It is not news to anyone in the mining industry that federal action in the prevention and abatement of air pollution has seriously affected the industry both directly and indirectly. It is the purpose of this paper to review how the development of federal action is directly affecting the coal mining industry's number one customer, the fossil-fuel-fired steam generating power plants and, consequently, the industry itself indirectly. In essence, Public Law 84-159 of 1955 as amended by the Clean Air Act of 1963 and its revisions in 1967 and 1970 progressively tightened federal coordination and management of air pollution control programs throughout these United States. The Environ- mental Protection Agency (E.P.A.) set up to direct the programs was charged to establish National Air Quality Standards, Standards of Performance for New Stationary Sources, and National Emission Standards for Hazardous Air Pollutants.

In this paper, the methodologies that should be applied by the progressive mining industry in order to fall within the frame of the sustainable development are summarized. Producing a sound plant design for a major project requires hundreds of engineers and many drawings. Economical accomplishment of this task is based upon careful and orderly organization of the design team so that at all times there is a complete and workable staff but at no time a surplus of costly talent. This paper will describe the various stages in the development of plant design which normally follow the laboratory and pilot plant investigations discussed in other papers today. An outline of the procedures used in the assembling of a project design group, within an established engineering organization will be presented. Actual procedures may vary according to the size and character of the plant, the special requirements of the owner, and the make-up of the engineering organization performing the design, but most of the points covered will be found to be basic to any plant design project.

For practical purposes, the terms "natural frequency," "resonance" and "critical speed" are synonymous. A part passing though its "critical" or "critical speed" may also be said to be "resonant" or "resonating." The vibrations of a precisely balanced part can be magnified by the structure in which it is assembled. Anyone who has driven an automobile knows that it will vibrate more at a certain speed than at others. According to the formula for centrifugal force, vibration should increase steadily with a rise in rpm. What happens instead is that the vibration not only in- creases with r m. but suddenly rises at a much higher rate through the critical speed, and then apparently smooths out as the rpm passes beyond it. To visualize what happens, consider a simple flat spring with a weight mounted at one end. When the spring is deflected by pulling down on the weight and then letting it go, the spring will oscillate, and the spring-and-weight system will vibrate at its natural frequency. If the timing or direction bf the impulses imparted to the spring did not coincide with its natural frequency, the result would be an irregular vibration that would not build up. If, on the other hand, the timing and direction of the impulses did coincide with the spring's natural frequency, the result would be a larger and larger amplitude. If the impulses were continued indefinitely, the amplitude of the spring's vibrations would go on rising [while its frequency stayed the same] until the spring broke or the amplitude of the vibrations reached an equilibrium [because frictional or other forces would tend to damp it]. Resonance magnifies the amplitude of vibrations in a relatively undamped system between 100 to 200 times over that of nonresonant vibrations. Frictional or viscous damping often reduces the magnification [from 10 to 20 times], but even with this reduction the amplitude would still be large enough to cause excessive wear, and sometimes even fractures. For example, a blower might show only 0.001 in. of vibration on the manufacturer's test stand. Installed, the blower could pass into its critical speed [the speed at which the frequency of the vibrations caused by the rotor coincides with the supporting structure's natural frequency], and the 0.001 in. of vibration could be resonated to 0.010 in., or as much as 0.020 in. The cure for such a condition would not be to lower the vibration of the blower by further balancing or better alignment but to separate the two frequencies by at least 20 to 30%.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been in progress for six years and the writer has been intimately associated with the project during the five years of exploration and the six years of exploitation. The industry is possibly aware of the fact that the Woodsreef Mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and of the fibre. Because of these unique features, a large volume of research has been undertaken by Woodsreef and by other scientific organisations in Australia, England and Canada on the Woodsreef fibre. The answers to some of the problems have negated some semi-sacred concepts of asbestos ore milling and led to the development of new techniques, such as the adoption of microscopic fibre counts as a routine procedure; the modification of accepted evaluation procedures; the development of new machines for dedusting fibres, and to the recognition of a fibre with a unique milling behaviour pattern and, possibly, properties. The problems experienced can be divided broadly into those associated with the geology and those associated with the physical properties of the fibre. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognised during the exploration stages a feasibility evaluation may be just that little closer to the actual.

Two of Peabody Western Coal Company's mine operations are the focus of this paper ... Black Mesa Mine and Kayenta Mine, both located in Northern Arizona. These two locations are unique for a variety of reasons. ? The two mines have only two customers, both power plants, one the Southern California Edison's Mohave Generating Station near Laughlin, NY, the other the Navajo Generating Station near Page, AZ. Close in proximity, these two locations ships nearly 12 million tons of coal per year. ? Material is shipped to these customers two ways: via a 273 mile underground slurry pipeline, which by the way is longest in the world, and by a 17 mile long conveyor to four storage silos. Product is then shipped via train from the storage silos to the plant sites.

