The National Mining Hall of Fame and Museum (NMHF&M) will induct the 2013 National Mining Hall of Fame class on Sept. 14, 2013. The ceremony will take place at the Brown Palace Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s five inductees cover a diverse cross-section of the mining industry. The inductees are: Charles F. Barber, Donald W. Gentry, Patrick H. O?Neill, Milton H. Ward and David A. Zegeer. They will join 218 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 26th Annual Induction Banquet and Ceremony. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Barber was a top executive at leading U.S. metals producer Asarco from 1956 to 1982. During his tenure, Asarco responded successfully to the demanding requirements of new environmental legislation in the United States and to changing concepts of foreign investment in mining, especially in Latin America. Gentry?s career took him from being a working mining engineer, to renowned mining educator, to president and chief executive officer of a mining company. As an educator, he had a positive impact upon hundreds, if not thousands, of new mining engineers and many others who took his short courses in mine economics. During his years in South America, O?Neill did everything from supervising operations of 15-bucket ladder gold dredges to becoming president of International Mining Corp. As an executive, he emphasized provision of education and training to local people working at mine sites for which he had responsibility. Ward?s experience covered the world and spectrum of metals, minerals and ores, ranging from A to Z (antimony to zinc and Australia to Zambia). He was president, chairman and chief executive officer of Cyprus Amax Minerals from 1992 to 1999, and he was president and chief operating officer of Freeport-McMoRan from 1983 to 1992, during which time he was instrumental in developing Freeport?s world-class Indonesian operations. Zegeer dedicated his mining career to protecting the health and safety of miners as a corporate executive, head of the U.S. Mine Safety and Health Administration (MSHA) and community leader. His tenure at MSHA coincided with a period of remarkable progress in U.S. mining safety .NMHF&M Board of Directors Chairman Paul C. Jones said: ?The five outstanding gentlemen being honored this year as inductees into the National Mining Hall of Fame are classic examples of the leadership and work ethic that has made America?s mining industry the world leader in technically sound, environmentally and socially correct, and economical mineral production that sets the standards for mining worldwide. This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from the large volume of empirical studies on the effectiveness of eight types of interventions intended to increase organizational effectiveness via in the management of human resources. The interventions concern the following: recruitment, selection, training, objective feedback, goal setting, reward systems, participative management practices and organization development. Although many of these interventions appear to have the potential for improving the safety and efficiency of mining operations, it does not appear that they are being widely used. Examples are given of the successful use of a few of these interventions at mining operations. An analysis of the relationship between coal mine productivity and safety is also presented. This analysis generally supports the view that good safety performance and high productivity are NOT incompatible goals. In fact, safe mines also tend to be more productive and vice versa.

As demands for mineral resources continue to rise, mining companies are under increasing pressure to address environmental impacts, minimise waste generation, and optimise resource utilisation. These challenges underscore the importance of Research and Development (R&D) roadmaps as strategic tools for guiding innovation and sustainability efforts within the sector (Jochen Berbner, 2022). A design-led methodology offers a structured approach to R&D roadmap development, emphasising stakeholder engagement, collaboration, and alignment with industry objectives. By leveraging design principles, mining companies can ensure that their R&D initiatives are responsive to evolving challenges and opportunities, fostering a culture of innovation and continuous improvement. Against this backdrop, the project aims to address the pressing challenges associated with sustainability and circular economy in the mining industry. Through the development of R&D roadmaps and the application of a design-led methodology, the project seeks to identify innovative solutions for enhancing resource efficiency, minimising environmental impacts, and promoting sustainable practices within mining operations. This paper highlights the collaborative efforts among Isle, the mining industry, and water utilities, which have yielded tangible benefits. The study demonstrates how the outcomes from the roadmaps outlined below effectively align research with strategic objectives, fostering innovation to address pressing challenges.

"Canada developed pioneering rare earth solvent extraction methods to recover the rare earths and thorium as by-products of uranium recovery operations in Elliot Lake, Ontario, and was a major supplier of these key elements from about 1960 until 1990. At one stage, Elliot Lake was supplying perhaps one third of the world’s yttrium as well as much of its thorium. This paper reviews the development of Canada’s early rare earth and thorium production facilities. INTRODUCTIONThe rare earths and thorium were first identified in the early 19th century but were little more than curiosities for the next century. However, in the mid-1960s the invention of rare earth-based phosphors for the cathode ray picture tube used in colour television sets launched a major demand for certain rare earths.The use of thorium as an alloying agent in aircraft and missiles grew rapidly in the late 1950s. In the same period, demand for uranium for both weapons and power production soared. Also in the late 1950s, the Elliot Lake uranium-thorium-rare earth deposits (also known as the Blind River deposits) were discovered. This conjugation of events led to uranium production in the Elliot Lake camp, quickly followed by the co-production of thorium and, later, the rare earths.Uranium production in the Elliot Lake camp continued from 1955 to 1996. Thorium was produced continuously from 1959 to 1969. Rare earths were produced, intermittently, from 1965 to 1990. Complete production records are not readily available but unquestionably Elliot Lake made a significant contribution to world thorium and the rare earth production. This paper, presented earlier in an abbreviated form (Goode, 2012), is intended to present as much of the information that is available."

