Conservation and environmental issues are raising their profile with respect to both demand restraint and electricity supply options. In New Zealand, conservation pressures and energy efficiency need to be seen in relation to the supply system currently in place which has capacity for economic supply of electricity in quantities substantially in excess of the current market. Consequently, energy efficiency and conservation need to be interpreted in relation to the supply system as well as in relation to end use. The relationship between the environment and conservation is strongest when new generation is required. New Zealand's electricity supply system consists of a large proportion of hydro production and this has significant environmental benefits when considered in relation to concerns of global wanning and the greenhouse effect. However, environmental trade-offs in supply options need to take account of both the efficiency of electricity end use, the trade-off between hydro and thermal generation and the inter-regional effects of shifting development options from one region to another. The Electricity Corporation has a high level of consciousness with respect to environmental and conservation issues and this paper demonstrates its own moves to maximise energy efficiency and illustrate the environmental trade-offs for supply.

The Second Avenue Subway is a $16.8 billion project planned by the Metropolitan Transportation Authority (MTA) in New York City. It will reduce overcrowding and delays on the Lexington Avenue Line, improving travel for both city and suburban commuters, and improving access to mass transit for residents of the East Side of Manhattan. The project is a new, two-track, 13.5 km (8.5 mile) subway extending from Lexington Avenue at 125th Street in Harlem on the north end of Manhattan, to Water Street at Hanover Square in Lower Manhattan. The first phase of construction includes rock tunnels from 92nd Street to 62nd Street and connection to the existing 63rd Street station, three new stations, and track and systems from 105th Street to 63rd Street, allowing service between 96th Street and Brooklyn via an existing Broadway Line. The following describes the Project in detail, discusses the construction challenges addressed in the design, and the initial design/build contract to be awarded in 2005. A discussion of the planned mined construction of two rock caverns and a cut-and-cover station construction are also included.

This paper provides an account of the efforts undertaken to construct the Northeast Interceptor Sewer (NEIS) project, which is a portion of a much larger program in Los Angeles, California to upgrade the city’s wastewater facilities. The project consisted of a number of elements, including both soft ground and rock slurry wall shafts, drilled shafts, soft ground EPBM mining, rock TBM mining, large diameter pipe placement, and underground structure construction. The need to complete the project under strict schedule constraints, in addition to the challenges of underground construction in congested urban areas, necessitated the work be undertaken with the proper balance of state of the art equipment, and thoughtful planning. The paper will detail the means, methods, and equipment used on the project, as well as discuss several of the unforeseen conditions encountered during construction.

"Abstract Although one can think that it is very low the probability of a seism occurrence during the execution of an excavation in an urban lot protected by a diaphragm wall curtain, reality shows that whenever a seism occurs in an urban area several diaphragm walls will be affected by it. So it is advisable to consider the seismic action when designing a diaphragm wall curtain. The paper refers the main information about the seismic design of diaphragm walls according to the Eurocodes 7 and 8 and to the Portuguese Norms related to them (respectively NP EN 1997-1 2010 and NP EN 1998-5 2010), as the Eurocodes consider the possibility of each European country to adopt their own seismic parameters as the seismic risk is different in each country. Keywords: Pyrometallurgy, sulphuric acid, sulphur dioxide The raw material for sulphuric acid manufacture is clean SO2 gas. It comes from (i) burning molten by-product sulphur; (ii) roasting or smelting metal sulphide concentrates, and (iii) decomposing contaminated organic chemical process sulphuric acid catalyst. Efficient gas cleaning is required for metallurgical and contaminated acid decomposition gases, especially the former. Sulphuric acid is made from SO2 gas by (i) oxidizing the SO2(g) to SO3(g) in contact with supported liquid-phase catalyst then (ii) reacting the resulting SO3(g) with the water component of 98.5 mass% H2SO4, 1.5 mass% H2O acid. This paper discusses the reasons for these process steps and indicates how acidmaking can be controlled and optimized. Special emphasis is placed on SO2(g) oxidation efficiency and how it is influenced by feed gas composition, feed gas temperature, catalyst composition, catalyst bed pressure, number of catalyst beds, and double versus single contact acidmaking. In addition, a review of various other treatment methods for SO2-bearing gases is provided. A brief description of each process is included along with commentary on their technical and economic applicability for use at metallurgical facilities.

