INTRODUCTION The global market for sulphur has experienced dramatic structural shifts during the past 10-15 years. After a number of years of dominance as sulphur suppliers, the world's Frasch producers were confronted with large increases in nondiscretionary sulphur production from sour crude oil and gas, while escalating energy and exploration costs reduced the economic incentives to replace dwindling sulphur reserves. Sulphur demand also experienced substantial growth, but the majority of this increase was filled by nondiscretionary production. The result was essentially flat demand for Frasch sulphur during this period. This paper briefly summarizes Freeport Sulphur Company's outlook for global supply and demand for sulphur through the year 2000, and examines in more detail the history and anticipated shifts in trade patterns. World trade in elemental sulphur (brimstone), despite year-to-year fluctuations, has been on an upward trend in recent years, and should continue to grow through the end of this century. The type (discretionary vs. nondiscretionary) and location of forecast sulphur supply sources has potentially broad implications for the world's Frasch producers, as they compete in a world market which is increasingly supplied by non-discretionary production. SULPHUR DEMAND Sulphur is a versatile and essential element used in a wide variety of manufacturing processes. Almost 90% of world sulphur consumption is in the form of sulphuric acid. The relatively low cost, ready availability, and physical and chemical properties of sulphuric acid make it the most economical acid for a number of chemical processes. Although sulphur is used in the manufacture of many products, the largest consumer by far is the phosphate fertilizer industry. The majority of sulphur demand growth over the past 30 years has occurred in this area, and today it accounts for nearly 65% of global sulphur consumption in all forms. Due to the relative importance of phosphate fertilizers, sulphur demand is typically discussed in terms of fertilizer and non-fertilizer (or industrial) uses, and this approach will be followed here. We at Freeport believe that global consumption of phosphate fertilizers should grow at an average annual rate of about 3.5% through the year 2000, which is roughly equal to the growth rate experienced during the past ten years. The basic assumption underlying this forecast is that world population will continue to grow significantly, while the total acres of cropland will grow only slightly. Therefore, in order to feed a growing population, higher crop yields will be necessary, which in turn will require the increasing use of fertilizers. This expected growth in phosphate consumption will, without doubt, fluctuate from year to year, and we Frasch producers have painful memories of the large dip in demand during 1982-83. However, we believe that the fundamentals for growth are very good, and that future demand will move back onto the historical trend line. In the recent recession the use of sulphur in the non-fertilizer or industrial sector dropped sharply, and it now appears that future growth will not return to the old trend line. Most of the non-fertilizer uses of sulphur and sulphuric acid involve older industries which are very mature, such as oil refining, steel, pulp and paper, pigments, etc. The use of sulphur in some of these industries is expected to exhibit little or possibly even negative

"IntroductionTHE PURPOSE of this paper is to discuss in a general way the heavy oil situation in Western Canada, and particularly to acquaint those in the oil industry who have not participated in the heavy oil end of the business with past and current developments. The author has covered •briefly the location of the heavy •and asphalt-base oil fields, their geology, current drilling and production practice, the location of the •refineries capable of handling heavy crude, their products and markets, and the problems and future prospects of the industry.Location and Description of FieldsThe term heavy oil is generally used to denote crude of 20.9° gravity and under. Since the products from heavy oil are also to a lesser extent obtained from asphalt-base crudes of higher gravity, some mention will be made here of the latter; but in general the emphasis of the paper is on heavy oil as such.In the order of their production to date, the heavy oil fields and those light oil fields which produce asphalt-base crudes are : Lloydminster, Taber, Vermilion, Conrad, Princess, and Wainwright.The Lloydminster oil field has not only produced most of the heavy oil, but also is currently the largest producer, supplying at the present time about 80 per cent of the heavy and asphalt-base crudes produced in Western Canada."