[Selenium and tellurium are rare elements in the earth's crust. Their scarcity and primary dependence of supply on copper and lead output are in consonance with the relatively small quantities consumed at 1964 level. The conventional Canadian oil sand processing, the Clark Rowe process, is associated with many risks for the environment and high energy costs. To recover the bitumen from the oil sand (tar sand), large quantities of water have to be heated up and mixed with caustic soda and the oil sand. During this process, tailings with stabilized clay colloids are formed and dumped in tailings ponds. To avoid these disadvantages, a new, non-aqueous extraction process is to be established. Organic solvents are used instead of water and caustic soda to mobilize the bitumen from the sand-clay mixture. Pressure filtration, washing and steam pressure filtration are part of the new concept. A mixture of organic solvents and the oil sand is first pressure filtrated in a nutsch filter until a saturation level of one is obtained. After the cake has been formed, the filter cake is washed with organic solvent to flush the bitumen loaded solvent out of the cake. The following steam pressure filtration mechanically and thermally removes the remaining volatile components of the solvents from the filter cake. The filtrates from the pressure filtration, the washing phase and partly from steam pressure filtration are subsequently thermally treated to recover the organic solvents and obtain a higher bitumen concentration in the mixture. This mixture is then lead to an upgrader to win synthetic crude oil (SCO). The recovery of bitumen in the conventional hot water extraction process based on the Clark Rowe process can, in highly optimized plants, achieve between 88 and 92 %. Variation of oil sand properties leads to an actual range of between 80 and 90 % of bitumen recovery. With the alternative process based on organic solvents, the bitumen recovery exceeds the recovery of the conventional process by up to 16 percentage points. The composition of the two organic solvents in the first step of forming a suspension with the oil sand is important. The aromatic component is crucial for liberating and solving the asphaltenes, which tend to flocculate. The order of the two components of organic solvents is also important in the washing step. The paraffinic component is essential to achieve successful steam pressure filtration with respect to fast steam breakthrough and a filter cake free from organic compounds, as a result of its lower boiling point. "A worldwide decline in competency levels of practicing metallurgists over recent decades has become clearly evident and is a common topic of discussion among senior practitioners and professional associations. The associated impacts on the industry are material and include operational inefficiencies, missed optimisation opportunities and suboptimal new plant designs. There are many contributing factors to this condition. Decrease in competency is particularly evident both in regions where imbalance between supply and demand has led to a general reduction in experience levels for comparable roles over time and in emerging regions where a rapid rise in demand for practitioners has occurred in conjunction with rapid economic development and industrialization. The context, depth and breadth of education curricula and levels vary with location such that solutions to the technical competency dilemma may need to be developed specifically for each region with these influences in mind. Delivering, demonstrating and maintaining competencies are a critical requirement of undergraduate training and ongoing professional development. Other factors such as generational and cultural characteristics and expectations, political influences, role requirements and employment reward and recognition systems all play a critical role in determining if core competencies can be effectively developed, applied and subsequently maintained. This paper reviews factors impacting and some common approaches to competency development. The authors’ experiences in the management of professional development efforts within the global industry are reviewed and a blueprint proposed to address industry requirements in this area."

The rare earth elements (REEs) present in the Kiruna iron ore mine tailings are being considered as a new REE resource for the EU. These tailings, after beneficiation, contain approximately 5000 ppm of rare earths, concentrated in apatite and monazite minerals. To economically extract the REEs from these tailings the phosphorous contained within the apatite must also be extracted and the waste production of the process should be minimal. To achieve the extraction of REEs and phosphorous HCl and HNO3 were investigated as possible leaching agents. Based on the results a leaching process using HNO3 is proposed. This process produces H3PO4 from the apatite while simultaneously dissolving the REEs. The resulting leach liquor is then cooled to remove the unwanted Ca as Ca(NO3)2. Analysis of the leach liquor reveals extraction ratios of between 75% and 100% for the heavy REE (e.g. Y, Eu, Dy, …) and below 40% from the light REEs (i.e. Ce, La). Full phosphorous extraction was also achieved.

