"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. Using a risk-based approach, it is possible to better recognize this potential outcome in the bid phase and, as a consequence, develop a strategy to:"

The industrial minerals industry in Newfoundland and Labrador is a significant contributor to the provincial economy. The variety ofcommodities produced reflects the diverse geological environment from which they come. A highlight of the past decade has been the continuing development of dimension stone quarries, with producers now active in anorthosite, gabbro, granite and sandstone. Other dimension stone prospects have been identified and are in various stages of assessment and development. Western Newfoundland hosts a large resource of limestone, dolomite and marble. It provides raw material for industries that produce Portland cement, agricultural limestone and aggregate, as well as chemical-grade limestone and dolomite products. In western Labrador, dolomitic marble is quarried for use in the production of self-fluxing iron ore pellets. The recent opening of a new gypsum quarry at Fischells Brook signalled the beginning of a new era in the commercial production ofgypsum, a commodity which the province has produced since the 1950s. Hopefully it will emulate the nearby Flat Bay Quarry (now closed) which was a long-time exporter to markets along the U.S. eastern seaboard, in addition to supplying local demands. Oil production and continuing exploration in the Newfoundland offshore has renewed interest in local barite deposits for potential use in drilling fluids. Already there has been some production from the Collier Point deposit, and at Buchans, an existing plant is being refurbished to recover barite from a large tailings pond. Emerging new industries include the development of an antimony mine in central Newfoundland, the development of silica deposits near Labrador City for silicon metal production, and reactivation of the St. Lawrence fluorspar mine. The province has many deposits with development potential such as rare metals at Strange Lake, white marble at Roddickton and salt deposits near St. George's Bay region.

[A cost/benefit analysis was conducted by comparing the industry cost to protective structures on low-coal face equipment with the benefits paid for injuries/fatalities considered preventable by the use of these structures. Th industry costs were based on estimates by OEM's and rebuild shops for install protective structures on new and rebuilt face equipment. The accident benefit was based on evaluations performed by the USBM Accident Cost Indicator Model. Industry wide population data were developed on low-coal face equipment and injuries/ fatalities preventable with protective structures. The results of the analysis are to be used as a tool by USBM in determining the feasibility of continuing development of cab and canopy technology for low-coal equipment.]

"INTRODUCTION This paper is one of many reporting on various aspects of the Bureau of Mines program during World War II directed toward alleviation of shortages in certain critical minerals some of these papers are published as technical papers information circulars, and reports of investigations, of the Bureau of Mines or in technical journals.The investigation described in this report was begun as part of the Bureau, of Mines program to develop acid processes for the extraction of alumina from low-grade bauxites and clays. A domestic shortage of high-grade bauxite suitable for treatment by the Bayer process became acute as a result of World War II; and intensive search for a practical acid process using lower-grade alumina-bearing raw materials was therefore warranted.A survey of the various methods for extraction of alumina from clay has been presented in an early Bureau of Mines publication. 4/ The principal barrier to the successful operation of an acid process has been the difficulty experienced in developing a suitable commercial method for purifying the crude aluminum salts after the clay extraction is complete. Iron salts are the foremost contamination influence. A review of the more prominent procedures that have been proposed for separating iron and aluminum salts can be found in the well-known text on aluminum by Edwards, Frary, and Jeffries. 5/The majority of acid processes to extract alumina from clay employ sulfuric acid as the leaching agent, and the purification is thus reduced to the separation of iron and aluminum, sulfates."

Gold in sulfide ores is associated predominantly with sulfide minerals and occurs as both microscopic and submicroscopic particles. In non-refractory sulfide ores, gold occurs mainly as coarse- and medium-grained particles. Minute inclusions and submicroscopic gold usually account for a minor portion. In contrast, gold in refractory sulfide ores occurs mainly as minute particles and submicroscopic gold, and microscopic gold usually accounts for an insignificant portion. In gold ores containing carbonaceous material, the preg-robbing nature of carbonaceous material may impose challenges on gold extraction and cause gold losses. To extract gold from refractory sulfide ores, the ore needs to be finely ground and preoxidation is often required. Sulfide host minerals must first be oxidised to create a porous structure through which the cyanide leach solution can penetrate to reach the colloidal gold particles. The oxidation is traditionally achieved by roasting, autoclaving or bacterial oxidation. In carbonaceous sulfide ores exhibiting a preg-robbing nature, the carbonaceous material needs to be treated by roasting, autoclaving or other means to minimise the preg-robbing effect. As a predictive and troubleshooting tool, the gold deportment study plays an important role in gold metallurgy. It determines the deportment of gold in an ore or mill product and identifies the mineralogical issues that may affect or may have affected gold extraction. The information acquired from a gold deportment study can be used to assist in process selection, flow sheet development, recovery improvement and reagent optimisation.CITATION:Zhou, J, 2013. "1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

