This paper describes the work which has been undertaken at the Ohai coalfields in Southland to restore overburden heaps during past opencast mining operations, and procedures which have been adopted to ensure that restoration is achieved concurrent with present opencast mining activities. The system implemented for the treatment of wastewater from opencast mining operati6ns is also described.

Your assessment of the minerals business. I would first like to express our profound sadness and sincere condolences to the families of the miners who lost their lives in recent mine mishaps particularly in West Virginia, and other locations. Any loss is unacceptable. It is time to review and, if required, re-establish a rigorous health and safety agenda in the mines. It must involve a review of health and safety regulations. And innovative training methods for sensing, awareness and mitigation of health and safety hazards must be developed. As far as the minerals business is concerned, I am excited about the outlook for mining. Over the last 20 years, global demand for minerals has closely mirrored the growth of the gross domestic product. Minerals re-main a major part of the world’s economic foundation. And that will continue to be the case. It is no surprise that the fortunes of the mining industry rise and fall with general economic trends. Globally, mining has been strong — thanks to the explosive economic growth in Asia. The U.S. mining industry has performed reasonably well, with notable strength in the metals, coal and construction and aggregate areas and with some softness in the industrial minerals sector.

A total of 17 mine gallery fire tests (23 including sub-tests) were completed during this report period (10/1/76 - 11/30/77), directed at identifying a hazardous timber-set fuel-loading in a mine passageway that is otherwise free of combustibles. Results of these initial tests show that the capability of a particular fuel loading for propagating a fire is dependent upon the imposed ventilation air velocity and the ignition intensity, although this dependency needs to be better defined. It is also apparent that care must be taken when relating gallery test fire behavior to actual mine fire behavior, because of the restrictive length of the gallery. Present data indicate that some modification to the instrumentation scheme may be advantageous before proceeding with future tests.

To control coal dust, at both minimum initial cost and reasonable operating cost, demands a working knowledge of dust control equipment design, as well as the coal handling operation. This paper enumerates various difficulties encountered in the design and construction of deep caisson foundations for the Second Bassein Creek Bridge constructed over a creek with very difficult site conditions. The designer of the bridge had anticipated the problems associated with the construction of large diameter floating caissons and limited the maximum size of caisson to 12.5m O.D. facilitated by the means of Shock Transmission Units (STUs). This is the first road bridge in India where STUs are installed to distribute seismic horizontal loads among piers installed with fixed and unidirectional bearings. Besides the usual difficulties of tilts, shifts, and sinking in the construction of floating caissons, the paper also describes a novel methodology used to retrieve a circular 12.5m O.D. caisson which had been swept away during a storm and stuck into the creek bed.

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

During the initial portion of the contract several alternative designs were considered, as set out step by step in the monthly reports. The conclusions reached during this period were - to use on INTERDATA Model 70 as the system minicomputer - to drop the idea of multiplexing and digitizing the inclinometer outputs downhole due to the greater complexity and cost that that alternative would imply - to use a multitasking software monitor to enable synchronization of the several tasks that the system would have to perform simultaneously - to use a common controller for all I/0 devices except those which were available off the shelf from Interdata - to use a sheave counter to meter off equal increments of probe travel, but to supplement this information with the use of an encoder on the winch drum in order to be able to measure total probe travel unambiguously. - to place all I10 device interfaces in a bin connected to the common controller. During this period considerable attention was dedicated to the design of the mechanical components contemplated it the original contract. Of these, only those required for vertical probe was complete at the time that it was decided to forego the mechanical subsystem and concentrate on developing the necessary electronics and software to interface with the probes being developed by the Bureau of Mines.

