This circular presents part I of a series of papers of a review of the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners. It deals with the physiological aspects of exposure to air contaminated by organic matter, noxious and toxic gases, and dusts that emanate from various sources in underground workings; part II will discuss the relation of abnormal mine temperatures and humidities to the health and efficiency of minors; and part III will describe theoretical and practical methods of air conditioning mines to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts or the world.

Laboratory flotation tests on sized fractions of a certain number of selected minerals with homologous fatty acid derivatives (i.e. sodium salts and amine acetates) confirm that the higher homologues are more efficient collectors than the lower. Tests were carried out on sized material and finer size fractions floated at lower collector concentrations.It is suggested that selective flotation is best achieved with the reagent which most readily floats the most friable mineral in the ore, and that grade of product will be improved with the lowest usable homologue.INTRODUCTIONFlotation of non-sulphide minerals with fatty acids as collectors is usually less selective than the flotation of sulphide minerals with xanthate collectors. It is common to use the gradation in collecting power of homologous series of xanthates, as well as the more specific effects of activators and depressants, to achieve the separation of sulphides.The original aim of the work was to ascertain whether sodium salts of fatty acids (anionic) and fatty amine aceta:tes (cationic) could be selected from a homologous series to achieve better selectivity in separation of nonsulphide minerals by flotation. The South African mining industry continues to be a major source of employment at a time when at least 25 per cent of the working age population is unemployed. At the same time the industry faces a skills shortage in many of the disciplines necessary for its future health. The University of the Witwatersrand, University of Pretoria, University of Johannesburg, and University of South Africa have historically produced mining graduates for the South African industry, with any shortfall being met by the recruitment of overseas graduates. More recently the global shortage of engineers and other mining industry professionals has seen a reversal of this trend and a very significant emigration of well-educated and highly skilled personnel. The traditional career path for mining graduates is in production and mine management. However, there is the parallel and possibly more pressing need for specialized skills in such fields as ventilation, rock engineering, mine planning, mineral resource evaluation, and mineral asset valuation. It is in these essential areas that chronic shortages continue to hamper the development of the industry and may well frustrate its ambitions to be safe, healthy, and profitable into the future. The permeability of skills across sectorial boundaries within the mining industry requires that skills shortages in the platinum sector are not looked at in isolation, but within the context of the entire industry. This paper reviews the efforts being made by the universities at both undergraduate and postgraduate levels to meet the needs of the South African mining industry, in terms of the required numbers and the range of specialized skills.

The paper describes of the JORC Code in terms its background working environment and reasons for success, and provides references to papers which cover the subject in more detail. It then discusses the two major developments in Australasian reporting standards in the last two years: the revision of the 1999 Code, and the introduction in early 2003 of the “ROPO” (Recognised Overseas Professional Organisation) initiative. The purpose of the JORC Code is to provide a minimum standard for reporting of Exploration Results, Mineral Resources and Ore Reserves in Australasia, and to ensure that public reports on these matters contain all the information which investors and their advisers would reasonably require for the purpose of making a balanced judgement regarding the results and estimates being reported.

Construction of a new approach embankment for a railroad bridge over a river in Southern California required placing up to 12 ft of fill over soft to medium stiff silts and clays along an approximate 1,500-ft long stretch. The embankment, situated within a narrow railroad right-of-way between an existing live track and existing buildings, would have been susceptible to excessive settlement that could damage existing buildings and numerous underground utilities if regular weight soil fill had been placed over the unimproved ground. To limit total and differential static settlements to tolerable levels, a design was developed using a combination of mechanically stabilized earth wall with lightweight cellular concrete fill and rigid inclusions ground improvement. This paper describes the design of the ground improvement system, construction methods used, and challenges of working next to live railroad traffic. Ground improvement quality control and assurance measures, and verification of performance by settlement monitoring are also addressed. INTRODUCTION AND BACKGROUND The 0.9-mile San Diego River Double Track (SDRDT) project is located on the Los Angeles-San Diego- San Luis Obispo (LOSSAN) Corridor in San Diego, California. The project includes the replacement of the existing 900-ft long single track railroad bridge over the San Diego River with twin double track structures. Construction of the project is phased and closely coordinated with the associated Mid-Coast light rail project (San Diego Trolley Blue Line Extension). The new bridge is a 7-span, twin steel, through girder structure supported by six cast-in-place reinforced concrete pier caps and two abutments. The large diameter cast-in-drilled-hole (CIDH) foundations are up to 9 ft in diameter, with upper portions encased in a 1.5-in.-thick permanent steel casing. The north abutment approach embankment includes a mechanically stabilized earth (MSE) retaining wall up to approximately 10 ft high and 1,520 ft long. This paper focuses on the design and construction of the north approach embankment. The project site is characterized by challenging geotechnical and seismic conditions. The site contains liquefiable soils interbedded with soft cohesive soils, underlain by competent layers of sand/gravel/cobble and other sedimentary formations. Static settlement of the new railroad, crossing utilities and adjacent buildings was a primary design concern for the north approach embankment.

