President Bush’s National Energy Program and his Clear Skies Initiative both emphasize the use of coal to help meet the nation’s growing energy needs. And why not? Coal is currently responsible for more than 50 percent of the nation’s electricity generation. That fact, though, seems to be lost on policy makers, the environmental community and the public. Critics of coal advocate the increased use of renewable energy sources and the increased use of natural gas. Renewables, though, are only capable of generating a tiny fraction of the power required. Natural gas is expensive. And natural gas production cannot keep up with demand, especially given the nation’s increasing energy needs.

This study involved a review of bonding and bond release practices in the states of the Eastern and Midwestern Coal Provinces. Data was collected from regulatory authorities and site visits to document the bonding and release procedures in the states related to achieving successful reclamation. The regulations related to PL95-87 were reviewed. The analysis included suggested modified or new bond release criteria, a review of applicable bond release inspection techniques was prepared, a conceptual graduated bonding system and incentive procedures for reclamation of surface mine sites to alternative or higher land uses. A number of conclusions and recommendations for further research were included. A detailed bibliography and a glossary are included in the report.

"IntroductionSteel Core Piles are used extensively in Scandinavian countries, where hard rock is found within reasonable depths. A steel core is cast into a drilled steel tube casing and a rock hole is extended below the casing. This pile type is considered a very reliable type of pile, and for urban environment it has several advantages compared to other types of piles. One critical phase of the installation is the drilling of the casing. Usually a DTH (Down The Hole) hammer is used. Drilling in fine grained soils, e g silt, below the ground water level, may give rise to an excessive volume of soil material flushed up from the point of the casing, resulting in unacceptable settlements around the pile installation area.Using a new method for drilling of the casings, the ELEMEX-method has proven to significantly reduce the risk for such problems. In the paper a case record from a ground improvement project in central Stockholm is described. Ground settlements around the drilling area were carefully monitored over a longer period. Both the new drilling method and the conventional DTH casing drilling method where used, so that the corresponding ground settlements could be compared. Settlement records and comments are included in the paper.The paper also gives a description of the project. The installation of new piles and foundation constructions cover a whole city block in Stockholm downtown. The reason for the replacement of the old, damaged wooden piles were due to their destruction caused by a long time lowering of the ground water table. Remote operation of continuous miners has enhanced the health and safety of underground miners in many respects; however, numerous fatal and non-fatal continuous miner struck-by accidents have occurred when using remote controls. In an effort to prevent these injuries, NIOSH researchers at Pittsburgh Research Laboratory examined the workplace relationships between continuous miner operators and various tramming modes of the equipment using motion captured data, predicted operator response times, and field- of- view data to determine causes of operator-machine struck-by events in a virtual mine environment. Factors studied included machine speed, direction of escape, operator facing orientation relative to the machine, work posture, distance from machine, and operator anthropometry. Close proximity to the machine, high machine tramming speeds, a right-facing orientation and operator positioning near the tail all resulted in high risk of being struck. It is hoped that this data will provide an improved rationale for operator positioning for remotely operated continuous miners.

"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants indicated having processes in place for what should be done once an imminent danger situation is identified. Critically, however, they report having no systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. While this is important for all imminent danger situations (e.g., failure to lockout/tagout), it is especially important for those situations that are not immediately recognizable as imminent danger. In this paper, we identify and describe, three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication, and specialized training to increase awareness of imminent danger situations. INTRODUCTION In recent years, the metal and nonmetal (M/NM) mining sector, as categorized by MSHA, experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured; that is twice the number of fatalities that occurred in each of the previous two years (MSHA, 2015a). As a way to address this increase, the Mine Safety and Health Administration (MSHA) issued a program policy letter (P15-IV-01) suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners (MSHA 2015b).” The goal of workplace examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

