While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

A recent experimental pillar extraction project at a UG2 bord-and-pillar mine presented a unique opportunity to compile a new pillar database. Currently, the South African hard rock bordand- pillar mines are designed using the Hedley and Grant formula with a modified K-value. This empirically derived formula was developed for uranium mines in the Elliot Lake district of Canada. The use of this formula for the design of pillars in South Africa is questionable. Very few pillar failures have nevertheless been observed and its current calibrations for the various reef types are possibly too conservative. A new UG2 pillar database of 66 pillars, of which seven are classified as failed, was compiled by the authors. This enabled a revised ‘first-order’ calibration of the K-value for the Hedley and Grant formula. The new estimated value for the UG2 is K = 75 MPa. This gives a pillar strength that is more conservative than the PlatMine formula. This work should nevertheless be considered as only a preliminary calibration as the database was small. Further work is also required to determine whether the exponents in the formula for the width and height parameters are appropriate for UG2 pillars.

A century ago the AIME meeting of 1899 was held at the Palace Hotel in San Francisco California in September. For his presidential address, James Douglas presented this paper which is reprinted in full with the kind permission of the AIME. It presents an interesting comparison relating to events and circumstances in the metallurgical industries at the close of last century. Being on the eve of a new century ourselves, the Editors of this volume of the COPPER 99-COBRE 99 Proceedings considered this paper would be of general interest, hence it is included here. Douglas believed in effective interchange of technical experiences and ideas. He considered the extreme secrecy surrounding the copper works at Swansea, Wales, the world center of copper only years before the time his paper was delivered, as one key reason for its decline, (and eventual closure of all copper plants there). In his paper, the pace of developments in various sectors such as transportation (railroads, the dominant means of I transportation at the time), the iron and steel and copper industries were examined, in much the same way as one might do but on the high technology of today. James Douglas was born in Quebec City, Quebec, Canada and spent his early life there. Forced to move to the United States for family and financial reasons, he went on to become a pioneer in the new Arizona copper industry, and with luck and good judgement with his interest in the new mining properties he also became very wealthy. Douglas was an accomplished mining and metallurgical engineer. He was the first President of Phelps Dodge and helped transform the small trading company of Anson Phelps and William Dodge into a mining giant.

"The Nyrstar Port Pirie Smelter, located on the eastern shore of the Upper Spencer Gulf in South Australia 230km north of Adelaide, began operation in 1889 to process lead concentrate from the Broken Hill lead and silver mines. The site still operates an updraft sinter machine, commissioned in 1955, with the product fed into a blast furnace. While sinter plant technology has changed and improved since 1955, development has reached the stage where further enhancements are not possible or economic. High purity lead concentrates command lower margins and for the smelter to remain economically viable a wider range of higher value materials must be treated. The current flowsheet cannot meet this demand. Additionally, community blood lead levels particularly in children below four years of age, are a critical indicator used to measure the site’s environmental performance. The smelter’s environmental licence to operate is dependent on meeting future community and regulatory expectations. To achieve this a major step change in the emission performance of the smelter is required. Since 2008 pre-feasibility work has been undertaken to develop a new flowsheet and business model to allow Port Pirie to operate sustainably into the future. The main requirements were for the smelter to reduce lead and sulfur dioxide emissions that impact on the local environment and community to meet current and future environmental expectations, as well as dramatically reducing current feed constraints and change the business case from a marginal business to a sustainable profitable business. After reviewing all practical options a decision was made to replace the sinter plant with an Outotec Top Submerged Lance (TSL) furnace. This paper describes how the new furnace technology was selected and how it will be integrated into the present flowsheet; the unique funding arrangements that are in place to deliver the redeveloped site; and future opportunities that are associated with the implementation of the new flowsheet. To develop a conceptual design for an automated longwall mining system, one should know what has been done, what is being done today and what is being planned for tomorrow. The bibliography referenced and discussed in this report provides a good source for that knowledge. To scientifically determine where attention should be focused to up-grade a system, the system must be quantized as far as possible. The Mechanization Profile of Appendix A-I is discussed in this report and has been used to analyze and determine the degree of mechanization currently in use and/or described in the literature for all three major elements of the long-wall system, namely, Winning, Roof Support and Haulage. The charted profiles make it self-evident where attention and design effort is needed to remove human operators from the face of the mine.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. Criteria have been fully developed for determining the optimum size of oil and gas well blocks. The criteria lead to the formation of well barrier pillars which are, of themselves, inherently stable and take account of variable mine roof and floor conditions. The criteria ensure, through considerations of ground movement, that strains transmitted to well casings, are within tolerable limits of casing specifications. The criteria cater for well barrier pillars in multi-seam mining situations and where previous old mining has taken place. The criteria maintain flexibility in being adaptable to local mine design situations. The criteria are applicable to proposed extraction thicknesses up to 15 feet at depths up to 2,400 feet. The criteria are related to producing wells and to abandoned wells. In the latter connection, various states of well abandonment are recognised.

