Under its program of advancing minerals technology, the Federal Bureau of Mines has developed a laboratory apparatus for continuous separation of minerals according to their dielectric properties. The unit consists of a rotating wire grid drum electrode and a fixed curved wire screen electrode positioned 3 mm apart. By applying high voltage across the electrodes, which are immersed in a dielectric fluid medium, a high-gradient electric field is produced. The high-dielectric-constant minerals are attracted and conveyed through the separator by the rotating drum electrode, whereas the low-dielectric-constant minerals settle through the fixed electrode. In typical tests, a sample of Montana chromite ore containing 43 percent chromite was concentrated to 72 percent chromite with 90 percent recovery.

In modeling of hindered-settling bed separators, the published separation mechanisms are based on differences of particle density and size distributions, without the details of complexity of particles-liquid interactions. A fluid dynamic model for the separator is developed using Euler-Lagrange approach of Computational Fluid Dynamics (CFD). Fluid motion is obtained from solving the movement of liquid governing equations. The damping effect on flow pat-terns caused by the movement of particles resulted in liquid-particle coupling is included in the model. Effects of particle size, and particle density compositions, feed rate, feed water flow rate, upward fluidizing water flow rate, etc., are simulated in the 2-D separation model. Flow pattern effects on the separation of fine particles in the separators with center downward-flow and side cross-flow feed systems are investigated.

Plans for achieving planned production rates at the Red Lake Mine High Grade Ore Zone required that the mine ventilation system be upgraded. Time constraints required that only a site assessment of the mine ventilation system be performed followed by recommendations for providing adequate ventilation conditions at the production zone. This paper describes the engineering assessment, design and commissioning of the ventilation system upgrade for achieving increased flows at the high grade ore zone. The work was successfully achieved with minimal capital expenditures and disruption to the mining cycle.

Operational and economic factors tend to favor the application of continuous processes in preference to batch processes in the majority of mineral processing applications. In this paper, the requirement for a Continuous Elution Process is established and the development of a large-scale pilot plant is described. It is based on a Continuous Elution apparatus which has a number of special features. These are the subject of various patent applications. The apparatus is suitable for adaptation to the AARL, Zadra and other methods of elution. The performance of the Atmospheric Continuous Elution System (ACE) is concluded to have significant advantages over the batch process.

The aim of this paper is to present the progress of the plan of the Greek Public Power Corporation S.A. (PPC S.A.) at the Lignite Centre of Megalopolis in Peloponnesus (southern Greece) to manage impacts on local communities in areas affected by its activities during the lignite mining operation and post-closure. The reclamation works in the waste dump areas of the mines that constitute the Megalopolis Lignite Centre, concerning the utilization of waste dumps for infrastructure community projects constructions are discussed. Moreover, selected environmental indicators concerning land use and closure and rehabilitation are presented.

This paper discusses general principles of underground opening design based on the concept that with the necessary input data regarding the geology of a site, the physical properties of the rocks, the in situ stress field in the rock and the general geometry of the underground openings, the rock formation can be classified into six major categories which are useful for design purposes. Using simple theories for the criteria of failure for rock In compression and tension, general elastic theory for stress concentration around openings and In structures, beam theory for stability of roof rock, and elementary inelastic theory for creep phenomena, basic design techniques are outlined for the various rock classifications. The need for field evaluation of the theoretical design is stressed and some general techniques that should be used in these field evaluations are discussed. Where appropriate, the need for additional studies and research is noted.

Mine information is often multi-disciplinary, dynamic and spatially complex. Different departments use the same data in many different ways, information changes over time and mines change their shape continuously. Earthworks InTouch is a radical VR-based system developed by AIMS Solutions and marketed by Earthworks, which provides a rapid and intuitive interface to a wide range of mine information. VR is used to provide an interactive and visually accurate, dynamic 3D model of the mine workings and equipment operating in the mine. Individual objects in the mine can be linked to external applications that provide up-to-date and context sensitive information. Equipment movement can be simulated or tied in to real-time survey from GPS systems for example or excavator productivity data can be extracted from a production database. The paper will highlight the major advantages of using such a VR interface to access valuable and time sensitive information.