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

Several large falls of ground occur annually in the narrow, tabular stopes mined in the Bushveld Complex. These falls comprise safety risks and cause substantial production losses and compromise efforts to increase productivity. Underground observations in conjunction with instrumentation sites were used to establish the strategic parameters required to describe the rock mass behaviour of shallow-dipping stopes on the Bushveld platinum mines. Existing rock mass rating systems were evaluated using the observations and instrumentation results. None of the current systems adequately described all the relevant geotechnical conditions. Thus a hybrid of several current systems was developed, and the proposed system is discussed in the paper. The new rock mass rating system is termed the ?New Modified Stability Graph? system and follows the method originally described by Mathews et al.1and revised by Hutchinson and Diederichs2.Changes have been made to some of the tables provided by Barton3and to the stress analysis suggested by Hutchinson and Diederichs2. In addition, the logistical regression analysis has been applied to databases, formed using the suggested analyses, for three support resistances and risk levels established.

To check the feasibility and the quality of a very deep diaphragm wall, a tern of adjacent panels has been constructed, up to a depth of 100 m, in the Milan sandy gravelly soil by means of a hydraulically driven milling machine with reverse circulation of mud. The results of the monitoring carried out in order to evaluate the panel geometry and the quality of both joints and concrete are described. The use of instrumentation based on different physical principles allowed the cross checking of measurements as well as the evaluation of the accuracy and sensitivity of each single procedure to be performed. The trial field was successfully carried out and the feasibility of a diaphragm wall of such a depth was demonstrated and corroborated by a reasonable level of quality control.

This paper presents the art of on-stream particle size and elemental analysis used at iron ore concentrators, followed by the results and experiences from several sites.Online particle size analysis is rather common at medium- to large-sized concentrators. Online X-ray fluorescence (XRF) elemental analysis, however, is only used in some iron ore concentrators, while it is a routine practice in base metal concentrator plants. Online XRF analysis is applicable for process monitoring and control down to four to five per cent silica by measuring Fe assays accurately. With lower silica content, direct measurement of silica and other light elements is required. Some light element analysers that are based on the prompt gamma neutron activation analysis (PGNAA) method have been developed, but they have not performed up to expectations with slurry analysis. Other methods have been tried though these have not been used beyond prototype installations. Operating online light element slurry analyser installations are not common in iron ore applications.There is an economic incentive to mine lower and variable grade iron ore resources, which require concentration and removal of several impurities to produce high-quality concentrates for pellet production. Monitoring such operations by on-stream analysis has significant economic benefits, and there is a need to develop a dependable slurry online analyser for Si, Al, Mg and other light elements. "A preliminary evaluation, based on existing data, has been made of the implications of placing radium-barium sludge in tailings areas. The study was restricted to a consideration of possible increases in the quantities of radionuclides escaping to the environment through either groundwater or surf ace water, considering the types of tailings treated and the effluent treatment systems currently operating in Canada.IntroductionIn the recovery of uranium from ore deposits, the tailings produced by mine/mill complexes are conveyed to impoundment areas in slurry form. After settling, the supernatant is discharged to the environment together with runoff from precipitation on the tailings bas in. Currently, all operating uranium mines in Canada employ barium chloride treatment to control the release of dissolved radium to the aquatic environment. The dissolved radium in the tailings decant is precipitated with barium chloride, forming (Ra,Ba)SO4, and allowed to settle in ponds or lakes. In some instances, settling tanks have replaced ponds and flocculants have been added to aid settling. Because the Atomic Energy Control Board does not consider the precipitation ponds to be suitable for final disposal of these sludges, acceptable sites must be found. Options which have been suggested for sludge management include underground placement either in worked-out mine areas or in special chambers, or placement in the tailings areas. Conceptually, the latter alternative is attractive and probably would minimize sludge handling. This alternative would be subject to the AECB policy which requires that upon abandonment, radioactive releases from a tailings area must be within present regulatory limits and that treatment to meet these limits should not be required in perpetuity.No quantitative data exist concerning either the effect of physical and chemical conditions in the tailings on resolubilization of radium from precipitated sludges or the fraction of this additional radium which would be released."

