15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

The oxidation kinetics of pyrite and refractory gold concentrates in acidified ferrous sulfate solutions in the presence of oxygen-sulfur dioxide gas mixtures has been studied. The effect of temperature, pulp density and gas composition were determined. The optimum oxidation rate was obtained at 80°C and 2 percent sulfur dioxide in the gas mixture. The oxidation of the sulfide minerals is attributed to the presence of ferric ions, which are continuously regenerated by the gas mixture. The objective of this study is to find a new hydrometallurgical method to render sulfidic refractory gold ores amenable to cyanization.

With obvious signs of deterioration, the double track, historically registered Bergen Tunnels as part of the commuter rail system in New Jersey waited for rehabilitation for a long time. Serious water in filtration not only caused operational and safety hazards for the electrified rail line but also deteriorated and structurally compromised the tunnel lining. An innovative rehabilitation program was developed to enlarge the tunnel and to provide a new waterproofing system and final lining. For the rock excavation and support New Austrian Tunneling Method (NATM) principles were utilized, while water tightness was achieved by installing a PVC membrane waterproofing system followed by a reinforced cast-in-place final lining. Experienced on-site supervision generated additional savings during construction by streamlining support elements based on geologic conditions encountered.

Anionic conditioning of phosphate ores prior to fatty acid flotation is a very critical step that determines the eventual selectivity, recovery and hence the economics of the process. However the chemical mechanisms operating during this conditioning step are not established. Several studies have been conducted in the past to determine the mode of interaction of collectors with the phosphate fractions however these have been done on a laboratory scale using pure phosphate minerals. In order to test the relevance of the observed effects to plant practice in this work a comprehensive survey of plant practice was first conducted and then adsorption on flotation feed and francolite were studied under simulated plant conditions. Effects of conditioning energy and water chemistry as well as solids loading and fuel oil were determined. Most importantly, different adsorption mechanisms were found to be dominant under laboratory and plant conditions. In plant water, there was some physisorption of oleic acid on phosphate flotation feed and francolite in addition to chemisorption. However, in distilled water under laboratory conditions only chemisorption was detected. Fuel oil reduced the residual oleic acid in solution after adsorption, which explains the beneficial role of extender in phosphate flotation. The dissolved species in solution arising from the flotation feed or plant processing water are shown to clearly play a major role in determining the adsorption of oleic acid on the substrates. The study also specifically demonstrates the importance of conducting research tests under plant mixing conditions and plant water chemistry for the results to be useful commercially.

A first principle flotation model has been derived from the basic mechanisms involved in flotation. The model consists of a series of analytical equations for bubble generation, bubble-particle collision, attachment, detachment, and froth phase recovery. The model can predict flotation from both hydrodynamic and surface chemistry parameters such as bubble size, particle size, energy dissipation rate, ?-potentials, contact angles (?), etc. The model has been validated in a series of laboratory batch flotation experiments, in which mono-sized glass beads are used as feeds. The experimental results are in good agreement with model predictions both in terms of grade and recovery.

There are a number of reasons why the solvent extraction of molybdenum deserves attention: 1. The solvent extraction chemistry of molybdenum is interesting and complex, 2. The price of molybdenum is predicted to average about US$ 20.00 / pound in 2010 and, as China, India and other countries develop, the demand for specialty steels will increase putting long term demands on molybdenum supply, 3. Uranium ores often contain significant concentrations of molybdenum[1] and typically yellow cake will have a moly specification which when exceeded brings penalties, and 4. The valuable metal rhenium is a byproduct of molybdenum recovery circuits.

The use of yield index, the product of the yield and gangue rejection, for the optimization of separation processes is presented. The characteristics of the yield index are contrasted with separation efficiency calculations and applied to laboratory froth flotation and washability data. Data from continuous froth flotation tests conducted to "optimize" froth flotation using process optimization software were also evaluated with the yield index procedure.

The goal of slope mechanics is to achieve efficient and safe pit slopes. In the case of ultimate mine slopes the objective is to minimize the stripping ratio by steepening the slopes to their maximum stable limit. On the other hand, the inclination of working slopes is normally established by operating space requirements and the function of slope mechanics should be the continuous surveillance of slope conditions to assure long-term stability and to provide timely warning of impending slides so that corrective measures may be incorporated in production planning. In 1956 Kennecott instituted a program to provide the resources necessary to develop and maintain a slope mechanics capability, including technical knowledge, engineers, and instruments. Although the goal has not been fully achieved, very significant progress has been made. Other papers (3, 4, 7, 8, & 12) have described the purposes and detailed results of the most recent study carried out at the Kimbley Pit. The study has provided valuable experience and has given the industry a three dimensional picture of the stability variables that influence a mine slope. The study has better defined those areas which require further investigation and has indicated those design and analytical techniques which can be used with confidence. In effect, the study has paved the way for the next step; that of refining the design process and applying it for profit.