This paper describes an experimental setup for multiple-fan ventilation systems at the ventilation laboratory of the WVU Department of Mining Engineering. Housed in a 30 ft by 70 ft room, the experimental setup consists of three 18 in. variable-speed axial-flow fans, the 18 in. diameter fiberglass tubing and fittings for arranging networks, and the pitot tube measuring and data acquisition system. The fiberglass tubing and fans can be organized into the non-planner network of two fans or three-fans. It is mainly designed for studying the characteristic curves, operating points, and fan stall for the multiple-fan ventilation system.

Several series of time-instantaneous samples were taken on a cell-by-cell basis in the flotation circuits of the Pinto Valley, AZ copper concentrator. These samples were used to calculate mass flow rates throughout the circuit using standard, deterministic metallurgical formulae and also a variety of more statistically oriented techniques. Because of the magnitude of the errors associated with the individual cell samples, the standard metallurgical formulae are not sufficient. Consequently, it is necessary to utilize some type of statistical technique capable of distributing the individual cell sample errors in such a way so as to provide a physically useful mass balance for the entire circuit. This paper explores the use of linear and least squares programming as one technique to providing credible mass balance calculations. For linear programming this was done by distributing the error using two different criteria involving specific linear programming formulations: least absolute sum minimization (which assumes an underlying double exponential distribution error structure) and minimax (which minimizes the maximum absolute deviation and assumes an underlying rectangular distribution error structure). These results were then compared to the more standard formulation of minimization of the sum of least squares which assumes an underlying normal distribution error structure. The least absolute sum approach was particularly attractive due to its simplicity of use and the ease in which repetitive calculations can be done with no user intervention.

Many times during the construction of a project, whether large or small, the engineer will become involved with management of the work and workforce. In some cases, mine management will turn over the direction and responsibility of doing the work to the engineer. Because of this, it is important to know some of the basic principles of human resource applications- among other management concerns. This chapter, therefore, looks at the fundamental principles of human resource management. Three broad discussions are presented to the reader. These are: (1) organization, communications, and responsibilities of management; (2) analysis of worker motivation; and (3) supervisory leadership. Each topic encompasses the current thinking for coal mining and mining management. Much of the information in this chapter comes from Practical Coal Mine Management, by this author and published by John Wiley & Sons, Inc., which discusses in depth many of the ideas presented here. "Pressure oxidation (POX) leaching of copper (Cu) concentrates continues to be explored as the next generation of leaching processes to sustain existing Cu Solvent Extraction/Electrowinning (SX/EW) operations as easily leachable ores become scarcer. The leach liquors produced, particularly from total pressure oxidation, contain elevated concentrations of Cu and acid, making solvent extraction processing more challenging. Addressing this challenge will require innovative processing techniques and continuous improvement to be successful in achieving satisfactory physical and metallurgical performance in the SX plant. The ability to efficiently process these feeds via SX plays an important role in the continued success of POX technology. Characteristics of a concentrate leach pregnant leach solution (PLS) are discussed, along with best practices that should be considered for processing by SX. Findings discussed in this paper will shed light on ways to reduce process risk and bring additional improvement to the industry with minimal change to the SX plant. INTRODUCTION Hydrometallurgical processing of copper concentrates continues to gain interest from the industry. Treatment by smelting and electro refining continues to dominate, accounting for ~80% of global copper production, but is faced with its own challenges. The case for increased hydrometallurgical processing has been discussed as high grade ore deposits are diminishing, capital costs for smelting are high, and the environmental aspects present challenges for sustainable practice. The hydromet copper industry is also turning a corner as easily leachable copper oxide deposits are depleting, and excess SX-EW capacity exists in certain regions. The transition to hydrometallurgical processing of copper concentrates will take a bit of effort as leaching of copper sulfides is difficult and byproduct credits must be considered. Various POX leaching processes have been studied and proposed to the industry as viable practices. Of the many processes, commercial use has been practiced with the Mount Gordon Copper Process, total and partial pressure oxidation by Freeport-McMoRan at their Bagdad and Morenci, Arizona complexes, the Sepon Copper Process in Laos, and the bioleach BIOCOP™ process in Chile. The experience related to the current paper centers around Cu concentrate leaching performed by Freeport McMoRan (known as CLP). The patented process was developed as an alternative to smelting and refining in 1998. The technology applies to both molybdenum and copper concentrates. Commercial CLP research and development began with Phelps Dodge in 1999 to 2001. The first commercial plant was commissioned in 2003 at the Bagdad operation. Initial operating conditions of the Bagdad CLP were under high temperature conditions before converting in 2005 to medium temperature conditions. In 2007-2009, the CLP technology was commissioned in Morenci, operating medium temperature and high temperature lite conditions until shutting down due to the economic downturn. The Morenci CLP restarted operation in April 2015 due to acid production benefits for the Morenci leach operations. Renewed solvent extraction test work initiated well before restart and has been an ongoing focus for further SX plant optimization."