Modern ash handling systems exist in considerable numbers and a great deal of design and operating experience has been accumulated, It is the endeavor of this paper to point to a number of frequently recurring problems, A general appreciation of these problems will be helpful in both design and operation of systems. The light fly ash and the heavy bottom ash present different problems, and each will therefore be treated separately. Fly ash is collected in the ducting from the furnace to the stack and beneath the mechanical and electrostatic dust collectors. The greatest amount of dust is collected beneath the mechanicals and electrostatics. Hoppers are generally provided as integral parts of the collector. Suitable valves and piping are connected to these hoppers for removal of the dust. The size and shape of these hoppers are important factors in determining frequency of handling and the capacity of the system.

We at Colowyo would like to thank you for the opportunity to share with the Society of Mining Engineers of A.I.M.E. the progress of reclamation at Colowyo Coal Company's multiple seam open pit coal mine which is a general partnership of W.R. Grace and Co., and the Hanna Mining Co. First, a brief history of Colowyo Coal Company (Colowyo). The Colowyo operation is located approximately 28 miles southwest of Craig, Colorado, which is in the northwest corner of the state. The Colowyo operation produces coal from a Federal Coal Lease, a portion of which has experienced previous coal mining by underground methods. The underground coal mines were known as the Red Wing Mine and The Streeter Mine, and supplied coal to numerous locations in the Rocky Mountain region.

Kaolin clay has a broad range of applications with the paper market representing the largest end-use. Calcined kaolin finds application in paper, paint and plastics primarily for its high brightness and light scattering ability. It is well known as an extender for TiO2. Meta-kaolin possesses a unique set of physical and chemical characteristics finding use in both traditional kaolin/calcined kaolin markets as well as other unique applications. This paper discusses the intricacies of manufacture and the key physical and chemical properties of meta-kaolin. Specific applications and the relationship of the physical/chemical properties to end-use performance are discussed.

This paper presents the results of numerical modeling of the fractured zone around longwall gateroads. The numerical computations have been based on the results of underground measurements of the fractured zone around longwall gateroads, which were performed for various geological and mining conditions and measured with the use of the endoscopic method with a digital camera. Having results of the underground investigations, trials of duplicating them by the Finite Element Method using software PHASE and the Hoek-Brown failure criterion were performed. In order that the fractured zone predicted by the model-based computations closely simulate that measured underground, some selected parameters in the Hoek-Brown failure criterion were modified based on the earlier determined relations used for prediction of the roof-to-floor convergence in longwall gateroads. As a result, the model-based computations produce results very close to those obtained from the underground measurements. Determination of the fractured-rock zone around the mine roads is of great importance to mining practice, especially in planning and designing supports for longwall gateroads. The influence of the front abutment pressure causes the fractured rock zone around the roads to increase and results in an increase of support load. Moreover, proper determination of the fractured rock zone is one of basic elements in the process of planning roof bolting for mine workings.

Flotation columns have been readily accepted for use in most sulfide flotation plants; however, recently columns are being used in many other areas. Recent improvements in design methodologies have overcome many operating problems and led to improvements in metallurgy. In addition, physical improvements in column design have simplified their operation while leading to better control. The Turbo-Air External Bubble Generator has provided a method for bubble size control and variation in air holdup and carrying capacity. These have enabled commercial operations to improve grades and recoveries by optimizing performance.

The benefit of gravity separation in improving total gold recovery in grinding circuits has been outlined in a significant number of papers to date. However, the use of batch centrifugal concentrators (BCC) as an industry standard to extract gold has limited the potential for maximizing gravity recoveries -particularly in coarse gold deposits. This is a reflection of the high upgrade ratios obtained by BCC's which has an inverse relationship with recoveries. Survey work in Australia has indicated that installation of the InLine Pressure Jig as an alternative to the Bee will significantly increase recoveries of gold by gravity and, accordingly, increase total gold recoveries and lower operating costs.

Prospecting in its modern context means simply the gathering of information on which, to base plans for the utilization of our mineral resources. One prospecting system familiar to T. V. viewers is the pan of the old gold prospector which, while he prospected, could produce the wealth which financed him in his search. Present day geophysical "prospecting" systems, which are based on the real or supposed responses of an ore specimen, to various stimuli finder controlled laboratory conditions, are promoted as means of reducing the cost of prospecting. The universal drawback to all geophysical systems is that they yield "soft" data which are only presumed to be analogous to ore mineralization until they can be calibrated, by conventional prospecting systems, to each actual mineral environment being tested. By this time the system usually is no longer cheap. Since the raw data are too esoteric to be used until interpreted by geophysicists, usually in the light of their own personal theories and experience, the certainty of multiple interpretation is introduced. The concept of prospecting, at St. Joe Minerals Corporation's Viburnum, Fletcher and Brushy Creek mines in the new Missouri Lead Belt, encompasses surface diamond drilling for preliminary exploration, the sub¬sequent development of ore body tonnages and grades and the establishment of mining parameters. The predominantly flat-lying mineralized formation is mined by room and pillar stoping. In an operating mine, jackhammer holer are drilled in backs and bottoms of stopes, and chip samples are taken for assay, concurrent with mining. Thus irregularities in ore bodies or nearby discontinuities are not overlooked which are above or below the general mine

The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

Test work indicated and plant operation has since confirmed that SAG milling is a viable option for INCO's Sudbury Operation milling rationalization project only if pebble crushing is included in the SAG/ball mill circuit. Throughput increases more than fifty percent with pebble crushing incorporated into the comminution process. The finer product of high speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems.