"SUMMARYWaste management in general, and the water treatment of mine and mill effluents, has become an ever increasing burden for mining operations. A reduction in these expenditures would undoubtedly be desirable if this could in fact be achieved within effluent guidelines and monitoring requirements.A brief summary is presented of the research which has as its aim the development of methods which would reduce such costs and lead to solutions for environmentally acceptable close-out conditions for acid generating mine waters. The basic concepts of Ecological Engineering and Biological Polishing are presented, together with an indication of the present state of these research efforts. Details are provided of the progress of various experiments which aim to promote reducing conditions, organic matter production and the establishment of biological filters which remove metals from the water which are then retained within the waste management areas. These conditions should lead to a curtailment of acid drainage and an improvement in effluent quality.A description is provided of the first pilot demonstration using this approach to achieve a walk-away condition for the close-out of a massive sulphide tailings resulting from 10 years of operating a copper/zinc concentrator in Northern Ontario.1.0 INTRODUCTION1.1 Waste management and close-outIt is recognized that the achievement of a cost-effective and competitive mining operation, from the commencement of exploration for ore bodies through to the day-to-day efficient operation of the mine, requires a certain expertise and sophistication. The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

The National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory (SRL), investigated a means to evaluate the potential impact of surface conditions above underground mines on emergency response activities. Recent events have highlighted the need to conduct critical emergency operations on the surface above underground work areas. Accessibility and usability of the surface, such as the ability to drill holes or deploy seismic monitoring or through the earth communications systems, are an important consideration for emergency response planning. This paper identifies critical surface conditions such as: surface waters, valley fill, highways, railroads and significant structures that must be considered in emergency response planning and in the conduct of emergency operations as they relate specifically to the seismic detection of trapped underground miners. Results of case studies indicate a need to consider the impact surface conditions may have on emergency response capabilities.

"This paper discusses the project history, process design and layout of the Rainy River Gold Project mill. The circuit consists of a 55 x 83 primary crusher, 15 MW SAG mill and 15 MW ball mill. Both mills are twin pinion with LSS and VFD drives. A pebble crusher is located in the process plant with bypass and stockpile options. Gravity concentration followed by 30 hours of leach residence, carousel CIP, carbon recovery, cyanide destruction and tails disposal in a 1,428 hectare tailings management area (TMA).The Rainy River Gold Project is located approximately 65 km northwest of Fort Frances in north western Ontario. The project is scheduled to be commissioned and reach commercial production in mid-2017. Expected cost is $US877M and is comprised of an open pit mine, process plant, tailings management area and supporting infrastructure. Orebodies are defined in economic terms in that they must satisfy conditions determined by costs of mining, extraction and marketing before being so described. Despite this they have an essential chemical character as specialized products resulting from geochemical differentiation, and it is surprising that so little basic geochemical research has been carried out with respect to ore occurrence and that prospecting methods based on geochemical principles are not more widely applied.Many exploration geologists associate geochemistry with analytical techniques applied to the detection of dispersed traces of metals from actual orebodies. Geochemical research, applied to economic geology, goes far beyond this limited field and the purpose of this paper is to discuss aspects of such research and its use in formulating exploration principles.THE GEOCHEMICAL BACKGROUND TO MINERAL OCCURRENCE AND EXPLORATIONThe three aspects of economic mineral deposits to which geochemical research can be of use in determining ore guides are genesis, control of deposition and mode of dispersion from orebodies after emplacement. To deftne the capabilities of a nonexplosive excavation concept, the Bureau of Mines conducted reduced-scale laboratory tests of a mechanical excavation tool called a rock splitter. The splitter investigated was capable of applying combinations of radial and axial loads to rock when placed in a predrilled hole. Experiments conducted with the tool in concrete, limestone, and granite proved it capable of excavating all three materials. Break geometry in these three materials was the same, which encourages the prediction of performance in all rocks. The design of the radial-axial loading splitter's feather components significantly affected the tool's performance. It appears the design of this in-hole component should be tailored for the rock to be excavated.