In order to predict the composition of inclusions and to ascertain a method to prevent inclusions from forming in liquid Fe-16 mass Cr alloy, a thermodynamic database was developed through a quantitative determination of thermodynamic relationships of Cr-Al-Si-Mn systems in the liquid Fe alloys. Applications of the databases to the prediction of Mn/Si complex deoxidation with Alin Fe-16 mass Cr alloy were demonstrated in succession. The electromagnetic levitation technique using a cold crucible was employed to separate inclusions from liquid metallic alloys completely and to prevent any contamination from surroundings. Various interaction parameters in the liquid Fe-16 mass per cent Cr alloy system were determined; these are: [eAl(Fe)Cr= 0.19/T, rAl(Fe)O,Cr= -0.01, rAl(Fe)O,Cr= -0.00013, eS1Cr(Fe)= -0.38/T,rSi(Fe)O,Cr= 0.007, rO(Fe)Si,Cr= 0.0044, rA1(Fe)Si,Cr= -0.0075, rSi(Fe)A1,Cr= -0.0078, rSi(Fe)Mn,Cr= 0.005, and rMn(Fe)Si,Cr=0.01.] An improved database, utilizing interaction parameters for molten metal determined in this study, and the Fact Sage slag database of the MnO-SiO2-Al2O3-CrOx-MgO system were used for thermodynamic calculations. These were carried out under various thermodynamic conditions, and results were compared with experimental data of Si/Al, Mn/Si, and Mn/Si/Al deoxidation equilibria. With the abovementioned results, together with experimentally obtained data, thermodynamic conditions were determined, in particular Mn and Si contents, under which liquid inclusions form in liquid Fe-16 mass per cent Cr alloy. The critical Al content in liquid Fe-16 per cent Cr alloy, above which solid inclusion of corundum phase ((Al,Cr)2O3) formed, was as low as 10 ppm. This indicates that extreme care must be taken in controlling the Al content in the metal to avoid formation of solid corundum phase ((Al,Cr)2O3) inclusion. The compositional change prediction of inclusions, which originate from slag entrapment and by Ca addition, was demonstrated by use of the alloy database optimized through this study, and the Fact Sage oxide database. For Si-deoxidized Fe-16 per cent Cr alloy, high Si and low basicity of slag are effective to obtain liquid inclusions. For Al-deoxidized Fe-16 per cent Cr alloy, it is important to keep the Si content lower than 0.1 per cent and it is required to add Ca. Cross-belt samplers are designed to sample particulate material in processing plants, usually when there is no space to install a conventional linear falling stream sampler. Most of the available cross-belt samplers are mounted on the top of conveyor belts, and remove each increment from a loaded moving conveyor with a 360° rotation of an open faced cutter, in a plane perpendicular to the material flow. Despite the practicality of this equipment and the fact that it occupies very little space in the plant, cross-belt samplers are well known for collecting biased samples, especially due to the increment extraction error. Sampling consultants around the world tend to condemn this sampling equipment, claiming that it is incapable of collecting the fine material from the bottom part of the load, and, since the sampling probability is not uniform for all fragments and depends on its position in the stream, this kind of sampler generates biased samples and its use should be avoided. Furthermore, the greater the segregation effect between particles, the larger the bias. However, some plants, whose initial design did not plan for the installation of a falling stream sampler, must rely on cross-belt samples for process control and reconciliation. For the past years, sampling equipment manufacturers have been putting effort in modifying the cross-belt sampler design in order to comply with the principles of correct sampling. Changes to the cutter material, shape, position, speed and movement in relation to the material flow have been made, and are continually being tested for different types of ore with various chemical and physical characteristics. New Zealand Steel Mining Limited operates two independent sand mining operations on the West Coast of the North Island of New Zealand. Waikato North Head 30 km south of Auckland supplies ironsand concentrate as the raw feed for New Zealand Steel's works at Glenbrook and Taharoa 70 km further south, exports ironsand concentrate to Japan.   Taharoa uses two sets of six low pressure Warman centrifugal pumps in series to load bulk ore carriers 3 km off shore through two underwater pipelines. Waikato North Head delivers the ironsand to Glenbrook 18 km through a 200 mm ID buried pipeline using two stages of high pressure positive displacement (HPPD) pumping.   A high level of operating and maintenance expertise has been developed since commissioning the two systems which are proving to be reliable, efficient and of minimal impact environmentally.

