I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. Electricity is a major cause of lost-time accidents and fatalities in the mining industry. Major hazards and unsafe practices that contribute to electrical hazards are identified in this paper. Recommendations for reducing electrical accidents in surface mining are given and are directed toward the following three areas: preventing equipment contact with overhead lines, preventing maintenance related accidents, and defining system protection techniques.

GENERAL INTRODUCTION Electrostatic separation has found a number of applications since its initial installation as a processing method. Three broad types of electrostatic installations are discussed in order to provide a practical guide for three widely divergent uses of electrostatic separation. Only operating and installation data are covered in detail. A detailed technical treatment on the various types of electrostatic separation described in this paper can be found in the literature by F. S. Knoll, J. B. Taylor and J. E. Lawer.8, 9 ELECTROSTATIC SEPARATION OF IRON ORE: WABDSH MINES, CANADA Introduction Electrostatic roll-type separator technology which had been in use in various forms since the 1920's evolved in the late 1940's when this separation process was developed and applied to the extraction of titanium bearing minerals from beach sands by J. H. Carpenter. Equipment design and industrial flowsheets developed for the recovery of rutile and ilmenite found new application in iron ore by chance in the year, 1956. From the time of the first beach sands plant, Carpco had developed other technology, gravity and magnetic separation to better serve the beach sands industry. It was in the fall of 1956 that an iron ore producer from the upper Michigan Peninsula sent a sample of jaspilite (fine-grained specular hematite in a jasper matrix) to Carpco's laboratory for the purpose of determining if a new high-intensity magnetic separator would be beneficial. Process Development W. P. Dyrenforth, while presenting a paper on the subject in the fall of 1957, recounts the laboratory tests. "High-intensity magnetic separators have been employed (for the beneficiation of iron ore) with some success and are still being investigated. Magnetic separation is a natural field of investigation, since iron and magnetism have been almost synonymous since ancient times. As a matter of fact, when Carpco first began investigating the possibilities of upgrading specular hematite, the first thought was in terms of magnetic separation; and the second thought was in terms of gravimetric separation. Coal mines in the Illinois Basin have not engaged in pillar recovery for many decades. In large part, this is due to the exceptionally weak nature of much of the roof in the region. But, as room-and-pillar mining is conducted at greater depths, and larger pillars become necessary, recovering them becomes more attractive. Recently a western Kentucky coal mine became the first in recent times to successfully employ full pillar recovery. This paper describes the many challenges that were overcome during the process. From the beginning, the focus was on protecting the miners from roof instability, using cable bolts, mesh, mobile roof supports (MRS), and engineered final stumps. Two short test panels were extracted first, and the results were used to adjust the support pattern and mining sequence. Further adjustments were made based on subsequent experience. To date, seven panels have been recovered without a ground fall injury.

Air pollution control in primary aluminum smelter . Various processes are known for air pollution in electrolysis plants. Mainly two systems have to be taken into consideration: -Treatment of concentrated gases collected directly from hooded pots. This is normally achieved by either dry or wet process. This is not the object of this paper as these processes have been already described. -Treatment of low concentrated fumes. A certain amount of gaseous and solid fluoride (35 % of total fluor pollution) goes out of the hooded pot. Gases commonly called secondary fumes are generally treated by wet process. The object of 'this paper is to describe two plants with specific treatment for secondary fumes. 1/ A plant in operation in Vlissingen (Netherlands) for PECHINEY. 2/ Presentation of tests carried out by a specialized Company. The results of such tests have been used for the design of the scrubbers presently under construction for ALUMINIO ESPANOL San Ciprian (Spain).

Originally constructed in the 1930s, the 1-mile-long Sumner Tunnel is 31 feet in diameter and carries traffic deep below Boston Harbor, connecting Boston and East Boston. This project includes both design and construction for the rehabilitation of the nearly 100-year-old tunnel. The primary work includes repairing advanced deterioration at the tunnel crown with new precast arches that will add protection and strengthening. The restoration also consists of upgrading the tunnel systems, including permanently removing 75% of the existing exhaust duct suspended over the roadway to improve the overall ventilation system capacity and performance.

