Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). The Colorado portion of the Rio Grande rift is clearly defined physiographically from the south in the San Luis valley northward to the latitude of Leadville where sediments of the Dry Union Formation (Tweto, 1961) accumulated within the subsiding rift zone. To the north of Leadville is a system of faults active in the late Tertiary, including the Mosquito fault that offset a portion of the Climax mineralization (Wallace et al., 1968). Tweto (197B) describes remnants of Dry Union Formation against the Mosquito fault north of Dillon in the Blue River valley, so it is apparent that the rift and associated sediments extended well to the north of Leadville. Kelley (1952, 1954, 1956) and Chapin (1971) have noted in New Mexico that the Rio Grande rift is a series of en echelon basins, offset to the east, with constrictions connecting them (Fig. 1). In Colorado the structural basins are offset to the west. The net effect of all the rift zone basins in New Mexico and Colorado is an arcuate pattern (Fig. 1) abutting the Colorado Plateau and Sari Juan Volcanic Province on the west. The width of the rift system gradually decreases northward to about Leadville where rift definition is not apparent.

"The industrial Internet of Things (IIoT)—a concept that combines sensor networks and control systems—has been employed in several industries to improve productivity and safety. NIOSH researchers are investigating IIoT applications to identify challenges of and potential solutions for transferability of IIoT from other industries to the mining industry. Specifically, NIOSH has reviewed existing sensors and communications network systems used in U.S. underground coal mines to determine whether they are capable of supporting IIoT systems. The results show that about 40% of the installed post-accident communication systems as of 2014 require minimal or no modification to support IIoT applications. NIOSH researchers also developed an IIoT monitoring and control prototype system based on low-cost microcontroller Wi-Fi boards, to detect a door opening on a refuge alternative, activate fans located inside the Pittsburgh Experimental Mine, and actuate an alarm beacon on the surface. The results of this feasibility study can be used to explore IIoT applications in underground coal mines based on existing communications and tracking infrastructure. INTRODUCTION The nation’s approach to health and safety in mining has historically been reactive in the sense that health and safety regulations and mandates have traditionally been passed as a result of tragic mining accidents. An example of this is the Mine Improvement and New Emergency Response Act (MINER Act) of 2006, which was passed as a result of several mining accidents where tracking of and communications with underground personnel were severely limited. While this reactive approach has led to the development and implementation of highly impactful safety interventions and safety practices, there currently exists a technological revolution that can shift the paradigm toward a proactive approach based on preventative methods: Internet of Things (IoT). IoT is the network of physical objects or ""things"" embedded with electronics, software, sensors, and connectivity to enable that network to achieve greater value and service by exchanging data with the manufacturer, operator, and/or other connected devices [1, 2]. It should be noted that IoT has been defined from various perspectives, and hence numerous definitions exist in the literature. The apparent ambiguity of the IoT definition might be due to the fact that IoT is syntactically composed of two terms: internet and things. The first one pushes towards a network-oriented vision, while the second tends to put the focus on generic objects. The traditional internet can be viewed as an internet of computers —i.e., “things” connected to the internet are computers only. IoT “extends” the internet by allowing other generic things that are commonly found in our daily life, such as refrigerators and cars, to be interconnected via the internet, and thus creates a bridge between the virtual word and the physical world."

Non-ferrous slags are granulated and stockpiled as an alternative to pit cooling or transporting molten slag to a dump. The chemical composition of such slag is determined by the pyrometallurgical process in which it is produced, while the size distribution is set by safety concerns or a desire to reduce wear of pumps, pipelines and other equipment. Relatively few operations give consideration to the effect of granulation conditions on other properties of the granulate as the material is typically accumulated on the smelter site. It is becoming recognized that slag has many potential commercial uses and carries much of the energy applied to the smelting operation. This paper outlines the findings of extensive work to identify uses for granulated non-ferrous slag, the importance of preparation conditions on the properties, impediments to more extensive use of granulated slag, the real costs of slag stockpiling and the opportunities for further productive research.