The emphasis of this paper is on the characterization and testing of the slag produced by a secondary lead refinery. This work forms part of a broader investigation aimed at reducing loss of valuable product from the process as well as minimizing the environmental impact of the process wastes. It was this work that led to a critical examination of the standard waste classification tests. Characterization of the slag was carried out using a number of complementary techniques. In the broader context, the slag characterization aided in identifying process deficiencies and thus was a critical tool in suggesting potential for process optimization. For this study, the slag characterization provided a relatively comprehensive picture of the composition and properties of the slag, which facilitated understanding the behaviour of the slag under batch test conditions. On the basis of quantity of hazardous components alone, the slag is hazardous according to South African Acceptable Risk Limits (ARL). However, when both the quantity and the leach potential of the hazardous components is taken into account, standard waste tests carried out by three independent agencies indicate that the slag should not be classified as hazardous according to local regulations. Also, according to United States Environmental Protection Agency (US EPA) limits, which are independent of the quantity of the waste, the slag would not be classified as hazardous. The standard waste tests used by the independent agencies was the Toxicity Characteristic Leach Procedure (TCLP), a test which was developed by the US EPA to classify hazardous wastes. One of the requirements of this batch test is that it should be quick, simple to carry out and that the results should be reproducible. Previously, the applicability of the TCLP test to mineral processing and metallurgical wastes has been challenged on a number of points. Additional testing of the slag was carried out using both the TCLP and the Synthetic Precipitation Leach Procedure (SPLP) recommended by the American National Mining Association as being more appropriate for mineral processing wastes. The particular physical and chemical characteristics of the secondary lead slag highlighted additional limitations of both the TCLP and SPLP tests as standard laboratory batch procedures. "The land-pebble district, the larger of the two producing areas of Florida, is situated in Polk County and in the eastern part of Hillsborough County. About 80 per cent at the phosphate rock produced in the United States in recent years has been mined from this area. The phosphate ores, locally termed matrix. are beds of sands and clays containing the phosphate pebbles, considered to be Pliocene in age, derived by marine action from underlying Miocene phosphatic marls, and are covered by practically barren sands and clays that have been deposited more recently. Open-pit mining is practiced; hydraulic mining, which has been intensively developed in this district, is used exclusively for mining the matrix and, by some companies for removing the overburden, although drag-line excavators have become established and are proving economical for stripping operations. From the pits the matrix is pumped to adjacent washing plants for beneficiation. The product of the washers. after drying, enters the world markets as Florida pebble phosphate.In this district recovery of the phosphate pebbles by the washing plants has not been particularly effective in the past. The screening, designed to effect a seperation at about 20 mesh (0.033 inches), has not been well controlled. Washer rejects discarded to the waste dumps have contained appreciable amounts of material analyzing above the minimum commercial grade - 66 per cent B.P.L. (bone phosphate of lime). Such losses of commercial fractions should be considered avoidable, and have been discussed at length in a previous paper.3"

