My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 per-cent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. To explore the mechanism of roof directional breaking in gob-side entry formed automatically without coal pillars, the numerical simulation was used to study the deformation movement of roof, the deformation evolution of roadway, and the stress distribution of roadway under roof directional breaking and non-roof directional breaking. Based on the results, the deformation movement of roof is divided into three stages: the goaf roof collapse stage, the basic roof deformation stage, and the basic roof stability stage. The goaf is filled with gangue due to the broken expansion characteristics of the collapsed rock under the roof directional breaking. Due to the supporting force of gangue, the deformation of the basic roof under the roof directional breaking is smaller than that under the non-roof directional breaking, which reduces the influence of the deformation of the basic roof on the deformation of the roadway roof and improves the integrity of the roadway. At the same time, roof directional breaking cuts off the stress transfer path of partial roof, which weakens the peak stress convergence on the arc side, transfers the peak stress convergence to deeper, and improves the stability of roadway. Finally, a field test was carried out to further verify the accuracy of the numerical simulation. The field test results are in good agreement with the numerical simulation results. The roadway deformation is small and meets the requirements of safety production. It is proved that roof directional breaking plays a positive role in improving the stability of the roadway.

In constructing the NORAD Combat Operations Center, controlled blasting techniques were employed to achieve smooth walls and to avoid shattering the rock beyond excavation lines. Extraordinary measures were taken to stabilize the rock to permanently preserve the openings. Rock stabilization was accomplished by means of reinforced concrete and gunite linings, rock boltings, installation of chain-link fabric, and epoxy resin and cement grouting. A particular zone of weakness at a vital location was supported by exceptionally thick reinforced concrete lining, rock bolts, and cement grout.

The mining industry of the United States has-long been severely criticized because of its high rate of accident occurrence, net only as compared with other major industries-in the United States but also with the mining industries of other countries particularly Europe. Statistics (often not of strictly comparable nature) indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These figures are by no means comforting to humanitarian mining men, irrespective of their status in. the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. This picture becomes much darker when the above statistics are augmented with data indicating that. on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar types of mines in Europe, particularly England and Wales, Belgium, France, and Germany. However, these foreign accident statistics should be carefully analyzed before we become very mush concerned about them, because they are clot strictly comparable owing to several considerations, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions axe definitely dissimilar to ours in many if not most phases, and numerous ether factors affect the comparability of foreign mine-accident statistics with ours. Unquestionably it should also be taken into consideration that the accident rate of the 130,000,000 or more constituting the populace of the United. States as a whole is much higher than that of any other major country in the world and is two, throe, or more times the rate of the European countries that have more favorable mine-accident rates than those of the United States. Moreover, it is significant that the mine-accident-severity- rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little mere, favorable than the comparable figures in the United States, namely, that mining-has an accident-severity rate about seven times that of the average of about 30 of the major industries of this country.

In its study of methods for reducing metal losses in the non- ferrous metal industry, the Bureau of Mines has conducted a long series of experiments on electric brass melting and collected much data on the experiments of others. Reports bearing on this work that have already been published by the Bureau of Mines are Bulletin 73, "Brass-furnace practice in the United States," and Bulletin 77, "The electric furnace in metallurgical work." A comprehensive report describing the design and operation of all types of electric brass furnaces and showing their performance in experimental tests on a commercial scale is in course of preparation. However, commercial tests of several new and promising types of furnaces are still under way, the results of which should be included in any general discussion of the subject. For this reason it has seemed desirable to issue a preliminary bulletin giving the data on a type of furnace developed in one stage of the bureau's work.