INTRODUCTION Most metallic minerals and some industrial minerals have a relatively high specific gravity and most have at one time or another been concentrated by gravity methods. The principles of gravity concentration are straightforward, well documented and easy to understand, but in practice there are many pitfalls that await the engineer in the development of an integrated flowsheet. Gravity concentration equipment has a long history of use and there is a great diversity available. The equipment is capable of treating material over a broad size range, only falling off in efficiency in the very fine sizes. Gravity concentration is also inexpensive, generally free of environmental problems, and commercial equipment can process large tonnages of ore with a minimum of capital cost. As might be expected of an efficient and low cost process, the bulk of the tonnage quickly and inexpensively. Another obvious application is treating mineral deposits such as hematite and manganese ores that are sufficiently liberated after a minimum of crushing to allow production of a coarse concentrate that will meet market specifications. Except for hand picking and mechanical sorting, there is no competing process on coarse size material. Conversely, it is sometimes obvious that gravity concentration does not warrant consideration. Examples are ores that require very fine grinding to attain liberation, for ores where the minerals of interest have a gravity similar to the gangue, and ores that are strongly magnetic. "The Mine Improvement and New Emergency Response (MINER) Act included the need for improved chemical technologies to address respiratory protective device inadequacies and refuge alternative development. The National Institute for Occupational Safety and Health’s (NIOSH) National Personal Protective Technology Laboratory (NPPTL) invests in research and development to improve the carbon dioxide (CO2) scrubbing technologies built into these mine safety systems. Testing at NIOSH NPPTL is performed using a custom-designed test system containing a chemical reactor and sensors in a constant flow of simulated expired breath to evaluate chemical performance for the scrubber materials. Current testing procedures focus on device duration or capacity, but do not report criteria needed to effectively optimize chemical performance. In this presentation, testing results which identify the chemical performance roles for CO2 scrubber components will be reported, and specific component chemical activities will be linked to both duration and CO2 absorption capacities. Chemical components being evaluated include hydroxyl, superoxides, metal, and amine active sites, distributed in salts, zeolites, metal-organic frameworks, and microporous materials. INTRODUCTION CO2 absorbents and oxygen sources are at the heart of closed circuit breathing air supply systems used in mining escape and rescue operations. CO2 absorbent technology was first developed for diving rebreathers and has been in use for over a century. Typically these devices include a soda lime formulation of pellets in the 8-12 mesh range. Larger 4-8 mesh particles are used in medical grade “low-flow” applications, since these particles present a lower flow resistance regime more amenable for use with resting individuals. Potassium superoxide and lithium hydroxide formulations are also used, where in each case the formulations involve bulk solid pellets or materials affixed to surfaces. CO2 capture technologies are now under intensive study in the energy and automotive industries, where the pursuit of optimal combustion processes has led to the development of new materials to capture, convert and store CO2, oxygen and carbon monoxide gases. Recent advances in nano-structured and high surface area catalysis have produced novel materials demonstrating chemical performance improvements in these industries, and these improvements may now also be adapted to enhance chemical efficiency and performance in escape and rescue devices. Higher surface area materials offer promise for improving the efficiency, or decreasing the burdens associated with the use of closed circuit respiratory protective devices containing CO2 absorbents. Novel chemicals that display advantages in chemical performance or decreased burden will be examined for inclusion in developing systems such as the next-generation closed-circuit mining escape respirator or refuge alternatives."

Dow Water & Process Solutions (DW&PS) was approached by ASARCO Inc. to attempt to recover cobalt and copper from their copper solvent extraction (SX) raffinate. Cobalt is added to many copper electrowinning tankhouses to help to prevent lead electrode corrosion. With cobalt?s high price this can be a large expense. ASARCO has ore that contains a small amount of naturally occurring cobalt. Currently they have no way of capturing this high value metal from their leach or raffinate streams. DW&PS has some chelating resin technologies that should be able to help solve this problem.

Quartz has been of interest in occupational health for years because it can cause silicosis after prolonged exposure. New OSHA regulations (Air Contaminant; Final Rule) list perlite as a nuisance dust. They conclude that perlite is nontoxic when air-borne total particulate concentrations are 15 mg/m3 or below and when quartz content is less than 1% crystalline silica. OSHA has established an 8-hour PEL of 15 mg/m TWA for total perlite dust containing less than 1% quartz. OSHA has established a 5 mg/m3 TWA PEL for respirable perlite. These limits will protect workers from significant risk of eye, skin, or other physical irritation. This regulation is based on a Group 2A classification as a probable carcinogen in humans, at the 0.1% crystalline silica level, by the International Agency for Research on Cancer (IARC 1987a, b). IARC found sufficient evidence for carcinogenicity of crystalline silica in animals and limited evidence in humans. Perlite is not listed as a carcinogen by OSHA or the National Toxicology Program.