The article illustrates the Hydromill technology, as applied in urban sites, and its advantages in terms of quality of the end product, mitigation of the construction impact, and optimization of the logistics at the site. Also highlighted are the main features of the excavation equipment and slurry treatment plant. Two recent urban applications of this technology in Europe are briefly described, together with the forthcoming application to the Central Artery/Tunnel Project in Boston. Introduction The Hydromill technology has been used extensively in Europe in the last decade for slurry wall construction in urban environments. In Italy, this technology has been applied by Ing. Giovanni Rodio & C., Impresa Costruzioni Speciali S.p.A. in two large projects. The first project is the construction of Stations Darsena and San Giorgio of the first metro line in Genova. The second project is the "Cut-and Cover" tunnel for the railway link in Torino. Hydromill technology will be used for the construction of the Soldier Pile Tremie Concrete walls of the Boston Central Artery Tunnel Project, contract C14C2, Utility Relocation at Fulton Street.

Up to the end of World War n, flat-back cut and fill stoping with or without square sets was the universal method of ore extraction. Rapid changes in practice occurred during the post-war years; first, ore extraction was fully mechanized; secondly, the stope design for new levels, notably No. 17 Level Zinc Corporation Ltd. and No. 19 Level New Broken Hill Consolidated Ltd., was modified to suit this mechanization; and thirdly, sub-level and shrinkage stopes were developed in orebodies where cut and fill methods would be uneconomical. The following is a brief survey of the changes that have occurred-most of which were inaugurated during the last five years.ROCK DRILLINGDuring 1951 open stoping was investigated in detail. In order to reduce steel handling problems, forged steel onepass detachable bits were introduced, but were soon superseded by the "Swedish method". Investigation showed that when using a bar and arm mounted 3-in. drifter the overall drilling time was approximately 6 min. per ft. compared with 4 min. per ft. using the light jackhammer-airleg combination with 1-in. hex. by 4-in. collared shank tungsten carbide-tipped steel.Although competitive with tipped steels on a cost per foot drilled basis (excluding miner's time), detachable steel bits proved most unsatisfactory for hard drilling conditions.Rapid blunting necessitated frequent bit changes and thus caused lost drilling time. In constructing a financial model of a project significant effort is expended on capital and operating cost estimation, commodity price forecasts, and choice of discount rates while uncertainty in the primary input, the reserve, is often completely overlooked. The aim of this paper is to highlight the impact of uncertainty in the resource/reserve estimation process on the assessment of the financial performance of a project. Four qualitative processes have an impact on resource/reserve uncertainty. These stages are: 1.Ore definition 2.Geological interpretation 3.Resource estimation 4.Ore reserve estimation and mine planning. Each stage contains a number of tasks that may be considered as key performance activities (KPAs). Optimizing the manner in which these KPAs are completed can remove a great deal of uncertainty and error from the resource/reserve process. Examination of these KPAs within a company can also provide an insight to the quality of the information underlying the project. This will allow the company to identify any shortcomings in the data and to assess the resulting risks (Gilfillan, 1998). A hypothetical financial model based on a gold operation has been used to estimate the potential effect of resource/reserve uncertainty on revenue. Monte Carlo simulation has been employed to simulate a number of hypothetical scenarios: 1.a base case scenario which assumes no major errors or biases, but contains realistic margins for uncertainty that would exist in any project where work is being completed to the limit of best endeavours 2.a poor sampling scenario which assumes poor sampling practice and lack of understanding of sample preparation 3.a poor resource estimation scenario which assumes poor modelling and inappropriate choice of interpolation technique, and 4. a ?typical? scenario which represents a project where the majority of KPAs are not performed as best as they could be. The results show that realistic uncertainty ranges can generate changes in the estimate of potential revenue of plus or minus 30%.Therefore, it is important to allow for errors in these processes in any financial analysis or feasibility study. It is recommended that, when building a financial model, are view of relevant resource/reserve KPAs be carried out and appropriate ranges for uncertainty be applied to provide a range of potential outcomes. These outcomes can then be factored into the detailed cash flow analysis in order to ensure that technical uncertainty is built into financial decisions.
