The following report is published for the information of the members: Meetings. Two meetings for the reading and discussion of papers, etc., have been held during the year 1907-namely, the Ninety-second meeting, held April 16 to 20 in New York, N. Y., and the Ninety-third meeting, held July 23 to 30 in Toronto, Canada. The proceedings of these meetings, including descriptions of the entertainments and excursions connected therewith, have already been published and distributed to the members of the Institute; the New York meeting in Bi-Monthly Bulletin, No. 15, May, 1907, pp. 541 to 559, and the Toronto meeting in Bi-Monthly Bulletin., No. 17, September, 1907, pp. 847 to 875. In addition to these " Proceedings," there were also published in Bi-Monthly Bulletin, No. 15, May, 1907, an illustrated description of the United Engineering Society building (p1 vi. to xxvi.), and a record of the exercises attending its dedication, including the addresses of Andrew Carnegie, Arthur T. Hadley, Samuel Sheldon, Frederick R. Hutton, John Hays Hammond, and T. C. Martin (pp. xxxviii. to lxv.). At the New York meeting, 43 papers and- discussions were presented, and the names of 297 members and guests were registered at the Institute headquarters., this number, however, does not represent all who were present at the sessions and excursions. At the Toronto meeting, 23 papers and discussions were presented. The number of members and guests registered at the Toronto headquarters was 191, which doubtless does not include the names of all who were present at the sessions, or took part in the numerous excursions and visits around Cobalt.

SO much has been written about African, and particularly about Northern Rhodesian, copper during the past two years that I feel safe in assuming that you are familiar with the general background of the Rhodesian picture. Therefore, I will confine myself to certain of the high lights in connection with the history, geology, development, ore reserves, and contemplated mining methods in this relatively new and highly important copper field., Unlike most of the other great orebodies of the world, the Roan Antelope mine was not discovered by the hoof of a starving prospector's faithful burro; nor even, as its name might suggest, by a well-placed kick of protest from an antelope stumbling over a malachite outcrop. Late in 1905 an English prospector named Collier, traveling in the N'Dola district, came upon some natives using a green powder for medicinal purposes. Closer examination of the powder revealed that it ' was ground-up malachite. Collier endeavored to persuade the natives to tell him where they obtained this medicine, but' for a long time without success, because of the general feeling among the natives that they did not wish to reveal the resources of their land to the white. Finally however, - he persuaded- brie 'of-the elders to at" least take 'him part way toward, the- place where the malachite was supposed to occur. The bid took him, to a point on the lower regions of the Luanshya river and there left him with the instructions that if he followed the stream up toward its.

"By cyclic voltammetry and potentiostat electrodeposition using Potentiostat/Galvanstat, electrochemical behavior on Ag electrode in electrolyte 0.2M NaOH+0.01MPb(NO3)2-0.01M TeO2 -0.01M TlNO3 solution were also carried out at 298K. The processes of electrodeposition of Tl2Te3 and PbTl4Te3, a thermoelectric material, are reported along with analysis of the composition of the obtained deposits. The results showed that two different underlying processes are occurring depending on deposition potential. One process involves the reduction of TeO3 2- and Tl+ to Tl2Te3 in a potential interval of -0.70V < E < - 0.89V (vs. Hg/HgO). A second process at more negative reduction potentials involves reduction of TeO3 2-, Pb2+ and Tl+ to PbTl4Te3 in a potential interval of -1.02V < E < - 1.19V. The crystalline Tl2Te3 and PbTl2Te3 were deposited electrochemically on Ag substrates at -0.84V and -1.10V respectively. Thermoelectric (TE) material can form a temperature gradient across the material to make electric voltage, which is popular in waste heat utilization and recovery industry. Lead telluride, PbTe, is a small band gap semiconductor of 0.32eV at 300K. PbTe can change its n-type semiconductors with Pb-rich to p-type semiconductors with Te-rich[1]. And it is one of the best TE materials used in thermoelectric generators working between 500K and 600K, or even at a higher temperature of 800K.Three facto,rs play a role in the performance of a thermoelectric material: electrical conductivity (s), thermal conductivity(?), and the Seebeck coefficient (S). These can be combined with absolute temperature (T) to give a figure of merit (ZT) for the material, ZT = s2sT/?. By increasing the electrical conductivity and decreasing the thermal conductivity, which can enhance the ZT value, many efforts, such as alloying with other elements and making the materials nano-sized, have been done to improve its properties recently. Hsu et al. reported that the ZT value of Cubic AgPbmSbTe2+m is increased to 2.2 by doping Ag-Sb to PbTe.[2]."

