Regulators have an important role to play in fostering and enabling reliable, effective, environmental management. Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.

"INTRODUCTION This report is one of a series. 4. 5. 6/ concerned with presenting historical development, and operating data on secondary-recovery projects in various States to stimulate interest in sound secondary-recovery programs. Preceding reports in this series have dealt exclusively with descriptions of and results obtained by water flooding in three states, but no recent publication of comparable purpose describes gas-injection 7/ practices. The authors intend to present material relevant to the development and operation of gas-injection projects in Illinois, with particular emphasis on those producing from oil-bearing horizons that had been depleted to a point near the economic limit of operation by past oil-recovery methods.Most operators realize that the energy expended on the movement of fluids through gas-expansion- or gas-cap-type oil reservoirs to producing wells must be supplemented to attain maximum recovery of the oil present. Under favorable conditions, many operators choose to maintain oil-propulsive forces at or near their original magnitude by injecting extraneous fluids into a reservoir or recycling produced fluids early in the life of a field. More common, and less desirable, is the practice of replenishing these forces after primary producing methods become unprofitable. The lattes practice has been adopted in many stripper fields in Illinois and most of the oil-producing States during the last 40 years, but other old oil fields, and oil properties within those fields which were partly exploited by secondary--recovery methods, also may offer favorable opportunity for further development. To encourage and, aid operators in the development of gas-injection projects in the old oil fields of the United States, four projects have been described in detail in this report."

High fidelity commercial process simulation packages can be used at different stages of a greenfield project, from initial plant design to operator training in the later stages. However, there are several factors that make the software less attractive for small and medium size brownfield projects, such as the licensing cost and the fact-finding manpower required for model design and simulator maintenance. In this paper a different approach is described. The knowledge gathered from operating personnel was used to implement higher level models based on plant data, operating heuristics, and experience rather than detailed component-level models. The computing platform used was a low-cost, well-established, control system vendor-independent software. Throughout this paper we demonstrate the success of implementing this model-based approach using two industrial examples. The first example is a simulation of the carbon monoxide (CO) distribution system at a metallurgical complex. The purpose of this simulator was to test new control strategies and PLC programs prior to implementation. CO being a toxic combustible gas, validation of the suggested control system changes was necessary for plant safety. Simulation of specific operating conditions helped alleviate concerns and improved plant-wide acceptability of the new operating philosophy. The second example is a boiler simulator at a petrochemical plant. The operator training simulator (OTS) was designed as a platform for experienced operators to practice handling rare or abnormal conditions. A customized medium-fidelity model was developed for this targeted application where the cost of a full scale high-fidelity model could not be justified.

Canada encompasses an area of approximately 9,976,000 kilometres. It is comparable in size to the United States, but because of climatic conditions and limited transportation facilities, much of the area is unsuitable for agricultural or industrial development. We have a population of 22,000,000 - most of whom reside within a hundred mile belt paralleling the Canadian-U.S. border. Our principal cities in order of size are Montreal, Toronto, Vancouver, and Winnipeg. We have a total of 10 provinces, each of which elects its own - government. The Yukon Territory and Northwest Territories covering the northern half of the country, are administered by federal government agencies. The mining industry employs approximately 9% of the labour force and accounts for more than 40% of all tonnage shipped on Canadian railroads and inland waterways. In 1974 it produced $4,800 million in mineral wealth. Canada ranks first in world production of asbestos, nickel, zinc, and silver and has significant production of copper, iron, molybdenum, lead and other mineral commodities. During the past decade Canada, like many other western countries, has undergone dramatic economic and social change. This trend is continuing, and its effect on the Canadian mining industry has produced conflicting results. From the industry's point of view, some of the more negative aspects include a steadily increasing involvement by government at municipal, provincial and federal levels through the imposition of Stricter controls, regulations and taxation policies, a rising tide of nationalism, which advocates public ownership of all natural resources, the spectre of inflation (currently increasing at the rate of 8% per year) and unsettled labour conditions.

En este sentido, el presente texto señala los cambios (slimes) del proceso de flotación que se realizaron en la concentradora de Carahuacra. Actualmente existe un tratamiento para slimes llamado «Ultraflotación» aplicada a la flotación de caolín donde después de flotar los slimes ( skin) regresan nuevamente a las espumas de flotación, cerrando el circuito varias veces (piggybacked), observándose que todas las partículas del mismo polo son flotadas bastante limpias.

