The system Cb-Re was examined in detail utilizing pure metals, careful melting techniques, and heat treatments. Metallographic and X-my methods were utilized for phase identification. In addition to soli-dus determinations, the composition limits and mode of formation of the intermetallic compounds 0 and X were determined. The binary constitution diagram Cb-Re has been the subject of a number of investigations.'-7 Two intermetallic phases have been described and tentative diagrams have been proposed. It was the aim of this investigation to obtain a complete and more accurate diagram through the use of purer alloys and improved techniques. The diagram worked out by Knapton7 was published after our experiments were concluded. EXPERIMENTAL METHODS The starting materials were Re powder of 99.95 pct purity, supplied by the Chase Brass and Copper Co., and Cb rondelles of 99.6 pct purity, supplied by the Electro Metallurgical Co. Typical analyses are given in Table I. The alloys were prepared from compacted Re powder and Cb rondelles; for critical compositions master alloys were used. The melts varied from 5 to 50 g and were melted nonconsumably in an Heraeus arc furnace, under ti-tanium-gettered laboratory grade argon. It was necessary to invert the buttons and remelt, followed by crushing and further remeltings, the number of which depended on the nature of the fracture of the alloy. The weight of each alloy was carefully checked after each melting operation. It was found that significant weight losses occurred only when loose Re powder was used. These losses amounted to a maximum of 3 wt pct in such instances, but did not occur after the charge was once molten, regardless of the composition. Typical loss of weight after 4 remelts, including crushing, amounted to 0.2 wt pct. Oxygen pickup during successive melting cycles did not appear to be significant, since the weight gain values never exceeded 0.01 wt pct. Control of the composition of the alloys was not too difficult; however, the problem of homogenization was a far greater one. Optimum alloying conditions were finally achieved by a combination of master alloy production and repeated crushing and remelting cycles. The compositions of the alloys utilized to determine the constitution diagram are listed in Table 11. The weight balance method was used ultimately as the sole analytical method, since repeated checks indicated that it was accurate to 0.2 pct, if the weight losses were small. The results were double-checked by a metallographic study of the homogeneity of the samples, since this was presumed to be the more serious factor. Heat treatments at 1200°C or lower were accomplished by sealing the specimens in Vycor tubes, heating in a Globar furnace, followed by air cooling. This was considered to be an adequate quench because of the very low temperatures involved. For temperatures of 1200" to 1900°, alloys were homogenized and heat treated in a tungsten-filament resistance vacuum furnace. From 1900" to 2750" a tantalum-tube resistance furnace was utilized, operating under a vacuum of 105 mm Hg. The temperature measurements up to 1200" were made by means of platinum-platinum 10 pct Rh thermocouples, with an accuracy of 5°C. Following the successful completion of a marked ball test defining the potential wear benefits the high chrome alloys may offer against forged steel, as well as laboratory test work investigating changes in pulp chemistry and improvements to metallurgical performance, a plant trial was commissioned at NewcrestÆs Ridgeway concentrator. The paper briefly describes these results.Newcrest decided to convert their media charge by the top-up method. To monitor the trial a sampling protocol was put in place whereby the pulp chemistry was monitored before, during and after the purge. The metallurgical shift data was analysed using various statistical methods to determine if the metallurgical performance had improved with the change in grinding media. While the analysis indicated that the metallurgy had improved, not all of the benefits could be assigned to the change in grinding media alone. However, the combination of reduction in media wear and the increases in copper and gold recoveries suggested that it was economically viable to operate with high chrome grinding media.As with many trials of this nature the prevailing economic conditions are fluid and a decision was made to revert back to forged steel grinding media in an effort to reduce operating costs. This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.

"The pastefill circuit at the Bell Allard Mine in Matagami, Quebec started up in August 1999. The surface pastefill plant produces a cemented paste which is sent underground by gravity through a vertical pipeline in the mine ventilation shaft. Difficulties with paste flow during the start-up highlighted the importance of understanding paste rheology and the effect of operating procedures on line wear. By June 2000, the original circuit had been modified to include a paste pump to transport the paste to the shaft.The steps taken during the paste plant commissioning are discussed. The final flow sheet is presented, focussing on the use of instrumentation to ensure full column flow and proper distribution underground. Resistance modelling and accelerated curing of samples are examined as possible ways of predicting paste resistance to ensure compliance with the mine’s paste specifications.INTRODUCTIONCommissioning a new plant can be difficult and time consuming. The start-up of Noranda’s Bell Allard paste backfill plant was no exception. Since the first day it went into operation, the paste circuit could not meet the tonnage and paste quality requirements of the mine because the paste would not flow by gravity into the vertical pipeline in the mine’s ventilation shaft.Diagnosis of the pastefill problems proved difficult. It was only when the rheology of the Bell Allard paste was understood that the flow problems were solved. To ensure that the paste placed in the stopes meets mine requirements, two methods of paste resistance prediction are being developed."