"In salt and potash mines, the time-dependent deformation mechanism should be clearly understood based on in situ measurements to predict the performance of a mining design. In this study, in situ deformation measurements from the Waste Isolation Pilot Plant (WIPP) and other salt and potash mines were used to determine the transition time from the primary to the secondary creep stage and to investigate the influence of adjacent excavations such as a nearby tunnel excavation, panel excavation and/or pillar extraction on rock deformation. IntroductionThe deformational behaviour of underground excavations in salt and potash mines is complex due to the time-dependency of the rocks. When the material properties are determined from laboratory tests, they should be carefully applied to in situ conditions, because in situ conditions are completely different from laboratory conditions. For instance, in situ deformation measurements show that the deformation rate decreases with time similar to those observed in the laboratory during the early stages. However, the rapid decrease of deformation rate does not come from the microscopic strain hardening effect observed in laboratory tests, but mainly from stress relief around the opening after its excavation (Baar, 1977). It is, therefore, recommended to undertake in situ measurements and use them to understand the deformation mechanism.Even though in situ measurements are widely accepted as important information for understanding the deformation mechanism of salt and potash (Barr, 1971; Kovari and Amstad, 1993), not many publications have focused on the fundamentals of data measurement, the application of the measured data, and the development of data analysis techniques. Recently, several new techniques for better understanding the deformation mechanism of rock salt have been developed that are based on in situ measurements. Kwon and Miller (1995) developed a new technique for describing the actual deformational behaviour of an underground excavation in rock salt. The migration of “zero strain boundary,” which represents a no movement boundary around an underground excavation, could be calculated by the technique developed by Kwon and Miller (1996). Kwon and Wilson (1997, 1998) applied neural network techniques to in situ deformation measurements to predict the deformational behaviour of the underground excavations at the Waste Isolation Pilot Plant (WIPP) located in the United States.In this study, in situ deformation measurementsfrom the WIPP site and other salt and potash mines in the United States were extensively analyzed to understand the deformation mechanism of the underground excavations in the rock mass."

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

A RECONAISSANCE of the chrome and manganese'1ore deposits of Culm was made in the spring of 191s by Albert Burch representative of the U. S. Bureau of Mines and the writer representing the U. S. Geological Survey. The object of the study was to obtain authentic information for use of the: United States Government as to the location, character, size, and availability of the Cuban deposits of the ores of these important steel-alloy metals. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the Island. Mr. George A. Wright, of Baracoa, Cuba, a mining engineer especially familiar with the chromite deposits of Oriente Province, was a member of the party from Feb. 25 to Mar. 20. It was possible to visit most of, the chrome-ore deposits that seemed to be of promise, but there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Furthermore, no attempt was made to examine the extensive chromiferous iron-ore deposits of the Mayari, Moa, and Cubitas districts, as these deposits cannot be regarded as sources of chromium except indirectly. At the close of the field work the essential data concerning the quantity and quality of ore probably available for shipment during 1918 and 1919, in the event of the continuation of the European war, and of the tonnage of ore in reserve, were furnished to such Government bureaus as were interested, including the Shipping Board and the War Industries Board, and as soon as chemical analyses of the chrome ores could .be obtained, a press bulletin on the subject was published by the Geological Survey. In the present paper the engineering data, and tonnage estimates contained in the unpublished notes of Mr. Burch have been freely used, and their helpfulness is hereby gratefully acknowledged. Many thanks are due Senor Montoulieu and Mr. Wright for their valuable work in the field; to the officials of the Spanish American Iron Co. and of the various other companies; and to individuals holding chromite claims, for courteously facilitating the work of the party. One of the important directions of further increase of quality and efficiency of control of mining companies and branches is the creation of the operation and development monitoring systems of such facilities. The main purpose of these systems is to provide managers with reliable and timely information on the current state and typical tendencies of operation of the facilities under control. However until the present time no scientific and methodical ground for system monitoring of the mining companies and branches has been created. Therefore, the authors of the report have aimed to assess the current situation with regard to the researches in this field and to do analysis of the most important aspects and ways of solution of the issue under consideration.