Atlas Copco is a leading provider of industrial productivity solutions (Atlas Copco, 2007) and one of the worldÆs largest suppliers of rock drilling equipment. The business division of Atlas Copco Construction and Mining Technique is based in +rebro, Sweden with the majority of their equipment produced in a number of facilities within the area. As part of the 2006 AusIMM/Atlas Copco Scholarship I was fortunate enough to visit these facilities to experience first hand this truly unique global company. Through numerous presentations on the various divisions and products manufactured by the company, I saw the broad range of products and services offered by the company and came to realise it is much more than just selling drills. Other highlights included a brief love affair, a tour of EuropeÆs largest underground mine (or factory depending who you ask), a drink at the ice bar at the ice hotel in JukkasjSrvi, and a number of dinners of reindeer. Overall this it was a truly amazing experience with all involved with the program going out of their way to ensure I got the most out of the trip. More importantly, through no effort at all, everyone naturally conveyed their passion for the industry and the company which is a great credit to the æAtlas Copco WayÆ thereby creating a company æcommitted to your superior productivity through interaction and innovationÆ.

The Zarafshan/Newmont Joint Venture operates the Muruntau heap leach project, located in the Kyzylkum desert of central Uzbekistan. The mine produces more than 12.4 t/a (400,000 oz/year) of gold from low-grade oxide ore stockpiles adjacent to the Muruntau open pit. It is op¬erated by the Navoi Mining and Metallurgical Combine and is one of the largest gold resources known (Fig. 1). Since commissioning in 1995, total heap leach production has exceeded 21 t (675,000 oz). The joint venture uses four-stage crushing and screening to produce a final product for heap leaching, Merrill-Crowe processing and local refining.

Introduction If one had been called upon to describe petroleum oil refining seventy-five years ago, he could have acceded to the request quite satisfactorily in about fifteen minutes. Fifteen years ago, an hour and a half would have been sufficient to give a general idea of oil refining, and of the equipment used for this purpose. Today, so extensive has been the research into all phases of the refining and manufacturing of petroleum products, and so rapid the strides in improvement in technique and equipment, that I doubt if a week would suffice to give an adequate outline of ail the ramifications of present-day oil refining. I propose to only 'hit the high spots', dealing particularly with the equipment and methods employed at the Imperoyal refinery, which you are to visit. Crude oil, the refiner's raw material, contains essentially only two elements, hydrogen and carbon. These are not present in the free state but are combined in various proportions as 'hydrocarbons'. A given crude oil is not made up of just one hydrocarbon, but of myriads; some solid, others liquid, and still others gaseous at atmospheric temperature and pressure, ail dissolved one in the other. Moreover, the nature and the relative amounts of the several hydrocarbons vary very considerably in crude oils from different sources. That is, a 'crude' from Oklahoma will contain hydrocarbons not present in crude from Mexico, and is different again from the Venezuela crude. Not only this but oil in a certain well in, say, Peru may be differently constituted from that in a well half a mile distant from it.

This report presents the results of experiments to evaluate different types of mine fire sensors in an underground mine environment using a commercially available atmospheric monitoring system. To determine how well carbon monoxide (CO) and smoke sensors respond for purposes of fire detection, experiments were conducted using test fires of different mine combustibles and for both flaming and nonflaming combustion. The experiments were designed to assess the response of fire sensors to different contaminants and different contaminant levels produced from the test fires. The experiments were performed in the Safety Research Coal Mine at the U.S. National Institute for Occupational Safety and Health’s Bruceton Research Facility in the presence of an average ventilating air velocity of 1.6 m/s (315 fpm). Five fire sensor stations were located downstream of the test fire at fixed locations, with each sensor station consisting of four sensors: a CO fire sensor and three different smoke sensors, of which two were evaluated by the Mine Safety and Health Administration (MSHA) for intrinsic safety and the third was used extensively in underground mines overseas but not evaluated by MSHA for intrinsic safety. All four sensors were mounted near the center of the entry and in the upper onethird of the entry height. A UL-listed combination ionization and photoelectric smoke sensor was mounted near the roof at the first sensor station and its responses were compared against the responses of the four CO and smoke fire sensors. Sensor response data, contaminant travel times, and the impact of fire on the existing ventilation flow are discussed as they apply to earlywarning fire detection. Of significance in the analysis is the need for performance standards for mine fire sensors in order to provide for consistent and timely early warning of developing fires.