The Clapp and Griffiths steel-process may be considered a pneumatic system, similar to the Bessemer, with the difference that the converter is fixed or non-tilting, and that the blast is introduced around the lower section of the converter instead of through its bottom. Mr. Griffiths was engineer-in-chief of the Gilchrist & Thomas basic dephosphorizing process during all the time those gentlemen were experimenting and working up their system, as Mr. G. communicated to me. After separating from these gentlemen, he began developing the present Clapp and Griffiths type of converter. Dr. Clapp, of Nantyglow, Monmouthshire, was a prominent physician in a large iron district. Previous to his association with Mr. Griffiths, he took out some patents on a process of his own for the manufacture of steel, which patents stood in Mr. Griffiths' way; hence the consolidation. Early in the summer of 1883, my attention was called to the experiments of Messrs. Clapp & Griffiths in Great Britain by a friend who had just returned from England. Later in that summer I went to Newport, on the border of Wales, where I met Messrs. Clapp and Griffiths and their friends. After visiting two small converters of their type which were in operation at different works, and spending a few days in the iron-districts of Wales, I went to London, where I met my friend Henry W. Oliver, Jr., who had already heard of the new steel-process. We decided to revisit Wales and examine more fully the process, more especially that Mr. Oliver might have the opportunity of coming practically in contact with the men and die process himself, so that his judgment might not be influenced by my sanguine feelings. The introduction and use of synthetic materials in various applications may lead to potential hazards from toxic, gaseous, decomposition products if these materials are subjected to conditions abnormal to their intended use, such as high temperatures or burning from accidental causes. This report covers an investigation of such possible hazards from toxic gases produced by the burning or thermal decomposition of some low-density, expanded, synthetic materials, three of which consisted of polyvinylchloride and one of acrylonitrile. In the production of certain expanded plastic materials, Chemical blowing agents frequently are used to produce a cellular structure. One of these blowing or foaming agents contains azo-bis-isobutyronitrile, which is designated in this report as PN. Information indicates that a product of decomposition of this blowing agent, formed in the blowing operation, is tetra-methyl-succino-nitrile, designated as TSN, Which is significantly toxic. Decomposition of the blowing agent, with release of its azo nitrogen, is represented by the following reaction:

In distributing natural and mixed gas, the industry is each year confronted with the problem of manufacturing gas in increasing amounts as the supply of natural gas becomes more nearly exhausted. The manufactured gas is now used in mixtures with the still available natural product, and will subsequently be used straight as a substitute gas. The gases that might be considered, and are producible by tried and developed processes, include water gas, carbureted water gas, and coal gas. Singularly, these gases can be used in this manner in ordinary appliances only when proportional amounts of them in the mixtures do not vary beyond rather definite limits, unless burner adjustments are made. The limits are defined by the specific gravity, content of inerts, and burning properties of the respective gases. Anticipating a future standard for city gas lower than that of natural gas during the period when considerable natural gas is available, there is justification for considering the possibility of re-forming natural gas and making a product that has substantially the same properties as other gases which can readily be generated. This report gives the results obtained during a series of tests made under a cooperative agreement by the U. S. Bureau of Mines with the Ohio Fuel Gas Co., re-forming natural gas at Toledo, Ohio, in full-scale operation in a water-gas generator having a grate area of 25.1 square feet. ACKNOWLEDGMENTS The Ohio Fuel Gas Co. constructed a special water-gas generator for the tests and provided men and the necessary funds for its operation. Appreciation is expressed for the general spirit of helpful cooperation which was evidenced in the activities of all those who took part in the work. Flyrock is the second leading cause of all blasting related injuries in surface coal, metal and nonmetal mining operations. It is also a primary cause of property damage, monetary losses and “near misses.” For the period 1978 to 2008 flyrock accounted for 11.6 percent of all blasting-related injuries in surface coal, metal, and nonmetal mines. A large amount of published material has been published on the safety hazard of flyrock, on ways to predict how far rock will travel from a blast, as well as ways to protect mine personnel and neighbors from flyrock. However, flyrock incidents continue to occur resulting in fatalities and “near misses” that could have caused fatalities. It was only good fortune in some instances that no one was in the mine's parking lot or other unprotected area when flyrock rained down or in harm’s way when a large rock punched a hole in the roof of a building or other structure.