"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. An estimated 306 million gallons of water and coal refuse slurry drained from the impoundment into the adjacent underground mine. Approximately 230 million gallons subsequently discharged from the underground mine at two portals."

In 1981 the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the Pyramid RARE II area (No. 5023) covering 23,500 acres (9,500 ha) of E1 Dorado National Forest and 7,900 acres (3,200 ha) of the Lake Tahoe Basin Management Unit (fig. 1). The Bureau of Mines investigation did not reveal mineral deposits in the area. Samples taken from silicified and limonite-stained metasedimentary rocks and aplite dikes were void of precious or base metals or uranium. Placer samples from stream gravels contained no gold values. Molybdenite occurs in quartz stringers within quartz monzonite near Grass Lake, adjacent to the area; no extension; were found in the area.

Tailings dam failures have been occurring in recent years. They are considered more vulnerable than hydraulic dams due to the lack of regulations on specific design criteria, and stability requirements regarding monitoring during the construction and maintenance process. Thus, monitoring the dam is essential to know the dam's existing state and ensure its safety. One of the reasons tailings storage facilities fail is slope instability caused by moisture content. A relationship does exist between moisture content and surface strength, early detection of seepage would help to assess the physical condition of the dam. Moreover, to cover the tailings dam area in an efficient way Unmanned Aerial Vehicles (UAVs) are suitable because of their versatility and high-resolution data acquisition. Mounted with a high-resolution RGB camera, and thermal, or hyperspectral sensors UAVs can acquire good quality images that combined with image analysis and machine learning algorithms yield a good estimate of soil moisture.

"This paper outlines how specification driven design has made Toronto Area transit infrastructure projects more expensive than similar private projects, and provides a case study of the results of an excavation at Launch Shaft 1 (LS1) for the Eglinton Crosstown Light Rail Transit project in Toronto, Ontario. The paper will describe the impact specification driven design parameters can have on design economy, constructability, and schedule and will suggest an alternative approach utilizing the Observational Method. As a result of the initial specification based design, Isherwood was retained by both the General Contractor and the Specialty Excavation Shoring Contractor to provide value engineering leveraging the Observational Method to improve constructability and construction schedule. By using well known, accepted design methods coupled with local experience in lieu of the specified design pressures and parameters, the redesigned bracing scheme reduced construction cost and schedule. This excavation case history can be a lesson learned for future transit projects.The City of Toronto has been developing its transportation network since the mid 1800’s. “Canada’s First Subway” along Yonge Street opened in March 1954 (TTC 1954), with a few additions to the subway network through to the 1980’s. The following two decades marked a long period of slow development due to recessions, budget cuts, and politics along with several cancelled projects. To fill the gap left by years of underfunding, several new transit projects are now under construction in the city as a part of Metrolinx’s $50B, 25 year, “The Big Move” initiative (Metrolinx 2013). The work on these types of infrastructure projects is highlighting a different and developing challenge within the tendering and design specification structure we will call Prescriptive Specification Design (PSD).PSD is a method used within contract specifications to control design risk on a project by applying conservative design methods, factors of safety, or other parameters to make a “fool proof” design. It is akin to requesting a colouring by numbers approach from a painter. There are inherent risks of using this method of tendering a project including increased project costs, longer construction schedules, and decrease of overall project economy. In PSD, the Owner “owns” all of the design risk on a project, including any additional costs due to changed site conditions. However, the Contractor commonly “owns” the risk of any deviations from the design specification they pursue, therefore making any improvements to the design, cost, or schedule less desirable from the Contractor’s point of view. The impact of this type of strict specified approach to design has been seen in transit infrastructure projects in the Toronto area. Figure 1 outlines the range of specified AEPD design pressures as a function of excavation height (H) specified for use in Toronto underground transit projects since the 1970’s to present day. A clear trend can be seen with respect to increased design pressures specified. The ranges shown for each project are intended to account for the potential differences in soil conditions for the highly overconsolidated glaciated soils in the Toronto area. The graph also highlights the typical range, in blue, for the industry practice in Toronto for comparison."

