This paper describes the Federal Government assistance available for northern mining development. The paper commences with a discussion of why the Federal Government should give assistance to northern mining development. It then uses a hypothetical case of a company which has a property it wants to develop to list the sectors within the . Federal Government that would have to be consulted in order to obtain federal financial assistance. The paper also outlines the type of information a company must be willing to provide the government in order to qualify for such assistance.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. This study evaluates selective environmental impacts of two distinct in situ mining techniques. In situ leaching of uranium, porphyry copper and native copper and in situ borehole (slurry) mining of uranium, sandstone, and pebble phosphate ores are the techniques and minerals investigated. The potential impacts onsite in the desert southwest (porphyry copper), Michigan (native copper), Texas and Wyoming (uranium), and Florida and North Carolina (phosphate) are addressed and discussed. The study emphasizes those impacts which are unique to in situ solution leaching and borehole slurry mining. Impacts which are characteristic of all construction projects in the general geographical areas investigated, such as socioeconomic effects on surrounding communities and site-specific impacts, such as rare and endangered species, are beyond the scope of this study. For each of the in situ processes and associated ores investigated, the physical and chemical characteristics of the systems are described, the toxicity of the leaching solutions are presented, and the potential impacts on the environment are developed.

This paper describes work conducted as part of an overall research project that aims to identify current and emerging trends in the development of automation and remote mining technologies, and to provide an operator-centred perspective to the design and deployment of such systems. More specifically, this paper outlines a research and development process being constructed to examine the issues of the human skills and capabilities required to operate or maintain automated/remote controlled mobile mining equipment. A human factors approach presented here, where the focus is upon designing equipment interfaces to fit operators, rather than purely designing and deploying the equipment based on a technology-centred approach. However, the importance of training to help develop the required skills and capabilities is also emphasised.The work built on a full review of the literature about the effects of automation in mining and elsewhere, extensive interviews with different stakeholders in mining automation and recognised best practice regarding designing for the human element in automated systems. The human element research and development process proposed is in four stages, ranging from understanding the tasks involved in both manual and automated equipment operation through to user trials to ensure that the automated systems are acceptable to operators and are fit for purpose.It is outside the scope of the current paper to present the full data collection described by this four stage process, but an overview of what will be collected is presented. As such, this paper focuses on the broad methods being developed, rather than the specific results to be obtained. The ultimate objective is to apply a broad ‘technology assessment’ approach to the design, deployment and evaluation of automated mining technologies, in particular by considering the user-centred design implications of these technologies.

"Gas dispersion plays a fundamental role in froth flotation. Gas dispersion in flotation is quantified by using four properties: gas velocity, bubble size, gas hold-up and bubble surface area flux. Gas dispersion measurements were conducted in three flotation cells: TankCell 1, TankCell e300 and TankCell e500. The measurements reported in this paper were carried out exclusively in two-phase systems using only water and air at frother dosages exceeding the Critical Coalescence Concentration (CCC) in order to prevent bubbles from coalescing. The measurements conducted in TankCell 1 and TankCell e500 were conducted by Outotec specialists, whereas the characterization of TankCell e300 had been conducted earlier in 2008 by a team from McGill University. When working in two-phase systems and under non-coalescing conditions, gas dispersion characteristics measured in different scales can be compared directly. The measurements conducted in TankCell e300 are taken as a base line in order to compare the performance of TankCell e500, whereas TankCell 1 is a pilot-scale flotation cell which is used in rotor testing. The gas dispersion properties in TankCells were found to be affected by the air flow rate and rotor tip speed. Bubble sizes (d32) measured on the three-size scale seem to be within the same range of 0.6 mm to 1.6 mm. It was noted that the bubble size was influenced by rotor tip speed and gas velocity. In general, as the rotor tip speed increased, the bubble size decreased and as the gas velocity increased, so did the bubble size. The rotor tip speed also has an impact on the hold-up; in general, as the rotor tip speed increased the gas hold-up also increased but the influence of air flow rate on gas hold-up was greater. Bubble surface area flux was found to vary between 40 and 85 1/s. As the gas velocity increased, the bubble surface area flux also increased."