Mine design and selection of ore processing capacity depend upon a correct estimate of the grade-tonnage distribution. The estimate must reflect what can be recovered and processed. The McCoy/Cove operation in central Nevada, USA, is a gold and silver mine. Case studies of recoverable reserve estimation for gold and silver were made using multiple indicator kriging and the log-affine variance correction. From this model, the grade-tonnage distribution was constructed. Optimal pits were generated by utilizing the distribution, and the results were compared with the pit generated by ordinary kriging. Studies indicate that the proposed method for multi-metal recoverable reserve estimation is more accurate than ordinary kriging in terms of both tons and the grade. Using recoverable reserves for mine design will maximize global recovery of mineral resources.

OUTLOOK FOR COAL UTILIZATION In 1975, about 650 million tons of bituminous coal and lignite mined in the United States was used to meet 55% of the primary energy input for electric power generation and 26% of the total industrial consumption.1 Even though this amounts to only 21% of the total energy requirements, it is believed that with the declining natural gas resources and uncertainty of liquid fuel imports, coal will assume a more dominant role in suppplying our future energy needs. A regional breakdown of the coal reserves of the United States along with their characteristics is shown in Table I. At present the United Stares Energy Research and Development Administration (ERDA) and the US Bureau of Mines (USBM) are financing extensive research programs in advanced mining methods and energy conversion processes. The increased demand for wal which may result from these research programs may also create large-scale environmental protection problems. As more and more coal is mined the production of undesirable coal fines and dust also increases proportionally. The USBM and the Environmental Protection Agency (EPA) research in this field includes development in the areas of instrumentation for qualitative and quantitative analysis of wal dust, protective devices, and dust collectors. Dust control by water sprays, steam, and foam are also being investigated. Other aspects of safety in mining include developing methane drainage techniques prior to coal mining, fire and explosion prevention, and neutralization and disposal of acid mine waters. It is the belief of coal technologists that when the emphasis shifts to coal as the primary source of energy. the existing methods of mining and preparation of coal must be improved considerably to supply large quantities of quality coal for energy conversion. It is the objective of the present large-scale research financed by ERDA to produce substitute fuels from coal. Large-scale gasification pilot plants are being constructed by Bituminous Coal Research, Consolidation Coal Co., Institute of Gas Technology, and the Pittsburgh Energy Research Center to produce coal gas of natural gas standards at 1,000 psig. The processes being adopted by these pilot plants are oriented towards recovering most of the sulfur from coal by absorbing H2S and its subsequent conversion to elemental sulfur. The environmental protection standards will be strictly followed in using the results of these pilot plants to construct large-scale coal gasification plants in the latter part of the 1970's. With the increasing awareness of the need for air pollution control, considerable research is being done to minimize sulfur dioxide emission from thermal power plants. Utilization of limestone and dolomite scrubbing systems and caustic treatment of stack gases have proved to reduce sulfur and nitric oxide emissions by about 90 to 96%.3 Currently, about 22 scrubbers are in use in the United States to reduce sulfur in stack gas emission. In the long-term, it appears that optimal combinations will be developed involving both advanced coal preparation technology and wet scrubbing. The sulfur compounds are converted either to elemental sulfur of sulfuric acid. Besides the sulfur compounds, the major byproduct of the coal utilization industry is the large amount of coal ash. The Coal Research Bureau at West Virginia University has developed a practical use for coal ash as a structural material. The coal industry will undergo revolutionary changes when coal becomes the primary source of energy. New coal mining and preparation processes will be introduced to meet the ever-increasing per capita energy requirements. 