"Unique production and environmental problems are associated with multiple seam mining where dragfines are used for overburden and interburden removal. On the production side, the problems are decreased dragfine efficiency in chopdown operations, the general need for spoil rehandle, complications in sequencing stripping and coal handling operations, and potential stability problems in highly stacked spoil. Many variations of dragline methods have been reported in the literature to encounter these problems. Because of the physical properties and peculiar hydrology of sub-arctic region mining of multiple seams in such areas probably could not be done with the methods used in temperate regions.The properties of thawed material would make spoil hard to place in a stable manner and thus would influence the mini sequence. For instance, multiple seam mining which requires some rehandling of spoil and prolonged exposure of overburden and interburden material might be precluded by the instability of thawed spoil and therefore mining techniques have to be modified. Since the deployment and operation of a dragline in modes different from conventional schemes will affect productivity, it will be necessary to study the effects on production of changing the dragfine operational schemes. This paper presents a heuristic simulation model of multi-seam dragline operation of a sub-arctic mine that can be used to analyze the handling of overburden and detailed study of the dragfine performance."

MARKETWISE the year 1935 was rather a good one for most of the rare and minor metals; as a class they climbed out of the depression much faster than the common metals. The diamond market, too, was better than it had been for years, attributable only in part to investment buying, as there was a genuine pick-up in consumer demand. Wars and rumors of war tended to speed up purchases of certain metals, but consumption for peaceful purposes was the principal factor. Significant was the important role played by new industrial uses. New discoveries during the year were disappointingly few, considering the broad extent of this research frontier. Scientific developments were far from being at a stand-still, of course, but the dominant note was the cashing in on research consummated in former years. With even a moderate upturn in general business a surprising number of laboratory ideas donned overalls and found jobs in industry.

"The National Safety Competition of 1930, the seventh annual contest conducted by the United States Bureau of Mines to promote safety in the mines and quarries of the United States, has been concluded, and the five winners of the bronze trophies, The Sentinels of Safety,' which are provided by the Explosives Engineer magazine and awarded annually for the most excellent safety records, have been determined by the committee of award. One trophy was awarded to an anthracite mine in Pennsylvania, one to a bituminous coal mine in the same State, one to an iron-ore mine in Michigan one to a gypsum mine in Ohio, and one to an iron-ore opencut mine in Michigan.These trophies were awarded to the companies for having the smallest loss of time from accidents in proportion to the total number of man-hours worked by all employees at their mine or quarry. Honorable mention was awarded to each mine or quarry that ranked second, third, fourth, or fifth in its own ground and to all plants that were operated without a lost-time accident during the contest year. Eighty-four out of 337 plants that competed for the trophies were operated without an accident that disabled an employee beyond the day on which the accident occurred.Under the contest rules, all mines and quarries were divided into five groups, four of the groups representing different classes of underground mining operations (anthracite, bituminous coal, metallic ore, and nonmetallic mineral), and the fifth group repre-senting the quarrying or opencut mining of minerals whether metallic or nonmetallic. Twenty-seven mines were included in the anthracite group, 68 in the bituminous group, 52 in the metal group, 24 in the nonmetallic-mine group, and 166 in the quarry and opencut-mine group. The total of 337 mines and quarries was 26 more than the number of plants that completed the contest during the previous year.The committee of award which determined the winners of the contest was composed of seven members, all known throughout the mineral industry but not connected with the United States Bureau of Mines. The committee included W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, Secretary of the American Mining Congress; T. T. Read, Vinton professor of mining of Columbia University and editor of Mining and Metallurgy; C. B. Huntress, executive secretary of the National Coal Association; A. J. Curtis, assistant to the general manager of the Portland Cement Association; A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association."