During sonic logging quality control testing of the drilled shaft foundations for the replacement bridges crossing the Broad and Chechessee Rivers for SC 170 in Beaufort County, South Carolina, irregular signals were observed on a consistent basis near the shaft top elevations. These irregular sonic signals were attributed to access tube ?debonding?, which is the separation of the access tubing from the surrounding concrete. A total of 160 drilled shafts were installed for this project, of which 41 were evaluated using sonic logging testing. Both PVC and steel access tubes were used during the project to allow for sonic logging testing. This paper details the investigation of access tube debonding with time, discusses the solutions used to minimize access tube ?debonding?, and presents the results of the sonic logging testing for the entire project. The solution selected, installation of PVC along the pile length and steel access tubing within 40 feet from the top of shaft, allowed for reliable sonic logging to effectively evaluate the upper portions of the drilled shafts.

INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

"Current mine control stations are either single-position systems with high engineering effort or all-in-a-box solutions with low integration possibilities of third-party devices. Above all, both approaches are cost-intensive and not feasible for small companies. This paper shall be an inspiration of how to enhance the productivity and monitoring of an existing mining system in a modular way by introducing a proven technique of the ongoing digital revolution: A Wi-Fi network based on the communication protocol OPC UA. The starter kit consists of a single-board computer, a WLAN access point and any electronic sensor. INTRODUCTION The majority of the European mining industry is run by small and medium deposits (Europe Geology, 2017). This is due to the fact that most ore mines in Europe are widely distributed within the continent, are generally small and additionally they are often steeply inclined. Such ore bodies are normally mined with underground mining methods and must be excavated with high selectivity because of their small thickness. That is why the economy of scales, higher efficiency through bigger machines, cannot be used in most deposits in Europe except for lignite mines. It is important to find an alternative possibility to improve the efficiency of European mines for making them competitive internationally. For cost optimization and profit maximization it is necessary to use the trends of industry 4.0 and to broadcast these into the mining industry to reach a technological advantage. The goals of the EU within the Horizon 2020 funded project are to shorten the actualisation of the mine and block model to hours, improve the communication with Through the Earth (TTE) via very- or ultra-low frequency for long-time monitoring of the abandoned workings, and develop a cost-effective mine control station for optimization of mining processes in Small and Medium Enterprises (SMEs) as well. This paper deals specifically with the new approach for data acquisition, transmission and visualisation of a mine. SCADA AND ERP IN MINING There are already many Supervisory Control and Data Acquisition (SCADA) and Enterprise Resource Planning (ERP) programs on the market, but these are normally not developed for the mining industry. At the moment this leads to three options. • To hire a system integrator, who shall build a complete control station for one mine that requires a high amount of knowledge in programming and cannot be maintained by the mining company itself. • To buy different types of out-of-the-box systems, whereby every system can include some of the used technology. In this case a huge amount of project engineers and operators – at least one per system and shift- is required. • To buy every machine and program from one company including the service contracts."

O setor de mineração gasta milhões de dólares com a utilização de combustíveis fósseis nos seus mais variados processos, como, por exemplo, em fornos de pelotização. Paralelamente a isso, a humanidade está produzindo cada vez mais resíduos e nestes existe um potencial energético que não pode ser negligenciado devido a situação de grande demanda em que se encontra a sociedade. Assim, a reciclagem energética desses resíduos pode aliar os conceitos de sustentabilidade e economia. A utilização de resíduos como fonte energética pode, assim, além de gerar uma grande economia ao setor, aumenta significativamente a contribuição ambiental do mesmo. Portanto esse trabalho faz uma análise de viabilidade do uso de resíduos sólidos, que são transformados em combustíveis fluidos através das tecnologias da gaseificação e da pirólise, para utilização em fornos de pelotização de minério de ferro. Diferentes tipos de resíduos são propostos. Foram realizados alguns ensaios para se obter a capacidade energética desses materiais. Os resíduos se mostraram altamente energéticos e uma excelente alternativa à demanda industrial.

"Trolley lines used in connection with electric haulage in mines are a source of danger and many lives have been lost by men accidentally coming in contact with the wires. Usually the wires in metal mines are sufficiently guarded to prevent men from touching them with their person or by pieces of steel which they may be carrying or their shoulders, while walking along the level. However, it is difficult to guard effectively the wires at loading chutes along the haulage ways and in spite of safe guards, chute tappers have been electrocuted through loading bars accidentally touching the trolley line.To overcome this danger the Calumet & Arizona Mining Co., at Lowell, Arizona formely used a hinged V-shaped trough made of 1-inch by 6-inch lumber, that was dropped over the wire in front of the chute, when the cars were being loaded. This arrangement interfered with the easy operation of the chute, and a cut-out device for the trolley line was devised by W. R. Gibson, chief electrician for the company. This cut-out is efficient easily constructed and roes not interfere with the operations at the chutes or with the motors operating on the same level.When the cut-out is open the electric current is carried past the gap by an insulated wire on the opposite side of the drift. A hinged board drops down over the ends of the trolley guard when the slide is open and Prevents anything touching the live wires. About ninety of these cut-outs are now in use in the mine,The levels under the scopes are timbered with drift sets placed 5 feet apart, and the loading chutes take up the space between two sets. All trolley wires in. the company's mines are carried 6 feet above the rails and guarded by two 1/2 by 6-inch boards placed on either side of the wire."

