysis Module (GAM), and Supervisory Controller (SC)-each of which are also capable of stand-alone operation. Since September 1980, Reimers Consultants has been testing and modifying the ABMS and its components in order to improve the equipment and to develop simulation criteria and parameters. Changes have been made to the Phase I Design Plan and Performance Specifications; future improvements based on current experience are recommended; and test results of full scale testing conducted by Reimers Consultants in November 1983 on several types of breathing apparatus are reported and illustrated.

The following paper is being presented to provide a basic understanding of the equipment and procedures used in multi-auger deep soil mixing as part of the program for the Deep Foundations Institute (DFI) Deep Soil Mix Seminar. The paper is written as a summary of the author's experience using multi-auger deep soil mixing equipment while working with SMW Seiko, Inc. on several east coast projects in the United States, particularly the soil-cement mixing for the soil stabilization of the Fort Point Channel area in Boston, Massachusetts, one of the largest and most difficult soil mixing projects completed thus far in the United States. The summary provides a brief summary and insight into some of the operational aspects of the equipment and procedures, and some of the important considerations when using multi-auger deep soil mixing. This paper is intended for use by both the contractor and the designer involved in selecting appropriate soil mixing equipment and procedures for various types of soils, depths or applications, or for a better understanding of the operational aspects, potential benefits, and impacts that the performance criteria may have on the operational capabilities of the soil mix equipment, when specifying multi-auger soil mixing for a particular project. Prior to reading this article it is important to become more familiar with the various acronyms and terminology used in soil mixing technology. A Definitions section has been provided at the end of the paper that will help the reader become more familiar with some of the terms used throughout this paper.

Effect of Anionic Surfactant on Silica Particle Attachment at the Oil-Water Interface Controlling particle attachment is crucial where powdered solids come into contact with oil and water. Particles are trapped in a deep energy well at the oil-water interface, stabilising emulsions. Here it is shown that adding anionic surfactant causes dramatic changes to the bulk and interfacial structure of silica particle-stabilised oil-in-water emulsions. Exposing particle-stabilised drops to surfactant concentrations above the critical micelle concentration enhances the rate and extent of creaming and flocculation. Mixing particle-stabilised emulsions with surfactant solutions causes drop fragmentation. As the surfactant concentration increases, the average drop size decreases and particles are displaced from the interface during the mixing process.