"Tantalum, a heavy metal with characteristics such as superconductivity and high terminal resistance, nowadays is the most efficient material for production of capacitors, which are essential for production of small electronic applications like notebooks and cell-phones. It is one of the strategic resources for information societies. With supply extracted from Central Africa (Congo / DRC), China, Australia, and Canada, it can serve as an example for sustainability efforts in the management of non-renewable resources in Developing Countries, Newly Industrializing Countries and Industrialized Countries alike. The paper analyzes the life cycle of tantalum in its environmental, social, and economic dimensions. The first section highlights the importance of tantalum, showing a demand-driven market. The second section analyzes current and future supply. The third section tackles environmental and social impacts of tantalum mining in different legislations. The fourth section especially deals with the Case of the Democratic Republic of Congo since companies have been accused of participating in a civil ‘resource war’. Section five will draw conclusions for sustainable resource management. Written in an interdisciplinary manner, the article has a bearing on economics, especially on resource economics and new institutional economics, as well as on geography. It deals with questions such as security implications of physical scarcity in rapidly growing markets. In doing so it can, firstly, be shown that information exchange in combination with reputational risks lead to a shift in extraction activities from a Developing Country (DRC) to an Industrialized Country (Australia); i.e. a ‘race to the bottom’ does not take place. This, however, does not mean that market mechanisms work properly since information exchange (especially with China) is incomplete, moral hazard still prevails, and inadequate institutions hamper development processes in an exporting country like Congo. Any sustainable resource management for tantalum not only should foster gathering and exchanging better information on environmental and social impacts, but also incentives for upstream metal recycling in industry as well as support for governance processes in Developing Countries"

Results of investigations over approximately the last 10 years by the Bureau of Mines and others on technology for recovering cell-grade alumina from domestic nonbauxitic resources such as clay, anorthosite, alunite, dawsonitic oil shale, coal ash, and coal shale are reviewed. It is concluded that, although many innovative techniques have evolved from this effort and have been shown to be technically feasible, energy and economic considerations will prevent any of the processes from competing with the Bayer process under normal conditions. Based on the Bureau's experience, some variation of clay-HCI leaching, HC1 gas sparging crystallization has the greatest potential as an alternative to the Bayer-bauxite process.

The Northside Storage Tunnel Project in Sydney includes over 20 km of TBM driven tunnels, over three km of declines and major caverns and pump rooms. The paper describes methods used for design on the project. Emphasis is given to the refinement of the use of empirical rock mass classifications, and to the use of discontinuum numerical methods. The use of empirical rock mass classifications in Sydney sandstone has usually led to conservative design because the systems are based on a random orientation of joints in the rockmass. Because the joint sets are usually oriented in a way that is beneficial for tunnelling, limits must be placed on the parameters used in the classifications system. The paper discusses these limits and the derivation of the parameters. The use of numerical methods in Sydney sandstone is discussed. Continuum methods have their uses, but discontinuum methods are preferred. The use of UDEC has been validated against a previous project, the New Southern Railway. Recommendations are given for UDEC models. In Sydney's geology, so advantageous for tunnelling, the challenges of this project have been to make the best use of the good conditions, while maintaining safety for the workforce and the future operators of the project.

Following lip on a USBM-sponsored research project, the authors have utilized the knowledge-base structure and system concepts from the Sun Sparcstation-based worker scheduling system of the Mine Management Support System to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, their availability on a shift, and work priorities for a shift as well as to allocate manpower optimally on a work shift and delineate supervisory training responsibilities. The various components of the software are described in detail, along with enhancements made to the original system.

The effects of additives, sodium hydroxide, sodium carbonate, sodium oleate, oleic acid and polyacrylic acid, on stirred media milling of limestone have been investigated. The results are evaluated in terms of specific surface area, specific energy and energy efficiency as a function of additive dosage, polymer molecular weight, solids concentration and relevant operating variables. Use of additives generally results in changes in specific surface area and energy efficiency, while under certain conditions a more than 100% increase in these parameters can occur. Relevant interfacial properties have been measured and milling mechanisms involved are explored particularly in terms of the effect of additives on the flow patterns at higher solids concentration.