2. BENEFICATION Introduction Coal preparation, like the beneficiation of ores, is also aimed at the separation of values from associated waste. Even though the unit operations involved when enriching ores and coal are similar, there are certain characteristics unique to coal preparation. Unlike the scattered and concentrated veins of underground minera1 ores, coal is distributed uniformly and very much in abundance in the coal mines. Coal occurs as the metamorphosed sedimentary deposits of vegetable matter, while metal and mineral deposits occur in great varieties of forms, structures, and origin-from igneous to sedimentary and metamorphic. The mined coal, being much more friable than mineral ores, is subjected to less intensive size reduction operations. Ores are usually ground to a very fine size for subsequent concentration, while coal is crushed to a coarser size, since considerably less liberation is needed to achieve the desired degree of separation. Since mineral matter is to a great extent discretely distributed in coal, concentration is mainly achieved by taking advantage of differences in specific gravity between clean coal and associated waste. In general, about 90% of coal is concentrated using specific gravity separation and about 10% by froth flotation. In contrast, these operations are frequently reversed in the beneficiation of ores. In coal preparation almost all fractions separated during various stages are made use of. while large amounts of gangue material are rejected in the concentration of ores. Hence, coal generally has a much lower ratio of concentration than ores. Since ore deposits are frequently more variable and mineralogically complex than coal, beneficiation of ore may require more plant flexibility and point-to-point quality control. This characteristic difference between the mineral ores and coal is attributed to the generally used one-step processing in coal as compared to the multiple-step processing of ores. Dewatering to enhance the energy content of coal is usually considered a major unit operation. Even though thickening and filtration are common for dewatering ore concentrates and cleaned coal, vibrating centrifuges and disk filters find unique application in the coal industry for achieving these types of solid-fluid separation. In coal preparation, thermal drying is carried out in separate units at the mine. While ore concentrates are usually dried at the smelter. Although the drying of ores is seldom considered dangerous, volatile matter and combustible dust are reasons why the thermal drying of coal can be hazardous. Open air storage of ores and mined coal results in partial oxidation. Unlike the oxidation of ores, the oxidation of the pyritic and carbonaceous constituents of coal together with the heat of condensation of moisture contribute to spontaneous heating and the subsequent combustion of coal in storage. Among the other significant difference between concentration of ores and coal are the weight and capacity of processing equipment. Coal processing employs less cumbersome, higher capacity units while the beneficiation of ores usually requires much more massive and frequently lower capacity equipment. Properties of Coal Which Influence Design The widely varying and heterogeneous composition of coal, due to metamorphism, determines the preparation design and uses of the resulting products. Relationships among mine and injured miner characteristics and HSAC's degrees of injury are examined for 91,404 injuries in under- ground bituminous coal mines in the United States from 1975 through 1982. Injury severity varies by the mining system, geographical region, circumstances surrounding the injury, the injured miner's age, whether the miner was using powered equipment, the year which the injury occurred, and the location in the mine where the injury happened. Injury severity is not related to the injured miner's total mining experience, job experience, and experience in the mine in which the injury occurred.

