Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

"INTRODUCTION AND SUMMARYDuring the latter part of 1943 a magnetometric survey was conducted by the Geophysical Division of the Bureau of Mines at the mine, Putnam County, N. Y., in an endeavor to locate a segment of the body that reports state was cut off by a fault. The Mahepac mine was abandoned about 1895 after producing nearly 1,000,000 tons of high-grade magetite iron ore. The results of the investigation indicate the termination of the ore body by ""pinching"" or a displacement of such magnitude as to place any extension at a considerable distance the original ore body. This report describes the work done on the project and presents the data obtained. ACKNOWLEDGMENTSThe Bureau of Mines has been investigating deposits of critical and essential minerals in the United States and Alaska since 1939. The Mahopac mine was visited by W.T. Millar, an engineer of the Bureau of Mines, on June 5, 1943, accompanied by Dr. William Agar of the Federal Survey, and again on July 29, 1943, accompanied by Dr. A. F. Buddington and H.F. Hawkes, both of the Geological Survey.The mineral investigation was under the general supervision of Paul M. Tyler, formerly regional engineer, Eastern Region; J. D. Dr. Roussey Roussev The use of chemical additives on grinding is of significant importance considering the high energy consumption of grinding processes. My research indicates that the dispersant approach explains the effects, in this particular case of wet grinding. Further, the dispersant approach combined with torque measurements give the possibility of clarifying the mechanisms involved when using grinding aids. I find the conclusions derived from the data obtained to be correct and useful for grinding. In general, I agree with the explanations. However, I would like to discuss several additional points that I consider to be important, and in the same time to mention some of my own results from investigations similar to those presented in the study under discussion. The "bed volume concept" and the change of slurry viscosity explain adequately the data plotted on fig. 3, in conjunction with Figs. 1 and 2. However, the significant increase of the average torque in the case of 83% solid with XFS-4272 introduces the necessity of establishing the optimum of percent solid when dispersant is used. For example, the optimum percent of solid for different materials varies. One of the reasons is the material's mass density. On the other hand, it is necessary to determine the concentration of the chemical used. Because of this, it would be interesting to know how the cited concentration was selected. The supportive discussion and verification by Dr. Roussev, with results similar to that of the paper, is appreciated. I will try to answer the additional questions he has raised. To begin with, the mill was fitted with six lifters of approximately one-quarter inch height. There has been extensive lab and plant level work to understand downstream influences of using dispersants like XFS-4272*. In sulfide ore processing, which is the area in which most industrial scale testing has been performed with this approach, neutral to positive influences have been observed. For example, positive effects (e.g., increased recovery) have been noticed in flotation operations involving ores that have a tendency to produce excessive slimes upon grinding. (1) Also, the use of a dispersant has been shown to demonstrate a positive influence on classification by improving the sharpness of separation and preventing a decrease in d50 value that usually accompanies increasing flow rates to classifiers.(2) The biggest potential downstream problem is in thickening, which at the dosages involved, has not been a problem in plant scale usage. The commercial price of dispersants like XFS-4272 is quite variable depending on source, concentration, etc, but a typical cost of XFS-4272 to achieve a 10% increase in throughput in industrial mills has been between 20 and 35- US per ton of feed ore (1981).

William Kent, New York, N. Y.:—The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is an admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly gives the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation of the headings of the address, grouped as below, shows this most clearly. Work of the Mechanical Engineer—Rock-drills, hoisting-machinery, tramming, pumping, ventilation, dredging, Sampling, concentration, briquetting, fume-recovery. Work of the Electrical Engineer—Electric machinery for hoisting, pumping, tramming, lighting and signaling, electric transmission, electric smelting. Work of the Chemist and Metallurgist—Explosives, chlorina-tion, cyanidation, roasting, lead-smelting, and copper-smelting. Work of the Geologist—Economic geology. Work of the Mining Engineer—Mine-mapping, surface-mining, timbering, tunneling; and planning and supervision of the work in general. Para el desarrollo de dicha labor, el servicio de geología y minería desarrolló un programa de investigación auxiliado con observaciones de áreas de alteración en el sector Sur de la faja de Cobre, entre el valle de Pisco y el valle de Cháparra. Como consecuencia de estos estudios, se detectó 10 áreas anómalas, cuyos rangos varían a fuertemente anómalos, permitiendo definir la existencia de posibles depósitos o áreas mineralizadas.