Particle Mechanics and the Design of Cyclone Tribochargers Triboelectric separation is a dry electrostatic technique that has shown promise in several particle processing applications. A tribocharger uses contact or friction to differentially charge particles of different materials, which are then separated by an electric field. The initial tribocharging process is poorly understood, with tribocharger design and operation largely a matter of trial and error. A better physical understanding of tribocharger operation would therefore be of immense value in the optimisation of triboelectric separation processes. A combination of charge measurements, trajectory modelling and high-speed video has been used to relate charging to particle mechanics in a cylindrical pneumatic cyclone, one of the most effective tribochargers for mineral separation applications, and the preliminary results are presented here. The consequences of these observations for cyclone tribocharger design and operation, and for tribocharger design in general, are discussed.

A monitoring method for diesel particulate matter was published as Method 5040 by the National Institute for Occupational Safety and Health (NIOSH). Organic and elemental carbon are determined by the method, but elemental carbon (EC) is a better exposure measure. The US Mine Safety and Health Administration (MSHA) proposed use of NIOSH 5040 for compliance determinations in metal and nonmetal mines. MSHA also published a rule making for coalmines, but no exposure standard was provided. A standard based on particulate carbon is not considered practical because of coal dust interference. Interference may not be a problem if an appropriate size-selective sampler and EC exposure standard are employed. Sub micrometer dust concentrations found in previous surveys of nondieselized, underground coal mines were relatively low. If a large fraction of the sub micrometer dust is organic and mineral matter, sub micrometer EC concentrations would be much lower than sub micrometer mass concentrations. Laboratory and ?eld results reported here in indicate the amount of EC contributed by sub micrometer coal dust is minor. In a laboratory test, a sub micrometer EC concentration of 31µg m 3 was found when sampling are spirable coal dust concentration over three times the US compliance limit (2mg m3). Laboratory results are consistent with surveys of nondieselized coal mines, where EC results ranged from below the method limit of detection to 18µg m 3 when size-selective samplers were used to collect dust fraction shaving particle diameters below 1.5µm sub micrometer EC concentrations were ?7µg m3. In dieselized mines, sub micrometer EC concentrations are much higher.

ECONOMIC recovery, which began in 1958, carried through into 1959 but was somewhat retarded by the 116-day steel strike beginning in July 1959. Recovery and economic growth increased production and consumption of mineral fuels 3 percent above 1958. The increase was accomplished despite a drop of 26 percent in coal exports. Prices remained constant during the year so that the value of production and consumption also increased 3 percent over 1958. Stocks in the hands of producers at yearend were little changed from the supply at the beginning of the year. Employment in the field of mineral fuels decreased 6.4 percent from 1958. Average hourly earnings were up 7 percent, and average hours worked were up 5 percent, with the result that weekly earnings gained 11.8 percent. Internal freight rates were relatively constant, but ocean tanker rates declined both in 1958 and 1959 from the high rates charged during the Suez crisis. The index of major input expenses decreased for anthracite, held constant for bituminous coal, and increased for petroleum. The index of labor cost per dollar of product and per ton of product declined again in 1959 to a new low in anthracite and bituminous-coal mining industries.