The current state of the copper industry was the topic of discussion at the Copper 99 — Cobre 99conference held Oct. 10 to 13, 1999, in Phoenix, AZ. More than 700 copper-industry engineers, executives, consultants, academics, vendors and other interested parties attended. This successful and well-organized conference was the fourth in a series of international conferences devoted to the mineral processing and extractive metallurgy of copper. The 1999 meeting marked the first time that the conference was held in the United States. The meeting was co-organized by the Minerals, Metals and Materials Society (TMS); the Chilean Institute of Mining Engineers (IIMCH) and the Metallurgical Society of the Canadian Institute of Mining, Metallurgy & Petroleum(CIM). The meeting was also sponsored by The Society for Mining, Metallurgy and Exploration Inc.

"Laboratory semi-batch flotation tests were conducted using two different sulphide ore samples. The size reduction was adjusted to cover a wide range of flotation feed size distributions. Results show that similar recoveries can be achieved independently of the fineness of grind. This result suggests that possible energy savings could be achieved by a redistribution of the power between the grinding and regrinding mills. The behaviour of the selectivity curves shows that some gangue minerals are more sensitive to particle size than other ones, implying the existence of preferential associations between minerals in the ore.INTRODUCTIONInteractions between grinding and flotation have been studied for many years, and still a robust model to link the two processes lacks to be developed (Girard et al., 2005; Bazin et al., 2001). The ore size reduction liberates mineral grains, while flotation separates them into valuable minerals and gangue. The more size reduction that is applied to the ore the more important is the mineral liberation but also the production of fine particles that can pose problems during flotation (Trahar and Warren, 1976). The definition of the grinding requirement for flotation is a complex problem (Rickelton and Dell, 1977; Sosa Blanca et al., 2000; Morrison, 1993; Wei and Gay, 1999).This paper analyzes the effect of the fineness of grind using semi-batch flotation test results. The first two sections describe the test procedure and the results. The third section analyzes the results in terms of liberation and selectivity, and proposes a possible redistribution of power between grinding and regrinding mills."

Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.

With the increasing demand for metalliferous and mineral raw materials and the consequent depletion of the global natural resource base, the possible utilization of secondary raw material sources is receiving more and more attention. In the present study, we present results from a detailed vanadium deportment study of three basic oxygen furnace slag (BOS) samples known to containing elevated bulk concentrations of vanadium. Complementary analytical methods that were used to quantify the abundance and composition of V-containing phases include SEM-based automated mineralogy, X-ray fluorescence analysis, and X-ray powder diffraction as well as electron probe microanalysis. The vanadium deportment was quantified using Monte-Carlo simulations of the data obtained from automated mineralogy and electron microprobe analysis. The total V concentrations identified by XRF are between 1.7 and 2.2 wt.% V. The most important hosts of vanadium are larnite-, brownmillerite- and portlandite-solid solutions. In two samples Ca carbonates also significantly contribute to the V deportment, while wuestite, lime, and native iron do not contribute significantly to the vanadium deportment. A thorough consistency check identifies considerable uncertainties in the density of the V-bearing phases as the most likely reason to explain remaining discrepancies between measured and calculated V values.