"Anglo Asian Mining’s Gedabek mine is situated in the Lesser Caucasus mountains in Western Azerbaijan. The ore body is a complex copper-gold porphyry deposit, comprising intermixed oxidized, transition and sulphidic gold and copper-bearing ores. Gold in the sulphide ores is generally not refractory and is recoverable by cyanide leaching, but the secondary copper minerals, which are also cyanide soluble, lead to high cyanide consumptions. Ore processing at Gedabek is by agitation leaching for high grade ore (>1g Au/t) and heap leaching for lower grade ore. In order to cope with the high copper concentrations in the cyanide leach liquors, a unique combination of resin-in-pulp for selective gold extraction and SART processing for copper removal and cyanide recovery is used. In 2015, a flotation plant was added to treat the tailings from the agitation leach plant before the tails are sent to the tailings dam. This plant produces a copper sulphide flotation concentrate and also recovers some of the residual gold and silver in the tailings. Since February 2017, due to lower grades of gold and higher copper in the feed ore, the decision was taken to alter the flow sheet and to carry out flotation ahead of agitation leaching, to reduce the cyanide consumption during leaching by removing soluble copper minerals. The paper compares and contrasts the performance of the plant in the two configurations, namely, (i) leaching followed by flotation and (ii) flotation followed by leaching.INTRODUCTION In May 2009, Anglo Asian Mining started open pit mining for gold on its Gedabek property in the Lesser Caucasus Mountains in western Azerbaijan. Gedabek is situated on the highly mineralized Tethyan Belt that runs from the Himalayas to the Balkans. The sulphidic ores contain mainly pyrite and chalcopyrite, with some secondary copper sulphide minerals, such as bornite and chalcocite, and minor amounts of sphalerite, galena and tetrahedrite. Gold in the sulphide ores is generally not refractory and is recoverable by cyanide leaching, but the secondary copper minerals, which are also cyanide soluble, lead to high cyanide consumptions and passivation of free gold."

This paper was prepared and translated from the final report of the investigation into the Codelco Chile Salvador DivisionÆs air blast which occurred in the Inca-West area. In this section of the block cave mine, a stable arch formed covering an area of approximately 15 000 m2 . This zone subsequently collapsed producing a massive air blast. The collapse followed a series of planned extraction activities and occurred on 5 December 1999. This paper discusses the cave back arching event and the measures that were taken in order to induce the controlled collapse. This was to minimise risk to personnel, equipment and installations. The results obtained to date are presented.

EARLY in 1936, when the American Petroleum Institute issued -J "American Petroleum Industry," which was a survey of the current position of the petroleum industry, and its future outlook, and the figures for petroleum requirements .for 1950 and 1960 were widely publicized by the several oil journals, the impression was given that the petroleum- industry must be nearing maturity and would by 1950 have passed the high' point of its obligations to business progress in the United States.`' Let -us look at the figures which might conduce, this thought. Referring to p. 32 of the report, the total indicated crude-oil requirements in 1940 are 1,099,000,000 bbl-; for 1950, the peak, 1,109,800,000 bbl.; for 1960 a decline to 1,071,020,000 bbl. This downward trend, then established, is probably expected to continue. And this in the face of a crude production in 1935 of 993,942,000 bbl., 38,858,000 bbl.

The figures and tables referred to herein are presented in the Proceedings; Volume I, Pages 309 through 316. The 61-story One Liberty Place, at 315 m., is the tallest building 1n Philadelphia and was in 1987 the ninth tallest building in the world. One Liberty Place is supported on drilled piers socketed in heterogeneous metamorphic rock. Design load distribution was 40% on the base and 60% by shaft resistance. Drilled Pier G-10 supporting a T13-A type outrigger column was instrumented. There 1s no uplift load on the exterior outrigger columns. This column supports a 53,850 kN compressive load which includes a 13,440 kN windload. Table 4 presents experimental parameters from straight line interpolation of Mohr failure envelopes for the Wissahickon schist. Lowest values of cohesion (12,200 kN/m2) and angle of internal friction (19°) are at a 50° - 59° angle of foliation. Figure 3 presents a typical pier supported by shaft resistance 1n decomposed (D) and coreable (C) rock and by end bearing (B).