"This project analyzed the efficiency of incorporating the use of directional drilling technology into coal overburden blasting. Directional drilling is currently in use in the petroleum industry and it is believed that it will be a valuable asset in the mining industry. This project has shown that directional drilling can be a viable technology for use in the coal overburden removal process resulting in increased drill utilization and potential for cost savings. Future work regarding blasting and geotechnical evaluation should be performed to solidify the concept. INTRODUCTION Determine the Potential Drill Utilization Improvements and Rock Fragmentation Requirements Using Directional Drilling in a Coal Mining Overburden Highwall Application was a project funded by Atlas Copco Drilling Solutions (Atlas Copco) based in Garland, Texas. The project was developed and researched by Montana Tech of the University of Montana. This project was intended to show how the use of directional drilling can increase drill utilization, while decreasing costs, without sacrificing overburden blasting results. This paper discusses a review of the literature, the methods performed, conclusions and future work Background Atlas Copco theorized that an alternative approach to drilling a cast blast pattern would be beneficial to coal mining operations by increasing drill utilization and therefore, decreasing overall costs. Increasing drill utilization results in an increase in the amount of time the drill is being productive, more drill bit time in ground. Atlas Copco’s theory is that by incorporating directional drilling in the design of a cast blast pattern, a drill rig could drill multiple directional holes, which are the length of the cast blast, from a single drill set up. A drill goes through a series of steps to complete a blast pattern, these steps include: tramming to the hole location, leveling the drill, drilling the hole, cleaning the hole, and retracting the drill steel. This process is repeated hundreds of times until the whole pattern is completed. The most time intensive part of this process is drilling out the blast pattern. Integrating directional drilling into this process could decrease the overall time it takes to drill out a blast pattern by minimizing the amount of time spent tramming and setting up for each subsequent hole. Tramming and drill set up are two aspects of the drilling process where the drill tool is not engaged with the ground and, therefore, not being utilized. A cast blast pattern designed to utilize directional drilling will allow the drill tool to be “in the hole” longer and will improve drill utilization. This change in drill utilization was analyzed. Drilling and blasting is an integral part of the mining process, without it mining would be a slower process and less material could be mined. Drilling provides holes for explosives to be loaded and then blasted. Blasting has been found to be the most cost effective method of fracturing rock in mining for material removal. Blasting is also used as a low-cost method to move the rock in open cast mines, commonly referred to as cast blasting. A cast blast is a large blast designed to allow for the maximum amount of overburden to be removed using explosives in a single blast thereby uncovering more coal at a lower cost. Not all the material is blasted to cast-to-final, which requires that material to be moved with large mining machinery. Material that is considered cast-to-final is material that has been thrown far enough to never be moved again in the coal extraction process, therefore it is in its final resting place. A typical cast profile and cast-to-final area is shown in Figure 1."

This report presents the results of a demonstration of the technical, economic, and environmental feasibility of hydraulic borehole mining of shallow oil sands. Borehole mining offers a method for extracting the oil sands with minimal disturbance to environmental quality because (1) no overburden is removed, (2) no waste rock piles are required, (3) the tailings can be backfilled into the borehole cavity, (4) the ground water quality should be undisturbed, (5) a closed-loop water system can be employed so that no surface streams are polluted, and (6) surface subsidence can be minimized by backfilling the mined cavities. This project consisted of two concurrent tasks: mining operations and environmental monitoring. To generate the environmental impact, nearly 1000 tons of oil sands were mined from two boreholes. Water quality and ground subsidence were monitored. No significant changes occurred in the chemical composition of the process water, indicating that the borehole mining process does not dissolve the mined material. The average subsidence in the immediate vicinity of the boreholes was about 1/2 inch, although some points were noted to be slightly elevated. In general, the amount of subsidence increased with time and decreased with distance from the bore-hole. A mining cost analysis was used to project an estimated cost for production mining of about $38 per barrel of oil.

The value of Alabama's nonfuel mineral production in 1983 was $361.3 million, an increase of $61.9 million over that of 1982. The increase reversed a downward trend that started in 1980 and established a new record high for value of nonfuel minerals in the State. Output of most nonfuel minerals increased to some degree with unit value increases creating the record-high value year. Cement, clays, lime, sand and gravel, and crushed stone were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; fourth in ferroalloys, dimension marble, common clay, and fire clay; fifth in bentonite and kaolin; and sixth in masonry cement and lime.