External trade strongly influences the well being of all nations. In the modern economic mechanism, no country is so well endowed that it has not to import commodities from others and to export its products in turn to make good its deficiencies, to rectify or improve its financial structure. From the standpoint of international commerce, Canada is strategically well placed. On the south she is bounded by the richest country in the world. On the east she faces the Atlantic, on the west the Pacific. On both coasts there are fine harbours to which lead great lines of railway that span the continent. Canada is now fifth among the exporting nations of the world. For disposal abroad, she has enormous quantities of primary commodities and substantial amounts of manufactured goods as well. But she is far from being self-sustaining. She is unusually dependent on foreign trade, not only because of the commodities she has to sell but because of the lack of many essential articles she does not or cannot produce. To Canada, external commerce is vastly more important than internal trade. The wealth of nations is decided by their ability to produce more than they need, to sell more than they buy, and to build up favourable balances resulting from trade or services. With few countries, however, are returns perennially satisfactory. Fruitful periods are followed by leaner years. In times of prosperity foreign credits are increased, monetary systems strengthened, reserves accumulated to withstand recurring days of strain. Today, the foundations of financial systems are being re-examined, "dogmas hitherto accepted as canonical are being questioned" . It is not only in Europe and America that men search for illumination in problems arising from monetary restrictions.

There are many sources of gas in underground mines including development and production blasting, strata gases, spontaneous combustion, diesel equipment, chemicals used for a wide range of functions, welding activities and fires.It is only in relatively recent times that electronic gas monitors (or detectors) have become both safe and affordable for routine use.In modern mines, gas monitors should be in daily use by the ventilation department as well as blasting re-entry (or clearance) crews, and are often used by drilling crews, shift supervisors, hygienists and mine rescue or fire fighting crews.When first released, electronic gas monitors needed to be sent off-site periodically for calibration at a suitable accredited laboratory. Between calibrations, their accuracy was unknown. More recently, ‘bump testing’ and field calibration has become possible on the mine site, improving both reliability and safety as well as reducing the total number of gas monitors that need to be in use.There has been almost an overwhelming increase in the number and sophistication of gas monitor features in recent years. This paper reports on a case study into the key criteria that ventilation practitioners should be aware of with respect to the specification and selection of the most recent gas monitoring systems, and recommends good practice for site-based operation and calibration.CITATION:Brake, D J, 2015. "Longwall mining is by far the most common method of underground coal extraction in Australia. The industry trends and expectations are placing increasing emphasis on the reliability and productivity of these operations. The longwalls are becoming wider and longer while retreat rates are continuously increasing due to significant improvements achieved in longwall equipment reliability and automation. This increased longwall productivity is placing significant emphasis on the reliability of longwall panel development.Although there have been significant improvements in the reliability of continuous miners and hydraulic drill rigs, the traditional resin encapsulated bolt installation is still the principal method used in all major coal-producing countries around the world. Anglo American realised an opportunity existed to introduce an alternative roof bolt installation technique called “spin to stall” in Australia. Spin to stall was first introduced in Anglo American Coal in South Africa where it has been successfully used for over a decade, though implementation of South African spin to stall resin in Australia has proven to be near impossible due to a significant difference in geotechnical conditions, mining method, and, subsequently, roof bolting equipment. Therefore, a new spin to stall development project was initiated between Anglo American Coal and Jennmar Australia (SPIN2STALL®). This paper summarises the journey of this project, the results, and the successful implementation of spin to stall achieved at Grasstree Mine.INTRODUCTIONThe Anglo American Coal business unit operates Grasstree and Moranbah North underground longwall mines in the Bowen Basin of Central Queensland, with a third longwall mine, Grosvenor, currently being developed, and two more (Aquila and Moranbah South) in the project pipeline. The vision for Anglo American is to achieve “Zero Harm” through the effective management of safety at all operations, while for the coal business unit, at the same time to achieve industry-leading operational performance. Currently, both Grasstree and Moranbah North longwalls are operating at industry best practice rates. This is placing increased pressure on the development process to allow such high productivity levels to be sustainable."