Primary economical deposits of rare-earth elements (REEs) are exhausting all over the world, and it has become necessary to find new sources and methods for their extraction. In addition, increasing the application of REEs in modern technological society has increased its demand globally. One of the important movements to compensate for the future shortages of critical metals is the recovery of REEs from recyclable materials. This paper presents a review of the classification and extraction methods, as well as general applications of REEs with emphasis on secondary sources such as coal and coal byproducts, iron ore tailings, apatite, and phosphate byproducts. An overview of the current state of knowledge on the various methods of REE beneficiation and extraction is covered. These methods include physical separation, as well as hydrometallurgical and bio-hydrometallurgical techniques. The application of these REE extraction techniques for enhanced recovery has been driven primarily by the unique industrial application of these important elements. This paper further explores the existing and potential environmental challenges associated with REE extraction. The authors have presented a wide array of literature, in-depth discussion of the subject, and a succinct summary of processes and relevant case studies.

The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d&apos;Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party&apos; will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. It is greatly to be desired, both in behalf of the Institute and in recognition of the many courtesies to be extended on the trip, that the excursion party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. For those who cannot join in the entire trip, it may be possible to provide special Pullman accommodations after leaving Yellowstone Park. In order to make the necessary arrangement, however, the names of members and guests contemplating this partial trip should be sent at once to Theodore Dwight, 29 West 39th Street, New York City. Tantalum is a rare element ; estimates indicate that there is less tantalum than gold in the earth's crust . After remaining a laboratory curiosity for many years , it was used to a limited extent and for relatively few years (1903- 1911) for incandescent electric-light -bulb filaments . Another wave of interest in tantalum appeared when its electrolytic-valve action was taken advantage of in charging storage batteries , especially for radio work . Tantalum chargers were eventually displaced by other types of chargers , but for a time they were manufac tured in sufficiently large numbers to create a demand for the metal and to bring about its production on a commercial scale in the United States . As tantalum became available in larger quantities and at substantially lower prices , and as high prices for platinum encouraged the employment of tantalum as a substitute , the metal was put to many new uses . Ferrotantalum was made and sold before the World War , and patents have been taken out for a number of special alloys for industrial purposes , but probably the largest use for the metal to-day is in vacuum tubes .

The paper reviews the evolution of electrolytic zinc, describing some of the major obstacles that have been encountered and overcome. The chief remaining limitations of present-day standard practice are: Difficulty of obtaining high extractions, especially from low-grade and complex ores; filtration troubles, if ores contain much soluble silica; and irregularities in electrolysis, if more than certain limited amounts of antimony, arsenic, cobalt; etc., are present in the ores. These factors dictate a relatively high-grade plant feed, thus subjecting the electroytic-zinc process to the same kind of limitations as the zinc smelter. The "high acid process," in which both acid strength and current density are raised to about four times the usual figures, is described. This system concentrates both plant and operations, allows a simple type of flow sheet, and. minimizes some of the difficulties above mentioned. The large-scale operation of the process is described. SOME time ago, at a meeting of the Institute Prof. J. W. Richards1 said, "I take exception to the statement that all the factors in the production of electrolytic zinc were known long ago. There is possible in my opinion an improvement of perhaps 50 per cent. in the new electrolytic processes." An examination of the literature of the subject will show the justness of Professor Richards&apos; contention. The work of the earlier investigators was carried on in the shadow of difficulties that, today, are hardly more than memories. We seldom hear now of zinc sponge, that bête noir of the electrolytic-zinc pioneers. Zinc sponge, was the name given to a peculiar, soft, black, non-adherent form of zinc deposit that was utterly useless for melting into ingot form. At the big plant at Cockle Creek, New South Wales, in 1897, Edgar Ashcroft2 said that the solution in the plant would suddenly, and without ascertainable cause, go "bad" and begin to deposit spongy zinc. The most delicate, even spectroscopic, methods of analysis were unable to detect any difference between "good solution and "bad" solution; either form might change to the other on being kept for a while. This paper presents one of a series of digests of foreign mining legislation and curt decisions that is being prepared in advance of a. general report relative to the rights of American citizens to explore for minerals and own and operate mines in various foreign countries. This interpretation of the mining legislation of Madagascar was prepared from the best information (in French) available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it dill be referred through the courtesy of the Department of State. INTRODUCTION The basic mining law of Madagascar is the decree of 1923, signed at Rambouillet by the President of France on July 19, and published in the Journal Official de Madagascar et Dependances. It has been modified by a number of subsequent laves and regulations, generally of minor importance.