Heat stress in underground coal mines is a major threat to the health and safety of the miners. Hence, managing heat and prediction of heat stress in advance is essential for maintaining a safe, healthy, and productive underground mine environment. In this study, an extensive ventilation survey has been carried out in three different deep and mechanized underground coal mines. The ventilation survey data are used to develop 3D simulation models with the VentSim™ software to predict the conditions that could cause heat stress in underground mine workings. The developed 3D models predicted well the wet-bulb globe temperature (WBGT), a recognized indicator of potential heat stress, with a coefficient of determination (R2) of 0.986, 0.994, and 0.993 for Mine-A, Mine-B, and Mine-C, respectively. Moreover, through 3D modelling, the applications of auxiliary ventilation and spot coolers to reduce the wet-bulb globe temperature (WBGT) for improving the underground workplace environment have been explored. The study demonstrated that auxiliary ventilation and spot coolers can help in significant reduction of heat stress conditions in an underground mine environment. By application of auxiliary ventilation, to increase air volumes, and spot coolers, the WBGT index in mining faces is reduced by 1.2–1.4 °C and 3.9–5.4 °C, respectively. Therefore, it is concluded that the spot coolers are more effective in reducing the heat stress conditions in hot and humid underground mine environments in comparison with auxiliary fan that is used to increase the air volume and velocity. This study opens up a new horizon of 3D simulations for heat stress management in underground mines. The outcome of this study will be useful for the researchers, mine operators, and environmentalists understanding the heat stress contributors and their control in underground mine environment.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Traditional coal mining planning seldom considers key æsustainability factorsÆ such as: societal impacts in the area; jobs (both created and lost); dislocation of towns and residences; impact on neighbouring communities and individuals; infrastructure concerns; post-mining land use (except when limited by law or other factors); habitat disruption and reconstruction; long-term economic impacts in the community; and net long-term community benefit. This paper presents a systems engineering approach based on the premise that systems can only be optimised if all factors are considered at one time. In theory, coal mine designs can be optimised for return on investment, environmental protection and sustainability. Using this approach, the permitting process may be quicker and less costly, relationships with neighbours, communities, environmental groups may be improved, the mining industry may be seen as a positive for the short-term and long-term and the mining industry may increase profits. This paper discusses geographic information system (GIS) tools that may be used to incorporate ecological and other sustainable development concerns into models of coal mine sustainability performance. Along with coal production cost and value information obtained from past and present coal mining operations, GIS data are used to develop mathematical cost and equation models. By analysis of on-the-ground data, the parameters to be included in these models are identified, the relationships between these parameters quantified and the models developed. The paper also discusses the next phases of the work to be completed once the data is obtained and the models are adjusted and validated. At that time, site-specific information will be input into the models and the approach to mining a particular property evaluated and optimised for financial rate-of-return and other desired outcomes, such as preservation or enhancement of sustainability values. Finally, the paper will examine how this approach can be combined with traditional mining engineering considerations in order to develop an optimised mine plan for a specific mining property.

"Mining is an important part of the economy of Namibia. In 2016, 11.1 percent of the GDP was the result of mining activities with 22 active mines (The Chamber of Mines of Namibia, 2016). Only one of them consists of an underground mining operation.The global annual production of fluorspar is approximately 5.4 to 6.3 Mt (6 to 7 million st) (U.S. Geological Survey National Minerals Information Center, 2017). Okorusu has produced on average about 45 kt/a (50,000 stpy) in recent years (U.S. Geological Survey National Minerals Information Center, 2015).The Okorusu Mine is Namibia’s only fluorspar mine. Fluorspar was mined in an openpit mine with four individual pits (A-D) since 1980. In 2014, the mine closed due to the increased stripping ratio and beneficiation problems. The mine assets were bought by Gecko Namibia. Currently, Gecko uses parts of the processing plant for beneficiation of graphite from a neighboring mine. Figure 1 shows a panoramic view with the four pits and the mine village.The intent is to develop a concept for the further underground development of the mine. There are still about 6.3 Mt (7 million st) of measured resources left in the deposit, with an average grade of 27.5 percent CaF2. This study focuses on the underground mine design. The above-ground plant and facilities are considered as remaining unchanged.For solving the task to design the mine, a site visit for data collecting was conducted. Resource estimations were calculated based on existing drill data, and consequently, block models were created. The development of the mine design included the selection of the most suitable mining method, mining technology and mine organization. Moreover, some economic considerations are pointed out, followed by a profitability assessment."