Climax Molybdenum Company, a Division of American Metals Climax, Inc., operated a hydrometallurgical plant* at Climax, Colorado from August 1966 through August 1968 to recover molybdenum from a mixed oxide and sulfide ore. The ore treated for this addition to the existing plant contained sufficient Molybdenite values to be mined for Molybdenite recovery alone, so that the oxidized molybdenum recovery could be regarded as a byproduct operation. Climax is located at an elevation of 11,300 feet. All process equipment, except thickeners, was enclosed in buildings. Annual snowfall is approximately 250 inches per year. Paved highways and rail service to the plant are maintained and kept open all year. Most of the employees live in the town of Leadville, which is approximately twelve miles from the plant site. The sulfide flotation plant handles 40,000 to 45,000 tons per day of ore. The mine is one of the world's largest underground mines.

Traditionally, water removal has taken a backseat to many other coal mining functions. However, it is a vital part of the total mine support system. In many US coal mines, more tons of water are removed each year than tons of coal. An excellent discussion of general drainage characteristics can be found in Chapter 8 of Elements of Practical Coal Mining, published by SME-AIME. This chapter is organized into three major sections. These are: designing effective drainage systems; constructing the main mine pumping station (static system); and constructing a portable pumping station (dynamic system). Each topic presents a separate discussion of the elements a construction foreman or engineer should consider for effective installation and operation of the mine drainage system. In addition, a list of pumping equipment manufacturers is available to interested persons and follows these sections.

Western mines have had limited choices for standing support. Wood cribs were often too soft and unstable. The introduction of the Can support in the early 1990’s provided a very effective alternative and remains the dominant form of tailgate support. Water-filled prestressing cells are now used to cap the Can and preload it to provide an active roof load. The Cluster Prop, consisting of three timber wedge props bundled together, provides more capacity than an equivalent sized Can support and improves transport efficiency. However, the Cluster Prop is less stable and does not maintain a consistent load throughout its loading profile. Pumpable roof supports are another alternative support, but they have not been proven in high deformation environments. Alternative supports are also being used in longwall recovery operations. These include the Rocprop and Omni Prop, which are extendable support systems. They also provide active roof loading which can be beneficial in these applications. Specialty supports, such as the Sand Prop and Spider Prop, have also been introduced into western longwall operations. This paper compares the performance characteristics of these various support systems.

The integration of interactive computer graphics technology with data analysis tools can assist in the evaluation of deposit models: the super- imposition of mine openings on complex geology can be quickly perceived using dynamic visualisation, colour-coding and transparency control while analysis functions assist in quantifying displayed information. To illustrate the functionality of such integration a research prototype system is presented which allows the interactive visualisation and evaluation of deposit models comprising both structural boundaries and the distribution of continuous properties.

Detailed mapping, using a large diameter diamond-drill in conjunction with high resolution reflection seismics, has increased known resources of kaolin clay and glass-grade silica sand from scattered deposits generally < 1 km2 to large areas of Cretaceous valley fill up to 130 m thick. Detailed chemical and physical analysis of drill core is presently underway. Silica sand deposits intersected in this study are up to 99.4 % SiO2 without beneficiation. Light grey to white kaolin clays identified by XRD and DT A have concentrations values (without beneficiation) up to 47.28% SiO2, 37.44% Al2O3, 0.45% Fe2O3, 0.49% K2O, 0.07% Nap, 0.07% CaO and 0.39% MgO.

Sulphur deposits occur within the upper Salado and Rustler gypsum beds. The formation of a sulphur ore deposit requires large quantities of oil and /or gas, which must find a permeable pathway into the gypsum beds. The Permian beds weathered for 90 million years in an arid environment prior to the advent of a more humid climate at the beginning of the Cretaceous Period. The first Cretaceous rivers enlarged the sinkholes and caverns of the Karstified Permian terrain and deposited coarse conglomerates and sands into the subsurface gypsum beds. The resulting network of caverns and sinkholes, filled with permeable sediments, permitted the free flow of hydrocarbons through gypsum. All sinkholes and caverns infilled with Cretaceous sediments that have penetrated beds of gypsum are associated with sulphur deposits. The Castile gypsum lies directly upon the oil bearing Bell Canyon formation. Sinkholes and caverns filled with Cretaceous sediments occur in the lower Castile. Biogenic calcite and sulphur are adjacent to these sediments. However, faults assume the major role in generating the initial permeability, allowing hydrocarbons to penetrate the lower Castile gypsum. The largest faults are associated with biogenic calcite and sulphur for a distance of 250 meters up from the bottom of the Castile gypsum. It is apparent that two dynamic geological processes are generating permeability within the gypsum beds: (1) the Cretaceous sands decending with difficulty into gypsum and (2) the faults creating permeability in the lower Castile but losing energy through soft bed deformation in the overlying gypsum. Both of these sulphur ore controls are mappable, but another large sulphur deposit of the magnitude of the Culberson Sulphur Mine has yet to be discovered. INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries&apos; share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.