Although grouted piles have been used for several decades since the idea was proposed in the 1970s, their design is mostly based on experience and unpublished proprietary methods. There is little research on grouting drilled shaft tips and even less on grouting shaft sides. This paper presents the analysis of 4 instrumented pile loads tests on base and shaft grouted piles from different sites in Egypt; with emphasis on one of the tests, to demonstrate the analysis process. The data from the tests are analyzed to model the development of unit side friction (USF) with relative displacement. A numerical model using the finite element software PLAXIS is used to investigate the effect of grouting on the surrounding soil stress state. The paper combines the observations from full scale pile load tests and results from the numerical model to suggest an idealized behavior of side friction development with relative displacement of the grouted part of the shaft. The suggested model considers an envelope of Unit Side Friction (USF) with relative displacement, initially dominated by the grout resistance then at higher relative displacements, the friction with radially pressured soil takes over. The grout provides very high USF values up to a relative displacement of 2mm. Then, the USF drops to a typical pile soil side friction behavior; however, this friction is affected by the contact stress between pile and soil, which significantly increases due to compaction grouting. INTRODUCTION Base and shaft pile grouting has been significantly developing in recent years to accommodate the unfavorable conditions in major projects such as the high loads in high rise building and founding on problematic soil formations. Grouting aims to decrease settlements and increase the capacity of the pile under axial load. The technique is first introduced by Kraft (1974) but gained popularity in the 1980s. Typically there are two types of grouting; compaction, and permeation. Compaction grouting is more common in pile foundations practice, and many researchers have provided case histories of pile load tests on base grouted piles and base and shaft grouted piles (Gouvenot and Gabaix,1975; Stocker, 1983; Ghazali et al., 1988; Fleming, 1993; Kusakabe et al., 1994; Robson and Wahby,1994; Joer and Randolph, 1998; Hamza and Leoni, 1998; Mullins et al. 2000; Littlechild et al., 2000; Suckling and Eager, 2001; Dapp and Mullins, 2002; Ho, 2003; Fu and Zhou, 2003; Brettmann and NeSmith, 2005; Ruiz, 2005; Mullins, 2006; Dapp and Brown, 2010; Beadman et al., 2012; Nguyen et al., 2013; Miller et al., 2013; Sinnreich and Simpson, 2015; Hui and Lin, 2015). Compaction grouting is meant to densify the soil around the pile and below the base rather than permeate this soil and increase its cohesion. Research showed that grouting increases the capacity of the piles by a factor of 2~5. The variation in capacity increase depends on pile type, grouting process, and especially grouting pressure. Although there are many case histories of pile load tests on grouted piles but there is no well-defined agreed-upon method to predict grouted pile capacity as typically done in ungrouted piles. Few lab experiments discussed the shaft grouting effects on the soil especially the compaction grouting. The experiments concluded that the compaction grouting forms a homogeneous layer between the pile and the soil, and a residual effective stress is achieved simultaneously with a significant densification of the soil around the pile with noticeable decreasing in void ratio. (Fattahpour et al., 2015; Wang et al., 2015). Recently, studies used numerical analysis to investigate the behavior of the grouted piles and the changes in the surrounding soil (Chiang et al., 2013). Geological Parameters Controlling the Improvement of Manufactured Sand Using Vertical Shaft Impact Crushers Instead of Cone Crushers Natural sand is a limited resource. In Sweden the total use of natural sand and gravel is around 20 million tonnes per year and the goal is to halve the use of this resource in the near future. Most of this natural sand is used for concrete production, so the consequence of this goal is that more and more concrete must be produced with manufactured sand. The bedrock of Sweden consists mainly of granites and gneisses, rock types mainly composed of various amounts of quartz, feldspar and mica. Manufactured sand from these materials generally contains rather flaky and elongated grains, and there are few types of granite that can be used as manufactured sand in concrete without increasing the amount of cement by eight to ten per cent. A Vertical Shaft Impact crusher (VSI) is commonly used to improve the shape of coarse aggregate particles. Research has shown that it is even possible to improve the shape in aggregate fractions less than 1 mm for some rock types. The aim of this project was to investigate which geological parameters control the improvement of manufactured sand when using VSI-crushers instead of the traditionally used cone crusher. In order to do this eight rock types of granitic composition were investigated. The selection of rock materials for the tests was based on grain size and mica content. A 4 - 8 mm fraction of each material was used for the tests. The characterisation of the shape of the material was performed using image analysis applied on microscopic images. The results showed that the VSI-crusher had improved the shape of all materials down to 0.036 mm, except for one rock sample. According to these results granites with low mica content and relatively high content of feldspars have the best prerequisites to produce manufactured sand for concrete with suitable geometric characteristics, and if these materials are crushed with a VSI crusher they almost show the same characteristics as natural sand.