The Organic Act of 1910 established the Bureau of Mines and gave it authority and responsibility for conducting research on separation, recovery, and recycling of waste products and scrap generated by the mineral and metals industries and the consuming public.(1)1 It was apparent to our Nation's leaders even then that mineral resources, once mined, are irreplaceable and that the development of methods for recycling the values contained in wastes would be required to solve the problem of even¬tual scarcity, Estimates of the increase in per capita consumption of mineral resources in this country indicate that the consumption of metals, minerals, and fossil fuels by 1980 will be double that consumed in 1970 (2). The United States can expect to meet its future mineral needs in three basic ways: the first is through increased production of primary raw minerals; second by increasing imports from foreign sources; and third by recycling secondary materials and metals that were formerly discarded as waste. Trackless vehicles, as the name implies, are machines not bound to rails, guide cables, or other direction controlling devices. They include, for the most part, vehicles which are wheel or crawler (track laying) mounted. Power sources may be self contained such as diesel or battery and can be defined as non-captive machines, while connected power sources such as compressed air or electric can be defined as captive machines. Trackless vehicles are used in all phases of underground excavation, loading, hauling and dumping. Early application found most machines with digging ability used to load those with payload hauling ability. As the versatility of trackless methods became more obvious the trackless vehicle has evolved to more productive machines such as the self loading haulers commonly referred to as Load-Haul-Dump equipment. Trackless vehicles find wide use in drifting and tunneling. Ability to negotiate adverse grades is especially noteworthy. Experience drawn from highly efficient room and pillar mining operations has lead to relatively wide application in drawpoint and cut and fill mining.

Although I will briefly review the current status of coal slurry pipeline technology, I wish to make it clear that this is not a technical paper. It is intended instead to review the current situation on energy resources and requirements, and the environmental, political and economic considerations that mandate a serious consideration of Slurry pipelines as a viable mode of coal transportation into the Georgia and Florida markets. In order to more fully appreciate our current energy situation, it will be helpful to go back a few years and review the evolution of our so-called energy "problem." It was about two decades ago that the first and only major natural gas transmission pipeline was built into the State of Florida by Florida Gas Company. This line was conceived and implemented during a time when gas was plentiful and cheap, and it appeared at that time that unlimited gas reserves were continually being discovered, thus assuring the availability of a clean, cheap fuel and the ,viability of the pipeline system. One of the major factors justifying the original pipeline construction as well as subsequent expansions was a series of long-term commitments under which Florida Gas transported natural gas owned by electric utilities for use as boiler fuel. Thus for the past 20 years Florida industry, commerce, and domestic fuel requirements have been met either directly or indirectly through clean, cheap natural gas which would not have been otherwise available without the pipeline system.