A new instrumented cable bolt has been developed by the National Institute for Occupational Safety and Health at the Spokane Research Laboratory in Spokane, WA. Although various instruments are available to measure load distribution and magnitude along a grouted cable, this instrument is innovative in that it uses strain gauges internal to the cable as load-measuring sensors. The instrument has been successfully tested in the field at FMC’s Granger Mine, Meikle Mine, and Getchell Mine. A “split-pipe” laboratory pull test was performed on each of three cable bolts instrumented with the new device. Each test consisted of grouting a 1.83-m-long cable in two 0.91-m-long sections of schedule 80 pipe. A numerical analysis was then performed in which laboratory boundary conditions were simulated and model properties derived from textbook guidelines. The loads calculated by the model were then compared to the measured loads.

Ore samples generally require preparation before analysis. Serious problems can occur with contamination degradation and particle size effects. Both grinding element contammation and sample cross contamination havebeen bound to be related to sample hardness and operator technique. For best results with minerals relevant to the steel industry, the use of Siebtechnik-type mills required a combination of careful planning, short grinding periods and intermediate sieving of the sample. The results may be extended to most mineral, rock, and refractory sample preparabons.

This paper by Mr Mclvor is yet another contribution to the eternal controversy surrounding the benefits, or otherwise, of high circulating loads in closed circuit grinding. Throughout the paper it is difficult to establish whether the author is referring to effects relating to the mill, classifier, or to the overall circuit. Table 1 is put forward as indicating the advantage of operating at high circulating loads. From the two (it would be interesting to see more) product sizing points provided in each case, the conclusions to be drawn are that cases one and two have very similar size analyses. The third case, however, indicates a much flatter curve, that is to say, higher fines production and a very wide spread of size ranges. If the objective of this circuit is to provide a closely sized product with minimum overground slimes to the downstream process, then it would appear to be the less "efficient" by far. No data is given for product pulp densities either. The term "efficiency" should never be used without a careful and clear definition. In this case, "efficiency" is used to express an apparent percentage reduction in operating work index (Bond) from the measured "standard" at 250% circulat¬ing load operation. "The pressures on mining and minerals education at the tertiary level are well known. Within Australia, for example, the number of undergraduate mining engineering courses with 30 or more students in each year has reduced to three (University of Queensland, University of New South Wales and Curtin University). Similar declines in both student numbers and participating institutions are evident in many other parts of the world, and notably in USA and most countries in Europe.An in depth study of the Australian sector was conducted in 1997/1998, resulting in the Back from the Brink report (Carter 1998). The Australian situation was summarised as follows.Australia’s minerals education system, in its current form, is fragile and is in no position to seize the opportunity (i.e. world leadership in minerals education) and is more likely to succumb to the threat.Current trends include:- an acute shortage of talented academic staff, as a result of University remuneration packages having become hopelessly uncompetitive with those in the minerals industry;- small student populations and high relative costs, making mineral specific courses vulnerable to closures, when Universities are under extreme cost pressures; this situation will be exacerbated if enrolments drop in response to, say, a cyclical down turn in the industry; and- under-resourcing of minerals departments because of their comparatively small size, making these departments incapable of delivering top class teaching in all aspects of their courses, despite being excellent in some areas.Most of the Australian issues identified above have direct parallels in other countries.The most common response of institutions to the threats is to seek strength, and in some cases survival, through various forms of linkages and networks. A number of these associations, which are frequently defensive in nature, are outlined in the paper."

Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

The Bureau of Mines has conducted research on a flue gas desulfurization (FGD) process as part of its goal of minimizing the undesirable environmental impacts associated with sulfur dioxide (S02)-bearing waste gases. This FGD process, referred to as the modified citrate process, involves absorption of S02 in a buffered citric acid solution. The absorbed S02 is subsequently stripped from the solution using steam, which regenerates the solution and produces a wet S02 product. This product can be further processed to make sulfuric acid or liquid S02. Economic evaluations showed the process to be expensive when the stripper was operated at or near ambient pressures because of the large amounts of steam required for solution regeneration. Research was directed at reducing steam consumption in the stripper. The effect of stripper pressure on steam consumption was investigated. A process research unit (PRU) was operated with the stripper pressurized in the range of 5 to 150 psig. Test results showed that steam consumption decreased with increased stripper pressure. For example, when operating the PRU stripper at 150 psig, 4.1 grams of steam per gram of S02 was required to remove 90 pct of the S02 from a 1.0-vol-pct-S02 gas. This compares to 7.1 grams of steam per gram of S02 required for 90-pct S02 recovery at 5 psig.