"Rare earth permanent magnets (REPM) have become virtually indispensible in hundreds of applications including aerospace, automotive, electronics, energy, medical and military. An understanding of REPMs is important since they are key drivers of demand for the overall rare earth sector. Rare earth permanent magnets stand out due to their superior magnetic properties of high induction and coercive force. We will discuss the past, current and future of the permanent magnet market and supply chain. We will summarize present and potential new nanocomposite and lower content or non rare earth magnet technologies and customer options which may mitigate rare earth usage.INTRODUCTIONRare earth permanent magnets are ubiquitous and often unseen critical components in many civilian, green energy and military technologies. They have become imbedded in applications such as hybrid electric vehicles, computer hard drives, direct-drive high power wind generators, audio speakers, motors, energy conversion systems, most weapons systems and hundreds of other uses. Several rare earth elements including neodymium, samarium, dysprosium, praseodymium, terbium and gadolinium are essential ingredients in production of the highest performance magnets available in the world today. They have enabled vast miniaturization and the significant increase in power density in hundreds of applications.China has become the dominant source of rare earth elements over the last two decades. Today, nearly 100 percent of the world’s rare earth metals and more than 95 percent of the rare earth oxides come from China. China’s near worldwide monopoly on the production of downstream materials such as rare earth oxides, metals and magnets severely impacts the supply chain in this growing global market. The past decade has seen an unmistakable trend toward increased dominance in raw material production and manufacturing by China, and a steep decline in U.S. production capabilities, most notably in the neodymium iron boron (Nd-Fe-B) market where there is currently no domestic production. This Chinese dominance is further demonstrated with over 65 percent of hard ferrite and roughly half of aluminum nickel cobalt (Alnico) and samarium cobalt (Sm-Co) production in that nation (Figure 1). In addition, China has imposed export quotas and export taxes of up to 25 percent for rare earth elements, arguably in violation of their covenants made with their protocol of accession to the Word Trade Organization. These export quotas have been decreasing steadily over the last several years in spite of rising global demand and were slashed by 72 percent in July 2010 (Bradsher, 2010) causing many recent news stories."

A survey of electromagnetic noise reports was performed and a summary of the results are given. Industrial concerns were surveyed for techniques to minimize the effects of electromagnetic noise and are presented. The common types of communication links used in mines today are presented. A mathematical development was presented which determines the probability of bit errors versus distance for various types of communication links designed for in mine use. The probability of undetected errors for the protocols of the communication links is given together with burst error detection.

"INTRODUCTION Mica is found in Georgia from the Fall Line in the central part of the State to the Valley and Ridge Province in the northwest. During the past 3 years, Georgia has been one of the chief producers of dielectric mica in the United States. Since January 1945, when prices were reduced, mining has decreased until practically no sheet mica is being recovered at present.The main mica-bearing regions in the State may be classified into three districts: The Thomaston district comprising Upson, Lamar, and Monroe Counties; the Ball Ground district, comprising Cherokee and Pickens Counties; and the Hartwell district, comprising Hart and Elbert Counties. There are numerous mines and prospects in all of these districts. All have been visited from time to time by engineers of the Bureau of Mines and by members of the Federal Geological Survey. The Federal Survey has made detailed maps and reports on all of the most important ones.This report will deal with five of these properties on which the Bureau of Mines has diamond-drilled.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Air quality is a big topic of discussion in regional mining communities as well as urban environments situated close to port terminals handling bulk solids. Community perception of poor air quality can significantly affect the reputation of the mining operation and handling facilities. Dust monitoring for regulatory compliance relies on using a handful of accurate but very expensive sensors, usually situated at the boundary, relatively far from the activities that generate the airborne dust. These reference monitors measure dust leaving the site but dust mitigation and management on-site largely relies on operator judgement. At a fraction of the cost, small wireless solar powered units can be used to supplement reference monitors in real-time. Due to their compact nature, portability and low price, these units can be implemented on a mass scale to increase spatial resolution of dust measurements and, more importantly, in much closer proximity to both the dust generating activity and the sources of dust. This can provide valuable insights into the origins and timing of dust generation thus producing datadriven decision-making while minimising subjectivity. Similarly, light detection and ranging (LiDAR) is another supplemental technology that can be used to increase the spatial resolution of dust measurements in near real-time, however, the cost of commercial systems even exceeds that of regulatory monitors. LiDAR also presents difficulties in quantifying dust plume concentrations. This study presents learnings of implementing both technologies for dust emissions management. Several low-cost sensor units and a fast-scanning custom-built 3D LiDAR system operating at a range of 1.5 km with a resolution of 1.5 m were deployed on a surface mine to monitor dust emissions from different activities. The project explores the use of real-time sensor data to quantify LiDAR measurements in parallel with integration into mine planning. The approach can assist in prioritising dust mitigation activities thereby reducing instances of emissions exceedance and minimising water use through databased and targeted application. Demonstrated is an opportunity for a step-change in industry best practice as well as commercialisation and operationalisation of the method across different industries, including future mineral extraction.