The EU Directive 2000/53/EC on end-of life vehicles (ELVs) states that in 2015 at least 85 wt.-% of a vehicle has to be reused or recycled. This result in the obligatory need to separate additionally metallic and other components of the automotive shredder residues (ASR), so that they can be professionally prepared for recycling and reuse further. Currently the iron-containing fines of ASR are deposited as it is not possible to process in blast furnaces due to its particle size (< 4 mm), composition and material properties. Additionally problems are also caused in handling and transportation (dust) of the material. This work focuses mainly on the ASR materials utilization in blast furnaces. Material was further separated into two consecutive fractions by carrying out repeated crushing and magnetic separation twice. The two fractions have significantly higher iron content (up to 75 wt.-%) compared to the initial material mixture. The materials were assessed for their usage in blast furnaces based on the possible pelletisation with and without binders, stability of pellets, shape and size of pellets, etc. Pelletisation of the material was carried out with a single mould pellet press. Further lignite coal was added to the mixture as additive which improved the pelletisation behavior and the mechanical stability of pellets. Lignite coal was chosen as a reducing agent in the blast furnace process contributing towards additional savings in energy supplied. The experiments reveal that the production of pellets from iron-containing fines is possible with a lignite coal admixture of about 15 wt.-%. These pellets displayed good mechanical stability and can be used in blast furnace processes in recovery of the recyclable metals which are currently not recycled. The recycling of not yet recyclable metals would reduce the deposition and can be easily adopted into the economic cycle by their utilization. Construction and mining worksites pose unique challenges to workers and equipment operators due to their dynamic and unstructured nature. Narrow haul roads, crowded work spaces and presence of workers and equipment in close proximity, combined with large blind spots and overall poor visibility afforded to operators lead to collisions and run-over-type accidents between equipment, workers, and other entities that may be present on the jobsite. Operations that involve machine-infrastructure interaction, particularly in the case of concealed infrastructure such as excavation and drilling lead to unintended strikes between the equipment?s end-effect or and the infrastructure. Such accident-prone scenarios can be avoided by providing operators with real-time feedback and warnings using 3D visualization and proximity monitoring of the entities present in the equipment?s vicinity. Thus the jobsite in the real world is abstracted and represented in a 3D virtual world. However, this requires the ability to create a seamless link between real-world sensors present on the equipment and/or the jobsite and the virtual environment. This paper describes a non-restrictive acquisition allocation framework that allows position and orientation sensor streams from construction and mining job sites to be used for updating 3D virtual scenes in real-time for providing vital collision avoidance warnings to equipment operators.

A fim de recuperar-se todos os materiais presentes em painéis fotovoltaicos, o emprego de solventes orgânicos para promover a dissolução da fração polimérica e liberação dos componentes é uma alternativa ao tratamento térmico tradicional. Com o objetivo de verificar-se o impacto dessa etapa na recuperação de prata, o metal de maior valor presente nos painéis de silício cristalino, comparou-se taxas de recuperação de prata para rotas distintas de separação de materiais e cominuição: uma rota por dissolução do encapsulante através de solventes e uma rota por tratamento térmico e destruição do encapsulante. Utilizando-se o isopropanol como solvente, ainda foi analisada a contribuição da cominuição para a liberação da prata. Os ensaios de lixiviação foram realizados com soluções de 5M HNO3, analisando-se as concentrações de prata por ICP-MS. O processo de calcinação foi realizado em forno a 480°C, a dissolução do encapsulante realizada com isopropanol e a cominuição realizada em moinho de facas. Foi concluído que a separação com isopropanol não afetou a quantidade de prata lixiviada na etapa de recuperação de metais. Além disso identificou-se que a cominuição não seria necessária sob as condições de lixiviação utilizadas, já que poderia potencialmente contribuir para perda de prata no processo.

Mining activities can result in the transfer of harmful elements, including arsenic and lead, into the environment. In Australia, one of the potential future uses of rehabilitated mine land is to stock grazing animals. Elemental uptake is dependent on bioavailable fraction for adsorption upon exposure. Bioavailability data are generally lacking in order to provide realistic health risk assessments relating to harmful elements from mine tailings in Australian conditions. Another key component of risk assessment is the ability to estimate a realistic exposure, or dose rate, of the tailings to the grazing cattle over a set period of time. Hence, we aimed to conduct grazing trials directly on rehabilitated tailings facilities in order to provide valuable in situ information on heavy metal dose rates and associated accumulation. For the laboratory-based evaluation of comparative bioavailability, groups of cattle were fed five days a week on a normal diet spiked with mine tailings or soluble pure salts of target elements (eg sodium arsenate, sodium arsenite and lead acetate) for about eight months. For the field validation, cattle were allowed to graze directly on rehabilitated tailings facilities over a similar length of time. Blood and a biopsy of the muscle and liver were periodically collected to monitor arsenic accumulation. At necropsy, blood, muscle, liver, kidney and other saleable tissues were measured for arsenic concentrations. Although this study was focused on arsenic, lead and other metals were also measured. Predictive models for arsenic and other metals have been established to calculate the maximum grazing duration without the risk of exceeding specific food safety guidelines. The outcome of this study is a predictive model for maximum beneficial use of certain rehabilitated tailings for cattle grazing where grazing activities do not impact on the integrity of the tailings dams.CITATION:Ng, J C, Noller, B N and Bruce, S L, 2014. TOMBSTONE, a name not exactly full of cheerful suggestion, has a great record as a mineral producer and a colorful history as a frontier mining camp. The only practical route to Tombstone in the early 80&apos;s was by way of San Francisco and Los Angeles. The Southern Pacific was building across Arizona, and a sleeper was attached to a construction and freight train at Los Angeles, and was trailed slowly across the Colorado Desert to Benson in the San Pedro Valley. Thence one staged 26 miles to Tombstone, which is located near the foot of a range of hills at an altitude of about 4500 ft.