Laboratory test-work has established that two classes of redox catalysts based on anthraquinone and bipyridinium derivatives are effective in accelerating the rate of removal of metallic iron from reduced ilmenite (RI) in the aeration step of the Becher process. Two water-soluble anthraquinone derivatives are efficient: 9,10-anthraquinone-2,6-disulfonicacid, disodium salt (catalyst AQ-2,6) and 9,10-anthraquinone-2-sulfonic acid, monosodium salt(catalyst AQ-2). When 0.2 per cent w/v of either was added during aeration the rate of metalliciron removal was accelerated by two to three times. Furthermore, the addition of either compound resulted in magnetite (Fe3O4), the iron oxide phase preferred in commercial practice, being formed. However, both AQ-2,6 and AQ-2 were rapidly lost from solution during aeration although their catalytic activities persisted even when their concentrations in solution were low(<0.05 per cent w/v). The negatively charged anthraquinones were lost from solution most probably by adsorption onto the magnetite that has a net positive charge at the pH values encountered during aeration. To address this problem, the catalytic activities of positively charged bipryridinium derivatives were tested. Two water-soluble bipyridinium compounds, paraquat (1,1’-dimethyl-4,4’-bipyridinium dichloride) and diquat (6,7 dihydrodipyrido [1,2-a:2’,1’-c] pyrazinediiumdibromide), were found to significantly accelerate the rate of removal of metallic iron from reduced ilmenite, and both gave magnetite as the oxide product in the laboratory tests. Moreover, recycle tests showed they were not lost from solution as quickly as were the anthraquinone derivatives. Results in larger scale plant laboratory reactors also showed a significant increase in aerationrates when diquat was added and magnetite was again the oxide formed. However, the oxygensupply to the reactors was insufficient to achieve the maximum effect of the catalysts on theaeration rates. The limited supply of oxygen in a full scale aerator may prevent the application ofthe catalysts in a commercial Becher operation. Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State&apos;s flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.

Most Australian longwall coal mines are currently working coal faces up to nine kilometres from the surface. In the event of a mine emergency walking this sort of distance wearing breathing apparatus becomes very difficult if not impossible. Self-rescue continues to remain the focus of mines rescue in Australian coal mines and this paper describes a vehicle modification which will improve the chances of a miner rescuing himself. Existing mine personnel transport vehicles are not designed to operate in some types of atmospheres that may be present following a mine fire or explosion event. An Australian Coal Association Research program (ACARP) funded research project recently completed in Australia has developed a specification for a vehicle that is able to operate safely in some types of post emergency atmospheres. During the course of this investigation, diesel and electric vehicles were examined prior to making a final decision on vehicle suitability. Based on the fact that there are already some 1500 diesel vehicles in use in underground coal mines in Australia it was decided that modifications to existing diesel engines would be the best option. This presentation will outline the proposed specification for the vehicle and the reasons behind the decisions that were made with respect to the specification.

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

Each mining project goes through the same life-cycle, from prospecting and exploration to closure and post-closure periods. This prompts the question whether the closure of a mine constitutes the end of its life-cycle or whether the decommissioned mine can be employed for some other purpose. Best-practice references indicate that there are many viable options. In our opinion, the production of service water is one such option. Laboratory research was carried out on the water from a flooded underground coal mine in Ostrava- Karviná coal district, Czech Republic, concerning the production of service water from pumped minewater. The research proved the practical feasibility of service or process water production. Given the effect of global climate change with regard to water resources, good prospects for this additional resource can be assumed since the water has to be pumped in any case for safety reasons.