Recent advances in ruggedised industrial control system technology and architecture in combination with latest technologies in the fast-evolving 3D LiDAR sensor sector becoming available have enabled the implementation of sophisticated automation algorithms for mining equipment such as bucket wheel reclaimers, as published by the authors in the peer reviewed AusIMM 2019 Iron Ore conference proceedings. This paper provides an overview of a second use case for such automation technology in bulk material ports integral to iron ore operations. The real-time 3D machine-vision based port automation system described in this paper was originally developed for the BHP-Mitsubishi Alliance’s (BMA) Hay Point port. The system has seen deployment at other major mining and general ports in Australia, such as at Dalrymple Bay Terminal (DBT) (shown in Figure 1) managed by Dalrymple Bay Infrastructure Management (DBIM), Hay Point, Queensland. Overbreak occurred inevitably in a tunnel excavation, is the main factor for increasing cost and period in tunnel projects. Furthermore the damage to the remaining rock mass related to the overbreak can give rise to a serious safety problem in tunnels. As a rule of thumb, causes for the overbreak are inaccuracy in drilling, the wrong design of blasting and selection of explosives, and heterogeneity in rock mass. Specially, the geological features of the rock mass around the periphery of an excavation are very important factors, so a lot of research has been conducted to describe this phenomena. But the geological rockmass classification for the overbreak and the method for decreasing the overbreak have not been fully established. Besides, the technical improvement of the charge method is needed as explosives for the smooth blasting have not functioned efficiently. In this study, the working face around periphery of an excavation has been continuously sectionalized to 5~ 6 parts, and the new Blastability Index for the overbreak based on 6 factors of RMD(Rock Mass Description), UCS(Uniaxial Compressive Strength) JPS(Joint Plane Spacing), JPO(Joint Plane Orientation), JPA(Joint Plane Aperture) and FM(Filling Material) is proposed to classify sections of the working face. On the basis of this classification, the distance between contour holes and the charging density are determined to minimize the overbreak. For controlling the charging density and improving the function of explosives, the New Deck Charge(N.D.C) method utilizing the deck charge effect and detonation transmission in hole has been developed.

Abstract. Study on nonlinear damage localization process of rocks under water chemical corrosion is a more interesting topic in rock mechanics research world widely. It is very important in estimating long term stability of rock engineering, design of nuclear waste repository and its performance estimation, geothermal and petroleum development. This paper reports that new development of study on the topic, including methodology, results of meso-mechanical test, real-time CT scan test and acoustic emission test, temporal fractal behaviors, neural dynamic modeling and chemical-induced damage law, etc. This paper also discusses the research directions of the topic in the near future. Zusammenfassung. Untersuchung zum durch die chemische Corrosion induzierten Schaedigungsprozess ist einer der Trends im Gebiet der Felsmechanik. Sie ist zugleich ein sehr wichtiges Forschungsprojekt u.a. fuer geotechnische Langzeitstabilitaetsanalyse, Langzeitsicherheit eines Endlagers, Erdwaerme- und Erdoelfoerderung. Dieser Aufsatz stellt die neusten Entwicklungen in den folgenden Teilgebieten zusammen: Untersuchungsmethoden, Laborversuchsergebnisse der Mikromechanik, der Computer-Tomographie und der akustischen Emission, zeitabhaengige Fraktaleigenschaften, Modelle fuer die Nervendynamik sowie Modelle fuer chemie-induzierte Schaedigungen. Zum Schluss werden kuenftige Forschungsschwerpunkte bzw. –richtungen diskutiert. Résumé L’étude du processus de la localisation de l’endommagement du à l’érosion chimique est un thème d’actualité pour la mécanique des roches. Elle est également un sujet de recherche d’importance dans l’évaluation de la stabilité à long terme des ouvrages rocheux, l’analyse du system de stockage des déchets nucléaires et l’évaluation de son comportement, l’exploitation de l’énergie thermique et pétrolifère, etc. Cet article présente le développement actuel dans ce domaine, incluant la méthodologie d’étude sur le processus de la localisation de l’endommagement dû à l’érosion chimique, l’analyse des essais mécaniques avec l’observation microscopique, du balayage en temps réel (CT), et de l’émission acoustique. On aborde ainsi modèle des caractéristiques fractural du temps, le modèle de la mécanique dynamique neural, ainsi que la loi de comportement d’endommagement dû à l’effet chimique. Enfin, les perspectives relatives à ces études sont présentées et discutées.