"Grinding tests were conducted on an oxidized copper-cobalt ore using a pear-shaped ball mill. Twelve mono-sized ore fractions were prepared and wet ground batchwise. The mill was run for 0.5 to 30 min intervals. The shortest interval provided data more closely related to the breakage function (B) because less secondary breakage was hypothesized. Some selection function (S) and B parameters were determined. Remaining parameters were estimated using a population balance model simulator. To evaluate the kinetics model, an unsized ore sample was also milled. Predicted and measured particle size distributions (PSDs) agreed well, suggesting that S and B parameters can be used for continuous operation mass balances.RÉSUMÉ Des essais de broyage ont été menés sur un minerai oxydé de cuivre-cobalt à l’aide d’un broyeur à boulets piriforme. Douze fractions de minerai de dimension unique ont été préparés et broyés en voie humide en lots. Le broyeur était mis en route à des intervalles de 0,5 à 30 minutes. L’intervalle le plus court fournissait des données plus étroitement liées à la fonction d’abattage (B) car d’après l’hypothèse avancée, le besoin d’abattage secondaire était moindre. INTRODUCTIONSize reduction of solids is a very energy intensive and highly inefficient process. It consumes approximately 5% of the electricity produced worldwide (Rhodes, 1998), and more than 50% of the total energy used in mineral processing plants (Walkiewicz, Lindroth, & Clark, 1996). An increase in grinding efficiency can therefore result in significant reductions in operating costs. This often amounts to determining the optimal design configurations for milling an ore sample in a laboratory mill under standard conditions. Prior to optimizing the milling stage, the requirements for downstream processing in terms of particle size distribution (PSD) need to be understood because low liberation and overgrinding will lead to future problems. Once this is done, it is also important to clearly understand the breakage properties of the ore. The kinetics of size reduction in tumbling mills are often determined using two probabilistic functions: selection and breakage (Austin & Luckie, 1972). Knowledge of the selection and breakage functions also enables the prediction of the PSD for a given ore sample."

"About two years ago the Bureau of Mines, Department of the Interior, and the University of Idaho undertook an investigation of classification in its relation to table concentration of Idaho ores. The cooperation of the management of the Bunker Hill & Sullivan Co. in placing at our disposal their West Mill and facilities as desired, offered an unusual opportunity for studying the field of hindered classification in its practical and economic relation to table concentration.It has been shorn theoretically, and demonstrated experimentally, that ore products are more easily and economically concentrated on tables if the natural feed, consisting of various minerals and of all sizes of particles of each mineral, be classified or grouped into a series of products in which the mineral particles of greatest density are small in diameter relative to the diameter of the mineral particles of lesser density. Products in which the maximum difference in diameter of light and heavy minerals occurs are to be obtained only by true hindered settling classification. To our knowledge there has never been a really good hindered settling classifier used in practice and the present tendency seems to be to by-pass any attempt at such classification.After a careful study of the nature of hindered classification and of the requirements for hindered settling in practice, a classifier has been developed that takes fullest practical advantage of the widely known, but generally only meagerly understood, condition of hindered settling so well analyzed a number of years ago by Dr. Richards.The present paper presents briefly some of the more important practical results accruing through the investigation."

At the heart of the mining process are a number of basic and fundamental tasks whose regular and repeated performance constitute the mining cycle. As will be discussed presently, these tasks are the basic components of the mining system. Section 9, Production Operations, provides the mine designer and engineer with an understanding of these tasks and with sufficient design principles to allow this person to create an efficient mine system. This section is meant to be an introduction and adjunct to subsequent sections that describe specific mining systems. However, sufficient design information is included here for the independent design of mine systems that may not be described elsewhere or for subsequent verification of existing designs. For the purposes of this section, mining subsumes excavation; thus this material applies to any excavation process. Accordingly, this section is written in general enough terms to include both surface and underground mining. It may be used also for civil engineering excavations that often involve the same steps. Obviously, the actual procedures undertaken in any specific mining system will appear to be very different from those taken in any other system. This is certainly true when comparing surface with underground methods. Yet the fundamental principles are often the same. This segment is written to explicate the basics. Wherever appropriate, the section will suggest the differences between the application process to surface or to underground mining.