China?s engagement with the African continent has increased impressively in the past decade. Even though China is not the African continent?s largest stakeholder, the rapidly increasing engagement is evident in the huge number of Chinese migrants that have come to Africa in the wake of unprecedented trade and investment levels, as well as in increasing diplomatic and political interactions, which has taken most other commercial partners by surprise. All but four countries in Africa have adopted the ?One China?1 policy stance; and in so doing opened the door for new or strengthened commercial dealings with China, including increasing investments into Africa?s extractive industries. This has been particularly evident since the turn of the century, with a clear shift in China?s policy towards Africa elevating the continent in China?s foreign policy objectives. As such, Africa has become a strategic focus2 for Chinese outward bound and internationalizing companies, especially in the extractive industries. This planned shift in focus is based largely on geo-strategic and commercial needs and interests, rather than previous ideological ones.3

"The 1994 Quebec Budget included a significant overhaul of the mining duties sys-tem in that province: broadening the base and lowering the rate, all in the name of “ensuring the integrity of the taxation system"" and ""enabling the State to collect fair compensation "". The reforms hit hardest on the small, lightly-capitalized producer, by repealing the basic annual exemption, limiting the refund for losses, and significantly reducing the investment and processing allowances. There is some relief provided in the form of faster depreciation rates and a lower nominal tax rate, but the thrust of the overhaul is clear -higher taxes on the mining sector.IntroductionAlthough Quebec's mining tax regime represents under 10J0 of the province's revenue base, and was significantly reformed in 1979 and 1985, the May 13, 1994, provincial budget introduced further significant changes to the Mining Duties Act, The hope (on the part of the province) is to reduce the provincial ""subsidy"" for mining by $20 mil· lion per year by 1996."

For the past three strenuous years you have contributed wholeheartedly to meeting the problems of increased production. You have conducted scientific and technical investigations and research, recommended experiments. and gathered all the available and valuable information possible to gain the desired objectives. You have had many obstacles and difficulties to overcome. In the early days of your organization, there was some lack of co-operation from the industry itself-perhaps, for example, some failure to recognize the mutual advantages of free exchange of experiences and information. But regardless of any hindrances, you have made many and valuable contribution which have tended to make iron and steel manufacture leas of an art and more of a science.

Meso-2,3-dimercaptosuccinic acid(DMSA) was studied as an additive for thiosulfate leaching of gold. DMSA was added to solutionscomposed of either sodium thiosulfate or calcium thiosulfate and the solutions were tested for their ability to leach pure gold samples as well as a calcined gold ore from Barrick Gold Corp. Results showed prolonged leaching of pure gold samples when DMSA was added at a concentration of 5µM; however, higher concentrations were shown to inhibit leaching. Differential capacitance measurements of the interface indicated that DMSA adsorbed as a defective monolayer on the surface of gold at low concentrations and formed a more compact monolayer with increased concentration. It is proposed that a concentration of 5µM DMSA produces a defectivemonolayer on the surface that still allowsthe transport of oxidants to the underling metal while inhibiting the formation of polysulfide passive layers that arise fromdecomposed thiosulfate.The 5µM DMSA/CaS2O3 system was also studied using calcined ore. Results showed that the initial leaching rates in the presence of DMSA are lower than those obtained in thiosulfate alone. However, after 10h, prolonged leaching is again observed when DMSA is included.

Lightweight stainless steel has widely potential applications in many fields, such as automobile, ship, submarine manufacturing and aerospace. The properties of lightweight stainless steel are significantly affected by the precipitating behaviour of second phase particles. In this paper, the precipitating behaviour was investigated by XRD, DSC in the process of heating and thermodynamic calculation combining the Miedema’s and Chou’s model. The XRD results indicate that there are five types of phases in lightweight Fe–Mn–Al–C–N stainless steel: ferrite, FeAl, AlMn, AlN and Mn4N. The DSC results show that the precipitating temperature of FeAl, Mn4N is 1260, 1031 °C, respectively, corresponding to the thermodynamic calculation. Besides, The DSC measurement reflects the precipitating temperature of AlMn and austenite is 934 and 600 °C.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Australia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are beginning to experience where industry no longer 'calls the tune'. We miners have been quick to point out and emphasize, that ours is a 'high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a 'distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas-of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to eliminate, moderate, or control or economically compensate for predicted risks or changes.