Successful technology commercialization occurs when a company is focused on creating shareholder value by providing a reliable product at a price point attractive to the market, while at the same time maintaining strict control of its internal cash burn rates. Developing a technology platform and a market platform are equally important in the commercialization of new technologies such as fuel cells. This paper will discuss some of the key barriers that may prevent successful market entry for emerging and disruptive technologies, such as: R&D priorities, supply chain / manufacturing issues, materials, cost reduction strategies, customer needs, developing a market pull strategy, institutional barriers such as existing regulatory/approvals processes and/or current design/purchasing practices, product reliability and resilience, and finding the right path to market. SDTC is an arms length foundation that aims to financially support the successful market entry of emerging and disruptive technologies that can provide significant environmental benefits to Canada. The fuel cell industry, which represents one such technology, is at a critical point in its evolution where market receptivity and the technology platform are converging to potentially create significant customer advantages for fuel cell products being developed today. Since its inception in 2001, SDTC has received over 850 business cases from which it has identified successful strategies to overcome the noted barriers to commercialization. While maintaining commercial confidentiality, the SDTC database will be mined to: Identify specific success stories that have overcome various barriers and discuss their strategy; Identify specific fuel cell related industry experiences that hinder successful market uptake. The general attributes and trends of successful technology developments identified in this paper will hopefully provide guidance to technology developers and prepare them to successfully tackle the next set of hurdles on the path to commercializing their technology, once they have proven their technology works in the laboratory.

So far, a large number of algorithms have been developed for the optimization of pit limits, most of which follow deterministic rules. In this paper, a new algorithm is introduced, which follows a probabilistic logic using the Markov chain process. The algorithm is implemented on a transition matrix that corresponds to the 2D conventional economic block model of the mining area. The probability of mining a block is proportional to the desirability it may provide. Applying this algorithm, the probability of mining each block is obtained, and finally, the optimum pit limits are defined as the pit, which provides the highest probability of mining. In order to validate the proposed model, a numerical example is given and the results of the algorithm are compared to those of a dynamic programming algorithm. A 2D analysis of the problem is discussed in this paper. Although dealing with 3D problems requires larger size matrices, the optimization method is the same and the algorithm does not need any smoothing.

"The profile of the respondents was that of a professional responsible for communications, community relations or corporate social responsibility programs. By targeting a consistent professional profile it was possible to ensure that most respondents had a similar degree of responsibility and/or decision-making ability related to the application of communication technologies. The research attempted to be inclusive and attention was paid to interview respondents from both genders and from indigenous groups.4, 5 A codebook of 80 themes was developed that highlighted recurring topics; for example, codes were created to identify risks, benefits, policies and learning process of using social media and included topics that were repeatedly emphasized by respondents (i.e. age, efficiency and language). Both manifest coding (i.e. coding of the visible content, such as specific words) and latent coding (i.e. coding of underlying meanings) was undertaken (Creswell [13]). The codes were used in the qualitative analysis using ATLAS.ti software and network views were created to illustrate the relationship between major themes of this research. There are limitations to this research, largely related to the changing nature of the Internet and communication technologies. There is also a geographic limitation to the application of this research because most of the data was gathered primarily from Canadian sources.6 Different levels of Internet penetration, or limited access to computers or mobile devices, and low literacy rates may reduce the applicability of the research in countries with low Internet penetration. A more systematic process to selecting candidates may have helped bring balance to the final list of interview respondents. For example, most of the corporate respondents were from medium and large companies and there was not adequate representation of small mineral exploration companies. The research did not probe into social media applications by different business groups within the mining sector, such as smelting and processing."

The expectation from the blasting engineers and shotfirers is often that explosives will perform optimally at all times. However, in reality, non-ideal situations exist on mine sites and occurrences of poor explosives performance are common. Often the cause is difficult to identify. Having a good application technique and analysis skills will minimise the risk of poor performance. This paper will discuss the experiences gained by the author while blasting in the Hunter Valley, Australia.

This report will differ slightly from the traditional scientific and technical discussions given at this type of conference. It will focus on the personal experiences and choices that I undertook when deciding on my graduate position and location after completing university studies. Throughout the duration of my course I had experience in both fly-in, fly-out operations in the Pilbara and residential operations in the West Australian Goldfields. These experiences, though limited, allowed me to explore the two different methods and their pros and cons, and consequently to make my choice for graduate employment. Throughout the duration of my degree I believed it was important to gain a basic understanding of the two methods, focusing on lifestyle and personal interactions. The decision that a residential site suited my personality and lifestyle then allowed me to refine my job applications to a more specific list of mine sites and companies, resulting in a residential position with BHP Billiton at their Iron Ore operations in the Pilbara, Western Australia.