The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).

The objective of this research was to establish the relationship between production, consumption and energy cost in the surface mining of bituminous coal. Specific energy sources such as diesel, gasoline, electricity, explosives and bituminous coal were considered in this study. Gain in net energy, proportion of the cost of energy consumption and total energy cost relative to total revenue of extracted coal were determined, and a new energy efficiency index and a new energy-cost ratio were established. A case study on an operating surface coal mine was carried out to demonstrate the application of the newly developed method. The results of this study can be used by the mine operators in establishing strategies for the optimization of energy production and consumption, and for reducing the cost of bituminous coal extraction.

The caisson foundation for Vent Building No. 6, at the southern landfall of Boston's Third Harbor Tunnel, was installed inside an unbraced concrete cofferdam 250 feet in diameter and about 70 feet deep. As a spectacular engineering feat, the cofferdam itself certainly ranks first. However, the foundation work within was no routine caisson job and made its own contribution to the state of the art. Comprised of 5 ft. diameter caissons socketed 10 to 16 feet in sound rock, it posed serious challenges in logistics, space limitations and time, requiring development of unique, purpose-made equipment. The unexpected discovery of significant depths of shattered rock overlying acceptable sound rock, along with other surprises of lesser import, compounded the problems. How these challenges were planned for, met and overcome is the subject of this paper.

This report describes a U.S. Bureau of Mines investigation into the removal of gate road chain pillars in conjunction with longwall retreat mining. The research objective was to determine, through evaluations of the loads imposed on the gate road pillars and supplemental support elements in the entries, how the pillars, supplemental support, and entries were affected by the longwall abutment pressure. To achieve this goal, vibrating wire stressmeters and hydraulic flatjack pressure cells were installed in the support elements to monitor stress change caused by abutment pressure as a function of longwall face advance. The findings documented in this report are the result of information collected from instrumentation and observation at the mine. Pillar and support loading measurements and stability observations revealed that the roof and the sup- port elements remained stable during panel retreat, while the face progressed at a normal rate of advance. The ability to safely and efficiently mine chain pillars during panel retreat increases resource recovery and can provide several other benefits described in this report.

"The adoption of a significant pile testing regime, the use of Eurocode 7 as the design standard, the development of lean construction techniques, and lateral thinking in overcoming some considerable construction challenges allowed Stent Foundations to construct the foundations for the new Wembley Stadium, London, on time and within budget. In addition to the piling works for the main stadium, and after significant design development, a large number of extra piles were required to raise the new iconic roof Arch to its final position some 133 metres above the ground. A 1,400m long contiguous bored pile wall was also constructed to allow for excavation and formation of the new pitch. As long ago as the 1880's, Wembley Park leisure grounds had football pitches and running tracks.In 1918 the British Government began planning a British Empire Exhibition with a stadium as its centrepiece. The Exhibition area covered 219 acres and the area on which a former abandoned tower called Watkins Folly had stood was chosen as the site for the new stadium (http://www.wembleystadium.com).The Empire Stadium, as it was originally known, was designed by architects Sir John Simpson and Maxwell Ayerton and the engineer Sir Owen Williams. It took just 300 days to complete at a cost of £750,000 ($1.4m), and was built using 25,000 tons of ferro concrete, 1,000 tons of steel, and over half a million rivets.The Empire Exhibition was a remarkable event, containing fountains, lakes, gardens, and many pavilions, each representing the architectural style of the countries exhibiting. It was opened on 23rd April 1924 and the final attendance was over 27 million, with 4.5 million admissions to the Empire Stadium alone."