PT Freeport Indonesia (PTFI) operates copper and gold mining operations in a mountainous area of the Mimika regency, near Tembagapura, Papua (formerly, Irian Jaya), Indonesia. The mining and concentrating operations typically produce 240,000 metric tonnes per day of Copper and Gold ore from the combined mining of an 80,000 tonne per day (ore) block cave operation (DOZ Mine) and a 160,000 tonne per day (ore) open pit mining operation (Grasberg Open Pit). The Grasberg Open pit mine will be complete in 2016 at which time PTFI?s operations will convert to Underground. Mining operations will transition from today?s mixed surface and underground operation to full underground mining over the next 6 years. This paper reviews the history of Redpath?s relationship with PTFI, beginning with a raiseboring contract in 1981 and evolving into vertical and horizontal development contracts of up to 37,700 equivalent metres of lateral development and 4,000 metres of vertical development in 2011. An overview of the current operations (PTFI?s Grasberg Open Pit and DOZ Underground Mines) and transition period (challenges for the transition from current to future underground mines) is presented with details of development of common underground infrastructure and future mines; Big Gossan Mine, DMLZ Mine, Grasberg Block Cave Mine, and the Kucing Liar Mine.

This paper describes an apparatus which was developed to study solid-vapour equilibria and presents results which were obtained during a study of the FeCI3-AlCI3-CI2 system. Analysis of the results showsthat fractional desublimation might offer a means of achieving a useful separation of the iron and aluminium chlorides produced by the chlorination of bauxite. The results, presented in the form of isothermal vapour pressure curves covering the range of temperature 160-200°C, support the earlier findings of Semenenko et al (Dokl Akad Nauk SSSR, 154: 42-43 (1964)) that the solid phase contains two terminal solid solutions.The equilibrium constant for the formation of the mixed dimer, FeAICI6, was approximately 4. The latent heat of sublimation of aluminium chloride varied from 18 to 26 kcal/mole AI2CI6 for solid compositionsfrom 0.9 to 0·5 mole fraction FeCls3.

The Fashion Island Boulevard Bridge over the Marina Lagoon in San Mateo, California is an eight span precast, prestressed concrete girder bridge. It is approximately 495 feet in length and 61 feet in width. It is supported on 36" diameter octagonal, hollow precast-prestressed concrete pile columns. The bridge was constructed in 1968 and suffered considerable damage during the Loma Prieta Earthquake in 1989. A damage survey report prepared by the State's Office of Emergency Services (OES) recorded that sixteen of the twenty-one pile-columns sustained heavy to moderate damage from the Loma Prieta Earthquake. The damage consisted of cracking and spalling at the tops of the pile-columns. Spalls at the most heavily damaged columns exposed the prestressing strands and confinement reinforcing which also showed signs of corrosion.

A series of full scale laboratory linear rock cutting tests was carried out with a long bladed single disc cutter (292 mm diameter, 11mm wide constant cross-section blade) on dry and water saturated sandstone blocks using a linear rock cutting machine (LRCM). The muck collected from the cutting tests has been analyzed to establish a link with the specific energy (SE) of the operation. Coarseness index (CI), a non dimensional parameter, has been found to be a useful indicator of the relative efficiency of the cutting operation. An inverse relationship of the form SE = k CI-n is observed between SE and CI with very high CI usually corresponding with the lowest values of SE. The power n of the relationship for both dry and saturated rock tests is much less than the values found in the previous studies using constant cross section disc cutters and is believed to be dependent on the strength of the rock and the cutter type used. Although the average CI is found to be lower for saturated rock than for dry rock, at the same time saturated rock cutting is found to be less energy intensive (in terms of SE) than dry rock cutting. Moderate correlation exists between the production rate or yield and the SE of the cutting operation for both dry and saturated rock, which can provide some useful information about the field production rate discounting the effect of discontinuities in the rock mass.

The Bureau of Mines has developed rock noise source location techniques that may be used to obtain precise and practical source locations from micro-seismic field data. These techniques enable one to monitor all or any part of a rock structure and map progressive stress buildup or rock movement. Thus, the microseismic method of determining instability in rock structures is becoming an invaluable engineering tool for the mining or civil engineer engaged in rock excavation and construction.