Roof support systems have evolved from standing posts and timbers to a generation termed ?big nails? where steel bars are inserted into boreholes and anchored with expansion shells and/or resin cartridges. These systems have been effective but are limited to mining height. Additionally, the properties of steel do not resists shear forces or have the flexibility being required in difficult ground conditions. The next generation of roof support systems is coupling the best parts of the ?big nail? and resin grouted cable bolt systems. This paper will present the advanced technical solutions of the next generation of cable systems that includes an indented high-capacity PC-strand used with a variety of fixtures. Case histories of support applications will be presented.

Simultaneous reduction and foaming of chromium-rich slag have been studied in a laboratory furnace equipped with X-ray image analysis. Reduction of the metal oxides by graphite generated CO, which caused the melt to foam. The slag composition continuously changed due to reactions and dissolution of lining. Gas generation rate, foam height, and gas bubble size were studied and correlated to slag composition. Viscosity increased significantly during the experiments due to a change in slag composition. Bubble sizes varied little during the progress of reactions but differed considerably for different slags. Bubble sizes were largest for V2O5 containing slag, which is contrary to the general understanding that the presence of strong surface active agents reduces the bubble size. The foaming index did not follow expected trends for bubble size and viscosity, suggesting that foaming index is not a suitable parameter for discussion of foams under dynamic conditions. Traditional iron ore wet beneficiation plants are large multilevel structures, often integrated into centralised processing plants. They are characterised by sizeable footprints, substantial water and power consumption, inflexible design and low scalability. Significant design changes that address these issues need to be made before relocatable modular plants become feasible. Firstly, large amounts of processing water are required in standard wet plants, so it is vital that water consumption is reduced to an absolute minimum. Secondly, the process of depositing tailings into tailings storage facilities (TSFs) is environmentally destructive, consumes significant power and requires lengthy approvals to be completed. Thirdly, modules need to be easily and quickly relocatable.The solution to reducing water usage and eliminating TSF requirements is accomplished by providing a tailings dewatering and dry-stacking capability into a separate module. This equipment needs to dewater tailings to a point (typically below 20 per cent moisture) where dry stacking becomes possible – design is mainly driven by material rheology and particle size distribution (PSD). In this respect, a flexible and scalable strategy is employed to dewatering modules, allowing a variety of components such as dewatering cyclone clusters, paste thickeners, fine mesh vibrating screens and filter presses to be used to achieve the necessary moisture level, enabling the final dry stacking to be accomplished by a simple telescopic stacking system. Plant relocatability also requires modules to comply with mass and dimensional constraints, as well as ‘plug and play’ ease-of-use features.For coarse particle upgrade, jigs provide a low-cost and effective solution, whereas fine and ultra-fine Fe units can be recovered using Wet High Intensity Magnetic Separation (WHIMS). Recently, sensor sorting – a dry process using X-ray fluorescence, X-ray transmission, laser or other sensors – has begun to make an impact in coarse particle separation, although capacities are still low. The overall objective of a plant is to provide an Fe upgrade of four to five per cent with a feed of up to 4 Mt/a and a recovery of approximately 50 per cent.CITATION:Graham, T, 2017. IN the classical paper1 of Mehl and Rhines entitled "The Rates of Diffusion in the Alpha Solid Solutions of Copper", the authors state: "It has been mathematically demonstrated that the treatment of the data as though the diffusion were taking place between two flat plates instead of radially in a cylinder has no appreciable effect upon the results. Were the bars of a much smaller diameter, a modification of the analytical treatment would have been required." Unfortunately, the errors in the reported concentrations are much too large to neglect, as shown in the results below. A planar treatment of diffusion data assumes that the reference planes separated by a nominal distance (AX) have identical areas. An adjustment must be made on the concentration data should the successive diffusion planes differ in area. The Mehl-Rhines' diffusion samples were cylindrical with copper electroplated onto copper-based alloys. Successive surface areas through which diffusion occurs are in the ratio ri/r1, where ri is the radial distance between the center of the sample and the center of the i th shell to which the host (alloy) atoms diffuse, and r1 is the radial distance between the center of the sample and the center of the innermost (i = 1) experimentally reported shell from which the alloy atoms diffuse. Hence, ri/r1 (i = 1, ..., n layers) is a dimensionless correction factor to be multiplied by the reported concentration data before planar-data analysis is attempted. In the forty-seven samples reported, the original interface between the copper alloys and the electroplated copper was located at a mean distance of 8.255 mm from the center of the samples. The successive layers, machined off the samples, were approximately 0.0762 mm thick. The distance (xi) at which concentration (ci) was reported was always a distance measured with respect to the original interface, that is, with respect to the fixed distance of 8.255 mm. Hence, the as yet undiscovered Kirkendall Effect was precompensated. The values of ri and r1 are therefore given by ri = 8.255 + xi and Y, = 8.255 + x,. The illustrative table below lists the position xi (mm), ri (mm), the value of ri/r1, the reported concentration (ci) in weight percent (only valid for radial analysis of data), and the corrected concentration [c'i = (ri/r1)ci] in weight percent (only valid for planar analysis of data). Similar tables can be constructed for the remaining forty-six samples. The corrected data can be used to re-evaluate the diffusion coefficients for the reported systems.