The market demand for reduced fuel consumption and CO2 emissions in the automotive, energy and construction sectors have further increased the demand for new and advanced higher quality microalloyed grades produced via TMCP. The technological integration of the process and physical metallurgical advancements of value-added niobium (Nb) microalloyed thermo-mechanical controlled process (TMCP) steels continue to be developed and is an important element for these more demanding end user requirements and cost-effective steel production. The reheat furnace process step has a profound effect on the TMCP performance, final hot rolled steel quality and mechanical property consistency during the production of hot rolled steels. The uniformity of heating applied across the entire width, thickness and length of the slab or billet is essential in the successful achievement of consistent customer properties regardless of the chemistry. The resultant ferrite grain size in the final hot rolled product is significantly governed by the initial prior austenite grain size. However, the transition from laboratory melted and TMCP hot rolled heats to the production scale is often quite challenging. Aberrations in the reheating process step at the industrial furnace are often the root cause of mechanical property quality issues. In an approach to the complicated study of bauxite from Les Baux de Provence it is necessary to consider the paleogeographical context of all the bauxites in southern France. These bauxites are of Karstic type, belonging to a metallogenic area extending from the Pyrenees Mountains to the Alpine Massif. Within this area each deposit does not always correspond to the same geological period. There are differing opinions regarding the origin of Karstic-type bauxite and a discussion of these various theories is beyond the scope of this paper. Bauxite of Les Baux, in Provence, was discovered in 1821 by the chemist, Berthier, near this picturesque village located in the region of Arles. It is Les Baux from which the name of bauxite originates. For a long time this bauxite was of no interest because of high silica 'and mediocre alumina content. Besides, the calcium carbonate content is somewhat high and is one of the main characteristics of Les Baux bauxite. The problem of exploration of the Les Baux deposit has been to prospect minable zones according to traditional norms where silica and carbonate are low.

The Moanalua trestle spanned over Moanalua Stream, Honolulu, HI and was designed to accommodate construction of five 10 feet diameter cast in drilled hole (CIDH) piers as a part of Honolulu Authority for Rapid Transportation (HART) project. Due to the proximity of piers to the existing bridge, the trestle was elevated 20 feet above grade. Stratigraphy of the site consisted of shallow depth of fill and 150 feet of loose to very loose recent alluvium (soft clay) underlain with stiff to hard old alluvium (stiff clay). CIDH casings were installed by a rotator or oscillator depending on the diameter of the piers. The challenge was to design the trestle, not only for heavy gravity loads, but also to resist significant lateral loads from rotator and oscillator with minimal deflection. Series of piles, called reaction piles, were integrated into the trestle at each CIDH pier location to provide adequate lateral support for the rotator/oscillator. Due to the lack of information regarding soil Young’s modulus (E), a methodology was developed to calibrate and calculate E with two methods. Extensive analyses using LPILE and finite element analysis program, PLAXIS, were performed to model reaction piles and calculate lateral deflection. PROJECT SPECIFICATIONS The Honolulu Rail Transit includes 20-mile route and 21 stations to be built from East Kapolei to Ala Moana Center, with $1.55 billion construction budget. The project is divided into two phases as shown in Fig. 1: Phase 1 which connects East Kapolei to Aloha Stadium with expected operation in late 2020, and Phase 2 which connects Aloha Stadium to Ala Moana Center with expected operation in 2025.

Computational fluid dynamics (CFD) models have been developed based upon field data collected from a longwall mine in New South Wales, Australia to study the behaviour of goaf gas flow in both active and sealed goaf areas. A base CFD model was built to represent the goaf situations when the active longwall retreats near the finish-off line. Results from the base model were calibrated and compared against field goaf gas monitoring data. The base model was then used to carry out parametric studies to investigate a number of operational scenarios and their impact on goaf gas behaviour. CFD modelling results indicate that the overall goaf gas flow pattern changes as the operating longwall retreats towards finish-off line. In all cases, oxygen penetration into the active goaf remains high, reaching 15 per cent or higher, even at some 800 m behind the longwall face.The modelling results also indicated that it would be difficult for early detection of an active goaf heating (on the maingate side) based upon CO readings in the return airflow, as the main stream of the gaseous product will be flowing into the sealed deep goafs in adjacent longwall (LW) panels. Monitoring points (such as tube bundles and bag sampling points) should be selected at deep seated seals along the active goaf so that abnormal CO or C2H6 readings can be picked up for early detection and location of potential heating spots; goaf inertisation can be better achieved by injecting inert gas such as nitrogen at deeper points (>200 m) behind the operating longwall; the injection of in-seam drainage methane into the goaf areas will only have a limited impact on goaf inertisation as much of the injected methane will migrate towards deep and higher parts of the goaf due to its buoyancy effect.

The Bureau of Mines has developed a technique to separate and recover the three major components, Pb, Zn, and Cd, from lead smelter flue dust. This research was conducted as part of the Bureau's effort to reduce environmental conflicts and occupational hazards associated with mineral-processing operations and to recover valuable constituents in emissions and effluents. The laboratory process utilizes sulfation roasting of the flue dust followed by water leaching to extract over 95 pct of the cadmium and zinc. Ninety-nine percent of the cadmium was recovered from solution by cementing with zinc dust, and zinc was electrowon from the resulting solution after purification. Zinc electrolysis was carried out in a 1-liter cell at 35° C with a cathode-current density of 8 A/dm2 in a solution containing 65 g/l Zn++ and 180 g/l H2S04, Current efficiencies of 80 pct were obtained. The leached residue consisted largely of PbS04, which was converted to PbC03 and leached with H2SiF6 to produce PbSiF6 electrolyte. Ninety-five percent of the lead contained in the residue was converted to electrolyte. Lead was electrowon from solutions containing 70 gil Pb++ and 90 g/l H2SiF6 using a lead cathode, Pb02-coated titanium anodes at 28° C, and a current density of 1.6 A/dm2. Current efficiencies approaching 92 pct were obtained. Accessory minerals such as cobalt and nickel were separated into purification residues and liquor.