[WHEN the Bureau of Mines was established in July 1910, one of the problems immediately attacked by the new organization was the development of standard, for the design and testing of electrical equipment that could be used without fear of initiating fires and explosions in underground coal mules. Research and investigation by Bureau personnel, supplemented by the published results of similar work by European mining authorities, led to the establishment of standards or "schedules." which guide manufacturers in the design of many types of electrically operated machines and devices used in. underground coal Mining. By issuing these standards, Bureau personnel establish the requirements to be met by such equipment before it tan be approved by the Bureau of Mines as permissible for use in gassy coal mines. Every 2 years the Bureau of Mines publishes a list of equipment that leas been accepted as approved or permissible during the preceding 2 calendar years. This is done to inform the mining industry of the availability of the latest equipment for safe use underground.]

The legacy of orphaned/abandoned mines, with their associated environmental liability, human health concerns and the financial costs of clean up is a serious issue facing Canada. In 1999 and 2000, a number of stakeholders put forth requests to Mines Ministers to establish a joint industry-government working group, assisted by other stakeholders to review the issue of abandoned mines. The Ministers supported this initiative and asked that a multi-stakeholder workshop be organized to identify key issues and priorities. The Workshop on Abandoned Mines, held June 2001 in Winnipeg, developed consensus, guiding principles and recommendations that were presented at the Mines Ministers? Conference, September 2001. Ministers agreed on the importance of a large-scale program for the rehabilitation of orphaned/abandoned mines sites. A multi-stakeholder Orphaned/Abandoned (O/A) Mines Advisory Committee was formed and a plan was developed to study various issues relating to the implementation of remediation programs across Canada. Three task groups were formed to address the following key areas: Information Gathering; Community Involvement; and Barriers to Collaboration. The presentation will include a summary of the results of the three projects and the future work plan for the program.

Within conventional copper and nickel-copper sulfide smelters, ladles of molten matte are fed into converters. These converters blast oxygen-enriched air into the matte, thereby eliminating iron and sulfur. The converting reactions are exothermic and, indeed, the converter heat balance is often a limiting consideration on the smelter throughput. If a portion of the matte were fed in solidified (granulated) form, this would support higher oxygen enrichment, and lower volumes of converter offgas, allowing higher throughput. This approach is not applied in conventional smelters, partly because of the copious amounts of water that must be evaporated in typical granulators, as in the Kennecott-Outotec process. The current paper recalls a waterless matte granulator that had been pioneered in the 1990’s, and is applicable to conventional smelters. A mathematical formulation is presented that can be used in the context of simulation-based optimization, to estimate the size and impact of waterless matte granulation.

This report describes the materials flow of mercury in the United States. It examines the mining and production of mercury and the manufacturing, uses, and ultimate disposal of mercury. Materials flowcharts were prepared for 1989 and 1990. An effort was made to include estimates for all major anthropogenic sources including fossil fuel combustion, waste incineration, and nonferrous metal mining operations. Mining and mineral processing released about 100 mt/yr of mercury to the environment in both 1989 and 1990. The combustion o ii fu1s released 175 mt/yr in the same years. The manufacturing, use, and disposal of products containing mercury accounted fix the release of 1,037 mt of mercury in 1989 and 938 mt in 1990. The manufacture of chlorine and caustic soda was a major source of recycled mercury, but it was all reused within the industry. Recovery from all waste products accounted for 36% of reported consumption in 1989 and 42% in 1990. The losses from manufacturing and end use have been declining, whereas mercury emitted from combustion sources has not been strictly regulated and will likely become the largest source of mercury releases to the environment.