Wall control blasting is an expensive and labor intensive operation. Obtaining a good design is a first step that is not enough to ensure desired results. Experience shows that designs are not always well implemented, not only in the contour blast itself, but also in surrounding production blasts that can affect the final pit wall. In this paper techniques and reference indicators are described in order to audit and evaluate if correct implementation of designs have been done.

Sustainability of plant operations in a rapidly changing mining environment requires a well-trained workforce to ensure smooth running of operations. To ensure availability of trained labor, Mopani Copper Mines PLC set up a training facility in 2013. The school offers training in Engineering, Mining and Process. The engineering section enrolls grade 12 school leavers for artisan training. Mining section offers comprehensive safety induction program to employees and contractors to meet the Mopani zero tolerance accidents safety policy. The process training section offers advanced training programs for plant operating personnel and university graduates. The program includes needs analysis, theoretical metallurgical modules, practical plant training and e-learning modules. The school also offers assaying and sampling courses. All the above courses are extended to individuals and other mining houses outside Mopani wishing to have their personnel trained. The Mopani sustainable development academy ensures that contractors engaged on the Mopani sites are fully registered, comply with all relevant regulations and have undergone induction program before they can be allowed to work on the mine. INTRODUCTION “Sustainable operation of the mining industry requires a continuous supply of trained human resources” (Kapobe et al., 2018). The publication by the Asian Development Bank (2014) argued that there was a mismatch between the demand for high-level skills and the oversupply of low-level skills. Globally, the mining industry requires continued supply of skilled manpower for its complex operations and long term projects whose sustainability is absolutely necessary. Implementation of newer technologies in plant operations to ensure cost effective and efficient operations requires trained and skilled labor at various levels to handle ever-changing challenges. Dutz (2007:152–156) made three recommendations for Building Worker and Management Skills in India: Strengthen enterprise - based training. The government should help ensure that the benefits of in- service training are widely recognized by enterprises, while simultaneously providing strong financial incentives Improve vocational training - Vocational education and training systems have been unsuccessful in preparing graduates to meet market needs, particularly because of a lack of interaction with industry. Public and private vocational education and training providers should be strengthened to make them more responsive to industry demands. Curricula should be updated to reflect modern technologies. Strengthen business, management education, management of research and commercialization - business and management education should be strengthened through public-private partnerships. Innovative management courses should be introduced. Although these recommendations were made for India, they also apply to Zambia and other low and medium income nations.