Virtual reality (VR) is a concept in which the human experience of perceiving and interacting with a computer-modeled environment is achieved through the use of sensors and effectors. It is an advanced form of computer graphics. The images are generated based on where the user looks and how the user moves. As personal-computer-based (PC) instruction gains acceptance as an innovative approach to providing safety training, VR can provide a multisensory, rather than merely a multimedia, mode of presentation. New technology continues to be introduced into the mining industry to meet the productivity needs of coal and noncoal producers. There is also an increased need for more innovative training of mine workers. New technology and equipment designs often affect the basic causes of accidents. For example, the development of cabs and canopies for underground coal-mine equipment has reduced the number of accidents related to roof falls and rib rolls. However, safety-training specialists then had to focus on the machines themselves, because the modifications had the potential for causing "pinch-point" accidents. In fact, although the overall physical demands on mine workers have diminished, there has been an escalation in the concerns about trauma from repetitive physical activity. Thus, health-and-safety training specialists have shifted their atten¬tion to the recognition, evaluation and control of workplace hazards (Hancock and Hill, 1995). Recognizing that the spatial relationships of a workplace convey more information about hazards when experienced rather than described, trainers agree that simulation is the method of choice. Unfortunately, until recently, simulation systems were either simple software programs that did not come close to portraying the real experience or were complex hardware systems (such as flight simulators) that did, but at a cost of millions of dollars (Fritz, 1991). However, researchers and training specialists are excited about an emerging approach to work-force education based on virtual reality. VR is also described as cyberspace, immersive simulation, artificial reality, telepresence, virtual environment or virtual world (Meyer and Dunn-Roberts, 1992; Peterson, 1992). It represents a group of concurrent advances in computer and interface technologies. They enable an individual to interact in a multisensory way with a computer-generated environment. To achieve this, a typical VR system incorporates a computer that contains the necessary databases for producing realistic images and audio; a head-mounted display (HMD) or screen for viewing the images; and a three-dimensional controller, joystick or data glove for interacting with the computer-generated environment. If virtual reality is to become an effective tool for the safety training of mine workers, its attributes will have to be measured against other forms of delivery. Accordingly, Carr (1992) listed the following areas in which VR should be considered the method of choice: ? When training mistakes would be costly. ? When the necessary environment cannot be experienced in the real world. ? To build interfaces that are sensible and can be manipulated. ? To make training situations really "real." ?To make perceptible the imperceptible.

"The Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD), is continuing its High-Energy High-Displacement (HEHD) testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement, and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link fence, welded-wire mesh, and combinations of these products. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can be used by the practicing engineer to evaluate installed support based on visual observation of cracking and deformation. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to quantify the stability of installed shotcrete support. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD) is continuing research on the behavior of shotcrete when used as the surface support component in mining ground support systems. Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often used to accomplish this (see Figure 1). Maintaining support pressure during ground deformation is key to the performance of these systems, and to ensuring miner safety. However, the toughness of a ground support system–the ability to maintain strength over large deformations–is difficult to quantify. Researchers at SMRD have responded to this deficiency by designing a full-scale test device, described previously by Martin et al. [2015a], and beginning a testing program to assess the behavior of shotcrete surface support reinforced with a variety of products including: fibers, chain-link mesh, welded-wire mesh, spray-on polyurea liners, and combinations of these products. The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). The necessity to protect the environment can limit mining activities and make some areas less attractive for the prospecting and exploration of mineral deposits. In Poland, the main environmental factors that restrain Irumng are: 1. Regional A Protection of the landscape B. Protection of ground water from contamination and depletion 2. Local A Conservation of fertile soils B. Conservation of forest resources C. Preservation of natural, cultural, and historical monuments The regional factors listed above that can limit mining are presented on a map of Poland. These data, combined with maps of known and potential mineral deposits, make it possible to delineate general levels of limitation for various mining-related activities varying from "no existing environmental limitations" to "no allowed industrial activity" As an example, a compilation of such data is presented for lignite exploration and mining in Poland. Lignite deposits occur within Upper Paleocene to Upper Miocene clastic strata at depths ranging from a few to 300 m. The thickness of the lignite is generally a few meters, but can locally reach over 100 m within grabens. As a result, the overburden-to-lignite thickness ratio varies from less than 1 to over 20. Within the same Tertiary strata, and within overlying Quaternary strata, several aquifers exist that produce good quality water that may be contaminated or depleted during lignite mining. The protection of these ground waters is the main factor limiting lignite mining and should be addressed in mining and environmental policy and planning.

After OSHA published a Notice of Proposed Rulemaking on August 5, 1983, to revise its standards for Underground Construction, many contractors and their representative associations became concerned by the sweeping changes in the proposed rule. After reviewing all of the evidence and testimony on file with OSHA, the contractors presented extensive written and oral testimony to the Department of Labor in Washington, D. C. to help insure that the final published rule would be effective without jeopardizing the economic viability of the industry. The results of those efforts, the entire OSHA rulemaking process, and the opportunity for the construction industry to participate in that process will be discussed.