A reconnaissance study of kyanite-group mineral deposits in the Northwest has revealed large exploitable reserves of the mullite-forming raw materials in the Woodrat Mountain and Goat Mountain districts of north-central Idaho. Potential coproducts or byproducts are garnet and muscovite mica. The Woodrat Mountain district contains garnet-kyanite-mica schist, which has been traced for 6 miles and may extend farther. Surface samples average 29 percent kyanite and contain up to 15 percent garnet. Inferred reserves of strippable ore with a low waste-to-ore ratio, and containing more than 15 percent kyanite, are more than 3 billion short tons. The Goat Mountain district contains several kyanite-mineral zones. Samples of the richest zones average from 10 to 20 percent kyanite minerals and represent about 200 million short tons of strippable rock. Beneficiation tests indicate that the kyanite minerals and garnet can be concentrated by a combination of gravity, flotation, and electromagnetic methods. Reserves in these deposits are sufficient to satisfy any foreseeable domestic and export demand. However, the freight tariff to reach the nearest major users of kyanite (located in the Midwest) has discouraged development of western kyanite resources. Western demand of a magnitude to support a moderate to large milling operation has not yet been developed. However, there is some foreign market potential. If a garnet byproduct could be prepared and sold for coated abrasive products or as grinding grains, an offset possibly could be gained to a por¬tion of the mining and milling costs for the Pacific Northwest producer. Such byproduct values would offer a means for expanding the geographic market areas as well as the regional market potential.

The unsatisfactory blasting effect is mainly related to the improper selection of design parameters of drilling and blasting scheme. In order to evaluate the rationality of drilling and blasting scheme, scientifically, this paper brings forward a method for scientific evaluation of blasting scheme. This method evaluates the blasting scheme by observing the accuracy of drilling, explosive density, charge, lumpiness analysis, filling length, slope surface design, floor level, vibration monitoring and flyrock. The evaluation involves different stages of blasting construction and implementation, such as terrain survey, drilling, charging, environmental impact and safety evaluation. Through this method, several key problems for improving blasting scheme design can be determined by analyzing each parameter. This method improves the key parameters of blasting design by analyzing blasting results and establishes the relationship between blasting effect and technical design.

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its principal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world&apos;s past demands. The price of mercury has had many sharp fluctuations, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War I1 has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic information and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year&apos;s price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year&apos;s price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

Résumé Six modèles métriques de remblai cimenté en pâte (RCP) ont été suivis durant 120 jours par l?utilisation de deux méthodes géophysiques non-destructives : la résistivité et la micro-sismique. Les RCP étaient constitués de trois résidus miniers et de deux proportions de ciment (3% et 6% en poids). En parallèle, des cylindres de RCP étaient utilisés pour évaluer périodiquement l?UCS. La résistivité augmentait quasi-linéairement de 28 à 120 jours pour tous les RCP investigués. Des variations de résistivité selon le type de résidu et le pourcentage de ciment ont été observées. Une équation empirique a été dégagée entre l?UCS, la résistivité, le temps, la densité relative et le rapport eau/ciment (E/C). La mesure de la vitesse des ondes de cisaillement a permis de dégager une équation mathématique de type exponentielle qui relie la résistance mécanique sans correction préalable par les paramètres de la recette de RCP. La réalisation de ce projet avait pour but de dégager la meilleure approche non-destructive afin d?estimer la résistance mécanique des remblais en chantier minier. Sur la base des résultats obtenus, les deux méthodes utilisées ont donné des résultats probants afin d?estimer la résistance mécanique et les deux méthodes sont donc à même d?être utilisées en chantier souterrain. Abstract Six scale models of cemented paste backfill (CPB) were followed during a 120 days period using two nondestructive geophysical methods: resistivity and micro-seismic. CPB were made up of three mine tailings and two cement proportion (3% and 6% by weight). In parallel, CPB cylinders were used to periodically evaluate uniaxial compressive strength (UCS). Resistivity was increasing nearly in straight line from day 28 to day 120 for all CPB models. According to the tailing type and cement percentage, resistivity variations were observed. An empirical equation emerged from UCS, resistivity, time, specific gravity of tailings and, water/cement ratio. The use of shearwave velocity allowed to identify a mathematical exponential equation related to mechanical strength without prior correction of the CPB?s formula parameters. The purpose of this project was to identify the best non-destructive approach in order to evaluate the mechanical strength of backfill in a mine site. On the basis of those results, both methods gave conclusive results in order to estimate mechanical strength and both methods can be used in underground operations.