Spontaneous combustion (SC) is a cold oxidation reaction that generates heat, causing a temperature rise of the reactant and leading, with limited heat dissipation, to self-ignition of the reactant, which occurs without an external heat source. Although not limited to coal, the most significant hazard of SC are the fires that occur in coal mining operations around the world. These fires pose a serious risk to the safety of workers in the mines as well as adverse effects on the environment, and can affect the quality of life for current and future generations. We investigated the occurrence of SC in raw coal storage bunkers with the purpose of compiling a decision analyser for engineers designing or working with coal storage bunkers. Specific experts were interviewed from different backgrounds and companies, followed by field research at a coal mine. The important factors affecting the possibility of SC occurring were the type of coal supplied to the bunker, the mining practice, and physical conditions around the bunker. The information presented here will assist in reducing the SC risk in raw coal storage bunkers. These findings, together with the systematic decision analyser developed, will assist design engineers and mine personnel to take early preventative steps in managing SC. The decision analyser was tested for many different scenarios and gave good guidance on how to minimize and prevent SC in bunkers

In this paper the link between process metallurgy, classical minerals processing, product centric recycling and urban/landfill mining is discussed. The depth that has to be achieved in urban mining and recycling must glean from the wealth of theoretical knowledge and insight that have been developed in the past in minerals and metallurgical processing. This background learns that recycling demands a product centric approach, which considers simultaneously the multi-material interactions in man-made complex ‘minerals’. Fast innovation in recycling and urban mining can be achieved by further evolving from this well developed basis, evolving the techniques and tools that have been developed over the years. This basis has already been used for many years to design, operate and control industrial plants for metal production. This has been the basis for Design for Recycling rules for End-of-Life products. Using, among others, the UNEP Metal Recycling report as a basis (authors are respectively Lead and Main authors of report), it is demonstrated that a common theoretical basis as developed in metallurgy and minerals processing can help much to level the playing field between primary processing, secondary processing, recycling, and urban/landfill mining and product design hence enhancing resource efficiency. Thus various scales of detail link product design with metallurgical process design and its fundamentals.

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

The first step in the quarrying of granite, following removal of any overburden material, involves the freeing of large blocks from the formation. For many years the use of explosives was the accepted method of obtaining these blocks. Even today there are operations where this is considered to be the most economical method even though it does result in a high percentage of damaged stone. In more recent times the preferred procedure at most quarries has been to produce a continuous vertical cut or slot completely around the block to be separated. Originally, this was done by drilling a series of closely spaced holes around the block and breaking the web between the holes with a chisel-like tool known as a broaching bar. The machine used in this mechanical method of producing the relief slot is known as the channel bar. The modern day approach to the production of continuous channels was introduced to the industry around 1955 by the Linde Division of Union Carbide Corporation. The method employs a small rocket - jet burner producing a high temperature, high velocity exhaust flame which when directed against the granite causes it to disintegrate. This method, which has come to be known as "Jet Channeling", is now used by practically every major granite producer in the United States and Canada.

"CYANEX® 272 is a phosphinic acid-based solvent extraction reagent used commercially since the early 80’s to recover and purify cobalt from sulfate solutions. Historically, the design of CYANEX 272 circuits has involved the selection of an optimal pH profile during pilot-scale testing using mixbox pH control. The desired pH profile is required to be carefully controlled in the same manner during commercial operation. To assist operators in the design and optimization of their circuits, Solvay developed CYANEX 272-specific solvent extraction modeling software, which has enabled determination of the ideal pH profile and staging configuration. Solvay’s recent advances in modeling capabilities have allowed the simulation of circuits without direct mixbox pH control. Modeling has indicated that circuits operated without direct pH control can achieve the desired metal separation while simplifying the commercial operation significantly. This paper reviews a number of potential circuit configurations for the use of CYANEX 272 and demonstrates the separations achievable under the right design and operational conditions, some of which have historically been considered too difficult.INTRODUCTION CYANEX® 272 is a phosphinic-acid based reagent designed specifically for the separation of cobalt from nickel by solvent extraction from weakly acidic sulfate solutions (Rickelton, Robertson, & Burley, 1982; Rickelton, Flett, & West, 1984; Rickelton & Nucciarone, 1997). Following commercial introduction in the 1980’s, CYANEX 272 has been used in a number of hydrometallurgical flowsheets for cobalt purification and/or recovery. CYANEX 272 metal extraction occurs by means of a cation exchange mechanism. Extraction of a divalent metal ion M2+ is represented by the following equation where RH represents the CYANEX 272 ligand and MR2 represents the ligand-metal complex."