Modified contact grouting was introduced almost 15 years ago as a methodology combining traditional contact grouting and consolidation grouting to address groundwater infiltration into hard rock tunnels that utilize cast-in-place concrete as permanent tunnel support. This process has been used on additional tunnels (since initially presented) as a measure to mitigate both groundwater infiltration and exfiltration. During this time, self-sealing grouts have been developed and have been added to the process to further reduce groundwater infiltration that occurs through cracks and discontinuities within the concrete liner itself. This modification is presented and additional results from the grouting process are discussed.

In May of 1996, Twentymile Coal Co. began Longwall mining in the Foidel Creek Mine's East Mine District. These Longwall panels are some of the longest in the world (5.48 km/18,000 ft) with very difficult and challenging geometry. The conveyance system is 1,800 mm (72 in) wide, has a 4,500 mtph (5,000 stph) capacity and employs multiple tripper drives. The trippers include traditional powering designs as well as unique regeneration and braking designs. Several components were developed specifically for this application including a mobile tail brake. Control algorithms were carefully developed and tested via computer modeling. A world production record was achieved in the third month of operation and over 1 million tons were mined in June 1997.

Rapidly rising gas and oil prices and the falling quality of coal is forcing energy users in many parts of the world to consider the application of low grade fuel, particularly coal, for steam raising and power generation. However, the use of such low grade coal is normally resisted by the consumer because of operational problems associated with high ash content, sulfur emission and, in some instances, slagging problems caused by low melting temperature constituents in the ash. Recently developed technology involving 'fluidized bed combustion' offers a potential solution to these operational problems. Much of the early work was conducted in Britain, where rig tests were commenced during the early 1960's. This has led on to the successful conversion and operation of a fluidized bed fired industrial boiler at the Renfrew works of Babcock & Wilcox Ltd. Orders for the first commercial boilers incorporating this technology have recently been announced. Significant development work on fluidized combustion is now being undertaken in various parts of the world, in particular North America, Germany and Japan, and the first large scale units are under construction or being commissioned. This paper concentrates on the development of the technology in Britain, outlines the reasons for applying fluidized bed combustion and de-scribes its application at atmospheric pressure for steam raising and at elevated pressure for power generation . Coal Processing Consultants is a Partnership between the National Coal Board and Babcock & Wilcox Ltd. of Britain and has been established in order to provide technical advice and economic evaluations on all aspects of coal processing and utilization. The Getchell Mine is located in Humboldt County, Nevada, approximately 70 km northeast of Winnemucca. Slope management has been a critical factor in the feasibility of mining operations since they began in the early 1930's. Although underground entries began in 1937, underground production was limited because hanging walls consisting of clay gouge and crushed rock tended to collapse into the workings. Controlling these collapses required extensive timbering. Due to these poor ground conditions, surface open-pit mining was the primary mode of production from 1938 to 1967 with only minor contributions from underground operations. Mining was suspended in 1967 due to economic pressures. From 1960 to 1967, the previous operator mined the property in three open pits. Initially, these pits were constructed with footwall benches, but these failed. These failures were aggravated by construction of 60° slopes in footwalls with shale partings dipping into the pit at 43° to 60°, resulting in large planar failures and wedge failures. In response, the previous operator adopted a slope parallel to the bedding planes.

Recently, the President of the Portland Cement Association, Robert D. Maclean, gave the keynote address at the Rock Products Eighth International Cement Industry Seminar. He said, after listing the seven plagues our industry is suffering, "none of these items I have listed is a sales or marketing problem. Further, none is a problem that can be relegated to long-term study by public or private research agencies. They are here-and-now problems to be faced daily by producers, researchers, equipment manufacturers and consultants. THE DAY OF THE PRODUCTION MAN IS HERE." (1)