FIVE days, extending from Monday, Feb. 18 to Friday, Feb. 22, inclusive, will be required for the annual meeting this year. The first fours days will be devoted to reading and discussion of papers, general and committee business meetings, two lectures, luncheons, dinners and all the pleasures of a big, general reunion. The fifth day will be given over to an all-day excursion for both men and women by special train to West Point, in celebration of the birthday of the first President of the United States. Washington having been an engineer and now after one hundred and thirty-one years the country having selected as President another engineer in the person of Herbert Hoover, our own past president and honorary member, it is proposed to celebrate with a good old-fashioned picnic and inspect the school. The authorities at the Military Academy have undertaken to welcome the engineers and do whatever they may to make our pilgrimage notable. Other social features planned for the week are numerous. Luncheon will be served as usual at the building each day of the meeting to all members and guests. This year a very nominal charge will be made, primarily to overcome deficits due to irregular attendance. Monday noon, the Non-metallic Minerals Committee will lunch at the Engineers' Club and in the evening the Milling Methods Committee will dine there. The Annual Smoker will be held at Hotel Astor after dinner. Professional entertainment of high order is promised, but not too much to interfere with the numerous group reunions that characterize this func- tion.

In Huoqiu region of Anhui Province, Fe2O3 occurs mainly in the form of specularite. Besides quartz, the gangue minerals include iron-bearing silicates such as chlorite and sericite which account for about 10% of the total gangue. The separation effect of conventional collectors is poor in the flotation of the minerals, that is, the average grade of iron concentrates is only 60-62%. Using the developed amphoteric collector can successfully realize not only the separation of specularite from various gangue minerals with results of iron concentrate grade above 65% and iron recovery of above 80% but also low temperature flotation at 15°C.

Crystalline Mg(OH)Cl and amorphous Mg2(OH)3C1 were successfully isolated from a hydrolyzed molten salt electrolyte sample in this work, It was found that the chemical form and crystallinity of the hydroxylchloride were controlled by the cooling rate of the molten sample when it was taken. Crystalline Mg(OH)Cl could only be obtained by cooling the molten electrolyte sample at a rate not faster than 0.6 °C/min, Upon more rapid cooling, the hydroxylchloride species precipitated as Mg2(OH)3Cl, The behavior of these solid hydroxylchlorides when contacted with fresh and non-hydrolyzed molten electrolyte at 550°C was also examined, It was found that the Mg(OH)Cl rapidly dissolved in the hot electrolyte and did not decompose into MgO at that temperature as would be expected from the literature, The dissolution rate of solid Mg2(OH)3Cl was found to be so slow by comparison that it resulted in the complete decomposition into MgO which thereafter was incorporated into the electrolyte as a suspended solid phase rather than dissolution.

This Bureau of Mines report presents results of a detailed study of water usage in the Wyoming mineral industry along with projections for the future In 1964, the mineral industries of Wyoming used 20 billion gallons of new water, nearly all self-supplied, and reused 72 billion gallons, a total usage of 92 billion gallons. Consumption amounted to 2.8 billion gallons. About one-half of the 20 billion gallons of new water was obtained from [srface] sources and the rest from ground water. Reported costs, covering power and maintenance, for the self-supplied new water at mineral industry operations ranged from less than 1 cent to 20 cents per thousand gallons and aver-aged 8 cents. At one mineral-related operation, water was hauled by truck to supplement a well supply. The cost was $2.00 per thousand gallons delivered. However, the supplemental requirement was only 10 gpm. Cost figures for the recirculation of water, covering power and maintenance, averaged 2 cents. In terms of water usage, the value of product for the entire industry was $25 per thousand gallons of new water intake and about $180 per thousand gallons consumed. The study revealed that Wyoming has a water deficiency but that the shortage is less severe than in the arid Southwest. Projection of the water needs of the Wyoming mineral industries indicates that the demand for new water will increase from the 20 billion gallons used in 1964 to 25 billion gallons in 1980, a 25-percent increase. The projected new-water requirement for the year 2000 is 40 billion gallons, a 100-percent increase compared with the 1964 figure.