In 1987 the control strategies at the then ZC Mines&apos; New Broken Hill Consolidated concentrator were a miscellaneous mixture of computer hardware and technology for ISA, grinding and residue thickener control. Field instrumentation was based on current-to-air technology of approximately the 1960s. Decisions were made to rationalise computer and field instrumentation technologies; the object being to consolidate control loops into one system to enable expansion of the system to include all facets of plant operation. The first stage was to install a DEC Micro PDP 11/23 computer and serial line communication as recommended by AMDEL Ltd, for the ISA system, as discussed by Walsh and Freeman (1988). The second stage was to select and install a distributed control system for the centralisation of the control loops into one system, and to replace field instrumentation with state-of-the-art technology. This paper deals with the second stage of the rationalisation, in an attempt to give an insight into what is required when personnel are faced with such a decision, details of costs involved in keeping a system functioning and utilised; and the requirement to train personnel for acceptance of further control strategies.

For a criterion to be useful it must either demonstrate directly the role of exhalative processes in the formation of a deposit or describe a unique attribute of exhalative deposits. Few of those employed in previous investigations entirely satisfy either condition. The limitations of three of the most frequently employed criteria are illustrated by studies of the geology of the King Island Scheelite deposit in Tasmania.

Utilization of belt air in underground coal mines has been discussed extensively during the last decade. The Final Report of the Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining formed by the Mine Improvement and New Emergency Response (MINER) Act of 2006 recommends research on leakage, use of booster fans, and escapeway safety. This paper discusses the role of ventilation modeling in evaluating primary escapeway pressurization in a three-entry development system to improve emergency escape in a coal mine using belt air. The intake entry of the National Institute for Occupational Safety and Health (NIOSH) Bruceton Experimental Mine was pressurized using a 1.1-m (42-in.) diameter, 37 kW (50 hp) fan. The work details air movement in the simulated three-entry system and the resulting leakage patterns. Three mine ventilation software packages were compared to analyze their performance in predicting the airflows and leakage conditions with different fan settings. NIOSH researchers found that the measurement results correlated well with the results of modeling.

This paper summarises the lessons learned during a recent carbon reactivation kiln upgrade project at the Sukari Gold Mine in Egypt. The kiln is being replaced to ensure that the plant achieves full value from the current throughput expansion from 5 to 10 Mt/a.The suitability of the original engineering design criteria for kiln selection and the adequacy of the original kiln are reviewed in the light of the carbon chemistry, operating experience and a site inspection of the kiln. Particular aspects of the reactivation facility are discussed including: predrying, preheating, feeding, gas seals, kiln heat transfer, steam injection, counter-current sweep gas flow, carbon cooling, fines minimisation and removal.Design criteria for a carbon predryer, reactivation kiln and cooler combination for carbon heavily fouled by high molecular weight frothers and collectors are discussed and the abridged Ausenco datasheet for the combination is presented.Responses to a request for a budget price sent to most of the worldÆs suppliers of carbon regeneration kilns are summarised.CITATION:Claflin, J K, La Brooy, S R J and Preedy, D, 2013. The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

"IntroductionThe Key Lake uranium-nickel deposits are located within a Mineral Lease centred at latitude 57 ° 12' north and longitude 105 °39' west along the southeastern rim of the Athabasca sedimentary basin in northern Saskatchewan, approximately 240 km north of La Ronge (Fig. 1). Access is provided by an allweather provincial highway from Pinchousc, situated about 200 km to the south, and a private airstrip maintained at the mincsitc.These deposits have been developed by Key Lake Mining Corporation on behalf of the Saskatchewan Uranium Joint Venture. Participants in the joint venture include Saskatchewan Mining Development Corporation (50%), Urancrz Exploration and Mining Limited (33 1/3 %) and Eldor Resources Limited (16 2/3 %).Considerable geological work has been conducted on the Key Lake orebodies and reported in summary papers published by Dahlkamp and Thn, (1977), Dahlkamp, (1978), Gatzweiler eta/., (1979) and Kirchner el a/. , (1980). However, intensive geological research is ongoing, particularly since many problems regarding ore genesis and controls remain unresolved . Exploration History and DevelopmentThe events (Gatzweiler eta/., 1980) which led to the discovery of the Key Lake ore bodies began in the summer of 1971 by following up on the reports of airborne radiometric anomalies and anomalous radon values in the Zimmer Lake water situated approximately 5 km to 6 km to the southwest. This work succeeded in locating a few high-grade uranium and nickel-bearing boulders associated with esker material. An integrated program, consisting of various geochemical and geophysical surveys along with diamond drilling, culminated in the discovery of the Gaertner orebody during July 1975. Subsequent fence drilling across the strike extensions of this ore structure located the Deilmann deposit, approximately I km to the northeast, in June 1976"