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today's 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today's advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

The majority of efforts to improve primary copper sulfide leaching have focused on solution chemistry, temperature, O2 pressure, ultra-fine grinding, the use of catalysts, etc. Historically, very few studies have focused on the solid/solution interface. A new, patent pending approach to catalyzed, copper sulfide leaching has been discovered by FLSmidth that enables manipulation of the 2-D semi-conductor properties of chalcopyrite surfaces to the benefit of higher electrochemical reactivity. Copper dissolution rates are then further accelerated by incorporating a Stirred Media Reactor (SMRt) into the process. By using minute amounts of Cu2+ to "pre-activate" chalcopyrite, leach times have been reduced from >20 hours with incomplete Cu dissolution to <2 hours with 98+% Cu dissolution at 80°C. The pre-activation process takes only minutes to complete at temperatures of 80°C or less. The total atmospheric leaching process, incorporating the pre-activation and Stirred Media Reactor is compatible with existing SX/EW processes. Results of batch leach testing are presented and possible mechanisms are discussed.

ALTHOUGH many persons know that a lot of type metal and etchings are used in the U. S. Government Printing Office few would expect to find anything on metals in the annual report of the Public Printer, George H. Carter. Yet the report for the fiscal year ended June 30, 1931, contains many interesting items. For example: Among the 57,500,000 lb. of materials and supplies delivered to the printing office was little new metal, but the metal in circulation is 6,000,000 to 7,000,000 lb. In the cost of production $31,523 is charged against metal, nearly one-third for salaries and wages. In miscellaneous sales were $4,696 from waste metal and $1,147 from waste gold (from books). Electrotype and stereotype covered 11,438,314 sq. in. The vaults and storage rooms contain 1,700,000 plates and 130,000 pages of type containing 4,600,000 lb. of metal valued at $275,000. In what was known as the Congressional Globe vault were 46,000 stereotype plates; these were salvaged by remelting for other platemaking service. The Congressional Record superseded the Congressional Globe in 1873.)

In order to gain competitiveness and compete at a global level, construction companies should improve their efficiency. The problem is even more relevant in the construction field, whose work processes find it hard to evolve towards new automated methods and techniques in the management field. For that reason, this paper suggests how construction companies could apply new technologies to implement automated management of environmental hazards. Based on a survey regarding the environmental risks presently experienced in construction sites, noise and dust were considered two of the main hazards. So in this paper a networked system for real time remote monitoring of the spatial distribution of dust in construction sites was developed. Such a system would relieve builders from the commitment of on-site surveys, allowing for a continuous monitoring of the site conditions and of the real exposure of each worker and pass-by to the pollutants generated by construction works. The main system requirements considered are: easy to deploy, reliable, as accurate as needed to be able to send real-time warnings and store a good estimation of the real exposure to which involved people have been subject to. So far the research produced a prototypical hardware for dust monitoring made up of wireless sensors which can be easily deployed on site. The sensors were calibrated by means of laboratory tests, where their measurements were compared with those collected by means of highly accurate instruments, which were taken as a reference. Thanks to these experiments, calibration curves for the sensors were worked out, showing also the measurement range of the sensors.

Sin embago, existe un problema con el método de programación lineal durante el planeamiento de mina. En ese sentido, el presente texto destaca dichos problemas - en tanto existe un manejo estricto de los precedentes en la operación minera y hay una falta de flexibilidad y fácil manejo. Por ello, se han desarrollado sistemas que superen las deficiencias generadas por las firmas proveedoras de equipos como CATERPILLAR, GEMCOM, DATAMINE y VULCAN, combinando las ventajas de un software gráfico con la estrategia de perfeccionamiento de la Programación Lineal.

This paper has been written as one of a group of papers dealing with the subject "Cost Elements in Mining". What are cost elements in mining? The mine operator thinks of direct mining costs in terms of labor, materials, supplies and power, and we might define cost more generally as the price paid to acquire or produce something. Economic theory also has its concepts of cost. From one point of view, that of the consumer, the cost of mineral commodities might be viewed as the total price industry pays for mine output. Similarly, the mining company engaged in the on-going business of finding, developing and operating new mines is concerned very much today with the distribution of all the revenue paid for mine output and not just with its direct or controllable cash costs. In other words, what will the labor force, the supplier of energy, explosives, and reagents, and the supplier of government services, management, capital and the ore reserves receive for their contribution to production.