"To overcome the problem that scoroditeis not stable in neutral and alkaline solutions, we proposed and investigated a synthesis method of scorodite coated in-situ with hydrated ferric oxide in the Fe(II)-As(V)-H2O system at the initial Fe(III)/As(V) molar ratios larger than 1.0.The synthesis was carried out at 90?,pH 1.5 under atmospheric pressure. During the synthesis, oxygen gas was conducted and bubbled into the system to oxidize Fe(II) ions into Fe(III)ions, and Na2CO3aqueous solution as neutralizing agent was added controllably into the system for keeping the pH constant at 1.5. In this study, three samples of scorodite were synthesized at the controlled initial Fe(II)/As(V) molar ratios of 1.0, 2.0 and 3.0, respectively. The characterizations of the samples by HRTEM, TEM/EDX, and chemical composition indicated that the particle surfaces of scorodite synthesized at the initial Fe(II)/As(V) molar ratio of 2.0 and 3.0 were coated in situ by a film of hydrated ferric oxide with the thickness of several nanometers, while the sample synthesized at the initial Fe(II)/As(V) molar ratio of 1.0 was uncoated scorodite. The TCLP and long-term leaching for the toxicity characteristic of the samples showed that scorodite coated in situ with hydrated ferric oxide was stable in a wide pH range from 3.0 to 10.0, with the arsenic concentrations in the leaching solutions less than 1.0mg/L. Nevertheless, uncoated scorodite was unstable under the conditions from weak acidity to alkalinity, with the arsenic concentrations in the leaching solutions larger than 5.0 mg/L.INTRODUCTIONArsenic pollution is a challenge for environment and health and has been an important issue for scientists (Hopkin, 1989).Arsenicis commonly associated with ores or concentrates of nonferrous metals, mainly as independent arsenic bearing minerals such as arsenopyrite (FeAsS), tennantite(Cu12As4S13), enargite (Cu3AsS4), cobaltite (CoAsS), and gersdorffite (NiAsS), realgar (As2S2), orpiment(As2S3), etc.(Matschullat, 2000; Mandal & Suzuki, 2002; Long & Peng, 2012). In the nonferrous metallurgical processes, arsenic is enriched mainly in such arsenic bearing materials as various flue dusts, residues, and anode slimes, which results in the accumulation of arsenic in the system owing to the circulation of those arsenic-bearing materials back to the system and the pollution to the environment (Harris, et al, 2003).In addition, the utilization of arsenic is limited and has been decreasing owing to its toxicity and carcinogenicity. Therefore, arsenic has to be removed from those arsenic-bearing materials and discarded safely (Dutrizac & Jambor, 1988; Monhemius & Swash, 1999; Drahota & Fillippi, 2009).In this case, how to immobilize arsenic has become a difficult problem which must be solved. Among the methods of immobilizing arsenic which have been proposed and investigated, immobilizing arsenic into a stable mineral to fix it, has been realized as a promising method and becomes a research focus(Dutrizac et al, 1987; Dutrizac & Jambor, 1988; Demopoulos et al, 1995; Fujita et al, 2008a; 2008b).Scorodite has been known as one of the best minerals for immobilizing arsenic, owing to its high stability under weak acidic condition, the arsenic content as high as 32wt%,and good crystallinity benefiting the separation of solid to liquid(Daivid et al, 1999; Zhu & Merkel, 2001). Scorodite can be synthesized from arsenic containing solutions under both hydrothermal and atmospheric conditions, and a lot of work has been done on the synthesis of scorodite and its leaching stability characterization (Filippou & Demopoulos, 1999; Gomez et al, 2011).Two plants for the immobilization of arsenic as scorodite have been putin to operation in Chile and Japan, respectively (Filippou & Demopoulos, 1999; Amir et al, 2016)."