"Greater reliability of mineral deposit and reserve estimates can be attained through better quality control of the data and information acquisition, and the estimation processes. This paper reviews the following key requirements:1. greater awareness of the significant figures of both data and estimates, and better understanding of the probabilistic aspects of the estimates, their confidence limits and margins of error;2. greater reliability of the information that supports the estimates, by more explicit and more rigorous methods and standards for data acquisition and for interpretations;3. more quantitative estimations of geological/mineral continuity, based on improved three dimensional sampling patterns and the use of geostatistics; and 4. better integration at the project engineering and mine production stages, of the mineral deposit characteristics and mining method constraints, for more efficient mineral recovery and mine quality control.RÉSUMÉUne plus grande fiabilité des estimations des gisements et des réserves minières requiert plus d'emphase sur le contrôle de la qualité de I ‘acquisition de l'information et du processus d'estimation. "The level of scientific knowledge about the effects of contaminants is increasing and changes in environmental monitoring are likely to allow for the assessment of environment effects particularly to the aquatic environment. This paper provides an overview of recent developments in this area which include the environmental effects monitoring program for pulp and paper operations, the assessment of the Aquatic Effects of Mining (AQUAMIN) program, the Aquatic Effects Technology Evaluation (AETE) program, and the review of the federal Metal Mining Liquid Effluent Regulations (MMLER). The paper also provides a look forward at the direction of environmental monitoring of mine projects in Canada. IntroductionEnvironmental monitoring programs provide a wide range of data to environmental management systems, regulatory authorities, and stakeholders. The data obtained are used to demonstrate that operations are in compliance with regulatory environmental protection requirements, and provide the scientific basis for assessing the effectiveness of environmental protection measures. Environmental monitoring requirements for mine projects are established based on the type of operation, site specific issues and concerns, and the requirements of regulators and mine proponents.The level of scientific knowledge regarding the potential effects of contaminants on the receiving environment is increasing, and in particular with regards to the receiving aquatic environment. Regulatory controls regarding the protection of fish, fish habitat, and fishery resources are being reviewed with regards to their adequacy, and the environmental effects monitoring program on the pulp and paper industry is expected to provide useful data relevant to those types of operations. These developments are of interest to mine proponents as it is presently expected that an environment effects monitoring program will be developed specifically for the metal mining industry under a regulated environmental effects monitoring program as part of the Fisheries Act. This paper reviews recent developments in this area, and provides a look forward on the future directions of environmental monitoring programs."

The study, entitled ""Mineral Policy-A Discussion Paper"", provides well-researched coverage of a broad range of issues that are of interest to the mining industry. Unfortunately, there is a real possibility that the discussion paper will wither and die on the vine, unless the federal and provincial governments, and the private sector, collectively ensure that some of the key considerations which are raised by the paper are acted upon.IntroductionAlmost one year ago, on March 8, 1982, Federal Mines Minister July Erola released an important study entitled ""Mineral Policy-A Discussion Paper"". The discussion paper, which presents the government's assessment of the opportunities and constraints facing the Canadian mineral industry in the 1980s, was prepared within the context o f three principal objectives-strengthening the resource base on which the industry rests, ensuring the adequacy of research activities needed to support development of the resource, and furthering the development of markets for the resource It is clear that, in today's economic climate, not even the most generous incentives would turn the industry around: what is needed is a sound base for future development, when this is possible. In this regard, the discussion paper is an excellent stepping stone, in that it reviews a wide range o f fundamental policy issues which touch on all facets o f the mining industry."

El presente proyecto consiste en la identificación de un nuevo dominio en el yacimiento tipo VMS de Cerro Lindo que hasta el dominio estaba considerado como roca caja y para incluir dentro del modelo era necesario reducir la incertidumbre y demostrar su beneficio en la planta. La metodología aplicada parte desde toma de datos logueo, mapeo subterráneo que posteriormente es usado en las interpretaciones geológicas y estás a su vez son usados para elaboración de los sólidos geométricos de los diferentes dominios, luego en base a la data y los sólidos geológicos se aplica todo el análisis geoestadístico (EDA, capping, compositación y variografía) además de ello se aplicó un estrategia para mejorar la estimación, se trata de la anisotropía dinámica para la búsqueda de muestras en base a superficies de tendencia mineral que es una combinación de la geología estructural y interpretación de minerales de alta/baja temperatura (ratio de knuckey Cu/(Cu+Zn)).