The Nova Ni-Cu-Co Operation, located in the Fraser Range of Western Australia, commenced commercial production in July 2017 only five years after discovery. Owned by Independence Group NL (IGO), the operation has successfully ramped up over an accelerated schedule and currently deploying leading technologies. This paper begins with a description of the Nova Operation, and its journey to achieve full production in such a short time frame. It includes discussions on development and production design, selection of fixed plant infrastructure, and the features challenges of running a low-pressure primary ventilation circuit. The paper also discusses key technologies that have improved overall safety for the underground workforce, and improved operational efficiencies. Investigations continue into the implementation of further technological applications for safety and productivity enhancements. This paper also discusses the findings from a study into transitioning from a diesel to an all-electric underground mining fleet, based on a review of Nova if it were to be developed today with the current EV offerings. The study indicates compelling savings will be available to future mines when considering development design, project schedule, capital outlay and operational savings, and the ‘next Nova’ is expected to be all electric.

AN ADEQUATE, dependable, and continuing supply of raw materials is indispensable to tile the United States and its industries in meeting the needs of an expanding Population, a rising standard of living, and the national security. The primary responsibility for appraising the status of the country's mineral supply and for making appropriate recommendations within the executive branch and to the Congress has been pinned in the U.S. Department of the Interior. In fulfilling its role of governmental responsibility for raw-material supplies and their efficient utilization, the Bureau of Mines has analyzed the factors in current and future mineral supplies and demands and has developed 87 statements for specific commodities that assess the national position and problems for these metals, minerals, and mineral fuels. These statements, which constitute the chapters of this volume, are based on lire assumption that nearly till production and consumption of materials in the United States are to be by private individuals and organizations, in accordance with the Nation's devotion to a private-enterprise economy.

This paper reports on the implementation of the critical control concept to manage material risks in the mining and metals industries. The critical control management (CCM) approach assumes it is better to identify weaknesses in risk controls before an incident happens as opposed to discovering weaknesses from an investigation after an incident occurs. The first is sometimes referred to as active monitoring and the second as reactive monitoring (Health and Safety Executive and Chemical Industries Association, 2006). Both are needed. However, whilst methods for both active and reactive monitoring of risk controls are well established in many high hazard industries, such as oil and gas, petroleum and chemical industries, until the publication in 2015 of the International Council on Mining and Metals (ICMM) guides, (Good Practice Guide and the subsequent Implementation Guide) (ICMM, 2015), there was no specific mining and metals industry guidance on critical control management. This paper reports on progress in implementing the ICMM guidance drawing on two main sources. First, a benchmarking survey of a representative sample of coal and metalliferous mines, both underground and open cut/pit), sponsored jointly by the Queensland Resources Council and the Queensland Commissioner for Resources Safety and Health in the context of a recommendation that the Queensland mining industry adopts high reliability organisation (HRO) principals (Queensland Resources Council and Commissioner for Resources Safety and Health, 2022). Second, it draws on Noetic’s experience of implementing critical control management in mining and other high hazard industries in Australia, Africa, China and North America (Wilkinson, 2018). The paper describes good practices found and where significant improvements can be made, providing specific and actionable examples of both. From this it also identifies how future guidance on this topic could be improved.

The U.S. Bureau of Mines investigations of the three subunits (fig. 1) of the Homestead RARE II area (No. 6291) revealed no evidence of mining activity or mineral deposits in the area. The Iron Dyke Mine, 3 mi (5 km) outside the study area produced ore between 1916 and early 1982 from a volcanogenic massive sulfide deposit in the Permian volcaniclastic Hunsaker Creek Formation of the Seven Devils Group. The Hunsaker Creek Formation does not crop out in the RARE II area, but extends into the area beneath Miocene flows of Columbia River Basalt. The abundant basalt in the area could be used as aggregate or dimension stone, but equivalent deposits exist closer to markets. INTRODUCTION Location and Access The Homestead RARE II area (fig. 1) encompasses 6260 net acres (253U ha), in three units, of the Wallowa-Whitman National Forest in Baker and Wallowa Counties, Oregon. Two small units of 160 and 300 acres (65 and 120 ha) are 5 mi (8 km) north and east of the main study area. Homestead, Oregon, on the Snake River, is about 3 mi (4 km) south of the two small areas, and about 3 mi (4 km) northeast of the main study area. Peripheral access is provided by State Highway 86, U.S. Forest Service Road 39, and ancillary roads and trails.