Underground mining operations tend to have higher operating costs than surface mines. When metal prices decrease, profitability is jeopardized due to the high costs. Therefore, mining management harnesses new practices that increase operational efficiency. One way to manage this challenge is to invest in new mine planning practices. Stope layout optimization as a part of underground mine planning aims to identify a portion of the orebody in the form of production volumes (stopes) to maximize profit under roadway and stope dimension constraints. In this paper we propose a novel approach based on identifying ore-rich areas of the deposit and prioritizing their extraction through an iterative heuristic clustering approach. The proposed approach is compared with and validated by an exact method through a small mining example. The heuristics produced nearly identical results in a very short time. Finally, a case study was carried out using a larger data-set. The cluster-based iterative approach generated nearoptimal stope layouts in a computationally effective manner.

This paper presents a theoretical investigation on the ionic equilibrium of Fe(III)?Ni(II)?H2SO4?H2O system. A non-ideal speciation model is developed to calculate the concentration distribution of iron and nickel species in a mixed ferric and nickel sulphate aqueous solution over the pH range from 0 to 4 and temperature from 25 to 100°C. A series of speciation diagrams for iron and nickel species is plotted with the effects of ionic strength and temperature on the equilibrium constants being taken into account. The ionic strength-dependent equilibrium constant is treated through a semi-empirical Vasil'eV equation, which is based on an extended Debye?Hückel theory. A Helgeson model is applied to extrapolate the equilibrium constant to elevated temperature. The ionic equilibrium reactions are described by a group of numerical equations containing the temperature and ionic strength-dependent equilibrium constants, which are solved by the Newton-Raphson method. The speciation model is also applied to estimate the hydrogen ion activities and corresponding pH values. The calculated pH values are in agreement with the experimentally measured pH, and are compared to literature data and pH values produced by the Visual MINTEQ® program (a computer code for the calculation of chemical equilibrium in natural aqueous system). This investigation provides a deep insight into the ionic equilibrium behavior of a mixed metal sulphate aqueous system which commonly occurs in hydrometallurgical processing. There is no conclusive data and because of its extreme importance to the Free World, the subject is greatly discussed. Opinions range from those presented by Paul Tyler in his article "Russia's Mineral Potential," June issue of MINING ENGINEERING to those of Norman C. Stines, presented herewith. Mr. Stines is a consulting mining engineer of Los Gatos, Calif. He was in Russia, China, and Manchuria from 1909 to 1918 as a mining executive. From 1917 to 1919 he served as assistant military attache Intelligence Branch U. S. Army in Petrograd, Russia.

Important reserves of nickel ore occur in the Levies district in Oriente, Cuba. The area is mountainous and mostly covered by heavy vegetation. The ore bodies comprise surface tracts of nickeliferous laterite underlain with decomposed serpentine of ore grade. The Cuban Nickel Co., a wholly owned United States Government corporation, owns a plant for leaching the nickel from its ores at Nicaro, Oriente, Cuba, Between December 1943 and March 31, 1954, 5,902,225 short tons of ore was treated, with a recovery of 116,206,519 pounds of nickel (52,711 metric tons). In 1953, 1,330, 224 short tons of ore was mined and 27;"3,129 pounds of nickel produced. The Cuban Nickel Co. also owns a townsite, with the necessary facilities, mining equipment, and 11 miles of railroad. Ore for the plant has been produced from the Ocujal-San Juan claims on lends owned by the Nicaro Nickel Co., a sub¬sidiary of Freeport Sulphur Co. The Government enterprise is man-aged by the Nickel Processing Corp. The Cuban Nickel Co. has denounced mineral concessions and has purchased other claims from private owners.

The location, features, qualities, and extent of iron occurrences and the associated resources--limestone and dolomite, bentonite, coal-lignite, petroleum and natural gas, power, and water--are evaluated. The results of pioneer beneficiation tests on South Dakota taconite are discussed. In addition, pertinent features of taconite development, cost factors, the Western and Central United States trade area and markets are reported. The State's production of iron ores until 1963 has been small and for purposes other than the manufacture of iron. This investigation disclosed the probability of large resources of taconite in Pennington and Lawrence Counties. The average iron content is 29 percent, and a 65-percent or better iron concentrate might be produced. Ample resources are available for mining and processing taconite. An investment of at least $26 million would be required for a plant capable of turning out 1 million tons of agglomerated iron concentrate per year. The feasibility of such an enterprise is indicated, but intensive investigation and research must be completed to justify such an investment.