Based on our finding that commercial copper chelating solvent extractants such as LIX65N® and LIX63® are excellent collectors for copper minerals, a detailed study was made using several water-soluble chelating agents belonging to the class of aromatic hydroxyoximes and having a gradual structural variation. A basic study of the system salicylaldoxime-tenorite was also carried out. Microflotation tests as a function of concentration of oxime, pH, addition of copper etc., using oxidic copper minerals such as chrysocolla and tenorite, and batch laboratory flotation tests using synthetic mixtures of quartz and oxidic copper minerals were carried out. The studies were aimed at an understanding of the collector function of the hydroxyoximes and of the general flotation behavior in these systems, in addition to studying the structural aspects of oximes vis-a-vis flotation. The results have demonstrated that all of the hydroxyoximes studied here have comparable collector property, and in all cases the oxime was found to be partitioned between the mineral surface and the copper in the bulk aqueous phase in the form of a bulk copper chelate. The occurrence of the latter could be accounted for by the formation in the bulk phase of a chelate between oxime and copper released from the mineral and/or by the detachment of the surface chelate. The role of surface and bulk chelates in flotation is discussed based on the results of partitioning of chelating agent into bulk and surface chelates in the system salicylaldoximetenorite. The effect of substitution of CH2 groups or benzene ring in the chelating agent molecule on its collector property is also discussed, in addition to the finding that only the anti-isomer has the ability to collect.

Controlling a wide range of minerals processes with single control system is an ordinary way to operate in mines all over the world these days. However the potential of these systems is not yet fully recognized nor utilized. The key issue is to manage the information in a way that enables automating the day-to-day tasks, quality control and safety functions. At the same time it provides means for optimization and constant improvement of processes creating a working environment where the system helps employees to do their key tasks instead of searching, modifying, and transmitting the huge number of information arising every day. The distribution of control system nodes enables the other processes to run heedless of a problem occurring in one of the sub-processes. Also the control room can be in remote location such as in large city removing the need to travel substantially long distances to plant sites every day. When all essential information is brought to the same place there is less risk for a mishap to happen due to information breaks that are often the cause of them. One of the biggest single reasons that result in production losses are break downs of machinery usually caused by normal wear, misuse, incorrect utilization rate etc. For this reason it is important to measure the condition of machines using vibration measurement and diagnostics. By moving from failure or time-based maintenance towards predictive or performance maintenance generates eventually a steady and predictable process but also results in significant long term savings. The mineral process at Talvivaara mine is based on bioheapleaching, whereby metals are leached from ore as a result of bacterial action. Bioleaching is a fairly new technology used in metals recovery. Therefore it is important for the mine to collect and analyze data from different stages of the minerals process. Talvivaara mine?s Metso DNA system has integrated machine condition monitoring and information management. These are not only necessary but also crucial in environmental conditions where the outside temperature can drop below -35°C, where ice and snow dominate the landscape and impact the equipment for four months a year and where distances between equipment can be up to 7.5 kilometers. Brazil is one of the most outstanding examples of economic development of our time. Its amazing growth record is substantiated by a GNP which has increased at an average rate of 92% for the period 1968-1970 and estimates for 1971 range from 11.7-12.5%. Hence, this growth, coupled with a more relaxed attitude of the Brazilian government towards foreign participation in business opportunities and the remittance of profits out of the country, has caused many exploration companies to reevaluate the potential of Brazil. Despite recent press notices and publicity, Brazil is still not a mining country in the tradition of Canada or Australia. It is still basically an agriculture and manufacturing country.

I know the theme of the Congress is "The 21st Century - Mining for Mankind" but I hope you will understand why my address touches upon some near-term issues as well. With the world oil market the way it is at present, "the long term" seems to be next week and no one is even sure what will happen tomorrow! So I am going to take a little licence with the theme of the Congress and talk about some fundamental issues that have much to do with the current uncertainties. The ways in which these issues are resolved and the role governments elect to play in the next few years will determine both the shape of the petroleum industry in the 1990s and beyond and the success with which we can confront a growing and inevitable future dependence on OPEC oil resources. But just in case you are not familiar with what has been happening in the petroleum industry recently and why the future seems more uncertain than ever, let me show you the gyrations in oil prices over the past 13 years, and remember that it is only another 13 years or so years to the 21st Century.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica&apos;s future agricultural productivity.