"Powerful mining systems typically generate high-level noise that can damage the hearing ability of miners. Engineering noise controls are the most desirable and effective control for overexposure to noise. However, the effects of these noise controls on the actual hearing status of workers are not easily measured. A tool that can provide guidance in assigning workers to jobs based on the noise levels to which they will be exposed is highly desirable. Therefore, the Office of Mine Safety and Health Research (OMSHR) of the National Institute for Occupational Safety and Health (NIOSH) developed a useful tool to estimate the hearing loss due to occupational noise exposure in a systematic way and evaluate the effectiveness of developed engineering controls. This computer program is based on the ISO 1999 standard and can be used to estimate the loss of hearing ability caused by occupational noise exposures. In this paper, the functionalities of this software are discussed and several case studies related to mining machinery are presented to demonstrate the functionalities of this software. INTRODUCTIONPeople regularly exposed to noise can develop hearing loss at different levels of severity depending on a number of factors. The resultant hearing loss can affect one’s ability to understand speech, learning, acoustic signal perception, or appreciation of music. Hearing loss caused by overexposure to noise has long been recognized in literature. However, it still does not get serious attention by those working in noisy environments because the loss of hearing ability is a gradual process and workers are often unaware until the damage becomes an apparent problem. In the United States, occupational hearing loss is one of the most common work-related illnesses. Depending on the definition of exposure and impairment, in 2012 the National Institute for Occupational Safety and Health (NIOSH) estimated that there are between 5 and 30 million workers in the U.S. who are exposed to noise levels at work that put them at risk of hearing loss.4 In the mining industry, noise-induced hearing loss (NIHL) is particularly severe due to the fact that heavy-duty machinery is widely used to improve production efficiency, and this machinery can generate much higher-level noise than the permissible level defined by regulation. As a result, the mining sector has the highest prevalence of hazardous workplace with high noise exposures (76%) among all industrial sectors."

P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent comparative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging. "This information circular discusses drilling and blasting in open-cut iron-ore mines and is one of a series of papers describing iron-ore mining practices in the Lake Superior district to aid in preventing accidents in that industry.The Lake Superior district consists of the Marquette and Menominee ranges of Michigan, the Gogebic range of Michigan and Wisconsin, and the Vermilion, Mesabi, and Cuyuna range of Minnesota. Open-cut mines produce 8o percent of the iron ore mined in the district; 98 percent of the total Lake Superior district open-cut ore is produced in Minnesota and 2 percent in Michigan. The entire Wisconsin iron-ore production is from underground nines. The Mesabi range in Minnesota produced 93 percent of the open-cut iron ore and 76 percent of the total iron ore in the district in 1947.During the 8-year period 1940-47, 619,000,000 gross tons of iron ore were shipped from mines of the district, or 85 percent of the United States output. Approximately 78,000,000 gross tons of iron ore were shipped from the mines of Minnesota, Michigan, and Wisconsin in 1947.This paper is based primarily on observations daring the period July 1947 to March 1948. Thirty-two open-cut mines were visited; 28 on the Mesabi range, 3 on the Cuyuna range, and 1 on the Marquette range. In 1947, 36,100,000 tons of iron ore was shipped from these 32 mines, or 59 percent of the open-cut ore and 46 percent of the total iron ore shipped from the district. During 1947 about 90 open-cut iron-ore mines were operating in the district, and the annual production of each ranged from 25,000 to 10,000,000 tons.Many recommendations included in this paper for improving safety and preventing injuries to employees were taken from Bureau of Mines Information Circular 7387.Data were collected under the direction of Frank E. These formations are designated by one commonly applied name, ""iron formations.""4/The Mesabi range in northern Minnesota, about 70 miles northwest of Duluth, was opened to mining in 1892; it is the largest single source of iron ore in the United States. It is 75 miles long and, because of the gentle dip of the ore formation, it ranges in width from 1-1/2 to 3 miles.5/ The ore formation, which is nearly horizontal, has a maximum thickness of about 450 feet and is covered by a glacial drift that ranges from 10 to over 100 feet in thickness. La mayor parte de las máquinas de colada continua de palanquillas que utilizan buzas calibradas y lubricación con aceite se operan con alta velocidad de colada en secuencias largas, obteniendo alta productividad. Muchos de ellos todavía practican la inyección de aluminio en el molde, para desoxidar el acero líquido sin riesgo de obturación de las buzas. También es todavía usual la práctica de “pescar” la nata que se forma en el menisco. Las salpicaduras del chorro de cuchara contribuyen a la formación de chanchos en el repartidor, requiriendo el lanceo con oxígeno. Alternativamente, diversas plantas prefieren utilizar tubo de protección entre cuchara y repartidor y protección con gas inerte del chorro del repartidor al molde en todos los grados de acero colados con buza calibrada. Se hace una comparación entre ambas prácticas desde los puntos de vista de inversión, costo operativo, seguridad, productividad y calidad.