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from a high-extraction retreat room-and-pillar operation in southern Illinois. The objective of this monitoring program is to study the inter- action between the ground surface and a structure during a subsidence event. Data from such a study should enhance the understanding of the mechanisms that produce structural damage and aid in the design of structures that resist such damage. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tiltmeter to detect and follow the tilt of the foundations caused by the mining subsidence sequence is demonstrated. Using data from this tiltmeter, the development of curvature in the foundations as they conformed to the displaced ground surface is shown. This curvature is rep- resented by differences in tilt at various points on the foundations, indicating a change in tilt over a horizontal distance. Also, even though subsidence damage has not been fully analyzed, preliminary observations of the cracks that formed in the foundations are reported. These cracks resulted in the separation of one footing into distinct pieces; therefore, their effect on the tilt readings is cited.

High speed stirred milling is a relatively new method of grinding in the metalliferous process industries. However it has been it has been in wide spread use in the industrial mineral field for over 30 years for various minerals. Many existing metallurgical operations are looking to maximize economic return from existing deposits, requiring new thinking and technologies. The operating experience of two existing copper operations will be covered to show the effect of the introduction of the Metso Stirred Media Detritor (SMD) a new type of high speed stirred mill. Both operations have derived significant metallurgical benefits from the introduction of this new technology. The benefits and process difficulties are covered and explained.

Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

Improvement of conventional flotation efficiency, separation of carbonates from apatite, recovery of phosphate values from phosphatic clay and other ways of utilizing the clay, disposal of clay slurries and subsequent reclamation of the settling areas, and conservation of resources and energy remain major challenges in the beneficiation area for the phosphate industry. These problems have been actively investigated by the industry, government agencies, and research organizations for decades with modest success. However, some recent research activities have generated promising results and possible new technologies. The dominant position of the Crago process in phosphate beneficiation is being challenged by some of the single stage processing schemes. Heavy media separation enables one producer to process a portion of high carbonate ores. Separation of dolomite from apatite by reverse flotation of carbonates with phosphate depressants showed potential for industrial application. Consolidation of phosphatic clays in mine cuts using a modified "sandwich" process is being tested. Beneficiation in the acidulation plant or grinding at the mines may be considered in the future.

Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.

"The second survey of global copper leaching operations has been completed, the data published in 1998 has been updated. A survey questionnaire was sent to 40 identified copper leach operations around the world including those leach properties still in operation that responded to the 1998 survey. This paper lists the results of 26 operations that responded to the survey. Selected information from the survey is represented in graphical form. INTRODUCTION Copper leaching was first performed by truck dumping huge monolithic stockpiles of ore and flooding the surface with leach solution or lixiviant with little understanding to the parameters that support optimum recovery of the metal. Heap leaching has evolved into a controlled process whereby a complex low grade ore is stacked in shallow lifts (under 10 m in most cases). The ore is usually crushed and agglomerated, conveyor stacked on an engineered containment system (leach pad) and irrigated in a controlled manner. The lixiviant chemistry is designed to extract the optimum amount of metal from the ore. At first glance, heap leaching appears to be simple in nature. In fact, it is a very complex process. A plethora of technologies such as material handling, environmental control, analytical techniques, solution chemistry, hydrology and many others contribute to the design and operation of a heap leach. Heap leaching requires an inter-disciplinary approach between geologists, mining engineers and metallurgists. Many operational factors affect heap leaching. The process must address climatic factors, flexible operation, quality control before and after leaching, physical characteristics of the ore, geology, mineralogy, reagent consumption, solution application rate and methods (wobblers or emitters), particle size, and favorable conditions for bacterial growth and survival. Predicting, troubleshooting, and optimization of leach recovery is a significant challenge when considering the number of variables involved and their interactions The survey updates many of these key operating parameters to the current state of the art. It should provide the reader an excellent benchmarking summary of these factors on a site-by-site basis."
